தமிழ் மக்கள் மீதான கொலைகளை அனைத்து தரப்பும் உடன் நிறுத்துக

வடக்கு கிழக்கிலும் ஏனைய பகுதிகளிலும் தமிழ் மக்கள் மீதான கொலைகளை உடன் நிறுத்த தமிழ் அமைப்புக்கள் மட்டுமல்ல, அரசும் மதகுருமார்களும் தங்கள் செல்வாக்கை பயன்படுத்த வேண்டும். அப்பாவி பொது மக்களைப்பற்றி சிறிதும் கவலைப்படாது இராணுவத்தினரை இலக்கு வைத்து கைக்குண்டு எறிதல், கிளைமோர் கண்ணிவெடித் தாக்குதல் போன்றவையும் உடனடியாக நிறுத்தப்பட வேண்டும். அண்மை காலமாக அரசியற் காரணத்திற்காக தமிழ் மக்கள் கொல்லப்பட்டு வருவது வேதனைக்குரியதும், கண்டனத்துக்குரியதுமாகும். எவரது உயிரையும் எடுக்கும் உரிமை எவருக்கும் ஆண்டவனால் வழங்கப்படவில்லை.

அரச கட்டுப்பாட்டுப் பகுதியில் இடம்பெறும் கொலைகளை முடிவிற்கு கொண்டுவர அரசு கடும் நடவடிக்கை எடுக்க வேண்டும். அதேவேளை விடுதலைப் புலிகள் சக அமைப்புக்களின் உறுப்பினர்களை முடிவற்று செய்யும் தொடர் கொலைகளை உடனடியாக நிறுத்த வேண்டும். கடந்த காலங்களில் மாற்று அமைப்பினர் என்ற ஒரே காரணத்தால் பலர் சுட்டுக் கொல்லப்பட்டபோதும், இன்று அவ் அமைப்புக்களின் பலர் ரெலோ, ஈ.பி.ஆர்.எல்.எப் ஆகியவை புலிகளிற்கு பயன்படுவதை கருத்திற்கொண்டாவது, கடந்தகால மாற்று இயக்க கொலைகளினால் பயன் இல்லை என்பதை விடுதலைப் புலிகள் இனியாவது உணர்ந்து கொலைகளை நிறுத்த முன்வர வேண்டும்.

புலிகளை சந்தித்துவரும் மதகுருமார்கள், புலிகள் சொல்வதை மட்டும் செவிமடுத்து வருவதை விட்டு புலிகளால் மேற்கொள்ளப்பட்டுவரும் கொலைகளை நிறுத்துமாறு கேட்க, மதத்தின் பெயராலும்;, மக்கள் சேவையின் பெயராலும் கடமைப்பட்டுள்ளார்கள். தமிழ் மக்கள் கொலைகளை கட்சி அடிப்படையில் ஆதரிப்பதை விடுத்து பத்திரிகைகளும் வெளிநாட்டு தமிழர்களும், புலிகளின் அமைப்பை வலியுறுத்துவதோடு நடைமுறை மனமாற்றத்தை ஏற்படுத்த முயற்சி எடுக்க வேண்டும். எமது மண் இன்று எமது மக்களாலேயே ஒரு சுடுகாடாகி வருகின்றதென்ற உண்மையை உலகத் தமிழர்கள் உணர்ந்து கொள்ள வேண்டும். இன்று வடக்கு கிழக்கில் உள்ள தமிழ், முஸ்லீம் மக்கள் இழப்பதற்கு எதுவுமற்றவர்கள் ஆகிவிட்டார்கள் என்பதையும் உணர வேண்டும்.

தமிழ் மக்களிற்கு கௌரவமான தீர்வு

தமிழ் மக்களிற்கு கௌரவமானதும் ஏற்றுக் கொள்ளக்கூடியதுமான தீர்வு ஒன்றை தென்னிலங்கை அரசியற் கட்சிகள் ஒருமுகமாக முன்வைக்க வேண்டும். அதற்கான ஆதரவை பிரதான எதிர்கட்சியான ரணில் விக்கிரமசிங்கவின் தலைமையிலான ஐ.தே.க வழங்க முன்வர வேண்டும். தென்னிலங்கை கட்சிகளின் விரைவான இம்முயற்சியே இந்த மண்ணில் கொலைகளை நிறுத்தக்கூடிய சூழ்நிலையை விரைவுபடுத்தக்கூடிய ஒரேயொரு பாதையாகும். இல்லாவிடின் அதற்கான கூடிய விலையை இந்த நாடு கொடுக்க வேண்டிவரும். அநியாயமான மூவின மக்களினதும் உயிரிழப்பிற்கே அது வழிவகுக்கும். கௌரவமான தீர்விற்கும், கொலைகளை நிறுத்தவும், முதல்வர் டாக்டர் மு. கருணாநிதியும் இந்திய மத்திய அரசும் தமது செல்வாக்கை சம்பந்தப்பட்ட தரப்புகளிடம் செலுத்த வேண்டும்.

காலவரையறையுடன் பேச்சுக்களை மீள தொடங்குக.

ஒரு காலவரையறையுடன் அரசும் - புலிகளும் பேச்சுக்களை தொடங்குவதன் மூலமே தீர்வை காண்பதுடன் ஏனைய பல்வேறு பிரச்சினைகளையும் முடிவிற்கு கொண்டுவர முடியும். ஒரு காலவரையறை வகுத்து நிரந்தர அரசியல் தீர்வுக்கான பேச்சை ஆரம்பிக்க தவறியமையாலேயே இன்று இந்த சமாதான ஒப்பந்தம், அனைத்து தரப்புக்கும் கொலைகளை இலகுவாக செய்துவிட்டு தப்புவதற்கே வழிவகுத்து கொடுத்துள்ளது. இத்தனைக்கும் கொல்லப்பட்டு வருபவர்கள் அப்பாவி தமிழ் மக்களும் கட்சிகளினதும், புலிகள் உட்பட அனைத்து இயக்கங்களினதும் ஆதரவாளர்களே. ஒட்டு மொத்ததத்தில் தமிழ் சமூகம் தன்னைத்தானே அழித்துக் கொள்ள விரைவாக செயற்படுவதே உண்மை

காலவரையறையுடன் பேச்சுக்களை ஆரம்பமுதலே தொடங்காத காரணத்தினால்தான் இன்றும் இறுதி அரசியல் தீர்வு பற்றி பேசாமல் பேச்சுக்களில் ஆரம்பத்தில் புலிகள் சார்பிலேயே கலந்து கொண்ட கருணாவை பற்றி மட்டும் பேசிக்கொண்டு காலத்தை விரையம் செய்கின்றோம். தமிழ் மக்கள் கொல்லப்படுவதற்கே இந்த கால அவகாசம் “சமாதான காலம்” என்ற பெயரில் பயன்படுகின்றது என்பதே துரதிஷ்டமான உண்மை நிலை. எனவே காலவரையறையுடன் கூடிய “இறுதி அரசியல் அதிகாரத்தை பெறுவது பற்றிய” பேச்சுக்களை தொடங்க சர்வதேச சமூகம் அரசையும், புலிகளையும் நிர்ப்பந்திக்க வேண்டும். அதேவேளை, அவுஸ்திரேலியா, பிரிட்டன், கனடா போன்ற நாடுகள் மனித உரிமைகளை மேம்படுத்தும் விடயத்தில் பேச்சுவார்த்தை தரப்புகளிற்கு பங்களிப்பு வழங்க முடியும்.

அனுசரணையாளர்களினதும், கண்காணிப்பு குழுவினதும் மெத்தன போக்கு

அனுசரணையாளர்களாகவும், கண்காணிப்பாளர்களாகவும் செயற்பட்டு வருபவர்கள், சமாதான ஒப்பந்த ஆரம்பகாலத்திலேயே அரசியல் கொலைகள் தொடங்கியபோது பாராமுகமாக இருந்தது இன்று நிலைமைகளை மோசமடைய செய்துவிட்டது. மக்களால் தெரிவு செய்யப்பட்ட யாழ் மாநகரசபை உறுப்பினர் போன்ற மக்கள் சேவையாளர்களின் கொலைகளின் போதே விடுதலைப் புலிகளின் அரசியற் கொலைகளை கட்டுப்படுத்த முயற்சித்திருந்தால் இன்று கண்காணிப்பு குழுவினரே கடல் நீர்ப்பரப்பில் 710 போர் வீரர்களையும், மாலுமிகளையும் கொண்ட கப்பலை புலிகள் தாக்க வந்தபோது தங்கள் உயிருக்காக அடைக்கலம் தேடி ஓட வேண்டி வந்திருக்காது.

STOP YOUR KILLINGS

I strongly condemn the massacre of the 65 innocent civilians and causing fatal injuries to over 70 others by your cadre at Keppitigollawa by a clay-more attack on the 15th of this month, within 24 hours of your arrival from Oslo where you went in connection with the peace talks. You should accept responsibility for this disgraceful action. No one is going to believe your denial. This type of incidents bring utter disgrace to a community once held at high esteem by the International Community.

The attempt of your cadre, obviously on your orders or with your knowledge, to sink the Navy ship with its 710 soldiers and the crew is highly deplorable. The brutal killings of the 13 civilians including women and small children and the total annihilation of a family with two children at Vankalai are also equally deplorable. It is not a question as to who is doing all these. I am asking you as to why are these happening? Don’t blame the others for your faults. Please don’t forget that it is your sacred duty to safeguard the civilians. If you have any regard for the innocent civilians, not a single life will be lost due to your actions. But while you take the life of some soldiers you don’t fail to take the lives of some innocent civilians also and up to now you have not even tendered any apology for any civilian deaths caused by you, but keep on repeating the same mistake. You cry from the roof tops when some one gets killed due to the attack of the service personnel. Please remember that we do not have Gandhians in the armed forces, to ignore what ever happens. It is your attacks on the army personnel that provoke them to retaliate. I condemn all killings and do not justify any killing under any circumstances. I ask you to stop all killings by your cadre and see, from that moment all other killings also will stop.

The soldiers whom you tried to kill are the very same people who had been providing security for you, your leaders and your cadre to and from the Air Port and the East. In all seriousness I am asking you as to whether you have the concurrence of your leader for your acts of this nature and for your notorious statements often ridiculed by the International Community. Are you also trying to confirm my finding that the LTTE leader Mr. V.Prabaharan has lost control of his cadre and each one of them is now a leader taking independent decisions. Good many of your statements display arrogance and disrespect on your part and does not give the impression that you are all ready for a settlement. Your frequent threats of war reminds me of the shepherd boy who used to shout “wolf’’ “ wolf” and ultimately paid for his folly with his entire flock. Similar tune is often heard from some of your local leaders and your proxy Parliamentarians. It is good for them and for all of us, if they keep quite. Let no one dream that an organization like yours can win a war by antagonizing the whole world. Tamils like all others do not want a war. They are not your people. Please stop calling them “our people”.

The country is well aware of your plans. So the International Community too. You engage your cadre in very provocative activities to instigate the Sinhalese to start a backlash. So far you have not succeeded. You tried your best to start one in Trincomalee hoping that it will spread to other parts of the country, but to your disappointment whatever happened was confined to the Trincomalee district. Will anyone with a bit of commonsense plant a bomb at the market square the day before the New Year, knowing fully well that a large number of Sinhalese men women and children will gather at that market square for their New Year marketing. The events that followed the bomb blast were deplorable. This was deliberately done by your cadre to provoke the Sinhalese. Whether they did it on their own or on the instructions from you I do not known. But the fact remains that a number of Sinhalese and Tamils lost their lives and Tamil property worth several crores destroyed or looted due to the foolish act of an individual. I hold you responsible for this irresponsible act done with the intention of causing harm to a few hundred thousand Tamils who fled their homes and living peacefully with Sinhalese and Muslims in the South. Fortunately the people are aware of your vicious intentions that there is peace in all areas other than in Trincomalee. Your massacre of 65 civilians at Keppitigollawa is another attempt to incite the Sinhalese and to provoke a backlash. But the Sinhalese have successfully defeated your plot once again.

Please note that I strongly condemn violence and do not condone any killing by anybody. No one has any right to take another person’s life under any circumstances. It is a big joke if you say that there are a number of front Organizations responsible for some criminal activities. Please admit that most of these Organisations are fictitious ones and managed by your cadre. It is you who said that the civilians are planting clay-more mines which statement was ridiculed by the International Community. The causalities in most cases happen to be not only from the army or navy but also innocent civilians. If any civilian is killed in retaliation you must take the responsibility for such killings as well. You say that you give training to the University Students for self-defense. Self-defense against whom?. You mix them up with your cadre who get involved in some incident and escape. It is some innocent University Students who get killed. You gave compulsory training to the three wheeler owners and mixed some of your cadre with them. Some incident takes place somewhere and your cadre responsible for such incidents vanish from the scene leaving some innocent owners at the mercy of the forces who in retaliation punished them. I was shocked to learn that the Students Union had claimed responsibility for throwing a hand grenade at the army killing and injuring some. I totally disbelieve the involvement by any student. But if you say so, then you must take the responsibility for the killings of any such Students also.

I had said more then once that the International Community cannot be hood -winked by you. They are well aware of all your activities and are not prepared to believe bundles of lies unfolded by you. Everyday you kill somebody from the Armed forces by throwing hand grenade or by clay-more mines or using your pistol group. A lot of innocent civilians also get killed in these operations. Yet you keep on blaming the forces for the killings without accepting your involvements. You stop your killings first and you will see that other killings all over the country also stop automatically. Whose brain is behind the call to all sections of the people to stop all work continously for some days? Why didn’t your killings also take a holiday? You don’t know how much sufferings the people underwent and to what extent the studies of our children preparing for the G.C.E (A/L) Examination suffered.

I appeal to you to call off all your notorious activities, now that you have failed in your mission and allow the Tamil People to live in Peace. You have cheated the Tamil people, the youths and the students in particular and also the Government and the International Community including the Norweign facilitators.

You have also destroyed our homes, our health our youths, our children’s Educations our culture and much cherished civilization. You have made all of us paupers. You have taken away our Democratic and Fundamental Rights and eroded into our Human Rights also. You are now trying to establish a totalitarian State. Please pack up and leave with your families and join your children having supper class Education in various countries. Left alone our people can look after themselves. The International Community is there if any protection is needed. But today they need protection only from your cadre. That is why they are moving to the South to live with the Sinhalese and the Muslims. Tamils fleeing to Tamil Nad in India is to avoid going into areas under your control because they don’t want to live under your subjugation.

In conclusion I request you to spare our youths at-least now. Every day not only you take the lives of the Sinhalese soldiers and Police officers who attend only to disputes between civilians, but also take the lives of innocent Tamils Sinhalese and Muslims. You also sacrifice our youths by sending them on various risky errands to many places from where most of them do not return alive. I am not asking you to send your children on such errands because they are dear to you. I am only asking you not to sacrifice the children of poor parents and allow them to study like your children.

I strongly condemn the brutal killings of men, women and children numbering 12 in Allaipiddy and Velanai. The Government should go all out to trace these cruel men who have no place in the society and expose them to the world. Saturday the 13th was a wesak day very holy to the Buddhist and also to the Hindus being Chitra Pawrami day.

The situation in the North and the East are deteriorating day by day. Without knowing the proper identity of the assailants I have no right to specifically accuse anybody but it is the Government’s duty to go all out to prevent such incidents taking place in the future, apart from identifying the culprits and bringing them to book.

Incidents of clay-more mine attacks, throwing hand grenades at checkpoints and shooting down or injuring soldiers at Check Post are very frequent occurrences in the North and East and should be condemned as equally barbaric acts. Almost in all such incidents innocent civilians also either get killed or injured.

I strongly condemn the killing of six innocent students in Trincomalee as brutal. All of them were Tamils. On what basis the death of three innocent civilians and an auto-driver killed in a clay-more attack become justifiable. They are also Tamils. The T.N.A. Members of Parliament did not open their mouths in respect of these death. Six Sinhalese youths for no fault of theirs were brutally killed at Komarankadawala. Whether it was a retaliatory act or not is not my question. Who did it and why did the T.N.A. Members remain silent?. What is the so called People’s Front doing?. Why don’t they condemn every killing. Who are these killers and who gives them authority to kill?. Are they keeping silent because all these killings are done by the infuriated civilians as claimed by Mr.S.P.Tamilchelvan.

The Parliamentarians and the Peoples Front have proved beyond doubt that they are there only to carry out the orders of the L.T.T.E. I firmly say “Let the L.T.T.E. stop their killings whether it is by the pistol group or by clay-more mine and hand-grenades, killings will automatically stop in all parts of the country.

I appeal to the Tamil Print Media that by publishing demeaning Cartoons and articles about me no one is going to gain anything. I have a duty by my people and I am doing it. But some one misuse the freedom of the press. With all respect to decent Journalists,. I am only sorry to say that a Cartoon appeared in a Local paper depicting me as a dog with a bone, clearly shows that Journalism in Sri Lanka has gone to the dogs.

Your Excellency,

While appreciating all the efforts you are taking to find a solution for the ethnic problem, the way things are moving I have my serious doubts of the Peace Process taking off the ground. Since the TNA Members of Parliament do not bother about the people whom they are supposed to represent and only speak on behalf of the LTTE. I have to take the responsibility to speak for the Tamils, having been their representative in Parliament for several years, representing the Kilinochchi Electorate and the Jaffna Electoral District, for 14 and four years respectively.

The International Community that had thrown its full weight to find a solution to our ethnic problems is gradually getting disgusted with the whole thing and it may not be a surprise if they give up their efforts totally. Each country has its own problem to bother about. The very frequent visits, of the Japanese Special envoy His Excellency Yasushi Akashi and the Swiss Government’s offer, without any hesitation to host the Peace talks in Geneva and many other good gestures displayed by various countries, clearly show that every country is prepared to do anything to make the talks a successes. It is the LTTE’s ignorance that prevents the LTTE to grab the golden opportunity made available to them. They should realise that the attitude of the International Community, the European Union in particular, will not remain the same through out. They should therefore give up making unreasonable demands, with the deliberate intention of dragging on the talks. The LTTE’s demand to have their cadre air-lifted by the Sri Lankan Helicopters is ridiculous and as silly as asking the Sri Lankan Airforce to help them to fight the Sri Lankan Army.

The European Union has in one way shown its resentment to the LTTE by imposing a travel ban on them and thereby given a signal that they are not going to tolerate their activities for ever. It was equally a signal to the Government, that unless the Government comes forward with a proposal, reasonable enough in their assessment, as one that could be recommended by them to the Tamil People or the LTTE, is not going to be hard on the LTTE.

We can’t expect the European Union to accept any solution under a Unitary system as a reasonable one. The International Community is committed under the Oslo Agreement to find a solution based on Federalism and for the satisfaction of all those opposed to a division of the country, under a United Sri Lanka. This is why I am insisting on the Indian Model, which is neither Unitary nor Federal and satisfies the requirements of the anti-Federal and anti Unitary forces.

Further more it appears to be acceptable to a large majority of the people whether they are Sinhalese, Tamils or Muslims. The Budhist clergy too is only opposed to a division but agreeable for a solution of this nature. I recollect your saying after your victory at the Presidential Poll that all votes cast for the UNP cannot be considered as votes cast against you. True enough! The 49.7 % of the votes the UNP candidate obtained were votes cast for a Federal solution. The leftist parties had been supportive of a Federal Solution. Above all the at the annual convention of your party the Sri Lanka Freedom Party last year supported by your predecessor in office Mrs. Chandrika Bandaranaike Kumarathunga and you as the then Prime Minister, unanimously resolved to offer Federalism as a solution to the Ethnic problem.

I am not unaware of the MOU you have signed with the JVP and the JHU. Both these parties are very patriotic. They do not want to see the citizens of this country dying everyday and with no hopes of stopping it. Therefore they will agree with you to change their stance, if they are convinced that by offering an acceptable solution to the Tamils and if the International Community is satisfied with the solution offered, even if the LTTE rejects it they can pressurise the LTTE to accept it. The European Union cannot be expected to do it unless they are satisfied that the solution proposed will be based at least on the Indian Model and within a United Sri Lanka. In any case, I am confident that if referred to the people at a referendum they will reaffirm the mandate given to you at the Presidential and Local Elections to solve the Ethnic problem.

Hence my request to you at this juncture is that you must without delay prepare a draft and have it ready for presentation at the next round of talks with the LTTE. If for any reasons, no further talks take place, refer it to the people for a decision without any delay, but before doing so please consult at least the co-chairs.

The Indian Government now has a roll to play. It is true that the Indian Government that burnt its fingers earlier, is reluctant to come into the scene. It cannot certainly forget the humiliation and insult it, suffered when the Government of Sri Lanka gave all support to the LTTE to fight the Peace Keeping Force. Inspite of all these, in view of the serious situation the country is facing today, India’s participation at this stage is indispensable.

It is generally believed that the numerical strength of the Members of Parliament of Tamil Naad and Pondicheri, who are the alliance partners of the Congress Government in Delhi, deters the Congress Government from taking a firm stand on Sri Lanka. But today with the brake away of the MDMK of Mr. Vaiko, the Tamil Members of Parliament in India will be too happy to see the Indian Government intervening to solve the Ethnic problem based on the Indian Model. Certainly the Tamil Naad Members of Parliament cannot expect the Sri Lankan Tamils to enjoy more powers than what they enjoy in their own country. I am personally of the view that seeking Indian assistance at this juncture will be very beneficial to all concerned, the Indian Government, the Tamil Naad Members of Parliament. Sri Lankan Government and also its people. The Tamil Naad Members will have the satisfaction of having made their contribution to solve the long standing Ethnic problem. The Indian Government will have the satisfaction of having done its duty. You will have the satisfaction of having solved the problem during your Presidentship and the International Community can claim the credit for the roll they played in finding a solution, which is fifty years old.

I am making this appeal to you, having done a lot of spade work in this connection. I have had several rounds of talkes with leaders of almost all Political parties except the TNA. I had discussions with many members of the Maha Sanghe and the Mahanayakes. Above all I met a number of expatriate Sri Lankans, Sinhalese, Tamils and Muslims in many countries in Europe Scandinavia and also in Canada and the USA. I have done my best for my country and my people with very limited resources I had at my disposal. It is now left to you to take it further and make Sri Lanka belong to the Sinhalese, Tamils, Muslims, Malays, Burgers and other small groups who claim Sri Lanka as their land of birth. Make Sri Lanka a country where the Democratic and Fundamental Rights of the People are preserved and their Human Rights not violated.

ARRESTS AND DETENTIONS OF TAMILS

I regret to bring to your notice the pathetic plight of the people living behind the iron curtain of the LTTE. Every one is only worried of the Ceasefire Agreement and its implementation. No one seems to bother about the sufferings of those people who under go untold hardships under the LTTE rule with no hopes of redemption for very many years. The CFA had given legitimacy to the LTTE to rule them since 22nd February, 2002. One reason for the LTTE to drag on without taking the talks seriously is to solidify their position in the areas under their control.

Apart from those who live in the LTTE’s iron curtain area, the Provisions in the CFA enabled the LTTE to come into the areas under the control of the Government. You find them all over the country without any control or restrictions. That is the reason for the random killings of the civilians and forces. If the LTTE can’t honour the provisions of the CFA the most honorable thing for them to do is to withdraw from the Government controlled areas to their areas. If they don’t do so on their own they should be told that killing people, planting of clay-more mines, throwing hand grenades and killing and injuring soldiers and Police men are no work related to politics because they are allowed into the Government areas to do only political work and not to kill.

Contrary to Mr. Thamilselvan’s claim that those who harm the Army, Navy, and Police personnel are the LTTE cadre and not the innocent civilians. They plant a clay-more mine or throw a hand grenade and take to their heels and the soldiers penalise the innocent people on the road. They are arrested and detained by D.O. from the Defence Secretary.

Since the Tamils of the North and East have no proper representation and the TNA Members of Parliament only talk on behalf of the LTTE and not about the people. I have to make representations to you being the one who came first in the Jaffna electoral district at the last free and fair election held on the 5th December, 2001 by obtaining 36,000 votes. The reports of all the five Election Monitoring teams and the conduct of the TNA Members of Parliament representing the North and East, strongly support my claim.

The arrest and detention of large number of Tamils should be re-viewed without delay. Those who can provide worthy guarantors to take charge of them should be handed over to the person who undertakes to take charge of them

I know the pathetic plight of a person very well known to me arrested the day before Thaipongal following a shooting incident. Hearing shots fired he rushed to the road to look for his children who had gone for tuition. He had been arrested and detained under a false charge and still detained.

I needless say that arrests at random and unjustifiable detentions will only help the LTTE to escalate their anti Government propaganda and strengthen their claim. The International Community too cannot be happy seeing innocent people harassed and detained. Hence please take immediate steps to screen those arrested and release the innocent ones immediately.

The attempt to assassinate the Commander of the Army Lt. Gen. Sarath Fonseke was strongly condemned by me as a dastardly act. While expressing my deepest sympathies to the families of the victims, I pray for the early recovery of the Commander of the Army and the others who sustained injuries.

I honestly believed that the strong condemnation of this ruthless attack of the LTTE by the International Community would have deterred them from further attacks of this nature. Instead it is on the increase, both in the North and the East. During the past few days a number of civilians, Police, Army and Navy personnel had been killed and several wounded in hand -grenade, and clay-more mine attacks. It appears as if the LTTE will never change their ways. I reject the ridiculous claim of Mr.S.P. Thamilselvan that the infuriated people are doing all these. Our people are God fearing and pious and will never stoop to this level. They shun violence. Hence it is the duty of the Government to give protection to all of its citizens. Nothing should be done to cause panic even in a small way. The situation will have to be handled cautiously and avoided falling in to the trap of the LTTE which promotes disentment among various communities, to spark off communal riots.

It is very unfortunate that the bombing in Muthur caused a few civilan deaths, some injured and few houses damaged. My advice would be that the Government should assure the people that such incidents will not be repeated and advice those, whose houses are not damaged to return to their homes and whatever relief they are entitled to could be handed over to them in their respective homes. As for those families whose houses are damaged they could be moved to welfare centers close to their homes and looked after till their houses are repaired.

It is not proper to punish innocent people for the fault of others. The Muthur bombing incident had received wide publicity in the Foreign countries, through the media under the control of the LTTE. It is perfectly alright if the LTTE tells the truth to the International Community and the Tamil expatriates, but unfortunately they do not do so.

I will welcome any justifiable action on the part of the Government without harassing or causing panic to the people.

எனது முன்னைய கடிதங்களுக்கு நீங்கள் பதில் எதுவும் தராதபோதும் அவசிய தேவை காரணமாக மீண்டும் இக் கடிதத்தை எழுதுகிறேன். நீங்கள் பதில் தராமை எனது கடிதங்கள் உங்களை வந்தடையவில்லை என எண்ணத் தோன்றுகிறது. எனது ஆலோசனைகளை ஏற்றிருந்தால் உங்கள் அமைப்பினுடைய தோற்றமும் மாறி நாட்டில் சமாதானமும் என்றோ ஏற்பட்டிருக்கும். எனது ஆலோசனைகளை ஏற்று செயற்பட இன்னும் காலம் கடக்கவில்லை. நான் நல்லெண்ணத்தோடு சுயமாக செயற்படுகின்றவன் என்பதை உறுதியாக நம்பவும், செல்வாக்கு மூலமோ அன்றி பண மூலமோ என்னை யாரும் வாங்கிவிட முடியாது. எமது மக்களும். எமது முழு நாட்டவரும் போதியளவு துன்பத்தை அனுபவித்து விட்டனர். உங்களுடைய செயற்பாடுகள் அனைத்தையும் உடன் நிறுத்தி மக்களை நிம்மதியாக வாழவிட்டு உடனடியாக பேச்சுவார்த்தையில் ஈடுபடுங்கள்.

அண்மையில் இராணுவத்தளபதி லெப்டினன்ட் ஜெனரல் சரத் பொன்சேக மீது தொடரப்பட்ட படுகொலை முயற்சியே என்னை இக்கடிதத்தை எழுதத் தூண்டியது. மிகவும் பாரதூரமான, மிகக் கோழைத்தனமான இக் குற்றச் செயலை முதற்கண் வன்மையாக கண்டிக்க விரும்புகின்றேன். முன்னாள் வெளிவிவகார அமைச்சர் லக்ஷ்மன் கதிர்காமர் கொலைக்கு சமமான இச் சம்பவம் இந்திய முன்னாள் பிரதம மந்திரி ராஜீவ்காந்தி, தமிழர் விடுதலைக் கூட்டணி செயலாளர் நாயகம் அ.அமிர்தலிங்கம் ஆகியோரின் படுகொலைகளுக்கு எந்த விதத்திலும் குறைந்ததல்ல. கடிதத்தை சுருக்க வேண்டியுள்ளதால் உச்சியிலிருந்து உங்களை உருட்டி விட்ட இத்தகைய பாரதூரமான கொலைகள் பற்றி நான் இங்கே குறிப்பிடவில்லை.

தொண்டர்கள் மீது பழியை போட்டுவிட்டு தந்திரமாக தப்பித்துக் கொள்ளும் தற்காலத் தலைவர்கள் அநேகரிடம் இல்லாத ஒரு சிறந்த குணம் உங்களுக்கு இருப்பதை நான் பாராட்டுகின்றேன். முன்னாள் யாழ் மேயர் துரையப்பா படுகொலை தொடக்கம் இராணுவத்தளபதி சரத் பொன்சேகா கொலை முயற்சிவரை அரசியலிலும், தீவிரவாதத்திலும் ஈடுபடத் தொடங்கிய நாள் தொட்டு இன்றுவரை பொறுப்பை தட்டிக்கழிக்காமல் போராளிகளின் தப்பு தவறுகளுக்கு பொறுப்பேற்பது தலைமைக்குரிய நல்ல அம்சமாகும். இத்தகைய குற்றங்களை இன்னும் எவ்வளவு காலத்துக்கு மூடி மறைக்கப் போகின்றீர்கள?. இன்று உங்களை மிகக் கொடூரமான பயங்கரவாத இயக்கத்தின் தலைவரென உலகத்திலேயே அடையாளப் படுத்தப்பட்டுள்ளீர்கள். ஆரம்பத்தில் இருந்தே நல்ல ஆலோசனைகளுக்கு செவிசாய்த்திருந்திருப்பின் இன்று பெருமளவு தமிழ் மக்கள் தாம் இழந்த உரிமைகளை மீளப்பெற்று நாட்டின் ஏனையவர்கள் போல் சகல உரிமைகளையும் அனுபவித்து வாழ வேண்டும் என்ற உமது ஆசை நிறைவேறியிருக்கும். உமது உறுதிப்பாட்டையும் போராளிகளின் கட்டுப்பாட்டையும் உலகின் பல்வேறு பகுதிகளிலும் மிகைப்படுத்தி பேசிய ஒரு காலம் இருந்தது. உங்கள் கொள்கைகளையோ அன்றி வழி முறைகளையோ ஆதரிக்காத பல சிங்கள, முஸ்லீம் மக்கள் கூட பாராட்டியதை நான் அறிவேன். அந்த நிலை இன்று மாறிவிட்டது. உங்களுடைய தளபதிகளும் அவர்களின் கீழ் செயற்படுகின்றவர்களும் பொது நோக்குடன் செயற்படாத சுயநலமிகளாகி விட்டனர். அவர்கள் தங்களைப் பற்றியும் தங்கள் குடும்பத்தினரைப் பற்றியுமே கவலைப்படுகின்றனர். அவர்கள் ஒவ்வொருவராக உங்களைவிட்டுப் பிரிவதற்கு முன் விழிப்படையுங்கள்.

இந் நாட்டுக்கு சமாதானத்தைக் கொண்டுவர நம் நாட்டவர் அனைவரும் சர்வதேச சமூகத்தினரும் அயராது உழைக்கின்றனர். பேச்சுவார்த்தைக்கு உங்களை கொண்டு வர மிகப் பிரயத்தனம் செய்கின்றனர். தங்களின் கீழ் மாகாண அரசியல் தலைவர்களை வானூர்தி மூலம் கொண்டுவர மறுத்த அரசின் செயல், யுத்த நிறுத்த ஒப்பந்தத்தை கடுமையாக மீறி ஒரு கர்ப்பிணித் தாயை கொண்டு இராணுவத் தளபதியை கொல்வதற்கு மனித குண்டாக உங்கள் போராளிகள் உபயோகப்படுத்தியதும் அந்தளவுக்கு பாராதூரமான விடயமல்ல.

ஒவ்வொருவரும் கேட்கும் கேள்வி யாதெனில் இராணுவத் தளபதியை கொலை செய்ய ஒரு மனித குண்டை அனுப்பக் காரணமாக இருந்தவர் யார் என்பதும், எதற்காக அனுப்பினார் என்பதுமே ஆகும். இதற்காகவே உங்கள் அமைப்புக்குள் எமது பிரச்சினைக்கு தீர்வுகாண விரும்பாத போராளிகள் இருக்கின்றார்கள் என்ற குற்றச்சாட்டை நான் சுமத்துகின்றேன். தலைமை தடம் புரளுகின்றது என்பதை நீங்கள் ஏற்றக் கொள்ள வேண்டும். சமாதான முயற்சியை குழப்ப அன்றி தாமதிக்க, வேண்டுமென்றே மணிக்கூட்டை பின் திருப்பியவர் யார்?

மூதூரிலும் ஏனைய பகுதிகளிலும் அரச படைகளால் நடத்தப்பட்ட விமானக் குண்டுத் தாக்குதல்களை இருசாராரையும் சமமாக கண்டிக்கின்றேன். மக்களை பாதுகாப்பதும் சிறியளவிலே தன்னும் பீதியடையச் செய்யாதிருப்பதும் அரசின் கடமையாகும். மக்களை கேடயமாக பாவியாது மக்கள் வாழும் பகுதிகளில் இருந்து ஒதுங்கி செயற்பட வேண்டிய கடமை உங்களுக்கும் உண்டு. மக்கள் இடம் பெயர்வதற்கும் மக்களுக்கு ஏற்பட்ட உயிரிழப்புக்கள் ஏனைய சேதங்களுக்கும் விடுதலைப் புலிகளும் பொறுப்பேற்க வேண்டும். அப்பாவி மக்கள் பற்றி கடுகளவேனும் சிந்திக்காது பலரின் உயிரை குடித்து மேலும் பலரை ஊனமுறச் செய்த மனிதகுண்டுத் தாக்குதல் இராணுவத்தை வலுவாகத் தூண்டிவிடக்கூடிய சம்பவமாகவே இதை உணர்கின்றேன்.

நிரந்தர யுத்த நிறுத்தம் ஒன்றை பிரகடனப்படுத்த வேண்டிய நேரம் உமக்கு வந்துவிட்டது. இனியும் நீர் உமது தளபதிகளையும் அவர்களுக்கு கீழ் செயற்படுகின்ற போராளிகளையும் நம்பியிருக்க முடியாது. அத்தகைய போராளிகள் பலர் குண்டர்கள் போல் செயற்பட்டு அப்பாவி மக்களை துன்புறுத்துகின்றனர். மானிடர்களிலும் உயர்ந்தவர்கள் போல் தம்மை கணித்து மக்களை அடிமைகள் போல் நடத்துகின்றனர். மக்கள் உங்கள் மீது வைத்திருந்த நம்பிக்கை மிக வேகமாக குறைந்து வருகிறது. தமிழ் ஈழம் என்றும் அடையக்கூடியதல்ல என்பதற்கு சில காரணங்களை இங்கே தருகின்றேன். ஆகவே பிரிவினையை கைவிட்டு சமஷ்டி அடிப்படையில் தீர்வு காண்பதற்கு சம்மதம் தெரிவித்து அறிவியுங்கள். அண்மையில் நடைபெற்ற ஜனாதிபதித் தேர்தலில் 49.7 வீத வாக்காளர்கள் பகிரங்கமாக சமஷ்டி தீர்வுக்கு ஆதரவளிததுள்ளதோடு கடைசியாக நடைபெற்ற மாநாட்டில் ஸ்ரீலங்கா சுதந்திரக் கட்சி இனப்பிரச்சினை தீர்விற்கு சமஷ்டி முறையை அங்கீகரித்து தீர்மானம் நிறைவேற்றியுள்ளது. இடதுசாரிக் கட்சிகள் தேர்தல் பிரச்சாரத்தின் போது இத் தீர்வை ஆதரித்து பிரச்சாரம் செய்தனர். நீங்கள் பிரிவினையை கைவிடின் ஜே.வி.பி, ஹெல உருமய ஆகிய கட்சிகள் ஆதரவு வழங்கும் என்ற நம்பிக்கை எனக்குண்டு. எது எப்படி இருப்பினும் மக்களின் தீர்ப்புக்கு இப்பிரச்சினை விடப்பட்டால் நூற்றுக்கு எண்பது வீதமான மக்கள் வாக்களிப்பார்கள் என்பது உறுதி. தமிழர் விடுதலைக் கூட்டணித் தலைவர் கௌரவ எஸ்.ஜே.வி. செல்வநாயகம் அவர்கள்கூட ஏற்புடையதான மாற்றுத் தீர்வை அரசு முன்வைத்தால் அதை மக்களுக்கு சிபாரிசு செய்வதாக கூறியிருந்தார்

சமஷ்டி அடிப்படையில் ஒரு தீர்வு காண்பதற்கு இதுவே சிறந்த தருணமாகும். எமது மக்கள் இதை வரவேற்பார்கள். சிங்கள, முஸ்லீம், மக்களும் இத் தீர்வை வரவேற்பார்கள். சர்வதேச சமூகமும் முழு ஆதரவோடு பல்வேறு உதவிகளும் வழங்க தயாராக உள்ளது.

தமிழீழ கோரிக்கையை ஆதரிப்பதில்லை என இந்தியாவில் ஆட்சிபீடம் ஏறிய கட்சிகள் தொடர்ந்து கூறி வருகின்றன. அவர்கள் நிலைப்பாட்டை நாம் சரியாக புரிந்து கொள்ள வேண்டும். இலங்கையர் மீது விருப்பு வெறுப்பில் ஏற்பட்ட நிலைப்பாடு அல்ல. 1960 ம் ஆண்டளவில் கைவிடப்பட்ட தனிநாட்டுக் கோரிக்கை மீண்டும் தமிழ் நாட்டில் புதுப்பிக்கப்பட்டு விடுமோ என்ற ஐயமே இதற்குக் காரணமாகும். என்றோ கைவிடப்பட்ட கோரிக்கையை இன்று தமிழ் நாட்டில் யாரும் பேசுவதில்லை. இந்தியாவையும் இலங்கையையும் 28 மைல் அகலம் கொண்ட பாக்குநீரிணையே பிரிக்கின்றது என்பதும்; கவனத்தில் எடுக்கப்பட வேண்டியவொரு விடயமாகும். ஆகவே நீங்கள் எவ்வளவு முயற்சித்தாலும் எத்தகைய அர்ப்பணிப்புடன் செயற்பட்டாலும் நாட்டுப் பிரிவினை என்றும் சாத்தியமாகாது. ஆகையால் அதற்குப் பதிலாக வேறு வழிமுறைகளை கையாள வேண்டும். தற்போது நீங்கள் திருமணமாகி பல பொறுப்புக்களுடன் உள்ளீர்கள். கவனிப்பதற்கு சொந்த பிள்ளைகளோடு பல ஆயிரக்கணக்கானோரின் பிள்ளைகளின் பொறுப்பும் உண்டு. ஆகவே மிகவும் பொறுப்புடன் செயற்பட வேண்டிய தேவை உங்களுக்கு உண்டு. ஒரு தந்தை என்ற முறையில் பிள்ளைகளைப் பற்றிய அக்கறை பெற்றோருக்கு எவ்வளவு உள்ளது என்பதை அறிவீர்கள். ஒரு பிள்ளைக்கு மரணம் ஏற்படுமிடத்து அல்லது பிள்ளையின் படிப்புக்கு பங்கம் ஏற்பட்டால் பெற்றோர் எவ்வளவு வேதனை அடைகின்றார்கள் என்பதை நீங்கள அறிவீர்கள். தலைவனை இழந்த குடும்பம் எவ்வளவு கஷ்டத்தின் மத்தியில் வாழ்கிறது என்பது நீங்கள் அறியாததல்ல. யுத்தம் காரணமாக 60,000 பேரளவில் இறந்திருப்பதாக கணக்கிடப்பட்டுள்ளது. ஆனால் எனது மதிப்பீட்டின்படி அதிலும் மிகக் கூடிய எண்ணிக்கையினர் இறந்திருக்க வேண்டும். கூறப்பட்டுள்ள எண்ணிக்கை நிலையானதாக இருப்பினும் தினமும் பலர் கொல்லப்பட்டுக் கொண்டிருக்கிறார்கள். தமது தரப்பில் 20,000 பேர் இறந்ததாக இராணுவமும், உங்கள் தரப்பில் 18,000 போராளிகள் இறந்ததாகவும் கூறப்படுகிறது. வேறு வழிகளில் கொல்லப்பட்ட பல்லாயிரக் கணக்கானோரின் எண்ணிக்கைக்கு என்ன நடந்தது. உங்களால் பிறப்பிக்கப்பட்ட கட்டளைக்கு அமையவே உங்கள் போராளிகள் செயற்பட்டார்கள் என்பதை என்னால் ஏற்றுக் கொள்ள முடியாது. போராளிகள் தாமாகவே தம் இஷ்டப்படி கொலைகளை செய்ய ஆரம்பித்து விட்டார்கள். உங்களுடைய போராளிகள் பல ஆண்டுகள் பிரதமர் பதவியை வகுத்திருக்கக்கூடிய ஒருவரை இந்தியாவுக்கு இல்லாமல் செய்தனர். பல நன் மதிப்புக்குரிய சிங்கள, தமிழ், முஸ்லீம் அரசியல் தலைவர்களை நாடுபூராவும் கொன்றுள்ளார்கள். முன்னாள் யாழ் நகர மேயர் அல்பிரட் துரையப்பாவில் ஆரம்பித்த கொலை இடைநிறுத்தப்படாது 30 வருடங்களாக தொடர்கின்றன. மருதானை, மத்தியவங்கி, மத்திய பஸ் நிலையம், மத்திய தந்தி நிலையம், அலுத்கம புகையிரத வண்டி, ஆகிய இடங்களில் நடைபெற்ற குண்டு வெடிப்பில் ஆயிரக்கணக்கானோர் உயிரிழந்து அவயங்களை இழந்து கண்பார்வை இழந்து, நடமாட முடியாத நிலையில் வாழ்ந்து கொண்டிருக்கிறார்கள். இதற்கெல்லாம் உங்கள் போராளிகளே பொறுப்பேற்க வேண்டும்.

மேலும் பின்வரும் படுகொலைகளை மறந்திருக்கமாட்டீர்கள். அனுராதபுரத்தில் 129 பேர், ஹபரணவில் 127 பேர், ஏறாவூரில் இரு சம்பவங்களில் 243 பேர், காத்தான்குடி 103 பேர், பள்ளியகொடலவில் 161 பேர், 35 மாணவ சிறுவர் புத்த குருமாரும், திருக்கோயிலில் 678 பொலிசாரும் கொல்லப்பட்டுள்ளார்கள். அத்துடன் உங்களுடைய தற்கொலைப் படையினர் தம்முடன் எடுத்துச் சென்ற உயிர்கள் எத்தனை? இப் படுகொலைகள் சிங்களவர்கள், தமிழர்கள். முஸ்லீம்கள் மத்தியில் எத்தனை விதவைகளையும் அநாதைகளையும் உருவாக்கியுள்ளன.

உங்கள் போராளிகளில் சிலர் பின்வரும் சம்பவங்களை எனக்கு ஞாபகப்படுத்த முயற்சிக்கலாம் . அவையாவன செம்மணி மயானக் கொலைகள், நெடுந்தீவு படகுக் கொலை, கிழக்கு பல்கலைகழக அகதிமுகாம், நவாலி தேவாலயம், குடத்தனை பாடசாலை, புதுக்குடியிருப்பு குண்டுத்தாக்குதல், அத்தோடு கிழக்கு மாகாணத்தில் கொக்கட்டிச்சோலை போன்ற சம்பவங்கள் அடங்கும். இச் சம்பவங்கள் நான் அறியாததல்ல. இரு பக்கத்திலும் இன்னும் பல சம்பவங்களைக் குறிப்பிடலாம் ஆனால் இம் மரணங்களின் எண்ணிக்கையிலும் பார்க்க உங்கள் போராளிகளால் கொலை செய்யப்பட்ட சிங்களவர், தமிழர், முஸ்லீம்கள் ஆகியோரின் எண்ணிக்கை மிகக் கூடியதே. அர்த்தமற்ற இக் கொலைகளால் யார் என்ன பயன் அடைந்தார்கள்?

உங்களுடைய போராளிகளே இக்கொலைகளுக்கு பெருமளவில் காரணமாக இருந்தாலும் கூட சர்வதேச சமூகம் உங்களை மட்டுமே படு பாதகமான பயங்கரவாத இயக்கத்தின் தலைவர் என காலம் காலமாக உங்களை குறிப்பிட போகின்ற இப்பட்டத்தை சூட்டியுள்ளது. எதுவித நியாயமும் இன்றி வட மாகாணத்தில் இருந்த முஸ்லீம்களை விரட்டிய சம்பவத்தை உங்கள் எதிர்கால சந்ததி சபிக்கும். பௌத்தர்கள் மட்டுமன்றி சகல மத இனத்தவர்களும், இலங்கைக்கு பெருமை தேடித்தரும் அனுராதபுரத்தில் உள்ள அரச மரத்தையும், புனித தந்தத்தைக் கொண்ட ஆலயத்தையும் அழிக்க முயற்சித்தமையை எதிர்கால சந்ததி சபிக்கும். கண்டியில் உள்ள புனித தந்த கோயிலுக்கும் சைவ ஆலயங்களாகிய விநாயக, பத்தினி, முருகன் ஆகிய கோயில்களுக்கும் நெருங்கிய தொடர்பு உண்டு என்பதை நீங்கள் அறிய வேண்டும்.

1983 ஜூலை உங்கள் போராளிகளால் 13 இராணுவத்தினர் கொல்லப்பட்ட சம்பவத்தையடுத்தே நாட்டில் பெரும் வகுப்பு கலவரம் மூண்டது. ஆயிரக்கணக்கான தமிழர்கள் கொல்லப்பட்டு, பல்லாயிரம் கோடி தமிழரின் சொத்துக்கள் சூறையாடப்பட்டும் எரிக்கப்பட்டும் பல ஆயிரக்கணக்கானோர் வீடுகளை இழந்து ஒரு நொடிப்பொழுதில் ஓட்டாண்டி ஆகினர். பல லட்சம் பேர் நாட்டை விட்டு பிற நாடுகளுக்கு சென்று அரசியல் தஞ்சம் கோரியுள்ளனர். கடந்த சில வருடங்களாக உங்கள் போராளிகளின் கொடூர செயலை பொறுக்க முடியாது உள் நாட்டிலேயே இடம் பெயர்ந்த தமிழர்கள் புத்தளம் தொடக்கம் பாணந்துறை வரை தென்னிலங்கையில் சிங்களவர், முஸ்லீம்களோடு நிம்மதியாக, ஆனால் வறுமையோடு போராடிக்கொண்டு வாழ்கின்றனர். 1991ம் ஆண்டு வடக்கே வாழ்ந்த முஸ்லீம்கள் தலா 500 ரூபா பணத்துடன் தமது சொத்துக்கள் அத்தனையையும் விட்டு விட்டு இடம்பெயர்ந்த அவர்களில் அனேகமானோர் தெற்கே அநாதைகளாக வாழ்கின்றனர். இத்தகைய சூறையாடல் முன்பு இந்த நாட்டில் நடபெறாத ஒன்றாகும்.

தம் கலாச்சாரம் நாகரீகம் பற்றி பெருமை கொண்டிருந்த தமிழினம் இன்று தலை குனிந்து நிற்கிறது. இன்று நாம் அநாகரிகமான கொடூர கொலை செய்கின்ற, சூறையாடும் கூட்டமாக கணிக்கப்படுகின்றோம். தமிழினத்துக்கு இந்த அபகீர்த்தி ஏற்பட்டமைக்கு உங்கள் போராளிகளே பொறுப்பேற்க வேண்டும. எமக்காக போராட நீங்கள் வந்தவேளை எமது மக்கள் அனுபவித்துக் கொண்டிருந்த உரிமைகளை தன்னும் உங்களால் பாதுகாக்க முடிந்ததா? நாம் அடிப்படை உரிமைகளை அனுபவிக்கின்றோமா? உங்கள் போராளிகளால் எமது மனித உரிமைகள் எவ்வளவு தூரம் பாதிக்கப்பட்டுள்ளது என்பதை அறிவீர்களா?

நீங்கள் அரசுடன் போர் நிறுத்த ஒப்பந்தம் செய்துகொண்ட வேளை எமது மக்கள் சந்தோஷமாக திருப்தியுடன் வாழ்ந்தார்கள் என்பதை மறுப்பீர்களா? அதுவரை இராணுவத்துடன் எமது மக்கள் நல்லுறவுடன் வாழந்தார்கள் என்பதையும் அதன் பின்பே உங்கள் போராளிகள் படிப்படியாக அரச கட்டுப்பாட்டுப் பிரதேசத்தை கைப்பற்றி இன்று எம் மக்களை தம் இரும்புக் கரத்தால் ஆள்கின்றனர். எமது மக்கள் கடவுளுக்கு பயந்து நியாயமாக நடப்பவர்கள். வன்முறையை உதறி தள்ளுபவர்கள். உங்களுடைய போராளிகளே மக்களை மிருகத்தனமாக கொன்றும், கைக்குண்டுகள் வீசியும் கிளைமோர் கண்ணி வெடிகளை புதைத்தும் வன்முறையையும் தூண்டுகின்றனரே அன்றி பொது மக்கள் அல்ல.

உங்கள் இயக்கத்தை ஒரு உள்ளுர் பத்திரிகை, கர்ப்பிணி தாய்மாரின் வயிற்றை கீறி பிறக்காத பிள்ளைகளை வெளியில் எடுத்து சுவர்களிலும், மரங்களிலும் அடித்துக்கொல்பவர்கள் என்றும் குழந்தைகளை துண்டு துண்டாக வெட்டுபவர்கள் என்றும் சிறு பிள்ளைகளை போர்வீரர்களாக சேர்த்துக் கொள்பவர்கள் என்றும் கூறியுள்ளது. உங்களைப்பற்றி பேசப்படும், எழுதப்படும், விடயங்களுக்கு இதுவொரு சிறு உதாரணமாகும். உங்களுடைய போராளிகளை நீங்கள் கட்டுப்படுத்தி செயற்பட வைக்கத் தவறியமையால் இன்று அவர்கள் கட்டுமீறி செயல்படுகின்றனர். ஆகவே எமது மக்களை காப்பாற்ற இன்னும் காலம் கடந்து விடவில்லை. உங்களுடைய அதிகாரத்தை உங்கள் உள்ளுர் தலைவர்கள் அபகரிப்பதற்கு முன் செயற்படுங்கள்.

விடுதலைப்புலிகளை இந்த நிலைமைக்கு கொண்டு வந்தமைக்கு உரிய காரணத்தை கூற விரும்புகின்றேன். முக்கியமாக உங்கள் கட்டுப்பாட்டில் உள்ளுரிலும் வெளியூர்களிலும் செயற்படும் தமிழ், அச்சு, இலத்திரனியல் ஊடகங்களாகும். வெளிநாட்டில் வாழும் எமது தமிழர்களும் சர்வதேச சமூகமும் இவர்களுடைய புளுகு மூட்டைகளை எவ்வளவு காலம்தான் நம்புவார்கள்?. தங்களுக்கு சாதகமாக செயற்படும் சில ஊடகங்களின் கீழ்த்தரமான செயற்பாடுகளே கனடாவில் புலிகள் இயக்கம் தடைவிதிக்கப்பட்டமைக்கு முக்கியமான காரணமாகும். இலவசமாக விநியோகிக்கப்படும் 18க்கு மேற்பட்ட புலிகளுக்கு ஆதரவான வாரப்பத்திரிகைகள், மிகைப்படுத்தப்பட்ட செய்திகள், விடுதலைப் புலிகளை கண்டிப்பவர்களை கீழ்த்தரமாக விமர்சித்தல், கவிதைகள், கதைகள், கட்டுரைகள், விவாதங்கள் ஆகியன வானொலி, தொலைக்காட்சி பத்திரிகை ஆகியன இதற்கு உறுதணை செய்துள்ளன. புத்தி சுயாதீனமற்ற சிலரால் நடத்தப்படும் இணையத்தளங்களை படித்துவிட்டு விழுந்து சிரிப்பவர்களும் உண்டு. இத்தகைய கீழ்த்தரமான பிரச்சாரத்தை அவை சாதகமற்று பாதகமாக அமைவதால் உடன் நிறுத்த நடவடிக்கை எடுங்கள்.

அடுத்து பேச்சுவார்த்தையில் கலந்து கொள்ளும் தலைவர்களாகிய திரு சு.ப. தமிழ்ச்செல்வன், கலாநிதி அன்ரன் பாலசிங்கம் போன்றவர்களுடைய தரமாகும் பொதுமக்களே கிளைமோர் கண்ணி வெடிகளை வெடிக்க வைத்து இராணுவத்தினரை தாக்குகின்றார்கள் என்ற தமிழ்ச்செல்வனின் கூற்று அதேபோன்ற வேறு கூற்றுக்களையும் கேட்கும் சர்வதேச சமூகம் இவர்களை ஏளனம் செய்கிறது. தன்னுடன் பாங்கொக் நகருக்கு பேச்சுவார்த்தைக்கு வந்த போராளி தலைவர்கள் தமக்கு உதவுவதை விடுத்து தம் இஷ்டப்படி செயற்பட்டனர் என்ற குற்றச்சாட்டு சாதாரண விடயமல்ல. அதேபோல் என்னை கட்டி முத்தமிட்டு கிளிநொச்சியில் பொட்டம்மானால் நடத்தப்படும் ஐந்து நட்சத்திர ஹோட்டலுக்கு விருந்துக்கு அழைத்தது எனக்கு மறைமுகமாக விடுத்த அச்சுறுத்தலாகும். இவ்வாறு ஒழுங்காக பேச, நடந்து கொள்ளத் தெரியாதவர்கள் முக்கிய பேச்சவார்த்தைக்கு செல்ல பொருத்தமானவர்களா? கலாநிதி பாலசிங்கம் அவர்கள் பௌத்த குருமாரை, நாட்டுத் தலைவர்களை அழைக்க பிரயோகிக்கும் மட்டமான வார்த்தைகளை இங்கே குறிப்பிட விரும்பவில்லை.

நிலைமை கட்டுமீறி போய்க்கொண்டிருக்கிறது. நம் நாடு இன்னுமொரு வகுப்பு கலவரத்தை எதிர்நோக்க முடியாது. சர்வதேச சமூகம் ஒன்றுபட்ட இலங்கைக்குள் ஒரு திருப்திகரமான இனப்பிரச்சினைக்கு தீர்வு காண முழு சக்திகளையும் பிரயோகிக்கின்றது. நீங்களும் இதை ஏற்றுக் கொள்ளும் பட்சத்தில் நாட்டின் சகல அரசியல்கட்சிகளும் ஏற்கக்கூடிய வாய்ப்பு உண்டு. ஐக்கிய இலங்கைக்குள் தீர்வு காண்பதை பௌத்த குருமார்களும் வரவேற்கின்றனர். நாட்டுப் பிரிவினையை மட்டுமே சிங்களவர்கள் எதிர்க்கின்றார்கள். தனிநாட்டுக் கோரிக்கையை கைவிட்டு சமஷ்டி தீர்வை நீங்கள் ஏற்கும் பட்சத்தில் அத் தீர்வுக்கு முழு ஆதரவும் கொடுக்க அனைவரும் தயாராக உள்ளனர். எதிர்பாராத இடங்களில் இருந்தும் இத் தீர்வுக்கு பெரும் ஆதரவு திரளும். என்னுடைய அனுபவத்தில் இந்திய முறையிலான ஓர் தீர்வே மிகப் பொருத்தமானதாக இருக்கும்.

இந்திய முறையிலான தீர்வை நான் வலியுறுத்திக் கூறுவதற்குக் காரணம் அதையாரும் சமஷ்டி முறை என்றோ ஒற்றையாட்சி என்றோ கூறாமையால் அது அனைவருக்கும் ஏற்புடையதாக இருக்கும். இத் தீர்வை நான் முன்வைக்கும் போது நான் எவரினதும் முகவராக செயற்பட வில்லை. அழுத்தத்துக்கு நான் அடிபணிபவனும் அல்ல. வாய்ப்புக்களுக்கு மயங்குபவன் அல்ல. இத் தீர்வுக்கு நீங்கள் உடன்படுவதாக இருந்தால் எஞ்சிய விடயங்களை அனுசரணையாளர் சர்வதேச சமூகம் ஆகியோருடன் இணைந்து தீர்வு காணலாம்.

A SOLUTION TO THE ETHNIC PROBLEM

Although you had not responded to any of my earlier letters, circumstances compel me to write to you again. Your failure to reply me makes me feel that my letters had not reached you. If you had taken my suggestions seriously the entire outlook of your organization would have changed and Peace achieved long ago. It is still not too late for you to take my advice seriously. Please rest assured that I am acting on my own and with good intentions. I can neither be influenced nor bought over. Our people and the country as a whole has suffered enough. Please cry halt to all your activities. Allow the people to live in Peace and start negotiations without delay.

The recent attempt to assassinate the Army Commander Lt. Gen. Sarath Fonseka prompted me to write to you. At the very outset I strongly condemn this dastardly act which is one other grave blunder of yours. It is as much serious as the assassination of the Ex-Foreign Minister Hon. Luxman Kadirgamar and not second to that of the assassination of the Indian Ex-Prime Minister Hon. Rajiv Gandhi or the Secretary General of the TULF Mr. A. Amirthalingam. To shorten the list I am not mentioning here many other notorious assassinations that brought you down from the hill-top.

There is one good quality in you I much appreciate, which is not found in many leaders of today, who conveniently put the blame on the supporters and themselves tactfully escape. You are one who had never disowned liability for any act or conduct of your cadre from the very inception of your involvements in Politics and militancy till now, starting from the assassination of the Jaffna Mayor Mr. Alfred Duraiappa to the attempted assassination of the Army Commander Lt. Gen. Sarath Fonseka on the 25th of last month. Without letting down your cadre you had always taken the responsibility on yourself, a very good quality of leadership. I wonder how long you are going to condone all the activities of your cadre. You are now branded as the leader of the most ruthless terrorist outfit in the world.

If only you had listened to good advice from the very beginning you would have, to a great extent, achieved your ambition of seeing the Tamil People winning back all their lost rights and living in Peace enjoying all rights like the others, in our country.

There was a time people all over the world had some admiration for you, for your determination and discipline of your cadre. I have heard a number of Sinhalese and Muslims, although not in agreement with your policies and your way of doing things, also saying so. All that is now gone. All your lieutenants and their subordinates have become selfish and do not work with common interest. They are all worried of themselves and of their families. One by one they will let you down and before it is too late alert yourself.

Every one in this country and the International Community are working hard to bring back Peace. They are moving heaven and earth to bring you to the negotiating table. Refusal of the Government to provide helicopter lift for your Political leaders of the East, is not such a serious issue for your cadre to go to the extent of sending an expectant mother, as a suicide bomber, seriously violating the provisions of the Ceasefire Agreement. The question asked by everybody is, as to why and who sent this human bomb to assassinate the Army Commander. This is why I put the blame on your cadre who are making it obvious that there is opposition within your ranks for a peaceful settlement of the problem. You should accept the lack of leadership in your organization. Who set the clock back to deliberately delay or disturb the Peace Process?

I equally blame the Government forces for the Air raid in the Muthur and adjoining areas. It is the duty of the Government to safeguard its People and not to cause them panic in anyform. It is your duty to see that your cadre keep away from the people and not use them as human shield. The LTTE also should be partially blamed for the displacement of the People and for the causalities among the civilian. I quite understand the provocation your suicide bomber gave to the army, by causing the death of ten innocent people and causing very serious injuries to the army commander and many others without any consideration for the innocent civilians.

The time has now come for you to declare a permanent ceasefire. You can’t trust your lieutenants and their subordinates any more. Most of the subordinates behave like thugs. They ill-treat our innocent people. They behave like super humans and treat the people like slaves. The people are fast losing confidence in you. The Tamil Eelam is never achievable, some reasons for which are given below. Hence please declare that you are giving up your demand for separations and is prepared to accept Federalism as a solution. During the recent Presidential Elections 49.7% of the voters supported a Federal Solution openly. In addition to that the Sri Lanka Freedom Party at its last convention offered Federalism as a Solution. The left Parties during the election campaign expressed their willingness for a Federal Solution. I am positively sure that if you declare to giveup separation, the JVP and the JHU will support a Federal Solution. In any case, if referred for a referendum over 80% of the voters will support it. Even the late Hon. S.J.V. Chelvanayagam the leader of the TULF had declared that the TULF will recommend to the people for acceptance if a viable alternate proposal is submitted.

I am sure that this is the best time to find a solution based on Federalism. Our people will welcome it. The Sinhalese and the Muslim too will welcome it. The International Community will give full support and all asssistance for it .

Successive Governments in India had made it very clear that they will never support the separate state of Tamil Eelam. Let us properly understand the concerns of India. Their oppositions for a separate state is not out of love or hatred for any group in Sri Lanka. But they will go all out to prevent the revival of a similar demand which died in the early sixties in Tamil Nadu and now no one talks about separation there. The fact that a strait of only 28 miles separates Sri Lanka from India cannot be ignored. Hence however much you try and whatever sacrifices you make, separation can never be achieved and you must think of an alternative.

You are now a married man and having a lot of responsibilities. You have grown up children to lookafter and thousands of other’s children to care for. You should therefore act with greater responsibilitiy. As a father you know the concerns of the parents about their children. You know how the parents will feel when a child is killed or a Child’s education is disrupted. You cannot be unaware of the sufferings of a family when the head of the family is killed. It is generally believed that about sixty thousand died due to the war, but my estimation is that it is much more. This figure remains constant for years but killings take place everyday. The army claims that about twenty thousand of their men died and the number of your cadre killed is over eighteen thousand. What about the several thousands killed by other means. I won’t accept that all operations were carried out by your cadre on your orders. They have started killing on their own initative. Your cadre deprived India of its leader Hon Rajiv Gandhi who could have been India’s Prime Minister for many years . Your cadre was responsible for the killing of a number of much respected Sinhalese Tamil and Muslim Political leader and thousands of innocent civilians all over the country. These killings that started with Mr. Alfred Duraiappa the mayor of Jaffna, is going on non -stop for a period of over (30) Thirty years. Do you remember the bomb-blast at Maradana, Central Bank building, Central Telegraph office, Colombo central Bus-Stand,Aluthgama bound officers train and many other such incidents at which thousands lost their lives limbs and eye sights and many are bedridden even today. Your cadre is responsible for these and not you.

Do you remember the massacres of Anuradhapura and Habarana that took 129 and 127 lives respectively and a total of 243 lives in two massacres at Eravur. The number massacred in Kaththankudy and Palliagedella were 103 and 161 respectively and the massacres of 35 novice Budhist Priests all of whom were small children. The total number of policeman massacred at Thirukovil was more than 678. What about your suicide bombers and the number of innocent lives they took with theirs. How many widows and orphans your cadre had created among the Sinhalese, Tamils and Muslims by these massacres.

I know that some of your cadre will try to remind me of the Chemmani Cemetry killings, massacres in the ferry from Delft, at the refugee Camp of the Eastern University aerial bombing at the Navaly Church, Kudathannai School and Puthukudiyiruppu in the North and also some other places in the East like Kokkatticholai. I am not unaware of these incidents. There are many more on both sides but don’t dispute that the killings by your cadre, of people from all the three communities the Sinhalese the Tamils and the Muslims out numbers the killings by others, in very large numbers. Except enhancing the number of widows and orphans I do not think anybody rceived any benefit by these meaningless killings.

Although your cadre is responsible for most of these crimes, the International Community had branded you as the leader of the most ruthless terrorist organization in the world, a name that you are going to carry for many generation to come. The future generation will curse you for driving away all the Muslims from the North, for no reason at all. Not only Budhists, even people of all faiths will curse you for attempting to destroy the sacred Bo-Tree of Anuradhapura and the Temple of the sacred tooth in Kandy, both priceless possessions of which the country is proud of. Don’t forget that the Kandy’s Temple of the sacred tooth has very close links with the Vinayaga Temple, Pathini Temple, and Murugan Temple in Kandy.

The first blunder of yours was the claymore attack of the soldiers in July 1983 causing the death of 13 soldiers which ended up in a major communal riots. Thousands of Tamil people were killed, billions worth of property of the Tamils destroyed and looted. Thousands more made homeless and all became paupers over night. Hundreds of thousands of Tamils fled to various countries as refugees and sought asylum. During the last few years due to the atrocities of your cadre people got displaced in their thousands and are now peacefully living in the midst of the Sinhalese and Muslims, from Puttalam to Panadura, under poor conditions. The Muslims of the North who were driven out with only Rs 500 each, left behind all their belongings in 1991 are still in refugee camp in the South. This type of plundering is unheard of in our country.

The Tamils were proud of their culture and civilization. All that pride is no more. We are now an uncivilized lot, ruthless murderers and plunderers. Your cadre should take the responsibility for this slur on the Tamil Community . Have you at least preserved the rights that we enjoyed at the time you came to champion our cause. Are we enjoying our fundamental rights? Are you not aware that human rights violations by your cadre has no limits?

Will you deny that till the ceasefire agreement was signed by you with the Government our people were happy and contented . The relationship with the army was very cordial and only after the signing of the CFA your cadre, step by step took over the Government held areas and now ruling them with iron fist . Our people are God fearing and just. They spurn violence. It is your cadre that is promoting violence by brutally killing people, throwing bombs or hand grenades, planting of clay-more mines etc and not civilians. A local daily refers to your movement as one notorious for slashing pregnant mothers, dashing their unborn babies on walls and trees, chopping infants to death and recruiting child soldiers. This is just a sample of what is said or written about you. Obviously you have failed to tame them and they have now gone out of control. Therefore I plead with you that it is still not late for you to save our people. Do it before all your powers are usurped by your local leaders.

I wish to mention here the various factors that brought the LTTE to this state. It is the local and foreign based Tamil media both print and electronic. How long can we expect the expatriate Tamils and the International Community to believe the bundles of lies unfolded by them through the media, under their control. The dirty role played by many media, supportive of you, was mainly responsible for the proscription of the LTTE in Canada. Eighteen pro LTTE papers, all weeklies, were distributed free with exaggerated news, demeaning comments about critics of the LTTE, poems, stories, articles and discussions over the TV, radio and paper contributed towards the ban. Some websites are run by mentally affected persons made readers roll with laughter. Please cry halt to this type of mean propaganda which have proved counter-productive.

Another factor is the calibre of your key negotiators like Mr. S.P Tamilchelvan and Dr. Anton Balasingam. Mr. Tamilchelvan’s claim that civilians are planting clay-more mines and such other similar statements had been ridiculed by the International Community. Likewise Dr. Anton Balasingam’s statement that the LTTE leaders, who accompanied him for talks in Bangkok, without helping him, were interested in many other matters was a serious let down. Further his desire to hug and kiss me and invitation for me to have good meals at the five Star Hotel run by Mr. Pottuamman at Killinochci were veiled threats to me. Do you think people who can’t behave and talk well are suitable for negotiations. I am referring to Dr. Balasingam’s indecent references to the Budhist clergy Head of a state etc.

Things are going out of control. The country can’t efford to face another communal riots. The International Community is throwing its full weight in finding a satisfactory solution for the ethnic problem, based on a Federal Constitution, within the frame work of a United Sri Lanka. If only you decide to accept this proposal almost all the Political Parties are ready to support it. Even the Budhist clergy will back a solution within the United Sri Lanka. The Sinhalese are only opposed to a division of the country. Apart from that all are ready to fully back a Federal Solution, if you openly declare to accept a Federal Solution dropping the demand for separation. Massive support will come even from unexpected quarters. Out of experience I am advising you that the best solution is to accept a constitiution based on the Indian model with equal rights for all.

I owe you on explanation for my repeatedly suggesting the Indian model, for the simple reason that it is neither a Federal nor a Unitary Constitution and such a constitution will be acceptable to many. In proposing this solution I am not acting as anybody’s agent. You know very well that I will not yield to any pressure or give into any considerations. If you are agreeable to this suggestion other related matters can be subjected to detail discussion with the assistance of the facilitators and the International Community.

PRESS RELEASE - MEETING WITH MAHANAYAKAS

Meeting with Mahanayakas

In continuation of my mission to find a reasonable and acceptable solution to our ethnic problem, apart from meeting leaders of Political parties, leading citizens, religious leaders, NGOs etc, I met Asgiriya Parshaveya Mahanayaka most Venerable Udugama Buddharakkita Thero and Malwathu Parshaveya Mahanayaka, most Venerable Thippatuwawe Sumangala Thero, at their respective Viharayas on last Tuesday and explained to them my proposal to find a solution, based on the Indian model and sought their support and blessings. Both of them, appreciating my effort,assured me that they are agreeable for any solution without dividing the country. They have also promised their unstinted support for my venture.

Both the Mahanayakas expressed their concerns for the suffering masses of Sri Lanka and of the people of the North and East in particular. I am confident that the blessings and the support of the Sangha will be available for any efforts the Government takes to solve the ethnic problem.

Let no one misunderstand me as one trying to sabotage the Peace process. I am one who is genuinely interested in an early solution to the ethnic problem. Being a constituent of Kilinochchi and having represented Kilinochchi in Parliament for over 13 years, I am concerned about the people whom I represented. My repeated appeals, for the liberation of the people living under subjugation of the L.T.T.E., are not taken seriously by anybody including the International Community. Every one is trying to please the L.T.T.E. without branding them as the aggressors responsible for thousands of violations of the Cease-fire Agreement, as reported by the SLMM and several other unreported incidents of abductions, extortions, torture, detention, harassment, killings etc. One can easily understand the amount of terror they can cause to the innocent people. They are guilty of abducting 600 adults and 1,700 children including Tsunami orphans for recruitment as child soldiers. No one knows as to what happened to the 600 adults abducted. Where are they? Are they being tortured? Are they being properly fed? Are they going to be released? Are they alive? These are some of the questions asked by the people or rather the people want me to ask. Every one is full of praise for the L.T.T.E. for their agreeing to release the children who are under eighteen. A child 14 or 15 years in 2002 at the time of signing the C.F.A. would be 18 or 19 today. On the whole, out of the 1,700 children only a handful may be released as an eye- wash to the International Community which is very much concerned about the recruitment of children. Surely the L.T.T.E. that has records of people living in foreign countries like Canada and Germany must be having all details of their arrests, detentions etc. The Government should have demanded the release of all such people with details of all persons abducted and the facilitator had a moral obligation to have supported that demand.

With over three thousand C.F.A. violations against 176 of the Sri Lankan Forces, the Government Team at the Geneva talks, had enough ammunition to fire at the L.T.T.E. In fact the Leader of the Team took off well to be silenced by the threat of walkout by Mr. Anton Balasingam, the only English speaking Member in that team as claimed by him. These are the usual tactics of the L.T.T.E. The L.T.T.E. team before leaving for Geneva said that they will only discuss the proper implementation of the C.F.A. and nothing else. With the thousands of CFA violations complained of by the S.L.M.M against the L.T.T.E., it is the Government that should have made this demand and not the L.T.T.E. This is where the Government made the mistake.

Another important factor is the absence of provision in the CFA to empower the SLMM to take counter measures for any violations of the CFA. Such a provision is absolutely necessary for proper implementation of the CFA, a serious lapse in the original draft, not noticed by any one. The L.T.T.E. should have been told that their cadre was admitted into the Government controlled area in batches of 50 and 100 during the first and second month and any number after that, only to do political work. Organizing anti-government demonstrations. hartals, Ponguthamil programs with communal bias, hoisting of tiger flag, throwing bombs at check points, hacking of Police Officers to death and putting the blame on the innocent civilians, planting of claymore mines, training youths in war-fare, compelling elders to undergo training in war-fare, disrupting the education of children and University students, deliberately lowering the standard of education and such other similar activities, do not fall under the category of political work. Even before the L.T.T.E. team returned to base, the so called political workers have gone back to their respective places, to resume duties in the areas supposed to be under the control of the Government.

The people in the North and East whether they are in the Government or L.T.T.E. controlled area feel that their bondage to the L.T.T.E. had been renewed by the Geneva talks. While both parties claim that they had won, the real losers are the people. I am of the view that the International Community and the Co-chairs should pressurize both parties to agree for suitable amendments to rectify the flaws in the Agreement, which neither party can right- fully object to.

There was a big controversy over the venue of the meeting. Due to serious opposition for selecting Oslo, Geneva was preferred. The visit of the L.T.T.E. team to Oslo after talks in Geneva, creates a lot of suspicion in the minds of the people. This act amounts to be a challenge for both the Government of Sri Lanka and to the 25 Member countries of the European Union, which imposed a travel ban and decided not to receive any L.T.T.E. delegation officially. The Government also will take it as a betrayal of the trust it placed on the Norwegian facilitators. The gift of some powerful transmitter by Norway to the L.T.T.E. earlier and a regular monthly payment of a fantastic amount to the L.T.T.E.’s Peace Secretariat, have already prejudiced the minds of the people against Norway’s facilitators. The L.T.T.E. is notorious for misusing privileges. To what extent the customs regulations will be violated and at what risk to the security of the country will never be known. What is puzzling me is can the umpire in a cricket match entertain one team during the tea interval? Norway should not mar its neutral role as a facilitator. It should explain as to why the L.T.T.E. team was entertained in Oslo after the adjournment of the Peace Talks.

ஜெனீவா பேச்சுவார்த்தை ஆரம்பிக்கின்றவேளை தங்களால் விடப்பட்ட அறிக்கையினை மாறுபட்ட உணர்வுடன் படித்தேன். வடக்கு கிழக்கு மாகாணங்களின் ஒரு பகுதியில் விடுதலைப் புலிகளால் சட்ட விரோதமாக ஏற்படுத்தப்பட்ட சர்வாதிகார ஆட்சியை பற்றி தங்கள் கருத்தை துணிச்சலாக தெரிவித்தமை மகிழ்ச்சியை தந்த போதிலும், தங்களால் கூறப்பட்ட சில கருத்துக்கள் ஏமாற்றத்தை தந்தது. வடக்கு கிழக்கை சேர்ந்த மக்களே இந்த யுத்தத்தில் பெருமளவு பாதிக்கப்பட்டுள்ளனர் என்று நீங்கள் கூறுவது மகிழ்ச்சியை தருகிறது. ஜனநாயக உரிமைகள் மறுக்கப்பட்ட நிலையில் பெருந்தொகையான தமிழர்கள் தம் பகுதிகளை விட்டு வெளியேறி இலங்கையின் வேறு பகுதிகளிலும், பிற நாடுகளிலும் குடியேறியுள்ளனர். இப் பெருந்தொகையான மக்களின் வெளியேற்றத்துக்கு அடிப்படை உரிமைகள், மனித உரிமைகள் போன்றவற்றில் தலையிடுவதும் அதற்குக் காரணமாக இருக்கலாம். நாட்டின் வேறு பகுதிகளில் குடியேறியவர்கள் அமைதியாக வேறு இன மக்களின் மத்தியில் அவர்களின் அன்பு. ஆதரவை பெற்று வாழ்கிறார்கள். இச் செயல் இந் நாட்டு மக்கள் வகுப்புவாதத்தை உதறிதள்ளிவிட்டு படிப்படியாக ஒன்றுபடுகின்றார்கள் என்பதை காட்டுகின்றது.

பெருமளவு தமிழ் மக்களும் புத்திஜீவிகளும் நாட்டைவிட்டு வெளியேறியமையால் இந்த நாட்டில் பற்றும், அமைதி திரும்ப வேண்டும் என்ற விருப்பமும் கொண்ட மக்கள், எதற்காக இவ்வாறு வெளியேறினார்கள் என்ற காரணத்தை கண்டுபிடித்து அவற்றை அகற்ற இவர்கள் தாய்நாட்டுக்கு திரும்பக்கூடிய சூழ்நிலையை உருவாக்க வேண்டும். இப் பேச்சுவார்த்தையில் கலந்து கொண்டவர்களின் தரத்தையும் வாதத்திறமையையும் பார்க்கின்றபோது இத்தகைய தேவைக்கு அவசியம் ஏற்படுகிறது. இன்று தமிழ் சமூகத்தின் நிலை மிகவும் பரிதாபகரமாக இருக்கிறது. ஒரு காலத்தில் கல்வியறிவுள்ள கல்விமான்கள், பேராசிரியர்கள், நீதிபதிகள் சட்டத்தரணிகள் போன்ற பல்வேறு துறைகளிலும் பாண்டித்தியம் பெற்ற பலரைக் கொண்ட சமூகம் தமிழ் சமூகம். அத்தகையவர்களில் அநேகர் விடுதலைப் புலிகளின் துப்பாக்கிக் குண்டுக்கு பலியாகியவர்கள் சிலர். இன்னும் சிலர் பிறநாட்டுக்கு சென்றுவிட்டனர். எஞ்சியோர் விடுதலைப் புலிகள் மீதுள்ள பயத்தினால் வாய்திறக்க அஞ்சுகின்றனர்.

ஜெனீவா மாநாடு சகல தடைகளையும் நீக்கி சகல மக்களும் சகல உரிமைகளுடனும் ஒற்றுமையாகவும் வாழ வழிவகுக்கும் என்று கற்பனையில் கூட நினைக்கக்கூடாது. ஏனெனில் இலங்கை வான்படைக்கு சொந்தமான ஹெலிகொப்டர் மூலம் கொழும்பு வருவதற்கு முன்பு தாம் போர் நிறுத்த ஒப்பந்தத்தை சரியான முறையில் அமுல் படுத்துவதை பற்றி மட்டுமே பேசுவோம் என்று திரு சு.ப.தமிழ்ச்செல்வன் கூறியுள்ளார். போர்நிறுத்த ஒப்பந்தத்தின் கீழ் உருவாக்கப்பட்ட நோர்டிக்(ஸ்கண்டிநேவிய) நாடுகளைச் சேர்ந்த இலங்கை போர்நிறுத்த கண்காணிப்புக்குழுவினர் 3000 இற்கு மேற்பட்ட போர்நிறுத்த மீறல்களை விடுதலை புலிகள் செய்துள்ளனர் என்பதை அறிக்கை மூலம் தெரிவித்துள்ளனர். அண்மையில வான்படைக்குச் சொந்தமான ஹெலிகொப்டர் மீது துப்பாக்கிச்சூடு நடத்தியவர்களும் விடுதலைப் புலிகள்தான் என இலங்கை போர்நிறுத்தக் கண்காணிப்புக்குழு குற்றஞ்சாட்டியுள்ளது.

கட்சி பேதமின்றி சகல அரசியல் கட்சிகளும், மக்களும் ஒன்றுபட்டு விடுதலைப் புலிகளின் இரும்புப்பிடியில் அகப்பட்டு தவிக்கும் தமிழ் மக்களை விடுவிக்க உதவ வேண்டும். ஒரு இனம் ஏனைய இனத்தவர்களுக்கு உரிமைகளை வழங்குகின்றார்கள் என்றில்லாமல் சகல இன மக்களும் அதிகாரத்தை பகிர்ந்து இன, மத, வேறுபாடின்றி சகல உரிமைகளுடனும் வாழ்கின்றார்கள் என்று தோன்ற வேண்டும்.

வடக்கே சிங்கள, முஸ்லீம் மக்களுக்கு ஏற்பட்ட நிலைபற்றி நான் வெட்கமடைகின்றேன். புலிகளால் சிங்கள, முஸ்லீம் மாணவர்களின் பாதுகாப்புக்கு உத்தரவாதமளிக்காதது வெட்கப்பட வேண்டிய விடயம். இவர்கள் விரும்பாததை மக்கள் செய்யமாட்டார்கள் என்ற காரணத்தால் இப் பொறுப்பு விடுதலை புலிகளினுடையதே. நாட்டின் ஒரு பகுதியில் இருந்து இன்னொருவரை விரட்டுகின்ற உரிமை யாருக்கும் இல்லை. ஜனநாயக உரிமைகள் மிகவும் மோசமான முறையில் பாதிக்கப்பட்ட தமிழ், முஸ்லீம் மக்களின் பரிதாபநிலை தங்களுக்கு வருத்தத்தை கொடுக்கும் என திடமாக நம்புகிறேன். எந்தப் பெற்றோரும் பிள்ளைகள் பிரிவதை அனுமதிக்கமாட்டார்கள் ஆனால் விடுதலைப் புலிகள் யுத்த களத்தில் 18,000 இற்கு மேற்பட்ட தமிழ் இளைஞர்களை பலிகொடுத்ததோடு ஆயிரக்கணக்கான மாற்று இயக்கங்களைச் சேர்ந்த தமிழ் இளைஞர்களை தாம் கொன்று குவித்ததைப் பற்றி ஒரு சொல்லேனும் கூறுவதில்லை. போர்நிறுத்த ஒப்பந்த காலத்தில் 1700க்கு மேற்பட்ட அப்பாவி சிறுவர்களையும், சுனாமி அகதிகளையும் கடத்திச் சென்று அவர்களின் உரிமைகளை பறித்து பீரங்கிகளுக்கு இரையாக்கக்கூடிய வகையில் சிறுவர்களை படையில் சேர்த்துள்ளனர். அதைவிட வயது வந்தவர்கள் 600 பேரை கடத்தி அவர்களை எங்கே வைத்திருக்கிறார்கள், அவர்களை என்ன செய்தார்கள் என்பது தெரியவில்லை. தலைவர்களுடைய பிள்ளைகளுக்கு மாத்திரம் கட்டாய ஆட்சேர்ப்பில் விதிவிலக்கு அளிக்கப்பட்டுள்ளது வேதனைக்குரிய விடயமாகும். இந்த நடவடிக்கைகளுக்கு மாற்று வழியோ வேறு முடிவோ இல்லையா என்று பலராலும் பல இடத்திலிருந்து கேட்கப்படும் கேள்விகள் ஆகும். அதற்கு எனது விடை துர்ப்பாக்கியவாதிகளான தமிழ், முஸ்லீம் மக்கள் மீது ஜே.வி.பி காட்டும் அனுதாபத்திலேயே உண்டு. உங்களுக்கு எமது மக்களுடைய துன்பங்கள் நுணுக்கமாக தெரிந்திருப்பினும் நான் சிலவற்றை கூறுகிறேன்

வடக்கு கிழக்கின் சில பகுதிகளை புலிகள் பிடித்தமையால் தமிழ் மக்களுடைய துன்பம் ஆரம்பிக்கவில்லை. 1970 களில் யாழ் நகர முன்னாள் மேயர் திரு அல்பிரட் துயைப்பாவின் படுகொலையோடு கொலைகள் ஆரம்பித்தன. அரச படைகளின் முன்யோசனையற்ற நிர்வாக கட்டளைகள் மூலம் பல தமிழ் இளைஞர்கள் கொல்லப்பட்டார்கள். அதன்பின் இரு பக்கத்திலும் கொலைகள் மலிந்திருந்தன. அவற்றுள் அநேகமானவை பதிலடி நடவடிக்கையாகும். கிளைமோர் தாக்குதல் மூலம் 1983 ஜூலை மாதம் 13 இராணுவத்தினரின் மரணத்துடன் பெரும் வகுப்பு கலவரம் ஆரம்பித்தது. வரலாறு காணாத படு மோசமான இவ் இனக்கலவரத்தை “கறுப்பு ஜூலை” என வர்ணிக்கப்படுவதுண்டு. இந்த காலப்பகுதியில் ஆயிரக்கணக்கான தமிழர்கள் கொல்லப்பட்டு, அவர்களுடைய பல கோடி பெறுமதியான சொத்துக்களும் அழிக்கப்பட்டன. இந்த ஜூலை - ஆகஸ்ட் கலவரத்துக்கு பின்பே பாராளுமன்ற காலத்தை நீடிக்க எடுக்கப்பட்ட சர்வஜன வாக்கெடுப்பை ஆட்சேபித்து 17 த.வி.கூ பாராளுமன்ற உறுப்பினர்களாகிய நாம் பதவி துறந்தோம். அதைத் தொடர்ந்து போராளிகள் தமிழர்களின் தலைமையை எடுத்துக் கொண்டனர். தம்மை மேம்படுத்தும் நோக்கோடு புலிகள் மாற்று இயக்க உறுப்பினர்களை கொலை செய்யாது இருந்திருப்பின் இன்று நிலைமை வேறாக இருந்திருக்கும். ஆனால் அதன் பின் வடக்கு கிழக்கின் பல்வேறு பகுதிகளிலும் இரத்த ஆறு ஓடியது. இளைஞர்களும், யுவதிகளும் கொல்லப்பட்டனர். மாற்று இயக்கத்தைச் சேர்ந்த இளைஞர்கள், உறுப்பினர்கள் கொல்லப்பட்டனர். ஆண்கள், பெண்கள், பிள்ளைகள் என கொல்லப்பட்டனர். கொளரவமான மனிதர்கள் மின்சார கம்பங்களில் கட்டப்பட்டு சுட்டுக்கொல்லப்பட்டனர். குடும்பங்கள் அழிக்கப்பட்டன. வீடுகள் அழிக்கப்பட்டன. விதவைகளும், அநாதைகளும் ஆயிரக்கணக்கில் உருவாக்கப்பட்டனர். எங்கு பார்த்தாலும் ஆதரவற்றவர்கள். பெருந்தொகையான தமிழர்கள் இந்தியாவுக்கு இடம் பெயர்ந்தனர். அநேகர் பிற நாடுகளுக்கு தப்பியோடினர். ரயில்வே தண்டவாளங்கள், சிலிப்பர் கட்டைகள், கற்கள் என்பன அகற்றப்பட்டு பதுங்குகுழிகள் அமைப்பதற்கு உபயோகிக்கப்பட்டன. மின்சார கம்பிகள் கழற்றப்பட்டு குண்டுகளுக்கு உபயோகிக்கவும், மின்சார கம்பங்கள் பதுங்குகுழிகள் அமைக்கவும் உபயோகப்படுத்தப்பட்டன. நகரங்கள் யாருமற்ற நிலையில் அகோரமாக காட்சியளித்தன. மக்கள் தமது உடமைகள் அத்தனையையும் இழந்தனர். நகைகள், புத்தகங்கள், ஆயுட்கால சேமிப்புக்கள், தளபாடங்கள் முதலியவற்றை இழந்தனர். வீடுகள் உடைக்கப்பட்டு, ஜன்னல்கள், கதவுகள், கூரைகள் அகற்றப்பட்டன. சில பகுதிகள் பாழடைந்த நகரம் போல் காட்சியளித்தன. மக்கள் பல ஆண்டுகளாக அகதி முகாம்களில் வாழ்கின்றார்கள். இரவோடு இரவாக ஓட்டாண்டி ஆனார்கள். யாழ்ப்பாணம், கிளிநொச்சி, முல்லைத்தீவு வவுனியா, மன்னார் போன்ற பகுதிகளில் வாழ்ந்த முஸ்லீம் மக்கள் தம் சொத்துகள் அனைத்தையும் கைவிட்டு 500 ரூபாவோடு இடம் பெயர்;ந்து எதுவித வசதியோ, அந்தரங்க வாழ்க்கை வாழ வசதியோயின்றி பல ஆண்டுகளாக அகதி முகாம்களில் வாழ்கின்றனர். இத்தனை துன்பங்களும் ஒரு பகுதியினரால் மட்டும் ஏற்பட்டதல்ல. கோழியா, முட்டையா முதல் வந்தது என்ற நிலைதான். இராணுவததினரால் கொல்லப்பட்டவர்களின் எண்ணிக்கை புலிகளால் கொல்லப்பட்டவர்களின் எண்ணிக்கையில் ஒப்பிடுகையில் ஒரு சிறு அளவே.

ஆனால் புலிகள் தம் கொலைகளை பெருமைப்படுத்தவதாகவும், ஏனைய கொலைகளை துரோகச் செயல் எனவும் கண்டித்து வந்தனர். வடக்கே வாழ்ந்த தமிழ் முஸ்லீம் மக்கள் இழந்த சொத்துக்களின் பெறுமதி பல கோடி பெறுமதியானவை. உத்தியோகபூர்வ அறிக்கைகளின்படி உயிர்களின் இழப்பு 60-70 ஆயிரம் வரை. ஆனால் கணக்கிடப்படாத கொலைகளையும் உள்ளடக்கின் கொலைகளின் எண்ணிக்கை மிகக் கூடுதலானதாகும்.

உங்களிடம் ஒரு சிறு கேள்வி மட்டும் கேட்க விரும்புகிறேன். 50 வருடங்களாக தீர்வு தராத ஒற்றையாட்சியின் கீழ் தீர்வை காணுங்கள் என்று கேட்பதற்காகவா 23 ஆண்டுகள் தமிழ் மக்கள் இத்தனை துன்பங்களை அனுபவித்தனர். தமிழர்கள் ஒருபோதும் ஒற்றையாட்சியின் கீழ் பிரச்சினை தீர்வதை ஏற்றுக்கொள்ளமாட்டார்கள். அந் நிலைப்பாடு நியாயமானதே. அவர்கள் தனி நாட்டுக் கொள்கைக்கு பதிலாக சமஷ்டி முறையை ஏற்கத் தயாராக உள்ளனர். சமஷ்டி என்ற சொல் சில சிங்கள மக்களுக்கும், ஒற்றையாட்சி என்ற சொல் சில தமிழ் மக்களுக்கும் ஏற்புடையதாக இல்லாவிடின் சமஷ்டியும். ஒற்றையாட்சியும் இல்லாத இந்திய முறையிலான தீர்வுக்கு நாம் எல்லோரும் ஒன்றுபடுவோமாக. இந்தியர்கள் “வேற்றுமையில் ஒற்றுமை” என்ற கோட்பாட்டில் அமைக்கப்பட்ட அரசியல் சாசனத்தைப் பற்றி பெருமை கொள்கிறார்கள். இது அநேக இலங்கையருக்கும் ஏற்புடையதாக இருக்கும். உங்களுடைய நாட்டின் நன்மை கருதியும் நாட்டின் ஒற்றுமைக்காகவும், புலிகளின் அடிமைத்தனத்தில் இருந்து தமிழ், முஸ்லீம் மக்களை விடுவிப்பதற்காகவும் உங்களது நிலைப்பாட்டை மாற்றிக்கொள்ளும்படி மிக பணிவுடன் கேட்டுக்கொள்கின்றேன். இனப்பிரச்சினைத் தீர்வுக்கு எனது ஆலோசனையை ஏற்றுக் கொள்வீர்களாக இருந்தால் முழு உலகும் உங்களை தேசப்பற்றுள்ளவர்கள் என புகழும். ஐக்கிய இலங்கைக்குள் ஒரு தீர்வை ஏற்க மறுக்கும் பட்சத்தில் மக்களை புலிகளிடம் விரட்டி அடிப்பதற்கு சமமானதாகும். நான் இன்று பாராளுமன்றத்தில் இல்லை என்பதற்கு என்ன காரணம் என்பது உலகமறியும். ஆகவே என்னுடைய ஆலோசனைகளை புறக்கணிக்காதீர்கள். அப்படி செய்வீர்களானால் நீங்களும் புலிகளை தமிழ் மக்களின் ஏகபிரதிநிதிகள் என்று ஏற்றுக் கொள்வதற்கு ஒத்ததாகும். நாட்டுக்கு அமைதி திரும்பும்வேளை நான் உயிருடன் இருப்பேனா தெரியாது. ஆனால் எனது ஆலோசனையை ஏற்பின் பிரச்சினைக்கான தீர்வு அதிக தூரத்தில் இல்லை. சமாதானம் எமது கதவை தட்டுகிறது அதை உள்ளுக்குள் எடுப்பதா அன்றி வெளியே விட்டு பூட்டுவதா என்று நான் அடிக்கடி கூறுவது உங்களுக்கு ஞாபகம் இருக்கும்.

மாறுபட்ட உணர்வோடு நான் உங்கள் அறிக்கையை படித்தேன் எனக் கூறியதற்குக் காரணம், உங்களின் பல கருத்துக்களுடன் உடன்பாடு இருந்தும் ஒற்றையாட்சியின் கீழ் தீர்வு காண ஜனாதிபதிக்கு ஆணை கிடைத்தது என்று கூறுவதை என்னால் ஏற்றுக் கொள்ள இயலாது. ஜனாதிபதிக்கு கிடைத்த 50.3 வீத வாக்குகள் ஒற்றையாட்சிக்கு கிடைத்த வாக்குகளாக கணித்தாலும்கூட வடக்கு கிழக்கு பகுதியில் 3-4 இலட்சம் தமிழ் வாக்காளர்களை வாக்களிக்க விடாது புலிகள் தடுத்தமையையும் கவனத்தில் கொள்ள வேண்டும். மறுபக்கம் ஐ.தே.க சமஷ்டி ஆட்சி முறையை தீர்வாக முன்வைப்பதாக தேர்தல் பிரச்சாரத்தின் போது கூறி வந்தது. இடதுசாரிகள் தேர்தல் காலத்தில் ஒற்றையாட்சி முறையை ஏற்பதாக மக்கள் கருத கூடாது எனவும் கூறிவந்தன. ஜாதிக ஹெல உருமய எதிர்காலத்தில் இந்திய முறையை ஏற்கக்கூடியதாக இருக்குமென கூறிவந்தது. எல்லாவற்றுக்கும் மேலாக ஸ்ரீலங்கா சுதந்திர கட்சி தனது வருடாந்த மாநாட்டில் இனப்பிரச்சினைக்கு தீர்வாக சமஷ்டி முறையை முன்வைப்பதாக தீர்மானம் மேற்கொண்டது. இலங்கையின் வரலாற்றில் ஒரு முக்கிய தேர்தலில் முதல் தடவையாக இனப்பிரச்சினைக்கு தீர்வாக சமஷ்டி முறை முன்வைக்கப்பட்டது. சமஷ்டி அடிப்படையில் இனப்பிரச்சினையை தீர்ப்பதற்கு பிரமாண்டமான ஆணை ஜனாதிபதி அவர்களுக்கு கிடைத்தது. பின்வரும் கருத்துக்களை கவனத்தில் கொண்டு இந்திய ஆட்சி முறைப்படி தீர்வு காண எனது ஆலோசனைக்கு சம்மதிக்கும்படி மிகவும் தாழ்மையுடன் கேட்டுக்கொள்கிறேன்.

1. வடக்கு கிழக்கு மாகாணத்தில் வாழும் தமிழ், முஸ்லீம் மக்களின் பரிதாப நிலையை முடிவுக்குக் கொண்டுவர வேண்டும்.

2. 50 ஆண்டு காலமாக ஒற்றையாட்சியின் கீழ் தீர்வு காண்பதில் தோல்வி ஏற்பட்டுள்ளமையால் இப் பிரச்சினை இன்னும் 50 ஆண்டுகளுக்கு நீடிக்கும்

3. ஜே.வி.பி சம்மதித்தால் ஒரு குறுகிய காலத்தில் தீர்வு காண முடியும்.

4. ஐக்கிய இலங்கைக்குள் தீர்வு என்ற நிலைப்பாட்டை எடுத்துள்ள சர்வதேச சமூகம் தனிநாட்டுக் கொள்கையை ஆதரிக்காது.

5. இந்திய அரசு ஐக்கிய இலங்கைக்குள் தீர்வு காண்பதை ஆதரிப்பதோடு பிரிவினையை எதிர்க்கும்.

6. இவ் ஆலோசனையை ஏற்கும்படி புலிகளுக்கு அழுத்தம் கொடுக்க சர்வதேச சமூகத்தின் ஆதரவு இருப்பதோடு இன்னும் பல நன்மைகளுக்கும் இடமுண்டு.

நான் எதுவித ஒளிவு மறைவின்றி இனப்பிரச்சினை, அதோடு சம்பந்தப்பட்ட வேறு பிரச்சினைகள் பற்றி உங்களுடன் பேசி வந்திருக்கின்றேன். எனது அபிப்பிராயம் உங்களுக்கு ஏற்புடையதாக இல்லாது போனால் அல்லது உங்களை பாதிப்பதாக கருதினால் என்னை மன்னிக்கவும். ஆனால் நான் இல்லாத காலத்தில் எனது ஆலோசனைகளுக்கு செவிமடுக்க தவறியமைக்கு நீங்களும், புலிகளை கண்மூடித்தனமாக பயத்தினாலும், சுயநலன்களுக்காகவும் ஆதரிக்கின்றவர்கள் உட்பட இந் நாட்டில் உள்ள அனைவரும் வருத்தப்படுவீர்கள். இனவாதிகள் என்று தமிழ் ஊடகங்கள் உங்களை வர்ணித்தபோது அதை மறுத்துரைத்தவன் நானே. இன்னும் அதே நிலைப்பாட்டில்தான் உள்ளேன். நீங்கள் வகுப்புவாதிகள் இல்லை என்பதை உங்களின் அறிக்கை உங்களை குற்றமற்றவர்கள் என்பதை வெளிக்காட்டியுள்ளது. தமிழ் ஊடகங்கள் என்னைப்பற்றி எப்படி கூறினாலும் நான் கவலைப்பட போவதில்லை. எனது இறுதி மூச்சு இருக்கும் வரை எமது மக்களுக்கு செய்ய வேண்டிய கடமையை எந்த அவமதிப்போ அல்லது சங்கடமோ ஏற்பட்டாலும் நான் செய்தே தீருவேன்.

மூளை சலவை செய்யப்பட்டு புலிகளால் வகுப்புவாத விஷம் ஏற்றப்பட்டு ஒரு புதிய தலைமுறை தமிழர்கள் மத்தியில் வளர்ந்து வருகிறது. காலம் கடக்க முன்பு இப் பிள்ளைகள் காப்பாற்றப்பட வேண்டும். அவர்களுக்கு ஏற்றப்பட்ட வகுப்புவாத விஷம் தனிக்கப்பட்டு இந்த அப்பாவி பிள்ளைகள் எனது காலத்திலேயே மீட்டெடுக்கப்பட வேண்டும். உங்களுக்கும் உங்கள் கட்சிக்கும் அரசியல் சம்பந்தமான ஆலோசனைகள் வழங்கக்கூடிய தகுதியும் அனுபவமும் எனக்குண்டு என நினைக்கின்றேன். நான் சிங்கள, தமிழ், முஸ்லீம் மக்கள் மத்தியில் வாழ்ந்து சிங்கள, தமிழ், முஸ்லீம் மாணவர்களுடன் இணைந்து கல்வி கற்றிருக்கின்றேன். சிங்கள, தமிழ், முஸ்லீம் ஆசிரியர்களால் கல்வி போதிக்கப்பட்டு சிங்கள, தமிழ் மாணவர்களுக்கு ஆசிரியராக கல்வி போதித்திருக்கிறேன். ஆகவே இச் சமூகங்கள் பற்றி நன்கு அறிவேன்.

அரசியலில் உங்களின் அனுபவத்திலும் பார்க்க கூடுதலான அனுபவம் பெற்றவன் நான். எனது 73 வருட காலத்தில் 50 ஆண்டுகள் அரசியலுக்கும் சமூக சேவைகளுக்கும் செலவிடப்பட்டது. இன்னும் தீவிர அரசியலில் ஈடுபட்டிருக்கும் முதிர்ந்த தமிழ் பாராளுமன்ற அரசியல்வாதியும் ஆவேன். இலங்கையில் நடைபெற்ற 14 பாராளுமன்ற தேர்தல்களில் 1960 ஆண்டு தொடக்கம் 11இல் போட்டியிட்டதோடு, 1970ம் ஆண்டுக்குப் பின் நியாயமாகவும், சுதந்திரமாகவும் நடைபெற்ற தேர்தல்கள் அனைத்திலும் வெற்றி பெற்றுள்ளேன். இந் நாட்டு பிரதம மந்திரிகளில் முதல் மூவரை தவிர்த்து ஏனையவர்களுடன் பாராளுமன்றத்தில் அங்கத்துவம் வகித்துள்ளேன். எல்லாவற்றிற்கு மேலாக இந் நாட்டின் சகல அரசியல் கட்சிகளின முன்னணி தலைவர்களுடன் பாராளுமன்றத்தில் சமகாலத்தில் இருந்ததோடு இந்நாட்டு ஜனாதிபதிகள் அனைவருடனும் நன்றாக பழகியுள்ளேன். இரு பெரும் தமிழ் தலைவர்களாகிய அகில இலங்கை தமிழ் காங்கிரஸ் தலைவர் திரு.ஜி.ஜி.பொன்னம்பலம், தமிழரசு கட்சி ஸ்தாபகரும் பின்பு த.வி.கூ யை ஸ்தாபித்தவருமான திரு எஸ்.ஜே.வி. செல்வநாயகம் கியூ.சி ஆகியோருடன் மிக நெருக்கமாக பழகி இருக்கின்றேன். அத்தோடு த.வி.கூ யின் ஸ்தாபகர்களில் ஒருவனும் ஆவேன். பாராளுமன்றத்தில் முதல் அகில இலங்கை தமிழ் காங்கிரஸ் உறுப்பினராகவும் பின்பு த.வி.கூ உறுப்பினராகவும் அங்கம் வகித்திருக்கின்றேன். நான் முதல் தடவையாக 1959ம் ஆண்டு கொழும்பு மாநகர சபை தேர்தலில் போட்டியிட்டபோது தோழர் சோமவன்சவை தவிர நீங்கள் யாரும் பிறந்திருக்க மாட்டீர்கள். அரசியலில் எனக்குள்ள நீண்டகால அனுபவம் உயர்மட்ட கண்ணியமிக்க அரசியல் தலைவர்களோடு இருந்த தொடர்பு உங்களுக்கும் உங்கள் கட்சிக்கும் நன்மை பயக்கக்கூடியதாக அமையுமே அன்றி ஒரு போதும் பாதகமாக அமையாது. ஆகவே என்னுடைய ஆலோசனையை பெறுவதில் நீங்கள் தயக்கம் காட்டத்தேவையில்லை

நீங்கள் ஒரு சந்தர்ப்பம் தந்தால் உங்கள் அரசியல் குழுவுடனும், மத்திய குழு உறுப்பினர்களுடனும் கலந்துரையாட ஆவலாக உள்ளேன்.

SOLUTION TO THE ETHNIC PROBLEM IS IN THE HANDS OF THE JVP

It is with mixed feeling that I read your statement, released on the eve of the Peace Talks in Geneva. I am pleased with the boldness with which you have expressed your views relating to the Dictatorial regime illegally established by the LTTE in parts of the Northern and Eastern Provinces but disappointed a little with some others. I am indeed happy about your conceding that the people who have suffered the most in the war have been those in the North and East. I am in full agreement with you that a large number of Tamils from these areas, ran away due to the erosion of democratic rights and settled either in other parts of Sri Lanka or migrated to foreign countries. To add to your views, interference with the fundamental rights of the people and large scale Human Rights violations can also be attributed for this exodus. I do not deny that those who settled within Sri Lanka are living peacefully with the other ethnic groups who have happily welcomed them in their midst, with sympathy and affection. It is evident that the country is gradually getting united and shunning communalism.

I too regret the mass exodus and the brain drain of Tamils and strongly urge that everyone who loves the country and wants peace should help to make it possible for them to return to their mother land, by removing the impediments that stand on their way. The need for their return is now felt more than ever before, seeing the calibre of persons who are taking part in the negotiations and their capacity to present their case for a negotiated settlement. It is a pity to see the present state of the Tamil community. It was once enriched with highly educated Scholars, Professors, Academics, Judges, lawyers and many others who had specialized in various fields, most of whom have either been silenced by the LTTE’s bullets or migrated to foreign countries. The remaining few dare not open their mouths against the LTTE.

It is wrong even to assume, that the meetings in Geneva will remove the impediments there, for all the people of Sri Lanka to enjoy all their rights because Mr. S.P. Thamilselvan before being brought to Colombo by a Sri Lanka Air Force helicopter had issued a statement to say that they will discuss the proper implementation of the CFA only and nothing else. Please note that the SLMM, a creation of the CFA composed of representatives of Nordic countries has attributed to the LTTE, over three thousand (3000) serious violations. It may not be irrelevant to mention here that the SLMM pointed an accusing finger at the LTTE for firing a few shots at a Sri Lankan Air Force owned helicopter.

The time has now come for all the Political parties and the people to forget all their political and other differences and to get together to help to liberate the Tamils from the iron clutches of the LTTE. Let it not appear that one ethnic group grants the rights to the other ethnic groups. It should appear as if all ethnic groups share power and enjoy equal rights irrespective of whatever ethnic or religious group, one may belong to.

As a Tamil I am ashamed of what had happened to the Muslim and Singhalese of the North. It is a disgrace for the Tamils, if the Sinhalese and Muslim students are not assured of full protection by the LTTE. The responsibility is theirs because the people will not dare to do a thing that will not be pleasing to the LTTE cadre. No one has any right to drive away a person from any part of the country. I am sure that you will feel for the sorry-plight of the Tamils and Muslims whose democratic rights had been seriously violated. No parents will be prepared to part with their children. But the LTTE that had already sacrificed over eighteen thousand Tamil youths in the war front, do not utter one word about their killings of a substantial number of youths from other groups, which will be also a few thousands. During the period of ceasefire they had abducted one thousand seven hundred innocent children of poor families and Tsunami orphans, depriving them of all their rights and recruited them by force as child soldiers, to be used as cannon fodder. Apart from this, over six hundred(600) adults too had been abducted with their fate also not known. It is regrettable to note that the children of the leaders are exempted from conscription. Is there no remedy or end to these activities? is the question often asked by everyboby from everywhere. My answer is that there is a solution if only the Janatha Vimukthi Peremuna will show some sympathy towards these unfortunate Tamils and Muslims. You know the suffering of our people in minute detail. Yet I list out some for your information.

The sufferings of the Tamils did not start with the LTTE taking over some areas in the North and East. In the seventies with the assassination of the Ex Mayor of Jaffna Mr. Alfred Thuraiappa, killings started. The Government forces retaliated and due to the foolish administrative orders a number of Tamil youth were killed in the seventees. Since then there were killings on both sides mostly retaliatory killings. In July 1983 with the killings of 13 soldiers by the LTTE’s claymore mine attack communal riots broke out. No one can forget the black July, 1983 during which the worst of all communal riots took place. During this periods thousands of Tamils were killed and billions worth of property belonging to the Tamils, destroyed.

It is only after the riots of July- August, 1983 we, the 17 TULF members of Parliament quit office voluntarily, protesting against the referendum, held to exdent the term of Parliament. From then onwards the militants took over the leadership of the Tamils. Things would have been different today if the LTTE had not started killing leaders and Members of the other groups, to gain superiority over others. Since then there was blood shed every where in the North and the Es. Young boys and girls were killed. Youths from other Tamil Armed groups were killed. Men, women and children were killed. Respectable people tied to lamp posts and shot dead. Families destroyed. Houses destroyed. Widows and orphans were created in thousands. There were destitute persons everywhere . There was a mass exodus of Tamils to India. Many fled to foreign countries. Railway tracks were removed and sleepers, railings and pebbles on the track were all removed for the construction of bunkers. Telephone wire and electricity wires were removed to be used for making bombs and concrete posts removed and broken to be used for the construction of bunkers. The towns were deserted and became ghost towns. People lost all their belongings:- jewellery, books, life time savings, furniture etc. Houses were destroyed, window frames doors and roofs were removed. Some areas still look like ruined cities. People are living in refugee camps for years. Many became paupers over night. The Muslim of Jaffna, Killinochchi, Mullaitivu, Vavuniya and Mannar who had to leave behind everything and go with only Rs. 500 are still in refugee camps for several years, without privacy or any comfort. The people know that all these suffering are not created by one party. It is a question of whether it is the hen or egg that came first. The number of people killed by the army or police cannot be even a small fraction of the number killed by the LTTE, which gave different interpretations for the destruction of Human life and property by them and by the forces. All what they did and still do help to glorify them and any thing done in retaliation is condemned as treacherous. The net loss to the Tamils and Muslims in the North amounts to many billions of dollars. Human life lost according to official figures is 60 - 70 thousands . It is certainly much more, if the unaccounted killings are also taken into account.

I am asking you one simple question. Did the Tamils endure all these for over 23 years only to be told to find a solution under the Unitary system, which did not bring any relief for fifty years. I guarantee you that the Tamils will never agree for a unitary constitution as a solution to our problem and that is a justifiable stand. They are prepared to give up separation as an alternative to a Federal Constitution. If the word “Federal” is allergic to some Sinhalese and “Unitary” allergic to some Tamils let us all agree to find a solution based on the Indian model which is neither Federal nor Unitary in character. The Indians take pride in saying that their constitution is based on “Unity in diversity” which will be welcomed by most of the Sri Lankan also. I very humbly plead with you to change your stand in the interest of our country, to have the country united, to find a solution to the suffering Tamils and Muslims and to free them from the LTTE’s bondage. The whole world will acclaim you all as true patriots, if you accept my proposal as the final solution to our problem. By your refusal to accept a solution within a United Sri Lanka, you will be driving the Tamils back into the LTTE fold. Merely because I am no more in Parliament, the reason for which is very well known to the world, please do not discard me and my views. If you do so, you will be conceding the LTTE as the sole representatives of the Tamil people. I may not live long to see the dawn of peace in our country. But if you take my advice a solution to our problem is very near. You may recall that I had been repeatedly saying that Peace is knocking at our door and it is left to us whether to let it in or shut it out.

I mentioned that I read your statement with mixed feelings because although I appreciated and agreed on many of your views I am sorry I cannot agree with your claims that the mandate was given at the recent Presidential Election for a Unitary State. Assuming that all the 50.3 % votes obtained by H.E. Mahinda Rajapaksa was for a Unitary State, the fact that in the North East the LTTE had prevented under threat, 3-4 hundred thousand voters from voting, cannot be ignored. On the other hand the UNP offered Federalism as a solution to the ethnic problem at the Presidential Election campaign. The left parties also during the elections openly said that they were not bound to accept the Unitary State concept. The Jathika Hela Urumaya too during the Election campaign indicated their support for an Indian Model . Above all the Sri lanka Freedom Party had at their last convention adopted a resolution to offer “Federal Constitution” as a solution to the ethnic problem. One important factor that we should not fail to take into consideration is that, this is the first time in the history of Sri Lanka Federalism is offered as a solution to the ethnic problem at an important election. A massive mandate was given to H.E. the President to solve the problem with the support of all the parties, based on federalism.

I earnestly appeal to you to agree to my proposal to adopt the Indian Model taking into consideration (i) That the plight of the Tamils and the Muslims of the North and East is very pathetic and should come to end. (ii) That the Unitary System has failed to solve the problem these 50 years and bound to go on for another 50 year. (iii)That if agreed to by the JVP solution can be found in a very short period (iv) That the International Community is insisting on a United Sri Lanka and will not support separation (v) That the Indian Government too will support a solution within a United Sri lanka and will oppose separation (vi) That the support of the International Community will be available to pressurize the LTTE to accept this and a number of other advantages too will be available.

You are well aware that without any reservations I used to confide in you all what I think about the ethnic problem and other related matters. Please pardon me if you find my observation unacceptable or offending to you. But one day, after I am dead and gone not only you all, everyone in this country including those Tamils who blindly support the LTTE out of fear and some for personal gains, will regret their mistake of not heeding my advice. When the Tamil media branded you and your party as chauvinistic, it was I who had been defending you. I still stand by it. Your statement exonerates you from the charge of being communal. What the Tamil media say about me I do not bother. I have a duty by our people which I must do till I breath my last, inspite of the humiliation and embarrassment they cause me.

There is a new generation coming up among the Tamils thoroughly brain washed and communal venom injected by the LTTE. These children should be saved from them before it is too late. The communal venom in them should be neutralized and innocent children redeemed during my lifetime.

I think I have the capacity and the experience to advice you on Political matters and my advice will be beneficial to you and for your party in the long run. I have lived with Sinhalese, Tamils and Muslims and also studied together with Sinhalese Tamils, and Muslims. I studied under Sinhalese, Tamil, and Muslim teachers and as a teachers taught Sinhalese Tamil and Muslim students. Therefore I know very much about these communities.

In Politics my experience is certainly much more then anyone of you in your party. Of my 73 years in this world over fifty years had been devoted to Politics and social work. I am the most senior Tamil Politician and Parliamentarian still active in Politics. Of the 14 Parliamentary elections I had contested eleven, since 1960 and won all election after 1970 held fairly and freely. I had been in Parliament with all Prime Ministers except the first three. Above all I had the privilege of being in Parliament with all top leader of all Political parties and had been associated with all Presidents of our country. I was very close to the two well respected Tamil Leaders Hon.G.G. Ponnambalam QC the founder of the All Ceylon Tamil Congress and Hon S.J.V. Chelvanayagam founder of the Federal Party who later founded the Tamil United Liberation Front of which I was a founder member. I first represented the ACTC and later the TULF in Parliament .When I first contested the Colombo Municipal Council Election, except Comrade Somawansa, I don’t think any one of you was born. My long experience as a Politician and the contacts I had with top level and reputed Political Leaders will prove to be beneficial to you and your party and will never turn out to be detrimental to your course. Hence you need not hesitate to take my advice. If you will give me a chance to meet your Politburo or Central Committee I will be too glade to do so.
