VERY BRIEF HISTORY OF THE ETHNIC PROBLEM

I am a Tamil and a Sri Lankan, 74 years old and with more than a five decade involvement in democratic politics. I was a Member of Parliament for 17 years out of which 14 were spent representing the electorate of Killinochchi – where the LTTE headquarters is currently located. I know through experience the immense suffering of the Tamil people and have done my utmost to increase the awareness of the outside world, of the true situation in the North East. For this effort I have earned the undying enmity of the LTTE and the UNESCO’s Madanjeet Singh Prize for the Promotion of Tolerance and Non-violence (2006).

Over the years many solutions have been proposed to solve the ethnic problem; none has been successful in allaying the fears and fulfilling the aspirations of the minorities. I believe that this failure is partly caused by the incorrect understanding of the history of our ethnic problem. Therefore I have tried to trace the history of Sri Lanka’s ethnic problem, for the benefit of both Sri Lankans and the international community. Since the Sinhala Only Act of 1956 was a landmark in the history of the ethnic problem, it requires special clarification.

Sri Lanka gained independence from the British in 1948; until 1956 English remained the official language in Ceylon – as this country was known then. In 1956 the newly formed alliance Mahajana Eksath Peramuna, led by Hon. S.W.R.D. Bandaranaike adopted a new language policy, promising to make Sinhala the sole official language in 24 hours; contested the election on this platform and won.

This move came as an unpleasant shock to the absolute majority of Tamils who regarded themselves as equal citizens of this country and trusted the country’s leaders to protect their rights. This trust was such that upon independence Tamil politicians did not make a serious effort to win from the British the due special safeguards for themselves. The Tamils could have asked for regional autonomy, federalism and even separation. They did not. When one Tamil leader asked for equal representation for the majority community and the minority communities, most Tamils remained uninterested. If the minorities had made a strong demand for special consideration, the British would have been responsive; in fact independence itself may have been delayed in order to accommodate such a request. But the minorities trusted the majority to treat them with justice. When a majority of the majority community backed the Sinhala Only demand, the Tamil speaking minorities were disappointed and alarmed.

Many right thinking members of the majority community were embarrassed by this development. They backed the minority leaders in the efforts to win some recognition for the Tamil language. As a result Prime Minister Bandaranaike came into an understanding with SJV Chelvanayagam; the Banda-Chelva Pact gave a degree of regional autonomy to the Tamil majority provinces and granted some recognition to the Tamil language. Sadly some Lankan politicians, for their narrow partisan gains, opposed this pact and organised a march to the Dalada Maligawa in Kandy in protest. A section of the Prime Minister’s own coalition opposed the Pact as well. The outcome of this opposition was the abrogation of the Pact by the PM. An opportunity to settle the grievances of the Tamil people was lost. A similar fate befell the next attempt to solve the language problem – the Pact between Prime Minister Dudley Senanayake and SJV Chelvanayagam.

Both Pacts gave certain undertakings to the Tamil people; any successful attempt to solve the ethnic problem will have to begin by accepting these undertakings. These included a provision for North-Eastern merger (by dividing the Eastern province into two or more regions and permitting the Northern province to merge with one or more of these regions) and a promise to make Tamil the language of administration and record in the Northern and Eastern provinces, with adequate safeguards for non-Tamil speaking minorities within these provinces. Therefore the acceptance of the province as the unit of devolution and the acceptance of the merger of the North with Tamil majority areas of the East are nothing new. Can the Tamil people be faulted for demanding that any political solution should include these early concessions? Is it reasonable to expect the Tamil people to be satisfied with less than what they were promised more than four decades ago?

Annexed are two letters, one addressed to patriotic citizens of Sri Lanka and the other addressed to the LTTE leader, Mr. V Prabaharan. Both letters contain very vital information about the ground situation in the North East. The letter to Mr. Prabaharan sets out how he has brought the entire Tamil race to the verge of complete ruination. The letter to the patriotic Lankans detail the history of the ethnic conflict – as no solution can be found without the knowledge of the history of the conflict and a solution acceptable to minorities can be found only in the history of the conflict. This is the only path to peace. And it is the responsibility of those of us who lived through the tragic events of the past fifty years to educate and advise the present generation.

The country is fully aware of the risk that I face for taking this stand. The repeated threats and intimidations I get from various quarters could not deter me from doing so. I could not even concede to the request of my close friends and relations to retire from politics or to keep silent on controversial issues, because I love my country more than anything else. I want the present generation of Sinhalese, Tamils and Muslims to mix up and know each other. The Yarldevi and Utharadevi must run once again to and from Jaffna and take children of Sinhalese parents to their Tamil friend’s homes in Jaffna, to enjoy a bath in the historical Keerimalai Tank, visit Nagadeepa etc. The Tamil children in turn must make friendship with Sinhalese and Muslim children of the friends of their parents and enjoy the hospitality of each other. This is what we did and how we lived in the good old days and exactly what we want to happen again in the future.

கடந்த மூன்று நான்கு ஆண்டு காலமாக எனது கடிதங்களுக்கு நீர் பதில் அனுப்பாதமை துரதிஸ்டமே. இக்கடிதத்திற்கும் உமது பதிலை நான் எதிர்பார்க்கவில்லை. இருப்பினும் கசப்பானாலும் இக்கடிதத்தை கவனம் செலுத்திப் படிப்பீர் என எதிர்பார்க்கின்றேன். நான் இந்த நாட்டு மக்கள்மீதும் குறிப்பாக தமிழ் பேசும் மக்களமீதும் மிக அக்கறை கொண்டுள்ளேன் என்பதை புரிந்து கொள்ளவும். நிலமை கட்டுக்கு மீறி செல்வதால் மேற்கொண்டு தாமதிக்காமல் மிகவும் துன்பப்படும் நாட்டு மக்களுக்கு அமைதியையும் சமாதானத்தையும் கொண்டுவர வேண்டிய நடவடிக்கைகளை எடுக்குமாறு கேட்டுக்கொள்கின்றேன்.

இங்கே குறிப்பிடும் சில விடயங்கள் என்னால் முன்பு எழுதப்பட்ட கடிதங்களில் குறிப்பிடப்படாதவையாகும். இன்றைய பரிதாபமான நிலையில் எமது மக்கள் வாழ்வதற்கு முழுப்பொறுப்பையும் நீரே ஏற்கவேண்டிய காலம் வந்துவிட்டது. உமக்கு விரும்பத்தகாததாயிருந்தாலும் கடந்த காலத்தை மறந்து இலங்கையின் அனைத்து மக்களினதும் சுபிட்சமான வாழ்விற்கு பொறுப்புடனும் அவதானத்துடனும் செயற்படுமாறு கேட்டுக்கொள்கின்றேன். ஏனையோர் சிலர் விடுதலைப்புலிகளை தமிழ் மக்களின் ஏகப்பிரதிநிதிகளாக முன்னிலைப்படுத்துவது போல் நான் செய்ய மாட்டேன் ஏனெனில் உமது கொடூரமான செயல்கள் காரணமாக தமிழ் மக்களால் அவ்வாறு நீங்கள் கணிக்கப்படவில்லை. உலகிலேயே மிக கொடூரமானவர் என்ற பெயரை நீங்கள் சம்பாதித்துள்ளீர்கள். நாட்டு மக்களுக்கு தினமும் பயத்தையும் பீதியையும் ஏற்படுத்துவதன் மூலம் உங்களுடைய மதிப்பை மிக வேகமாக இழந்துவருகின்றீர்கள்

என்பதை அறியமாட்டீர்கள். உங்களுடைய பயங்கர ஆட்சியால் என்னைப்போன்ற ஒரு சிலர் தவிர சகல தமிழர்களின் குரலையும் அமைதிப்படுத்திவிட்டீர்கள். எனது காலத்திலேயே எமது இனப்பிரச்சினைக்கு தீர்வை காண உதவத் தவறுவீர்களேயானால் என்றும் தீர்வை காணமுடியாது. தயவு செய்து பிரிவினைக் கோரிக்கையை கைவிட்டு ஐக்கிய இலங்கைக்குள் சமஸ்டி அடிப்படையிலான தீர்வை ஏற்பீர்களேயானால் அதற்கு பெரும் வரவேற்பு கிடைப்பது மட்டுமல்ல ஆச்சரியப்படக் கூடிய விதத்தில் எதிர்பாராதவர்களின் ஆதரவு கூட கிடைக்கும்.

கடந்த காலத்தில் நிகழ்ந்த சில கசப்பான சம்பவங்களை உமது ஞாபகத்திற்கு கொண்டுவர விரும்புகின்றேன். உம்மை அவமானப்படுத்தவோ அல்லது சங்கடப்படுத்தவோ அல்ல தமிழர்களை இரண்டாம் தரப் பிரஜைகளாக கருதும் சிலரது கண்களை திறக்க உதவுவதற்கே. பெரும்பகுதியான சிங்கள மக்களின் நிலைப்பாட்டுக்கு இது மாறானதாகும். நியாயமான முறையில் செயற்படும் பெரும்பகுதியான சிங்கள மக்கள் தமிழ் மக்களுடன் சமமாக வாழ்வதையே விரும்புகின்றார்கள்.

நாளுக்கு நாள் மக்கள் மாறிக்கொண்டு வருகின்றார்கள் - சிலர் அபூர்வமான சிந்தனைகளையும் - புதிய புதிய கண்டுபிடிப்புக்களையும் வெளியிடுகின்றார்கள். சரித்திரம் திரிக்கப்படுகின்றது. சிலர் தமிழர்கள் போத்துக்கீசரால் யாழ்ப்பாணத்தில் புகையிலை நடுகைக்காக கொண்டுவரப்பட்டதாக கண்டுபிடித்துள்ளார்கள், மேலும் சிலர் இந்நாடு சிங்களவர்களுக்கு மட்டுமே சொந்தமானதெனவும் அவர்களே இந்தநாட்டில் வாழ முடியும் என்றும் கூறுகின்றார்கள். இக்கூற்றுக்கு மிகக் கீழ் இறங்கி ஒரு விவாதத்தை நடத்த நான் விரும்பவில்லை. 600 இலட்சம் தமிழ் மக்கள் வாழும் தமிழ் நாட்டிலிருந்து யாழ்ப்பாணத்தை 20 மைல் நீளம் கொண்ட பாக்குத் தொடுவாயே பிரிக்கின்றது என்பதை ஒருவர் அறிந்திருந்தால் போதும். யாழ்ப்பாணத்திலிருந்து தமிழ் நாட்டுக்கும் தமிழ் நாட்டிலிருந்து யாழ்ப்பாணத்திற்கும் இடைப்பட்ட கடலை பலர் நீந்திக் கடந்துள்ளனர். இரவு போசனத்தை முடித்துக்கொண்டு இந்தியா சென்று ஒரு எம்.ஜி.ஆர் படத்தை பார்த்துவிட்டு அதிகாலை நாடு திரும்பிவிடும் சகோதரர்களைப்பற்றி எனது பள்ளித்தோழர்கள் கூறியிருக்கின்றார்கள். மேலும், 5 ஈஸ்வரன் கோயில்கள், தெவிநுவரவில் உள்ள விஸ்ணு தேவாலயம், கதிர்காமத்து முருகன் போன்றவை சரித்திர காலத்திற்கு முந்திய மிகப்பழமை வாய்ந்த கோவில்களாகும். ஒரு இனத்தையோ ஒரு குழுவையோ சேர்ந்தவனைப் போல அல்லாமல் எப்பொழுதும் நான் எமது பிரச்சினைகளை தேசப்பற்று கொண்ட ஒரு இலங்கையனாகவே நோக்குகின்றேன். இதுவே தேசாபிமானமாகும்., அமைதியும் பொறுமையுமே எமது பிரச்சினைகளை தீர்ப்பதற்கு மிகவும் தேவைப்படுகின்ற இவ்வேளையில் நியாயமாக செயற்படும் சிங்களவர்களை கூட தூண்டிவிட்டோ அவமானத்தை ஏற்படுத்தியோ பிரச்சினையை மேலும் சிக்கலடையச் செய்ய நான் விரும்பவில்லை.

தனிச்சிங்களச் சட்டத்தை மைல்கல்லாக வைத்துப்பார்ப்பின் எமது இனப்பிரச்சினை 50 வயதை தாண்டிவிட்டது. அந்தக்காலத்தில் யாழ்ப்பாணத்தில் உயர் வகுப்புகள் உள்ள பாடசாலைகள் அத்தனையிலும் சிங்கள பட்டதாரிகள் சிங்களம் போதிப்பதற்காக நியமிக்கப்பட்டமையினால் இத்தகைய ஒரு சட்டத்திற்கு அவசியம் ஏற்படவில்லை. அப்போது ஒன்றில் நீர் பிறந்திருக்கவில்லை அல்லது நீர் பால்குடியாக இருந்திருப்பீர். அக்காலத்தில் சிங்கள தமிழ் முஸ்லிம் மற்றும் சிறு குழுக்கள் சமாதானமாகவும் அமைதியாகவும் ஒருவரை ஒருவர் மிகவும் மதித்தும் நேசித்தும் வாழ்ந்தனர். தென்னிலங்கையில் உள்ள ஒரு கோவில் சம்பந்தமாக ஏற்பட்ட ஒரு சிறு சம்பவம் தவிர – அதுகூட பல ஆண்டுகளுக்கு முன்- அமைதியான எமது நாட்டில் வகுப்புக் கலவரம் என்ற பேச்சுக்கே இடமிருக்கவில்லை. அந்தச் சம்பவத்தில் யார் யார் சம்பந்தப்பட்டார்கள் என்பதை கூட நான் கூறவிரும்பவில்லை.

சகல இன மக்களும் அமைதியாக வாழ்ந்த நாட்டுக்கு அழிவைக் கொண்டு வந்ததே தனிச்சிங்களச் சட்டம் தான். அதைக்கூட உரிய நடவடிக்கை எடுக்கும் முயற்சியை சில இனவாதிகள் திட்டமிட்டுக் குழப்பியதாலேயே இந்நிலை ஏற்பட்டது. இல்லையேல் இந்நிலை ஏற்பட்டிருக்காது. அத்தகைய ஒருசிலர் உலகின் எப்பகுதியிலும் இருக்கத்தான் செய்வார்கள். நீர் குழப்பாது இருந்திருப்பின் மிகப்பிரபல்யமான அஹிம்சைவாதி தந்தை செல்வநாயகம் கியு சி அவர்களால் உருவாக்கப்பட்ட தமிழர் விடுதலைக் கூட்டணி சமாதானமான முறையில் தீர்வு ஒன்றை கண்டிருக்கும். ஆனால், அதுவரை யாழ்ப்பாணச் சரித்திரத்தில் இடம்பெறாத ஒரு தீவிர நடவடிக்கையை நீர் எடுத்தமையாலேயே நிலமை மோசமடைந்தது. யாழ்ப்பாணத்தின் முன்னைநாள் மேயராகவும், எம்பியாகவும் இருந்த திரு. அல்பிரட் துரையப்பாவை சுட்டுக்கொன்று துப்பாக்கி கலாச்சாரத்தை நீர் அறிமுகம் செய்ததாலேயே நிலமை வன்முறைக்கு திரும்பியது. மிகப்பிரபல்யமான தலைவர்களாகிய அமரர் ஜி.ஜி. பொன்னம்பலம் கியு சி, அமரர் எஸ்.ஜே.வி செலவநாயகம் கியு சி, ஆகியோரின் தலைமையில் இயங்கிய இரு கட்சிகளின் வேட்பாளர்களையும் யாழ்ப்பாணத் தொகுதியில் தோற்கடித்தமையே அவர் செய்த குற்றமாகும். அரசியலில் மிகவும் பிரபல்யம் அடைந்திருந்த அமரர் அல்பிரட் துரையப்பா பொன்னாலை வரதராஜப்பெருமாள் கோவிலில் தரிசனம் செய்து கொண்டிருந்தவேளை நீர் அவரை சுட்டுக்கொன்றீர். அவரை ஏன் கொன்றீர் என்று உமக்கே தெரியுமோ எனக்குத் தெரியாது. ஆனால், விஸ்ணுவை தரிசனம் செய்து கொண்டிருந்தவேளையில் அவரை கொலை செய்ததையும் யாழ்ப்பாணத்தில் வாழ்ந்த முஸ்லிம்களின் சொத்துக்களை பறித்துக்கொண்டு சிறுவர்களின் காதணிகளைக் கூட எடுத்துச் செல்ல விடாது விரட்டியடித்தமையும் தான கடவுள் தண்டனையாக, இத்தனை பெருந்தொகை மக்கள் உயிரிழக்கவும், சொத்துக்களை இழக்கவும் காரணம் என தமிழ் மக்கள் நம்புகின்றார்கள். சகல இனங்களையும், மதங்களையும் சேர்ந்த ஆண் பெண் என்ற பேதமின்றி வயது வித்தியாசமின்றி 70 ஆயிரத்திற்கும் மேற்பட்ட மக்களின் உயிரிழ்ப்பிற்கு நீரே பொறுப்பேற்க வேண்டும். போர்முனையில் மட்டுமல்ல கிளைமோர் தாக்குதல், கைக்குண்டு தாக்குதல், நிலக்கண்ணிவெடி மற்றும் புகையிரதம், பேருந்துகளில் இடம்பெற்ற படுகொலைகளுக்கும் நீரே பொறுப்பேற்க வேண்டும். கெபிடிகொலாவவிலும், அறந்தலாவயிலும் செய்யப்பட்ட படுகொலைகள், 700க்கு மேற்பட்ட கடற்படையினரை கொண்டு சென்ற கப்பலை மூழ்கடிக்க முயற்சித்தமை, லீவில் சென்ற கடற்படையினர் 100 க்கு மேற்பட்டோரை தாக்கி கொன்றமை, பள்ளிவாசல் படுகொலைகள் என்பவற்றை எவ்வகையிலும் நியாயப்படுத்த முடியாது. அறந்தலாவையில் உம்மால் படுகொலைசெய்யப்பட்ட 31 பௌத்த குருமார்கள் உங்களுக்கு என்ன தீங்கு செய்தார்கள்? இத்தகைய ஏதாவதொரு சம்பவத்தில் ஓர் சிங்களப் பிரஜை என்றாவது ஈடுபட்டதை உங்களால் கூறமுடியுமா? மேலும் இனவாதம் பேசுகின்ற பௌத்த சிங்களவகுப்பு வாதிகள் தன்னும் சில பொறுப்பற்ற முறையில் பேசி வந்தாலும், ஒரு தமிழ் உயிரை பறித்ததை உம்மால் கூற முடியுமா? குமுதினி படகில் ஏற்பட்ட படுகொலை, வேலணை சுருவில் மண்கும்பான் சம்பவங்கள், செம்மணி புதைகுழிகள் இராணுவத்தினரின் செயல் என நான் அறியாதவன் அல்ல. இத்தகைய எக்கொலையிலும் சிங்கள பொதுமக்கள் எவரும் சம்பந்தப்படவில்லை என்பதையே கூறவிரும்புகின்றேன். ஆனால் பொதுமக்களுடைய கொலைகளைப் பொறுத்த வரையில் உங்களுடைய கை இரத்தம் தோய்ந்தது. பல்வேறு தமிழ் குழுக்களைச் சேர்ந்த பலரின் கொலைகளுக்கு நீரே பொறுப்பேற்க வேண்டும். இத்தகைய கொடூரமான குற்றங்களுக்கு பலியானவர்களின் சாபம் எவரையும் சும்மாவிடாது. ஆகவே தான், நடந்தவற்றை கெட்ட கனவாக மறந்து ஒரு புதிய மனிதனாக மாறுவீரேயானால் சமாதானத்திற்காக ஏங்கும் இலங்கையினரதும், சர்வதேச சமூகத்தினதும் பாராட்டை பெறுவீர்.

உமது கொடூர செயல்களில் ஒன்று இந்திய முன்னாள் பிரதமரை கொலை செய்தமை. அதோடு இந்திய மக்களின் ஆதரவை இழந்தீர்கள். இன்று உம்மை இந்தியாவில் ஆதரிப்பவர்கள் வெறும் வேடதாரிகள். உமது அடுத்த சிந்தனையற்ற செயல் உம்மைப்போலும், உமது தொண்டர்கள் போலும் சரியோ பிழையோ ஒரு இலட்சியத்திற்காகப் போராட வந்த பல் வேறு தமிழ் குழுக்களின் உறுப்பினர்களை அழித்தமை, நீர் ஒரு சுயநலக்காரனாகவும் பேராசை பிடித்தவனாகவும் இருந்து இவர்களை வேட்டையாடி, பொதுமக்களிடம் உமக்கு ஆதரவு இருந்திருந்தால், அதையும் இழந்து உம்மையும் அழித்துக்கொண்டீர். உமது அண்மைக்கால நடவடிக்கைகள் நிலமையை மேலும் மோசமடையச் செய்துள்ளன. தயவு செய்து எந்த ஒரு அரசும் விமானத்தாகுதலுக்கு உமக்கு உதவியோ ஆதரவோ தரப்போவதில்லை என்பதை நம்புங்கள். என்னைப்பொறுத்தவரையில் உமது வான் தாக்குதலை ஒரு வான் வேடிக்கையாகவே கருதுகின்றேன். உமக்கு எந்த ஆதரவும் தராத சர்வதேச சமூகத்தின் வெறுப்பை சம்பாதிப்பதோடு உமது கழுத்துக்கு நீரே சுருக்குப் போட்டுக்கொள்கின்றீர்.

இப்பொழுது உமது எல்லா செயற்பாடுகளையும் நிறுத்திவிட்டு கடந்தகாலத்தில் சாதித்தவற்றை திரும்பிப் பார்க்கவும். பல்வேறு வகையில் நீரும் உமது ஆட்களும் உமது மக்களுக்கும் பொதுவாக நாட்டுக்கும் ஏற்படுத்திய அழிவுகளின் பெறுமதியை கணக்கிட்டுப்பாரும். நான் ஒரு சில விடயங்களை மட்டும் கவனத்தில் எடுத்துக்கொண்டு ஏனையவற்றை உமது சிந்தனைக்கே விட்டுவிடுகின்றேன். நான் கூறும் பின்வரும் விடயங்களும், விமர்சனங்களும் உங்களது கண்களை மட்டுமன்றி -ஆளுங்கட்சியோ எதிர்க்கட்சியோ -ஒரு நியாயமான தீர்வை முன்வைக்காமல் இழுத்தடிப்பவர்களுடைய கண்களும் திறக்க வேண்டும் என்பதற்காகவே. சாதாரண பொதுமக்களை பொறுத்தவரை எவ்விலை கொடுத்தேனும் சமாதானத்தை பெறுவதிலேயே அக்கறையாக இருக்கின்றனர். ஆழமாக செல்லாமல் சில விடயங்களை மட்டும் இங்கு குறிப்பிட விரும்புகின்றேன். இந் நீண்ட கடிதத்தை எழுதுவதற்கு ஒரு விசேட காரணமும் உண்டு. கால் நூற்றாண்டு காலமாக தமிழ் இஸ்லாமிய மக்களை படுமோசமான முறையிலும் கீழ்த்தரமான முறையிலும் நீங்களும் உங்கள் சகாக்களும் நடத்தியதை அறிந்த சிங்கள மக்கள், தமிழ் மக்கள் நிரந்தரத் தீர்வை எதிர்பார்க்கிறார்களே அன்றி அரைவேக்காட்டு தீர்வு திட்டத்தை ஏற்பார்கள் என எதிர்பார்க்கமாட்டார்கள். ஆகவே, தமிழ் மக்களுக்கு ஏற்புடையதான ஐக்கிய இலங்கைக்குள் ஒரு சமஸ்டி ஆட்சி முறையை பெற்றுக்கொடுக்கவே சிங்கள மக்கள் போராடுவார்கள். 50 ஆண்டு காலம் ஒற்றையாட்சியின் கீழ் தீர்வுகாண முடியவில்லை என்பதையும் அவர்கள் அறிந்திருக்கிறார்கள்.

1970 ஆம் ஆண்டு தரப்படுத்தல் என்ற துயரமான முடிவு எடுக்கப்பட்ட போது நானும் பாராளுமன்றத்தில் இருந்தேன். தரப்படுத்தல் தகுதி பெற்ற பல தமிழ் மாணவர்களுக்கு மருத்துவம், பொறியியல் போன்ற துறைகளுக்கு இடம் கிடைப்பதற்கு தடையாக இருந்தது. இனரீதியாக விகிதாசாரம் பேணப்படவில்லை என்பதே குற்றச்சாட்டாக இருந்தது. இது ஒரு நியாயமற்ற செயலாக கருதப்பட்டமையினால் மாணவர் மத்தியில் பெரும் கொந்தளிப்பை ஏற்படுத்தி அதே இன்றைய சகல அனர்த்தங்களுக்கும் காலாக அமைந்தது. இருப்பினும் 77ம் ஆண்டு ஆட்சிபுரிந்த அரசு எல்லோருக்கும் திருப்தி தரக்கூடிய ஒரு திட்டத்தை வகுத்திருந்தது. இது 1970 ஆம் ஆண்டுக்கும் 72ம் ஆண்டுக்கும் இடையில் நடந்த சம்பவம். இன்று என்ன நடக்கின்றது? உமது சகாக்களால் ஒழுங்காக பிள்ளைகள் பாடசாலை செல்ல அனுமதிக்கப்படுகின்றார்களா? கடந்த வருடம் முதல் தவணையின் போது 27 நாட்கள் பிள்ளைகள் பாடசாலை செல்லவில்லை. அவர்கள் ஆர்ப்பாட்டங்களுக்கும், ஹர்த்தால் நடத்துவதற்கும், அவமதிக்கும் வார்த்தைகளை பிரயோகித்தும், கல்வீசியும் இராணுவத்தை சீண்டுவதற்கும் ஈடுபடுத்தப்பட்டனர். இராணுவத்தினர் அஹிம்சையை கடைப்பிடிக்கும் காந்திய வாதிகள் அல்லர். இது சம்பந்தமாக பல விடயங்கள் கூறலாம் ஆனால், திறமை அடிப்படையில் யாழ் பல்கலைக்கழகத்திற்கு அனுமதிபெறும் மாணவர்களின் எண்ணிக்கை இன்று வெகுவாக குறைந்துவிட்டது என்பதுடன் நிறுத்திக்கொள்கின்றேன். சில மாணவர்கள் தமது படிப்பை முடிப்பதற்கு 10 ஆண்டுகள் செல்கின்றன. அதற்குரிய காரணத்தை நான் ஏற்கனவே கூறியுள்ளேன். 35 ஆண்டுகாலப் போராட்டத்தின் பின் கல்வித்துறையில் தமிழர்களின் தற்போதைய நிலைமை என்ன? யாழ்ப்பாணத்தில் மனித உரிமைகள் ஆணைக்குழுவிடம் 200 க்கும் மேற்பட்ட பாடசாலை மாணவர்கள் உங்கள் சிறுவர்படையில் இணைக்கப்படுவதிலிருந்து தப்புவதற்காக பெற்றோரால் கையளிக்கப்பட்டுள்ளார்கள்.

உங்களிடம் சம்பளத்திற்கு வேலை செய்கின்ற அல்லது சில சலுகைகளை பெற்று வேலை செய்கின்ற உங்கள் முகவர்கள் பிரித்தானியப் பாராளுமன்ற உறுப்பினர்கள் மத்தியிலும் ஐரோப்பிய யூனியன் பாராளுமன்ற உறுப்பினர்கள் மத்தியிலும் பிர்ச்சாரம் செய்கின்றார்கள். அவர்களுக்கு ஒரு தடவை கிளிநொச்சி, முல்லைத்தீவு உட்பட வடக்கிலும் கிழக்கிலும் விடுதலைப் புலிகளின் கட்டுப்பாட்டில் உள்ள பகுதிகளுக்கு விஜயம் செய்து மக்கள் அங்கு எவ்வாறு நடத்தப்படுகின்றார்கள் என்பதை அறிய அவர்கள் ஏன் யோசிக்கவில்லை? தம் பிள்ளைகளை விடுதலைப்புலிகள் சிறுவர் படையில் சேர்ப்பதை வன்மையாக எதிர்த்த பெற்றோர்கள் பலமாகத் தாக்கப்பட்ட கொல்லப்பட்ட சம்பவங்கள் பல நடந்துள்ளன. பலாத்காரமாக ஆள் சேர்ப்பதை ஆட்சேபித்து சிலர் தற்கொலை கூட செய்துள்ளனர். பகல் நேரத்தில் ஒளித்திருந்து விட்டு இரவு வேளை வீட்டுக்கு வருகின்ற பிள்ளைகளை காத்திருந்து பலாத்காரமாக கொண்டு செல்கின்றனர். சர்வதேச சமூகத்திற்கு உமது கட்டுப்பாட்டு பகுதிக்கு விஜயம் செய்ய அனுமதி இல்லாமையால் உமது நிர்வாகத்தில் திருப்தியடையாத மக்கள் தப்பிச் செல்லக் கூடியதாக ஏன் உங்கள் மீது அழுத்தம் கொண்டுவர முடியாது? சர்வதேச சமூகத்தை தவறான வழிக்கு இட்டுச்செல்லாமல் ஐரோப்பா நோர்டிக் நாடுகள் கனடா, அமெரிக்கா போன்ற நாடுகளில் செயற்படும் உங்கள் முகவர்களை உங்கள் தலைமையகத்திற்கு திரும்பும்படி அறிவியுங்கள். உமது கட்டுப்பாட்டின் கீழ் வாழுகின்ற மக்கள் சுதந்திரமடைய விரும்புகின்றார்கள். அவர்களின் பிள்ளைகள் வெளியுலகத்தை காண ஆசைப்படுகின்றார்கள். அவர்களுடைய பிள்ளைகள் புகையிரதத்தை கண்டதோ, அதில் பிரயாணம் செய்ததோ இல்லை. ஒரு சிங்களவரையோ ஒரு இஸ்லாமியரையோ அவர்கள் பார்த்ததில்லை. அவர்களுக்கு எதுவிதமான பொழுதுபோக்குமில்லை. அவர்களுடைய உரிமைகளை மறுத்து எதற்காக அவர்களை அடிமைகளாகப் பாவிக்கின்றீர்கள். அவர்களுடைய பிரயாணம் திருமணம் கல்வி வாழ்க்கைமுறை போன்ற விடயங்களில் எதற்காகக் கட்டுப்பாடு விதிக்கின்றீர்கள்

நீங்கள் ஒரு கூட்டம் பினாமி பாராளுமன்ற உறுப்பினர்களை வைத்திருக்கின்றீர்கள் அவர்களின் ஓரே கடமை உங்களை பிரதிநிதித்துவப்படுத்துவதும் உங்களுக்காகப் பேசுவதும் மட்டுமே. இலங்கையிலும் இந்தியாவிலும் மட்டுமல்ல உலகின் பெரும்பகுதியான நாடுகளில் உள்ள தமிழ் இலத்திரனியல் அச்சு ஊடகங்கள் உங்களையும் உங்களது சகாக்களையும் பெருமைப்படுத்துவதிலேயே ஈடுபட்டுள்ளார்கள். உங்களுக்கு விரோதமாக ஒரு வார்த்தை எழுதவோ பேசவோ துணிவின்றி வாழ்கின்றார்கள். அவர்கள் பெருமளவில் உண்மையை எழுதாது மாறுபட்ட கருத்துக் கொண்டவர்களை கீழ்த்தரமாக விமர்சிப்பதிலேயே ஈடுபட்டுள்ளனர். உம்மை கிண்டல் செய்வதோ அம்பலப்படுத்துவதோ எனது நோக்கமல்ல. நீர் உமது வழிமுறைகளை மாற்றிக்கொள்ள வேண்டும் என்றே கேட்டுக்கொள்கின்றேன். தமிழீழம் கிடைக்காதென்பது உங்களுக்கு நன்றாகத் தெரியும். சர்வதேச சமூகமோ அல்லது இந்தியாவோ அதை என்றும் அனுமதிக்கப்போவதில்லை. அவர்களுடைய ஒத்தாசை இன்றி அது அடையக் கூடியதும் அல்ல. ஆகவே அதை மறந்துவிடுங்கள். தமிழீழம் அடையக் கூடியது என்று மக்களை நம்ப வைக்க உம்மால் முடியாது. உமது முகவர்களாக செயற்படுபவர்களும் உமது கொள்கைகளை பரபபுபவர்களாக செயற்படுகின்றவர்களும் உண்மையானவர்களல்ல. சொந்த நலனுக்காக வியாபாரமாகவே அதைச் செய்கின்றார்கள். தமது பிள்ளைகளுக்கு சிறந்த கல்வி வசதியை செய்து கொடுத்து தாமும் ஆடம்பரமாக வாழுகின்றார்கள். உங்களை ஆதரிக்கின்ற தமிழ் நாடு அரசியல் வாதிகளும் அவ்வண்ணமே. உம்மை ஆதரிக்கின்ற பிரித்தானிய பாராளுமன்ற உறுப்பினர்கள் சிலர் உமது கொள்கையில் நம்பி;க்கை வைத்தல்ல, உமது மூலமாக தமிழர்களின் வாக்குகளை பெறவேண்டும் என்ற சுயநல நோக்கில் மட்டுமே. அரச சேவையிலும் தனியார் துறையிலும் சிறுபான்மையினரின் வேலைவாய்ப்புக்கள் மிகவும் குறைந்து வருகின்றன. 50 வருட அகிம்சை போராட்டமும் 25 வருட ஆயுதப்போராட்டமும் எம்மை இருந்த இடத்திற்கே கொண்டுவந்து விட்டுள்ளது. தமிழ் இஸ்லாமிய மக்களின் பொருளாதாரம் சீரழிந்துவிட்டது. போக்குவரத்து வசதியின்மையும், ஏ 9 பாதையில் உம்மால் விதிக்கப்படும் கடும் வரியும் விவசாயத்திற்கும், மீன்பிடிக்கும் முற்றுப்புள்ளி வைத்துவிட்டது. மின்சார விநியோகம் தடைப்பட்டதாலும் தொழிற்சாலைகள் கைத்தொழிற் பேட்டையும் அழக்கப்பட்டமையாலும் கைத்தொழில் முழுவதுமாக அழிக்கப்பட்டு மக்கள் அரசின் உதவியிலேயே வாழவேண்டிய நிர்ப்பந்தம் ஏற்பட்டுள்ளது. அரச சேவைக்கு சேர்க்கப்படும் சிறுபான்மையினரின் எண்ணிக்கை குறைந்துள்ளதால் இளைப்பாறிய ஊழியர்களுடன் அரச சேவை நடைபெறுகின்றது. இராணுவம், கடற்படை, ஆகாயப்படை மற்றும் பொலிஸ் ஆகிய துறைகளில் தமிழர்கள் வேலைவாய்ப்பு பெறுவதை மிரட்டல் மூலம் வெற்றிகரமாக தடுத்து விட்டீர்கள். இந்நிலையில் மக்கள் என்ன செய்ய வேண்டுமென்று எதிர்பார்க்கின்றீர்கள்?

தமிழீழம் பகல் கனவு என்று தெரிந்தும் ஏன் தொடர்ந்து பலரின் உயிரை பலிகொடுக்கின்றீர்கள், பல விதவைகளையும் அனாதைகளையும் உருவாக்குகின்றீர்கள். சிங்களவர்களோ தமிழர்களோ அல்லது வேறு எந்த இனத்தவர்களோ அவர்களது சொத்துக்களையும் அரச சொத்துக்களையும் அழிக்கின்றீர்கள். நான் கூறியவை எல்லாவற்றையும் கவனத்திலெடுத்து ஐக்கிய இலங்கைக்குள் சமஸ்டி முறையிலான ஒரு தீர்வை ஏற்கக் கூடிய வகையில் தனிநாட்டுக் கோரிக்கையை கைவிடுவதாக அறிவியுங்கள். அவ்வாறு செய்வீர்களேயானால் பெருந்தொகையான சிங்கள மக்களும் ஏனையோரும் முழு ஆதரவு வழங்குவர். இந்தியாவும் அதற்கு ஆதரவு கொடுக்கும் வேளையில் சர்வதேச சமூகம் அதற்கு ஆதரவாக அரசுக்கு அழுத்தம் கொடுக்கும். சிங்கள மக்களுடைய சிந்தனையை நான் அறிவேன். அத்தகைய ஒரு தீர்வுக்கு நீங்கள் உடன்படும் பட்சத்தில் இதுவரை சமஸ்டியை எதிர்த்தவர்கள் கூட நிச்சயமாக தமது நிலைப்பாட்டை மறு பரிசீலனை செய்வார்கள்

உமது நடவடிக்கைகளால் பொதுமக்களுக்கும் அரசுக்கும் ஏற்பட்ட சொத்தழிவுகளை அமைதியாக தனிமையில் ஓர் இடத்தில் இருந்து கணக்கிட்டுப் பாருங்கள். அத்தகைய அழிவினுடைய பெறுமதி உங்களுக்கு அதிர்ச்சியைக்கொடுக்கும். நாட்டுக்குத் தேவையான உட்கட்டமைப்பு, பெருந்தெருக்கள் மற்றும் வீதிகள் பாடசாலைகள் தொழிற்சாலைகள் இன்னும் பல வசதிகளோடு வேலையற்ற அனைவருக்கும் தொழில் வாய்ப்பு முதலியவற்றுக்கு போதுமானதாயிருக்கும். பல்வேறு நாடுகளினுடைய உதவிகள் வந்து குவியும். புதிதாக அமையும் சொர்க்க பூமியில் நாமெல்லோரும் மனநிறைவேடும் ஒருவரை ஒருவர் மதித்தும் அன்பு செலுத்தியும் வாழ முடியும்.

மேலும் நாட்டு நிர்வாகத்தில் ஒரு கணிசமான பங்களிப்பை நீர் பெறுவதன் மூலம் ஐக்கிய இலங்கைக்குள் சமாதான முறையில் உமது கனவை நிறைவேற்ற முடியும். எல்லாவற்றுக்கும் மேலாக பல்வேறு நாடுகளிலும் சிதறிக்கிடக்கும் எமது உறவினர்கள் தாம் சேர்த்து வைத்திருக்கின்ற சொத்துக்களோடு நாட்டுக்கு திரும்பி நாட்டை கட்டியெழுப்பவும் உதவுவர்.

இந்த கடித்த்தை உமக்கு எழுதுவதன் ஒரு நோக்கம் தமிழ் மக்கள் இதுவரை காலம் அனுபவித்து வந்த கஸ்டங்கள் துயரங்கள் பற்றியும் இழந்த சொத்துக்கள் பற்றியும், சிங்கள மக்களுக்கு தெரியவைத்து அவர்களது கண்களையும் திறக்க வைப்பதற்குமாகும்.

It is very unfortunate that you had not replied any of my letters sent to you during the past three to four years. I do not expect a reply for this letter either but I will be satisfied if you would kindly take the trouble to read it carefully, although it may appear to be bitter. Please understand my concerns, for the Tamil Speaking people in particular and of all Sri Lankans in general. Since things seem to be going out of control, please take suitable remedial measures to bring back peace and tranquility to a suffering nation, with-out any further delay.

Some of the matters I am referring to here were not brought to your attention in any of my previous letters. The time has now come for you to take full responsibility for the present precarious condition in which our people live. Although unpalatable, please act with responsibility and caution, forgetting all what had happened in the past and work for a prosperous future of all the people of Sri Lanka. Like some others who project the LTTE as the sole representatives of the Tamil people, I will not do so because you are not considered by the Tamil people as such, mainly due to your ruthlessness. You know very well that you have earned the name as the most ruthless person in the world. Are you not aware that you are fast losing your credibility day by day, by causing terror and tension to the people. By your reign of terror you have silenced every Tamil voice except a few of which I am one. If you are not going to help to find a solution for the ethnic problem during my life time, you will never find one. Please give up your demand for separation and accept a federal solution within a United Sri Lanka, which will receive very wide support, surprisingly even from un-expected quarters.

Please permit me to bring back to your memory some incidents of the bitter past, not with a view to insult or embarrass you but to help to open the eyes of some who still think that the Tamils can be treated as second class citizens. This is contrary to the thinking of a large majority of the Sinhalese who are very fair and reasonable and want to live as equals with all the others.

People are changing day by day. Some come out with fantastic ideas and new theories. History is getting distorted. Some say that Portuguese brought Tamils to Jaffna to plant tobacco. Some even say that this land of ours belong only to the Sinhalese and only Sinhalese can live here. I am not going to stoop low to meet these arguments. It is enough for one to know that only 20 miles of Palk Strait separate Sri Lanka from Tamil Naadu in India where 60 million Tamils live. There are many who had swam across from Tamil Naadu to Jaffna and from Jaffna to Tamil Naadu and some of my classmates used to tell me that their brothers and close relatives got across to India after an early dinner in a country boat and returned before dawn after seeing an M.G.R. film. Further more the five Easwaran Temples Vishnu Devala in Devinuware and Lord Murugan at Kataragama are a few ancient temples existing from pre-historic times. I always look at our problem as a patriotic citizen of Sri Lanka and never as one who belongs to a particular community or group. That is patriotism!. By making any irresponsible statement I don’t want to provoke or insult any moderate Sinhalese and thereby aggravate the situation at a time when calm and patience is needed most to solve our problem.

Taking the passage of the Sinhala Only Act as the Starting Point, the ethnic problem is now 50 years old. There was absolutely no need for that new Law because all schools in Jaffna that had classes up to Senior, present day G.C.E(O/L) had graduates in their academic staff to teach Sinhala for Tamil students. You were either not born then or must have been a toddler. At that time the Sinhalese, Tamils, Muslims and many other small groups lived in absolute peace and harmony with mutual love and respect for each other. Except over one minor incident relating to a temple festival in the South, that too long ago, communal riots was unheard of in our peaceful country. I don’t want even to mention as to who and who clashed at the time.

It is only the passage of the Sinhala Only Act that brought ruin to our country, where all communities lived peacefully. That too could have been saved if the remedial measures taken were not disrupted by some chauvinist forces which you find atleast in small numbers in almost every group all over the world. Left alone, under the renowned non-violent leader-ship of the Late Hon.S.J.V.Chelvanayagam Q.C. the newly formed alliance the T.U.L.F. would have sorted out the Tamil problem peacefully but it is you who aggravated the situation by taking drastic steps, never heard of in the history of Jaffna till that time. Things took a violent turn with your introduction of gun culture by gunning down the Late Hon. Mr. Alfred Duraiappah Ex-Mayor of Jaffna who became the M.P. for Jaffna by defeating the nominees of the two major political parties the All Ceylon Tamil Congress and the Federal Party led by two prominent Queen’s Councils the Late Hon. G.G.Ponnambalam and the Late Hon. S.J.V.Chelvanayagam. The only known crime Mr.Duraiappah committed was defeating the nominees of both the Leading Tamil parties in Jaffna. I wonder whether even you knew as to why you gunned down Mr. Alfred Duraiappah a popular political figure, while he was praying before Lord Vishnu at the Ponnalai Varadarajah Perumal Temple, another name for Lord Vishnu. People believe that the high toll of death and loss of properties among the Tamils were inflicted as retribution for assassinating Mr. Alfred Duraiappah right in front of the deity Lord Vishnu and for driving away the Muslims from the North, depriving them of all their possession and preventing them from taking even the ear-studs of Muslim kids. You should be held responsible for the deaths of over 70 thousand people of all faiths, of all age groups, of both sexes of all communities in Sri Lanka not only at the battle front but also in land and claymore mine attacks, hand grenade and bomb attacks and also massacres of innocent ones in buses, trains, etc. The Kepitigolawa and Aranthalawa massacres, attempt to sink the ship carrying 700 service personnel in mid-sea, the killing of the hundred odd Navy personnel going on leave and returning for duty and many other massacres in the Mosques etc. cannot be justified. What harm did the 31 innocent Buddhist Priests you slaughtered at Aranthalawa did to you? Can you cite one single incident of this nature in which a Sinhalese civilian got involved. Further more please take it for granted that up to now not one Tamil life was taken by any one of those so called Buddhist Sinhala Chauvinist although some talk irresponsibly. I am not unaware of the “Kumuduni” Ferry massacre, the Velanai, Suruvil and Mankumban incidents, and the mass burial of Tamils at Navatkuli by the forces. The Sinhalese civilians had never been implicated in any one incident of this nature but as far as the civilian killings are concerned your hands are bloody. The curse of the victims will not spare anyone responsible for these heinous crimes. That is why I say, “Let us now forget everything and turn over to a new leaf and earn the admiration of all Sri Lankans and the International Community, all of whom are yearning for peace”.

One of your most cruel actions was the assassination of the Ex-Prime Minister of India the Late Hon. Rajiv Gandhi with which you lost the support of all Indians. Those who still support you in India are only pretenders. The next thoughtless step was your decision to eradicate all the other Tamil groups without realizing that rightly or wrongly they came forward to fight for a cause like you and your cadre. You by being so selfish and greedy brought only ruin for yourself by hunting for them and thereby lost the public support that you had, if any. By your latest action you have made things worse. Please do not expect any government to help you or to supply you with equipment for aerial attacks. As far as I am concerned your attack can only be taken as an air-display and not as a serious aerial attack. You are only tightening your noose by engaging in such activities and also earning the wrath of the International Community, which will never give any support to strengthen you.

I now wish you to cry halt to everything and look-back at your achievements. Please assess for yourself the damage you and your cadre had caused to your own people and to the country as a whole in various ways. I will deal only with a few matters, may be just a fraction and leave the rest for your guess. The following list, with my comments, should open not only your eyes but also the eyes of those who want to keep the issue dragging without finding a reasonable and immediate solution, whether they are from the Government or the opposition side. As for the ordinary people they all want peace at any price.

I have a special purpose in writing this lengthy letter to you. I do not imagine that the average Sinhalese, having come to know the shabby and the degrading manner in which your cadre had been treating the Tamils and the Muslims for almost quarter of a century, will expect them to be satisfied with a half baked solution which will never bring permanent peace for them and instead leave it open for further agitation in the future too. I am sure the Sinhalese will struggle hard to solve the problem once and for all, to the satisfaction of the minorities, under a Federal System within a United Sri Lanka, since no relief had been found for over fifty years in a Unitary Constitution.

1. EDUCATION

I was present in Parliament in 1970 when the tragic decision to standardize marks for the admission of students to the Universities was taken, which prevented a large number of qualified Tamil students from getting admitted to the prestigious courses like Medicine and Engineering. The charge was that entry of large number of Tamil students would be out of proportion to their ethnic composition. This being an unjustifiable move, it precipitated a lot of heartburn among the Tamil students that ultimately turned out to be the immediate cause for all the evils of today. However the next Government in 1977 successfully introduced a new scheme to the satisfaction of students of all ethnic groups but it was too late. This was between 1970 and 1972. What is happening today?. Are Tamil children allowed to attend school regularly by your cadre. Last year during the 1st term the children lost about 27 school days why?. They are being used off and on for demonstrations, hartals, and to antagonize the forces by defying them, casting insulting remarks, throwing stones at them etc. We should realize that we do not have Gandhis in our forces to observe non-violence. Much more can be said but I leave it at that and conclude by saying that admission of Jaffna students to Universities on merit basis have reduced considerably and it is a shame that some batches of students take ten years to complete their course due to the compulsions they had to cut classes and attend demonstrations and hartals. Where do the Tamils stand in Education after 35 years of constant struggle. Are you not aware that over 200 school going children had been handed over to the H.R.C. for safe keeping in Jaffna today to save them from being recruited as child-soldiers.

2. INTELLECTUALS, ACADEMICS GOVERNMENT AGENTS AND GOVERNMENT SERVANTS OF ALL RANKS, ENGINEERS, DOCTORS HEADS OF SCHOOLS, TEACHERS ETC.

In the history of the ethnic issue of fifty years can you give one instance in which any one person of the above category was ever killed by the Government forces or by any Sinhalese or Muslims. Contrary to that such killings were by your own cadre. To mention a few, a Medical College Lecturer Mrs.Rajani Theranagama, Principal Jaffna St.John’s College Mr.Anandarajah, Principal Central College Mr.Rajadurai, Government Agents Mr.Mcbool, Mr.Panchalingam and Mr.Gnanachandran and hundreds of others. Why did you allow them to be killed?.

3. BUILDING MATERIALS - K.K.S. CEMENT FACTORY

All the building materials required were available at our door-step in Jaffna. Cement Factory at K.K.S. produced cement much more than required to meet the local requirements and a large quantity was sent regularly to the south and to other parts of the country. How many thousands of lives depended on it for their survival?. What happened to the Factory?. The employees have become paupers and their families suffered a lot. When hundreds of thousands of Tamils were working in the south amongst the Sinhalese you go and gun down the Sinhalese Production Manager Mr.Bogolagama which resulted in the closing down of the factory. A bag of cement that cost less than 100 rupees then now cost about Rs.1000.00. How many crores of rupees will be needed now to rebuild a factory like that?.

4. ASBESTOS CEMENT INDUSTRIES OF PUNNALAIKADDUVAN

This factory had been producing asbestos roofing sheets and could have met the local requirements. Where is it now?. What is the difference in price between now and then. How much will be needed to re-establish a factory like that?. What did you gain by destroying that factory?.

5. SAND.

An important requirement for building construction is sand, available in large quantities sufficient to last for several generations at Kudathanai, Amban, Manalkadu, Nagar Kovil etc. It is entirely in the Government’s cleared areas. Are you not aware that one University student who loaded his Tractor trailer with sand for his personal use was burnt alive with his trailer by your cadre which incident his university colleagues pretended to be not knowing anything about it. Why?. Because they don’t dare to demonstrate against you. If you allow normalcy to return to the North the cost of building a house will be much less than 20% of what it now costs.

6. INDUSTRIAL ESTATE.

There were 36 units at the Atchuvely Industrial Estate, producing varieties of items including materials required for buildings, etc. You removed the Lathe Machines, Motors and also cut and removed all parts of the 36 Units. Not one was spared. How much will be needed to re-establish another Industrial Estate?. How many people were employed in these factories then?.

7. PARANTHAN CHEMICALS CORPORATION.

This Factory in Paranthan gave employment to over 1000 people and several thousand mouths were fed. Today it is difficult to trace even the site in which it was located. More than 100 officer’s quarters are in ruins. How many crores of rupees are needed to put up a factory like that now?. Why din’t you prevent its destruction?.

8. TILE FACTORY AT ODDISUDAN AND ILMENITE FACTORY AT PULMODDAI.

What happen to these factories and their employees?.

9. SALTERN AT ELEPHANT PASS.

This Saltern could produce the entire requirements of the country. With the extension work that was in progress we would have been exporting salt. Now every-thing had been abandoned with all the infra-structure washed off. How much money will be required to re-start the three salterns at Elephant Pass, Navatkuli and Kallunda. How many employees were thrown out of employment, you may not know.

10. THE ECONOMY OF JAFFNA WAS COMPLETELY DESTABILIZED BY YOU AND YOUR CADRE.

From my house at Kilinochchi on the A.9 road I used to count 60 to 70 lorries speeding to Colombo with their loads of fish, vegetables, grapes, plantains etc every night and a similar number to Jaffna with varieties of goods from Colombo. Your keeping the A.9 closed to traffic completely destabilized the economy of Jaffna. Sea foods and vegetables did not fetch good price. The people of Jaffna were virtually starving. The C.F.A. brought some relief for them which too has now stopped. Your illegal taxes increased the cost of production and imported goods were much cheaper in the Market than those produced in Jaffna. They hardly get any income these days, because they were compelled to stop production.

11. TRAIN SERVICE.

Everyday we had five trains to Colombo and five from Colombo of which three were express trains and one was the mail train. On Saturdays we had an extra air conditioned coach. Sleeperettes and berths were available in every train and journey to Jaffna took only seven to eight hours. Today there are no trains to Jaffna and journey to Jaffna takes more than one full day by ship. Your cadre had completely removed the rails, sleepers and metal on the main line to a distance of 160 Km and about fifty km on the Thalaimanar track. The Indian Government was generous enough to re-lay these lines by air-lifting the materials required but today once again nothing is left on the tracks. Letters that reached their destination within 24 hours are today rotting in the mail room in Vavuniya for months. This is what you have done to the people. Every-thing was removed from the rail tracks for the construction of bunkers for your cadre.

12. SUSPENSION OF FERRY SERVICE TO INDIA.

You must take full responsibility for the suspension of the ferry service to India which I am sure will never be re-installed again. A trip to Chennai which cost less than 300 rupees then, now cost you 20,000 rupees. Thanks to your cadre.

13. PLANE SERVICE TO TRICHIRAPALLY IN INDIA.

We had regular flights from Colombo to Palay and from Palaly to Trichirapally in India. By this time Palaly would have become an International Airport. Thanks to your cadre for disrupting this service which I am sure we will never enjoy again.

14. ELECTRICITY.

Almost 80% of Jaffna including Kilinochchi, Mullaitheevu and Mankulam had electricity. You did not spare a single electricity post all of which were removed broken and the reinforcements used for the construction of bunkers. Telegraph posts also met with the same fate. For several years you deprived the people and the farmers of their electricity and allowed them to suffer. Please tell me whether you ever lived without electricity even in your bunkers and how much inconvenience you caused to the people.

Atleast now realize the amount of harassments, embarrassments, mental-tortures and humiliations you caused to the people whom you say that you represent. Apart from the loss of lives and damage to property you had caused to the people for over quarter of a centaury, what good have you done to your people. They faced only misery.

KILINOCHCHI

I as Member of Parliament for the Kilinochchi Electorate got the entire electorate carved out from the Jaffna District to form the District of Kilinochchi. I lived and grew with the people of Kilinochchi. I developed their education. It is due to my untiring efforts you find Doctors, Engineers and Graduates in large numbers in Kilinochchi from where not one student entered the University till it was made a separate District. I had my own plans for its development. I was their Village Council Chairman and later become Chairman of the Kilinochchi Town Council and finally as their Member of Parliament. I taught at Poonakari Maha Vidyalayam. I knew most of the people by their names. I knew each and every nook and corner of the Kilinochchi Electorate and knew the location of each school. What have you done for the people of Kilinochchi?. You deprived them of their voting rights, deprived them of a good Member of Parliament and a social worker for whom Kilinochchi was his life. You have sown landmines all over Kilinochchi and made thousands lose their lives and limbs. You gave me only 187 votes in the electorate which I won with a majority of over 11,000 votes defeating a Minister.

We had in Kilinocchchi bi- weekly fair where products from all parts of Jaffna were brought for sale. Sinhala Traders from all parts of Sri Lanka came in their thousands with their products to sell. The people of Kilinochchi were flourishing. What is now left there are ruins and land mines planted all over. You have given them a rule behind the iron curtain. They had been deprived of their fundamental rights and democratic rights. Their human rights had been very seriously eroded. You are treating them as slaves. You have detention camps, and darkroom chambers where people are tortured for even trivial offences. What right you or your cadre have to torture them?. Who gave you permission to do so?. It is with the power of guns you are ruling them. Many people had been killed during your torture. You have sent your children abroad for higher education, while children of poor parents are compelled to send their children to join your fighting cadre. The people will never pardon the countries that had given facilities for the children of the LTTE leaders to study abroad. The whole world talks about human rights violations in Sri Lanka. If there are such allegations against the Government or against any group, it is their business to clear their name. But I would like to know why the International Community is not taking any notice of the conscriptions, abductions, killings and such other human rights violations that are taking place in abundance, under your subjugation, about which I had been repeatedly complaining during the last few years

You have some paid agents or agents who enjoy many benefits through you for lobbying among the British Parliamentarian and of the European Union. Why did it not strike them that they should visit not only Kilinochchi and Mullaitheevu but also many other areas under the control of the LTTE in the North and the East to see for themselves as to what is happening there and how people are being treated. There had been a number of instances in which parents who had taken serious objection to their children getting recruited by the LTTE, assaulted and killed. Some had even committed suicide protesting against conscription. Most children are living in hiding and such children had been hunted for by your cadre and taken away by force during nights. If the International Community cannot have access to your areas can’t they at least bring pressure on you to open your gates to let the people, dissatisfied with you, to escape. Ask your foreign agents in Europe, Nordic countries and from Canada and America to return to your Head Quarters without misleading the International Community. The people whom you have under your subjugation want to be free. They want their children to see the outside world. Their children had not even seen or travelled by train. They had not seen a Sinhalese or a Muslim person. They do not have any entertainment. Why should you keep them under your subjugation denying them all their rights?. You are imposing restrictions on their travels, on their marriages, on their education, and on their way of living.

You have a set of proxy Members of Parliament whose only duty is to glorify you and to speak only on your behalf. Most of the Tamil Media both print and electronic, not only in Sri Lanka and in India but all over the world also, glorify you and your cadre. No one dares to write or say one word against you. They hardly write the truth and mostly engage in demeaning writings against those who do not support you or your cadre.

It is not my intention to ridicule you or to expose you. I want you to improve and mend your ways. You know fully well that Tamil Eelam is not achievable or feasible. Neither the International Community nor India will ever allow it. It is not possible without their concurrence. Hence forget about it. You can’t make the people believe that Tamil Eelam is achievable. Those who are acting as your agents and claiming to be promoting your cause are not genuine persons. They do it as a business for personal gains. They give the best of education for their children and are leading lavish lives abroad. It is the same with the Tamil Naadu politicians who support you. The few British Parliamentarian who support you don’t do so out of conviction but only with selfish intentions of getting Tamil votes. They must learn from their colleagues who have a better knowledge of the happenings in Sri Lanka.

Scope for employment in both the Public and the Private Sectors is becoming more and more limited for the Minorities. After 50 years of non-violent agitation and about 25 years of armed struggle we are now back to square one. The economy of the Tamils and the Muslims is in shambles. Lack of transport facilities and excessive taxation on the A.9 road by you brought agriculture and fisheries to a grinding halt. Disruption of electricity supply and destruction of factories and the Industrial Estate also brought industry to an end, leaving the people at the mercy of the Government’s Social assistance. Without much recruitment of Minorities to the Public Service, it is being run mostly with retired officers on extension. You have also successfully prevented recruitment of Tamil Officers for the Army, Navy, Air Force and the Police by your threats. In a situation like this what do you expect the Tamil speaking people to do?.

Knowing fully well that Tamil Eelam is only a day-dream why are you unnecessarily causing the death of more and more people and creating more and more widows, and orphans whether they are Sinhalese, Tamils, Muslims or people of other ethnic groups and causing destruction to private and public property. Considering all what I had said why don’t you agree to accept a Federal Solution within a United Sri Lanka by declaring to give up the demand for separation. If you do so I am sure that a large majority of the Sinhalese and many others will fully support you. The Indians too will back you and the International Community will pressurize the Government to agree for a Federal Solution. I know the thinking of the Sinhalese people. If you agree for such a solution even those who now oppose a Federal Solution will certainly reconsider their position.

Please sit down peacefully for a short while and total up the financial losses you have caused to both the people and the Government by your destructive activities. You will be shocked to know that the value of the destruction you caused is sufficient enough to re-construct the infra-structure the country needs, the high-ways and motor-ways, schools, factories and many other activities and also to provide employment for all the unemployed in the country. Aids from various countries will flow in. We will have a fully contended society with every-one loving and respecting each other in a newly found paradise. Further-more you will certainly be given a proper share in the Administration so that you can fulfill your dreams the way you want by peaceful means within a United Sri Lanka. Above all our people scattered all over the world will come back with the wealth they have acquired to help to build a new nation.

The intention of writing this letter to you is also to open the eyes of the Sinhalese brothers who do not understand the real hardships the Tamils underwent these many years apart from the immense loss of life and property they sustained.

TAMILS IN THE LODGES IN THE WELLAWATTHE AREA

It had been brought to my notice that Tamils in the Lodges in the Wellawatte Area are being huddled into buses and are being taken to some unidentified place. This will never help the solution and contrary to the desired effect, this action will prove counter productive.

Please order stoppage of this method of weeding out people and instead device a method which will look more reasonable without causing unnecessary inconvenience to the innocent people.

I wish to add that the LTTE cadre is armed with all sorts of identities to evade arrest or to dodge the Police. It is the innocent people who suffer. Please cause this step to be stopped forthwith since it is the LTTE that will get benefited.

I need not remind you how concerned the people are about arrests and detention of Tamils at various places in the North, East and in Colombo.

I am personally of the view, that the Government should without any delay publish the list of persons arrested by the Government Forces, and such other details as to where and when they are arrested and whether the relations could visit them.

Even if visits are not allowed in respect of certain category of persons, it will be sufficient if the public is informed of the arrests.

Today for all arrests, including White Van arrests, the Government is blamed. Hence publishing the names of those arrested by the forces will to a great extent, clear the name of the Government.

Please take suitable action.

The Tamil United Liberation Front very strongly condemns the LTTE for the ruthless manner in which they took the lives of 7 innocent civilians and caused injuries to 37 others of whom how many have lost their limbs and eyesights are not know. This is not the first time they have done this. Everyone knows the motive the LTTE has for doing this. They some how or other want a backlash, so that they can regain the creditability they are losing fast among their like minded ruthless elements both locally and abroad. I wish a team of British Parliamentarian and a few pro-LTTE Tamil Naad Politicians must be brought down to see some of the LTTE’s atrocious activities and to go back and tell the world that more than 50% of Tamils are living amongst the Sinhalese peacefully and that it is the LTTE that is engaged in genocide and not the Sinhala people. They should also see and understand that this is the worst type of Human Rights violations one can think of, from the LTTE.

It is surprising that there are people who still glorify the LTTE for their heinous crimes of this nature too, both locally and abroad because they are in safe heaven happily with their families, donating a day’s pay for the LTTE’s activities is nothing for them. They must put themselves in this position and feel for the death of the innocent ones whose deaths they are partly responsible.

There are a few things that need immediate attention. First of all the International Community that is all out to help to eradicate terrorism should be made to understand that while we are trying to get their help to destroy terrorism, we are also doing our best to eradicate the cause for terrorist activities taking place in Sri Lanka today.

Incentives should be offered to these who help, by giving information to trace these foolish agents of the LTTE.

The International Community should with one voice warn the LTTE to stop this type of heinous crimes and accept a solution as recommended by them and our Government too should come down to a reciprocal arrangement. I express my deepest sympathies for the families of the victims of this cruel incident and at the same time plead with the Sinhalese to keep calm without giving vent to their anger and lookafter the minorities who live amongst them with honour because they are with them due to the LTTE’s atrocious activities.

PRESS RELEASE

I strongly condemn the assassination of the Viharadhipathy of the Trincomalee Prabbathramys Ven. Handungamuwa Nandarathana Thero. This brutal murder too had been committed by the LTTE obviously with a hidden motive which the country is well aware of. But the LTTE must realise that the people are no more prepared to fall into their trap. Whatever they do will not interfere with the co-existence of all the communities as brothers within a United Sri Lanka.

It has now become a regular practice for the LTTE to gun down religious Leaders, preachers and also those who perform poojas in Buddhist and Hindu temples. The International Community should take note of this and caution the LTTE to refrain from killing anybody whatever the reason the LTTE many attribute.

Last year the LTTE women cadre killed the Hindu Priest of the Anchaneyar Temple of Uduvil and couple of months back the Hindu Priest who garland H.E. the President at Vaharai was gunned down. Are we all gradually coming under the domain of a set of insane persons?. Is it now the duty of all of us to get together and eradicate this menace from our society by first creating a contented society in Sri Lanka.

A BRAVE STEP IS NECESSARY TO FIND THE SOLUTION FOR THE ETHNIC PROBLEM.

With all respect to you and still with the hope that the ethnic problem can be solved during your office as President of Sri Lanka, I am unable to accept the proposal submitted by the Sri Lanka Freedom Party of which you are the President. With great reluctance I do so, since it is not meeting the aspirations of the Tamil speaking people and even not coming close to the powers devolved on the Provincial Councils under the 13th Amendment of the Constitution, which the Tamil speaking people had rejected.

I view the ethnic problem of our country as a Patriotic Citizen who loves not the country alone but its people as well and not merely as a Tamil. Please be assured that my opposition to the S.L.F.P’s Proposal is based on the knowledge I have of the history of the Ethnic Problem, the efforts taken at various times by various Governments and Leaders and the various losses sustained by all communities due to the Terrorist activities, including loss of life and destruction of property, both private and public, worth several billions much more than what is required to rebuild the nation and to provide decent shelter, proper food and clothing to all our people and to provide the infrastructure the country needs for its development. The degree of loss and suffering may vary from community to community and person to person but the fact remains that several thousands had been killed in all the three major communities, the Sinhalese, Tamils and Muslim and several thousands had become widows and orphans. Many thousands had lost their limbs hearing and eye-sights. There had been large scale massacre of Sinhalese, Tamils and Muslims on the roads in buses and inside temples, Churches and Mosques. Bomb explosions in trains, buses and other public places took many Sinhalese, Tamil and Muslim lives. There are regular Clay-more and land-mine attacks every day with frequent hand-grenade attacks that take the lives of several service personnel along with the lives of innocent Tamils, men, women and children. Apart from the other losses the country had lost more than 70,000 lives due to the mistakes of the past. I lost atleast six in our family to the terrorist bombs and bullets. I feel the bitterness of war more than an average citizen of this country.

During this holy Wesak period, I ask you, you being a devoted Buddhist, as to what prevents you from reiterating that all of us are equals and to tell the country that, “They are also humans like the rest of us”. All the religions that are practiced in this country of ours preach equality of all. That is what religious leaders also do and should do. One has a right to ask from you whatever he wants but he has no right to tell you to refuse to the other what the other wants from you. You are the President of Sri Lanka and you are the President for every citizen of this country, including me.

You and I have the same feeling for the poor and the down-trodden. We must build up our country’s economy, I do not deny. But there is one problem, that hinders the progress of every body and of the nation, that needs priority treatment is the Ethnic conflict. Once the Ethnic Problem is solved all other problem will be automatically solved and the country will prosper by leaps and bounds.

Being one of the most Senior Parliamentarian, having entered Parliament 37 years back in July, 1970 you are not unaware of the happenings of the past, in relation to the ethnic issue. Taking the passage of the “SINHALA ONLY ACT OF 1956” as the land mark, the Late Hon.S.W.R.D.Bandaranayake signed a Pact with the Late Hon.S.J.V.Celvanayagam referred to as the B-C Pact in 1957 that got abrogated due to a protest march to Kandy Dalada Maligawa. Then again in 1965 the Late Hon.Dudley Senanayake and the Late Hon. S.J.V.Celvanayagam signed a pact popularly known as the D-C Pact, which too was never implemented due to internal and external trouble. By this time the Ethnic Problem has become 14 years old. The Pact got abrogated in 1969 with the Federal Party withdrawing its support to the Government at that time, after a period of four years.

Then in 1970 the People’s Alliance came to power with 2/3rd majority. That is the year you and I entered Parliament. The New Constitution drafted and adopted in 1972 made things worse. It even did away with Sec. 29, the only safeguard the minorities had in the old constitution. Such safeguard was not provided in the 1972 Constitution. In 1977 when the Late Hon.J.R.Jeyawardena came to power with a promise of solving the ethnic problem, the problem had become 20 years old. The people gave him a massive mandate to solve the problem with 4/5th majority in Parliament. He was carrying the resignations of all his party’s Members of Parliament and could have solved the problem easily, if necessary even under threat of submitting the members’ resignations or dissolution of Parliament. He had a massive mandates and everything else needed except the will to solve the problem. He offered the District Development Council as a solution. We pleaded with him to drop the word “ Development” and to call it District Council. He was adamant and refused to change the name as District Council and also remained tuff in devolving proper powers too. The D.D.C. system also failed. It is he who took away the Leadership of the Tamils from the Moderates and handed it over to the Militants by bringing in the 6th Amendment to the Constitution. It is he who created history by extending the term of office of Parliament by a referendum, never heard of in any part of the world during peace time. He had only paved the way for the Tamil Armed Groups to thrive. He retired with the implementation of the Indo-Sri Lanka Agreement and the Ethnic Problem has now become 30 years old. After retirement he declared that federalism is the best solution for the country’s problems. He came to power with 4/5 majority under the first past the post system and introduced the proportional Representation System under which obtaining 2/3rd majority is impossible and bringing amendments to the constitution is also not at all easy.

The age old history of the Ethnic Problem is not know to most of the present day Parliamentarians. During the past few years I have heard Parliamentarians from both sides blaming each other for the present situation. Many had blamed the past leadership of Political Parties for their failure to co-operate in the implementation of the B-C and D-C Pacts. Many had suggested a Federal Solution and some others had suggested an Indian Model. Having reached this position I wonder how we can go back to District Council, as a solution to our problem. In my opinion the proposal of the S.L.F.P in this form will be counter-productive and may even strengthen the L.T.T.E’s position in the midst of their supporters. The credibility they lost in recent times due to their childish fire works display in the air, that caused the death of a few service personnel and also caused panic to the civilians, may be regained . The International Community is thoroughly disappointed first with the undue delay on the part of the Government in presenting a proposal and secondly with the S.L.F.P’s proposal itself. The International Community is expecting the Government to fulfil its commitment under the Oslo declaration. This is an International Commitment that the Government cannot afford to dishonour.

Next to God, as the Head of the State the destiny of the country can be determined only by you. Soon after your election as President of Sri Lanka, I warned you that the tradition in our country is that delay in taking action has always proved detrimental. You should have ventured to find a solution within the fist three to six months of assuming office. All the resistance that you are now facing were not there at the time of your election as President. You know that our people have short memories. If only you will remind our people briefly of the events that followed the passing of the Sinhala only Act, of the promises and pacts that gave hopes to the minorities, of the disappointments the minorities faced, how the terrorist activities affected each and every citizen of this country, how the L.T.T.E. had done away with Tamil Leaders, Intellectuals Academics, Principals, Lawyers and such others and how the Tamils are left at the mercy of the people like Mr.Thamilchelvan and the T.N.A Parliamentarians, proxies of the L.T.T.E and how the Tamils are living under the subjugation of the L.T.T.E for so many years and why the Sinhalese should show their Sympathy and help to liberate the Tamils and the Muslims from the subjugation of the LTTE and why the Sinhalese should forget their personal interest and work for the common interest, to build a new society where all the citizens can live happily with mutual love and respect for each other and enjoying equal rights and powers with all others all over the country.

The country has elected you as the President of Sri Lanka at a very crucial time of the country’s history. Our country’s urgent need today is a contended society. The people gave you a clear mandate to solve the ethnic problem. Any commitment you had made with any body should not deter you from re-viewing the problem as you see it today and deciding on a reasonable solution acceptable to not only the minority communities but to the International Community as well, for them to go all out to deal with the LTTE which is bound to give up the demand for separation and accept a Federal Solution. Their failure to do so will be to their detriment. You should take into consideration the fact that your party the S.L.F.P had committed to solve the ethnic problem by a Federal Solution as unanimously resolved at your Annual Convention before the Presidential Election. The whole country and the International Community are aware that your predecessor President Chandrika Bandaranayake Kumarathunga had declared while in office that the country is prepared for a Federal Solution. Apart from this 49.7% of the voters had cast their votes in support of a Federal Solution. The fact that the Tamils in the North were not allowed to take part in the Presidential Elections should be taken into account. Further more the left parties, the Tamil and Muslim parties other than the L.T.T.E’s proxy T.N.A. who had voted for you were for a Federal Solution and not for any solution under a Unitary System, under which the country could not find a solution for over fifty years. As far as the ethnic problem is concerned you have a massive mandate to find a Federal Solution. If you find the words “FEDERAL” and UNITARY allergic to a section of the people you may adopt the Indian Model which will be acceptable to all sections of our people, as an alternative to both federal and unitary constitutions.

I had discussed my proposal with very many within the country and outside. I had sought the opinion of the very Revered Mahanayakas, Rt.Rev. Bishops, Hon. Ministers and Members of Parliament from both the Government and the opposition and leading personalities both here and abroad and also with many Diplomats and hardly found any opposition to my proposal. This proposal had been discussed at Seminars and had also been referred to by Renowned Journalists, Political analysts and also editorially commented in local national dailies. I can say with confidence that the Tamil speaking people are prepared to give up their demand for separation and are prepared to accept a federal solution or an Indian Model within a United Sri Lanka. We very much welcome the Government making any provision, however strong, in the constitution to deter everyone from talking of separation. Many Sinhalese personalities had told me very clearly that they are opposed only to a division of the country. Some very important personalities had even said, “Take anything without dividing the country”.

It is very unfortunate that the Indian Government both at the Centre and regional level had not shown any interest in my proposal. The Tamil Naad Government should have taken the initiative to persuade Delhi to help to find a solution acceptable to the Tamils and Muslims, which the Indian Government would have gladly done since it is opposed to separation and want a solution within a United Sri Lanka.

Although not obliged to do so, the Sri Lankan Government has a moral duty to keep the Indian Government and Tamil Naad informed of the proposals, in appreciation of the efforts taken by the Indian Navy and Tamil Naad Police to curtail the activities of the L.T.T.E. and causing the arrest of the L.T.T.E. cadre and the Tamil Naad Nationals involved in transporting materials used to make bombs. If not for the Tamil Naad Police and the Indian Navy, we would have faced grave disaster. To remind what Mahatma Gandhi said, “India and Ceylon can’t afford to quarrel each other”. Please see that due to our lapses the International Community does not loosen its grip on the L.T.T.E. We always need India’s, especially the Tamil Naad’s assistance to keep the L.T.T.E at bay.

During my recent visit to South Africa I was astonished at the love and respect the South Africans show to their Leader His Excellency, Nelson Mandela. Inspite of the fact that he was imprisoned for about 27 years, he did not harbour any grievance against the white rule which kept him in jail for so long. Under the apartheid laws the natives underwent hardships beyond one’s imagination. A visit to the Apartheid Museum gives a clear picture of how the coloured were treated. Yet with one word from their leader H.E. Nelson Mandela every one brushed aside the animosities they had against the whites and now live peacefully irrespective of their colour differences and without showing any animosity against one another.

I want you to take a lesson from the South African Ex President H.E. Nelson Mandela. His insistence that the coloured should shed all their grievances against the white rulers they accepted his words as a magic spell. This is what I wish you to do. Please draft a Constitution or have one drafted to meet the aspirations of the Tamil and the Muslim minorities and place it before the country for its acceptance and tell the people why all of them should accept it. The founder of the Sri Lanka Freedom Party the Late Hon.S.W.R.D.Bandaranayaka wished to have a Federal Constitution for Sir Lanka even long before we gained Independence.

I assure you that the right thinking and God-fearing Sinhalese will give you full backing and you will certainly go down in the history of our country as the Nelson Mandela of Sri Lanka. A New Sri Lanka will be born where all men will treat each other as equals and live with mutual love and respect for each other. Unbelievably this is happening in South Africa and all South Africans are proud of it.

In such a situation the L.T.T.E will be compelled to stop the war and give up arms. Apart from the blessings you get from the God, the widows and orphans who had been created by the war too will give you their blessings. If the LTTE still refuses to fall in line, the International Community will deal with them in the proper way. The entire country will stand by you.

அன்புடையீர்,

தங்களின் வாரமலர் 703ல் (மார்ச் 8 – 14, 2007) தேடனாரின் இரத்த சாட்சியங்கள் 4வது பகுதியில் எனது கருத்துக்களைப் பற்றிக் குறிப்பிட்டிருந்தீர்கள். அதாவது “தமிழ் மக்களின் ஏகப் பிரதிநிதிகள் விடுதலைப் புலிகளே! எந்தக் கட்சி ஆட்சிக்கு வந்தாலும் இதையே நாம் தொடர்ந்தும் வலியுறுத்துவோம்”. இது தவறாகும்.

விடுதலைப் புலிகளுடன் மட்டும் தான் பேசவேண்டும் என்று குறிப்பிட்டிருந்தேனே தவிர ஒருபோதும் விடுதலைப் புலிகளை ஏகப் பிரதிநிதிகள் என நான் குறிப்பிடவில்லை. ஆரம்பத்திலிருந்தே இதைப் பகிரங்கமாகவே நான் தெரிவித்து வந்திருக்கிறேன். இந்த மறுப்பை பிரசுரிக்கவும்.

PRESS RELEASE

The President of the TULF Mr. V. Anandasangaree met the Chief Minister of Tamil Nadu Dr. Kalaignar Karunanithi yesterday (02.03.2007)at his Gopalapuram residence in Chennai.

The President TULF stated that “Dr. Kalaignar, One of the Leader’s in India who can persuade the Indian Government to intervene and help to resolve the ethnic problem in Sri Lanka”.

“Dr. Kalaignar assured that he would do his best to persuade the Indian Government accoringly”.

நேற்று வெள்ளிக் கிழமை (02.03.2007) காலை தமிழ்நாடு முதலமைச்சர் டாக்டர் கலைஞர் மு. கருணாநிதி அவர்களை தமிழர் விடுதலைக் கூட்டணித் தலைவர் வீ. ஆனந்தசங்கரி கோபாலபுரத்திலுள்ள அவரது இல்லத்தில் சந்தித்து உரையாடினார். இன்றைய காலகட்டத்தில் இலங்கை இனப்பிரச்சனை தீர்வுக்கு இந்திய மத்திய அரசின் தலையீடு அவசியம் என்பதையும், இந்தியாவை தலையிட வைக்கக்கூடிய ஒரு தலைவர் டாக்டர் கலைஞர் என்பதையும் வலியுறுத்திக்கூறினார்.

இனப்பிரச்சனையைத் தீர்த்து வைப்பதில் தனக்குப் பெரிதும் அக்கறை உண்டென்றும், தன் பங்களிப்பை தவறாது வழங்குவதாகவும் முதல்வர் உறுதியளித்தார். மத்திய அரசிடமும் இதுபற்றிப் பேசுவதாகவும் முதல்வர் கலைஞர் தெரிவித்தார்.

ARRESTS AND DETENTION.

It is with deep concern that I wish to bring to your kind notice the pathetic plight of the kith and kin of the missing persons, abducted by unknown persons with no trace of their whereabouts. In some cases the abducted person’s dead body is found somewhere, the next day or the day after Abductions during the day time can be easily detected by holding proper investigations. It can be found from the neighbour-hood of the victim whether the victim had any political affiliation and from that information it can be found out whether the person concerned was abducted to take vengeance or to extort money. The public should be encouraged to give information to the authorities. Even if the identity of the informant is not revealed, yet such information become useful some times.

Abductions in the nights can be stopped to some extent by making it a requirement for owners of certain class of vehicles to carry a permit authorising them to drive such vehicles in the night.

The Army and the Police are also accused of arresting civilians and detaining them without informing the kith and kin of the arrest. In certain cases the victims seem to be recently married. Close relative of some of those persons arrested and detained without being informed of the whereabouts, have contacted me and plead with me that you be requested to take action to give all information about the person’s arrest and other relevant information and permission to visit them. The Government should take immediate steps to announce as to who and who are arrested and where they are detained.

There is another class of persons detained, falsely accused of being in possession of arms or ammunitions. I am positively sure of a case where one who ran out of his house to look for his two children who had gone for tution, on hearing the exchange of fire between the Government forces and the terrorists, was arrested. The Soldier who handed him over to the Police lodged a complain that he was arrested with a weapon. He is in detention for more than one year now. I am aware of another case, in which a person arrested with his N.I.C was produced without the N.I.C and was remanded for not being in possession of the N.I.C.

Due to the fault of some one, the Government is getting the blame. I therefore very strongly urge that apart from taking suitable action on the matters referred to here, kindly appoint a committee of three or four people headed by a retired Judge to go into the case of all those detained under detention order and to recommend the release of those who are found innocent. In certain cases the detainees could be handed over to the Parents with an undertaking to have the person concerned under strict control.

I needless say that arrests at random and unjustifiable detentions will only help the LTTE to escalate their anti-Government propaganda and strengthen their claim. The International Community too will not be happy seeing innocent people harassed and detained. Hence please take immediate steps to screen those arrested and release the innocent ones immediately.

No innocent person should be detained unreasonably even for a day.

BRUTAL MURDER OF THE HINDU PRIEST

I strongly condemn the brutal killing of the High Priest of the Santhiveli Pillaiyar Temple Selliah Parameswara Kurukkal by the LTTE Cadre. Brahmins by nature are timid and submissive and rarely fight, quarrel or hurt anybody. These three self proclaimed heroes would have humiliated and tortured this poor Bramin before they gunned him down. The crime he committed was garlanding the Head of the State and the death sentence was passed and executed by three unscrupulous youths of the LTTE cadre.

In all seriousness I ask His Excellency the President whether it is with these irresponsible men that he wants to have talks and hand over the future of the Tamil community to them. With so much of abductions, killings, clay-more mine attacks, does the International Community still want the Government to start talks with the LTTE. If the much pressurized talks take place with the LTTE and if by chance the parties come to some understanding will the Tamils be handed over to LTTE for them to rule?.

I reiterate that under no circumstances the Government should agree to hand over power to them even for a day. Whatever settlement is reached, it should be on the basis of a democratic process.

While expressing my deepest sympathies to the Kurukal’s family, I strongly urge the Government to take over the responsibility of giving good education for his children who are not that fortunate as the children of the LTTE Leaders to have them educated in a foreign country . I hope the TNA also will strongly condemn this cruel act of the LTTE
