தமிழர் விடுதலைக் கூட்டணி தேர்தல் விஞ்ஞாபனம்

இலங்கையில் சிறுபான்மையின மக்கள் அரை நூற்றாண்டுக்கு மேலாக அனுபவித்து வரும் துன்பங்களுக்கு இதுவரை நிரந்தரத் தீர்வோ அல்லது, தற்காலிக நிவாரணமோ கிட்டவில்லை. இதற்காக காலத்திற்குக் காலம் நற்சிந்தனையுள்ள தலைவர்கள் நியாயபூர்வமாக மேற்கொள்ளும் முயற்சிகளுக்கு தொடர்ந்து சில கடும் போக்காளர்களினால் முட்டுக்கட்டை போடப்பட்டு வந்தன. இவற்றைக் கவனத்திற்கொண்டு, தமிழர் விடுதலைக்கூட்டணி அதன் அடிப்படைக் கொள்கையில் பாதிப்பு ஏற்படுவதை உணர்ந்து முன்னெச்சரிக்கையாக விவேகமான முடிவை எடுக்க வேண்டிய நிர்ப்பந்தத்திற்கு தள்ளப்பட்டுள்ளது. அண்மையில் யுத்தம் உட்பட நடந்தேறிய பல சம்பவங்கள் சிறுபான்மையினரின் மனிதாபிமான பிரச்சினைகள் மேலும் அதிகரித்துள்ளமையால் அவற்றைத் தீர்த்து வைக்க வேண்டிய பொறுப்பு ஒரே விதமான சிந்தனை கொண்ட கட்சிகளினதும், மக்களினதும் பொறுப்பு என தமிழர் விடுதலைக்கூட்டணி உணர்கின்றது.

பல்வேறு திசைகளில் இருந்து கடந்த காலங்களில் நாட்டை குட்டிச்சுவராக்க கங்கணம் கட்டி நிற்கின்ற சில கடும் போக்காளர்கள் உட்பட, உள்நாட்டிலும், வெளிநாட்டிலும் திடீரென தம்மை வெளிக்காட்டிக்கொண்டு, நாட்டின் நிலமையை சரியாகப் புரிந்து கொள்ளாமல் கருத்துக்களை வெளியிடுவதிலும், அறிக்கைகளை விடுவதிலும் ஈடுபட்டுள்ளனர் என்பதை எவரும் மறுக்க முடியாது. இதற்கு சில உள்நோக்கங்கள் இருக்கின்றமையை தெளிவாக உணர முடிகின்றது. தமிழர் விடுதலைக் கூட்டணியின் வெளிப்படையான கருத்து, சகலருக்கும் மனத்திருப்தியை ஏற்படுத்தக்கூடிய ஒரு சமுதாயத்தை உருவாக்கி, சிறியவன், பெரியவன் என்ற பேதமின்றி அனைவரும் சம உரிமையுடன் வாழ வேண்டும் என்பதே!

நம் நாட்டில் நாம் எதிர்நோக்கும் பிரச்சினைகள் அனைத்தும் எம் அனைவரையும் நேரடியாகவோ, மறைமுகமாகவோ பாதித்துள்ளன. பல்லாயிரக்கணக்கான உயிர்கள், பல கோடி ரூபா பெறுமதியான தனியார், அரச உடமைகள் என்பன அண்மையில் நடந்து முடிந்த யுத்தித்தில் இழக்கப்பட்டுள்ளன. கற்பனைக் கெட்டாத பெருந்தொகையான பணம் யுத்தத்திற்காக செலவிடப்பட்டுள்ளது. பல கோடி ரூபா செலவிலான இராணுவ முகாம்கள், தளபாடங்கள் மற்றும், படையினருக்கு ஏற்படுகின்ற செலவுகள் அத்தனையும் நம் அனைவருக்கும் நல்லதொரு பாடத்தை போதித்துள்ளது. இத்தகையதொரு நிலமை மீண்டுமொரு தடவை ஏற்படக்கூடாது. ஏற்பட விடவும் கூடாது.

தமிழர் விடுதலைக் கூட்டணி, சோல்பரி அரசியல் சாசனத்தில் சிறுபான்மை இனத்திற்கு ஒரேயொரு பாதுகாப்பாக இருந்த 29வது சரத்திற்கு ஏற்பட்ட கதியை நன்கு அறிந்துள்ளது. இனப்பிரச்சனைக்கு ஒரு தீர்வு ஒற்றை ஆட்சி அமைப்பின் கீழ் ஏற்பட்டு;, அத்தீர்வு எதிர்காலத்தில் பாராளுமன்றத்தில் மீள் பரிசீலிக்க நேர்ந்தால் இதுவரை காலமும் பல உயிரிழப்புகளுக்கும் சொத்தழிவுகளுக்கும் மத்தியில் எடுக்கப்பட்ட முயற்சிகள் அத்தனையும் பாழாகிவிடும். கடந்த ஐந்து ஆண்டு காலமாக சம~;டி அமைப்பின் கீழ் ஒரு தீர்வை அடைய பெரு முயற்சி எடுத்திருந்தும், அதற்கு ஒரேயொரு மாற்றாக இந்திய அரசியல் சாசனத்தை ஒத்த தீர்வொன்றை ஏற்க தமிழர் விடுதலைக் கூட்டணி தயாராக இருந்தது. ஓற்றையாட்சி அமைப்பின் கீழ் சிறுபான்மை மக்களுக்கு தீர்வொன்றை ஒரு போதும் அடைய முடியாதென தமிழர் விடுதலைக் கூட்டணி முழுமையாக நம்புவதால் முற்று முழுதாக ஒற்றையாட்சி முறைமையை கூட்டணி நிராகரிக்கின்றது. வடக்கு கிழக்கு இணைப்பால் இந்நாட்டிற்கும் அன்றி, அப்பகுதியில் வாழும் எந்த இனத்திற்கும் எதுவித பாதிப்பும் ஏற்படாது. மாறாக, பல்லின மக்கள் மத்தியில் நல்லெண்ணத்தையும் சமாதானத்தையும் வளர்க்க அது உதவுவதாக அமையும் என்பதையும், அம்முயற்சிக்கு அப்பகுதியில் வாழும் பல்லின மக்களின் ஆதரவு கிடைக்கும் என்பதையும் கூட்டணி பூரணமாக நம்புகின்றது. அத்தோடு அரசின் திட்டமிட்ட குடியேற்றம் இன ஒற்றுமையை வளர்ப்பதற்குப் பதிலாக வேற்றுமையையே வளர்க்கும் என்பதால், இம்மூன்று விடயங்களிலும் மாற்ற முடியாத ஒரே நிலைப்பாட்டை தமிழர் விடுதலைக் கூட்டணி கொண்டுள்ளது.

பின்வரும் விடயங்கள் நடைமுறைப்படுத்தப்பட்டால் இக்கட்டான நிலையில் தள்ளப்பட்டுள்ள இந்த நாட்டை மீட்டெடுத்து இனங்களுக்கிடையே வலுவான ஒரு உறவுப்பிணைப்பை ஏற்படுத்தி சுபீட்சமான வாழ்வைப் பெற்றுக் கொடுக்க முடியும் என்பதை தமிழர் விடுதலைக் கூட்டணி உண்மையாகவும் மிக உறுதியாகவும் நம்புகிறது. அவ்விடயங்கள் தொடர்பாக கூட்டணி அரசாங்கத்தோடு விரிவான கலந்துரையாடல்களை மேற்கொள்ளும்.

1. இடம்பெயர்ந்த மக்களை- வடக்கு கிழக்குத் தமிழர், இந்திய வம்சாவளித்தமிழர், சிங்களவர், முஸ்லிம்கள் என்ற பேதமின்றி எந்த இனத்தவராகிலும் அவர்கள் முன்னர் வாழ்ந்த அவர்களின் சொந்த இடங்களிலேயே குடியமர்த்த தமிழர் விடுதலைக்கூட்டணி அரசுக்கு அழுத்தம் கொடுக்கும்.

2. இடம்பெயர்ந்த மக்களுக்கு ஏற்பட்ட உயிழப்பு, உறுப்பிழப்பு, சொத்து சேதம் என்பவற்றிற்கும் இன, மத, சமூக பேதமின்றி முழு அளவிலான இழப்பீடு வழங்கப்பட அரசிற்கு வலுவான அழுத்தத்தை கூட்டணி கொடுக்கும். அத்துடன் இடம்பெயர்ந்த மக்கள் மீளக் குடியமரும் பகுதிகளில் அவர்களுக்கான போக்குவரத்து மற்றும், மருத்துவ சுகாதார வசதிகள் விரிவு படுத்தப்பட அரசை வலியுறுத்தும்.

3. யுத்தம் ஆரம்பித்த பின்னர் வன்னிப்பகுதியில் உயிழந்தும், காணாமல் போயுமுள்ள குடிமக்களின் பெயர், முகவரி போன்ற விபரங்களைத் திரட்ட நடவடிக்கை எடுக்க அரசிற்கு அழுத்தம் கொடுத்து அதற்கான ஒத்துழைப்பையும் தமிழர் விடுதலைக் கூட்டணி வழங்கும்.

4. பத்தாயிரத்திற்கும் மேற்பட்ட அப்பாவிச் சிறுவர்கள் மனச்சாட்சிக்கு விரோதமாக விடுதலைப்புலிகள் என முத்திரைக் குத்தி புனர்வாழ்வு முகாம்களில் தடுத்து வைக்கப்பட்டுள்ளார்கள். அச்சிறுவர்கள் அவரவர் பெற்றோர்களிடம் உடன் கையளிக்கப்பட வேண்டும். அவர்களில் சிலர் தாமாக விரும்பி புலிகள் இயக்கத்தில் இணைந்திருக்கலாம். ஆனால், ஏனைய அனைவரும் பலாத்காரமாக இணைக்கப்பட்டவர்களாவர். இப்போது இச்சிறுவர்களுக்கு அவசியமாகத் தேவைப்படுவது பெற்றோரின் அன்பும் அரவணைப்புமாகும். இந்த அப்பாவிப் பிள்ளைகளை பெற்றோரிடம் கையளிப்பின் அவர்களுக்கு எத்தகைய கல்வியை ஊட்ட வேண்டும் என்பதை பெற்றோர்களே தீர் மானிப்பர் என்பதை, அரசிற்கு எடுத்துக்கூறி அதற்கான வழிவகைகளை மேற்கொள்ளும்.

5. வடக்கில் ஆட்கடத்தல், கொலைகள் ஆகியவற்றை விசாரணை செய்வதற்கு மனித உரிமை ஆணைக்குழுவின் செயற்பாடுகள் வடக்கிற்கு விரிவாக்கம் செய்யப்பட்டு, காணாமல் போனோரைக் கண்டுபிடிக்க தமிழர் விடுதலைக்கூட்டணி நடவடிக்கை எடுக்கும்.

6. தற்போது யுத்தம் முடிவடைந்த நிலையில் உயர்பாதுகாப்பு வலயங்கள் அகற்றப்பட்டு, அங்குள்ள வீடுகள் உரிமையாளர்களிடம் ஒப்படைக்கப்பட அரசை வற்புறுத்துவோம். உரியவர்களின் அனுமதியின்றி பயன்படுத்தப்படும் தனியார் விடுகள் மற்றும், கட்டடங்கள் உடனடியாக உரியவர்களிடமோ, அல்லது அவர்களின் வாரிசுகளிடமோ ஒப்படைக்கப்பட தமிழர் விடுதலைக்கூட்டணி அரசை வற்புறுத்தும்.

7. சில ஆண்டுகளுக்கு முன்பு வடக்கு கிழக்கு பகுதிகளில் அப்பாவி மக்களிடமிருந்து குறிப்பிடத்தக்க அளவு தங்கம் பின்னர் திருப்பிக் கொடுக்கப்படும் என்ற உறுதியோடு பெறப்பட்டது. ஒரு சிலருக்கு தங்கம் திருப்பிக் கொடுக்கப்பட்டது. பலருக்கு கொடுக்கப்பட வில்லை. இது தவிர மக்கள் தங்கள் தங்க நகைகளை புலிகளின் வங்கிகளில் ஈடுவைத்திருந்தனர். அத்துடன் தங்கள் பணத்தையும் அவ்வங்கிகளில் வைப்புச் செய்திருந்தனர். வன்னியில் மீட்கப்பட்ட தங்கமும் பணமும் உரிய மக்களுக்கே சொந்தமானவை. ஆகவே அங்கு மீட்கப்பட்ட நகைகளும் பணமும் உரிமை கோருபவர்களுக்கு வழங்கப்பட தமிழர் விடுதலைக் கூட்டணி அரசை வற்புறுத்தும்.

8. உயர் கல்வி பெறும் வாய்ப்புப் பெற்று யுத்தம் காரணமாகவும், பலவந்தமாக பிடிக்கப்படுவதிலிருந்து தப்பித்துக் கொள்ளவுமான செயற்பாடுகளில் ஈடுபட்டு, கல்வியைத் தொடர முடியாமல் பலர் இருப்பதால் அவர்கள் கல்வியைப் பெறவும், வன்னிப்பகுதிக்கென பல்கலைக்கழகம் ஒன்றை உருவாக்கி அங்கு விவசாயம், கலைப்பிரிவு போன்ற துறைகளை இயங்க வைக்கவும் தமிழர் விடுதலைக்கூட்டணி நடவடிக்கை எடுக்கும்.

9. வன்னி வர்த்தகர்களில் பலர் அனைத்து சொத்துக்களையும் இழந்துள்ளனர் என்பதால் இடம்பெயர்வதற்கு முன் அவர்கள் பெற்றிருந்த உரிமைகளான- ஏக விநியோக உரிமை, உத்தரவு பெற்ற வர்த்தக உரிமை, எரிபொருள் நிலையம் நடத்தும் உரிமை போன்றவற்றை வழங்கும் போது பாதிக்கப்பட்டவர்களுக்கு முன்னுரிமை அளிக்கப்பட தமிழர் விடுதலைக் கூட்டணி அரசை வலியுறுத்தும்.

10. இடம்பெயர்ந்த மக்களை மீள் குடியமர்த்தும் போது, இரு விசேட பிரிவுகள் உருவாக்கப்பட வேண்டும். முதலாவதாக 1992ஆம் ஆண்டு வடபகுதியிலிருந்து வெளியேற்றப்பட்ட முஸ்லிம் மக்களின் நலன்கள்; பேணப்பட வேண்டும். இரண்டாவது- 1958 இற்கும் 1983 இற்கும் இடைப்பட்ட காலத்தில் பெருந்தோட்டப் பகுதிகளிலிருந்தும், நாட்டின் பல வேறு பகுதிகளிலிருந்தும் வவுனியா, கிளிநொச்சி , முல்லைத்தீவு ஆகிய பகுதிகளில் குடியேறிய மக்களின் நலன்கள் பாதுகாக்கப்பட வேண்டும். கூட்டணி இவ்விரண்டு விடயங்கள் குறித்தும் தகுந்த நடவடிக்கையை மேற்கொள்ளும்.

11. கணவன் தடுப்பு முகாம்களிலும், மனைவி மக்கள் வீடுகளிலும் என ஆதரவற்ற நிலையில் வாழும் குடும்பங்களை ஒன்று சேர்த்து வைக்க தமிழர் விடுதலைக்கூட்டணி நடவடிக்கை எடுக்கும். அத்துடன் ஊனமுற்றோர், உடலில் துப்பாக்கி ரவைகள், குண்டுச்சிதறல்கள் தைக்கப்பட்டு உடல் வேதனைகளை அனுபவித்துக் கொண்டிருப்பவர்கள் உடனடியாக உறவினர்களிடம் ஒப்படைக்கப்பட அரசாங்கத்தை தமிழர் விடுதலைக் கூட்டணி வலியுறுத்தும். உடல் ஊனமுற்று இயங்க முடியாமலுள்ளவர்களை தடுப்பு முகாம்களில் வைத்திருப்பது வேதனைக்குரியதாகும், இது நாட்டிற்கு பெரும் அவமானத்தை ஏற்படுத்தும் விடயம் எனவும் தமிழர் விடுதலைக் கூட்டணி அரசிற்கு உணர்த்துகிறது.

12. வேலை வாய்ப்பற்ற இளைஞர் யுவதிகளுக்கு அதற்கான வாய்ப்புக்களை ஏற்படுத்திக் கொடுத்தல், வடக்கு, கிழக்கில் செயலிழந்துள்ள தொழிற்சாலைகளை புனரமைத்து மீள இயங்கச் செய்தல் போன்ற நடவடிக்கைகளை தமிழர் விடுதலைக்கூட்டணி மேற்கொள்ளுவதோடு, அரசுத்துறைகளிலும், வெளிநாட்டு வேலைவாய்ப்புகளிலும் இதுவரை இழந்தவற்றை சீர்செய்து, கணிசமான பங்கினை யுத்தத்தால் பாதிக்கப்பட்ட இளைஞர் யுவதிகளுக்க வழங்க அரசை வற்புறுத்தும்.

13. வடக்கில் மூன்றில் இரண்டு பகுதி கடலால் சூழப்பட்ட பகுதியாகும் கடற்றொழில் எமது மக்களின் பாரிய தொழில் வளமாகவுள்ளது. தற்போது கடற்றொழிலாளர்கள் தங்கள் தொழிலில் எதிர்நோக்கும் சிக்கல்களை அரசாங்கத்திடம் விளக்கி கடற்றொழிலாளர்களுக்குள்ள பிரச்சினைகளை தீர்த்து வைக்க தமிழர் விடுதலைக் கூட்டணி நடவடிக்கை எடுக்கும். விவசாயத்தில் நவீன தொழில் நுட்பங்களை அறிமுகப்படுத்தி, விவசாயிகள் தற்போது எதிர்நோக்கும் சிக்கல்களையும், சவால்களையும் நிவர்த்தி செய்யும் நடவடிக்கைகளை கூட்டணி மேற்கொள்ளும்.

14. வடக்கு கிழக்கு மாகாணங்களில் மேற்கொள்ளப்படும் அபிவிருத்திப் பணிகளை அரசாங்கம் தன்னிச்சையாக ஒரு சிலரின் விருப்பத்திற்கு இணங்கச் செயற்படுத்தாமல் சம்பந்தப்பட்ட பிரதேச மக்கள், அரச அதிகாரிகள், நன்கொடை வழங்கும் வெளிநாட்டுப் பிரதிநிதிகள் ஆகியோரின் ஆலோசனைகளையும் பங்களிப்புகளையும் பெற்று செயற்படுத்;த வேண்டும். அவ்வாறில்லாவிடில், உண்மையான அபிவிருத்திப்பணிகளை அரசினால் தனித்து நின்று மேற்கொள்ள முடியாது என தமிழர் விடுதலைக் கூட்டணி கருதுகின்றது.

15. போர்ச் சூழலாலும், பொருளாதார நிலைமைகளாலும் வழிதவறிப்போன இளைஞர் யுவதிகளின் வாழ்க்கையில் மறுமலர்ச்சியினை ஏற்படுத்தும் செயற்திட்டங்களையும் கூட்டணி மேற்கொள்ளும்.

16. மனிதஉரிமை விதிமுறைகளை மீறுவோருக்கு கடும் தண்டனை வழங்க வலுவுள்ள ஓர் அடிப்படை சாசனம் சட்டமாக்கப்பட தமிழர் விடுதலைக்கூட்டணி முயற்சி எடுக்கும்.

17. யுத்தம் காரணமாக கடுமையாகப் பாதிக்கப்பட்ட கல்வித்தரத்தனை மேம்படுத்தி சர்வதேச தரத்திற்கு உயர்த்தவும், அதே போல் விளையாட்டுத்துறைகளை உயர்த்த சர்வதேச நாடுகளின் உதவிகளை பெற்றுக்கொள்ளவும் கூட்டணி முயற்சியெடுக்கும்.

18. புலம்பெயர்ந்து பல்வேறு நாடுகளில் வாழும் தமிழ் மக்களுக்கு உள்@ரில் உறவுகள் சொத்துக்கள் போன்ற பல்வேறு தொடர்பகள் இருப்பதால் அவர்கள் விருப்பத்திற்கேற்றவாறு வந்து செல்லவும், மீளக்குடியேறவும் வழிவகை செய்ய கூட்டணி பாடுபடும்.

தமிழ் பேசும் மக்களின் எதிர்கால நலன்களில் இதயபூர்வமான, உள்ளார்ந்த அக்கறை கொண்டுள்ள முதிர்ந்த அரசியல் கட்சி என்பதாலும், சொந்த நலன்களை ஈட்டுவதற்காக அரசியல் நடத்துபவர்கள் அல்லர் என்பதாலும், உள்நாட்டிலும் சர்வதேச ரீதியிலும் மக்களின் நம்பிக்கைக் குரிய கட்சியாக மிளிர்வதாலும் தமிழ் மக்களுக்கு கௌரவத்துடன் கூடிய சமாதானத் தீர்வும், ஏனைய மக்கள் சகலருக்கும் நீதி, நியாயமும் விரைவில் கிடைக்கின்ற சூழ்நிலை உதயமாவதற்கும் தமிழர் விடுதலைக்கூட்டணி தம்மாலான அனைத்து முயற்சிகளையும் முன் போல தொடர்ந்து மேற்கொள்ளும்.

எனவே, யாழ்ப்பாணம், வன்னி, மட்டக்களப்பு, கொழும்பு ஆகிய தேர்தல் மாவட்டங்களில் போட்டியிடும் தமிழர் விடுதலைக் கூட்டணி கட்சியின் உதய சூரியன் சின்னத்திற்கு வாக்களித்து தமிழர் விடுதலைக் கூட்டணியை மாபெரும் வெற்றி பெறச் செய்யுமாறு பணிவுடன் வேண்டுகின்றோம்.

Bearing in mind the difficulties experienced by members of the minority communities in Sri Lanka, without any substantial or permanent relief for well over half a century, and the consistent opposition from the hardliners to the efforts taken by the right minded leaders to find a reasonable solution acceptable to the minorities, the Tamil United Liberation Front is compelled to take prudent action to change its stand on certain vital matters that formed the very foundation of the TULF. Furthermore the recent events including the war have increased the humanitarian concerns of the minorities, which the TULF feels is the responsibility of the likeminded parties and persons, to deal with unitedly. The need for joint action arises to expose the sudden surge from various quarters, unbelievably even from certain individuals who had ruined the country by taking radical positions in the past, within and outside Sri Lanka, now giving recommendations and issuing statements contrary to the real situation prevailing in the country, obviously with certain hidden motives.

It is the candid view of the TULF to create a contented society wherein all are equal and no one will feel superior or inferior to one another. People have short memories and we Sri Lankans are no exception. The problems we face in our country today have directly or indirectly affected every one. The loss of several thousand lives, several billions worth of both public and private property and the un-imaginable amount of money spent on the recently concluded war, several millions spent every day in the maintenance of camps and service personnel etc. should have taught all of us a very good lesson that we will never again want this situation to be repeated and we should not allow that to be repeated.

The Tamil United Liberation Front being aware of the fate of section 29 of the Soulbury Constitution, the only safeguard the minorities had in it, strongly feel that any solution for the ethnic problem, if found under the Unitary System, may be subjected to review by a future Parliament and all efforts taken so far at heavy loss of life and property will go waste. The TULF during the past five years had been advocating for a solution under a Federal Constitution and have also offered to accept the Indian Model as the only alternative to a federal solution. This proposal should satisfy those who are opposed to both the Federal and Unitary systems. The TULF is fully convinced that no acceptable solution can ever be found under the Unitary System and totally reject any solution under a Unitary System. As regards the merger issue, The TULF does not believe that the merger of the North and the East will prove detrimental either to the country or to any ethnic group. Instead it will help to promote good-will and communal harmony among various communities living there. The TULF is also opposed to any planned colonization since it will, instead of promoting communal harmony will only cause dissensions among various communities. The TULF is firmly committed in these three matters.

The TULF genuinely and strongly feels that if the following matters are implemented, the country that had got in to this mess, can be pulled out of it and a strong bond of friendship could be established among various communities.

1. The TULF genuinely feels that the delay in re-settling the Internally Displaced persons in their respective residences is very unfair. Whether they are Sinhalese, Tamils, muslims, Tamils of Indian origin or of any other ethnic group, they should go back to their original places of residence before they were displaced. The TULF will pressurise the Government to do so.

2. The TULF demands that full compensation should be paid immediately for the loss of lives, limbs, and properties of the IDP’s be they Tamils, Muslims, Sinhalese or Tamils of Indian Origin. The TULF expects the Government to provide proper transport and health facilities in re-settlement areas. The TULF will pressurise the Government to take quick action.

3. Quick action should be taken to compile a list of missing and dead persons and other relevant details of those people who lived in Vanni durig the war for which the TULF will give all co-oprations

4. The TULF demands that immediate action should be taken to hand over the 10,000 odd children detained in rehabilitation camps, wrongfully branded as Tiger cadre. There may be a few of them who had joined the Tigers voluntarily but all the others were forcibly recruited. What these children now need urgently are care and affection of the parents. Steps should be taken to hand over these innocent children to their respective parents who can decide as to what type of education their children really need. Most of these children, due to the war or for some other reasons like fear of conscription had lost their schooling for a few years. The TULF will pressurise the Government to create opportunities for them to continue their studies

5. The TULF will demand that the activities of the Human Rights Commission be extended to the North to go in-to the abductions and killings of innocent people. Many are willing to give evidence to trace the culprits.

6. The TULF request, now that the war is over, the high security zones should be disbanded and the houses within the high security zone handed over to the owners. Immediate action should be taken to compel those now occupying houses and other buildings forcibly, to return them to the owners or their heirs.

7. Most people in the North and the East were compelled by the LTTE years back to contribute a fixed quantity of gold with a promise to return same on a future date. A few got their gold back but many did not. Apart from this, people had been pawning their articles and also depositing their money with the Elam Bank illegally run by the LTTE. All the gold and the cash recovered in Vanni belong to the people of the North and the East. Hence the TULF demands that whatever Jewellery and cash recovered should be kept in custody until all claims are met.

8. The TULF urges the Government that a University for Vanni should be setup forthwith to accommodate children who missed their admission for various Universities during the past few years due to the war and conscription. Hence at-least course like Agriculture and Arts degrees should be started for the benefit of the Vanni Students.

9. The TULF will insist that some of the business community in Vanni have lost everything and are now paupers. The Government should ensure that all sub-agencies authorized dealership petrol Stations etc. should be given to those dealers who had them before they were displaced.
10. The TULF recommends that two special units should be setup, one to take charge of the re-settlement of the unfortunate Muslims of the North who were displaced in 1992 and the other to re-settle the most unfortunate Tamils of Indian Origin who had migrated to Vavuniya, kilinochchi and Mullithivu, more particularly between 1958 and 1986 from the Up Country region and from many other areas in the Country.

11. The TULF will insist on unifying families of which husband is in the detention camp and the wife and children are at their homes or in IDP camps. It will also insist on handing over those who had lost their limbs, eyesights etc. And those who carry pieces of shell in their bodies undergoing severe pain.

12. The TULF will endeavour to find employment opportunities for the youths by reactivating the factories not in operation now and also demand employment opportunities in the government Sector and through the government in foreign countries. In these matters the TULF will demand from the Government a bigger share in view of the opportunities missed due to the war and related matters.

13. Two third of the North is surrounded by sea. Those engaged in fishing face a lot of challenges in their employment. The TULF will find ways and means of settling their problems.

14. Those engaged in agriculture also face similar problems and the TULF will endeavour to solve their problems as well.

15. The TULF demands from the Government not to depend on a favoured few to get engaged in development works in the North and East. To get the maximum benefit the state should engage, apart from the representatives of the government, representatives of the respectives districts and representatives of the Doner countries.

16. 16. The TULF will endeavour to redeem the livelyhood of the youngsters who lost their track due to the war and economic disparities.

17. The TULF will endeavour to raise the standard of education in the North and the East since their standard had deteriorated to a low level, to the international level

18. The TULF will also, if necessary muster support from abroad to raise the standard of sports to the International level.

19. The TULF insists that a strong chapter on Human Right with strong penalties for violations

20. Numerous displaced persons presently settled in foreign countries have various links in their mother land. The TULF will help to facilitate them to re-settle in their respective homes and to visit their kith and kin when necessity arises without any harassment from any body.

A large number of political parties and Indipendent groups are in the field contesting the forthcoming parliamentary elections. This number is unheard of in the history of our country. Some of these groups are contesting without any knowledge of the present ground situation, instigated by some forces and had fallen in to their traps. Most of the victims are youths. On behalf of the people of this country the TULF pleads with everybody to become aware of the danger the country is facing today. The TULF urges the youth to study the ground situation and act sensibly without rushing in hoping to enter parliament easily.

The TULF being a senior political Party very keenly interested in the future of the Tamil speaking people and doing politics with no self interest and had gained the trust and confidence of the local people and those living abroad, will endeavor to gain for the Tamil speaking people a solution with peace and dignity.

The TULF as usual will go all out to make available for all the others a situation under which they enjoy fair play and justice.

The TULF strongly urges all its supporters in the Electoral Districts of Jaffna, Vanni, Batticallow and Colombo, to vote for the symbol ‘Rising Sun’

TULF is a legacy of ‘Thanthai Selva’ to the Tamil Speaking People.

There is no doubt that the present situation demands absolute unity of all Tamils and Tamil speaking people, not only of the North and the East but also of the West, South and the Centre, not to confront the Government but to evolve a consensus towards finding a lasting solution, acceptable to the Tamils, without prejudice to the interests of the other communities in Sri Lanka.

There cannot be a different view in this matter. As for me and for the TULF we are prepared to work with anyone wishing to join us on a common programme to achieve peace and equality for all. No one can find any justifiable reason to object to working with a party founded by no less a person than the late Hon. Mr.S.J.V.Chelvanayagam Q.C,a person very affectionately referred to as “Eelathu Gandhi” with the blessings and support of leaders like the late Hon. Mr.S Thondaman Leader of the Ceylon Workers Congress and the late Hon Mr. G.G.Ponnambalam QC founder leader of the All Ceylon Tamil Congress. The Tamil Congress together with the Federal Party founded by the late Hon Mr.S.J.V.Chelvanayagam formed the Tamil United Liberation Front. All leaders of these two political parties with the rank and file joined it with the ‘Rising Sun’ as its symbol, recognized by the Commissioner of Elections. Since the formation of the TULF, the remains of many leaders, like Hon.M.Thiruchelvam QC, Hon G.G. Ponnambalam QC, Hon S.J.V. Chelvanayagam QC, Hon .A Amirthalingam Secretary General of the TULF and Ex-Leader of the Opposition , Hon V. Yogeswaran Ex-M.P, Hon M. Sivasithamparam Ex-M.P, Hon.T.Thirunavukkarasu Ex-MP, Hon.A.Thangathurai Ex-M.P,Mrs.Sarojini Yogeswaran Mayoress, Mr.P. Sivapalan Mayor and very many others, within the country and out side, were all taken for cremation or burial, covered in ‘Uthaya Sooriyan’ Flag of the TULF, which is considered as a sacred one respected and honoured by almost all Tamils of Sri Lanka.

There was no need for anybody to give up his party, the TULF and its flag with the emblem of the Rising Sun, in preference to the Federal Party and its Flag with ‘House’ as its symbol. There was absolutely no need for anyone to have revived the Federal party which was virtually defunct, since the founder of the Federal Party had it woundup and promoted the Tamil United Liberation Front, which was founded by many top ranking leaders of Political parties, big and small. At the 1977 Parliamentary General Election the TULF won 19 Tamil Majority seats in the North and the East and lost only one to a rival party at a difference of about 500 votes.

The late leaders, founder members and well wishers, left behind the TULF as a legacy for the Tamil people committed to peace and non- violence, for several generation to come. Even in his dreams, the founder of the Federal Party the late Hon S.J.V. Chelvanayagam never expected the party, that he founded and later woundup, will ever be used to destroy the TULF he later founded with leaders of various political parties, for a common cause of winning over the rights of the Tamil people, by non-violent means. As for me I had done my duty to my country, its people and to the leaders who scarified their lives for the cause of the party. I invite all those committed to non-violence to come back into the party which never shut its doors for anyone. Contrary to this, it turned out to be a Herculean task to keep the party alive, to fulfill the ambitions of the founders. If any one feels that I should quit to enable anybody to join the party, I will gladly do so after leaving it in safe hands. I take this opportunity to invite the youths who are prepared to support the cause for which the TULF stands, to join in their thousands to rally round the party to save the Tamil community from ambitious and greedy politicions. I needless add that the party is open for all who are genuinely committed to the ideals which the party stand for.

உதயசூரியன் சின்னத்தை கொண்ட தமிழர் விடுதலைக் கூட்டணிக்கு பதிலாக வீட்டுச் சின்னத்தை கொண்ட தமிழரசு கட்சியை மீள இயங்க வைக்க எவருக்கும் அவசியமும், தேவையும் இருக்கவில்லை. தமிழரசு கட்சியின் ஸ்தாபகர் தமிழரசு கட்சியை செயலிழக்க செய்து வேறு அரசியல் கட்சித் தலைவர்களுடன் இணைந்து உருவாக்கிய தமிழர் விடுதலைக் கூட்டணியை வளர்த்தெடுத்தார். 1977ம் ஆண்டு நடைபெற்ற பாராளுமன்ற பொதுத் தேர்தலில் தமிழர் விடுதலைக் கூட்டணி வடக்கிலும் கிழக்கிலும் தமிழர்கள் கூடுதலாக உள்ள தொகுதிகளில் 500 வாக்குகளால் தோல்வியடைந்த ஒரு தொகுதியைத் தவிர ஏனைய 19 தொகுதிகளிலும் வெற்றியீட்டியது.

மறைந்த தலைவர்கள,; ஆரம்பகால உறுப்பினர்கள் மற்றும் நலன் விரும்பிகள் தமிழர் விடுதலைக் கூட்டணியை சமாதானத்தையும், அகிம்சையையும் பேணிகாக்க தொடர்ந்து வரும் பல தலைமுறைகளுக்கு பரம்பரை சொத்தாக விட்டுச் சென்றுள்ளனர். தமிழரசு கட்சியின் ஸ்தாபகர் தந்தை செல்வா அவர்கள் தான் உருவாக்கி செயலிழக்க வைத்த தமிழரசு கட்சி என்றாவது ஒருநாள் தான் தமிழ் மக்களின் உரிமைகளை சாத்வீக முறையில் வென்;றெடுக்கவென வேறு அரசியல் கட்சிகளுடன் இணைந்து உருவாக்கிய தமிழர் விடுதலைக் கூட்டணியை அழிப்பதற்கு யாரும் உபயோகிப்பார்கள் என்று கனவில் கூட ஒருபோதும் நினைத்திருக்கமாட்டார்.

என்னைப் பொறுத்தவரையில் நாட்டுக்கும் எனது மக்களுக்கும் கட்சியின் நலனுக்காக தம் உயிரை அர்ப்பணித்த பல்வேறு தலைவர்களுக்கும் எனது கடமையை செய்து விட்டேன். அகிம்சைக்கு கட்டுப்பட்ட அனைவரையும் மீண்டும் கட்சியில் இணைய தமிழர் விடுதலைக் கூட்டணியின் கதவுகள் என்றும் பூட்டப்பட்டு இருக்காது. அதற்கு முரணாக இக் கட்சியை காப்பாற்றி தலைவர்களின் அபிலாசைகளை நிறைவேற்ற பல்வேறு கஷ்டங்கள், இடையூறுகளை எதிர்நோக்க வேண்டியிருந்தது.

கட்சியில் நான் தொடர்ந்து செயல்படுவது எவருக்கேனும் இடைஞ்சலாக இருக்குமேயானால் இக் கட்சியை பொறுப்புள்ளவர்களிடம் கையளித்துவிட்டு ஒதுங்க தயாராக இருக்கின்றேன். தமிழர் விடுதலைக் கூட்டணியின் இலட்சியத்துக்காக உழைக்கக்கூடிய இளைஞர்களை ஆயிரக்கணக்கில் கட்சியுடன் இணைந்து பேராசையும், பேராவலும் கொண்ட அரசியல்வாதிகளிடமிருந்து தமிழ் மக்களை காப்பாற்ற பகிரங்கமாக அழைக்கின்றேன். கட்சியின் கொள்கைகளுக்கு விசுவாசமாக உழைக்கும் அனைவரும் எம்முடன் இணையலாம் என்றும் கூறிவைக்க விரும்புகின்றேன்.

Tamil minorities to act with caution

Permit me to bring to your notice certain matters that I feel as relevant at this juncture The minority communities in Sri Lanka today are facing the worst crisis not specifically in one field but almost in all fields that concern the humans. While all other minority communities have a fair amount of representation in Parliament only the Tamils of the North and the East have no proper representation, about which I do not want to elaborate at this juncture. Our problems have got accumulated over a period of several years. Thuggery, intimidation, fraud and large scale impersonation at all elections since 1989, resulted in the failure of the people to elect the representatives of their choice. It is the threat of arms that elected the people’s representatives these 20-30 years not only to Parliament but also to almost all other Democratic Institutions. If the government is really serious about restoring democracy at all levels in the North and the East, it should take action, well ahead of the last day for submission of nominations for the forth coming parliamentary elections, to withdraw all arms from the persons or groups who are not legally authorized to posses arms. Then only there will be proper “Vasantham” in the North and “Uthayam” in the East and the people of these areas will enter into a new-era with most of their rights, be they fundamental, human or democratic, restored fully. Also they will enjoy the freedom of electing their representatives of their own free will. This will not only grant relief for the people after three decades but will also increase the credibility of the government which is at stake atleast in the North and the East are concerned.

I strongly urge that Your Excellency should endeavor to conduct free and fair election and avoid promoting any group that has no clean back ground.

தமிழ் மக்கள் அவதானமாக செயற்பட வேண்டிய நேரமிது.

இவ்வேளையில் பொருத்தமான சில விடயங்களை தங்களின் கவனத்துக்கு கொண்டுவர விரும்புகின்றேன். குறிப்பிட்ட ஒரு துறை மட்டுமன்றி மானிடத்தை பாதிக்கும் பல்வேறு துறைகளிலும் தமிழ் மக்கள் கடுமையாக பாதிக்கப்பட்டுள்ளனர். பல்வேறு சிறுபான்மையினரும் ஓரளவிற்கு பாராளுமன்றத்தில் பிரதிநிதித்துவத்தை கொண்டிருந்தனர். வடக்கு கிழக்கை சேர்ந்த தமிழர்கள் மட்டும் முறையான பிரதிநிதித்துவத்தை பெற்றிருக்கவில்லை. அதுபற்றி தற்போதைக்கு விமர்சிக்க விரும்பவில்லை. தமிழ் மக்களின் பிரச்சினைகள் பல ஆண்டு காலமாக ஒன்றாக குவிந்துள்ளன. சண்டித்தனம், அச்சுறுத்தல், மோசடி,பெருமளவில் ஆள் மாறாட்டம் ஆகியவை 1989 தொடக்கம் நடைபெற்ற பாராளுமன்ற தேர்தல்களில் தலைதூக்கி நின்றமையால் மக்கள் தம் இஷ்டப்படி தமது பிரதிநிதிகளை தெரிவு செய்ய முடியவில்லை. பாராளுமன்றத்தில் மட்டுமன்றி பல்வேறு ஜனநாயக அமைப்புக்களுக்கும் கடந்த 20,30 ஆண்டுகளாக துப்பாக்கி பயமே பிரதிநிதிகளை தெரிவு செய்ய வேண்டியிருந்தது.

அரசு ஜனநாயகத்தை வடக்கு கிழக்கின் பல்வேறு மட்டத்திலும் மீண்டும் இயங்க வைக்க எதிர்வரும் பாராளுமன்ற தேர்தலுக்கு நியமனப் பத்திரங்கள் தாக்கல செய்வதற்கு முன்பே செயற்பட வேண்டும். ஆயுதங்களை வைத்திருப்பதற்கு சட்டப்படி அதிகாரங்கள் பெறாதவர்களிடமிருந்து ஆயுதங்கள் முற்றுமுழுதாக களையப்பட வேண்டும். அப்படியானால்தான் வடக்கின் வசந்தமும் கிழக்கின் உதயமும் அர்த்தமுள்ளதாக மக்களால் நம்பப்படும். வடக்கு கிழக்கு மக்கள் ஒரு புது யுகத்திற்கு ஜனநாயக அடிப்படை மனிதாபினமான உரிமைகள் மீளப்பெற்று வாழும் வாய்ப்பு ஏற்படும். அந்த நிலைமையில்தான் தாம் தமது பிரதிநிதிகளை தேர்ந்தெடுக்கும் நிலைமையை அனுபவிக்க கூடியதாக இருக்கும் மூன்று தசாப்தகாலங்களின் பின் அவர்களுக்கு நிம்மதியை கொடுப்பதோடு வடக்கு கிழக்கில் அரசு இழந்த நாணயத்தை மீளப்பெற முடியும்.

தாங்கள் நீதியானதும், நியாயமானதுமான தேர்தலை நடத்தி முறைப்படி செயற்படாத குழுக்களுக்கு தொடர்ந்தும் ஆதரவு வழங்க வேண்டாமென கேட்டுக் கொள்கிறேன்.
