ARREST AND DETENTION OF MR. N. VETHENAYAGAN - GA KILINOCHCHI

I am really shocked and surprised at the news of the arrest of Mr. Nagalingam Vethanayagan Government Agent of Kilinochchi. Mr. Vethanayagan although not known to me very closely, had a very good reputation when he served as Divisional Secretary at various stations within the Jaffna District. He was a duty conscious officer and very hard working.

I wish to draw your attention to the shabby treatment given to public servants who served in LTTE held areas. Not a single public servant served in Kilinochchi or Mullaitheevu on his choice. I know of several officers who got at very high influential people and got their transfers cancelled. Many who failed to get their transfers cancelled or vacated post and some such persons left the country for good. The public servant who served in these areas had free access to their head offices and homes. It is now shocking to see these officers arrested like criminals and detained. I am still not convinced of the treatment given to the three Doctors who saved the lives of thousands of IDP persons in Mullivaikal. The situation faced by the public servants working in LTTE held areas was exactly similar to the one they are facing in this Government. Every one had to dance to the tune of the LTTE. What action did the Government take when a public officer on transfer orders to Mullaitheevu or Kilinochchi protested against the posting in LTTE held areas. The Government did not help them.

Your Excellency please accept my advice and stop saying that they are arrested and detained because what ever wrong they did, if any, were done on the orders of the LTTE and out of fear. They cannot be held responsible for even any crime committed on the orders of the LTTE. I have no objection to the Government taking any one to clarify facts or to get some information but not as a criminal. At this rate the Government will soon lose its credibility. Hence please release the Government Agent Mr. Vethanayagan and summon him to get any information. Let no one feel that public servants in Vanni are treated as LTTE suspects or criminals. Please don’t cause panic to an officer who is very capable and could be used for good work for many more years, to serve the people.

கைது செய்து தடுத்து வைக்கப்பட்டிருக்கும் கிளிநொச்சி அரச அதிபர் நா.வேதநாயகன்

முல்லைத்தீவு அரசாங்க அதிபர் கைது செய்யப்பட்டுள்ளதாக செய்தி அறிந்து அதிர்ச்சியும், ஆச்சரியமும் அடைந்தேன். நான் அவருடன் நெருங்கி பழகாது போனாலும் அவர் யாழ் மாவட்டத்தில் பல உதவி அரசாங்க பிரிவுகளில் செயலாளராக கடமையாற்றி மக்களால் நன்கு மதிக்கப்பட்டு விளங்கியவர். அவர் கடமை உணர்ச்சி கொண்ட கடும் உழைப்பாளி.

விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசங்களில் கடமையாற்றிய அரசஊழியர்களை அவமதித்து நடத்துவதை தங்களின் கவனத்துக்கு கொண்டுவர விரும்புகிறேன். கிளிநொச்சி, முல்லைத்தீவு மாவட்டங்களில் கடமையாற்றிய ஒரு அரச ஊழியனும் தானாக விரும்பி அங்கே சேவை செய்யவில்லை. பல அரச ஊழியர்கள் மிகவும் செல்வாக்கு பெற்ற பிரமுகர்களை பிடித்து தமது இடமாற்றத்தை நிறுத்தியுள்ளனர். அம் முயற்சியில் தோல்வி கண்டவர்கள் நாட்டைவிட்டு வெளியேறியுள்ளனர். இந்த இடங்களில் கடமையாற்றிய அரச ஊழியர்கள் தத்தம் தலைமை அலுவலகங்களுக்கும் வீடுகளுக்கும் இஷ்டம்போல் சென்று வந்தனர். இப்போது அவர்கள் குற்றவாளிகள் போல் கைது செய்யப்பட்டு தடுத்து வைக்கப்பட்டிருப்பது அதிர்ச்சி தருகிறது. முள்ளிவாய்க்காலில் பல ஆயிரக்கணக்கானவர்களின் உயிர்களை காப்பாற்றிய அந்த மூன்று வைத்தியர்களை நடத்திய முறை சரியென என்னால் இப்போதும் ஒத்துக்கொள்ள முடியவில்லை. அன்று விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்தில் கடமையாற்றியவர்கள் எந்த நிலையில் இருந்தார்களோ நிலையிலேதான் இன்றும் அவர்கள் இருக்கின்றனர். விடுதலைப் புலிகளின் தாளத்துக்கு அன்று அவர்கள் ஆடினார்கள். அன்று விடுதலைப் புலிகளின் பிரதேசத்துக்கு இடமாற்றம் செய்யப்பட்ட ஓர் அரச ஊழியர் தனது இடமாற்றத்தை ஆட்சேபித்திருந்தால் அரசு என்ன செய்திருக்கும். அரசு அவர்களுக்கு உதவவில்லை.

ஜனாதிபதி அவர்களே! தயவு செய்து எனது ஆலோசனையை ஏற்று அவர்கள் கைது செய்யப்பட்டு தடுத்து வைக்கப்பட்டிருக்கிறார்கள் என கூற வேண்டாம். ஏனெனில் அவர்கள் ஏதாவது தப்பு செய்திருந்தாலும் அது விடுதலைப் புலிகளின் கட்டளைக்கு அமையவே செய்திருப்பர் என்பது மட்டுமல்லாமல் பயத்தினாலும் செய்திருப்பர். விடுதலைப் புலிகளின் கட்டளைக்கமைய அவர்கள் எ;ன்ன குற்றம்செய்திருந்தாலும் அவர்கள் அதற்குப் பொறுப்பாகமாட்டார்கள். அவர்களை அரசு குற்றவாளிகளாக இல்லாமல் ஏதாவது விடயங்கள் பற்றி அறிய அல்ல சிலவிபரங்களை அறிய கூப்பிடுவது பற்றி எனக்கு ஆட்சேபனை இல்லை. இந்தமாதிரியான நிலைமை நீடித்தால் அரசு தனது மதிப்பை விரைவில் இழந்து விடும். ஆகவே அரச அதிபர் திரு வேதநாயகனை விடுதலை செய்துவிட்டு தேவைக்கேற்ப விசாரியுங்கள். வன்னியில் உள்ள அரச அதிகாரிகள் கடும் குற்றவாளிகள் அல்லது விடுதலைப் புலிகளின் ஆதரவாளர் என எண்ணத்துக்கு இடம் கொடுக்க வேண்டாம். நல்ல பல வேலைகளை மக்களுக்கு பல காலம் சேவைசெய்ய உபயோகிக்கக்கூடிய ஓர் சிறந்த அரசு ஊழியரை நோகடிக்க வேண்டாம்.

மதிப்புக்குரிய ஜனாதிபதி அவர்களே!

சுதந்திரமானதும், நீதியுமான தேர்தல் நடத்தப்பட வேண்டும்.

ஒரு சிறு உள்ளுராட்சிமன்ற தேர்தலில் போட்டியிடும் அரச கூட்டணி வேட்பாளர்களுக்கு வாய்ப்பாக ஜனநாயக கோட்பாடுகள் மிகவெட்கப்படக் கூடிய முறையில் மீறப்படுவதை மிக்க வருத்தத்துடன் தங்களின் கவனத்துக்குகொண்டு வர விரும்புகின்றேன். மந்திரி சபை உறுப்பினர்கள் பலர் வேலைவாய்ப்பு உட்பட பல்வேறு வாக்குறுதிகளை மக்களுக்கு கொடுத்து தம்மை மிகமலிவாக்கிக் கொண்டனர். நீங்கள் நாட்டின் தலைவராக இருக்கும்இவ்வேளையில் இத்தகைய சம்பவங்கள் நடப்பது மிக்க வேதனைக்குரியதாகும். இத்தகைய செயல்கள் ஒருபோதும் மக்களால் பாராட்டப்படமாட்டாது. மொத்தத்தில் பெருமைமிக்க கடந்த காலத்தை கொண்ட ஓர் அரசுக்கு அபகீர்த்தியையே கொண்டு வரும். மிகப் பலம் கொண்ட அரசின்வேட்பாளர்களுடன் போட்டியிட்டு தோற்பதால் நான் எதையும் இழந்துவிடப்போவதில்லை. நாடுதான் என்னை இழக்கப் போகிறது.

ஏறக்குறைய தடுப்புக் காவலில் இருந்த யாழ்ப்பாணத்தைச் சேர்ந்த சில குடும்பங்களை பல மாதங்களாக அவர்களின் அடிப்படை உரிமைகள்கூட அற்ற நிலையில் வைத்திருந்துவிட்டு வடபகுதி அமைச்சர் ஒருவரின் சிபாரிசின் பேரிலேயே விடுவிக்க எடுத்த நடவடிக்கை என்னை குழப்புகிறது. நீங்கள் ஏனையவர்களையும் ஒரே நேரத்தில் விடுவிக்க தவறுவீர்களேயானால் உங்களின் நடவடிக்கை எதிர்பார்ப்பதற்கு மாறான விளைவுகளையே ஏற்படுத்தும்.

தேர்தல் சம்பந்தமாக நான் உங்களிடம் ஒரேயொரு விடயத்தை மட்டுமே கேட்கிறேன். ஒரு சுதந்திரமானதும், நியாயமானதுமான தேர்தலை நடத்துமாறு கட்டளையிடுங்கள். ஏனெனில் வாக்களிப்பு அட்டைகளை முறையற்ற வகையிலும் பணத்துக்காகவும் பெருமளவில் வாங்கப்படுகிறது. இது ஆள்மாறாட்டத்துக்கான செயலாகும். அதில் மிகவும் அனுபவம் வாய்ந்த ஒருவர்களத்தில் உள்ளார்.

எனக்கு வேண்டியதெல்லாம் நீங்கள் உங்கள் நற்பெயரை காப்பாற்ற வேண்டுமென்பதே

Your Excellency,

Make the elections free and fair.

It is with deep regret that I wish to bring to your notice, the most disgraceful manner in which all democratic norms are violated to favour candidates of the Governing Alliance, at an election to a local body. The Cabinet Ministers have made themselves very cheap with various promises, including jobs. It is a pity to see these things happening in a country where you are the Head of the State. My frank opinion is that these activities will never be appreciated by the people and the net result would be utter disgrace to a nation, proud of its glorious past. I don’t lose anything by getting defeated at the poll, having contested a very powerful Government’s nominees. Only the country is the loser.

What is disturbing is the action taken by you on the advice of your Northern Minister I believe, to release a few families only, who hail from Jaffna, having kept them virtually in detention for several months, depriving them of their fundamental rights. If you don’t take immediate action to release all at the same time your action will prove counter productive.

I request you only one thing, in relation to the elections. Announce that you are ordering a free and fair election because the way things are, thousands of poll-cards are collected and some for payment clearly indicating that mass scale impersonation is going to take place. The gentleman I am referring to is an expert in that game.

Please save your good name. That is all I want.

நாம் ஒன்றுபட்டு இழந்த உரிமைகளை பெற்றுக்கொள்வோம்.

ஜனநாயக வழிமுறைகளினூடான தமிழர்களின் உரிமைப் போராட்டம் வெற்றியளிக்காததின் காரணமாக, எமது உரிமைகளை, ஆயுத முறையின் மூலம் நாம் பெற முற்பட்டதின் விளைவாக, எம்மிடம் இருந்த உரிமைகளையும் இழந்து நிற்கின்றோம். அதிலும் குறிப்பாக வன்னியில் இருந்து, கடும் மோதலுக்கு மத்தியில் தப்பிவந்த எமது மக்களை, ஆடு மாடுகளைப் போல் சிறிய இடத்தில், மிகச்சிறிய கூடாரத்தில் கடும் வெய்யிலுக்கு மத்தியில் அடைத்து வைக்கப்பட்டுள்ளனர். இந்த மோதலில் நாம் பல ஆயிரக்கணக்கான உயிர்களையும், பல ஆயிரக்கணக்கான மக்கள் தமது உடல் உறுப்புக்களை, பல கோடி பெறுமதியான சொத்துக்களையும் இழந்து அகதிகளாக பரிதாப நிலையில் இருக்கின்றோம்.

தமிழ் மக்களின் பிரச்சனைக்கு நிரந்தர அரசியல் தீர்வு காண்பதற்கு இனியாவது இந்தியா இதய சுத்தியுடன் செயற்படவேண்டும். விடுதலைப் புலிகள் செய்த தவறிற்காக தமிழ் மக்களை ஒருபோதும் பழிவாங்க எண்ணக்கூடாது. இனைந்த வடகிழக்கில் இந்திய முறையிலான தீர்வை அமூல்படுத்த நடவெடிக்கை எடுக்க வேண்டும்.

மோதலினால் இடம்பெயர்ந்த மக்கள் அனைவரையும் தத்தமது சொந்த இடத்தில் காலம் தாமதிக்காது மீள்குடியேற்ற வேண்டும். அத்துடன் அவர்களுக்கு தகுந்த நிவாரணம் வழங்கவேண்டும்.

நிராயுதபாணியாக்கப்பட்ட போராளிகளை சமூகத்தில் வாழ்வதற்கான முறையில் புனர்வாழ்வளிக்கப்பட்டு, தொழில் வாய்பு பெற்றுக்கொடுக்க வேண்டும். அத்துடன் அனைத்து ஆயுதக்குழுக்களின் ஆயுதங்கள் முற்றாக களையப்பட்டு, ஆயுத அடக்கு முறை கலாச்சாரத்தை ஒழித்து, தமிழ் மக்கள் அச்சமின்றி வாழும்; முழுமையான ஜனநாயக சூழல் உருவாக்கப்பட வேண்டும.

எமக்குள் நாமே அதிகாரப் போட்டியும், பதவி வெறியும் மற்றும் யார் முதன்மையானவர் என்ற போட்டியில் பிளவு பட்டிருக்கும் தமிழ் தலைமைகள் இனியாவது பகமையை மறந்து மனது விட்டு கூடிப்பேசி எமது இனப் பிரச்சனைக்கு நிரந்தர அரசியல் தீர்வு காண்பதற்கு பொதுத்திட்டத்தில் ஒன்றுபட்டு செயற்படவேண்டும்.

தமிழ் மக்களின் பொருளாதாரத்தை எவ்வளவு அழித்தாலும் இன்றும் நாம் ஓர் அளவிற்கேனும் நிமிந்து நிற்பதற்கு முக்கிய காரணம் புலம்பெயர்ந்து வெளிநாட்டில் வாழும் எம் சகோதரர்களே. தமிழர்களுக்கு நிரந்தர அரசியல் தீர்வு ஏற்பட, இவர்களும் பக்க சார்பற்ற முறையில், ஜனநாயக வழியில் தொடர்ந்து போராடவேண்டும்.

எனவே அனைத்து தமிழ் தலைவர்களும், மக்களும் ஜனநாயக வழிமுறைகளினூடாக ஒருமித்து ஏகோபித்த குரலில் தமிழர்களுக்கு நிரந்தர அரசியல் தீர்வு ஏற்பட, அரசிடமும் மற்றும் சர்வதேச சமூகத்திடமும் உறுதியாக வலியுறுத்த வேண்டும் எனக் கேட்டுக் கொள்கின்றேன்.

அன்புடையீர்,

இடம் பெயர்ந்த மக்களின் பரிதாபநிலை

இந் நாடு தனது கௌரவத்தையும், மதிப்பையும் பேணி காக்க வேண்டுமாயின் தங்களின் தலையீடு இக்கட்டத்தில் இன்றியமையாதது என்பதை தங்களை நம்ப வைக்கவே இக் கடிதத்தை நம்பிக்கை இழந்த நிலையில் எழுதுகிறேன்.

இந்த நாட்டின் நாணயம் இடம்பெயர்ந்த மக்களில் சில வகையினரை உடனடியாக விடுவிக்க தாங்கள் மேற்கொள்ளும் முடிவிலும் ஏனையவர்களின் விடுதலை பற்றி மறுபரிசீலனை செய்வதிலுமே தங்கியுள்ளது. தாம் மிகவும் கட்டுப்பாடுடைய ஓர் திறந்தவெளி சிறைச்சாலையிலே அன்றி ஓர் நலன்புரி நிலையத்தில் அல்ல என்ற உணர்வுடனேயே நியாயமற்ற முறையில் வலு கட்டாயமாக தடுத்து வைக்கப்பட்டுள்ள இம் மக்கள் உணர்கிறார்கள். ஆகவே போயா தினமாகிய நாளை மறுநாள் இது சம்பந்தமாக நீங்கள விடுக்கும் அறிவித்தல் மிக முக்கியமானதும், முழு பௌத்த உலகும் நிம்மதி பெருமூச்சு விடும். சம்பவவும் ஆகும்.

இடம்பெயர்ந்தோர் முகாம்களில் நடைபெறும் சில விடயங்கள் தங்கள் கவனத்திற்கு கொண்டுவரப்படவில்லை என்ற ஊகத்திலேயே நான் செயற்படுகின்றேன். நேரில் காண்பதே நம்பிக்கை தரும் என்பதால் ‘மெனிக் பார்ம்’ இலுள்ள முகாம்களை தவிர்ந்த வேறு முகாம்களுக்கு நீங்கள் என்றோ விஜயம் மேற்கொண்டிருந்திருக்க வேண்டும். தாங்கள் தலைவராக இருக்கும் ஓர் நாட்டில் இத்தகைய சம்பவங்கள் நடக்கவும் கூடாது. நடக்க விடவும் கூடாது. தாம் செய்யாத குற்றத்திற்காக துன்புறும் மூன்று இலட்சத்துக்கு மேற்பட்ட மக்களுடைய உயிருடன் விளையாட நினைப்பவர்களின் கண்களை தங்களுடைய தீர்வு திறக்க வைக்கும். பெற்றோரால் தம் கைச்செலவுக்கு கொடுக்கப்படும் பணத்தை சேமித்து கசாப்புக்கடைக்கு கொண்டு செல்லப்பட்ட கால்நடைகளை மீட்டெடுக்கும் பிள்ளைகளை கொண்ட பெருமைமிக்க நாடு எங்கள் நாடு. புல்மோட்டையில் இடம்பெயர்ந்தோர் முகாமில் வாழும் ஒரு வயது குழந்தையையும் அவருடைய பேத்தியாரையும் விடுவிக்க மறுக்கப்பட்ட சம்பவமே இக் கடிதத்தை தங்களுக்கு எழுதுவதற்கு என்னைத் தூண்டியது. வலது கால் துண்டிக்கப்பட்டு ஓர் முகாமில் உள்ள இளைஞன் ஒருவனின் குழந்தை அவனுடைய தாயின் அரவணைப்பில் இருக்கிறது. வலது கால் துண்டிக்கப்பட்டு இடது கால் முறிந்து பிணைக்கப்பட்ட நிலையில் வவுனியா இடம்பெயர்ந்தோர் முகாமில் தங்கியுள்ளவரே இக் குழந்தையின் தாயாவார். இது போன்ற சம்பவங்கள் உலகின் எப்பகுதியிலும் நடந்ததில்லை. தங்களுக்கு இச் சம்பவங்கள் பற்றி தெரியும் என்பதை நான் கடுகளவும் நம்பவில்லை. இதுபோன்ற பல சம்பவங்கள் பல்வேறு முகாம்களில் வாழும் இந்த மூன்று இலட்சம் மக்கள் மத்தியில் நிறையவே நடக்கின்றன.

வன்னியில் அவர்களாக துணிந்து விடுதலைப் புலிகளின் கட்டுப்பாட்டு பிரதேசத்திலிருந்து தப்பி அரச கட்டுப்பாட்டுப் பிரதேசத்துக்குள் நுழைவேர்களேயானால் அவர்களை நன்றாக உபசரித்து பாதுகாப்பு கொடுப்பதாக தாங்கள் உத்தரவாதமளித்துள்ளீர்கள். அவ்வாறு தப்பி வரும் வேளையில் எத்தனை பேர் இறந்தார்கள், கொல்லப்பட்டார்கள் என்ற விபரம் உலகத்துக்கே தெரியும் துரதிஷ்டவசமாக அவர்கள் நன்றாக கவனிக்கப்படவில்லை. அதற்கு முரணாக அவர்களின் உடலும், உள்ளமும் அங்கே நடக்கின்ற சம்பவங்களால் சித்திரவதைக்கு உள்ளாக்கப்படுகின்றன. இவ்வாறான அவலங்கள் தம்மீது திணிக்கப்படும் என்று அவர்கள் நினைத்திருந்தால் இந்த அபாயகரமான நடவடிக்கையில் ஈடுபடாது இரு பகுதியினரிடையே நடந்த செல் தாக்குதலில் இறந்த தமது பல உற்றார் உறவினர்கள் அன்புக்குரியவர்களுடன் சேர்ந்து மகிழ்ச்சியுடன் மடிந்திருப்பர். ஒரு நாளைக்கு மட்டும் இம் முகாம்களின் கதவுகளை திறந்து வைப்பீர்களேயானால் முகாம்களில் ஒருவரேனும் மிஞ்சியிருக்கமாட்டார்கள் என்பதை தாங்கள் நேரில் காண்பீர்கள்.

இச்சம்பவங்கள் பற்றி தங்களின் கவனத்திற்கு கொண்டு வருவது எனக்கு மிக மனவேதனையை தருகிறது. நீண்ட நாட்கள் பொறுத்திருந்து எதுவும் நடக்காததினால் என் உணர்வுகள் வரம்பை மீறி செயற்படுவதற்கு என்னை மன்னித்துக் கொள்ளவும். என் நிலையில் நீங்கள் இருந்தால், என்னுடைய உணர்வுகளை உங்களால் புரிந்து கொள்ள முடியும். எனது தொகுதி மக்கள் ஆயிரக்கணக்கில் கிளிநொச்சி, முல்லைத்தீவு ஆகிய மாவட்டங்களில் இருந்து முகாம்களுக்கு வந்துள்ளனர். அவர்களுடன் பலகாலம் நான் வாழ்ந்தது பற்றியும் நீண்டகாலம் அவர்களை பாராளுமன்றத்தில் பிரதிநிதித்துவப்படுத்தியதும் நீங்கள் அறிந்ததே. ஒருவர் தப்பாமல் ஒவ்வொருவரும் எனக்கு தெரிவிக்கின்ற கதைகள் மிக சோகமானவை. பலர் மனைவியை இழந்தும், வேறு சிலர் கணவன் பிள்ளைகளை இழந்தும் உள்ளனர். அநேகர் தமது பெற்றோரை இழந்துள்ளனர். அப் பெற்றோர் யுத்த முனையில் போராளிகளாக அல்லாமல் அப்பாவி மக்களாக துப்பாக்கிச் சூட்டுக்கு பலியாகி உள்ளனர். அநேகர் பதுங்கு குழிகளுக்குள் உயிரோடு புதைக்கப்பட்டனர். அநேகர் பட்டினியாலும், குழந்தைகள் பல பாலின்றியும் மரணித்திருக்கிறார்கள். பலர் தமது உற்றார் உறவுகளை இன்றும் தேடி அலைகின்றனர்.

முகாம்களில் உள்ளவர்கள் தமது காணாமல்போன உறவினர்களையும் வெளிநாடுகளிலும், வெளியிலும் உள்ளவர்கள் தமது உறவினர்கள் தமக்கு வேண்டியவர்கள் பற்றிய தகவல்களை பெறக்கூடியதாகவும் முகாம்களில் உள்ளவர்களின் பெயர் விபரத்தை வெளியிடும்படி ஆரம்பத்திலேயே கேட்டிருந்தேன். முல்லைத்தீவு சுகாதார இலாகாவை சேர்ந்த திரு தர்மகுலசிங்கம் என்ற அதிகாரி இறந்தவர்கள், காயமுற்றவர்கள் பற்றிய விபரத்தை திரட்டிக்கொண்டிருந்தவேளை அவரே செல் தாக்குதலில் பலியாக வேண்டிய நிர்ப்பந்தம் ஏற்பட்டது. அத்துடன் அப் பணியும் நின்றுவிட்டது. காணாமல் போன ஒருவர் உயிருடன் இருக்கிறாரா இல்லையா என்பதைகூட அறிய முடியாமல் உள்ளது. இனங்காணாத பலரின உடல்கள் பழுதடைந்த நிலையில் ஒரே குழியில் புதைக்கும் சம்பவம் அடிக்கடி நடப்பதுண்டு. நெருங்கிய உறவினர்கள் கூட அவர்களை அடக்கம் செய்யும் வேளையில் பிரசன்னமாக இருக்க அனுமதிக்கப்படுவதில்லை. ஓர் இறந்தவருக்கு கிரியைகளை செய்யவேண்டிய கடமைப்பாடு உண்டு. அவற்றில் சில முக்கியமானதும் கண்டிப்பானதுமாக இருப்பது ஓர் ஆத்மசாந்திக்கு ஏதுவானது என மக்கள் நம்புகிறார்கள். நான் கூறுவது முட்டாள்த்தனமாக இருக்கலாம். ஆனால் முறைப்படி சில கிரியைகள் செய்யாதமை ஆத்மாக்களை அந்தரிக்க வைக்கும் என்று உலகம் பூராகவும் உள்ள மக்கள் நம்புகிறார்கள். இது சாதாரண விடயம் என்று நாம் தட்டிக்கழித்துவிட முடியாது. குறிப்பிட்ட சில காரணங்களுக்காக மக்கள் இதை வெளியில் கூறாவிட்டாலும் அவர்கள் மௌனமாக மனதுக்குள்ளேயே அழுகின்றனர். நான் இதை முழுக்க முழுக்க நம்புகின்றேன். நல்லதொரு சிறந்த பௌத்தர் என்ற வகையில் நீங்களும் இதில் நம்பிக்கை வைத்திருப்பீர்கள் என்பதை அறிவேன். நிச்சயமாக எவருக்கும் ஓர் எதிரிக்கு கூட இவ்வாறு நடப்பதை நான் விரும்ப மாட்டேன்.

நான் கேட்டவை, கேட்டுக் கொண்டு இருக்கின்ற பலவற்றில் சில கண்களை கலங்க வைக்கும் சம்பவங்களாகும். காயமுற்றோரும், கர்ப்பிணிகளுமே மிகக் கூடுதலாக துன்பத்தை அனுபவிக்கின்றனர். அவர்களுக்கு வேண்டிய உடனடித் தேவையோ முறையான கவனிப்போ கிடைப்பதில்லை. முறையான வைத்தியம் இன்றி பலர் இறந்துள்ளனர். அவர்கள் அனுபவிக்கும் சரீர வேதனையிலும் பார்க்க உள்ளத்தால் படும் வேதனைகள் அவர்களை பெருமளவு பாதிக்கின்றன. பல ஆயிரக்கணக்கான சம்பவங்கள் இருப்பினும் ஓரிரு சம்பவங்களை மட்டும்தான் இங்கே குறிப்பிடுகின்றேன்.

முதலாவது சம்பவம் நான் ஏற்கனவே குறிப்பிட்டது போல புல்மோட்டையில் ஒரு காலை இழந்த 30 வயதுடைய இளைஞன் ஒருவரை பற்றியதாகும். சம்பந்தப்பட்ட நால்வரில் எவரிடமிருந்தாவது இந் நாட்டுக்கு எத்தயை அச்சுறுத்தல் இருக்க முடியும்? இவர்களை மாதக்கணக்கில் மூன்று வௌ;வேறு இடங்களில் வைத்திருக்க வேண்டிய அவசியம் என்ன?

இன்னோர் சம்பவத்தில் வன்னியில் ஓர் தலைமை ஆசிரியர் செல் தாக்குதலில் அதே இடத்தில் மரணமானதோடு மகள் படுகாயமுற்றார். யாழ்ப்பாணத்தில் அவர்களை பராமரிப்பதற்கோ, அல்லது அவர்களுக்காக அழுவதற்கோ நிறைய உறவினர் உள்ளனர். ஆனால் ஒரு உறவினரோ, நண்பரோ இல்லாத மன்னாரில் தாயார் பிள்ளையுடன் வைத்தியசாலையில் இருக்கின்றார். இக் குற்றத்திற்கு யார் பொறுப்பாளி? இதற்காக நான் தங்களை குற்றம் கூறவில்லை. ஆனால் சம்பந்தப்பட்ட அதிகாரிகள் இவர்களை யாழ்ப்பாணத்துக்கு அனுப்பியிருந்தால் அவர்களை கவனிப்பதற்கும் இறந்த கணவருக்குரிய கடமைகளை செய்வதற்கும் நிறைய உறவினர்கள் இருக்கிறார்கள்.

தங்களை நான் 40 ஆண்டுகளாக நன்கறிவேன். இத்தகைய சம்பவங்களை தாங்கள் சகித்துக் கொள்ளக்கூடியவரல்ல. ஏறக்குறைய கால் நூற்றாண்டுகளுக்கு மேல் சொல்லொணா துன்பங்களை அனுபவித்து நித்திய பயபீதியுடன் வாழ்ந்த மக்களுக்கு இத்தகைய தொந்தரவு கொடுப்பது ஏற்கக்கூடிய விடயமல்ல. தங்கள் உயிரை பணயம் வைத்து படுகாயமடைந்த நிலையில் இறந்துபோன உறவினர்கள் அத்தனை பேரையும் விட்டு விட்டு ஜனாதிபதி என்ற முறையில் தங்களிடம் ஆறுதல் கோரி வந்த மக்கள் இதுவரை பட்ட வேதனை போதாதா? நான் ஒருபோதும் தங்களுக்கு தப்பான வழி காட்டியவனல்ல. நான் கூறும் ஆலோசனைகள் நல்லெண்ணத்தோடு ஒரு பௌத்த நாட்டின் நாணயத்தை காப்பாற்ற கொடுக்கப்படுகின்றவொன்றாகும். முன்பு ஒரு தடவை உலகம் எமது நடவடிக்கைகளை கவனித்துக் கொண்டிருக்கிறது என்றும் நான் எடுக்கும் ஒவ்வொரு நடவடிக்கைகளும் இந் நாட்டிலும் வெளியிலும் யாரோ எவராலோ பதியப்பட்டுக் கொண்டிருக்கிறது என எச்சரிக்கை விடுத்திருந்தேன். எதிர்காலத்தில் ஒரு நாள் நானும் நீங்களும் இந்த உலகத்தில் இல்லாதவேளை அல்லது சில சமயம் நீங்கள் இருக்கின்ற காலத்திலேயே எழுந்து பார்க்கின்றபோது பல உண்மைகள் தெரியவந்து முழு உலகும் இலங்கையை குற்றவாளியென தீர்மானிக்கும். எல்லாவற்றுக்கும் மேலாக மேலே ஒருவர் வரவு-செலவு கணக்கு எழுதிக் கொண்டிருக்கின்றார்.

என்னை நீங்கள் நன்கு அறிவீர்கள். நான் சுயநலன் கருதி எவரையும் முகஸ்துதி செய்பவன் அல்ல. நான் எப்போதும் உள்ளதை உள்ளபடி கூறுபவன். நான் பெருமைமிக்க பௌத்த வரலாற்றைக் கொண்ட ஒரு நாட்டின் பிரஜையென எப்பொழுதும் வெளிப்படையாக கூறி வந்துள்ளேன். புத்த பகவான் விஜயம் மேற்கொண்ட மகியங்கனைக்கும், பெருமானின் புனித தந்தத்தை கொண்டுள்ள தலதாமாளிகைக்கும் எத்தனை தடவை சென்று தரிசித்து வந்தேன் என்ற எண்ணிக்கையை கூட மறந்துவிட்டேன். பல மகா நாயக்கர்களுடைய குறிப்பாக மிக வணக்கத்துக்குரிய அஸ்கிரிய மல்வத்த மகாநாயக்கர்களின் ஆசீர்வாதத்தை பல தடவைகள் பெற்றுள்ளேன். இன்று பெருமைமிக்க பௌத்த நாடாக இருந்த நாட்டின் எதிர்காலம் கேள்விக்குரியதாகி வரும் வேளையில் நான் ஏன் இந்த நாட்டில் பிறந்தேன் என்ற கேள்வி என்னுள்ளே எழுகின்றது.

நான் மிக வன்மையாக தங்களிடம் வேண்டுவது எதுவித தாமதமுமின்றி உடனடியாக இடம்பெயர்ந்தோர் முகாமில் காயமுற்றோர், முதியோர், நலிந்தவர்கள், கர்ப்பிணி தாய்மார்கள், குழந்தைகளுடன் கூடிய தாய்மார்கள், நடமாடமுடியாதவர்கள், புத்தி சுயாதீனமற்றோர், மூளை வளர்ச்சி குன்றியோர், அநாதைகள், ஆதரவற்றோர் ஆகியோரை உடன் விடுவிக்கவும் அத்துடன் பல்வேறு முகாம்களில் உள்ள குடும்ப உறுப்பினர்களை ஒன்று சேர வைத்து மக்களை தத்தம் மாவட்டங்களுக்கு அனுப்பி வையுங்கள்.

நான் நாட்டையும், நாட்டில் வாழும் மக்களையும் நேசிக்கும் நாட்டுப்பற்றாளன் ஆவேன். தாங்கள் ஏற்கக்கூடிய வேறு சில நல்ல ஆலோசனைகளுடன் விரைவில் இன்னுமோர் கடிதத்தினை அனுப்பி வைப்பேன்.

தமிழ் மக்களை தாங்கள் வென்றெடுக்க வேண்டுமானால் இதனை முதலில் செய்து அதனைத் தொடர்ந்து மீள் குடியேற்றத்தை செய்ததன் பின்பே அபிவிருத்தியை பற்றி யோசியுங்கள்

THE PATHETIC PLIGHT OF THE IDPs.

In utter despair I am writing this appeal to you to convince you that your intervention at this stage is indispensable, if the country is to maintain its dignity and honour. The country’s credibility lies in your decision to order the immediate release of certain categories of IDPs and to follow it up soon by re-viewing the problem of the remaining IDPs. At present, they are virtually kept under compulsion without any justification, giving them the feeling that they are kept in an open prison with too many restrictions and not in a welfare centre. Hence your announcement tomorrow, a POYADAY, will be very crucial and will grant relief to the entire Buddhist World.

I am acting on the assumption that many happenings in the IDP Camps are not brought to your notice. Seeing is believing and a visit to some of the IDP Camps by you is long over due, but not any in the Menic Farm. These things cannot and should not happen in our country with you as the Head of the State. Your decision which I am sure will open the eyes of some, who think that we can play with the lives of over 300,000 odd IDPs who are suffering for no faults of theirs. We are a proud Nation in which small children used to save the lives of cows, from the butchers, with their pocket-money.

What provoked me to write this to you today is the denial of the authorities, to release a one your old child with the 61 year old Grandmother with whom the child is now staying in a IDP Camp at Pulmoddai. The father of this child and son of this Grandmother had his left leg amputated and is now in Pulmoddai. His wife had a right leg amputated with a multiple fracture on the left leg and is now in Vavuniya. These things are not happening in any part of the world. Even for a moment I will not assume that you have any knowledge of these incidents. This type of incidents are available in abundance in various camps among the 300,000 odd displaced persons.

This detention is contrary to the undertaking given by you to the people of Vanni that they will be well looked-after if they escaped from the areas under the control of the LTTE at their own risk and came into the areas under the control of the Government. How many died or got killed in the risk they took, while crossing over, is not unknown to the world. Unfortunately they are not looked-after well but are physically and mentally tortured due to the prevailing conditions in the IDP Camps. Had they known that they will be forced to undergo this ordeal not one person would have dared to cross over at such risk to his or her life and would have preferred to stay behind and face death with their kith and kin or their dear ones, many of whom died due to shelling from both sides or died in the process of crossing over to the Government side. You will see for yourself that, if you allow the gates of the IDP Camps opened for a day, hardly one person staying behind.

It is indeed painful for me to bring to your notice all these. Please pardon me for giving vent to my un-controllable feelings which I am doing after waiting so long, for the situation to improve. If you are in my position it will be easy for you to understand my feelings. Thousand of my old constituents have come to the IDP Camps from the Districts of Kilinochchi and Mullaitheevu. You know that I lived with them for several years and had represented them for a fair length of time. It is a tale of woe, that I hear from every one of them without any exception. Some are without their wives and some others their husbands and children. A good number had lost their parents, most of whom lost their lives in the battle front, not as combatants but as innocent civilians caught up in the cross fire and some others got buried alive in the bunkers, many died of starvation and children without milk food. They are still searching for their kith and kin. I made an appeal at the very start to publish a list of persons in each camp to enable the IDPs to trace their missing relatives and to help people living outside and in foreign countries to locate the people dear to them. So far it is not done. An officer named Mr. Tharmakulasingham attached to the Mullaitheevu Health Department who was maintaining a record of all causalities; himself got killed in a shell attack while he was on duty. That is the end of it. There is no way to determine whether a missing person is alive or dead. Many unidentified bodies in decomposed state are damped in common graves, many a times in the IDP Camps, Even the close relatives are not allowed to be present at the burial ceremony. There are a lot of rites that will have to be performed for the dead, some of which are compulsory for a soul to rest in peace. It may look ridiculous but people all over the world fear that souls for which no proper rites are performed has a tendency to roam about restlessly. Let one person dare say that what I say is rubbish. These are very sentimental issues that cannot be brushed side. For obvious reasons the IDPs do not complain but continue to weep in silence. I strongly believe this and I hope as a true Buddhist you will agree with me. I will certainly not bear to see this happening to any one, not even to an enemy.

I heard and continue to hear a number of stories, some of which moved me to tears. It is the injured and the pregnant women who suffer the worst, without proper and prompt attention. Many injured had died for want of prompt treatment. Apart from the physical pain they undergo the mental torture affects them the most. Although there are thousands of cases, I give just one or two examples for you to consider the seriousness of the problems.

One, is the story of the young man of 30 years who had his left leg amputated and is now in Pulmoddai. What is the security risk the country faces from these four individuals? What is the need to have them at three different places for months?

In another case the Principal of a School in Vanni died of shell attack and his daughter also got badly injured. They are from Jaffna having plenty of relatives to weep for them and also to look after them. The mother and child are at the Mannar Hospital with hardly any one known to them. Who is answerable to this crime Your Excellency? I do not blame you for this. The authorities should have sent them to Jaffna to be cared for by their people and also to perform the due rites to the dead husband.

I know you for over forty years. These are matters, I know you will not tolerate. This type of harassment, especially to people who had suffered in many ways for more than quarter of a century and had been living in constant fear and tension, is unacceptable. They have suffered enough and came running to you, risking their lives and leaving behind the seriously wounded and dying relative to seek solace from you, as their President. You are aware that I never misled you in any matter. The suggestions I make are well intended and to save the credibility of the country as a Buddhist Nation. I remember warning you on an earlier occasion too that the world is watching every step we take and there are many keeping a record of what is happening in our country and elsewhere. One day when you and I are no more or may be even during your lifetime Sri Lanka will wake-up to see itself condemned by the whole world, when many hidden truths come to the open. Above all there is one above preparing a balance sheet.

You know me well. I do not flatter anybody for my personal gains. I don’t hesitate to call a spade a spade. To be very frank, I had been always feeling proud that I am a citizen of Sri Lanka that has a proud Buddhist Heritage. Although not a Buddhist I am one who pays obeisance to Lord Buddha. I have lost count of the number of visits I paid to Mahiyangana, and Dalada Maligawa, I have had the blessings of several Mahanayakas including those of the most Venerable Asgiriya and Malwatte Mahanayakas. I am now beginning to think as to why I was born in this country where the future of this country as a Proud Buddhist Nation is at stake.

I strongly urge that you should without any delay order the immediate release of the injured persons, the old and the feeble, pregnant women, women with children, disabled persons, mentally retarded persons, the insane persons, orphans, destitute persons and such others who deserve release. Also please reunite members of the same family from various camps. Please send people from various districts to their respective districts.

As a patriotic Sri Lankan who loves not only his country but also its people, I have done my duty to my country. A Further letter will be sent to you with some other suggestions which you will accept as reasonable.

If you want to win over the Tamils do this first, resettle them soon and think of any development latter.

WHAT THE PEOPLE OF THE NORTH WANT IS REAL “SPRING”
AND NOT AN AGENCY RULE.

I take the liberty to write to you what I feel and hear from the people of Jaffna about the situation prevailing here. Contrary to your expectations that “SPRING” will set in Jaffna, what the people here are experiencing is a silent cyclone, that stared at the time Jaffna was liberated 12 years back, gradually gained momentum and has now reached its climax with the abundance of facilities, made available to certain individuals, that are misused at random. The defeat of terrorism did not benefit Jaffna in any way.

You are not unaware of the alliance the TULF, PLOTE and EPRLF(Pathmanabha) have formed under the name Democratic Tamil National Alliance(DTNA). We strongly condemn violence and assure you and through you, to the country as a whole, that the alliance parties jointly and severally spurn violence. We being fully committed to non-violence, will endeavour to promote good-will among all sections of the people. We assure you that all our activities will, in all respects, benefit the ailing nation and in no way cause any damage in any form, either to its growth as a strong nation or for it to become a United Nation within which all will live happily, as equals with no feeling of superiority or inferiority complex.

I will be failing in my duty if I do not at this juncture bring to your notice, your Excellency, the constrains we have in restoring democracy back to its past glory in the North. The people who were undergoing untold hardships under the LTTE’s subjugation had been yeaning for well over quarter of a century to breath freely talk and act freely. I am perhaps the only one Tamil who had been agitating for the liberation of the people of Vanni and openly challenged the claim of the LTTE that they are the sole-representatives of the Tamil people. I made an appeal to the Secretary General of the United Nations to have the people of Vanni liberated. All the embarrassments and humiliations I suffered for taking this stand is not unknown to you.

Unfortunately the gun culture that got deeply rooted in our soil, more particularly is both the North and the East remains so, inspite of the several sacrifices the forces and the people of this country made during this period, to gain our lost freedom. I do not want to write a lengthy letter at this juncture. There are certain things that the country expects you to do. First and foremost please call for the surrender of weapons by all those who are not authorized to posses them. The Government’s security could be provided for those who need security. The recent brutal killings of innocent school girl for money, the repeated attacks on the press and many more such incidents justify your taking drastic steps to put a stop to this terror. Secondly please give publicity with photographs of those who are arrested and detained in connection with any such offence, so that people will know the links, such suspects have with others. This will help to round-up the entire gang and the people will also be greatly relived. The culprits should be brought to book, however high they may be and whatever connections they may have. People want to know what happened to the case in which the dead body of an individual was found buried behind the office of a political parties which was an armed group earlier, in the East What the country expects from you is to create a free and fearless society for which our 100% co-operation will be available.

The people are upset over the nomination of a gentleman whose track record is very bad, as the President of the Jaffna MPCS. On whose recommendation he was nominated I do not know but what I write about him are true. I hope you will recollect what RRAN was. Between 1998 and 2002 there was on Agency named “Rehabilitation and Resettlement Authority for the North”. There was a Gentleman who chaired this authority. A close relative of his was appointed to work as an Engineer of the Authority in Jaffna, although he was not a qualified Engineer. He was only an Automobile Technician and was working very closely with the top officer in charge of Administration in Jaffna. These three jointly prepared the plans and estimates for various projects and got money from the RRAN amounting to about 120 million rupees and could not account for the amounts received. It is alleged that over 50 million had been swindled by the two of them excluding the chairmen, in respect of the following works.

1. Chavakachcheri Market
2. Kokuvil Market
3. Ice factory and cold-room for the Jaffna fisheries co-op
4. Kokuvil Manchathadi Temple
5. Naguleswaram Temple of Keerimalai
6. Mortuary for Jaffna

These are just a few among many others. In 2003 the Ministry of Rehabilitation, Resettlement and Refugee complained to the CID, which did the investigation and collected very valuable evidence. As a result the contract of the top officer was terminated. Due to some pressure the investigation too came to an abrupt end. The most strangest thing is that the LTTE opened their political office in the house belonging to this “Engineer” at Wyman Road, Jaffna free of charge. Shockingly this gentleman has now been appointed as the adviser to the Jaffna Municipal Council. The Jaffna Municipal Council never had such advisers and there is no provision for such appointments. How he got in to it is a real mystery. This gentleman is the President of the Jaffna MPCS which I hear, has no board. He is all in one. You are aware that all the MPCSs in Jaffna are running at a loss. He had donated one million repuees for a Minister’s fund and had been instrumental for 26 other co-operatives also to donate similar amounts.

Everyone knows the efforts I took during the past six years to eradicate terrorism and to liberate them from the LTTE’s subjugation. In the process the humiliations and embarrassments I suffered are beyond one’s tolerance and imaginations because some of the words and phrases used were unprintable. You will agree with me that among the Tamils I was fighting the LTTE almost all alone.

You have a duty to give a more democratic look for the North and the East. All political parties should be given a fair opportunity to function freely and fearlessly. The people know how to judge your performance during the period you serve as the President of the country.

We will not be confronting the Government. All what we want is a Tamil leadership genuinely elected by the people to seek a once and for all settlement for the ethnic problem.

வடபகுதி மக்கள் வேண்டுவது உண்மையான வசந்தமேயன்றி முகவராட்சியல்ல

அன்புடையீர்,

வடபகுதி மக்கள் வேண்டுவது உண்மையான வசந்தமேயன்றி முகவராட்சியல்ல

யாழ்ப்பாணத்தில் தற்போது நிலவிவரும் தள நிலைபற்றி நான் அறிந்தவற்றையும், பிறர் கூறக் கேட்டவற்றையும் இச்சந்தர்ப்பத்தில் சுயாதீனமாகக் கூறி வைக்க விரும்புகின்றேன் யாழ்ப்பாணத்தில் வசந்தம் வீசவில்லை. மக்கள் தங்கள் எதிர்பார்ப்பிற்கு மாறாக அனுபவிப்பது அமைதிப்புயலே. பன்னிரண்டு ஆண்டுகளிற்கு முன் ஆரம்பித்த புயல் படிப்படியாக வலுவடைந்து சில நபர்களிற்கு வழங்கப்பட்டிருக்கின்ற சலுகைகள் துஷ்பிரயோகம் செய்யப்படுவதால் உச்ச நிலை அடைந்துள்ளது. பயங்கரவாதம் தோற்கடிக்கப்பட்டதால் யாழ்ப்பாணம் எதுவித பலனையும் அடையவில்லை. ஜனநாயகத் தமிழ்த் தேசியக் கூட்டமைப்பு, தமிழர் விடுதலைக் கூட்டணி, புளொட், பத்மநாபா ஈபிஆர்எல்எவ் ஆகிய கட்சிகள் இணைந்து உருவாக்கிய இக் கூட்டமைப்புப் பற்றி நீங்கள் அறிவீர்கள். நாம் வன்முறையைக் கண்டிப்பதோடு தங்களிற்கும் முழு நாட்டவருக்கும் தனித்தனியாகவும் கூட்டாகவும் பயங்கரவாதத்தை ஒதுக்குகின்றோம் என்ற உத்தரவாதத்தைத் தர விரும்புகின்றோம். முற்று முழுதாக அகிம்சைக்குக் கட்டுப்பட்ட நாங்கள் இலங்கை வாழ் பல்வேறு சமூகங்களுக்கும் மத்தியில் நல்லெண்ணத்தை வளர்க்கக் கடமைப்பட்டுள்ளோம். எமது நடவடிக்கைகள் அத்தனையும், சகல துறைகளிலும் பின்னடைவு கண்டிருக்கும் நம் நாட்டிற்கு பயன்தரக்கூடியவையாகவும் அதற்கு எந்த வகையிலும் பாதிப்பு ஏற்படாத வகையிலும் அது ஒரு பலம் பொருந்திய நாடாகவும் சகல இன மக்களும் சம உரிமையுடனும் மன வேற்றுமையுமின்றி வாழ வழி சமைக்கும்.

இச்சந்தர்ப்பத்தில் வடக்கே ஜனநாயகத்தை மீண்டும் கட்டியெழுப்புவதில் உள்ள இடையூறுகள் பற்றி நான் கூறத்தவறின் எனது கடமையிலிருந்து தவறியவனாவேன். அடக்குமுறைக்கு உட்படுத்தப்பட்டு கடந்த கால் நூற்றாண்டுகளிற்கு மேல் சுதந்திரக்காற்றை சுவாசிக்கவும், சுதந்திரமாக பேச நடமாட முடியாமல் மக்கள் இருந்திருக்கின்றனர். மக்களை வன்னியிலிருந்து விடுவிப்பதற்குப் போராட்டம் நடாத்திய ஒரே தமிழன் நானாகத்தானிருப்பேன் என நம்புகின்றேன். அத்தோடு ஏகப்பிரதிநிதித்துவ நிலைப்பாட்டிற்குப் பகிரங்கமாக சவால் விட்டவனும் நானே. வன்னி வாழ் மக்களை விடுவிக்குமாறு ஜக்கிய நாடுகள் சபையின் செயலாளர் நாயகத்திற்கு கோரிக்கை விட்டிருந்தேன். இந்நிலைப்பாட்டைக் கடைப்பிடித்தமையால் எனக்கேற்பட்ட சங்கடமான நிலைபற்றியும், மன உளைச்சல் பற்றியும் தாங்கள் அறியாததல்ல. துரதிஸ்டவசமாக எமது மண்ணில் குறிப்பாக வடக்குக் கிழக்கு மாகாணங்களில் ஆயுதக் கலாச்சாரம் நன்றாக வேரோடியுள்ளது. பல இராணுவத்தினரும் மக்களும் பெருந்தியாகங்கள் செய்தும் எமது இழந்த சுதந்திரத்தை மீளப் பெறமுடியவில்லை. இக்கடிதத்தை நீட்டிச்செல்ல நான் விரும்பவில்லை. தாங்கள் சில விடயங்களில் கவனம் செலுத்த வேண்டும் என நாடு எதிர்பார்க்கின்றது,

முதலாவதாக ஆயுதம் வைத்திருப்பதற்கு அதிகாரம் இல்லாதவர்களிடமிருந்து உடனடியாக ஆயுதங்கள் களையப்படல் வேண்டும். தேவைப்படுவோருக்கு அரசாங்கம் பாதுகாப்பு வழங்கலாம். பணத்திற்காக அண்மையில் நடந்தது போல் பாடசாலைச் சிறுமிகளைக் கொல்வதும், மீண்டும் மீண்டும் பத்திரிகைகளைத் தாக்குவதும் இது போன்ற இன்னோரன்ன சம்பவங்கள் நடைபெறாதிருக்க கடும் நடவடிக்கைகள் எடுப்பதன் மூலம் இப் பயங்கர செயல்களிற்கு முற்றுப் புள்ளி வைக்க முடியும்.

இரண்டாவதாக இது போன்ற சம்பவங்களில் ஈடுபட்டு தடுத்து வைக்கப்பட்டிருப்போரது முழுப்படங்களையும் வெளியிடுவதன் மூலம் சம்பந்தப்பட்டவர்களையும் அதில் தொடர்புபட்டவர்களையும் இனங்காண உதவியாயிருக்கும். சம்பந்தப்பட்ட குழுவை தேடிப்பிடித்தல் மக்களிற்கு மிகப் பெரும் ஆறுதல் தரும் விடயமாகும். சம்பவங்களுடன் தொடர்புடையவர்கள் எவ்வகையில் உயர்ந்தவர்களானாலும், எதனேர்டு; தொடர்புடையவர்களாக இருந்தாலும் அவர்கள் மீது சட்ட நடவடிக்கை எடுக்கப்படல் வேண்டும். கிழக்கு மாகாணத்தின் முன்னாள் ஆயுதக்குழுவாக செயற்பட்ட ஒரு அரசியற்கட்சியின் அலுவலகத்தின் பின்புறம் புதைத்து வைக்கப்பட்ட நிலையில் கண்டுபிடிக்கப்பட்ட ஒருவரின் சடலம் சம்பந்தப்பட்ட வழக்கில், என்ன நடந்தது என மக்கள் அறிய விரும்புகின்றனர். சுதந்திரமான பயம் பீதியற்ற ஒரு சமுதாயத்தைத் தாங்கள் கட்டியெழுப்ப வேண்டுமென எதிர்பார்க்கும் மக்களிற்கு எமது பூரண ஆதரவு கிடைக்கும்.

யாழ் பல நோக்கு கூட்டுறவு சங்க தலைவராக நியமிக்கப்பட்ட ஒரு கனவானின் செயற்பாடு பற்றி அறிந்த மக்கள் அவரின் நியமனம் பற்றி மிகவும் குழப்பகரமான நிலையிலுள்ளனர். எவரின் சிபார்சின் பெயரில் அவர் நியமிக்கப்பட்டாரோ நானறியேன். ஆனால், அவர் பற்றி நான் எழுதுவது முற்றிலும் உண்மை. RRAN என்ற அமைப்பைப் பற்றித் தாங்கள் அறிந்திருப்பீர்கள் 1998 க்கும் 2002 ஆம் ஆண்டிற்குமிடையே வடக்கின் புனர்வாழ்வு மீள் குடியேற்ற அதிகார சபை இயங்கிவந்தது. அந்த அதிகார சபைக்கு ஒரு தலைவர் இருந்தார். அவருடைய உறவினர் ஒருவர் பொறியியலாளராகத் தகுதி பெற்றிராத போதும் அவ்வதிகார சபையின் பொறியியலாளராக நியமிக்கப்பட்டார். அவர் வெறுமனே வாகனத் தொழில் நுட்பவியலாளர் மட்டுமே. இவர் உயர் அரசாங்க அதிகாரி ஒருவருடன் நெருக்கமாக செயலாற்றி வந்தார். இம் மூவரும் இணைந்தே படம் வரைதல், திட்டமிடல், மதிப்பீடு செய்தல் போன்றவற்றைச் செய்து வந்தனர். பல்வேறு திட்டங்களின் பெயரில் RRAN நிறுவனத்திடமிருந்து பணத்தைப் பெற்றுக் கணக்கைக் காட்டத்தவறியவர்கள். அப்பணத்தில் 50 மில்லியனிற்கு மேல் தலைவர் தவிர்ந்த ஏனைய இருவராலும் சூறையாடப்பட்டது. அவர்கள் “ஈடுபட்டிருந்த” திட்டங்களாவன,

• சாவகச்சேரி சந்தை
• கொக்குவில் சந்தை .
• யாழ் மீன் பிடி கூட்டறவு சங்கத்தில் ஜஸ் தொழிற்சாலை குளிரூட்டி அறை நிறுவுதல்
• கொக்குவில் மஞ்சத்தடி ஆலயம்
• கீரிமலை நகுலேஸ்வர ஆலயம்
• யாழ் போதனா வைத்தியசாலை பிரேத அறை நிறுவுதல் என்பனவாகும்.

பல்வேறு திட்டங்களில் இவை சிலவாகும். 2003 ஆம் ஆண்டு சம்பந்தப்பட்ட அமைச்சு குற்றத்தடுப்பு பிரிவினருக்கு வழங்கிய முறைப்பாட்டின் பெயரில் மதிப்புமிக்க பல ஆதாரங்கள் கிடைத்திருந்தன. அதன் காரணமாக உயர் அரசாங்க அதிகாரியின் ஒப்பந்தம் இரத்துச் செய்யப்பட்டு அவர் வேலை இழந்தார். சில அழுத்தங்கள் காரணமாக விசாரணைகள் திடீரென முடிவிற்கு வந்தன. இதில் ஆபூர்வமான விடயம் என்னவெனில் வைமன் வீதியில் உள்ள மேற்படி “பொறியியலாளரது” வீடு அவரால் விடுதலைப்புலிகளின் அலுவலகத்திற்கென இலவசமாக வழங்கப்பட்டது, அடுத்த அதிர்ச்சிகரமான தகவல் இக் கனவானே தற்போது யாழ் மாநகர சபையின் ஆலோசகராக நியமிக்கப்பட்டுள்ளார். இத்தகைய ஆலோசகர் எவரும் இது நாள் வரையில், யாழ் மாநகர சபையில் செயற்படவுமில்லை. அந்நியமனத்திற்கான அங்கீகாரமுமில்லை. அவர் இப்பதவிக்கு நியமிக்கபட்டடிருப்பது உண்மையில் மர்மமான ஒன்றாகவே உள்ளது,
இக் கனவானே தற்போது யாழ் பல நோக்கு கூட்டுறவு சங்கத்திற்கும் தலைவராக செயற்படுகின்றார். இயக்குநர் சபை ஏதுமில்லாமல் தனிஆளாக எல்லாம் அங்கே நடந்தேறுகின்றன. யாழ்ப்பாணத்தில் உள்ள அனைத்துக் கூட்டுறவுச் சங்கங்களுமே நட்டத்தில் இயங்குவது தாங்கள் அறி;ந்ததே. ஒர் அமைச்சு நிதியத்திற்கு ஒரு மில்லியன் ரூபாவை நன்கொடையாக தம் சங்கத்தின் சார்பில் வழங்கியதோடு ஏனைய 26 சங்கங்களையும் மேற்படி தொகையை வழங்க வழிவகுத்துள்ளார்.

தொடர்ந்து 6 ஆண்டு காலமாக பயங்கரவாதத்தை ஒழித்து மக்களை மீட்பதற்காக நான் எடுத்த முயற்சிகளை அனைவரும் அறிவர். இந்தப்பணியில் எனக்கேற்பட்ட மனச்சங்கடம் மன உளைச்சல் என்பன ஒருவரின் கணிப்பிற்கும் கற்பனைக்கும் அப்பாற்பட்டதாகும். ஏனெனில் பிரயோகிக்கப்பட்ட வார்த்தைகளும், அடுக்கு மொழிகளும் எழுத்தில் வடிக்க முடியாதவையாகும். தமிழர்களிடையே பயங்கரவாதத்திற்கு எதிராக தனியாளாக நான் எப்போதும் போராடி வந்துள்ளேன் என்பதை தாங்கள் ஏற்றுக் கொள்வீர்கள்.

வடக்கிலும் கிழக்கிலும் மேலும் சிறப்பான ஜனநாயகத்தை ஏற்படுத்திக்கொடுக்க வேண்டிய கடப்பாடு தங்களிற்குண்டு. அனைத்து அரசியற்கட்சிகளும் பீதியற்று தடையற்று செயலாற்ற நல்லதொரு வாய்ப்பு ஏற்படுத்திக் கொடுக்கப்படல் வேண்டும். நீங்கள் இந்த நாட்டின் ஜனாதிபதியாகக் கடமையாற்றுகின்ற காலத்தில் மக்கள் தங்களின் செயற்பாடுகளை சரியான வகையில் புரிந்து கொள்வர்.

நாம் அரசாங்கத்தோடு முரண்படவில்லை. எமது எதிர்பார்ப்பெல்லாம் தமிழர்களால் நேர்மையான முறையில் ஓர் தலைமை தெரிவு செய்யப்பட்டு அதன் மூலம் நிரந்தரமான தீர்வை இனப்பிரச்சினைக்கு ஏற்படுத்த வேண்டுமென்பதே.

77th Birthday Ceremony of Hon. V. Anandasangaree

The respected Leader of Tamil United Liberation Front Hon. V. Anandasangaree would be celebrating his 77th Birthday on 15.06.2009. We, on behalf of our party and people of all communities of Sri Lanka whole heartedly wish him a long life with all endowments.

Whereever and whenever injustices are taking place his voice would be heard unremittingly. He has attained a permanent place of respect of all communities such as Tamils, Sinhalese, Muslims, Burghers and Malays because of the fact his voice is being raised irrespect of any difference of race, religion or locality. It was owing to such appreciable standard he had been awarded the tribute of UNESCO/Madanjeet Singh for Tolerance and Non-Violence on 2006.11.16.

He is steadfastingly holding the firm belief of finding a solution to the ethnic problem of this country on the basis of Federalism or in the alternative of Indian system devolution, then and now. He is much down-hearted since this dream still remains without fulfilment during his last 50 years of political life.

So, we pray to the Almighty that at-least during his next birthday, democracy is established in this country, his life long ambition is attained, thus enabling him to celebrate that birthday in Kilinochchi district where he started his victorious political life and to have the celebration with the people of that district in overwhelming manner freely and without and protection.

அகவை 77 ல் ஆனந்தசங்கரி.

தமிழர் விடுதலைக் கூட்டணியின் தலைவர் கௌரவ வீ. ஆனந்தசங்கரி அவர்கள் 15.06.2009 அன்று தனது 77 ஆவது அகவையை கொண்டாடுகின்றார். இவர் சகல சௌபாக்கியமும் பெற்று நீண்ட ஆயுளுடன் வாழவேண்டும் என, எமது கட்சி சார்பிலும் இலங்கை வாழ் அனைத்து இன மக்கள் சார்பிலும் வாழ்துகின்றோம்.

எங்கு அநீதி இழைக்கப்படுகின்றதோ அதற்கு எதிராக இவரது ஜனநாயக குரல் ஒலித்துக்கொண்டே இருக்கும். இவரது ஜனநாயக குரல் இனபேதமின்றி இலங்கை வாழ் அனைத்து இனம் சார்பாக ஒலிப்பதனால் தமிழர், இஸ்லாமியர், சிங்களவர் மற்றும் பறங்கியர் ஆகியோரின் மனதில் நீங்காத இடத்தை பிடித்துக்கொண்டார். இதனால் இவர் 2006.11.16 அன்று யுனெஸ்கோ அமைப்பினால் சகிப்புத்தன்மையும் அகிம்சையும் மேம்படுத்துவதற்கான மதன்ஜித் சிங் விருதை பெற்றுக்கொண்டார்.

இந்த நாட்டின் நீண்ட கால இனப்பிரச்சனைக்கு சமஷ்டி முறையிலேயோ அல்லது இந்திய முறையிலேயே தீர்வு காணப்பட வேண்டும் என்ற நிலைப்பாட்டில் அன்றும், இன்றும் உறுதியாக உள்ளார். இந்தக் கனவு, இவரது 50 வருட அரசியல் வாழ்வில் இன்னும் நிறைவேறாமல் இருப்பது இவருக்கு மிகுந்த மனச்சங்கடத்தை ஏற்படுத்தியுள்ளது.

இவரது அடுத்த பிறந்த நாளில், இலங்கையில் முற்று முழுதாக ஜனநாயகம் ஏற்பட்டு, இவரது நீண்ட நாள் அரசியல் கனவு நிறைவேறி, இவரது அரசியல் வெற்றிப் பயனம் ஆரம்பித்த கிளிநொச்சி மாவட்டத்தில், எந்த ஒரு பாதுகாப்பும் இன்றி, மக்களோடு மக்களாக அடுத்த பிறந்த நாளை வெகு விமர்சையாக கொண்டாட வேண்டும் என நாம் எல்லோரும் இறைவனிடம் வேண்டிக்கொள்வோமாக.

THE DTNA WILL NOT GO AFTER MAYOR'S OFFICE

The DTNA will not go after Mayor’s Office

Democratic Tamil National Alliance considers the TNA, as the first and the worst enemy of the Tamil People. They should take full responsibility, among many other matters, for the loss of several thousands of lives and for causing injuries for many more. One in ten in the IDP camps has some deformity. Many have become widows, widowers and orphans. The kith and kin of some are either dead or still missing. Almost all have lost all their belongings such as house-hold goods, Lories, Vans, Tractors, Trailers, Three-Wheelers, Motor-Cars, Motor-Cycles, their dairy farms, their poultry and their poor children lost their studies. All have become paupers now. They will find hardly anything left when they return to their homes one day. All these or atleast 90 % of these could have been saved and total displacement could have been avoided if only the TNA had the forethought to advise the LTTE to release the people from their grip, to go anywhere they liked. The TNA is blamed for this because, when everyone, every organization, every country, the EU, the UN etc. had made this request specifically, only the TNA kept on asking for the war to stop. When the 8000 students who sat for the G.C.E(O/L) exam were taken away for compulsory training by the LTTE the TNA kept mum. Some of them are now dead and others are under detention by the Government. Where are the children and grand-children of the TNA MPs. Will the TNA atleast now tell the world as to what happened to the students at Sencholai.

Who are these gentleman of the TNA now wanting to form an alliance with the DTNA. They are the people whom the LTTE elected to represent them in parliament fraudulently and it is they who unashamedly claimed the LTTE as the sole representatives of the people. The LTTE is no more and hence they do not need any representation in Parliament. Under the Present circumstances the most honourable action the TNA can take or must do is to quit parliament without clinging on to that office.

Neither the PLOTE nor the EPRLF(Pathmanabha) gave any indication to Mr. Srikantha who met me by appointment and the other two by accident. As for me I will not touch the TNA even with a “pole”. The dead, the injured and those living in the IDP camps deprived of all their rights will not pardon us if we have any deal with them. The TNA should not under-estimate our alliance partners who cannot be bought over with a mayor-ship or with any membership in Parliament as they sold themselves in April 2004.

For five years I fought a lone battle, amidst threat to my life, unbearable humiliations etc. I was also christened as a “traitor”. I now feel exonerated. Let the souls of the dead haunting our homes bless me and not curse me.

DO TEN YEAR OLDS IN IDP CAMP NEED IDENTITY CARDS?

I am perturbed over the decision of the Government to issue Identity Cards to children over 10 years old. No parent whether in-side the camp or outside the camp, be they Sinhalese, Tamils or Muslims from any part of Sri Lanka will welcome this move. One can’t be either wrong all the time or right all the time. Whether what I say is palatable to you or not, I do not know, but with the limited knowledge I have I am thoroughly convinced that it will prove counter-productive and disastrous and therefore I very humbly urge you to stop the authorities from doing so. In the alternative have the scheme extended to all the 10 year old ones right round the country, if your Excellency feel that it will help the children in several ways or limit it to children over 16 years, like all others so that they may not have the feeling that they are a different lot in the society and not equal to children of their age, living outside the camp. Let no sense of inferiority complex creep in to their young minds. There is already a feeling wounding them, as begging for their living.

These children in the IDP camps should be treated with utmost sympathy and not with contempt. What type of hardships these children under-went from the time they were in the wombs of their mothers, who were living in constant fear and tension for very many years, should be taken into consideration. The situation did not change but worsened day by day till it reached its climax during the last lap of the war. This is the period during which they experienced worst horrors in their life-time, a little bit of which was experienced by the people of Colombo who lived close to the Galle Face Green, where the Air Force was rehearsing for the air-display, minus the bombs. This situation was forced on them by a foolish terror group and was never welcomed by the people.

I humbly request you to kindly avoid labeling them directly or otherwise as Tigers, for their lifetime. This move is almost similar to the cyanide capsules the LTTE made the innocent child-recruits to carry.

I am sure that your Excellency will give serious consideration to my request and take all possible steps to prevent branding these children permanently as Tigers. Referring to the LTTE as Tamil Tigers is wrong and prejudicial to the good-will that prevails between the Tamil and Sinhalese communities. They called themselves only as Liberation Tigers and not as Tamil Tigers. This move will certainly prove counter-productive and in no way help you to win over the Tamils. The authorities may kindly be asked to trace the parents of the destitute children and hand them over to them. I just received information that the mother of an infant had died and the baby was trying to get itself breast-fed from the dead mother’s breast. This is not the first time this had happened.

Ps:- I will consider fingerprinting of small children as a cruel act.

நலன்புரி முகாம்களில் வாழும் 10 வயதடைந்த சிறுவர் சிறுமியருக்கு அடையாள அட்டை வழங்க அரசு எடுத்த தீர்மானம் எனக்கு பெரும் குழப்பத்தை தருகின்றது. இலங்கை மக்கள் சிங்கள, தமிழ், இஸ்லாமியர் என்ற வேறுபாடின்றி, நலன்புரி முகாமிற்குள்ளிருந்தாலும் சரி வெளியிலிருந்தாலும் சரி பெற்றோர் இத்திட்டத்தினை விரும்பி வரவேற்க மாட்டார்கள். ஒருவர் எல்லா நேரமும் பிழையாக இருக்க முடியாது. எல்லா நேரமும் சரியாகவும் இருக்க முடியாது. நான் கூறுவது தங்களுக்கு திருப்தியளிக்காவிட்டாலும் எனக்குள்ள குறுகிய அறிவைக்கொண்டு பார்க்கின்றபோதும், இச்செயற்பாடு எதிர்பார்த்த பலனை அளிக்காது, அனர்த்தத்தை உண்டுபண்ணும் என நம்புகின்ற படியால் இத்திட்டத்தினை கைவிடுமாறு, அதிகாரிகளுக்கு பணிக்கும்படி மிகவும் பணிவாக வேண்டுகின்றேன். அதற்குப்பதிலாக அது நன்மை தரும் என தாங்கள் கருதினால் நாடு பூராகவும் உள்ள 10 வயதடைந்த பிள்ளைகளுக்கும் இத்திட்டத்தை விஸ்தரிக்கலாம். தாங்கள் சமூகத்தில் தனித்த ஒரு குழுவைச்சேர்ந்தவர்கள் என்ற எண்ணத்தை பிள்ளைகளுக்கு கொடுக்காது, முகாமில் உள்ளும் புறமும் உள்ள அனைவரும் சமமானவர்கள் என்ற எண்ணத்தை ஏற்படுத்தக்கூடியவாறும், ஒரு தாழ்வு மனப்பான்மையை அவர்களின் இள மனதிற்குள் புகவிடாது இந்த வயது எல்லையை 16 வயதிற்கு உயர்த்தலாம். ஏற்கனவே தாம் பிச்சையெடுத்து உண்பதாக ஒரு கசப்பான உணர்வால் அவர்களது உள்ளம் புண்பட்டுள்ளது. புணர்வாழ்வு முகாமில் வாழ்கின்ற பிள்ளைகள் மிகுந்த அனுதாபத்தோடு கவனிக்கவேண்டியவர்களேயன்றி, அவர்களை விரோத மனப்பான்மையுடன் பார்க்கக்கூடாது.

பல ஆண்டுகளாக பயத்துடனும், பீதியுடனும் வாழ்ந்த தாய்மாரின், வயிற்றில் கருவாக உருவான நேரத்திலிருந்து, இன்றுவரை பயத்துடனும் பீதியுடனும் வாழ்கின்றார்கள் என்பதனை, தாங்கள் கவனத்தில் கொள்ள வேண்டும். யுத்தத்தின் கடைசிப்பகுதியில் நிலைமை மாறாமல் நாளுக்கு நாள் கூடி போரானது உச்சக்கட்டத்தை அடைந்திருந்தது. இந்தக்காலத்தில் இவர்கள் அனுபவித்த பயங்கரம் அவர்கள் வாழ்வில் என்றும் சந்தித்திராதது. கொழும்பு காலிமுகத்திடலுக்கு அண்மையில் வாழ்ந்த மக்கள் இச்சிறுவர்களது அனுபவத்தில் ஒரு மிகச்சிறு பகுதியை, அண்மையில் விமானப்படை ஒத்திகை நடைபெற்ற வேளையில் அனுபவித்தனர். ஆனால் ஒரு வித்தியாசம் இங்கே குண்டு விழவில்லை.

இந்த நிலைமை இவர்கள் விரும்பிப்பெற்றதல்ல. இவர்கள் மீது திணிக்கப்பட்டது. மிகப்பணிவாக நான் தங்களை வேண்டுவது இப்பிள்ளைகளை வாழ்நாள் பூராகவும் நினைக்கக்கூடியதாக புலிகள் என முத்திரை குத்தவேண்டாம். இச்செயலானது விடுதலைப்புலிகள் சிறுவர்களை படைக்குப் பிடித்துச்சென்று, சயனைட்டு குப்பிகளை கழுத்தில் கட்டிவிட்டசெயலுக்கு ஒப்பானதாகும்.

ஜனாதிபதி அவர்களே என்னுடைய வேண்டுகோளை மிக ஆழமாக பரிசீலித்து, இவர்களை நிரந்தரமாக புலிகள் என முத்திரை குத்தாதிருக்க சகல நடவடிக்கைகளையும் எடுக்கவும். விடுதலைப்புலிகளை தமிழ்ப்புலிகள் என்று வர்ணிப்பது தவறானது மட்டுமல்ல, சிங்கள தமிழ் மக்களின் ஒற்றுமைக்கு பங்கமானதும் கூட, அவர்கள் தங்களை விடுதலைப்புலிகள் என்றே அழைத்துவந்தனர். தமிழ் புலிகள் என்று அல்ல, எனவே இந்த முயற்சி எதிர்பார்த்த பலனைத்தராது. மேலும் தமிழ் மக்களின் உள்ளத்தை கவர்ந்தெடுக்க வேண்டுமென்ற தங்களின் அபிலாசைக்கு என்றுமே உதவாது. அதிகாரிகள், தயவுசெய்து அனாதரவான பிள்ளைகளை தேடிக்கண்டுபிடித்து, அவர்களின் பெற்றோரிடம் கையளிக்க உதவவேண்டும். இப்போது கடைசியாக எனக்குவந்த தகவலின்படி, இறந்துபோன தாயின் முலையில் ஒரு குழந்தை தனக்குத்தானே பாலூட்டிய சம்பவம் நடந்துள்ளது. இதுபோன்ற சம்பவம் இதுமட்டுமல்ல.

முக்கிய குறிப்பு : சிறு குழந்தைகளிடம் கைவிரல் அடையாளம் பெறுவது கொடூரமான செயல் என்றே கருதுகிறேன்.

Fate of the lonely destitute elders in the IDP camps

A lot of elderly persons from the IDP camps had been handed over to the people who under-took to take charge of them. There are many still languishing in the camps alone, with no capacity to identify themselves. In this situation I do not hesitate to say that they are gradually dying. A good number of their children and other relations who are doing well and living in far off places and in foreign countries are living in agony, finding it difficult to know their whereabouts. Some who had become deaf do not respond to any call or announcement over the microphone. The difficulty some undergo while waiting in the “Q” to get their food, cannot be described in words. Hence please take immediate steps to re-unite them with their families and also order the release of a list of persons accommodated in the IDP camps with available details.

I regret to inform you that while writing this letter just now, I hear that a person named Vairamuttu Selvarajah aged 55 who came from France to see his brother-in-law in the Ramanathan Camp, died on 27.05.2009. This type of incidents occur frequently causing more worry for those who live in misery.

Last week alone bodies of 66 un-identified person were buried in a common grave in a highly decomposed state at the Vavuniya Poonthoddam cemetery. To avoid this type of unpleasant incidents, place take steps to have them identified and also to construct a large mortuary to accommodate more corpse. I had made this request earlier also.

GOVEMENT EMPLOYEES IN IDP CAMPS TO BE TREATED WITH RESPECT

Government employees in IDP camps to be treated with respect.

Public servants of all levels were treated by the LTTE, only as errand boys in areas under their control and were not given due respect. I have brought this to your notice earlier too in my letter of 5th May. It should be remembered that they all helped the Government’s Civil Administration to continue, bearing all the insults and disrespect shown to them by the LTTE. Their conduct inspite of the humiliation they suffered, helped the Government to show the world that civil administration was going on un-interrupted. Today having lost their prestige, all their belongings and help from others, they are compelled to live like slaves of the Government, with no security for their lives.

Among these public servants there are a lot of officers belonging to the Sri Lanka Administrative Service. To mention a couple of them, Mr. Chelliah Dayananda who was Assistant Government Agent of Puthukudiyiruppu a grade-I, SLAS officer and the other is Mr. Kandasamy Parthipan Additional Government Agent of Mullaitheevu. If this is the tragic situation these two are facing I needless say anything about the others.

I also wish to bring an interesting thing to your notice. The EPDP that claims to have the Puthukudiyiruppu Pradesha Saba under its control and also having a say in the Northern STF have not brought to your notice the plight of the AGA and the Secretary - Pradesha Saba both of whom represent over one hundred and fifty thousand people

I strongly urge that these two officers should be allowed to move about freely and to obtain their services to re-organize the Government’s Administration in Vanni and to get engaged in development works. They will prove to be a great asset to the Government.

பராமரிப்பின்றி தனிமையில் வாடும் முதியோர்கள்

நான் முன்னர் விடுத்த வேண்டுகோளுக்கு அமைவாக இதுவரை பல முதியோர்கள் பராமரிக்கக்கூடியவாறு உறவினர்கள் பொறுப்பேற்பதற்கு வசதி செய்யப்பட்டிருந்தது, இருந்தபோதும் இன்னும் பலர் தனிமையில் வாடிவருகின்றனர். தம்மை இன்னார் என்று அறிவிக்க முடியாத வயதுகடந்த நிலையும்தாண்டி அங்கு உயிர்வாழ்கின்றனர்.

இந்த நிலையில் அவர்கள் மெல்ல மெல்ல செத்துக்கொண்டிருக்கின்றார்கள். வசதி படைத்த அவர்களின் உறவினர்களும், பிள்ளைகளும் வெளிநாடுகளிலும் இலங்கையின் தூர இடங்களிலும் வசித்துவருவதாலும், அவர்களின் உறவினர்கள் இவர்கள் நிலையை அறிந்துகொள்ள இயலாமல் துயரப்பட்டுக் கொண்டுள்ளார்கள். முகாம்களில் ஒலிவாங்கியில் கொடுக்கப்படும் அறிவுறுத்தல்களும் அவர்கள் செவியில் ஏறுவதில்லை. உணவினை பெற வரிசையில் நிற்க இயலாமல் படும் துன்பம் சொல்லில் அடங்காது. எனவே அவர்கள் தொடர்பான பெயர் விபரங்களை உடன் வெளியிடுவதுடன் தயவு செய்து தனியாக விடப்பட்டவர்களை ஒருங்கிணைக்குமாறும், தங்களை தயவுடன் கேட்டுக்கொள்கிறேன்.

தற்போது உங்களுக்கு இந்த கடிதத்தினை எழுதிக்கொண்டிருக்கும் போதும் எனக்குக் கிடைத்த தகவலின்படி தனது மைத்துனரை இராமநாதன் முகாமில் சந்திக்க பிரான்சில் இருந்து வந்த அவரின் 55 வயதுடைய வைரமுத்து செல்வராசா என்பவர் 27.05.2009இல் கொழும்பில் இறந்துவிட்டார் என்பதனையும் தங்களுக்கு வேதனையுடன் தெரிவித்துக்கொள்கின்றேன். இது போன்ற சம்பவங்கள் நிறைய நடந்து கொண்டிருக்கின்றன. இவை துயரப்படும் மக்களின் துயரத்தை மேலும் மேலும் அதிகரிப்பனவாகும்.

கடந்த ஞாயிற்றுக்கிழமை மட்டும் 66 இனங்காண இயலாத வயோதிபரின் சடலங்கள் வவுனியா, பூந்தோட்டம் மயானத்தில் அனாதை பிணங்களாக புதைக்கப்பட்டன. இதுபோன்ற சிரமங்களை தவிர்ப்பதற்கும் இவ்வாறானவர்கள் உடன் அடையாளம் காண ஏற்பாடு செய்யுமாறும், பிரேத அறை ஒன்றை உடன் ஏற்பாடு செய்யுமாறும் நான் உங்களுக்கு முன்னர் விடுத்த வேண்டுகோளையும் தயவுகூர்ந்து கவனத்தில் எடுக்குமாறும் பணிவுடன் வேண்டிநிற்கிறேன்.

இதுதொடர்பாக தங்களுக்கு கடந்த 05.05.2009 திகதிய கடிதம் மூலம் குறிப்பிட்டிருக்கிறேன். அதை விட பல தடவை வலியுறுத்தியும் வந்துள்ளேன். சாதாரண அரச ஊழியர் தொடக்கம் அரச உயர்மட்ட அதிகாரிகள் வரை பலர் விடுதலை புலிகளின் கட்டுப்பாட்டு பிரதேசத்தில் அவர்களுக்குரிய கௌரவம் வழங்கப்படாமல் சாதாரண எடுபிடியைப் போல் நடத்தப்பட்டனர்.

எவ்வாறாயினும் அவர்கள் தங்கள் மான நட்டங்களை பொருட்படுத்தாமல், அரசின் சிவில் நிர்வாகம் அங்கு நடைபெற உதவியவர்கள், அவர்கள் தமது மானத்தை இழந்தும், அரச சிவில் நிர்வாகம் நடைபெறுகிறது என்ற அரசின் வெளி உலக பிரச்சாரத்துக்கு உதவியவர்கள். இன்று மானமும் இழந்து உடமைகளும் இழந்து உதவியையும் இழந்து உயிரை கையில் பிடித்துக்கொண்டு அரசின் அடிமை சேவகர் போல் வாழ நிர்பந்திக்கப்பட்டுள்ளனர்.

இவர்களில் அரச நிர்வாக உயர்தர உத்தியோகத்தர்களும் அடங்குகின்றனர். நான் மிகவும் முக்கியமாக குறிப்பிடும் இருவரையும் இங்கு உதாரணமாக காட்ட விரும்புகிறேன். ஒன்று புதுக்குடியிருப்பில் மிக இறுக்கமான அரச சேவையினை நடைமுறைப் படுத்திய உதவி அரச அதிபர் செல்லையா தயானந்தா ஆகிய இவர் நிருவாக சேவை(எஸ்.எல்.எ.எஸ்) தரம் 01 அதிகாரி, மற்றவர் கந்தசாமி பார்த்தீபன். இவர் முல்லைத்தீவு மேலதிக அரச அதிபராக இறுதிவரை நின்று பணியாற்றியவர். இவர்களின் நிலையே இவ்வாறாக இருக்கும் போது ஏனையவர்கள் பற்றி நான் குறிப்பிட வேண்டிய அவசியமில்லை.

இதிலே குறிப்பிட வேண்டிய மிக முக்கியமான வேடிக்கையான விடையம் என்னவென்றால், புதுக்குடியிருப்பு பிரதேசசபையினை தமது கட்டுப்பாட்டில் வைத்திருப்பதாக கூறும் ஈ.பி.டி.பி வடக்கு செயலணியையும் வைத்துக்கொண்டு, சுமார் 1½ லட்சத்துக்கு மேல் உள்ள மக்களை பிரதிநிதித்துவப்படுத்தும் புதுக்குடியிருப்பு பிரதேச சபையின் உதவி அரசாங்க அதிபர் மற்றும் பிரதேச சபை செயலாளர் தொடர்பாக எதுவித செய்தியும் தங்களுக்கு தரவில்லை என்பதனையும் மிக வருத்தத்துடன் அறியத்தருகிறேன்.

எனவே இவர்கள் தொடர்பாக இவர்கள் வெளியில் நடமாடும் சுதந்திரத்தினை வழங்குவதுடன் அவர்கள் மூலம் அவ்வவ் மாவட்டங்களில் அரச நிர்வாகத்தினை மீள்கட்டமைத்து அபிவிருத்தி திட்டங்களை முன்னெடுக்க உதவுமாறு கேட்டுக்கொள்கிறேன்.

FREE THE DOCTORS WHO WERE ENGAGED IN HUMANITARIAN WORK.

Permit me to intervene on behalf of the three Doctors named Dr. T. Sathiyamoorthy, Dr. T. Varatharajan and Dr. V. Shanmugarajah, the first two are Regional Directors of Health Services of Kilinochchi and Mullaitheevu respectively and the third, Medical Superintendent of Mullaitheevu. When most of the Doctors in Vanni fled, these three stayed back and worked round the clock, shifting the Hospital from place to place as the army moved forward, attending on patients mostly injured ones. They were in large numbers very much out of proportion to the number one can handle. In one instance one of them who attended on a baby who had been fed with only tea for a number of days and dying, contacted his Sinhala professor and saved that child on the medical advice given by that professor. They worked day and night braving the weather and firing around them.

They did their duty till the civil administration broke down due to heavy shelling and even the ICRC refused to bring food or take the injured for the same reason. Most of the IDPs owe their lives to these doctors. They faced all problems and worked and withdrew only when they were convinced that they could not help the people any longer. The only option they had at that time was to leave Mullivaikal and come to the welfare centres like other IDPs. They did not flee as offenders but fled to safety like others and had come to the IDP camp from where two of them were taken and the other who was injured, from the Hospital.

The following facts should be considered in dealing with their cases:-

1. They are employees of the Government and working in Vanni for a long time.

2. No employee whether in the Government Sector or Private Sector was in a position to defy the orders of the LTTE and were bound to obey their orders without questioning, including interviews to the media as directed by them.

3. If these doctors are punished for carrying out the orders of the LTTE hardly one officer who worked there will escape punishment.

4. They were so duty-conscious that they worked till the last minute and could save many, numbering several thousands.

5. They should be honoured with certificate of merit for the humanitarian services rendered by them, especially for treating the injured at the most crucial time and saved the name of the Government. The Health Department should comment the services of these Doctors.

I do hope that your Excellency will have them released exonerating them of the charges if any. So far not a single person who worked in Vanni had been charged for violating the Establishment Code. To my knowledge no one. I strongly feel that it will be a historical blunder to punish them in any form.

கிளிநொச்சி, முல்லைத்தீவு மாவட்டங்களில் பிரதேச சுகாதார சேவைகளின் பணிப்பாளர்களாக கடமையாற்றிய வைத்திய கலாநிதிகள் ரி. சத்தியமூர்த்தி, ரி. வரதராஜன், முல்லைத்தீவு வைத்திய அத்தியட்சகர் கலாநிதி வி. சண்முகராஜா ஆகியோர் தடுத்து வைக்கப்பட்டிருப்பது சம்பந்தமாக தலையிட அனுமதிக்கவும். வன்னிப் பகுதி வைத்தியர்கள் தப்பி வர இம் மூவர் மட்டும் அங்கே தங்கியிருந்து இராணுவம் முன்னேற முன்னேற வைத்தியசாலையையும் நகர்த்திக் கொண்டு இரவு பகலாக நோயாளிகளுக்கும், காயமடைந்தோருக்கும் வைத்திய சேவையினை மேற்கொண்டிருந்தனர். தனி ஒருவரால் சமாளிக்க முடியாத பெரும் எண்ணிக்கையினரை இவர்கள் மூவரும் கவனித்து வந்தனர். பல நாட்கள் தேநீர் மட்டும் அருந்தி உயிருக்காக போராடிக் கொண்டிருந்த சிசு ஒன்றிற்கு வைத்தியம் செய்த ஒரு வைத்தியர், தனக்கு போதித்த ஒரு சிங்கள பேராசிரியரிடம் ஆலோசனை பெற்று அக் குழந்தையை காப்பாற்றியுள்ளார். இரவு பகலாக மோசமான காலநிலையையும், தம்மைச் சுற்றி பாய்ந்து கொண்டிருந்த துப்பாக்கிக் குண்டுகளையும் பொருட்படுத்தாது பணி புரிந்தார்கள்.

தொடர்ந்து செல் தாக்குதல் காரணமாக அரச நிர்வாகம் முடங்கிய நிலையில் உணவுக் கப்பலுக்கு துணைபோவதையும் காயமுற்றோரை மீட்டுச் செல்வதையும் இதே காரணத்துக்காக சர்வதேச செஞ்சிலுவை சங்கம் மறுத்திருந்த வேளை, வேறு வழியின்றி இவர்களும் தமது சேவையிலிருந்து ஒதுங்கிக் கொண்டனர். இவர்களின் சேவையாலேயே இடம் பெயர்ந்தோரில் பெரும் பகுதியினர் உயிர் வாழ்கின்றனர். பல்வேறு பிரச்சினைகளை இவர்கள் எதிர்நோக்கிய போதும் இனி மக்களுக்கு சேவை செய்யும் நிலை இல்லை என்பதை உணர்ந்த பின்பே தமது சேவையை நிறுத்திக் கொண்டனர். அவ்வேளை அவர்களுக்கு தோன்றிய ஒரேயொரு வழி, ஏனைய இடம்பெயர்ந்தவர்கள் போல தாமும் முள்ளிவாய்க்காலை விட்டு வெளியேறி நலன்புரி முகாம்களுக்கு வந்து சேர்வதே. அவர்கள் குற்றவாளிகளாக தப்பியோடவில்லை. ஆனால் பாதுகாப்புக்கருதி முகாமுக்கு வந்தவேளை முகாமில் வைத்து இருவரும், காயங்களுடன் வைத்தியசாலையில் அனுமதிக்கப்பட்டிருந்த மூன்றாவது வைத்தியரும் அதிகாரிகளால் அழைத்துச் செல்லப்பட்டனர். இவர்களின் விடயத்தில் பின்வரும் உண்மைகள் கவனத்திற்கு கொள்ளப்பட வேண்டியவையாகும்.

1. இவர்கள் அரச ஊழியர்களாக வன்னிப் பகுதியில் நீண்டகாலம் சேவை செய்தவர்கள்.

2. அரச ஊழியரோ தனியார்துறை ஊழியரோ விடுதலைப் புலிகளின் கட்டளையை மீறிச் செயற்பட முடியாத நிலையில் அவர்களின் கட்டளைக்கமையவே, ஊடகங்களுக்கு அறிக்கை விடும் விடயங்கள் உட்பட, சகல விடயங்களிலும் செயற்பட நிர்ப்பந்திக்கப்பட்டிருந்தனர்.

3. இவ் வைத்தியர்கள் விடுதலைப் புலிகளின் கட்டளைக்கமைய செயற்பட்டமைக்கு தண்டிக்கப்பட்டால் அப் பகுதியிலே சேவை செய்த அரச ஊழியர் ஒருவர் தன்னும் தண்டனையிலிருந்து தப்ப முடியாது.

எத்தகைய தண்டனை கொடுக்கப்பட்டாலும் அது சரித்திரத்தில் பெரும் தவறாகவே கணிக்கப்படும்.
