SOS ON BEHALF OF THE IDPs IN MULLIVAIKAL.

I want the Government of Sri Lanka and the International Community to take this message of mine as an SOS coming from the civilians of the so called No Fire Zone. Civil administration has broken down there, and the medical officers too had withdrawn. There is no one to regulate the activities there including the food supply and medical care. Hundreds, may be even thousands, are left to die on the streets and bunkers, without anyone to attend on them. There is no food and water and the people are starving.

I plead with the Government and the International Community to take my massage seriously and to do their best to rush a medical team to treat the injured and also to arrange to drop food parcels from the air and save the several thousands from death by starvation. If every thing fails and no response comes from anywhere, the Government of Sri Lanka or a friendly country can request India to rush a medical team and food for the unfortunate victims who are suffering for no fault of theirs. I strongly urge that this massage be taken seriously as one coming not from an insane man.

யுத்த பாதுகாப்பு வலயம் என வர்ணிக்கப்படும் இடத்தில் வாழும் மக்கள் சார்பில் அவர்களை காப்பாற்றுங்கள் என என்னால் விடப்படும் இக் கோரிக்கையை இலங்கை அரசும் சர்வதேச சமூகமும் ஏற்றுக்கொள்ள வேண்டும். அங்கே சிவில் நிர்வாகம் முற்றாக நின்றுவிட்டது(முறிந்து விட்டது). வைத்திய அதிகாரிகளும் தமது சேவையில் இருந்து விலகிவிட்டனர். அங்கு மனிதாபிமான பணிகளை ஒழுங்கு படுத்தி செயற்படுத்த யாரும் இல்லை. இதில் உணவு, வைத்திய வசதிகளும் அடங்கும். நூற்றுக்கணக்காணவர்கள், ஏன் ஆயிரக்கணக்கானவர்கள் கூட இருக்கலாம், விதீகளிலும், பதுங்கு குழிகளிலும் பராமரிப்பின்றி இறக்கவிடப்பட்டுள்ளனர். அங்கே உணவோ குடி நீரோ இன்றி மக்கள் இறக்கின்றனர்.

மிகவும் மன்றாட்டமாக இலங்கை அரசம், சர்வதேச சமூகமும் எனது இந்த மனிதாபிமான கோரிக்கையை மிக அக்கறையுடன் செவிமடுத்து பாதிக்கப்பட்ட மக்களுக்கு வைத்திய வசதியையும் உணவுப் பொட்டலங்களும் உடன் கிடைக்க ஆவன செய்யவேண்டும் என்பதே. இதன் மூலம் பல உயிர்களை வைத்தியத்தின் மூலமும் பட்டினிச்சாவில் இருந்தும் காப்பாற்ற முடியும். அவர்களின் முயற்சிகள் தோல்வியில் முடிந்தால் இலங்கை அரசோ வேறு நட்பு நாடோ இந்திய அரசை நாடி இவ் அப்பாவி மக்களுக்கு உணவும், வைத்திய உதவிகளையும் விரைந்து அனுப்பி அவர்களை காப்பாற்ற நடவெடிக்கை எடுக்க வேண்டும். இவ் வேண்டுகோள் புத்தி சுவாதீனம் அற்ற ஒருவரிடம் இருந்து வரவில்லை என்பதை வலுவாக கூறிவைக்க விரும்புகின்றேன்.

CIVILIANS OF MULLIVAIKAL SHOULD BE SAVED AT ANY COST.

Before coming to the subject, I once again reiterate that my love and devotion to my country is in no way second to any other person in Sri Lanka. I had been repeatedly emphasizing on the fact that a patriot is one who loves his country and its people whether they are Sinhalese, Tamils, Muslims or from any other ethnic group. The country won the war at high price. Apart from the financial implications, the destruction caused to the economy of the country, valuable lives lost and the unbearable human sufferings the people underwent, cannot be valued in terms of money.

People of two districts in full and from parts of three others, have lost everything. Many led luxurious lives. They had their own business, industry, mansions to live in and all what they wanted or needed and now all of them are paupers. They are put to starvation. They have to wait for long hours in queues to get a little “Kanchi” poured into their plates. They are all living on liquid diet. Postmortem held on many bodies of elders had revealed that death was due to starvation. A class-less society is now being created for the Tamils to live all alike as paupers.

Life in Mullivaikal is miserable. Even if a new Security Zone is created no one can prevent the LTTE from entering that area and mixing up with the civilians. It is my duty to bring to your notice whatever news I get and believe as true. On the 12th inst. due to shelling more than 36 patients died at the Mullivaikal Hospital with several others injured. Again on the 13th about fifty patients, waiting for treatment with very many others for two days without being attended on them due to shortage of staff, were killed and many more injured. In addition to this agony they are also subjected to starvation. This situation should stop forthwith. There is one-thing that you can do, to give some relief immediately to the people. Please arrange to send food-ships with sufficient food, based on the figures given by the officials and save the country from being accused of starving the people. For a Government that had been sending food to Vanni based on the figures prepared under the influence of the LTTE, for quarter of a centaury, supplying food for the remaining one hundred and fifty thousand people will not make the Government to go Bankrupt. It is only for some more time and may be a few days or a few months, that you are going to do it. People there have lost their strength even to walk. Children are starving without milk. You know what happened to the food that the Government sent to Vanni in the past. Ignoring that matter, please send ample food so that atleast the left-overs will be sufficient to fill the stomachs of the people there. This should continue till the war ends.

All the good name earned by the Security Forces and also by the Government should not be allowed to go with the wind. Enough lives had been lost during the last two to three weeks. Who is responsible for these deaths is not the question. “Why did these people die?”, is a question that will be repeatedly asked by the future generation. Please give strict instructions to the parties concerned that not a single life should be lost in the process of liberation. This request is made to you based on the undertaking you gave the country that no life should be taken by firearms.

I wish you all the best and assure you my unstinting support for all good actions taken by you and also urge you to send enough food by any means to Mullivaikal and also order to stop all shellings and save the innocent men, women, elders and children.

என்ன விலை கொடுத்தேனும் முள்ளிவாய்க்கால் மக்களை காப்பாற்ற வேண்டும்.

முக்கிய விடயத்துக்கு வருமுன்பு இந்நாட்டில் எனக்குள்ள பற்றும் அபிமானமும் வேறு ஒரு இலங்கையருக்கு இருப்பதிலும் பார்க்க எவ்வகையிலும் குறைந்ததல்ல என்பதை மீண்டும் வலியுறுத்தி கூற விரும்புகின்றேன். தன் நாட்டை மட்டும் நேசிப்பவன் நாட்டுப்பற்றாளனாகிவிட முடியாது. நாட்டையும் அந்நாட்டு மக்களையும் அதாவது சிங்களவர், தமிழர், இஸ்லாமியர் அல்லது வேறு இனத்தவர் என்ற பாகுபாடு காட்டாத ஒருவர்தான் தேசபக்தனாவார். இந்த யுத்தத்தை வென்றெடுக்க அரசு பெரும் விலை கொடுத்தது. ஏற்பட்ட பொருள் நஷ்டத்துக்கு மேலாக நம் நாட்டு பொருளாதாரத்துக்கு ஏற்பட்ட நஷ்டம் நாம் இழந்த பெறுமதிமிக்க பல உயிர்கள், தாங்க முடியாத மக்கள் அனுபவித்த மனித உபாதைகள், ஆகியவற்றின் பெறுமதியை கணக்கிட முடியாது.

இரு முழு மாவட்டங்கள், மூன்று மாவட்டங்களின் பகுதிகள் ஆகியவற்றில் வாழ்ந்த மக்கள் தம் உடமைகள் அத்தனையும் முற்றாக இழந்து விட்டனர். அநேகர் தமது ஆடம்பர வாழ்க்கையை இழந்துள்ளனர். சொந்த வியாபாரம், கைத்தொழில், வாழ பெரு மாளிகைகளை ஒத்த வீடுகள், மேலும் தமக்கு விரும்பியவற்றையும் வேண்டிய வளங்களையும் பெற்றிருந்தனர். இன்று அவர்கள் அனைவரும் ஓட்டாண்டிகளாகி விட்டனர். அவர்கள் பட்டினியும் போடப்பட்டுள்ளனர். வன்னியில் அவர்கள் நீண்டநேரம் கியூ வரிசையில் தம் பாத்திரத்தில் கொஞ்சம் கஞ்சி ஊற்றப்படும் வரை காவல் நிற்கின்றனர். மொத்தத்தில் அவர்கள் நீராகாரத்துடன் வாழ்க்கையை நடத்துகின்றனர். முதியவர்கள் சிலரின் பிரேத பரிசோதனையில் அவர்களின் மரணத்துக்குரிய காரணம் பட்டினிச்சாவு எனக் குறிப்பிடப்பட்டுள்ளது. தற்போது தமிழர்களுக்கென அனைவரும் ஒரே தரத்தில் வாழக்கூடிய வர்க்க பேதமற்றதான சமூகமொன்று உருவாகியுள்ளது.

தற்போதைய முள்ளிவாய்க்கால் வாழ்க்கை மிகக் கொடூரமானது. புதிதாக ஓர் சூனியப் பிரதேசம் உருவாக்கப்பட்டாலும் விடுதலைப் புலிகள் அதற்குள் புகுந்து மக்களுடன் கலந்து நிற்பதை யாராலும் தடுத்துவிட முடியாது. நான் அறியும் செய்திகளை உண்மையென நம்பினால் மட்டுமே அவற்றை தங்களின் கவனத்துக்குக் கொண்டு வரவேண்டிய கடமை எனக்குண்டு. இம் மாதம் 12-05-2009 அன்று முள்ளிவாய்க்கால் வைத்தியசாலையில் செல் வீழ்ந்து சிதறியதால் 36 நோயாளிகளுக்கு மேல் கொல்லப்பட்டும் பலர் காயமும் அடைந்துள்ளனர். மீண்டும் 13-05-2009 அன்று அதே வைத்தியசாலையில் செல் வீழ்ந்து வெடித்ததில் 50 பேருக்கு மேல் கொல்லப்பட்டனர். இவர்கள் இரு நாட்களாக நெருக்கடி காரணமாக சிகிச்சையளிக்க யாரும் இல்லாது துன்பப்பட்டுக் கொண்டிருந்த பெருந் தொகையினரில் ஒரு பகுதியினராவர். மேலும் பலர் காயமடைந்தும் உள்ளனர். இந்த வேதனையோடு பட்டினியையும் அனுபவிக்கின்றனர். இந்த நிலை தொடராது உடன் நிறுத்தப்பட வேண்டும். மக்களுக்கு உடன் நிவாரணம் கிடைக்கக்கூடிய ஒரு விடயம் தங்கள் கையில் உண்டு. உடனடியாக அரச அதிகாரிகளால் தரப்பட்டிருக்கின்ற புள்ளி விபர அடிப்படையில் தேவையான உணவு வகைகளை கொண்ட கப்பல் வன்னிக்கு அனுப்பி வைக்கப்படுவதன் மூலம் மக்களை அரசு பட்டினி போடுகிறது என்ற குற்றச்சாட்டிலிருந்து தப்பிக்கொள்ளும் வாய்ப்பு உண்டு. விடுதலைப் புலிகளின் அழுத்தத்தால் தயாரிக்கப்பட்ட புள்ளி விபர அடிப்படையில் கால் நூற்றாண்டுக்கு மேல் வன்னிக்கு உணவு அனுப்பி வந்த அரசுக்கு எஞ்சியுள்ள ஒன்றரை இலட்சம் மக்களுக்கு தொடர்ந்து உணவு வழங்கினால் அரசு வங்குரோத்து நிலையை அடைந்து விடாது. இந்த நிலை இன்னும் சில காலத்திற்கே. அது சில நாட்களாகவோ, அல்லது மாதங்களாகவோ இருக்கலாம். வன்னி வாழ் மக்கள் நடக்கும் சக்தியை இழந்து விட்டனர். குழந்தைகள் பாலின்றி பட்டினி கிடக்கின்றனர். வன்னிக்கு அரசு அனுப்பும் உணவு பண்டங்களுக்கு என்ன நடக்கின்றது என்பதை நீங்கள் அறியாததல்ல. அந்த விடயத்தை புறந்தள்ளி விட்டு எடுப்பவர்கள் தம் தேவைக்கு எடுத்ததன் பின் எஞ்சியவை அங்கே வாழும் மக்களுடைய வயிற்றை நிரப்பும் அளவுக்கு போதியதாக இருக்க வேண்டும். இந்நிலை யுத்தம் முடியும் வரை தொடர வேண்டும்.

அரச படைத்தரப்பினரும், அரசும் பல இழப்புக்களின் மத்தியில் சம்பாதித்த நற்பெயரை காற்றுடன் பறக்க விடக்கூடாது. கடந்த இரண்டு மூன்று வாரங்களாக பெருந்தொகையான உயிர்கள் பறிக்கப்பட்டுள்ளன. இந் நிலை யாரால் ஏற்பட்டது என்பதல்ல முக்கியம் “இது ஏன் நடந்தது, எப்படி நடந்தது” என்று எதிர்கால சந்ததி மீண்டும் மீண்டும் குரலெழுப்ப இடமளிக்க கூடாது. தயவு செய்து சம்பந்தப்பட்டவர்களில் ஒரு உயிர் தன்னும் இந்த மீட்பு பணியால் இழக்கப்படக் கூடாதென கண்டிப்பானதொரு உத்தரவை பிறப்பிக்கவும். தாங்கள் அண்மையில் நாட்டு மக்களுக்கு விடுத்துள்ள செய்தியில் ஓர் உயிர்தன்னும் துப்பாக்கிச்சூட்டுக்கு இலக்காகி பறிக்கப்படக்கூடாதென குறிப்பிட்டமைக்கு அமைவாகவே இந்த வேண்டுகோள் விடுக்கப்படுகின்றது.

தங்களால் மேற்கொள்ளப்படும் சகல நல்ல நடவடிக்கைகள் அனைத்துக்கும் எனது குறைவற்ற ஆதரவு கிடைக்குமென உறுதியளித்து எவ்விதத்திலேனும் தேவையான உணவை பசியால் வாடும் முள்ளிவாய்க்கால் மக்களுக்கு உடன் அனுப்பி வைப்பதோடு சகல விதமான ஆயுத தாக்குதல்கள் மக்கள் மீது தொடராது அவர்களை காப்பாற்றும்படி வலியுறுத்திக் கேட்டுக் கொள்கிறேன்.

Reign of Terror at Mullivaikal.

With deep regret I wish to inform you that this morning at 7.45 AM in a shelling incident at Mullivaikal Hospital 26 patients died on the spot, ten a few minutes later and more than 100 injured. Please intervene and stop firing shells targeting terrified civilians. Also arrange a medical team to visit Mullivaikal where over thousand casualties of other incident are also awaiting medical attention for two days. Even if this is an act of the LTTE the Government has a duty to save the civilians.

இன்று காலை 7.45 மணியளவில் முள்ளிவாய்கால் அரச வைத்தியசாலையில் எறிகனை விழுந்து வெடித்ததின் காரணமாக 26 நோயாளிகள் உடன் ஸ்தலத்திலும் சில நிமிடங்களின் பின் மேலும் 10 பேர் இறந்ததோடு 100 பேருக்கும் மேல் படுகாயமுற்றுள்ளார்கள் என்பதை மிக்க வருத்தத்துடன் தங்களின் கவனத்திற்கு கொண்டுவருகின்றேன். பீதியுடன் வாழும் மக்களை நோக்கி ஏவப்படும் எறிகனை தாக்குதலை தாங்கள் தலையிட்டு உடன் நிறுத்துமாறு கேட்டுக்கொள்கின்றேன். வேறு சம்பவங்களிலும் படுகாயமுற்ற ஏனையோருடன் 1000 ற்கும் மேற்பட்ட மக்கள் 2 நாட்களுக்கு மேலாக இதுவரை எதுவித சிகிச்சையும் பெறாமல் இருப்பதனால் உடனடியாக வைத்திய குழுவினை தயவு செய்து அனுப்பிவைக்கவும். இச் சம்பவம் விடுதலைப் புலிகளினால் தான் ஏற்பட்டிருந்தாலும் மக்களை பாதுகாக்க வேண்டிய கடமை அரசுக்கு உண்டு என்பதை தெரிவித்துக்கொள்ள விரும்புகின்றேன்.

EVENTS IN THE NO FIRE ZONE WILL SHOCK THE WORLD.

I am surprised, shocked and deeply grieved at the happenings in Mullivaikal where the LTTE is holding to ransom more then one hundred thousand people. They are undergoing worse hardships than what they underwent during the period in which they were held under the subjugation of the LTTE. The food they received did not meet their requirements either due to short supply or due to LTTE taking their requirements first or for both. As a result mothers and elders are severely mal-nourished. These days they wait in long queues to receive their quota of “Kanchi”. Mothers who are so weak to breast-feed their children wait for days in the hope of receiving a milk packet. They live in constant fear and tension. Most of the time the people spent in their bunker.

Added to these suffering, heavy shelling that started at 5 pm on the day following the Wesak ended at 7 am today. Several hundreds who got injured were rushed to hospital. Up to 5 pm 378 people were reported dead and 1122 were injured. It is understood that many families got buried in their bunkers. Very many people who got injured were left unattended to die. Whether the number killed is only 378 as recorded by the hospital or over thousand as claimed by certain sources and not the LTTE, the fact remains that the number killed is the highest for one day since the war started. These killings are contrary to the expectations of the people who co-operated for the eradication of the LTTE and will also certainly be a disappointment to the International Community to whom you have assured safe passage of the IDPs to Government controlled area and very fair treatment of the IDP’s in the Welfare Centres.

Things are going out of control in Mullivaikal and the casualties that were on the increase day by day reached its climax today. Please call for immediate stopping of shellings and firing. No one can prevent the LTTE from firing but you can order your forces to stop it forthwith.

I strongly urge you to consider the fact that the LTTE is now fully mixed up with the civilians and any attack on them by the forces will result in large number of civilians getting killed or injured. Failure to take cautious steps the LTTE has nothing to lose but the Government has many thing to lose including its credibility. I repeat once again, your Excellency, that the only option the Government has is not to attack the LTTE any more since they are now mixed up with the civilians, but to mark time till the assistance of the United Nations or any one else of your choice is obtained to bring the innocent civilians out safely. There is absolutely nothing wrong in seeking the assistance of the UN to save the people.

I hope you will pardon me for the concerns I have for the people of Vanni. Many of those who are known to me and much attached to me are either dead or seriously injured and many without their limbs. An extract from what I wrote to you in my letter of 10.04.2009 is reproduced below for your information. “Now that they are on the last lap of the war and the LTTE had taken their position in the midst of the innocent people using them as human shield, the casualty rate has increased many fold ……. We can’t expect the LTTE to conform to any norms but the forces can ……The situation is disastrous and deteriorating day by day and your intervention cannot be delayed any more. When the truth comes to light one day the whole world will condemn us, the Government and the people.

May I wind up your Excellency by saying that “Our main concern is the civilians”, as all the concerned parties had been telling the world all these days.

PS:- Due to huge number of injured civilians brought to hospital, the hospital is unable to give the service to all patients. Many wounded civilians are without treatment for more than 24 hours. More than 50% of the health staff have not reported for duty because their residences had been attack.

பாதுகாப்பு வலயத்துக்குள் நடப்பவை உலகை அதிர வைக்கும்

விடுதலைப் புலிகள் ஒன்றரை இலட்சம் மக்களை பயணக் கைதிகளாக தடுத்து வைத்திருக்கும் முள்ளிவாய்க்கால் சூனியப் பிரதேசத்தில் நடக்கும் சம்பவங்கள் எனக்கு ஆச்சரியத்தையும் அதிர்ச்சியையும் பெரும் வேதனையையும் தருகிறது. அவர்கள் தற்போது அனுபவிக்கும் நரக வேதனையை அவர்கள் விடுதலைப் புலிகளின் கட்டுப்பாட்டில் இருந்தபோது பட்ட துன்பங்களிலும் பார்க்க மிகக் கூடுதலானதாகும். அவர்களுக்குக் கிடைக்கும் உணவு அவர்களுடைய தேவைகளுக்கு போதுமானதல்ல. அந்த நிலை குறைந்தளவு உணவுப் பண்டம் வருவதாலா அல்லது விடுதலைப் புலிகள் தம் பங்கை முன்கூட்டியே எடுத்து விடுவதாலா, இல்லாமல் இரண்டும் காரணமாக இருக்கலாம். அதன் பயனாக தாய்மாரும், வயோதிபர்களும் போதிய சத்துணவின்றி வாடுகின்றனர். இந் நாட்களில் நீண்ட வரிசையில் தம் பங்கு கஞ்சிக்காக காத்து நிற்கின்றனர். தாய்ப்பால் ஊட்டும் சக்தி இழந்த தாய்மார்கள் தம் பிள்ளைகளுக்கு புட்டி பாலுக்காக பல நாட்களாக காத்திருக்கின்றனர். பயத்துடனும், பீதியுடனும் வாழும் மக்கள் கூடுதலான நேரத்தை பங்கருக்குள்ளேயே செலவிடுகின்றனர்.

இக் கொடுமைக்கு மேலாக வெசாக் பண்டிகைக்கு மறுதினம் மாலை 5.00 மணிக்கு ஆரம்பித்த செல் தாக்குதல் மறுநாள் காலை 7.00 மணிக்கு அதாவது இன்று முடிவுக்கு வந்தது. இன்று மாலை 5.00 மணி வரை 378 சடலங்களுடன் 1122 படுகாயமுற்றோரும் காணப்பட்டனர். பல குடும்பங்கள் முற்றாக தம் பங்கருக்குள்ளே முடக்கப்பட்டு விட்டனர் எனவும் அறிய வருகிறது. படுகாயமுற்ற பலர் வைத்திய சேவை எதுவுமின்றி கவனிப்பாரற்று மடிந்தும் உள்ளனர். வைத்தியசாலையில் அனுமதிக்கப்பட்டு இறந்தவர்களின் எண்ணிக்கை 378 மட்டும்தானா? அல்லது விடுதலைப் புலிகள் தவிர்த்து வேறு சில ஊடகங்கள் கூறுவது போல் ஆயிரக்கணக்கானோரா என்பதல்ல பிரச்சினை. ஒரு நாளில் மிகக் கூடிய மரணங்கள் ஏற்பட்டது யுத்தம் ஆரம்பமானதின் பின்பு இந் நிகழ்வில்தான். விடுதபை; புலிகளை ஒழிக்க உதவிய மக்களின் எதிர்பார்ப்புக்கும் ஏமாற்றமாக முடிந்தது. அத்துடன் பாதுகாப்பாக இடம்பெயர்ந்தவர்கள் வரவேற்கப்படுவார்கள் என்றும் அவர்கள் நன்றாக கவனிக்கப்படுவார்கள் என்றும் அரசு கொடுத்த உத்தரவாதத்தை நம்பிய சர்வதேச சமூகத்துக்கும் பெரும் ஏமாற்றமாக அமைந்தது.

முள்ளிவாய்க்கால் நிலைமை நாளுக்குநாள் கட்டுமீறி வருகின்றது. நாளுக்குநாள் பாதிப்புக்குள்ளாவோரின் எண்ணிக்கை கூடிக் கொண்டு வந்து இன்று அது உச்சக் கட்டத்தை அடைந்துள்ளது. தயவு செய்து உடனடியாக செல் அடிப்பதையும், துப்பாக்கிச் சூட்டையும் நிறுத்துமாறு பணிக்கவும். விடுதலைப் புலிகளை யாராலும் கட்டுப்படுத்த முடிhயாது ஆனால் உங்கள் படையை நிறுத்தி வைக்க உங்களால் முடியும்.

விடுதலைப் புலிகள் தற்போது முற்று முழுதாக பொது மக்களுடன் கலந்துள்ளமையால் அவர்கள் மீது நடத்தப்படும் தாக்குதல் பல பொது மக்களை கொல்வதோடு அதேவேளை பலர் காயமடையவும் செய்யும். கவனயீனமாக நடப்பதால் விடுதலைப் புலிகள் எதையும் இழந்து விடப்போவதில்லை. ஆனால் அரசு இழக்க பல உண்டு, அரசின் நாணயம் உட்பட. நான் மீண்டும் தங்களுக்கு வலியுறுத்தி கூறுவது யாதெனில் அவர்கள் மக்களோடு கலந்துள்ளமையால் தங்களுக்குள்ள ஒரே வழி விடுதலை புலிகளை தாக்குவதை நிறுத்தி ஐக்கிய நாடுகள் சபையின் உதவியோ அன்றி நீங்கள் விரும்பும் வேறு யாரின் உதவியோ பெற்று அகப்பட்டுள்ள மக்களை விடுவிக்கும் வரை காலத்தை கடத்துவதே. ஐ.நா சபையின் உதவியை நாடுவதில் எவ்விதத்திலும் தப்பு கிடையாது.

வன்னி மக்கள் மீது நான் அக்கறை காட்டுவதால் என்னை தப்பாக எண்ணக்கூடாது. நான் நன்கு தெரிந்து என் மீது அதிக பாசம் கொண்டுள்ள மக்கள் அநேகர் இறந்தும், கடுமையாக காயமடைந்தும் தம் கால், கைகளை இழந்தும் உள்ளனர். நான் உங்களுக்கு 10-04-2009 இல் எழுதிய ஓர் கடிதத்தின் ஒரு பகுதியை கீழே தருகிறேன்.
யுத்தத்தின் கடைசி கட்டத்தில் புலிகள் அப்பாவி பொது மக்களுடன் கலந்து நின்று அவர்களை மனித கேடயமாக பாவிப்பதால் ஆபத்துக்குள்ளாவோரின் எண்ணிக்கை பல மடங்காக அதிகரித்துள்ளது……. நாம் விடுதலைப் புலிகளை யுத்தக் கோட்பாடுகளுக்கு உட்பட்டு இயங்குவார்கள் என எதிர்பார்க்க முடியாது ஆனால் அரச படைகளால் அது முடியும். நாளுக்கு நாள் நிலைமை பயங்கரமானதாகவும் மோசமடைந்து கொண்டிருக்கிறது. ஆகவே உங்கள் தலையீடு மேலும் தாமதிக்கலாகாது. ஒரு நாள் உண்மைநிலை உலகறியும் காலம் வரும் போது முழு உலகும் அரசையும் மக்களையும் கண்டித்து நிற்கும். சம்பந்தப்பட்ட அத்தனை பேரும் இதுவரை கூறி வந்ததுபோல் எமது முழு அக்கறையும் மக்கள் மீதே.

பி.கு:- பெருந்தொகையான காயமுற்றோர் வைத்தியசாலைக்கு கொண்டுவரப்பட்டுள்ளமையால் வைத்தியர்களால் அனைவருக்கும் வைத்தியம் பார்க்க முடியவில்லை. பல காயமுற்றவர்களுக்கு 24 மணித்தியாலங்களாக எதுவித சேவையும் வழங்கப்படவில்லை. வைத்தியசாலை ஊழியர்களில் அரைவாசியினரின் வீடுகளும் தாக்கப்பட்டமையால் கடமைக்கு வரவில்லை.

FOOD CRISIS IN THE NO FIRE ZONE.

I am surprised to note that at a press briefing on the 7th you had said that you are aware of the food shortage prevailing in the No Fire Zone(NZF) and that the Government, although ready with a ship-load of food items, is unable to take it across to the IDPs, due to the reluctance of the International Committee of the Red Cross. I need not point out to you that it is obligatory on your part, although it is a difficult task, to find ways and means to send the ship across by persuading the ICRC or by exploring other possibilities. If the required cooperation is available the ICRC will never shirk its responsibility. In any case the International Community will never pardon us if the innocent people are allowed to starve, however much the excuse may appear to be reasonable. Above all at the time when the country is celebrating the attainment of Budha-hood by Siddhartha the great we should show compassion to all. It is our country that sponsored Wesak as an International Holiday.

You are reported to have said, conceding that there is acute shortage of food there and that the Government is helpless in this matter. One signal to the International Community, the NFZ will be flooded with all what the IDPs need. It is not my intention to embarrass you. You may kindly advice the Government to request India to send a Ship-load of food that will last for several days and also have the Government exonerated of the charge of staving the people.

I wish to give you a brief description of the ground situation since you have said that there are only about 20,000 people still left there and also queried as to how I arrived at the figure as over one hundred thousand in the NFZ. I am surprised at your claim because if you add 20,000 to 187,810 the number of IDPs who had come out already or rescued by the forces, is it your claim that only about 219,810 IDPs were there at the time the forces defeated the LTTE and cornered them along with the IDPs at Newmathalan. Although my information is very reliable, by a simple arithmetical process you can see for yourself that there had been over 484,048 people from Kilinochchi and Mullaitheevu districts taken together as on 31.12.2008. This figure does not include Jaffna, Mannar and Vavuniya. The Government had been providing food for all the people in these two districts based on these figures, all these years. But as claimed by you, you had been sending food for only 300,000 people before the mass exodus thereby admitting that no sufficient food was sent to these districts, during the past three to four month.

This goes to explain as to why children had died for want of milk and thousands of elders were very severely malnourished. People are waiting for Kanchi in long “Q” at several points. Many did not eat rice for a long time. There is an acute shortage of Milk powder and Triposa. The ICRC’s, small ship took only 25 metric tons of food on the 7th and took back 400 injured civilians. After the ship left there was heavy shelling. On the 8th ICRC ship could not reach the seaside and therefore returned without discharging the cargo and also left behind 500 injured awaiting transporting. The ship came on the 9th with 30 metric tons and returned with 450 injured persons. Patients brought to hospital are fainting due to starvation and mothers are waiting in vain for milk food for the children. The last food ship arrived in early April. Since then only a small ship had been used for transportation.

There is an out break of jaundice and hepatitis among the children. This is the ground situation for your information. What I want is please send sufficient food for the people without any excuse and in sufficient quantity.

கடந்த 07-05-2009 ம் திகதி பத்திரிகையாளர் மாநாட்டில் யுத்த சூனியப் பிரதேசத்தில் ஏற்பட்டுள்ள பெரும் உணவுத் தட்டுப்பாடு பற்றி தாங்கள் அறிந்திருந்ததாகவும் ஒரு கப்பல் நிறைய உணவுப் பண்டங்கள் ஏற்றப்பட்ட நிலையில் சர்வதேச செஞ்சிலுவை சங்கத்தின் ஒத்துழைப்பின்மையால் இடம் பெயர்ந்த மக்களுக்கு அதனை அனுப்பி வைக்க முடியவில்லை என குறிப்பிட்டிருந்தீர்கள். கஷ்டமான வேலையாக இருந்தாலும் சர்வதேச செஞ்சிலுவை சங்கத்தை இணங்க வைத்தோ அல்லது வேறு வழி மூலமோ அம் மக்களுக்கு உணவு அனுப்பி வைக்க வேண்டிய கடமைப்பாடு தங்களுக்குண்டு என்பதை சுட்டிக்காட்ட விரும்புகின்றேன். உரிய ஒத்துழைப்பு வழங்கப்பட்டிருந்தால் நிச்சயமாக சர்வதேச செஞ்சிலுவை சங்கம் தனது கடமையை தட்டிக்கழித்திருக்காது. எது எப்படியிருப்பினும் எத்தகைய நியாயமான விளக்கத்தை கொடுத்திருந்தாலும் அப்பாவி மக்களை பட்டினி போடுவதை சர்வதேச சமூகம் மன்னிக்காது. ஏல்லாவற்றுக்கு மேலாக சித்தார்த்தர் பரிநிர்வாண நிலையை அடைந்த வெசாக் தினத்தை கொண்டாடும் இவ் வேளையில் நாம் அனைவருக்கும் தயவு தாட்சணியம் காட்டவேண்டும். புத்த பெருமான் பரிநிர்வாணமடைந்த தினத்தை சர்வதேச விடுமுறை தினமாக பிரகடனப்படுத்த முயற்சி எடுத்ததும் நமது நாடே.

உணவுத் தட்டுப்பாடு இருப்பதை ஏற்றுக் கொண்டு அரசு இந்த விடயத்தில் எதுவும் செய்ய முடியாதென்றும் தெரிவித்துள்ளீர்கள். சர்வதேச சமூகத்துக்கு ஒரு சமிக்ஞை காட்டியிருந்தால் இடம் பெயர்ந்த அனைவருக்கும் அத்தனை பொருட்களும் பெருமளவு வந்து குவிந்திருக்கும். தங்களுக்கு சங்கடமான நிலையை நான் உருவாக்க விரும்பவில்லை. அரசுக்கு ஆலோசனை வழங்கி இந்தியா மூலமாக கப்பல் நிறைய உணவுப் பொருட்கள் இறக்கப்பட்டால் அது நீண்ட நாட்களுக்கு போதுமானதாக இருப்பதோடு அரசு மக்களை பட்டினி போடுகிறது என்ற குற்றச்சாட்டிலிருந்தும் தப்பிக் கொள்ள முடியும்.

தாங்கள் அப்பகுதியில் மேலும் 20,000 மக்கள்தான் இருப்பதாகவும் ஒரு இலட்சத்துக்கு மேற்பட்ட மக்கள் இருக்கிறார்கள் என்பதை நான் எவ்வாறு கணக்கெடுக்க முடியுமென வினவியுள்ளீர்கள். உங்களுடைய கேள்வி எனக்கு மிகுந்த ஆச்சரியத்தைக் கொடுக்கிறது. நீங்கள் கூறுவது போல் இன்றும் 20,000 மக்கள்தான் அங்கு இருக்கிறார்கள் என்றால் இதுவரை வெளியேறிய 1,87,810 பேருடன் கூட்டி வருகின்ற தொகை 2,07,810 பேர் மட்டும்தானா விடுதலைப் புலிகளை தோற்கடிக்கப்பட்ட நேரம் புதுமாத்தளன் பகுதியில் வாழ்ந்தார்கள்? என்னுடைய கூற்று நம்பகரமான வட்டாரத்திலிருந்து பெறப்பட்டதே. 31-12-2008; அன்று கிளிநொச்சி, முல்லைத்தீவு, ஆகிய இரு மாவட்டங்களிலும் 4,87,048 பேர் வாழ்ந்திருக்கிறார்கள். இத் தொகையுடன் யாழ்ப்பாணம், மன்னார், வவுனியா போன்ற பகுதிகளிலிருந்து இடம் பெயர்ந்த மக்கள் இதில் சேர்க்கப்படவில்லை. இத்தனை ஆண்டு காலமாக இந்த எண்ணிக்கையின் அடிப்படையில்தான் இம் மாவட்டங்களுக்கு அரசாங்கத்தினால் உணவு அனுப்பப்பட்டு வந்துள்ளது. ஆனால் உங்கள் கூற்றுப்படி மக்கள் பெருமளவில் வெளியேறும்வரை மூன்று இலட்சம் மக்களுக்கே உணவு வழங்கியிருக்கிறீர்கள். ஆகவே கடந்த மூன்று நான்கு மாதங்களாக போதிய உணவு மக்களுக்கு வழங்கப்படவில்லை என்பதை நீங்கள் ஒத்துக் கொள்கிறீர்கள்.

இப்போது விளங்குகிறது பால் மா இன்றி ஏன் குழந்தைகள் இறந்தார்கள் என்றும், முதியோர் போசாக்கின்மையால் மெலிந்தனர் என்றும். பல இடங்களில் மக்கள் கஞ்சிக்காக நீண்ட கியூ வரிசையில் காவல் நிற்கின்றனர். பல நாட்கள் அநேகர் சோறு உண்ணவில்லை. பால் மாவுக்கும், திரிபோசாவுக்கும் பெரும்தட்டுப்பாடு ஏற்பட்டுள்ளது. கடந்த 07-05-2009 அன்று 25 மெ.தொ உணவு மட்டுமே சர்வதேச செஞ்சிலுவை சங்க கப்பல் எடுத்துச் சென்று 400 காயமடைந்தவர்களுடன் திரும்பியது. கப்பல் சென்றதும் பலத்த செல் தாக்குதல் காரணமாக கரைக்கு வராது, காத்திருந்த 500 க்கு மேற்பட்ட காயமுற்றோரை விட்டுச் சென்றது. மறு தினம் 300 மெ.தொன் உணவுடன் வந்த கப்பல் 450 நோயாளிகளையும் ஏற்றிச் சென்றது. வைத்தியசாலைக்கு வருகின்ற நோயாளிகள் கடும.; பசியால் மயங்கி வீழ்கின்றனர். தாய்மார்கள் குழந்தைகளின் பால் மாவுக்காக காத்து நிற்கின்றனர். கடைசியாக உணவு கப்பல் ஏப்ரல் மாதம் 2ம் திகதியே வந்தது. அதன் பின் சிறு கப்பலிலேயே உணவு எடுத்துச் செல்லப்பட்டது.

குழந்தைகள் மத்தியில் தொற்று நோய்கள் பரவுகின்றன. இதுவே கள நிலைமைகளாகும். நான் வேண்டுவதெல்லாம் போதியளவு உணவை மக்களுக்கு அனுப்பப்பட வேண்டுமென்பதே.

மட்டக்களப்பில் அண்மையில் எட்டு வயதுடைய பாடசாலை மாணவியான சதீஸ்குமார் தனுஷிகா என்ற சிறுமியைக் கடத்தி கப்பக் கோரிக்கை விடுத்து கொலை செய்யப்பட்டதை தமிழர் விடுதலைக் கூட்டணி வன்மையாக கண்டிக்கின்றது. மேலும் அங்கு கடத்தப்பட்ட பாடசாலை சிறுவர்களான ஏரம்பமூர்த்தி ஜனார்த்தனன், வள்ளுவன் ஜீவகுமார் ஆகியோரை உடனடியாக விடுவிக்குமாறும் வேண்டுகிறது.

இச் சிறுமியின் கொலையுடன் தொடர்புடையதாக கருதப்பட்ட மூன்று சந்தேக நபர்கள் நேற்று முன்தினம் சுட்டுக்கொல்லப்பட்டமையால் இதில் தொடர்புடைய பெரிய புள்ளிகள் சிலர் தப்பிவிடுவார்கள். இந்த சந்தேக நபர்களின் கொலைகள் திட்டமிட்டு நடைபெறுவதாக மக்கள் மத்தியில் கருத்து நிலவுகின்றது. ஏன் எனில் திருகோணமலைச் சிறுமியின் கொலையுடன் தொடர்புடைய சந்தேகநபர்களின் கொலைகளும் இப்படியான முறையிலேயே நடந்துள்ளது.

கிழக்கு மாகாணத்தை விடுதலைப் புலிகளிடம் இருந்து மீட்டு ஜனநாயகத்தை ஏற்படுத்தியுள்ளதாக கூறப்படும் இவ்வேளையில் இப்படியான சம்பவங்கள் கடந்த சில காலமாக நடைபெறுவதன் மூலம் அங்குள்ள தமிழ் மக்களை ஆயுத அடக்கு முறை கலாச்சாரத்திற்கு அடிபணிய வைக்கப்படுவதை எந்த ஒரு ஜனநாயக வாதியும் ஏற்றுக்கொள்ள மாட்டார்.

அண்மைக்காலமாக யாழ்ப்பாணம், வவுனியா, மன்னார், திருகோணமலை, மட்டக்களப்பு மற்றும் கொழும்பு ஆகிய பகுதிகளில் நடந்த, நடக்கின்ற கடத்தல்கள், கப்பம், கொலைகள், கொலைமிரட்டல்கள், கொள்ளைகள் என்பனவற்றை யார் செய்கின்றார்கள் எனபது மக்களுக்கு நன்கு தெரிந்தும் பயத்தின் நிமித்தம் எவரும் சாட்ச்சி சொல்ல முன்வரமாட்டார்கள். ஆனால் ஜனாதிபதி அவர்கள் விசாரனை குழு ஒன்றை நியமித்து அதற்கு சாட்ச்சி சொல்ல வருவோரின் இரகசியம் காக்கப்படும் என உத்தரவிடின் இச்செயலில் ஈடுபடுவோரை மிக எளிதில் கண்டுபிடிக்க முடியும்.

இக்கொலையுடன் சம்பந்தப்பட்ட அனைவரையும் உடனடியாக கைது செய்ய வேண்டும் எனவும், இப்படியான கொலைச் சம்பவங்கள் தொடர்ந்து நடைபெறாமல் இருப்பதற்கும், கப்பம், கடத்தல், கொள்ளைகள், மனித உரிமை மீறல்கள் ஆகியவற்றை தடுத்து நிறுத்தவேண்டும் எனவும் அத்துடன் இச்சம்பவங்களுக்கு ஆயுதக் குழுக்களே மூல காரணமென்பதனால் அனைத்து ஆயுதக்குழுக்களின் ஆயுதங்களை முழுமையாக உடனடியாக களையவேண்டும் எனவும் நாங்கள் மேன்மை தங்கிய ஜனாதிபதி அவர்களிடம் கேட்டுக்கொள்கின்றோம். தேவை ஏற்படின் அவர்களுக்கு அரச பாதுகாப்பு வழங்கலாம்.

மேலும் சதீஸ்குமார் தனுஷிகாவின் ஆத்மா சாந்தியடைய வேண்டும் எனவும் அச்சிறுமியின் இழப்பால் துடிக்கும் அவரின் குடும்பத்தினர்களுக்கு எமது ஆழ்ந்த அனுதாபங்களையும் தெரிவித்துக்கொள்கின்றோம்.

IMMEDIATE NEEDS OF THE IDPs.

Being pressed from all sides, within and from abroad, with all sort of requests, in sheer desperation we are writing this to you with the hope that you will order prompt action on the following matters.

1. Water:-

The season is such that shortage occurs often for drinking water. There is acute shortage of water for other purposes also. People stand in long “Q” to get there water. It is a very serious problem to the IDPs. Many had not taken a both few days.

ADRA:-

I strongly urge that the services of the organization named ADRA should be obtained. I am confident that they can solve the problem with the facilities available with them. Their drilling machine can reach a depth of over 250 meters and can drill an average 2 tube-wells per day. They have with them five bowsers with 5000 gallon capacity.

2. Food:-

In most camps food supply is ok. However in certain camps at times no food is supplied. This is because of no proper planning.

3. Release of Elders:-
Inspite of a decision to release all elders over 60 years, there is a long delay in releasing them. The decision should be varied to release all over 60 years and those close to 60 with their spouses.

4. Patients:-

A number of patients could have obtained better treatment if allowed to go elsewhere for treatment at their expense. The reason for this request is shortage of drugs and large number of patients.

5. Treatment Abroad:-

Those who can afford treatment abroad should be allowed if requested

6. Government Servants:-

All Government servants who served in Kilinochchi and Mullaitheevu and the LTTE controlled areas of Jaffna, Mannar and Vavuniya should be release with their families and the services should be utilized to benefit IDPs.

7. Government Agents:-

Government Agents of Kilinochchi and Mullaitheevu should be instructed to restart their Kachcheries and take charge of the IDPs of their districts initially at Vavuniya and gradually move to their respective districts. All Gramasevakas of these divisions should be engaged in looking after the needs of the IDPs.

8. Reunion of Families:-

Members of the same family in various camps should be brought together to one camp.

9. Telephone:-

Provide more telephones for all camp.

10. Visits to IDPs.

Allow atleast one person to visits each one of the displaced family.

11. Maternity Cases:-
All such cases to be accommodated at the Madhu Church with their families to protect small children.

12. Disableds, Orphans Elders and Mentally Affected Persons:-

Please appoint a committee to go into the question of finding homes for this category of people.

13. The Widows:-

There are a number of women organizations who are prepared to take charge of them. They can also advice widows with children on various matters.

14. Mortuary :-

Without a proper mortuary the bodies of the dead, that should be treated with utmost respect in accordance to our customs, are allowed to decompose making it very difficult for patients who are close to the mortuary. The stink spreads over a radius of 200 to 300 meter. Proper arrangement should be made to preserve the bodies till handed over to the relative or friends.

The requirement of food in Newmathalan is 478 metric tons per week. We shall feel much obliged if you would kindly give serious consideration to these proposal and do the needful without delay.

இடம் பெயர்ந்தோரின் உடனடித் தேவைகள்

உள்நாட்டிலும், வெளிநாடுகளிலிருந்து பல்வேறுபட்ட கோரிக்கைகள் வருவதால் தாக்குப்பிடிக்க முடியாமல் பின்வரும் விடயங்கள் சம்பந்தமாக உடன் நடவடிக்கை எடுக்குமாறு தங்களை வேண்டுகிறோம்.

01. நீர்

தந்போதைய காலநிலையில் குடிநீருக்கு தட்டுப்பாடு ஏற்படுவது சகஜமே. வேறு பல்வேறு தேவைகளுக்கும் உதவும் நீருக்கு தட்டுப்பாடு ஏற்பட்டுள்ளது. தண்ணீர் பெறுவதற்காக நீண்ட வரிசைகளில் மக்கள் காத்து நிற்கின்றனர். இடம் பெயர்ந்த மக்களுக்கு இதுவொரு பாரிய பிரச்சினையாகும். பலர் நீண்ட நாட்களாக குளிக்கும் வாய்ப்பையும் இழந்துள்ளனர். இந் நீர் தட்டுப்பாட்டை நீக்க யுனுசுயு என்ற ஸ்தாபனத்தை அணுகுமாறு கேட்டுக்கொள்கிறோம். இப் பிரச்சினையை தீர்ப்பதற்கு போதிய வசதிகள் அவர்களிடம் இருப்பதாக நான் நம்புகின்றேன். 250 மீற்றர் ஆழத்திற்கு குழாய் கிணறை அடிக்கின்ற வாய்ப்பும் ஒரு நாளைக்கு இரண்டு கிணறுகள் அமைக்கக்கூடிய தகுதியும் அவர்களிடம் இருக்கிறது. 5000 கலன்கள் கொள்ளக்கூடிய கொள்கலன்களும் அவர்களிடம் உண்டு.

02. உணவு

அதிகமான முகாம்களில் உணவுப் பிரச்சினை இல்லாத போதும் சில முகாம்களில் சில வேளைகளில் உணவு வழங்கப்படுவதில்லை. முறையான திட்டமின்மையே இதற்குக் காரணமாகும்.

03 முதியோர்களை விடுவித்தல்

60 வயதுக்கு மேற்பட்ட முதியோரை விடுவிப்பதாக தீர்மானிக்கப்பட்டிருந்தும் அதை நடைமுறைப்படுத்துவதில் தாமதம் ஏற்படுகிறது. இத் தீர்மானத்தை மாற்றி 60 இற்கும் 60 இற்கு அண்மித்துள்ள வயதுடையோரின் மனைவிமாரை அல்லது கணவன்மாரை விடுவிக்க நடவடிக்கை எடுக்க வேண்டும்.

04. நோயாளிகள்

பல நோயாளிகளுக்கு சந்தர்ப்பம் அளிக்கப்பட்டிருந்தால் தம் செலவிலேயே நல்ல வைத்திய சேவையை பெற்றிருக்க முடியும். இதற்குக் காரணம் நோயாளிகளின் எண்ணிக்கை அதிகமாகவும் மருந்து தட்டுப்பாடு நிலவுவதுமே ஆகும்

05. வெளிநாட்டில் வைத்தியம் பெறுதல்

வெளிநாட்டில் வைத்தியம் பெற வசதியுடையோர் விரும்பிக் கேட்பின் அதற்கு அனுமதி வழங்கப்பட வேண்டும்.

06. அரச ஊழியர்கள்

கிளிநொச்சி , முல்லைத்தீவு மாவட்டங்களும் விடுதலைப் புலிகளின் கட்டுப்பாட்டில் இருந்த யாழ்ப்பாணம், மன்னார், வவுனியா ஆகிய பகுதிகளில் கடமையாற்றிய அரச ஊழியர்கள் அவரவர் குடும்பத்துடன் விடுவிக்கப்பட்டு அவர்களி;ன் சேவை முகாம்களில் பயன்படுத்தப்பட வேண்டும்.

07. அரசாங்க அதிபர்கள்

கிளிநொச்சி, முல்லைத்தீவு ஆகிய மாவட்டங்களின் அரச அதிபர்கள் தங்கள் மாவட்டங்களைச் சேர்ந்த இடம்பெயர்ந்தோரை பொறுப்பெடுத்து வவுனியாவில் கச்சேரி அமைத்து செயற்படுவதோடு படிப்படியாக அப் பணிகளை தம் மாவட்டங்களுக்கு விஸ்தரிக்கலாம். இம் மாவட்டங்களைச் சேர்ந்த கிராம சேவகர்கள் உள்ளுரில் இடம்பெயர்ந்த மக்களின் தேவைகளை கவனிக்க பணிக்கப்பட வேண்டும்.


08. குடும்பத்தினரை மீள ஒன்றிணைத்தல்

பல்வேறு முகாம்களில் சிதறுண்டு இருக்கும் ஓரே குடும்பத்தினரை ஒன்றிணைக்கும் பணியில் அனைவரும் ஒரு முகாமுக்கு மாற்றப்பட வேண்டும்.

09. தொலைபேசி இணைப்புக்கள்

தற்போது வழங்கப்படுகின்ற தொலைபேசி இணைப்புக்கள் போதாமையால் மேலும் சில இணைப்புக்கள் ஒவ்வொரு முகாமுக்கும் ஏற்படுத்திக் கொடுக்க வேண்டும்.

10. உறவினர்களின் சந்திப்பு

முகாம்களில் உள்ள ஒவ்வொரு குடும்பத்தினரையும் ஒருவரேனும் வந்து பார்ப்பதற்கு அனுமதிக்க வேண்டும்.

11. கர்ப்பிணி பெண்கள் பற்றியது.

கர்ப்பிணிகளும், குழந்தைகளின் தாய்மார்களும் அவர்களுடைய குடும்பத்தினரும் மடு தேவாலய முகாமில் அனுமதிக்கப்பட வேண்டும்.

12. ஊனமுற்றோர், அனாதை குழந்தைகள், முதியோர், சித்த சுயாதீனமற்றோர்.

ஓர் விசேட குழு அமைக்கப்பட்டு மேற் கூறப்பட்டவர்களுக்கு நிம்மதியாக வாழக்கூடிய வகையில் வதி விடங்கள் ஏற்படுத்திக் கொடுத்தல்.

13. விதவைகள்

விதவைகள் அனேகர் உருவாக்கப்பட்டிருக்கின்றபடியினால் அவர்களை பொறுப்பேற்பதற்கும் புதிய ஆலோசனை வழங்குவதற்கும் மகளிர் நலன்புரி அமைப்புக்களோடு தொடர்புகளை ஏற்படுத்திக் கொடுக்க வேண்டும்.

14. பிரேத அறை

முறையான ஒரு பிரேத அறை இன்மையால் நாம் மதிப்பு மரியாதையோடு எமது கலாச்சாரத்துக்கு அமைய அடக்கம் செய்ய முடியாமல் அழுகிய நிலையில் அண்மையில் உள்ள நோயாளிகளுக்கு பெரும் சங்கடத்தை உண்டு பண்ணியதோடு அப் பிரேத அறையிலிருந்து எழும் துர்நாற்றம் சுமார் 200 மீற்றர் விட்ட பிரதேசத்துக்கு பரவுகிறது. பிரேதங்கள் உறவினரிடமோ அல்லது நண்பர்களிடமோ கையளிக்கப்படும் வரை பாதுகாத்து வைக்கக்கூடிய ஒழுங்குகள் செய்யப்பட வேண்டும்

புதுமாத்தளனில் வாரத்திற்கு 478 மெற்றிக் தொன் உணவு தேவைப்படுகிறது. எம்மால் கூறப்படுகின்ற ஆலோசனைகளை கவனத்திலெடுத்து உரிய நடவடிக்கை எடுக்கும்படி கேட்டுக்கொள்கிறோம்.

CRY OF SOS FROM IDPs IN VANNI

Further to my letter dated 01.05.2009 under the caption “Save the remaining IDPs in Vanni” your decision to instruct the forces to avoid using heavy weapons and to see that no civilian should be allowed to be killed by fire-arms, is applaudable. The forces of Sri Lanka are a well disciplined lot now. As combatants they are not to question why but to do and die. But they have a subsidiary role also to play and that is to offer humanitarian assistance to the injured and the feeble. It goes to the credit of a soldier, who traced a 5 years old child of an IDP and handed it over to the mother with all the jewellery the child was wearing. The service personnel has won the hearts of the people more during the mass-exodus. Those of the fair sex had tended the children, the sick and the old with extreme care and affection. There are several incidents that deserve commendation.

I hope you will agree with me that the LTTE is not that disciplined like the Government forces and cannot be expected to adhere to the norms of the war. The so called fire-free zone is under the control of the LTTE and they get mixed up with the civilians making it impossible for the forces to separate the LTTE and attack them, without harming the civilians. In the present situation any attempt to attack the LTTE will result in a large number of civilians falling victims. During the five day period from 27.04.2009 to 4 pm on 01.05.2009 a total of 170 had lost their lives and 951 including 181 children got injured. I have the figures for each day and this is in respect of people who sought admission to the hospital and do not include those killed before admission to the hospital. Bodies of such people are covered with towels and buried.

Your Excellency, it is not the question as to who is responsible for these killings. As desired by you, no one should die of fire arms. The forces that earned a name for their operation with minimum casualties should not be allowed to bring discredit for themselves. The only option you now have, if you want to bring out the civilians safely, is to get the UN to move into Vanni to persuade the LTTE to release the people and in return offer a general amnesty to whoever surrenders to the forces with the weapons. I have a duty to bring to your notice the grievances of the people and it is now your duty to save all those stranded without losing even one.

PS:- At the time of writing this letter today at 12 noon I received reliable information that the hospital at Mullivaikal was attacked with 7 shells between 09 and 10.30 AM killing 64 persons and injuring 87 including three from the staff. Please call for a cease-fire immediately and workout modalities to release these innocent civilians who are going through this peril merely because they are citizens of Sri Lanka. During this Wesak week these incidents will give a bad reflection of the country to the International Community.

வன்னியில் எஞ்சியுள்ள இடம் பெயர்ந்த மக்களை காப்பாற்றுங்கள் என 01-05-2009 இல் என்னால் தங்களுக்கு அனுப்பப்பட்ட கடிதம் தொடர்பாக மேலும் அறியத் தருவது யாதெனில், கனரக ஆயுதங்களை உபயோகிக்கக் கூடாதெனவும், துப்பாக்கியால் ஒரு பொது மகனுடைய உயிர்தன்னும் பறிக்க அனுமதிக்கக் கூடாதெனவும் தாங்கள் இராணுவத்தினருக்கு கொடுத்துள்ள அறிவுரை பாராட்டுக்குரியதாகும். இலங்கை இராணுவத்தினர் தற்போது மிகவும் கட்டுப்பாட்டுடன் இயங்கும் ஓர் அமைப்பாகும். போரிடுபவர்களாக அவர்கள் ஏன் எதற்காக என்ற கேள்வியை எழுப்பாது கட்டளைக்கேற்ப செயற்பட்டு மரணிக்க வேண்டியவர்களே. மறுபுறம் அவர்கள் காயப்பட்டவர்களுக்கும் பலம் குன்றியவர்களுக்கும் மனிதாபிமான சேவைகளை செய்யும் வேறு பணியிலும் ஈடுபட்டுள்ளனர். ஐந்து வயது பிள்ளை ஒன்றை காணாது தவித்த ஓர் தாயின் பிள்ளையை தேடி கண்டுபிடித்து அப் பிள்ளை அணிந்திருந்த அத்தனை நகைகளுடனும் அதன் தாயிடம் சேர்த்த ஓர் நல்ல போர் வீரனை காண்கிறோம். பெருமளவில் வெளியேறிய மக்களின் துயர் துடைத்த போதே அவர்கள் மக்களின் நல்லெண்ணத்தை பெற்றார்கள். அவர்களில் பெண்கள், குழந்தைகளையும், நோயாளிகளையும், முதியோர்களையும் அக்கறையுடனும், மிக்க அன்புடனும் அனுசரித்து நடந்துள்ளனர். அவர்களின் பலதரப்பட்ட செயற்பாடுகளும் மிகவும் பாராட்டப்பட வேண்டியவையாகும்.

விடுதலைப் புலிகள் அரச படையினர் போன்று கட்டுப்பாட்டுடன் செயற்படுபவர்கள் அல்ல என்பதை நீங்களும் ஒத்துக் கொள்வீர்கள். அவர்கள் யுத்த விதிமுறைகளுக்கு அமைவாக நடப்பார்கள் என நாம் எதிர்பார்க்க முடியாது. இப் பிரதேசம் விடுதலைப் புலிகளின் கட்டுப்பாட்டுக்குள்ளேயே இருப்பதாலும் பொதுமக்களுடன் அவர்கள் பெருமளவில் கலந்து செயற்பட பெரும் வாய்ப்பிருப்பதாலும் பொது மக்களை பெருமளவில் பாதிக்காது விடுதலைப் புலிகளை இராணுவத்தால் தாக்க முடியாது. இன்றைய நிலையில் விடுதலைப் புலிகளை தாக்குவார்களேயானால் பெருமளவு பொது மக்கள் இறக்;கவும், காயமடையவதற்கும் பெரும் வாய்ப்புண்டு. 27-04-2009 தொடக்கம் 01-05-2009 மாலை 4.00 மணிவரை 170 அப்பாவிகள் கொல்லப்பட்டும் 951 பேர் காயமடைந்.தும் உள்ளனர். அவர்களில் 181 பேர் சிறு பிள்ளைகளாவர். ஓவ்வொரு தினமும் பாதிப்படைந்தவர்களின் எண்ணிக்கை விபரம் என்னிடம் உண்டு. இந்த எண்ணிக்கை ஆஸ்பத்திரிக்கு அனுமதி பெற்று இறந்த, காயமடைந்தவர்கள் சம்பந்தமானதே. வைத்தியசாலைக்கு கொண்டு செல்ல முன்பு இறந்தவர்களின் எண்ணிக்கை இதில் அடங்காது. அத்தகையவர்கள் துவாயினால் சுற்றப்பட்டு புதைக்கப்படுகின்றனர்.

ஜனாதிபதி அவர்களே! இக் கொலைகளுக்கு யார் பொறுப்பாளிகள் என்பதல்ல பிரச்சினை. தாங்கள் விரும்புவது போல் துப்பாக்கியால் யாரும் உயிர் துறக்கக் கூடாது. மிகச் சிறிய அளவு பாதிப்போடு போரை நடத்தியவர்கள் என எடுத்த நற்பெயரை அவர்களே தமக்கு அபகீர்த்தி ஏற்படுத்த அனுமதிக்கக் கூடாது. விடுதலைப் புலிகளின் பிரதேசத்தில் அகப்பட்டுள்ள அப்பாவி மக்களை வெளியில் பாதுகாப்பாக கொண்டு வர வேண்டுமானால் தங்களுக்குள்ள ஒரே வழி ஐக்கிய நாடுகள் சபையை பிரதிநிதித்துவப்படுத்தும் ஒரு ஸ்தாபனம் உள்ளே சென்று விடுதலைப் புலிகளோடு பேசி மக்களை பாதுகாப்பாக வெளியேறவும், அவர்கள் தமது ஆயுதங்களுடன் அரச படைகளிடம் சரணடைய சம்மதிக்க வைப்பதுவுமே. மக்களின் குறைகளை எடுத்துக்கூற வேண்டிய கடமை எனக்கும், ஓர் உயிர் தன்னும் இழக்கப்படக் கூடாது மக்களை பாதுகாப்பாக வெளியில் கொண்டுவர வேண்டியது உங்களின் கடமையுயாகும்.

நான் இக்கடிதத்தை எழுதிக் கொண்டிருக்கும் வேளை இன்று பகல் 12.00 மணிக்கு வந்த நம்பத்தகுந்த செய்திகளின் படி 07 செல்கள் காலை 9.00 மணிக்கும் 10.30 மணிக்கும் இடையில் தாக்குலுக்கு உள்ளான முள்ளிவாய்க்கால் வைத்தியசாலையில் 64 பேர் உயிரிழந்தும் மூன்று ஊழியர்கள் உட்பட 87 பேர் காயமடைந்தும் உள்னர். தயவு செய்து உடனடியாக, இலங்கை பிரஜைகள் என்ற காரணத்தால் இத்தகைய ஆபத்துக்களையெல்லாம் எதிர்கொண்டு தவிக்கும் அப்பாவி மக்களை வெளியில் கொண்டுவர வேண்டிய ஏற்பாடுகளை செய்யவும், வெசாக் வாரமாகிய இவ் வாரம் இத்தகைய சம்பவங்கள் சர்வதேச சமூகத்துக்கு எம் நாட்டை பிழையாக பிரதிபலித்துக் காட்டும்

இலங்கை ஓர் தேசமாக தனது நாணயத்தைக் இழக்காது காப்பாற்றக் கூடிய வகையில் தங்களில் உடன் நடவடிக்கைக்காக நான் கவலையடையும் சில விடயங்களை முன்வைக்க விரும்புகிறேன். நாட்டில் பயங்கரவாதத்தை ஒழிக்கும் தங்கள் நடவடிக்கைகளுக்கு எனது உயிருக்கு பெரும் அச்சுறுததல் இருந்தும் கூட எனது முழு ஒத்துழைப்பை தங்களுக்கு நல்கி தங்களை தப்பாக என்றும் நான் வழி நடத்தவில்லை. நான் ஆதாரமற்று கேள்விப்படுவனவற்றையோ, அல்லது பிறர் கூறும் அனைத்தையுமோ முற்று முழுதாக நம்புகிறவன் அல்ல.

இன்றும் வன்னியில் அகப்பட்டுள்ளவர்களின் எண்ணிக்கை ஒன்றரை இலட்சத்துக்கு மேல் இருக்கின்றனர் என்று நம்பகமான செய்தி கிடைத்திருக்கின்ற போதும் நிச்சயமாக ஒரு இலட்சத்துக்கு மேற்பட்டவர்கள் இருக்கின்றனர் என்பதை நான் நம்புகின்றேன். முன்பு ஒரு சந்தர்பத்தில் எனது எண்ணிக்கை சரியானதென நிரூபணமானதை தாங்கள் மறந்திருக்கமாட்டீர்கள். துரதிஷ்டவசமாக விமானத்தாக்குதல் நிறுத்தப்பட்டுள்ள போதிலும் கடந்த மூன்று நாட்கள் தொடர்ந்து செல், ஆட்டிலறி தாக்குதல்கள் தொடர்கின்றன. அவற்றை உடன் நிறுத்தி அப்பாவி பொது மக்களை காப்பாற்றுங்கள்.

நான் சுட்டிக்காட்ட விரும்பும் ஒரு விடயம் யாதெனில் யுத்த நடவடிக்கைகள் பல இடம்பெயர்ந்தோரை கடும் பாதிப்புக்குள்ளாக்கும் அதேவேளையில் நலன்புரி நிலையங்களுக்கு தப்பி வந்துள்ளவர்களை பெரும் பயத்துக்கும் பீதிக்கும் உள்ளாக்குவதோடு அவர்களின் உறவுகள் பலர் இன்னும் வன்னியில் இருப்பதால் அவர்களுக்கு பெரும் பாதிப்புக்களையும் ஏற்படுத்தும். ஓவ்வொரு உயிரும் பெறுமதிமிக்கதால் அப்பாவி மக்களின் உயிர்களை என்ன விலை கொடுத்தேனும் பாதுகாக்க வேண்டிய பாரிய கடமை தங்களுக்குண்டு. நான் முன்பு தங்களுக்கு எழுதியது போல சில விடயங்கள் வெளியுலகுக்கு தெரியவரும் போது நம் நாடு சர்வதேச சமூகத்தால் பெரும் கண்டனத்துக்குள்ளாகும்.

வன்னியில் பெரும் உணவுத் தட்டுப்பாடு மக்கள் பட்டினியால் வாடுமளவுக்கு ஏற்பட்டுள்ளது. சித்திரை மாதம் 2ம் திகதி 1100 மெற்றிக் தொன் உணவு அங்கே அனுப்பப்பட்டதன் பின் 28ம், 29ம் திகதிகளில் தினம் 30 மெற்றிக் தொன் உணவே சென்றுள்ளது. இந்த இரு நாட்களிலும் அவர்களுக்கு தினம் கிடைத்துள்ள சீனி 1000 கிலோ கிறாம் மட்டுமே. ஆகவே தயது செய்து உடன் தேவைப்படும் உணவு, மருந்து வகைகளை அனுப்பி வைக்குமாறு சம்பந்தப்பட்ட அதிகாரிகளுக்கு உத்தரவு வழங்குமாறு கேட்டுக்கொள்கிறேன்.

இக் கடைசி நேரத்திலும் கூட நான் கூறும் ஆலோசனை தங்களுக்கு ஏற்புடையதாயின் அதை அமுல்ப்படுத்த முயற்சியுங்கள். எனது ஆலோசனை யாதெனில் அரசுக்கு ஏற்புடையதான ஓர் சர்வதேச அமைப்பை வன்னிக்கு அனுப்பி மக்களை விடுவிக்குமாறும், ஆயுதங்களுடன் சரணடைபவர்களுக்கு பொது மன்னிப்பு கொடுப்பதாகவும் கூறி அனுப்பி வையுங்கள். இதற்குத் தேவையான இருவார காலக்கெடுவும் கொடுக்கலாம். பொது மக்களை வெளியில் கொண்டுவர அத்தகையதோர் ஏற்பாடு செய்யத் தவறின் முடிவில் நாட்டின் நற்பெயரை நாசம் செய்யும் ஓர் பாரிய அனர்த்தம் தேசிய ரீதியில் ஏற்படவும் கூடும்

TNA PARLIAMENTARIANS’ DECISION TO REJECT INDIAN FOREIGN SECRETARY’S INVITATION IS FOOLISH AND DETRIMENTAL TO THE CAUSE.

I learn with dismay the decision of the TNA Parliamentarians not to accept the invitation of the Indian Foreign Secretary Shree Shivshankar Menon for a meeting with him next week. Shree Menon would not have extended this invitation without a reasonable cause. All the TNA Parliamentarians know fully well that they have no moral right to represent the Tamils of the North and the East. Yet the Government of India had invited them giving them recognition as representatives of the Tamils, knowing fully well that they are interested not in saving the lives of several thousands trapped in Vanni but only trying to redeem the LTTE. They are duty bound to accept the invitation and place before the Government of India, represented by Shree Shivshankar Menon, their grievances and save our people about whom they had not taken any interest up to now. The TNA is the only organization that had not demanded or even pleaded with the LTTE to allow the people to go anywhere they want. When the casualty rate among the trapped IDPs has disturbingly increased several fold during the pat few weeks the TNA can’t adopt the “dog in the manger” attitude. They must either do it or quit Parliament, declaring their inability to function as people’s representatives.

At a time when all the TNA Parliamentarians should be at the station, surprisingly only ten had met and taken a decision detrimental to the cause and the other 12 are scattered all over the world. As long as they claim to represent the Tamil people they must be prepared to fall at any body’s feet and seek assistance for the liberation of the people, without confronting anybody. I hope they will not repeat the same mistake they made when they rejected the President’s invitation two months back, which if they had attended, a lot of things could have been sorted out.

Mr. Mavai Senathirajah had failed to give proper direction to his colleagues in Parliament. This clearly shows as to what they are up to. In all sincerity I warn the TNA Members of Parliament to keep out of the Tamil Nadu Politics atleast till the Parliamentary elections are over. They should reconsider their earlier decision and go to Delhi to meet the Foreign Secretary.

SAVE THE IDPs IN DISTRESS

I regret to note that my repeated requests to you to prevent the army from advancing further, had not been considered favourably. Now that they are on the last lap of the war and the LTTE had taken their position in the midst of the innocent people, using them as a human shield, the casualty rate has increased many fold. The lives of over two hundred thousand people trapped in Newmathalan, which is also a LTTE controlled area, are at stake. We can’t expect the LTTE to conform to any norms but the forces can. Having earned a good name for keeping the casualty rate at low level, by sacrificing several of their comrades, they cannot now, during the last lap of the war and in such a short period, lose it. The situation is disastrous and is deteriorating day by day and your intervention cannot be delayed any more. When the truth comes to light one day, the whole world will condemn us, the Government and the People. Please rest assured that this advice is given with good intentions and should not be construed as something done for personal gains.

I have confirmed through various reliable sources that on 8th April, 296 injured persons got admitted to the hospital of whom 47 had died, some of them are children. This number is the record for one single day since the war started. The number of casualties crossed 200 with over 30 reported dead yesterday, surprisingly a Poya day, on which even slaughter of cattle is prohibited. Several people had died outside the hospital with no records maintained. Due to whose shelling these people died or got injured is not the question the International Community will ask. It is the Government that will remain condemned. Allowing every one to condemn the International Organizations will prove counter productive. On humanitarian grounds and also to save the good name of the country, you should without any delay:-

1. Advice the forces to stop shelling and firing forthwith.

2. Declare a safe zone or no-fire zone in an area fully under the control of the Government.

3. To protect every citizen, is the Government’s duty. I appeal to you to seek the assistance of the UN or any friendly country or countries including India and the United States, both of which as I understand offered to evacuate the trapped persons. There are several instances in which countries had spent very large amounts to save just one life. Failure to summon assistance to evacuate these people will be seriously blamed in the future.

4. Conceding the fact that the people are on the verge of starvation, please take steps to send sufficient food items to meet the requirements of over 200,000 people and airlift sufficient quantity of milk food and other children’s requirements, since most mothers have lost their capacity to breast-feed the babies and they are now fed with only tea, till fresh stocks arrive from Colombo.

5. Please take immediate steps to send an UN team to visit IDPs and to report on their number and their requirements.

இராணுவம் தொடர்ந்து முன்னேறுவதை தடுத்து நிறுத்துங்கள் என என்னால் விடப்பட்ட கோரிக்கைகளுக்கு நீங்கள் செவிசாய்க்காமை எனக்கு மிகுந்த மனவருத்தமளிக்கிறது. யுத்தம் கடைசி கட்டத்தை அடைந்துள்ள இவ்வேளை விடுதலைப் புலிகள் மக்களை மனித கேடயங்களாக பாவிப்பதற்காக சூனியப் பிரதேசத்துக்குள் மக்களுடன் கலந்திருப்பதாலும், பாதிப்புக்குள்ளான அப்பாவி மக்களின் எண்ணிக்கை பல மடங்காக உயர்ந்துள்ளது. விடுதலைப் புலிகளின் கட்டுப்பாட்டுக்குள் இருக்கும் சூனியப் பிரதேசமாகிய புதுமாத்தளன் பகுதியில் வாழும் இரண்டு லட்சத்துக்கு மேற்பட்ட மக்களின் உயிர் ஊசலாடுகிறது. யுத்த விதிகளுக்கமைய புலிகள் நடப்பார்கள் என்பதை நாம் எதிர்பார்க்க முடியாது. ஆனால் அரச படைகளால் அது முடியும். தமது பல தோழர்களை பலிகொடுத்து மிகச் சிரமப்பட்டு மிகக் குறைந்த மக்களின் பாதிப்போடு நற்பெயரை சம்பாதித்ததோடு இந்த யுத்தத்தின் கடைசி கட்டத்தில் சொற்ப நாட்களில் அந்த நற்பெயரை இழக்கக்கூடிய சூழ்நிலை காணப்படுகிறது. மிகமிக இக்கட்டான நிலை நாளுக்கு நாள் மோசமடைந்து கொண்டு போகிற இவ் வேளையில் தங்களின் தாமதமற்ற தலையீடு அவசியமாகிறது. ஒரு நாள் இன்று நடப்பனவற்றை உலகம் அறியும்வேளை முழு உலகும் அரசையும் மக்களையும் குற்றம் சுமத்தும் இவ் ஆலோசனைகளை நான் தனிப்பட்ட இலாபம் கருதி கூறவில்லை என்பதை நம்புங்கள்.

பல நம்பிக்கையான வட்டாரங்கள் மூலம் கிடைத்த செய்திகளின் படி ஏப்ரல் மாதம் 8ம் திகதி மட்டும் 296 பேர் காயமுற்று ஆஸ்பத்திரியில் அனுமதிக்கப்பட்டவர்களில் 47 பேர் குழந்தைகள் உட்பட இறந்துள்ளனர். இந்த யுத்தத்தில் ஒரேநாளில் இறந்தோரின் மிகக் கூடிய தொகை இதுவாகும். மறுநாள் காயமுற்றோரின் எண்ணிக்கை 200 ஐ தாண்டியது இறந்தவர்கள் 30 இற்கு மேற்பட்டவர்கள். ஆனால் அன்று போயா தினமாகும். வைத்தியசாலைக்கு வராமலேயே பலர் வெளியில் இறந்துள்ளதாக அறியப்படுகிறது. அவற்றிற்கு எதுவித ஆவணங்களும் கிடையாது. இந்த மக்கள் யாருடைய தாக்குதலுக்கு இலக்காகி பலியானார்கள் என சர்வதேச சமூகம் கேட்காது. ஆனால் அரசையே குற்றவாளியாக்கும் சர்வதேச சமூக அமைப்புக்கள் ஒவ்வொன்றும் தாம் விரும்புவது போல் கண்டிப்பது எதிர்பார்த்ததற்கு மாறான பலனையே தரும் மனிதாபிமான அடிப்படையிலும் நாட்டின் நற்பெயரையும் காப்பாற்ற வேண்டுமானால் நீங்கள் எடுக்க வேண்டிய உடனடி நடவடிக்கை பின்வருவனவாகும் என நான் கருதுகிறேன்.

1. உடனடியாக செல் தாக்குதலை அரச படைகள் நிறுத்த வேண்டும்.

2. விடுதலைப் புலிகளின் பிரதேசத்தில் அல்லாது அரச கட்டுப்பாட்டுப் பிரதேசத்தில் ஒரு இடத்தை யுத்தத்திற்குள் அடங்காத பகுதியாக பிரகடனப்படுத்தி மக்களை அங்கே வர வைக்க வேண்டும்.

3. ஒவ்வொரு பிரஜையையும் பாதுகாக்க வேண்டிய கடமை அரசாங்கத்தினதே. ஆகவே நான் உங்களை வேண்டுவது ஐக்கிய நாடுகள் சபையில் உதவிகளை பெற்றோ அல்லது நட்பு நாட்டின் அல்லது நாடுகளின் உதவியை நாடலாம். அமெரிக்காவும், இந்தியாவும் அத்தகைய உதவியளிக்க முன் வந்ததாக அறிகிறோம். அது உண்மையாயின் அவர்களின் உதவியினூடாக மக்களை மீட்டெடுக்கலாம். ஒரு தனி உயிரை காப்பாற்ற பல நாடுகள் பெரும் தொகை பணத்தை செலவழித்துள்ளன.

4. அங்கே மக்கள் பட்டினி சாவை எதிர் நோக்குகின்றனர் என்ற நிலைப்பாட்டை ஏற்றுக்கொண்டு, இரண்டு இலட்சத்துக்கு மேற்பட்ட அம் மக்களுக்கு போதிய உணவை அனுப்பி வையுங்கள.; தாய்மார் பிள்ளைகளுக்கு பாலூட்ட சக்தியற்றவர்களாக தேநீர் பருக கொடுக்கின்றனர். பிள்ளைகளுக்கு வேண்டிய பால்மா மற்றும் Nவையானவற்றை ஆகாயமார்க்கமாக அனுப்பி வைக்கவும்

5. உடனடியாக ஐக்கிய நாடுகள் குழு ஒன்றை அனுப்பி அங்குள்ள மக்களின் எண்ணிக்கை தேவைகளை கண்டறிய வையுங்கள்
