DE-MERGER OF THE PROVINCES IS UNTIMELY

Please bear with me for raising objections, for the action that is being taken, as admitted by the Governor of the North-East Provincial Council, to de-merge the same. I am not arguing whether the merger of the North and the East is justifiable or not. I am only emphasizing to you that this is not the time to do it and that it should be left to the people concerned to take a decisions, as promised by the Hon. Prime Minister in Parliament. This act can be compared to the passing of the 6th Amendment to the Constitution by President J.R.Jeyawardene at a time when there was a major backlash in the country and the TULF Members were not in Parliament. If left alone things would have been completely different today. President Jeyawardene’s move only helped him to take over the Leadership of the Tamils from the moderates and to hand it over to the Tamil Militant Groups. One group gradually eradicated all the other groups or silenced them with their fire-power. The present move of yours will lead to a situation like that. This is not what the country needs urgently today, that too in a war-torn area. Rightly or wrongly the Tamils and to some extent the Muslims too feel that their future lies in a merged province. De-merger at this juncture will only make the Tamils and the Muslims of the Eastern Province to desperately go behind the LTTE finding no alternative and forgetting all their ruthless recent past. In this issue I feel that you should allow the people to decide on their own. Please share your views with some Tamil and Muslim Leaders as well.

The Merger of these two Provinces took place 17 years back and at a time when it was felt that there was a need for it to solve the ethnic problem. The then Prime Minister of India Hon. Rajiv Gandhi took the initiative to merge the North and the East. All these 17 years things moved smoothly in the Provincial Administration. Administration was by the Public Servants without any political party or politicians. It is not that there was no one during these 17 years to think of a Fundamental Rights petition, but there was no need for it at all. If only the LTTE had not taken over parts of these provinces under their control, the Sinhalese, Tamils and Muslims would have lived happily in peace and harmony.

Now some parties thought of it and filed the F.R. petition and the court justly held with them. Action need not be taken to de-merge the merged provinces. Instead action could have been taken and rectified through the Parliament. The UNP had even pledged its support for it, being another National Party that had ruled the country many times.

The merged provinces have for a period of 17 years gained legitimacy by remaining so, uninterrupted and un-challenged. People who had lived in these merged provinces and some born there, have enjoyed certain fundamental rights that cannot be interfered with. Now there is a war going on and the people who are directly affected by war are running for their lives carrying their children, through thick jungles, without proper food and water to drink and also getting wet when it rains. It is very unfair to do anything with the merger arbitrarily without giving an opportunity for them either to support it or oppose it. They are displaced in their thousands and are running away from their homes leaving behind almost all their possession with no hopes of finding them on their return. The victims are from all communities. Some who had taken boats in desperation to escape from the shelling of both sides, to safer places by sea had died in the sea. Several were killed and much more severely injured. They are all languishing in refugee camps without proper food and shelter. It is most pathetic to see them and to listen to their sad stories.

It is the opinion of the ordinary people that you will deliver the goods if you hold the reigns properly. Mr. Prabakaran’s children and the children of other LTTE Leaders are in safe places. It is the poor parents and their children who are in the war zone suffer. Those who want de-merger have no vested interest in the merged area. It is merely to spite the minorities that all sorts of demands crop up. But you as the Head of the State has a responsibility to look after the interest of the minorities. You are aware that the Tamils who could afford had fled the country and are comfortably settled in various countries while those who cannot afford to go abroad are running away from their own homes, out of fear for the LTTE, taking with them whatever they can and are settled among the Sinhalese and feel safe. For the same reason those who could afford had gone to India, mainly to safeguard their children. You see that we Tamils who have trust in you live with the Sinhalese peacefully. Why can’t the Sinhalese trust the Tamils and agree to live them.

If you are serious about all our people, irrespective of their ethnicity enjoying all rights like the others, please stop further action on the de-merger and maintain the “Status Quo”. A referendum to decide on the de-merger can wait till normalcy returns and all our people go back to their respective homes. Until then remedial measures can be taken through our country’s legislature to meet the requirements of the court order.

With regard to the solution for the ethnic problem, I reiterate that the Government is committed to find a solution based on the Oslo and Tokyo Agreements and it would be very unreasonable to thrust any other solution on the Tamils. The Tamils all over the world want to come back home and live with the Sinhalese, Tamils Muslim and fellow citizens of all other ethnic groups in a united Sri Lanka. Having failed these 50 years to find a solution in a Unitary State, the only option left is a Federal solution within a united Sri Lanka. The International Community welcomes it and the local Tamils too. The LTTE is also fully aware that the International Community will oppose separation tooth and nail and that they to should agree for a Federal Solution.

PRESS RELEASE - WHY THE GENEVA - II TALKS FAILED

It is very unfortunate that the LTTE’s negotiating team that went to Geneva for Talks has returned without achieving any thing. But this is no surprise to me since I expected this. As often said by me the LTTE has now proved to the International Community that they are not at all interested in finding a solution to the ethnic issue for a variety of reasons. The first and the foremost one being, if and when a solution is found what will happen to the LTTE Leaders and where will they go? Secondly, will the leaders have the same recognition from the International Community and will be visited by world leaders and Diplomats and whether they will enjoy power as they do now? Will the local leaders who wield so much of power derived from the LTTE Leadership and keeping the poor timid Tamil civilians under their strict control, tolerate being deprived of their Princely positions? In a situation like this, when the country is nearing a solution every one of them who will be affected in one way or the other will go all out to disrupt the peace process. That is exactly what had happened in Geneva - II. I wonder whether innocence or over confidence that took this big team of negotiators from the Government side, to Geneva. For the LTTE this is yet another excursion at some body’s expense. I will not blame Mr. S P Thamilchelvan because before he left he honestly declared that they were going only to take up some humanitarian issues including the opening of the A – 9 Road. On this occasion the TNA Members of Parliament also had the courage to make a humble written appeal to Mr. Thamilchelvan signed by their 22 Members, to take up the issue of opening the A – 9 Road, because the poor Tamils of Jaffna are being starved to death deliberately by the Government. This is on the 3rd Month of the closure of the A – 9 Road. During the crucial period not a single MP was in Jaffna. They were all in Tamil Naad. Many organisations and individuals brought to the notice of the Government the various shortages and the Government promptly did every thing possible, inspite of the threat of the LTTE that they will not take the responsibility of giving protection to the ships. They even prevented the ICRC also from giving any assistance. The Tamil Community should take their hats off to those sailors who ventured to Navigate the ships carrying cargo to Jaffna, at grave risk to their lives.

The International Community has its own agencies to gather information and will not be mislead by certain media that black out the true position. The LTTE should take the full responsibility for the shortage of food in Jaffna. Another matter brought to my notice is that the Presidents of some MPCSs appointed by the LTTE, direct many items to the private trade on the sly to be sold in the black-market. Surely the LTTE can put a stop to this black-market business. If the LTTE is really feeling for the people, they can refrain from objecting to the ICRC flying its flag on the ships to Jaffna.

The A – 9 Road which is a vital land route to Jaffna and the only land route too, was kept closed for more than a decade by the LTTE, which had no right to keep it closed. How many valuable lives were lost during that period? Even a civilian plane with 44 passengers and the entire crew perished. The closure of this road is causing immense hardships for the civilians. I plead that the A – 9 Road should be opened to the traffic forthwith and while opening the A – 9 Road the LTTE also should simultaneous announce that they will not levy any tax on any goods and humans taken to Jaffna by the A – 9 Road.

The LTTE clamouring for the opening of A – 9 Road is not genuinely in the interest of the People. Within three months the people who used the A – 9 Road would not have forgotten the illegal, unjustifiable and exorbitant rate of tax collected by the LTTE. There is no provision in the CFA to levy any tax or toll. It will be beneficial for the International Community to know of the illegal activities of the LTTE on the A – 9 Road. Gift items like toys, shirts, saris, Chocolate, Apples were not spared. Even religious statues and idols were also taxed.

1. Every vehicle had to pay a tax to cross the LTTE area.
2. Every passenger had to pay transit tax.
3. Almost all new items were taxed.
4. Every vehicle transporting goods has to unload and reload at least at three points and the cost of labour is passed on to the consumer. This is why Jaffna products are costlier than imported products. The TNA MP shedding crocodile tears for the farmers should know this.
5. New and old vehicles, TV sets, Radio sets, classified as Luxury items were heavily taxed.
6. Those who fled the country and returning to see their relations had to pay heavy amounts with arrears for not contributing to the LTTE fund regularly in their country of residence. Failure to do so resulted in the withholding of their Passports till the amount is paid.
7. Those who flew to Jaffna direct without using the A- 9 Road, within 24 hours of their reaching the destination the LTTE Tax collectors were there to collect the Tax dues.

When they closed business for the day, several gunny bags of currency notes were taken to their Head Quarters. This is the main grievance of the LTTE and of the TNA MPP too. They have not mentioned any one of the above charges or explained the same.

If the LTTE assures free flow of goods into Jaffna without any tax levied and with the promise of no more abductions on the A – 9 Road and stop attacks at Muhamalai defence line, I don’t see any reason why the Government should keep the Muhamalai point closed. Within hours of the LTTE agreeing the Government should act promptly.

At this juncture I humbly appeal to the LTTE to have sympathy on the poor people who had suffered beyond limits of tolerance and face realities. The Norwegian facilitator has very clearly said in his opening speech at Geneva that any solution will have to be found within a United Sri Lanka and also under a Federal Constitution as agreed to in the Oslo and Tokyo declarations. This clearly shows that Mr. Eric Solheim had also reflected the opinion of the International Community. This is also the view of the Indian Government. Mr. Gopalaswamy, Mr. Nedumaran and Mr. Thirumavalavan can’t ask for more for us then what is there for them, in the Indian Constitution. In Geneva the Government team too had given a hint about their new thinking. The UNP and the SLFP are genuinely interested in a solution and the UNP is not after portfolios as accused by Mr. Thamilchelvan. The LTTE should not get the advice of half-baked lawyers and Politicians. There are many spread all over the world to advice them as to what is best in the present situation. The LTTE is bound to accept such advice.

If the LTTE has any love for the Tamil people whom Mr. Thamilchelvan often refer to as ‘our people’, they must without delay openly declare their willingness to give up their demand for separation and to agree for a federal solution within a United Sri Lanka. The Sri Lankan people whether they are Sinhalese, Tamils or Muslims and the International Community will very much welcome it and Peace will be restored in Sri Lanka.

MR. THAMILCHELVAN MUST STOP BEATING THE WAR-DRUM.

Nominations to the APC

This is to bring to your kind notice that the All Party Committee as constituted now has no proper representation for the Tamils of the North and the East. Of the 23 Tamil Members representing these two Provinces only the EPDP, that has one seat, is represented in APC.

I need not remind you of the observations of all the Election Monitoring Teams that operated during the last Parliamentary Elections. Some Teams had even recommended re-poll in these two Provinces. Further more as proxies of the LTTE they are boycotting the Meetings of the APC and also at the same time going round the world claiming as the duly elected representatives.

Hence I suggest that the Political Parties that had representation in Parliament in the past too, be included in the Committee. The TULF, PLOTE and the EPDP had 18, 3 and 3 members respectively in the previous Parliament. Kindly consider including these three parties also in the APC.

PRESS RELEASE

Statement Released on behalf of M/s V. Anandasangaree, D. Sithardhan and T. Sritharan representing the TULF, PLOTE and EPRLF(Pathmanaba Group) on their visit to New Delhi.

The deteriorating situation in the North and East due to escalation of violence, mass scale displacements and sufferings of the people, urged us to pay a visit to New-Delhi and brief the top Political Leaders and some other relevant authorities, of the ground situation prevailing here. The delegation comprised of M/s. D. Sithardhan, T. Sritharan and myself representing the PLOTE, EPRLF(Pathmanaba Group) and the TULF. We are convinced that India has a role to play and peace cannot be achieved without Indian advice and guidance. Being the world’s largest democracy and in very close proximity to Sri Lanka, India has a moral duty to do so. Hence the visit to New Delhi became necessary.

We discussed matters ranging from devolution of power to escalation of violence. We love our people and our country and therefore duty bound to give an unbiased account of all what is happening here and also how India can help us. We explained in detail the sufferings the people of Muthur, Sampur, Eachilampattai and other neighboring villages, are subjected to due to the current armed confrontation. The operation, as the Government refers to as limited operation was precipitated by a foolish action of the LTTE who kept the Sluice Gate of Marvilaru closed, depriving the people of their drinking water and water for the large extent of paddy crops close to the time of harvest. The closure of the sluice gate cannot be justified under any circumstances. All the three communities, the Sinhalese, Tamils and Muslims were badly affected due to this action. We told them that the armed confrontation between the forces and the LTTE resulted in large scale displacement, heavy civilian casualties with loss of life and limb and extensive damage to property. We also brought to their notice that it took a long time for the refugees to return to their devastated homes and that a lot of them are still in refugee camps without proper food, shelter and sanitary facilities.

Unbiased report was given to them of the events that led to the mass exodus of Tamil refugees from Trincomalee to Tamil Naad. The New year eve bomb explosion at the Trincomalee Market that caused the death of a few Sinhalese and Tamils, the gunning down of a Bank Officer Mr. Vigneswaran, five Tamil students preparing for higher education and six Sinhalese peasants of Kumarankaduwella while engaged in sand mining, the massacre of 12 Sinhalese construction workers hacked to death with their hands tied behind and a mini-communal riots that followed the New year eve bomb blast in which a few innocent Sinhalese and Tamils were killed and sixty shops belonging to the Tamils and one belonging to a Muslim were burnt down, compelled the Tamils of Trincomalee to flee to Tamil Naad to save their lives, their children from conscription by the LTTE and to have their children educated. To our great relief Mr. S C Chandrahasan, a son of our Leader the late Hon. S J V Chelvanayagam, who takes a lot of interest in the welfare of the Sri Lankan Tamil Refugees all over Tamil Naad, told us that the Chief Minister of Tamil Naad Hon. Dr M Karunanithy had requested all schools to admit refugee children overlooking all formalities and that no refugee child should be refused admission and thrown on the street.

With regard to the North, due to the closure of A – 9 Road, we told them that there is an acute shortage of essential food items and prices of available items had shot up. We assured them that we are continuing to pressurise the Government to send more ships with essential items to meet the shortage. We also requested the Indian authorities to seriously explore the possibilities of sending ships to Kankesanthurai and also promised to take it up with the Sri Lankan Government.

The main topic for discussion at all levels was the ethnic issue. Disputing the claim of some others, who had mis-represented facts, we pointed out that in the fifty year history of the ethnic problem, for the first time two major political parties that take turns to rule the country, had committed to a Federal Solution. The UNP’s Presidential Candidate had offered to solve the problem based on a Federal Constitution and the President’s party the SLFP also had resolved unanimously at its convention last year to offer a Federal Solution. We explained to them that since some are opposed to the terms “Federal” and “Unitary”, we are supporting an Indian Model which is welcomed by many people. We also emphasized the fact that the Tamils will not accept any other solution.

We complained of the false propagandas carried out in Tamil Naad, pointing out that the fifty five persons who were killed in the orphanage were not orphans and that fifty one of them were almost of the same age group and attending school in the upper forms and taken for compulsory training by the LTTE. The balance four belonged to the staff. We stressed that those living in LTTE areas are living like slaves and need to be liberated.

Before leaving India we thanked the Indian Government for the assistance given to the tsunami victims and also thanked the Government of Tamil Naad for the assistance given to our refugees.

இலங்கையின் இனப்பிரச்சினை தீர்வுக்கு இந்தியாவிற்கு பிரதான பங்கு உண்டென்றும், இந்தியாவின் ஆலோசனையும், வழிநடத்தலுமின்றி தீர்வு ஏற்படாதென நாம் பூரணமாக நம்புகிறோம். உலகில் மிகப்பெரிய ஜனநாயக நாடு என்ற வகையிலும் இலங்கைக்கு மிக அண்மையில் உள்ள நாடு என்பதாலும் அவ்வாறு செயற்பட இந்தியாவுக்குக் கடமைப்பாடு உண்டு என்பதனாலேயே நாம் புதுடில்லி சென்றோம்.

அதிகாரப் பகிர்வு தொடக்கம் அதிகரித்துவரும் வன்முறை வரை பல்வேறு விடயங்கள் பற்றி பேசியிருந்தோம். நாம் எமது மக்களையும் ,எமது நாட்டையும் மிகவும் நேசிப்பதால் எமது நாட்டில் நடப்பவற்றை பாரபட்சமின்றி எடுத்துக்கூறி இந்தியா எவ்வகையில் எமக்கு உதவலாம் என்பதனையும் தெரிவித்தோம். தற்போது ஏற்பட்டுள்ள ஆயுத மோதல்களால் மூதூர், சம்பூர், ஈச்சிலம்பற்று உள்ளிட்ட பல கிராமங்களில் வாழும் மக்கள் அனுபவித்து வரும் துன்ப துயரங்களை விரிவாக விளக்கினோம். விடுதலைப் புலிகள் முன்யோசனையின்றி பொது மக்களுக்கான குடிநீரையும், அறுவடைக்கு நெருங்கிய நிலையில் உள்ள பெருமளவிலான நெற்பயிர்களுக்கு நீர் செல்வதை தடுக்கும் நோக்கோடும் சுலூஸ் கதவை மூடியதன் விளைவே மட்டுப்படுத்தப்பட்ட நடவடிக்கைக்கு இராணுவத்தை தூண்டியது என அரசு கூறுகிறது. இச்செயலால் மூவின மக்களாகிய தமிழ், சிங்கள, முஸ்லீம் மக்கள் கடுமையாக பாதிக்கப்பட்டனர் என்பதையும் அவர்களின் கவனத்துக்கு கொண்டு வந்தோம்.

இராணுவத்துக்கும் புலிகளுக்கும் இடையிலான ஆயுத மோதல்கள் காரணமாக பல உயிரிழப்புக்களும், பலர்படுகாயங்களுக்குள்ளானதையும், சொத்தழிவுகள் ஏற்பட்;டதையும் பாரிய மக்கள் இடம்பெயர்வு நிகழ்ந்ததையும் மக்கள் சிதைந்து கிடந்த தங்கள் வீடுகளுக்கு திரும்ப காலதாமதம் ஏற்பட்;டதோடு போதிய உணவு, உறைவிடம், சுகாதார வசதிகள் ஆகியவையின்றி இன்றும் அகதி முகாம்களில் வாழ்கின்றனர் என்பதையும் எடுத்துரைத்தோம்.

திருகோணமலையில் இருந்து தமிழ் நாட்டுக்கு தமிழ் அகதிகள் பெருமளவு செல்வதற்கு காரணமாக இருந்த சம்பவங்களை பாகுபாடின்றி விளக்கினோம். புதுவருடத்திற்கு முன்தினம் திருகோணமலை பொதுச்சந்தையில் வெடிக்க வைக்கப்பட்ட குண்டில் சில தமிழ், சிங்கள, முஸ்லீம் மக்கள் கொல்லப்பட்டமை, ஐந்து தமிழ் உயர்கல்வி பயிலும் மாணவர்களும், வங்கி ஊழியர் விக்னேஸ்வரன் கொல்லப்பட்டமை, கோமரங்கடவெலவில் ஆறு சிங்கள விவசாயிகள் சுட்டுக்கொல்லப்பட்டமையும், வெலிகந்தையில் 12 கட்டிட தொழிலாளர்கள் கைகள் பின்புறம் கட்டப்பட்ட நிலையில் வெட்டிக் கொல்லப்பட்டமையும், வருடப் பிறப்புக்கு முதல் நாள் குண்டுவெடிப்பை தொடர்ந்து ஏற்பட்ட இனக்கலவரத்தில் தமிழர் கடைகள் 60, முஸ்லீம் ஒருவருக்கு சொந்தமான கடையொன்றும் எரிக்கப்பட்டு சில அப்பாவி தமிழர்கள், சிங்களவர்கள் கொல்லப்பட்டமையும் ஆகிய சம்பவங்ளே திருமலை மக்களுக்கு பெரும் பீதியை ஏற்படுத்தியது. தமது உயிருக்கு உத்தரவாதம் தேடியும், தம் பிள்ளைகளை பலாத்காரமாக புலிகள் இணைத்துக் கொள்வதை தடுப்பதற்கும் , அவர்களுடைய கல்வியை தொடர்வதற்குமாகவே அவர்கள் தமிழகத்துக்கு வந்துள்ளனர் என்பதையும் கூறியுள்ளோம்.

தமிழ் நாட்டில் பல்வேறு முகாம்களிலும் உள்ள அகதிகளின் நலனுக்காக உழைக்கும் தந்தை செல்வநாயகம் அவர்களின் புதல்வராகிய எஸ்.சி. சந்திரகாசன் அவர்கள் இலங்கையிலிருந்து அகதிகளாக வந்துள்ள பிள்ளைகள் எவருக்கும் பாடசாலை அனுமதி மறுக்கப்பட கூடாதெனவும், எந்தச் சிறுவனும் தெருவில் நிற்கக் கூடாதெனவும் முதலமைச்சர் கலைஞர் மு. கருணாநிதி அவர்கள் கட்டளை பிறப்பித்துள்ளார் எனக் கூறியமை எமக்கு பெரும் மகிழ்ச்சியை தந்தது.

வடக்கை பொறுத்தவரையில் ஏ9 பாதை மூடப்பட்டுள்ளமையால் அத்தியாவசிய உணவுப் பொருட்களுக்கு பெரும் தட்டுப்பாடு ஏற்பட்டுள்ளது எனவும் தொடர்ந்தும் அத்தியாவசிய பொருட்களை அனுப்பும்படி அரசை வற்புறுத்தி வருகிறோம் எனவும் கூறியுள்ளோம். அத்துடன் இந்தியாவிலிருந்து உணவுப் பொருட்களை கப்பல் மூலம் யாழ்ப்பாணத்திற்கு நேரடியாக ஏற்றுமதி செய்யக்கூடிய வழிவகைகள் பற்றி ஆராயுமாறும் கேட்டுக்கொண்டோம்.

முக்கியமாக பல்வேறு சந்திப்புக்களிலும் அதிகாரப்பகிர்வு சம்பந்தமாக பேசி சிலர் கூறுவது போல் அல்லாமல் இனப்பிரச்சினை தொடங்கி 50 ஆண்டுகளில் முதற் தடவையாக மாறி மாறி ஆட்சிபீடம் ஏறும் பிரதான கட்சிகள் சமஷ்டி அடிப்படையில் இனப்பிரச்சினையை தீர்ப்பதற்கு இசைந்துள்ளதையும், ஜனாதிபதி தேர்தலில் ஐ.தே.க கட்சி வேட்பாளர் சமஷ்டி தீர்வை முன்வைத்து போட்டியிட்டதையும், ஸ்ரீ.ல.சு.க சமஷ்டி அடிப்படையிலான தீர்வை ஜனாதிபதி தேர்தலுக்கு முன் நடைபெற்ற தனது கட்சி மாநாட்டில் தீர்மானமாக நிறைவேற்றியதையும் எடுத்துரைத்தோம். சிலர் சமஷ்டி முறையை எதிர்ப்பதாலும், இன்னும் சிலர் ஒற்றையாட்சி முறையை எதிர்ப்பதாலும் இந்திய அரசியல் சாசனத்தை ஒத்த தீர்வே பொருத்தமானதென எமது கூற்றை பெருமளவு மக்கள் ஏற்கின்றார்கள் என்பதையும், வேறு எத்தகைய தீர்வையும் தமிழ் மக்கள் ஏற்கமாட்டார்கள் என்பதனையும் கூறியுள்ளோம். இலங்கை சம்பவங்கள் பற்றிய செய்திகள் திரிபுபடுத்தப்பட்டு தமிழ் நாட்டில் வெளியிடப்படுவதையும் சுட்டிக்காட்டி, வற்புறுத்தி கொண்டு செல்லப்பட்ட அநாதைகள் விடுதியில் இறந்த அப்பாவிகள் 55 பேரில் 51 பேர் ஒரே வயதொத்த மேல் வகுப்பில் படிக்கின்ற பாடசாலை மாணவிகள். ஏனையவர் ஊழியர்கள். அநாதை விடுதியில் கல்வி பயில்கின்ற மாணவிகள் அல்ல என்பதையும் விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்தில் அடிமைகள் போல் வாழ்பவர்களையும் விடுவிக்க வேண்டும் என்பதையும் சுட்டிக்காட்டினோம்.

சுனாமி ஏற்பட்டபோது எம் மக்களுக்கு இந்திய அரசு பெருமளவில் உதவியதையும், அவ்வேளையில் தமிழகத்தில் வாழும் அகதிகளுக்கு கொடுக்கப்படும் ஆதரவுக்கும், அனுசரணைக்கும் குறிப்பாக தமிழக அரசுக்கும் நன்றி கூறி திரும்பினோம்.

THE GRIEVANCES OF THE PEOPLE OF THE NORTH AND EAST.

While appreciating and thanking you for the action taken by your Ministers and officials on your orders, during your absence, to meet the urgent requirements of the people, due to their displacement and closure of the A-9 Road. I kindly request you to take immediate action for the matters referred to here.

First of all action should be taken without delay to open the A-9 Road. But before opening this road assurance should be obtained from the L.T.T.E. that no more tax will be levied on goods that are taken across and no toll for the vehicles and passengers. The passengers should be allowed to go in and come out and without being subjected to extortion and abduction.

The A-9 Road remained closed for many years and was re-opened after the C.F.A was signed. During that period all schools functioned. It is obvious as to who is behind boycott of schools by the students who make it conditional for the opening of the A-9 Road, for them to call off the boycott. The students and the Teachers should be warned that all sessions missed should be covered by extra sessions during the weekends too. Please do every thing possible to save the children’s education.

There is an acute shortage of food items in the East and essential items both in the North and the East. Please make arrangements for the supply of such items without delay and to the North such items could be airlifted.

Parents of students attending various institutions like the University, Teachers Colleges and Technical Colleges are worried of the security and food problems of their children. The authorities may be requested to look after their security and food and also to give priority treatment in transporting by ship to enable them to return to their parents.
Arrangements should be made for the Government servants who are on leave and stranded to be paid a percentage of their salary by the local office and could be recovered when they assume office at their respective offices.

பாணம படுகொலை காட்டுமிராண்டித்தனமானது கண்டிக்கப்பட வேண்டியது

பொத்துவில் பிரதேசத்தின் பாணம என்ற கிராமத்தில் பத்து இஸ்லாமிய பொது மக்கள் படுகொலை செய்யப்பட்டதை வன்மையாக கண்டிக்கின்றேன். பாதிக்கப்பட்ட அத்தனைபேரும் எதுவித அரசியல் நோக்கம் கொண்டிராத அப்பாவி தொழிலாளிகளே. வேலைக்கு போகாது, பாடசாலையில் இருக்க வேண்டிய இவர்களில் அனேகர் சிறுவர்கள். ஆகையால் அவர்கள் ஏழைக் குடும்பத்தவர்கள் என்பதும், அன்றாடம் உழைத்து குடும்பங்களை பராமரிப்பவர்களும் என்பது புலனாகிறது. இத்தகையோரின் ஆதரவின்றி அவர்களின் குடும்பங்கள் எத்தகைய பரிதாப நிலையை எதிர்நோக்க வேண்டும் என்று இக் கொலையாளிகள் சிந்திப்பது கிடையாது.

வெலிகந்தையில் படுகொலை செய்யப்பட்ட இதேபோன்ற 12 தொழிலாளர்கள், அல்லது திருகோணமலையில் கொலை செய்யப்பட்ட ஐந்து மாணவர்கள், அல்லது மணல் அள்ளிக் கொண்டிருந்த மருதங்கடவெலவில் ஆறு தொழிலாளிகள், அல்லது அதேபோன்று அண்மைக்காலத்தில் நடைபெற்ற கொலைகள் எதிலும் பார்க்க இக் கொலைகள் கொடூரத்தன்மை குறைந்ததல்ல. யோக்கியமற்ற சிலரால் அண்மையில் ஆரம்பிக்கப்பட்ட புதிய கலாச்சாரத்துக்கு அமைய இந்த அப்பாவிகள் சித்திரவதை செய்யப்பட்டு வெட்டிக் கொலை செய்யப்பட்டுள்ளனர். இந்த அப்பாவிகள் கொலை செய்யப்பட்ட முறை எம் இனத்தைச் சேர்ந்த இலங்கையினராகிய நாம் வெட்கி தலைகுனிய வேண்டும். வெளிநாட்டு ஆக்கிரமிப்பாளரால் மட்டுமல்ல உள்ளுர் எதிரிகளிடமிருந்தும் மக்களை பாதுகாக்க வேண்டிய பொறுப்பு அரச படைகளுக்கு உண்டு. ஒருவரை கொல்கின்ற அதிகாரம் இன்னொருவருக்கு இல்லை. தொழில் ரீதியாக ஆயுதங்கள் வைத்திருக்க வேண்டியவர்களை தவிர வேறு எவரேனும் தம்மிடமுள்ள ஆயுதங்களை அரசிடம் ஒப்படைக்க வேண்டும். அதிகாரமற்று ஆயுதங்கள் வைத்திருப்போரை அதிகாரிகளின் கவனத்துக்கு கொண்டு வராதவர்களையும் மரண தண்டனை உட்பட கடுமையான தண்டனைக்கு உட்படுத்தப்பட வேண்டும்.

நடைபெறும் கொலைகளுக்கு ஒரு குழு இன்னொரு குழுவை இலகுவாக குற்றம் சாட்டலாம். அரச படைகள் இச் சம்பவத்தில் ஈடுபட்டிருக்கின்றன என்பதை என்னால் நம்பமுடியவில்லை. அரச படைகள் பொறுப்பற்ற முறையில் செயல்பட்டு நாட்டுக்கும், மக்களுக்கும் அபகீர்த்தியை

ஏற்படுத்தக்கூடாது. அரச நற்பெயரையும் தம் நற்பெயரையும் இவர்கள் காப்பாற்ற வேண்டிய கடமைப்பாடு இவர்களுக்கு உண்டு. கொலையாளிகள் நிறைந்த நாட்டில் இருந்து வருகிறோம் என நாம் வெளியுலகுக்கு காட்டிக்கொள்ள முடியாது. அரசை பிரதிநிதித்துவப்படுத்துகின்ற அரச படைகள் மக்களுக்கு பாதுகாப்புக் கொடுக்க வேண்டிய கடமையாகும். உண்மையில் அவர்கள் அதற்குரியவர்களோடு தம்முன் குற்றம் புரிகின்றவகள் இருப்பின் தமக்கு அபகீர்த்தியை ஏற்படுத்தும் அவர்களை வெளிகாட்ட வேண்டும்.

அண்மைகாலம் வரைக்கும் இராணுவத்தினருக்கும் பொதுமக்களுக்கும் நிலவிவந்த நல்லுறவை பாராட்டி வந்துள்ளேன். அவர்களுடைய நெருங்கிய சகாக்கள் ஈவிரக்கமின்றி கிளேமோர் கண்ணிவெடி, கைக்குண்டு தாக்குதலில் பலர் இறந்துள்ளனர். அத்தகைய சம்பவங்களில் பல அப்பாவி மக்களும் கொல்லப்படுவதையும் படுகாயமடைவதையும் அரச படைகள் அறிவர். தமது இறந்த சகாக்களுக்காக அனுதாபப்படும் அவர்கள் அப்பாவி மக்கள் மீதும் அனுதாபம் காட்டி அவர்களை பாதுகாக்க வேண்டும். பொது மக்களுக்கு எதிராக செயல்படும் அரச படைகளை அடையாளம் கண்டு மேலதிகாரிகளிடம் முறையிட்டு கடும் தண்டனை விதிக்கப்பட்டால் அது ஏனையோருக்கு ஒரு பாடமாக அமையும்.

அரச படைகளுக்கு எதிராக நான் குற்றம் சாட்டவில்லை. நான் வேண்டுவதெல்லாம் அரசபடைகள் எதுவித சந்தேகத்துக்கிடமின்றி அரசாங்கத்துக்கு சங்கடம் விளைவிக்காது இன, மத வேறுபாடின்றி நல்லாட்சியும், பாதுகாப்பும் பொதுமக்களுக்குக் கொடுக்க வேண்டிய அரசுக்கு அபகீர்த்தி ஏற்படாது செயற்பட வேண்டும். எமது நாடு மிருக வதையையே பொறுத்துக்கொள்ளாத நாடு. நாம் எம் மக்களுக்கு கொடூரம் விளைவிக்கலாமா?

துன்புறும் குடும்பங்களுக்கு எனது அனுதாபத்தையும், கொல்லப்பட்டவர்களின் ஆத்மசாந்திக்காகவும் பிரார்த்திக்கிறேன்.

PRESS RELEASE - CONDEMN THE PAANAMA MASSACRE

Condemn the Paanama Massacre

I very strongly condemn the massacre of the ten Muslim civilians at Paanama in Pottuvil. All the victims were innocent workers and not at all interested in politics. The fact that most of them are teenagers who should be in school, without going for work as laborers, clearly shows that they are from poor families and bred winners of their respective families, went to work to earn a living. It is a pity that the assailants take great pleasure in killing people without any consideration for the plight of families of the victims.

These killings cannot be less brutal than the Welikanda massacre of 12 similar workers or of the five students killed in Trincomalee or of the 6 workers engaged in sand mining massacred at Maruthankadawalla or some other such killings that had taken place in recent time. Disgracefully most of the victims had been hacked to death after being tortured, a new culture introduced by some unscrupulous elements recently. We Sri Lankan’s which ever community we may belong to should feel ashamed, of the manner in which the victims are killed.

The Government forces have a responsibility to protect the people not only from foreign invasion but also from enemies within. No one has any right to kill anybody. Every one other than those, whose type of duty necessitates the possession of a weapon, should surrender all their arms in their possession. Unauthorized possession or knowledge of others possessing weapons could be considered for heavy penalty including “death”.

It is easy for one group to put the blame on the other. I do not believe that the forces could have had a hand in this incident. The forces can’t act irresponsibly and bring discredited to this country and its people. Tthey are duty bound to clear their name and that of the government. We can’t face the outside world as coming from a country of murderers. It is the duty of the Forces to give protection to the people, representing the Government. In fact they are meant for it and if there are any black sheep among them they should point out the black sheep that brings discredit to the entire Forces.

I have brought to the notice of the public commending the cordial relationship between the forces and the civilian population until recently. It is true that a lot of their colleagues had been mercilessly killed in clay-more attacks and hand grenade attacks. The servics should realize that in such incidents, a lot of innocent people also get killed or injured. While feeling sorry for their dead colleagues the service personnel must show sympathy towards the civilians and give them all protection. Surely those who are involved in crimes against civilian should be identifiable and if the commanding officer reports such people severe punishment given will be a deterrent to the other possible offenders.

I am not pointing an accusing finger against the service personnel. I am only saying that the service personnel should be above suspicion and should not cause embarrassment and discredit the government which has a duty to give just rule and protection for its people irrespective of race, caste and creed. We are a nation that is concerned about the cruelty to animals. Can we be cruel to our own people?

I express my deepest sympathies to the aggrieved families and pray for the soles to rest in peace.

AN APEAL TO THE EXPATRIATE TAMILS OF SRI LANKA

Inspite of several set backs during the last few years, I now see a positive development towards finding a solution for the ethnic problem of Sri Lanka. For the information of the Sri Lankan Tamils I enumerate here certain facts I consider relevant and very necessary for everyone to know.

The most important of all is that the successive Governments in India had spelt out clearly their opposition for separation in Sri Lanka and their support for a solution within a United Sri Lanka. The only reason that can be attributed for this stand is that India does not want a revival of the cry for separation in Tamil Naad.

By the Oslo and Tokyo Agreements the Sri Lankan Government is committed to a Federal solution within the frame work of a United Sri Lanka. The International Community had clearly expressed its opposition for separation and is prepared to give all support for a Federal solution within a United Sri Lanka.

Fifty years have passed since the “Sinhala only” became Law. During theses fifty years from 1956 the country had witnessed a series of failures with regard to finding a solution. The Banda-Chelva pact, the Dudley-Chelva pact the District Development Councils Act and lately the Provincial Councils, all have failed. The North – East Provincial Council is supposed to be run by the bureaucrats, but in fact all the Government Servants take orders only from the L.T.T.E. The General Elections of April, 2004 was conducted under the direction of the L.T.T.E. Some Election Monitoring Teams even recommended nullification and re-poll in the North and the East. There is no democracy in the North and East while democracy flourishes in the South.

· For the first time in the fifty year history of the Ethnic issue the two major political parties that take turns to rule the country, the U.N.P. and the S.L.F.P. have committed to a Federal solution. The U.N.P. candidate at the last Presidential Election had offered a Federal solution and polled 49.7%of the votes and the S.L.F .P. in turn had a resolution unanimously passed to offer federalism as a solution to the ethnic problem, although the President had signed a M.O.U. with the J.V.P. contrary to this resolution, However the views of the S.LF.P. members and that of the left parties are supportive of a Federal solution. The J.V.P. itself had said more than once that if the country wants a solution in a particular way that they are not going to oppose it. In any case if the L.T.T.E. gives up its demand for separation, almost all parties will give their support for a Federal solution.

I am strongly of the opinion that the country is prepared for a Federal solution. I had discussions with various Political party Leaders, Religious Heads and representatives of various Organizations on this subject. There is hardly any opposition for it.

I have also very clearly informed the J.V.P. and His Excellence The President that the Tamils after so much of loss of life damage to property and the sufferings underwent, they will not be prepared to accept a solution within the Unitary Constitution under which no solution was found for over fifty years. The only alternative that will be acceptable for the Tamils is the Indian Model, that too, for two reasons. The first is, the Indian Constitution is neither federal nor unitary. The other reason is to satisfy some Tamil Naad Politicians who demand separation without knowing the ground situation. An Indian Model will silence them since they can’t ask for more powers devolved in the various regions in Sri Lanka than what their own states enjoy.

கடந்த சில ஆண்டுகளாக பல பின்னடைவுகள் ஏற்பட்ட போதும் இனப்பிரச்சினை தீர்வுக்கு தற்போது உறுதியான முன்னேற்றம் ஏற்பட்டுள்ளது. பொருத்தமானதும், அவசியமானதுமென நான் கருதும் சில விடயங்களை நீங்கள் அறிய வேண்டும் என்பதற்காக உங்களுக்கு முன் வைக்கிறேன்.

காலத்துக்குக் காலம் இந்திய அரசுகள் பிரிவினையை தாம் எதிர்ப்பதாகவும் ஒன்றுபட்ட இலங்கைக்குள்தான் தீர்வு ஏற்பட வேண்டும் எனக் கூறி வந்துள்ளன. இந் நிலைப்பாட்டுக்கு முக்கிய காரணம் தமிழ் நாட்டில் பிரிவினைக்கோஷம் புத்துயிர் பெறக்கூடாது என்பதற்காகவே. ஒஸ்லோ, டோக்கியோ ஒப்பந்தங்களின் அடிப்படையில் இலங்கை அரசு ஒன்றுபட்ட இலங்கைக்குள் சமஷ்டி அடிப்படையில் இனப்பிரச்சினைக்குத் தீர்வு காண்பதாக ஒப்புக்கொண்டுள்ளது. சர்வதேச சமூகம் பிரிவினையை எதிர்ப்பதோடு ஒன்றுபட்ட இலங்கைக்குள் சமஷ்டி அடிப்படையிலான தீர்வுக்கு முழு ஒத்துழைப்பு தருவதாக கூறியுள்ளது.

தனி சிங்களச் சட்டம் உருவாக்கப்பட்டு 50 ஆண்டுகள் பூர்த்தியாகியுள்ளன. 1956ம் ஆண்டு தொடக்கம் 50 வருடங்களாக இனப்பிரச்சினைக்கு தீர்வு காண்பதில் நாடு பல தோல்விகளை தழுவியுள்ளது. பண்டா-செல்வா ஒப்பந்தம், டட்லி-செல்வா ஒப்பந்தம், மாவட்ட அபிவிருத்திசபைச் சட்டம், இறுதியா மாகாணசபை ஆகிய அத்தனையும் தோல்வியிலேயே முடிந்தன. வடகிழக்கு மாகாணசபை அரச ஊழியர்களால் நிருவகிக்கப்பட்ட போதும் சகல அரச அதிகாரிகளும் விடுதலைப் புலிகளின் கட்டளைக்கு அமையவே செயற்படுகின்றனர். 2004 ஏப்ரல் மாதம் நடைபெற்ற பாராளுமன்ற தேர்தல் கூட விடுதலைப் புலிகளின் கண்காணிப்பிலேயே நடைபெற்றது. சில தேர்தல் கண்காணிப்புக்குழுக்கள் நடைபெற்ற தேர்தலை ரத்து செய்து வடகிழக்கில் மீண்டும் தேர்தலை நடத்த சிபாரிசு செய்துள்ளன. வட கிழக்கில் ஜனநாயகம் அற்றுபோன நிலையிலும் தெற்கே ஜனநாயகம் சிறப்பாக வளர்ந்துள்ளது. நாட்டை மாறி மாறி ஆண்டுவந்த ஐ.தே.க யும், ஸ்ரீ.ல.சு.க யும் இனப்பிரச்சினையின் 50 ஆண்டுகால வரலாற்றில் முதற்தடவையாக சமஷ்டி அடிப்படையில் தீர்வு காண இணக்கம் தெரிவித்துள்ளன. கடந்த ஜனாதிபதி தேர்தலின் போது சமஷ்டி தீர்வை முன்வைத்து போட்டியிட்ட ஐ.தே.க வேட்பாளர் 49.7 வீத வாக்குகளை பெற்றுள்ளார். அத்தோடு ஸ்ரீ.ல.சு.க கடந்த வருடாந்த மாநாட்டில் சமஷ்டி அடிப்படையில் தீர்வு காண வேண்டுமென ஓர் தீர்மானத்தையும் நிறைவேற்றியுள்ளது. ஆனால் இத் தீர்மானத்துக்கு மாறாக ஸ்ரீ.ல.சு.க யின் ஜனாதிபதி வேட்பாளர் ஜே.வி.பியுடன் இத் தீர்மானத்துக்கு மாறான உடன்பாட்டை செய்து கொண்டார். எது எப்படியிருப்பினும் ஸ்ரீ.ல.சு.க அங்கத்தவர்கள், இடதுசாரியினரும் சமஷ்டி அடிப்படையிலான தீர்வை ஆதரிக்கின்றனர். ஜே.வி.பி கூட மக்கள் ஓர் குறிப்பிட்ட தீர்வை ஏற்கும் பட்சத்தில் தாம் அதை எதிர்க்கப் போவதில்லை என அடிக்கடி கூறி வந்துள்ளனர். விடுதலைப் புலிகள் தனிநாட்டுக் கோரிக்கையை கைவிடுவார்களேயானால் அனைத்து கட்சிகளும் சமஷ்டி தீர்வுக்கு ஆதரவு வழங்குவர்.

நாடு சமஷ்டி அடிப்படையிலான தீர்வுக்கு தயாராக இருப்பதாக நான் நம்புகிறேன். பல அரசியல் கட்சித் தலைவர்கள், மதத் தலைவர்கள், பல்வேறு ஸ்தாபனங்களின் பிரதிநிதிகள் ஆகியோருடன் இதுபற்றி நான் பேசியுள்ளேன். எவரிடமிருந்தும் எதுவித எதிர்ப்பும் வரவில்லை.

ஜே.வி.பி யினருக்கும், மாட்சிமை தங்கிய ஜனாதிபதி அவர்களுக்கும் பல உயிரிழப்புக்கள், சொத்தழிவுகள், பல்வேறு துன்பங்கள் ஆகியவற்றை அனுபவித்ததன் பின் தமிழ் மக்கள் 50 ஆண்டுகாலமாக தீர்வு காண முடியாத ஒற்றையாட்சியின் கீழ் எதுவித தீர்வையும் ஏற்றுக்கொள்ள மாட்டார்கள் என்பதை உறுதியாக கூறியுள்ளேன். ஒரேயொரு மாற்றாக இந்தியா முறையிலானதொரு அரசியல் தீர்வு எமக்கு இரு காரணங்களுக்காக ஏற்புடையதாக இருக்கும். இந்திய அரசியல் சட்டம் சமஷ்டி என்றோ ஒற்றையாட்சி என்றோ கூறவில்லை. மற்றைய காரணம் நாட்டின் நிலைமை பற்றி சரியாக புரிந்து கொள்ளாத தனிநாட்டுக் கோரிக்கையை ஆதரிக்கின்ற சில தமிழ்நாட்டு அரசியல்வாதிகளுக்கு திருப்தியளிக்கின்ற என்பதாலேயே.

இந்திய முறையிலான தமது மாநிலங்களுக்கு வழங்கப்பட்டுள்ள அதிகாரங்களிலும் பார்க்க கூடுதலான அதிகாரத்தை இலங்கை மாநிலங்களுக்கு வழங்குமாறு அவர்கள் கேட்க முடியாதபடியால் இம்முறை அவர்களுக்கு திருப்தியளிக்கும்.

பெற்றோர்களுடைய ஆட்சேபணை, அழுது புலம்பல் முதலியவற்றை பொருட்படுத்தாது போருக்குச் சேர்ப்பதற்காக வீடு வீடாக சென்று உங்கள் போராளிகள் உங்களுடைய கட்டுப்பாட்டுக்குட்பட்ட பகுதிகளில் பிள்ளைகளை பலாத்காரமாகப் பிடித்துச் செல்வதாக நம்பிக்கையுடைய வட்டாரங்களிலிருந்து எனக்குச் செய்திகள் வந்துள்ளன. இச்செயலை நான் வன்மையாக கண்டிப்பதோடு தொடர்ந்து பிள்ளைகளை பிடிப்பதை நிறுத்தி பிடித்தவர்களையும் தாமாகச் சேர்ந்தவர்கள் யாரும் இருப்பினும் அவர்களையும் உடன் விடுவிக்குமாறு மிக அன்புடன் வேண்டுகிறேன். இந்த நிலை தொடருமாயின் தமிழர்கள் இலங்கையில் மிகச்சிறிய சிறுபான்மையினராக ஆகிவிடுவதோடு விரைவில் தனித்துவத்தையும் இழந்து விடுவார்கள்.

உண்மையில் தற்போது நீங்கள் போரில் தோல்வியை தழுவி வருகின்றீர்கள். எனது கணிப்பின் பிரகாரம் உங்களின் ஈழத்திற்கான போர் எதுவித பயனுமின்றி சடுதியான ஒரு முடிவைக் காணப்போகின்றது. எப்பக்கம் திரும்பினாலும் அழிவையே காணக்கூடியதாக இருக்கின்றது. மொத்தத்தில் உங்களது 23வருட ஆயுதப்போர் எமது மக்களையும் மாட்டுவண்டிக்காலத்துக்குப் பின்தள்ளியுள்ளது. மேலும் தற்போதுள்ள நிலமைகளை இன்னும் மோசமடையச் செய்ய விடாது உங்கள் போராட்டத்தை நிறுத்திக்கொண்டு பேச்சுவார்த்தை மூலம் ஓர் தீர்வைக் காண்பதற்கு ஏதுவாக அனுபவம் வாய்ந்த மூத்தோர்களிடம் விட்டுவிடுங்கள்.

இலங்கையில் பிரிவினையை அனுமதிக்கப்போவதில்லையென இந்தியா பலதடவையும் வற்புறுத்திக் கூறியுள்ளது என்பது மட்டுமல்ல அதைத் தடுப்பதற்காகவும் உறுதியும் ப+ண்டுள்ளது. இலங்கையில் வாழும் இனங்கள் எதிலும் அன்பு கொண்ட காரணத்தாலோ அல்லது வெறுப்பு காரணமாகவோ இந்நிலைப்பாட்டை இந்தியா விடுக்கவில்லை. தன்னலங்கருதியே அவ்வாறு செய்கின்றது. நாற்பது ஆண்டுகளுக்கு முன்பு தனது நாட்டில் எழுப்பப்பட்ட பிரிவனைக்கோஷத்தை அது புதுப்பிக்க விரும்பவில்லை.

சர்வதேச சமூகத்தின் உற்சாகம் குன்ற முன்பும் யுத்தத்தால் சிதைந்து போன பகுதிகளை மீளக்கட்டி எழுப்பவும் அபிவிருத்தி செய்யவும் ஒதுக்கப்பட்டுள்ள பெருந்தொகைப் பணத்தை மீளப்பெற முன்பும் ஒருதலைப்பட்சமாகவேனும் யுத்தநிறுத்தத்தை பிரகடனப்படுத்துங்கள். எதிர்கட்சிகளுக்கும் நியாயமான பிரதிநிதித்துவத்துடன் கூடிய ஓர் இடைக்கால நிர்வாகத்தைக் கூட பேசிக்பெறமுடியும். ஆனால் நாட்டு நிலைமை தெரியாத சில நிபுணர்களால் தயாரிக்கப்பட்ட இடைக்கால தன்னாட்சி அதிகாரசபையை ஒத்ததாகவல்ல. இக்கட்டத்திலாவேனும் எனது ஆலோசனையைக் கேட்டு யுத்தத்தை கைவிட்டு மேற்கொண்டு பேச்சுவார்த்தையில் ஈடுபடுவீர்களேயானால் பல்லாயிரக்கணக்கான உயிர்கள் காப்பாற்றப்படுவதோடு பலகோடி பெறுமதியான சொத்துக்களும் காப்பாற்றப்படும். அதைவிட யுத்தத்திற்காக செலவிடப்படும் பலகோடிக்கணக்கான பணம்கூட யுத்தத்தினால் சிதைந்து போயிருக்கும் பகுதிகளை அபிவிருத்தி செய்யப் பயன்படும்.

என்மீது உங்களுக்கு நம்பிக்கையிருப்பின் எது எவ்வாறு செய்யப்பட வேண்டுமென நீங்கள் கூறலாம். இந்தியர்கள் எதுவித பிரிவினைக்கும் எதிர்ப்புத்தெரிவிக்கும்பட்சத்தில் உங்களுக்கு எஞ்சியுள்ள ஒரே ஒருவழி அவர்களுடன் முரண்படுவதை விடுத்து இந்திய முறையிலான ஓர் தீர்வுக்கு உடன்படுவதே. பல்வேறு அரசியல் கட்சி தலைவர்கள் சமயப்பெரியோர்கள், வெளிநாட்டு தூதுவர்கள் பலருடன் நான் பேசியுள்ளேன். எனது அபிப்ராயப்படி அனேக இலங்கையர்கள் எனது ஆலோசனைக்கேற்ப ஓர் தீர்வை ஏற்பார்கள். நீங்களும் சம்மதிக்கும் பட்சத்தில் இத்திட்டத்திற்கு இருக்கும் சிறு எதிர்ப்புக்களும் அற்றுப்போய்விடும் என உறுதியாக நம்பகிறேன். பெரும்பகுதியான மக்கள் இந்திய முறையை ஏற்பார்கள். நூறு ஆண்டுகள் நீங்கள் தொடர்ந்து போரிட்டாலும் இந்தியாவின் எதிர்ப்புள்ளவரை தனிநாடு சாத்தியமானதல்ல. எனவே பிரயோசனமற்ற முறையில் மேலும் பல உயிர்களை பலிகொடுக்காது யுத்தத்தை நிறுத்தி ஓர் தீர்வுக்கு சம்மதம் தெரிவியுங்கள். பேச்சுவார்த்தை மூலம் தீர்வு காண்பதற்கான ஆரம்பவேலைகளை மேற்கொள்ள நான் உட்பட பல நம்பிக்கையுரியவர்கள் உள்ளனர். நான் எமது மக்களுக்கு அமைதியையும் சமாதானத்தையும் மீளக்கொண்டுவர உண்மையாகவும் விசுவாசமாகவும் உழைக்கின்றேனே அன்றி அதிகாரத்தை பெறவோ அல்லது இலாபம் சம்பாதிக்கவோ அல்ல என்பதை உறுதியாக நம்புங்கள்.

எமது பிரச்சினைகளுக்கு விரைவான நல்லதோர் தீர்வைக் காணக்கூடிய நல்ல ஆலோசகர்களை நான் உமக்கு எழுதிய பல்வேறு கடிதங்களில் குறிப்பிட்டுள்ளேன். அவைகள் எதற்கேனும் பதிலோ வேறு எதுவிதத்திலுமோ தொடர்பு கொள்ளப்படவில்லை. இன்றைய இக்கட்டான நிலைக்கு காரணம் யார் என எண்ணுகின்றீர்கள்?.

உங்களது செயற்பாடுகள் அத்தனைகளையும் என்றும் தப்பவிடாது மிகைப்படுத்திப் பாராட்டுபவர்கள், உங்கள் தவறுகளை சுட்டிக்காட்டாது உங்களை உயர்வாக பேசுபவர்களும் எழுதுபவர்களும,; உங்களைப் போற்றியும் அரசியல் விரோதிகளை தூற்றியும் பொய்ப்பிரச்சாரம் செய்பவர்கள், எதுவித நியாயம் இன்றி கொலைகள் செய்பவர்கள், இடம் பெயர்ந்த தமிழர்களில் சிலர் சுயநலம் கருதி கண்மூடித்தனமாக உங்கள் புகழ்பாடுபவர்கள், பிறநாடுகளில் இருந்து தம்மை நிபுணர்கள் எனக்கூறிக்கொண்டு உங்களுக்காகப் பேசவருபவர்கள, எல்லாவற்றிற்கு மேலாக சு.ப.தமிழ்ச்செல்வன், கலாநிதி அன்ரன் பாலசிங்கம், தமிழ்த்தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்கள் ஆகியோர் காரணமாவார்கள்.

திரு.சு.ப.தமிழ்ச்செல்வன் ஊடகங்களுக்கு அளிக்கும் பேட்டிகள் பல சர்வதேச சமூகத்தினரின் கிண்டலுக்கு வழிவகுக்கின்றன. உதாரணமாக தாமே தமிழ்மக்களின் ஏகப்பிரதிநிதிகள் என்பது மற்றும் பொதுமக்களே கோபம் கொண்டு கிளைமோர், கைக்குண்டு தாக்குதல்கள் போன்ற சம்பவங்களில் ஈடுபடுகின்றனர் என்பன.

தமிழ்த்தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்கள் மோசடிகள் மூலம் தேர்வானவர்கள் என்பது உலகறிந்த உண்மை. ஆனால் திரு. தமிழ்ச்செல்வன் உங்களின் மற்றும் சில அரசியல் தலைவர்கள் போல இவர்களும் தமது பலத்தினை அறியாது அடிக்கடி போரை ஆரம்பிக்க வேண்டிவரும் என்று மிரட்டுகிறார்கள். ஓர் அரசுடன் போர் என்பது முழு சர்வதேச சமூகத்துடனும் போரிடுவதற்கு ஒப்பாகும் என்பதை இவர்கள் உணர்வதில்லை. அன்ரன பாலசிங்கத்தின் மாவீரர் தின உரைகளைப்படித்துப்பாருங்கள். பொருத்தமான பேச்சுக்கள் அல்ல. அத்தோடு மாவீரர்களை அவமதிப்பதாகவும் கீழ்த்தரமான வார்த்தைப் பிரயோகங்களையும் கொண்டுள்ளன.

சிலர் திரு. அமிர்தலிங்கம் தமது தலைவர் என்றும் அதன்பின் நீர்தான் தலைவர் என்றும் கூறி வருகின்றனர். இவர்கள் உங்களுடைய உண்மையான ஆதரவாளர்களாக இருக்க முடியுமா?. முன்னைநாள் இந்தியப் பிரதமர் கௌரவ ராஜீவ் காந்தி, எதிர்கட்சித் தலைவர் கௌரவ திரு. அமிர்தலிங்கம், ஜனாதிபதி ஆர்.பிரேமதாசா, ஜனாதிபதி வேட்பாளர் காமினி திசநாயக்கா, வெளிவிவகார அமைச்சர் திரு. லக்ஷ்மன் கதிர்காமர், ஆகியோரின் படுகொலைகளும் ஜனாதிபதி சந்திரிகா குமாரதுங்கா ஆகியோர் மீதான கொலை முயற்சிகளும் உங்களையும் உங்கள் இயக்கத்தையும் மவுசு இழக்கச்செய்தது. முதற்கொலையுடன் தவறை உணர்ந்து ஏனைய கொலைகளையும் நீங்கள் நிறுத்தியிருக்க வேண்டும்.

பல தமிழ் இளைஞர்கள் சரியோ தவறோ விடுதலைப்போராட்டத்தில் கலந்து கொள்ளும் ஆர்வத்துடன் பல்வேறு குழுக்களில் சேர்ந்தனர். உங்கள் இயக்கம் முன்னிலை வகிக்க விரும்பியிருந்தால் ஏனைய இயக்க உறுப்பினர்களை வென்றெடுத்திருக்கலாம். அதை விடுத்து உங்கள் போராளிகள் அவர்களை வேட்டையாடித் தீர்த்தனர். தம்மைப் போன்று தமிழ்த்தாய்மார் பெற்றெடுத்த பிள்ளைகள் என அவர்கள் உணரத்தவறிவிட்டனர். இச்செயல்கள் உங்களைப் பலப்படுத்தாது பலவீனமடையச்செய்து விட்டது. இன்றுவரை உங்கள் போராளிகள் தமது தவறுகளை உணரவில்லை. தமது இயக்கங்களை விட்டு வெளிவந்து விவாகம் செய்து பல்வேறு தொழில்களில் ஈடுபட்டு வந்தவர்களைக்கூட விட்டுவைக்காது அவர்களின் மனைவி பிள்ளைகள் முன்னிலையில் கொடூரமாக கொலை செய்கின்றனர். அனுபவமோ, போதிய கல்வியறிவோ அற்ற இளைஞர்கள் சிலர் கைத்துப்பாக்கியுடன் விடுதலைப்புலிகளின் பிஸ்டல் குழுவெனக் கூறிக்கொண்டு கண்மூடித்தனமாக மக்களைச் சுட்டுதள்ளுவதை எம்மக்கள் விரும்புவார்களா?. உங்களின் பிஸ்டல் குழு எனக்கூறிக்கொள்ளும் ஒரு கோஷ்டி அதிபர்களை, ஆசிரியர்களை, சட்டத்தரணிகளை, அறிவாளிகளை என எவரையும் விட்டு வைக்கவில்லை. யாழ்பல்கலைக்கழகத்துக்கு சிறந்ததோர் துணைவேந்தர் டாக்டர் ரட்ணஜீவன் கூலை வரவிடாது நாடுகடத்தியதோடு சிறந்ததோர் மேதை திரு. கேதீஸ்வரன் லோகநாதனையும் அண்மையில் கொலை செய்ததை நாடே அறியும். தமிழ்ச்சமூகம் பெருமைப்படும் இவர்கள் சிறந்த தேச பக்தர்கள் மட்டுமல்ல பெரும் தியாகிகளும் கூட. வெறும் வேலை தேடி அலைபவர்கள் அல்ல.

யுத்த நிறுத்த ஒப்பந்தம் மக்களோடு பழகி அரசகட்டுப்பாட்டு பிரதேச மக்களை தம்பக்கம் வென்றெடுக்கும் வாய்ப்பையும் மக்களுக்கு அரசியல் போதிக்கும் நல்வாய்ப்பையும் தந்தது. உங்களால் வெளியேற்றப்பட்டு நொந்து போய் உள்ள இஸ்லாமிய சகோதரர்களைச் சாந்தப்படுத்தி மீண்டும் அவர்களை மீளக் கூடியமர்த்தும் வாய்ப்பையும் தந்தது. இவற்றைச் செய்யாது உமது போராளிகள் தம் அதிகாரத்தை பாவித்து எம்மக்களுக்கு பயத்தையும் பீதியையும் உண்டு பண்ணி உங்கள் கட்டுப்பாட்டு பிரதேசத்தில் உள்ளது போன்று அரசகட்டுப்பாட்டுப்பிரதேசத்திலும் சர்வதிகார ஆட்சியை ஏற்படுத்தியது, 23ஆண்டுகளுக்கு முன்பு இருந்த அத்தனை உரிமைகளையும் 1983ம் ;ஆண்டிலிருந்து ஆரம்பித்த போராட்டத்தினால் இன்று இழந்து நிற்கின்றனர் எமது மக்கள்.

இன்று எம்மக்கள் அரசகட்டுப்பாட்டு பகுதியிலும் சரி, உங்கள் கட்டுப்பாட்டுப் பகுதியிலும் சரி அடிமைகள் போல் வாழ்கின்றனர் இந்த நிலமை மாறவேண்டும்-. நிலைமை கட்டுமீறீச் செல்வதாக நாம் முழுவதுமாக நம்புகிறேன். தோல்வியை தழுவியுள்ள உங்கள் போராட்டத்திற்காக தமிழ்மக்கள் பெருமளவில் இளைஞர்களையும் யுவதிகளையும் பலி கொடுத்துள்ளனர். மேலும் மேலும் பலி கொடுத்து வருகின்றார்கள். உங்கள் தோல்வியை ஒப்புக்கொண்டு அரசுடன் பேச்சுவார்த்தையை ஆரம்பித்து தீர்வைக் காண உதவுங்கள். அன்றேல் உங்கள் போராளிகளை சரணடைய வைக்கவேண்டிய காலம் வந்துவிட்டதாக கருதுகிறேன். பொதுமன்னிப்பு வழங்கவேண்டிய ஏற்பாடுகளைச் செய்வதுடன் தமிழ்மக்களுக்கு ஏற்புடையதான ஓர் தீர்வு திட்டத்தைக் காணமுடியும் என எண்ணுகிறேன்.

இந்தியாவை உள்ளடக்கிய சர்வதேச சமூகம் எமக்கு ஏற்புடையதான ஓர் தீர்வு திட்டத்தை ஆதரிக்கும். உங்களை ஆதரிக்கின்ற இடம்பெயர்ந்த தமிழர்கள் விசுவாசமாக உங்களை ஆதரிக்காது சுயலாபம் கருதியே ஆதரிக்கின்றனர். வடகிழக்கு வாழ் எமது மக்கள் நிறையத் துன்பத்தை அனுபவித்துவிட்டதுமல்லாமல் மிகப்பெரியளவு தியாகங்களையும் செய்துள்ளனர். இனியேனும் அவர்களை அமைதியாகவும் மனநிறைவுடனும் வாழவிடவேண்டும். இடம்பெயர்ந்த முதியவர்கள் தாம் பிறந்த நாட்டுக்குத் திரும்ப வந்து பிறந்த மண்ணில் மரணிக்கவே விரும்புகின்றனர்.

My Dear Thamby,

Where are we heading to?

I hear from very reliable sources that your cadre in areas under your control are going round from house to house and taking away the children, ignoring the weeping and wailings of the parents, for recruitment to the fighting cadre. I very strongly condemn this move and plead with you to stop any further recruitment and to release all those recruited including those who had joined voluntarily, if any. At this rate very soon the Tamils will become an insignificant minority in Sri Lanka and gradually lose their identity.

It is obvious that you are losing your battle and in my assessment your Eelam war is coming to an abrupt end without any useful gains. The net result is that your 23 years of fighting had taken people back to the bullock cart age. Without making things worse please call off your struggle and leave it to the elders for a negotiated settlement. India had repeatedly declared that it will not allow separation in Sri Lanka and will go all out to prevent it. India takes this attitude not out of love or hatred for any ethnic group in Sri Lanka but in its own interest. India does not want the cry for separation forty years back to be revived.

Before the enthusiasm of the International Community dies and the offer of large sums of money for rebuilding and development is withdrawn, please consider declaring a ceasefire unilaterally. Even an Interim Administration with reasonable representation for the opposition can be negotiated but certainly not like the Interim Self-Governing Authority proposed earlier by a team of experts, who had no knowledge of the ground situation. At least at this stage, if you accept my advice and agree for a ceasefire to negotiate terms, thousands of lives and billions worth of property could be saved. Apart from that several billions of rupees spent on the war can be saved and diverted for development of the areas devastated due to the war.

If you trust me you can confide in me what and how things should be done. With the Indians opposed to any type of division of the country, the only option you have is not to fight them but to compromise with them for any solution based on the Indian Model. I have had discussions with various party leader religious heads and many Diplomats. In my opinion most of Sri Lankans are agreeable for a solution as suggested by me and if you will accept it I am positively sure that even the little opposition that is there will vanish. Majority of the people will agree for a solution based on the Indian Model, I guarantee you that even if you fight for 100 years a separate state is not possible, as long as India is opposed to it.

Hence without sacrificing more lives unnecessarily please stop fighting and agree for a solution. There are many including me who can be entrusted with the task of making preliminary arrangements for a negotiated settlement. Please rest assured that I am honestly and sincerely interested in bringing back peace to our people. I am not at all interested in power and personal gains I hope you are well aware of it.

I have written a number of letters to you with some good suggestions, to find an early solution for our problems. You did neither reply any of those nor did respond in any way. Whom do you think should be held responsible for this precarious situation?

Those who glorified you for all your actions without condemning any, those who wrote and spoke high of you without pointing out your mistakes then and there, those who were engaged in false propaganda favouring you and against those opposed to you, those who went about killing people without any just cause, those expatriate Tamils who support you blindly for personal gains, those so called intellectuals who volunteer from abroad to act as your spokesmen and above all, people like Mr. S. P Thamilchelvan. Dr. Anton Balasingham and the TNA Member of Parliament are responsible.

Most of the interviews of Mr. Thamilchelvan to the media had been ridiculed by the International Community. His claim that they are the sole representatives of the Tamils and that the claymore mine and hand grenade attacks were done by the infuriated civilians are good examples. The whole world knows that the TNA members were elected fraudulently to Parliament. They too like Mr. Thamilchelvan and some other political leaders of yours often threaten to go for war without knowing their strength. They do not realise that fighting a Government is like fighting the entire International Community. Please go through the speeches of Dr. Balasingham made at the Heroes’ Day Commemoration meetings. They had been unsuitable for the occasion, insult to the dead and very demeaning too, severely condemned by your own supporters.

I have heard some people claiming Mr. Amirthalingam as their leader and you as his successor. Are they genuine supporters of yours? You and your organisation lost creditability with the assassination of Honourable Rajiv Gandhi ex-Prime Minister of India. Honourable A. Amirthalingam leader of the opposition, President R. Premadasa, Presidential Candidate Honourable Gamini Dissanayake, Honourable Luxman Kadirgamer ex-Foreign minister and many others and the attempted assassination of President Chandrika Bandaranayake Kumaratunge. With the first of these assassinations you should have realised your grave mistake and refrained from such killings.

A number of Tamil youths joined various Tamil militant groups, rightly or wrongly as freedom fighters. To claim superiority over the other groups you should have won over the cadre of the other groups instead your cadre hunted them down without realising that they are also children of Tamil parents committed for the same cause. This action instead of strengthening you, only weakened you. Your cadre have not yet realised their mistake. They are still gunning down members of other groups who had given up their politics long ago and are married and settled. Do you think our people will applaud a group of raw youths with hardly any education or experience to go around killing people at random claiming to be freedom fighters belonging to your pistol group? The group that claims to be your Pistol group has not spared principals, teachers, lawyers, academics and many others of high calibre. They have deprived the Jaffna University of an excellent Vice chancellor Dr. Hool. He had been banished from the country. They killed another intellectual of whom the country and the Tamils in particular should feel proud of Mr. Ketheswaran Loganathan. This category of people are great patriots who had sacrificed a lot for the country and its people and are not those hunting for jobs.

The cease fire agreement (CFA) gave you a fine opportunity to move freely with the people in Government controlled areas, to win them over and to educate them politically. It also gave you a chance to sooth the feelings of the Muslims and to resettle them in their respective homes. You did not do either of these. Instead your cadre used all their power to cause terror and tension to our people and to establish a Dictatorship in the Government controlled areas, in addition to the areas already under your control. All the rights the Tamils enjoyed before 1983, when you started your struggle 23 years back are now lost. They are now living like slaves in both government controlled areas and yours. This situation should change.

I am convinced that things are going out of control. The Tamils had sacrificed enough youths for your mission that has failed. Why are you sacrificing more and more youths? It is now time for you to admit failure of your mission and to go for a negotiated settlement or in the alternative ask your cadre to surrender. A general amnesty can be worked out. I believe that a solution acceptable to Tamils can be found. The International Community including India will see that an acceptable solution is found. The expatriate Tamils who support you are not genuine and are only interested in personal gains. Our people in the North and the East had suffered enough and sacrificed to the maximum. They should now be allowed to live in peace and harmony. There are a lot of elders anxious to return to their country of birth and live in peace and die in their land of birth.

Solution to the Ethnic Problem

I send my sincere greetings for the successful completion of the annual convention of the Sri Lankan Freedom Party to be held on 4th inst. As a keen student of politics, I remember taking part as an observer in the inaugural meeting held at the Colombo Town Hall fifty-five years back. Interestingly one of the resolutions passed at the convention was the adoption of “Swabasha” meaning Sinhala and Tamil as official languages of Sri Lanka. I understand that one of the important issues to be taken up at the convention is the “solution to the ethnic problem”. I hope the convention will give you a mandate to solve the ethnic problem to the entire satisfaction of the minority communities of Sri Lanka. Due to the ethnic problem the country as a whole has suffered enough and can’t go on like this any more. Several thousands of valuable Sinhala, Tamil and Muslim lives have been lost and is being lost every day. We have thousands of widows and orphans most of whom are not cared for by anybody. Billions and billions worth of valuable private and public property destroyed. Thousand of Sinhalese, Tamils and Muslims are languishing in refugee camps without any privacy, proper food and other basic needs for several years. Here comes an opportunity for you to ask your party that moulded you as a respected leader, as to whether they want an end to all types of killings and atrocious activities or to allow the ruthless killings and such other activities to continue. If you get a positive answer then ask the party to give you a mandate to solve it in the typical humanitarian way that you think is reasonable.

I am blamed by a few Tamil chauvinist elements that I am exposing the LTTE. The Tamils who are left in the lurch by their elected representatives speak only for the LTTE and keep mum relating to the peoples’ problems, mainly sufferings of the people. You are aware, the country too, that I face grave risk to my life from the LTTE for exposing them off and on. There was an air-raid in Mullaitheevu in which 62 students were killed. The casualties are no orphans. They are all students almost of the same age, 18 years. I do not condone the killing but I equally condemn the training programme organised by the LTTE for these victims. The propaganda all over the world deliberately done by the LTTE was that an orphanage was bombed and the casualties were orphans. The LTTE thrives on false propaganda. The LTTE has lost its credibility. The Tamils in the LTTE controlled areas of the North and the East are very much fed up with the so-called freedom fighters and want to be liberated from them. They are fed up with the claymore mine attacks and the hand-grenade attacks that cause death not only to the forces but to the innocent civilians as well, without being condemned by the TNA Parliamentarians who were fraudulently elected and have no right to be in Parliament. This is the democracy we have in our country today.

I caution you to be careful in offering a solution. The rivers do not flow backwards. The founder of your party the Sri Lankan Freedom Party was the late Honurable S.W.R.D. Bandaranayake whose dream was a federal constitution for Sri Lanka. He envisaged this long before we had any such problems. Your predecessor in office and the daughter of the late S.W.R.D Her Excellency Mrs. Chandrika Bandaranayake Kumarathunge had in an interview to Dr. V.S. Sambanthan of “The Hindu” on 15th November 2004 said, “Yes. Quite definitely yes.” To a question “Do you think Sri Lanka is ready for federalism?” His Excellency J. R. Jeyawardene on his retirement had in an interview said “Federalism is the only solution to the county’s problems.”

The government is committed to finding a solution based on federalism, as agreed at the Oslo agreement and the Tokyo declaration. Any deviation from this position will cause discredit to the government. The United National Party has offered to give you all support to solve the ethnic problem based on the Oslo and Tokyo declarations. The UNP candidate at the Presidential election, polled 49.7% of the votes cast, for a federal solution. The leftist parties are committed to a federal solution right throughout. What you need today is courage which I do not think is lacking in you.

The International Community hopes that your solution will be based on federal constitution. My suggestion to consider an Indian Model is purely to save some, who are opposed to the terms “Federal” and “Unitary” and to satisfy the People of Tamil Naad who are being misled by some Tamil Naad Politicians who will be compelled to agree to powers devolved on various regions in Sri Lanka like the power enjoyed by the Indian States.

As for the Tamils, on whose behalf I have every right to talk, the only solution acceptable to them, as an alternative for the demand for separation, is a federal solution. I strongly believe that there cannot be a compromise on this position and failure to find a solution on the basis of the federal structure, will once again leave the problem unsolved. I sincerely believe that the Sinhalese people will not expect the Tamils and Muslims to be satisfied with a solution under a unitary constitution, which did not grant them relief for the last fifty years and after so much of sufferings and loss of life and property.

The tragic news of Mr. Loganathan Ketheeswaran’s assassination comes as a great shock to me. Kethees a pious and soft spoken perfect gentleman and a great intellectual. His appointment as Deputy Director of the Peace Secretariat was welcomed by many as the best choice for that post. His demise is a great loss to the Tamil community in particular and to the country as a whole.

Mr. Prabaharan must now come out of his den and tell us what he wants and how much more blood he requires to quench his thirst. No man with any sense will kill a person like Kethees a good negotiator and still claim himself to be a freedom fighter. This type of killings will not help Prabaharan and his gang. Even for their own survival. Ultimately he will find only Tamil Chelvan as the sole representatives of the Tamils.

We have shed enough blood of rare quality and have little or nothing more left to give to these cruel terrorists. Thamby Prabaharan! it is now enough. Please leave us alone to look after ourselves without being looked after by your ruthless nominees.

Final Appeal To Find A Solution

I am extremely sorry for the delay in replying you. Since I am more perturbed than ever before over the atrocious activities of the LTTE which is increasing day by day, I decided to make one more appeal to you, perhaps the final one, to reconsider your stand on the ethnic issue. I am convinced that only the JVP has the solution to our problem.

As one who lived through this troubled period of fifty years, having seen and experienced several bitter incidents, many of which though still fresh in my memory, but reluctant to spell out, I will not expect a Tamil or a Muslim from the North and the East, to accept a solution in a unitary constitution. The Tamils are prepared to give up the demand for a separate state and agree for a solution within a United Sri Lanka. Every one in this country is yearning for peace. The country is prepared for a Federal Solution and is prepared to accept the Indian Model as an alternative. Let not the future generation curse us for failure to find a solution, when very good opportunities came on the way

What the LTTE did for the poor peasants of Muttur is most inhuman and cruel. Apart from refusing water for their crops at the most crucial time and causing them great financial losses, the sufferings the displaced persons underwent with their children, the elders, the sick, and the disabled are beyond one’s imaginations. Without even food and water to drink, leaving behind almost all their belongings, many even without spare cloths, walked several miles in search of food and shelter. It is not that easy for even the Government to find the minimum urgent requirements for 30,000- 40,000 thousand people. As human beings we understand and feel for the poor people who are subjected to all these hardships, for no fault of theirs. They lost their dear ones for whose fault we don’t know. They lost all their belongings for the fault of a hand full of brainless men who call them selves freedom fighters. The LTTE has no business to subject our people for this type of terror and tension.

These are only signals for all of us to be prepared to meet the challenge of a handful of armed terrorist who do not have any feelings what so ever for the innocent people. This is the time for the Sinhalese, Muslims, and Tamils living in the South to go all out to liberate the Tamils of the North and the East living under subjugation of the LTTE. If this is the fate of free people living in free areas one can imagine what amount of terror the LTTE cadre can cause to our people who are ruled by them, in areas under their control.

Let no one at this stage talk of doctrines. Let us at this juncture not blame each other. Let all of us in one voice condemn the LTTE as a ruthless terrorist organization and get together to find ways and means of finding a solution. Let us not, by our words and deeds strengthen the LTTE. Instead we must endeavour to weaken them which is only possible by the country offering a reasonable solution for our ethnic problem. The JVP should, without sticking firmly to its policy, come down at least out of sympathy for the kith and kin of the thousands and thousands of innocent Sinhalese, Tamils and Muslims killed by the LTTE in the war front, by clay-more mine and hand grenade attacks brutally hacking and torturing to death.

It is wrong to classify me as a brave or proponent of democracy for the Tamils now under the totalitarian dictatorship of one man Prabaharan. I had never failed to defend the cause of the Sinhalese and the Muslims as well. The urge to do so is due to the love I have for my country and its people and not due to bravery or courage that I have. You are aware of the risk I am facing for taking this stand.

Although we of the TULF and the JVP have taken two different stands on the National questions, our ultimate goal is the same. All the other like minded forces will give full backing to achieve, as you say “total democracy and total equality in the Sri Lankan Society”. I would not dare to question the right of anyone or any party for taking a stand different from that of mine. Since our goal is the same, I am only exploring the possibilities of finding an early solution to the present crisis that will grant relief for our people the Tamils, Muslims and Sinhalese of the North and the East in particular. It is they who are the worst affected. They are the people most of whom lost everything and are living in refugee camps for ten to fifteen years. The Muslims of the North who had lived with us for many generations had to leave behind everything and was permitted to take only rupees five hundred. They were not given even a day’s notice to leave. Even the ear-studs worn by children were removed. Many lost their houses and lifetime savings. Many lost their children in the battle front. Thousands are living on the verge of starvation. Large number of their children are under-fed. They have lost their culture and civilization. Above all they have lost their much cherished fundamental, human and democratic rights. Can’t you guess what they are now planning to do with the Muslims of Muttur?

The Sinhalese and the other communities in the South lost several thousands of lives in the battle front and as victims of suicide bombing, clay-more mine attacks, hand grenade attacks, bomb explosions etc. Widows and orphans had been created in large numbers on both sides. Apart from these, the people in the South do their farming, go fishing, children go to school regularly, trains and buses are running, their culture and civilization are in tact. They lead their normal life. No one dares to interfere with their fundamental and human rights. Above all democracy is thriving in all the other areas expect in the North and the East. A Tamil or Muslim from the North or East can come to Colombo and have a public meeting at the Galle Face Green and attack the Government or anybody else. But in Jaffna, an area supposed to be under the control of the Government, one will not dare to utter one word against the LTTE. I wonder whether you are aware of that. We have 22 Members of Parliament whose qualifications if totalled up will not come near to Dr. Ratnajeevan Hoole’s academic achievements. It is on the instructions of the LTTE the TNA’s Members of Parliament have protested against his appointment as the Vice Chancellor of the Jaffna University. Mr. Prabaharan could not find one English speaking person to go on the LTTE’s team to Geneva as complained by Mr. Anton Balasingam. Are you not aware of that? This is the plight of the Tamils of the North and the East. Your reference to the presence of more than half the population of Tamils in other Provinces is misleading. I do not want to comment on that since I treat all alike. Likewise your citing as example the Tamils of the North and the East living in other provinces and those who fled the country and living abroad also cannot be taken as examples

These are temporary arrangements made initially to escape from the forces and later to escape from the totalitarian rule of the LTTE and are not supposed to be permanent. The older generation will be too happy to come back to their original places of residence. Everyone, loving his country of birth equally loves his place of birth also. All those people displaced due to the war, will want to go back to their soil. I like to go back to my birth place before I breath my last. The Northern Muslims want to go back to their original places of residence. Other wise why are they languishing in refugee camps for decades undergoing severe hardships and without any privacy?

Lot of thing can be said for or against your stand. But that is not the question now. One should know when you will achieve your “ideal state”? It may be ten years hence or may not be even for another fifty years. In the meantime what do you want the Tamils and the Muslims of the North and the East to do. The worst is you had gone to Courts wanting a de merger of the merged North – East Province. Is it the most urgent issue the country is facing today.? Have you decided to handover the Tamils in the North to the LTTE’s separate state. I am sure this move will strengthen the LTTE.

People are forgetting their trade. They live like machines. They do as they are asked by the LTTE to do. The University Students, who should be a source of strength to the people are acting as the LTTE’s agents, to harass them. Some time back a University Student, to earn a living, had loaded his tractor with sand, available in plenty in the Amban Kudaththanai area. The LTTE has illegal monopoly in sand mining even in the areas under the control of the Government. This poor University student was shot dead and was burnt with the tractor, depriving his family of the bread winner and it’s only source of income. Not a single University student had the courage to condemn this brutal act of the LTTE.

The school children are encouraged to defy the army. They are taught to throw stones at the army. The civilians are falsely blamed by the LTTE for planting clay-more mines. The students are made to hoist tiger flags in areas under the control of the Government. Are these no matters for serious consideration.? I very much welcome your “ideal state” based on “Total democracy and total equality in the Sri Lankan Society” When will we have it? Should the Tamils and Muslims continue to live under the subjugation of the LTTE till you achieve your goal. Should the people continue to sacrifice their children to the LTTE? Should the Tamils and Muslims continue to face all these till your “ideal state” is formed? Should Sinhalese soldiers, children of poor parents, loose their lives varying between 2 – 10 in numbers every day to clay-more attacks targeting the army, navy or Police . With them some innocent civilians also get killed. Many get injured every day. Not a single protest is made by anybody against the killings of innocent civilians. At least seven or eight clay-more mine attacks take place everyday and some civilians also fall victims.

I am one who was right from the beginning, opposed Federalism and separation. In 1970 I defeated the Federal Party candidate at the Kilinochchi Electorate and entered Parliament. It is with the adoption of the 1972 Constitution that we formed the Tamil United Front. Even at that stage we did not support separation. In 1976 although a resolution was passed at the Moolai convention to fight for a separate state, soon after passing the resolution our Leaders told the then Government that “If a viable alternative to the demand for Tamil Eelam is offered by the Government we will, if satisfied, take it to the people and get their approval”. This was clearly mentioned in our election manifestos. The TULF even accepted to run the District Development Councils although the Government refused to rename them as District Councils.

The Banda –Chelva Pact was abrogated, followed by the abrogation of the Dudly –Chelva pact. The District Development Councils failed followed by the failure of the Provincial Councils too. It is only after the failure of all the said Agreements that the Tamils lost hopes that the Government will never find the solution to our problem .

What happened later, brought the country to this state. The issue was taken over by the Militants. Things would have been different today if only the LTTE had not, one by one, attempted to eradicate the various armed groups and thereby weaken themselves. They did the same to the Moderates and spared only a few who are now employed by them as Member of Parliament to act as their proxies. Of the TULF Members spared by the LTTE, I am the only one whom they could not employ as their proxy Member of Parliament. How long do you think that I can cheat death? What is the guarantee that I will not be reduced to pulp even before this letter reaches you. I assure you that I am prepared to lay down my life to bring back peace to our people who are getting frustrated day by day. Can’t you persuade your members to change their stand and agree for a solution acceptable to very many of our people.

When will you achieve your “ideal state”? Can the JVP give a deadline before which, killings extortions, conscriptions, torture, harassment etc of the LTTE will be stopped by them. When will you stop the false propaganda done by the LTTE all over the world against those who are opposed to them. When do you think you can prevent the random killings of the sailors, soldiers and Police man. What happened to army Commander Major General Sarath Fonseka and where is Parami Kulathunge? In short, how long the JVP want the people to continue to suffer in this manner. What is the guarantee that some of these unpleasant incidents will not be repeated in the future

I am strongly of the view that irreparable damage will be caused to Tamil and Muslim communities beyond rectification if the present situation is allowed to prevail. The Mavilaru episode shows that the Sinhalese peasants also will not be spared by the LTTE.

Since you concede that the solution to our problem is in the hands of your party, I plead with you to review your decision at your central committee or convention level. I also wish to have a dialogue with you. If you give me a chance I am prepared to meet your Polit-Bureau or Central Committee and discuss my proposal with them. The JVP should not make a historical blunder in rejecting my proposal which seems to be acceptable to very many political parties, individuals, organization and high religious dignitaries of all faiths. I also met and discussed my proposal with the Asgiriya Parshaveya Mahanayake Most Venerable Udugamma Sri Buddharakkita and Malwattu Passhaveya Mahanayake Most Venerable Thibbatuwawe Sumangala both of whom told me that they will not object to any solution within a United Sri Lanka. Most people are opposed to a division of the country.

If given a free hand H.E the President will be free to draft a constitution like that of the Indian Model which is neither Unitary nor Federal, and offer it to the LTTE with the recommendation of the International Community for them to pressurize the LTTE for its acceptance.

The International Community will never want to get the blame that they suppressed the genuine struggle of the minority communities without getting the Government to reciprocally offer a solution acceptable to the Tamils and Muslims. That is why in the EU countries and in some others where LTTE is banned, their supporters met and had several protests meetings against the ban imposed on the LTTE.

With all respect to you and to your high ideals, I wish to categorically state that the Tamils and I hope the Muslims too, will never agree for a solution under the Unitary constitution within which, during the past fifty years no solution was found. Even if the LTTE is completely eradicated the Tamils can never be compelled or persuaded to accept a solution under the unitary system.

I am neither a stooge nor a paid agent of anybody to try to insist on the Indian Model as a solution to our problem. I have some convincing reasons for thinking so. I could also convince very many during the last two years. Any right thinking person should see some reason in what I say.

First of all India is the largest Democracy in the world and with a majority Hindu population. Inspite of the immense trouble it is facing with Muslim terrorists within and with strained feelings with some neighboring countries, a Muslim is the head of the state who is very much loved and well respected by all Indians. Secondly although the Sikh community which form only two percent of the population of India, Dr. Manmohan Singh is the Prime Minister of India who is very much loved and well respected in India. Thirdly the Chairperson of the ruling United Progressive Alliance and the one who has the honour of declining to accept the Prime Minister-ship of India is a naturalized citizen very much loved and well respected by most Indians.

We Sri Lankans have a lot to learn from the Indians who were responsible for selecting these three persons for the high positions they hold in India.

Among many others, our languages, religions and culture are all of Indian origin and our ancestors were all from India. If we could call our old constitution as the West Minister type. I don’t see any reason as to why we can’t adopt an Indian model. Further more being neither Federal nor Unitary that will satisfy those who are opposed to the use of the words Federal and Unitary

Although we don’t need any body’s approval to draft and adopt a constitution of our own, the Tamil Naad factor cannot be ignored because there are a few minor political parties in India that blindly support the LTTE’s Eelam. The mere mention of the words “Indian model” will silence everyone because no one will have any moral right to ask for more powers for the Sri Lankan Regions than what they themselves have in their respective states including Tamil Naad.

Above all there is an overall guarantee that India will never support a division of Sri Lanka and will continue to insist on a solution within the United Sri Lanka. Neither the LTTE nor any other radical group can object to this solution in the present situation.

I shall be very thankful to you if you all could kindly take up this matter for serious consideration. With your acceptance of my proposal, thousands of lives and many other losses of the individuals and of the country can be saved and peace brought in without any delay. All my suggestions are made with honest and sincere intentions. Whether to take it or to leave it is in your hands.
