மக்கள் விடுதலை முன்னணிபத்தரமுல்ல.
அன்புள்ள தோழர்களே!

தீர்வுக்கு ஒரு இறுதி வேண்டுகோள்.

எனது பதில் தாமதமாகியமைக்கு வருந்துகிறேன். நாளுக்குநாள் முன்பு என்றும் இல்லாத வகையில் விடுதலைப் புலிகளின் கொடூர செயல்கள் அதிகரித்து வருவதனால் நான் குழப்பமடைந்துள்ளேன். ஆகவே எனது இவ் வேண்டுகோள் சில சமயம் இறுதி வேண்டுகோளாகவும் அமையலாம் என கருதி இனப்பிரச்சினைத் தீர்வில் உங்களுடைய நிலைப்பாட்டை மாற்றியமைக்குமாறு வேண்டுகிறேன். எமது பிரச்சினைக்கு ஜனதா விமுக்தி பெரமுன ஆகிய உங்களிடம்தான் தீர்வு உண்டு என நான் முழுமையாக நம்புகிறேன்.

இந்த குழப்பமான 50 வருட காலத்தில் வாழ்ந்தவன் என்ற முறையிலும் பல கசப்பான சம்பவங்களை, நேரடியாக கண்டு, அனுபவி;த்து அவை எனது ஞாபகத்தில் இருக்கின்ற போதிலும் அவை பற்றி இங்கு கூற நான் விரும்பவில்லை. ஆனால் வடகீழ் மாகாணங்களைச் சேர்ந்த ஒரு தமிழரோ, இஸ்லாமியரோ ஒற்றை ஆட்சிக்குக் கீழ் தீர்வை ஏற்பார்கள் என்று நான் எதிர்பார்க்கவில்லை. தமிழர்கள் நாட்டுப் பிரிவினைக் கோரிக்கையை கைவிடவும், ஒன்றுபட்ட இலங்கைக்குள் பிரச்சினைக்குத் தீர்வு காணவும் தயாராக உள்ளனர். இந்த நாட்டிலுள்ள ஒவ்வொருவரும் சமாதான சூழலுக்காக ஏங்கி நிற்கின்றனர். நம் நாடு ஓர் சமஷ்டி அடிப்படையிலான தீர்வுக்கு தயாராக இருப்பதோடு அதற்குப் பதிலாக இந்திய ஆட்சிமுறை போன்றதொரு தீர்வை ஏற்கத் தயாராக உள்ளனர். பல சந்தர்ப்பங்கள் எம்மை தேடிவந்தும் ஓர் தீர்வை காண தவறிவிட்டோம் என்று நமது எதிர்கால சந்ததி எம்மை திட்டுவதற்கு நாம் இடமளிக்கக்கூடாது.

ஏழை மூதூர் விவசாயிகளுக்கு விடுதலைப் புலிகள் செய்தது மனிதாபிமானமற்ற ஓர் கொடிய செயலாகும். மிக அத்தியாவசியமான நேரத்தில் அவர்களுடைய பயிர்களுக்கு நீர் வழங்காது பெரும் நஷ்டவாளிகளாக ஒருபுறமிருக்க இடம் பெயர்ந்தவர்கள் தமது குழந்தைகள், முதியோர், நோயாளிகள், ஊனமுற்றவர்களாகிவர்களுடன் பட்ட துன்பம் கற்பனைக்கு எட்டாத ஒன்றாகும். உண்ண உணவும் பருக நீருமின்றி பலர் உடுத்த உடையுடன் தமது அத்தனை சொத்துக்களையும் விட்டு விட்டு உணவும், உறைவிடமும் தேடி பல மைல்கள் கால் நடையாக நடந்து சென்றனர். 30,000, 40,000 மக்களுக்கு அவர்களது உடனடித் தேவைகளை பெற்றுக்கொடுக்க அரசாங்கத்துக்குக்கூட இலகுவான ஒரு விடயமல்ல. யார் செய்த தவறால் நெருங்கிய உறவுகளை இழந்தனர் என்று எமக்குத் தெரியாது. சுதந்திர போராட்ட வீரர்கள் எனக் கூறிக்கொண்டு சில மூளையற்றவர்களின் தவறால் அவர்கள் தமது சொத்துக்கள் அத்தனையையும் இழந்துள்ளனர். எமது மக்களுக்கு இத்தகைய பதற்றத்தையும், பீதியையும் ஏற்படுத்த விடுதலைப் புலிகளுக்கு எந்தவித உரிமையும் இல்லை.

எத்தகைய அனுதாபமும்காட்டாத, ஆயுதம் தாங்கிய ஒரு பயங்கரவாத கும்பலினுடைய சவாலை மக்களாகிய நாம் ஏற்கத் தயாராக இருக்க வேண்டும் என்பதற்கு புலிகளால் விடப்படும் ஓர் சமிக்ஞையாகும். விடுதலைப் புலிகளினுடைய அடக்குமுறைக்கு உட்பட்டு வாழும் தமிழ் மக்களை தெற்கே வாழும் சிங்கள, இஸ்லாமிய, தமிழ் மக்கள் அனைவரும் ஒன்று சேர்ந்து விடுவிக்க வேண்டிய காலம் இது. சுதந்திரமாக வாழக்கூடிய பகுதிகளில் சுதந்திரமாக வாழும் மக்களுக்கு இதுவே கதி என்றால் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்தில் புலிகளால் ஆளப்படுகின்ற மக்களின் கதி என்னவென இலகுவாக அறிந்துகொள்ள முடியும்.

இக் கட்டத்தில் எம்மில் எவரேனும் அரசியல் தத்துவம் பற்றி பேசாது, நாம் ஒருவரையொருவர் குற்றம் குறை கூறாது நாம் எல்லோரும் ஒருமித்து ஒரே குரலில் விடுதலைப் புலிகளை படு மோசமான பயங்கரவாத அமைப்பு என கண்டித்து எமது பிரச்சினைக்கு ஒரு தீர்வு காண ஒருமித்து செயல்பட வேண்டும். எமது சொல்லாலோ, செயலாலோ விடுதலைப் புலிகளை பலமடைய செய்யக் கூடாது. அதற்குப் பதிலாக அவர்களை பலயீனப்படுத்த வேண்டுமானால் இனப்பிரச்சினைக்கு ஒரு நியாயமான தீர்வை முன் வைப்பதின் மூலமே முடியும். ஜனதா விமுக்தி பெரமுன தாம் கொண்டுள்ள நிலைப்பாட்டில் இருந்து மாறி யுத்த முனையிலும், கிளேமோர் கண்ணிவெடி, கைக்குண்டு, ஈவிரக்கமற்று வெட்டியும் சி;த்திரவதை செய்தும் கொலை செய்யப்பட்ட பல்லாயிரக்கணக்காக தமிழ் சிங்கள், இஸ்லாம் மக்களின் உறவினர்கள் மீது அனுதாபம் கொண்டேனும் தம்மை மாற்றிக்கொள்ள வேண்டும்.

ஒரு தனிநபர் பிரபாகரனின் சர்வாதிகார ஆட்சியில் ஜனநாயகத்தை நிலைநாட்ட வேண்டுமென போராடும் தைரியமுள்ளவர் என என்னை நீங்கள் வர்ணிப்பது தவறாகும். நான் சிங்கள, இஸ்லாமிய மக்களுக்காக என்றும் குரல்கொடுக்க தவறியதில்லை.அவ்வாறு நான் செயற்படுவதற்கு எமது நாட்டிலும் அங்கு வாழும் மக்கள் மீது கொண்டிருக்கும் பற்றே காரணம் தவிர எனக்குள்ள வீரமோ தைரியமோ அல்ல. இந்த நிலைப்பாட்டை நான் எடுத்துள்ளமையால் என் உயிருக்கு ஏற்பட்டிருக்கும் ஆபத்தை நான் உணரவில்லை.

தேசிய பிரச்சினையில் தமிழர் விடுதலைக் கூட்டணியும், ஜனதா விமுக்தி பெரமுனவும் வேறு நிலைப்பாட்டை எடுத்துள்ள போதிலும் இரு பகுதியினரினதும் இலக்கு ஒன்றே யாகும். இலங்கையில் வாழும் சகலருக்கும் முழு ஜனநாயக உரிமையோடு கூடிய சமத்துவம் என்ற கொள்கைக்கு ஒத்த கருத்துடைய அனைவரினதும் ஆதரவு உண்டு. எனது நிலைப்பாட்டிற்கு மாறான நிலைப்பாட்டை எடுக்கும் ஒரு தனிப்பட்ட நபரையோ அல்லது ஓர் கட்சியையோ நான் குற்றம் காண துணியமாட்டேன். எமது இலக்கு ஒன்றாக இருப்பதால் எமது மக்களுக்கு குறிப்பாக வடக்கு கிழக்கில் வாழும் தமிழ், சிங்கள, முஸ்லீம் மக்களின் அவல நிலையை போக்கி நிவாரணம் வழங்கக்கூடிய வகையில் இலகுவாக தீர்வு காணும் வழியை பற்றியே சிந்திக்கிறேன். அவர்கள்தான் பிரச்சினையால் மிக மோசமாக பாதிக்கப்பட்டவர்கள். அவர்களில் அநேகர்தான் சொத்து சுகம் அத்தனையையும் இழந்து பத்து பதினைந்து ஆண்டுகளுக்கு மேல் அகதி முகாம்களில் வாழ்கின்றார்கள். வடக்கில் எம்முடன் பல தலைமுறைகளாக சகோதரர்கள் போல் வாழ்ந்த இஸ்லாமிய மக்கள் சகல சொத்துக்களையும் துறந்து 500 ரூபா பணத்துடன் மட்டும் வெளியேற்றப்பட்டனர். அவர்கள் புறப்பட்டு செல்வதற்கு ஒருநாள் அவகாசம் கூட கொடுக்கப்படவில்லை. குழந்தைகளின் காதணிகள் கூட பிடுங்கி எடுக்கப்பட்டன. அநேகர் தமது வீடு வாசல்களை, சம்பாத்தியங்களை இழந்தனர். அநேகர் யுத்த முனையில் தமது பிள்ளைகளை இழந்தனர். ஆயிரக்கணக்கானோர் பட்டினி நிலைமைக்குத் தள்ளப்பட்டனர். பெருந்தொகையான அவர்களின் பிள்ளைகள் போதிய உணவின்றி கஷ்டப்பட்டனர். அவர்கள் தமது கலாச்சாரம், நாகரீகம் போன்றவற்றையும் இழந்தனர். எல்லாவற்றுக்கு மேலாக தாம் பேணி காத்து வந்த ஜனநாயக, அடிப்படை மனித உரிமைகளை இழந்தனர். இன்று மூதூர் முஸ்லீம்களை விடுதலைப் புலிகள் என்ன செய்ய நினைக்கின்றார்கள் என்பதை ஊகித்து அறிய மாட்டீர்களா?

சிங்களவர்களும் ஏனைய சமூகத்தவர்களும் யுத்த முனையிலும் தற்கொலை குண்டுதாரிகள் மூலமும், கிளேமோர் கண்ணிவெடிகள் மூலமும், கைக்குண்டு, குண்டு வெடிப்புக்களாலும் பல்லாயிரக்கணக்கான மக்களின் உயிர்கள் பறிக்கப்பட்டன. இரு பக்கத்திலும் பல விதவைகளும், அநாதைகளும் உருவாக்கப்பட்டனர். இதைத் தவிர தென்னிலங்கை மக்கள் தமது விவசாயத்திலும், கடற் தொழிலிலும் ஈடுபட்டனர். பிள்ளைகள் பாடசாலைக்கு ஒழுங்காகச் சென்றனர்., புகையிரதம், பஸ் சேவைகள் ஆகியன ஒழுங்காக நடைபெற்றன. அவர்களுடைய கலாச்சாரம் நாகரீகம் மாசுபடாது காப்பாற்றப்பட்டன. வேறு குறைகள் இன்றி வாழ்க்கையை முன்னெடுத்துச் சென்றனர். அவர்களுடைய அடிப்படை ஜனநாயக உரிமைகளில் யாரும் தலையிட துணியவில்லை. எல்லாவற்றுக்கும் மேலாக வடக்கு கிழக்கு தவிர்ந்த நாட்டின் சகல பகுதிகளிலும் ஜனநாயகம் தளைத்து நிற்கிறது. வடக்கு கிழக்கைச் சேர்ந்த தமிழரோ, இஸ்லாமியரோ கொழும்பு காலிமுகத்திடலில் ஒரு பகிரங்க கூட்டத்தைக் கூட்டி அரசையோ, வேறு எவரையேனும் திட்டித் தீர்க்க முடியும். ஆனால் அரசாங்க கட்டுப்பாட்டுப் பிரதேசமான யாழ்ப்பாண பிரதேசத்தில் விடுதலைப் புலிகளுக்கு மாறாக ஒரு வார்த்தை தன்னும் கூறுகின்ற தைரியம் அவர்களுக்கு இல்லை. இந் நிலைப்பாட்டை நீங்கள் அறிவீர்களோ எனக்குத் தெரியாது. வடக்கு கிழக்கில் 22 தமிழ் பாராளுமன்ற உறுப்பினர்கள் உள்ளனர். அவர்கள் அத்தனை பேரின் கல்வித் தகமைகளை கூட்டிப் பார்ப்பின் யாழ்ப்பாண பல்கலைகழகத்தின் துணை வேந்தராக நியமிக்கப்பட்ட ரட்ண ஜீவன் ஹ_ல் அவர்களின் கல்வித் தராதரத்திற்கு ஒரு பகுதியையேனும் எட்டிப்பிடிக்க முடியாது. விடுதலைப் புலிகளின் வற்புறுத்தலினாலேயே அவருடைய நியமனத்தை பாராளுமன்ற உறுப்பினர்கள் எதிர்த்தனர். ஜெனீவா பேச்சுவார்த்தைக்கு ஆங்கிலம் தெரிந்த ஒருவரை திரு. பிராகரன் அவர்களால் அனுப்ப முடியவில்லையே என்று அவரின் ஆலோசகர் அன்ரன் பாலசிங்கம் குறைப்பட்டுக் கொண்டதை நீங்கள் அறிய வில்லையா? இதுதான் இன்றைய வடக்கு கிழக்கு தமிழரின் நிலை. தமிழ் மக்களில் அரைவாசிக்கு மேற்பட்டோர் தென்னிலங்கையில் வாழ்கின்றார்கள் என்ற உங்களுடைய கூற்று பிழையான கருத்தைத் தருகிறது. எவரையும் சமமாக பார்க்கும் நான் இது பற்றி கருத்துகூற விரும்பவில்லை. அதேபோன்று வடகிழக்கு தமிழ் மக்கள் ஏனைய மாகாணங்களிலும், பிற நாடுகளிலும் வாழ்கின்றார்கள் என்ற கூற்றும் பொருத்தமான உதாரணங்கள் அல்ல. இவையெல்லாம் தற்காலிகமாக செய்யப்பட்ட ஒழுங்குகளே அன்றி நிரந்தரமானவையல்ல. ஆரம்பத்தில் அரச படைகளுக்கு பயந்தும் பிற்காலத்தில் விடுதலைப் புலிகளின் சர்வாதிகார ஆட்சிக்கு பயந்தும்; தான் நம் மக்கள் இடம் பெயர்ந்து சென்றனர். ஆனால் பழைய தலைமுறையினர் தம்சொந்த இடத்திற்கு திரும்பி வரவே விரும்புகின்றனர். தன் பிறந்த நாட்டை நேசிக்கும் ஒவ்வொருவரும் தாம் பிறந்த இடத்தையும் நேசிக்கின்றனர். யுத்தத்தால் இடம்பெயர்ந்தவர்கள் கூட தமது மண்ணுக்கு திரும்பிச் செல்ல விரும்புகின்றனர். எனது இறுதி மூச்சை நான் பிறந்த மண்ணில் விடவே விரும்புகிறேன். வட மாகாண இஸ்லாமியர்கள் தமது சொந்த இடத்துக்கே செல்ல விரும்புகின்றனர். இல்லாவிட்டால் அடிப்படை வசதிகள் எதுவுமின்றி பல கஷ்டத்தின் மத்தியில் பத்து ஆண்டுகளுக்கு மேல் அகதி முகாம்களில் ஜீவிப்பார்களா?

உங்களுடைய நிலைப்பாட்டைப் பற்றி ஆதரவாகவும், மாறாகவும் பல கருத்துக்களைக் கூறலாம். ஆனால் அதுவல்ல எமது பிரச்சினை. உங்களுடைய “முன்மாதிரியான அரசு” எப்போது அமையும். சில சமயம் 10 ஆண்டுகள் அல்லது 50 ஆண்டுகள்கூட ஆகலாம.; அந்த இடைவெளியில் வடகிழக்கு மாகாண தமிழ், முஸ்லீம் மக்கள் என்ன செய்ய வேண்டுமென எதிர்பார்க்கின்றீர்கள். மிக மோசமான விடயம் என்னவெனில் இச் சந்தர்பத்தில் வடகிழக்கு மாகாணத்தைப் பிரிப்பதற்கு அடிப்படை உரிமைமீறல் வழக்கு தொடர்ந்துள்ளீர்கள். இதுதான் இன்று இந்நாடு எதிர்நோக்கும் முக்கிய பிரச்சினையா? வட மாகாண தமிழ் மக்களை விடுதலைப் புலிகளின் தனியரசுக்குள் தள்ளிவிட உத்தேசமா? உங்களின் இந்நடவடிக்கை விடுதலைப் புலிகளை பலப்படுத்தும் ஒரு செயலாகும்.

எம் மக்கள் தம் தொழில்களை மறந்து இயந்திர வாழ்க்கையை கடைபிடிக்கின்றனர். விடுதலைப் புலிகள் சொல்வதையே செய்து கொண்டிருக்கின்றனர். மக்களுக்கு தெம்பூட்ட வேண்டியப பல்கலைகழக மாணவர்கள் விடுதலைப் புலிகளின் முகவர்களாக செயற்பட்டு மக்களை துன்புறுத்துகின்றனர். மணல் தாராளமாகப் பெறக்கூடிய அம்பன்குடத்தனைப் பகுதியில் சொந்த பிழைப்புக்காக ஒரு பல்கலைகழக மாணவன் உழவு இயந்திரப் பெட்டியில் மணல் ஏற்றிக்கொண்டிருந்தவேளை புலிகளால் சுடப்பட்டு உழவு இயந்திரத்துடன் சேர்த்து தீயூட்டப்பட்டும் பல்கலைகழக மாணவர்கள் எவரேனும் எதுவித கண்டனமும் தெரிவிக்கவில்லை. இம் மிருகத்தனமான கொலையை கண்டிக்கவில்லை. அந்த ஏழை குடும்பம் ஓர் உழைப்பாளியையும் வாகனத்தையும் இழந்ததுதான் மிச்சம். இந்த மணல் அள்ளும் ஏகபோக உரிமையை சட்ட விரோதமாக புலிகளே அனுபவித்து வருகின்றனர்.

பாடசாலை மாணவர்கள் இராணுவத்தை எதிர்க்க தூண்டப்படுகின்றனர். அவர்கள் மீது கற்களை வீச பழக்கப்படுகின்றனர். கிளோர் கண்ணிவெடித் தாக்குதலை பொது மக்களே செய்வதாக புலிகள் பொய்யாக குற்றம் சுமத்துகின்றனர். அரச கட்டுப்பாட்டுப் பகுதியில் மாணவர்கள் புலிக்கொடியை ஏற்றவைக்கப்படுகின்றனர். இவையெல்லாம் பாரதூரமான செயல்களாக உங்களுக்கு படவில்லையா? உங்களுடைய முன்மாதிரியான அரசை நான் வரவேற்கின்றேன். அது எப்போது எமக்கு கிடைக்கும்? நீங்கள் உங்களது இலக்கை அடையும் வரை தமிழ், முஸ்லீம் மக்கள் விடுதலைப் புலிகளின் அதிகாரத்துக்கு உட்பட்டு வாழ வேண்டுமா? மக்கள் தமது பிள்ளைகளை புலிகளுக்கு பலி கொடுக்க வேண்டுமா?தமிழ் முஸ்லீம் மக்கள் உங்கள் “முன்மாதிரி அரசு” உருவாக்கப்படும் வரை இத்தகைய பிரச்சினைகளுக்கு முகம் கொடுக்க வேண்டுமா? ஏழை சிங்களப் பெற்றோரினுடைய பிள்ளைகள் தினமும் 2-10 பேர்வரை இராணுவம், கடற்படை, பொலிசார் மீது இலக்கு வைத்து தாக்கப்படும் கிளேமோர் கண்ணிவெடிக்கு பலியாக வேண்டுமா? இவர்களுடன் அப்பாவி பொது மக்களும் கொல்லப்படுகின்றனர். பலர் படுகாயமடைகின்றனர். இத்தகைய அப்பாவி மக்களின் கொலைகள் பற்றி யாரும் எதுவித ஆட்சேபனையும் தெரிவிப்பதில்லை. தினமும் பரவலாக எட்டுக்கு மேற்பட்ட கிளேமோர் கண்ணிவெடித் தாக்குதல்கள் நடப்பதும் பொது மக்கள் பலர் கொல்லப்படுவதும் வழக்கமாகி விட்டது.

ஆரம்பகாலத்தில் சமஷ்டி முறையையும் பிரிவினையையும் நான் எதிர்த்தேன். 1970ம் ஆண்டு கிளிநொச்சித் தொகுதியில் சமஷ்டி கட்சி வேட்பாளரை தோற்கடித்தே பாராளுமன்றம் சென்றேன். 1972ம் ஆண்டு புதிய அரசியல் சாசனம் உருவாக்கப்பட்ட போதே நாம் தமிழர் ஐக்கிய முன்னணியை உருவாக்கினோம். அக்கட்டத்திலும் நாம் பிரிவினையை ஆதரிக்கவில்லை. 1976ம் ஆண்டு மூளாய் மாநாட்டில் தனியரசு உருவாக்குவதாக தீர்மானம் நிறைவேற்றியிருந்தும் கூட எமக்கு ஏற்புடையதாகிய ஓர் மாற்றுத் திட்டத்தை அரசு முன்வைத்தால் அதை எமது மக்களுக்கு சிபாரிசு செய்வதாக எமது தலைவர்கள் கூறியிருந்தார்கள். இது எமது தேர்தல் விஞ்ஞாபனங்களில் குறிப்பிடப்பட்டிருந்தது. நாம் மாவட்ட அபிவிருத்தி சபையைக் கூட ஏற்று செயற்பட்டோம். அன்றைய அரசு அதன் பெயரை மாவட்ட சபை என மாற்றுவதற்குக் கூட மறுத்துவிட்டது.

பண்டா-செல்வா ஒப்பந்தம் ரத்து செய்யப்பட்டதைத் தொடர்ந்து டட்லி - செல்வா ஒப்பந்தமும் ரத்து செய்யப்பட்டது. மாவட்ட அபிவிருத்தி சபையும் தோல்வியடைந்ததைத் தொடர்ந்து அதே கதி மாகாணசபைகளுக்கும் ஏற்பட்டது. இத்தனை தோல்விகளின் பின்புதான் அரசு பிரச்சினை தீர்க்கும் என்ற நம்பிக்கை தமிழ் மக்களுக்கு அற்றுப் போய்விட்டது. அதைத் தொடர்ந்து நடந்தவை இந்த நாட்டை இந்த நிலைமைக்கு கொண்டு வந்துள்ளது. எமது பிரச்சினை தீவிரவாதிகளால் கையேற்கப்பட்டது. புலிகள் ஏனைய குழுக்களை ஒவ்வொன்றாக அழித்து தம்மையும் பலயீனப்படுத்தாமல் இருந்திருப்பின் இன்று நிலைமை வேறாக இருந்திருக்கும். மிதவாதிகளையும் அவ்வாறே அழித்து ஒரு சிலரையே விட்டு வைத்தனர். அவர்களில் பலரை இன்று தமது பாராளுமன்ற பிரதிநிதிகளாக அமர்த்தியிருக்கிறார்கள். அவர்கள் விட்டுவைத்த கூட்டணியினரில் என்னை மட்டும் அவர்களால் பாராளுமன்ற பதவி கொடுத்து தங்கள் பிரதிநிதியாக அமர்த்தமுடியவில்லை. மரணத்தை என்னால் எவ்வளவு காலம்தான் ஏமாற்ற முடியும் என எண்ணுகிறீர்கள்? எனது இக்கடிதம் உங்கள் கைக்கு கிடைப்பதற்கு முன்பே சில சமயம் நான் சக்கையாக்கப்பட்டுவிடலாம். நாளுக்கு நாள் விரக்தியின் மத்தியில் வாழும் எமது மக்களுக்கு அமைதியை பெற்றுக் கொடுப்பதற்காக நான் என் உயிரையே அர்ப்பணிக்கத் தயாராக இருக்கிறேன் என உறுதியளிக்கிறேன். உங்களால் உங்கள் அங்கத்தவர்களுடைய நிலைப்பாட்டை மாற்றி அநேக மக்களுக்கு ஏற்புடையதானதொரு தீர்வை ஏற்க வைக்க முடியாதா? உங்களுடைய “முன்மாதிரியான அரசை” நான் வரவேற்பதாக மீண்டும் வலியுறுத்துகின்றேன். புலிகளின் கொலைகள், ஆட்கடத்தல், சிறுவர்களை படையணிகளில் சேர்த்தல், சித்திரவதை செய்தல், துன்புறுத்தல், ஆகியவற்றை குறிப்பிட்டவொரு தினத்துக்குள் உங்களால் நிறுத்த முடியுமா? தமக்கு எதிரானவர்களுக்கு எதிராக புலிகளால் உலகளாவிய ரீதியாக செய்யப்படும் பொய் பிரச்சாரங்களை நிறுத்த முடியுமா? கண்டபடி கடற்படையினர், பொலிசார், இராணுத்தினர் புலிகளால் கொல்லப்படுவதை உங்களால் எப்போது நிறுத்த முடியம் என கூற முடியுமா? இராணுவ தளபதி மேஜர் ஜெனரல் சரத் பொன்சேகா அவர்களுக்கு என்ன நடந்தது. அத்தோடு பராமி குலத்துங்கா தற்போது எங்கே என்று தெரியாதா? சுருங்கக் கூறின் பொது மக்கள் இத்தகைய துன்பங்களை இன்னும் எவ்வளவு காலத்துக்கு பொறுத்துக்கொள்ள வேண்டும் என்று கூறுவீர்களா? இத்தகைய துன்ப சம்பவங்கள் எதிர்காலத்தில் நடைபெறாது என்பதற்கு என்ன உத்தரவாதம் உண்டு?

இன்றைய நிலைமை நீடிக்குமாக இருந்தால் தமிழ், முஸ்லீம் மக்களுக்கு ஏற்படும் மீளப்பெற முடியாத இழப்புக்கள் ஈடு செய்ய முடியாத நிலைமைக்குத் தள்ளப்பட்டுவிடும் என நான் உறுதியாக நம்புகிறேன். மாவிலாறு சம்பவம் சிங்கள விவசாயிகளையும் எதிர்காலத்தில் புலிகள் விட்டு வைக்கமாட்டார்கள் என்பது வெளிப்படை.

எமது பிரச்சினைக்கு தீர்வு உங்கள் கையில்தான் இருப்பதாக நீங்கள் ஒத்துக் கொள்வதால் உங்களுடைய தீர்மானத்தை மத்தியகுழுவிலோ, மாநாட்டிலோ மீள பரீசிலிக்கும்படி மிக பணி;வாக கேட்டுக்கொள்கிறேன். நான் இது சம்பந்தமாக உங்களுடன் பேச விரும்புகிறேன். எனக்கொரு சந்தர்ப்பம் தருவீர்களானால் உங்களுடைய அரசியல் குழுவுடனோ அல்லது மத்திய குழுவுடனோ எனது தீர்வுத்திட்டம் பற்றி கலந்தாலோசிக்க விரும்புகிறேன். அநேக அரசியல் கட்சிகள் பொது மக்கள், பொது ஸ்தாபனங்கள், பல்வேறு மதத் தலைவர்கள் ஆகியோருக்கு ஏற்புடையதாக தோன்றும் எனது தீர்வுத்திட்டத்தை நிராகரித்து சரித்திர முக்கியத்துவமான தவறை செய்ய வேண்டாமென கேட்டுக் கொள்கிறேன். மேலும் இது சம்பந்தமாக அஸ்கிரிய பீடாதிபதி அதி வணக்கத்துக்குரிய உடுகம சிறீபுத்தரஹித்த மல்வத்த பீடாதிபதி அதி வணக்கத்துக்குரிய திபுத்துவாவே சுமங்கள மகாநாயக்கர்களையும் சந்தித்து பேசியுள்ளேன். நாட்டுப் பிரிவினையை தடுத்து எத்தகைய தீர்வையும் அவர்கள் ஏற்கத் தயாராக உள்ளனர். நாட்டுப் பிரிவினையை மட்டுமே எவரும் விரும்பவில்லை.

மாண்புமிகு ஜனாதிபதி அவர்களை சுதந்திரமாக செயற்பட வைப்பின் ஒற்றையாட்சி முறையோ அன்றி சமஷ்டி முறையோ என விபரிக்கப்படாத இந்திய அரசியலமைப்பு முறையிலான ஓர் தீர்வு திட்டத்தை உருவாக்கி சர்வதேச சமூகத்தின் சிபாரிசுடன் புலிகளை ஏற்க வைக்கக்கூடிய அழுத்தத்தை கொடுக்க முடியும். சர்வதேச சமூகம் ஒரு சிறுபான்மை இனத்தவர்களின் நியாயமான கோரிக்கைக்கான போராட்டத்தை முறியடிக்க காரணமாக இருந்ததாக பெயர் எடுக்க விரும்பாது அரசாங்கம் தமிழ், முஸ்லீம் மக்களுக்கு ஏற்புடையதாகிய நியாயமான ஓர் தீர்வை ஒருதலைபட்சமாகவேனும் முன்வைப்பதையே விரும்பும். ஆகவேதான் புலிகளை தடைசெய்துள்ள ஐரோப்பிய ஒன்றிய நாடுகளிலும் ஏனைய சில நாடுகளிலும் விடுதலைப்புலிகளின் ஆதரவாளர்கள் தம்மீது விதிக்கப்பட்ட தடையை மீறி கண்டனக்கூட்டங்கள் பலவற்றை அண்மையில் நடத்தியபோது சம்பந்தப்பட்ட அரசுகள் பாராமுகமாக இருந்தன.

உங்களுடைய உயர்ந்த லட்சியத்துக்கும் உங்களுக்கும் பெரும் மதிப்பளித்து மிகவும் திட்டவட்டமாக நான் கூறக்கூடியது என்னவெனில் தமிழ் மக்களும் அநேகமாக முஸ்லீம் மக்களும் 50 ஆண்டு காலமாக தீர்வு காணமுடியாத ஒற்றையாட்சி அமைப்பின் கீழ் முன் வைக்கப்படும் தீர்வை ஒரு போதும் ஏற்றுக்கொள்ள மாட்டார்கள். புலிகள் முற்றுமுழுதாக ஒழிக்கப்பட்டாலும் கூட ஒற்றையாட்சியின் கீழ் ஒரு தீர்வை ஏற்குமாறு தமிழ் மக்களை வற்புறுத்தவோ அல்லது இணங்க வைக்கவோ ஒருபோதும் முடியாது என்பது உறுதி.

எமது பிரச்சனைத் தீர்வுக்கு இந்திய மாதிரியான அரசியலமைப்பை வற்புறுத்திக் கேட்க நான் எவராலும் வாங்கப்பட்டவனோ அல்லது ஏவலாளியாகவோ செயற்படவில்லை. நான் அவ்வாறு சிந்திப்பதற்கு எவராலும் ஏற்கக்கூடிய சில நல்ல காரணங்கள் உண்டு. கடந்த 2 வருட காலத்தில் அனேகரை ஏற்க வைத்துள்ளேன். நியாயமாக சிந்திப்பவர்களுக்கு நான் கூறுவதில் அர்த்தம் உண்டு எனத் தோன்றும்.

முதலாவதாக, உலகிலேயே மிகப் பெரிய ஜனநாயக நாடாகிய இந்தியாவில் இந்துக்களே கூடுதலாக வாழ்கின்றனர். உள்ளுரில் இஸ்லாமிய தீவிரவாதிகளால் ஏற்படும் நெருக்குவாரம் இருப்பதோடு, சில அயல்நாடுகளோடு கசப்புணர்வு இருந்தும் அந்நாட்டின் தலைவர் ஒரு இஸ்லாமியர். அனைத்து இந்திய மக்களாலும் நேசிக்கப்படுவதோடு, பெரிதாக மதிக்கப்படுபவர்.

இரண்டாவதாக, இரண்டு சதவீத சனத்தொகையைக் கொண்ட சீக்கியமக்களில் ஒருவர் பிரதம அமைச்சராக செயல்படுகின்ற டாக்டர் மன்மோகன் சிங் அவர்கள். இந்தியாவில் மிகவும் நேசிக்கப்பட்டு பெரும் மதிப்போடும் திகழ்பவர்.

மூன்றாவதாக, ஆளும் கட்சியாகிய ஐக்கிய முற்போக்கு கூட்டணியின் தலைவியாக இருந்தும், பிரதமர் பதவியையே ஏற்க மறுத்த, பெருமைக்குரிய, நாட்டுமக்களில் ஒருவராக ஏற்றுக்கொள்ளப்பட்டவர்.

இலங்கையர்களாகிய நாங்கள் இந்த 3 பெரும் பதவிகளுக்கு 3 பெரியார்களை தெரிவுசெய்த இந்திய மக்களிடமிருந்து கற்றுக்கொள்ள நிறைய உண்டு.

எமது மொழிகள், மதங்கள், கலாச்சாரம் முதலிய அத்தனையும் இந்திய நாட்டிலிருந்து பெறப்பட்டவையே. அத்துடன் எமது மூதாதையர்களும் இந்தியர்களே! எமது பழைய அரசியல் சாசனத்தை பிரித்தானிய (வெஸ்ட் மினிஸ்டர்) முறையில் ஏற்றுக்கொண்ட நாங்கள் இந்திய மாதிரியான ஒரு அரசியல் சாசனத்தை ஏற்பதில் தவறு இருப்பதாகத் தெரியவில்லை. அத்துடன் சமஷ்டி, ஒற்றையாட்சி ஆகிய பதங்களை எதிர்ப்பவர்களுக்கு சமஷ்டி முறையோ, ஒற்றையாட்சி முறையோ அல்லாத இந்திய அரசியலமைப்பு திருப்தியளிக்க வேண்டும்.

ஒரு புதிய அரசியல் சாசனத்தை உருவாக்கி அமுல்படுத்த நாம் எவரிடமும் அனுமதி கேட்க வேண்டிய அவசியமில்லை. ஆனால் இந்தியாவில் விடுதலைப் புலிகளின் ஈழத்துக்கு ஆதரவு கொடுக்கும் சில சிறிய அரசியல் கட்சிகள் இருப்பதால் தமிழ்நாட்டவரின் ஆதங்கத்தை முற்று முழுதாக நிராகரிக்க முடியாது.

இந்திய மாதிரி என்றதும் தாம் அனுபவிக்கின்ற அதிகாரங்களிலும் பார்க்க கூடுதலான அதிகாரத்தை இலங்கை மாநிலங்களுக்கு வழங்க வேண்டுமென்று கோரும் உரிமையை தமிழ் நாட்டுச் சிறு கட்சிகளும் இழந்து விடும்.

எல்லாவற்றிற்கும் மேலாக இலங்கையில் பிரிவினை ஏற்படுவதை இந்தியா ஒருபோதும் அங்கீகரிக்கமாட்டாது என்ற உத்தரவாதம் இருப்பதோடு ஐக்கிய இலங்கைக்குள்ளே தீர்வு காணப்பட வேண்டும் என்று தொடர்ந்து இந்தியா கூறிவருவதால் விடுதலைப் புலிகளோ அன்றி வேறு தீவிர குழுக்களோ இந்திய மாதிரியான முறையை ஏற்க மறுக்க முடியாது.

நீங்கள் அனைவரும் இந்த விடயத்தை மிக அக்கறையோடு பரிசீலிப்பின் நான் மிகவும் நன்றியுடையவனாயிருப்பேன்.

The attempt made by the L.T.T.E to assassinate the Ex-Member of Parliament Mr. Sivathasan is highly deplorable. This dastardly act had taken place in the heart of the Colombo city without any consideration for the civilians. This is a matter that should worry everyone living in Colombo. This is also a matter that should be condemned -by every body the Tamil Media in particular.

It is now very clear that the L.T.T.E. Leaders have lost control of their cadre who act on their own and take decision on their own. This incident had caused the death of a three year old child. The L.T.T.E. Leaders need not bother about their children who are continuing their education in foreign countries. But we should worry about it. There are some Members of Parliament who have their children and grand children attending schools in Colombo. Is this not a matter for concerned for the T.N.A's Members of Parliament? I hope they will not put the blame on the "infuriated" civilians for the assassination attempt on Mr.Sivathasan .

Our T.N.A Members have enough experience in holding most funerals inside the Parliament Chamber. Why can't they organise one to protest against the killing of child just three years old? They can also organise the protest demonstration opposite the railway station demonstrating the safety of the innocent ones all over the country will Mr.R. Sampanthan M.P. take the initiative .

TULF DEMANDS THE LTTE NOT TO PUNISH INNOCENT PEASANTS

TULF demands the LTTE not to punish innocent peasants

Once again the LTTE leaders have displayed their immaturity, in experience and ignorance in managing their affairs inspite of having Dr. Anton Balasingam and legal experts like Mr. Siva Pasupathy former Attorney General of Sri Lankand and a leading lawyer Mr. V. Rudrakumar, as their advisers. Of these Mr. Anton Balasingam feels more secured in London than in Vanni and the other two fled the country long ago due to fear of the LTTE. Perhaps due to their advice the LTTE takes one step forward and several steps backwards. The LTTE’s claim that they closed the sluice of the Mavilaru anicut as a protest against the European Union’s ban on them is ridiculous. This action is as good as throwing a challenge to the entire International Community which will prove disastrous for them. The International Community had been tolerating their nefarious activities and ruthless conduct for a period of 23 years or more.

First of all the LTTE has no business to meddle with the irrigation system in any part of the country. The irony is that they are issuing statements from within the Government controlled area, claiming the said anicut as one in their area to which the Government forces have no access, according to the provisions in the Ceasefire Agreement, the Government signed with the LTTE. Denying to thirty thousand (30,000) acres of paddy crops, much needed water at this most crucial period when their crops are maturing and allowing the crops to perish, amounts to inhumanly depriving fifteen thousand families of their livelihood and their drinking water. Wells in agricultural areas get re-charged only when water freely flows down the distributory channels. By their cruel act the LTTE had not gained anything other then earning the displeasure of the entire International Community and bringing disgrace to the Tamil Community. Due to the most irresponsible act of a few, many lives had been lost on both sides some in their effort to have access to the sluice and some others in preventing it. The youths who sacrifice their lives are children of poor parents and not of the leaders who are responsible for this. CFA or otherwise the Government can’t simply look on when poor peasants are strangled by a group of armed men irresponsibly claiming to be freedom fighters, trying to hold the whole country to ransom and also challenging the entire International Community

The ruthless activities of the LTTE could be traced back to the year 1983 and beyond. 1983 was the year of the “Black July”. The brutal massacre of 13 Sinhelese soldiers at Thirunelvely in Jaffna sparked off the worst communal riots in the history of Sri Lanka at which thousands were killed and billions worth of Tamil property either burnt or looted and thousands of houses belonging to the Tamils destroyed. Thousands of well to do Tamils became paupers overnight . The Government of that time and some hoodlums were blamed for this but the credit goes to the average Sinhalese who were responsible for saving hundreds

of thousands of Tamils at grave risk to their lives. The LTTE is now trading on the photographs taken at that time without revealing that it was they who were responsible for these great losses for Tamils. Having got the taste of it the LTTE is gleefully expecting another communal riots by engaging in various provocative activities to incite the forces to retaliate . Everyday a few lives are lost by the LTTE planting clay-more mines or throwing hand grenade, targeting the Army, Navy or Police. In every such incident a few innocent Tamil civilians also either get killed or seriously injured. No one will have the courage to demonstrate against such killings either in Sri Lanka or in foreign countries. But when the service personnel get involved in any incident, the Front Organizations of the LTTE are asked to demonstrate and they promptly agree out of fear. It is regrettable that a few very cruel incidents had taken place in the North and the East in which the service personnel are accused of involvements. But in the south the Sinhalese have become more tolerant and accommodative that hardly one unpleasant incident had taken place there where hundreds of thousands of Tamils had taken up residence in the midst of the Sinhalese and Muslims from Colombo to Panadura in the south and from Colombo to Puttalam in the west. Inspite of the fact that hardly one day passes without a few service personnel and a few innocent Tamil civilians getting killed or injured in the North and the East hardly one incident takes place in retaliation in the South I would very strongly urge the Sinhalese among whom the Tamils live to give them all protection because they themselves are victims of LTTE’s atrocities and had got out of their homes in the North and the East leaving behind most of their possessions. The Muslims driven out of Jaffna by the LTTE more than 15 years back are still living in refugee camps in the Puttalam and the Anuradhapura Districts.

The goodwill and co-ordial relations built up over a period of time between the service personnel and the civilians were spoiled due to some elements in the forces. The LTTE cadre that came into the Government held areas to do political work were concentrating in antagonizing the forces only and hardly did any political work. As a result the relationship between the services and the civilians gradually got strained . I strongly urge the service personnel stationed in the North and the East not to play into the hands of the LTTE and to give serious thought to what advice the Army Commander Major General Sarath Fornseka gave them when he resumed duties after recovery from the attack on him by a suicide bomber . In the appeal to his soldiers he said “The only way we could do that is to behave in a manner that we are not biased and perform our duties to ensure the safety and security of all our people, be it Sinhalese, Tamils, Muslims, Burghers, Malays and others. All are Sri Lankans. That is exactly what we want to be”

As for the Tamils who still believe that the LTTE will deliver the goods, my advice is that since the Tamils had lost more then what they have achieved, due to the LTTE’s atrocious activities they have lost their credibility. The time has now come for them to look for alternatives one of which is to agitate for a Federal solutions within a United Sri Lanka. The Tamils should demand from the LTTE for the immediate opening of the sluice gate to enable the poor peasants to save their crops. Acts of this nature bring disgrace to a community that had a good reputation all over the world.

இனப்பிரச்சினைக்கு தீர்வு காண்பதில் எனது நிலைப்பாட்டை மீண்டும் வலியுறுத்த விரும்புகிறேன். சமாதானம் வீட்டுப்படி வரை வந்துள்ளது. ஆனால் வெற்றிகரமாக சமாதானத்தை விரைவில் ஏற்படுத்துவது தாங்கள் காட்டும் தைரியத்திலும் செயற்படும் வேகத்திலுமே தங்கியுள்ளது. நாளுக்கு நாள் அரசியல் நிலைமைகளில் மாற்றம் ஏற்பட்டு வருவதால் சூழ்நிலைக்கேற்ப தாங்களும் தங்கள் நிலைப்பாட்டை மாற்ற வேண்டிய அவசியம் உள்ளது. தங்களுக்கு எத்தகைய கட்டுப்பாடு இருப்பினும் எனது கடிதத்தை பொறுமையாக படித்து எனது ஆலோசனைகளை ஏற்று செயல்படும்படி கேட்டுக்கொள்கிறேன். இறைவனால் எமக்கு அளிக்கப்பட்ட இந்த வாய்ப்பினை சரியாக பயன்படுத்தி சிங்கள, தமிழ, இஸ்லாமிய, வேறு இன மக்கள் அனைவருக்கும் மன நிம்மதியை பெற்றுத்தர தவறின் எமது மக்களை நாம் ஏமாற்றுவதாக கருதப்படும். இச் சந்தர்ப்பத்தை நாம் நழுவ விட்டால் எமது எதிர்கால சந்ததியினர் எம்மை சபிப்பர்.

இனப்பிரச்சினைத் தீர்விற்கு முன்னைய ஜனாதிபதி முன் வைத்த ஆலோசனைகள் வாபஸ் பெறப்பட்டு ஐந்து ஆண்டுகளின் பின்பு இனப்பிரச்சினை ஆரம்பிப்பதற்கு காரணமாக இருந்த சிங்களம் தனி அரச மொழிச்சட்டம் அமுலாக்கப்பட்டு 50 ஆண்டுகளின் பின்பு தாங்கள் இலங்கையின் ஜனாதிபதியாக தெரிவு செய்யப்பட்டுள்ளீர்கள். முன்னைய ஜனாதிபதி மேன்மைதங்கிய சந்திரிகா பண்டாரநாயக்கா குமாரதுங்க அவர்கள் ஜனாதிபதியாக பதவியேற்ற பின் முன்வைத்த தீர்வுத் திட்டம் பலரால் மிக உற்சாகமாக வரவேற்கப்பட்டது. அதுவே இதுவரை சமர்ப்பிக்கப்பட்ட தீர்வுத் திட்டங்களில் சிறந்ததென வர்ணிக்கப்பட்டும் ஒரு கட்டத்தில் இரு காரணங்களால் வாபஸ் பெற வேண்டி ஏற்பட்டது. முதல் காரணம் காலம் கடந்தமையால் மக்கள் உற்சாகம் இழந்தனர். இரண்டாவது காரணம் பல மாற்றங்கள் செய்யப்பட்டதால் அதனுடைய உருவத்தில் ஏற்பட்ட மாற்றமுமாகும். பண்டாரநாயக்கா-செல்வநாயகம் உடன்படிக்கை , டட்லி-செல்வநாயகம் உடன்படிக்கை ஆகியவற்றுக்கும் இதே கதியே ஏற்பட்டது.

இதே பிழையை நாம் மீண்டும் விடக்கூடாது. எமது அனுபவ ரீதியாக எந்த விடயத்திலும் காலதாமதம் பாரிய விளைவுகளையே ஏற்படுத்துவது நாம் கண்டறிந்த உண்மை. தாங்கள் பதவியேற்று ஆறு மாதங்கள் ஆகிவிட்டன. அடுத்து வரும் சில மாதங்களுக்குள் ஓர் தீர்வு காணத் தவறின் மக்களின் உற்சாகம் மடிந்து தீர்வுத் திட்டத்திற்கு எதிர்ப்பு வலுப்படும். அதன்பின் வழமைபோல் தங்களுக்கு தீர்வு காண்பது கஷ்டமானதாக இருக்கும். தயவு செய்து சர்வகட்சி மாநாட்டில் அதிக நம்பிக்கை வைக்காதீர்கள். கடந்த காலத்தைப் போல் அது மாறுபட்ட விளைவையே ஏற்படுத்தும். இனப்பிரச்சினைத் தீர்வு காண்பதற்கு மக்கள் தங்களுக்கு ஆணை தந்துள்ளனர். 50 வருடத்துக்கு மேற்பட்ட இப்பிரச்சினைக்கு தீர்வு காணக்கூடிய திறமையும், மன உறுதியும் தங்களிடம் உண்டு. கடந்த வாரம் ஓஸ்லோவிலும் விடுதலைப் புலிகள் தமது சுயரூபத்தை காட்டியுள்ளனர். ஒஸ்லோ செல்வதற்கு தந்திரமாக தங்கள் அரசினதும், நோர்வே அரசினதும் உதவியை பெற்று அங்கு சென்றபின் அரசுடன் பேச மறுத்து விட்டனர். விடுதலைப் புலிகளிடமிருந்தே ஆபத்தை எதிர்நோக்கும் ஸ்ரீலங்கா கண்காணிப்புக் குழுவினரின் பாதுகாப்பு சம்பந்தமாக பேச்சுவார்த்தை நடத்த இவ்வளவு தூரம் பிரயாணம் செய்து ஒஸ்லோ செல்ல வேண்டிய தேவையில்லை. அண்மையில் விசேட தூதுவர் கௌரவ யன் அன்சன் பவுர் கிளிநொச்சிக்கு விஜயம் மேற்கொண்டபோது இவ்விடயம் பற்றி பேசியிருக்கலாம். அவர்களுக்கு ஒஸ்லோவிலும் சுவிட்சர்லாந்திலும் சொந்த வேலை இருந்திருந்ததை இச் சம்பவம் வெளிப்படுத்தியது. இதைத் தவிர பிரச்சினைக்குத் தீர்வு காண்பதில் அவர்களுக்கு எதுவித அக்கறையும் கிடையாது. தந்திரோபாயங்களை பாவித்து காலம் கடத்தி தமது நிலைப்பாட்டை ஸ்தீரணப்படுத்தவே முயற்சிக்கின்றார்கள் என்பதையும், அவர்கள் எந்தத் தீர்வுக்கும் சம்மதிக்க மாட்டார்கள் என்பதையும் நான் தங்களுக்கு உறுதியாக கூற விரும்புகின்றேன்.

அவர்களுடைய சகல சட்டவிரோத செயல்கள் அத்தனைக்கும் போர்நிறுத்த உடன்படிக்கை சட்டவலுப் பெற உதவியது. ஸ்ரீலங்கா கண்காணிப்புக் குழுவினர், கௌரவ எரிக் சொல்ஹெய்ம் ஆகியோருக்குக்கூட உட்புக அனுமதி கிடைக்காத சட்டவிரோதமான அவர்களுடைய கட்டுப்பாட்டு பிரதேசங்கள் சட்டரீதியான அங்கீகாரம் பெற உதவியது. பெலியத்த, கிளிநொச்சி ஆகிய தொகுதிகளை பாராளுமன்றத்தில் 1970ம் ஆண்டு நீங்களும், நானும் பிரதிநிதித்துவப்படுத்தியிருந்தோம். நீங்கள் பிரதிநிதித்துவப்படுத்திய மக்கள் அதிஷ்டவசமாக சுதந்திர பிரஜைகளாக வாழ்கின்றார்கள். ஆனால் கிளிநொச்சி மக்களோ விடுதலைப் புலிகளின் அடக்கு முறைகளுக்கு அஞ்சி அடிமைகள் போல் வாழ்கின்றார்கள். அவர்களுடைய ஜனநாயக உரிமைகள், அடிப்படை உரிமைகள்,மனித உரிமைகள் அத்தனையும் பறிக்கப்பட்டு, பெருமளவு பாதிப்பை ஏற்படுத்தியுள்ளது. எனக்கு எத்தகைய ஆபத்து ஏற்படினும் அவர்களை மீட்டெடுக்க வேண்டிய தார்மீகக் கடமை எனக்குண்டு. விடுதலைப் புலிகளின் இரும்புத் திரைக்குப் பின் தடுப்பு முகாம்கள், சித்திரவதை முகாம்கள், இருட்டறை கூடங்கள், பணம் பறித்தல், சிறுவர் சிறுமியரை யுத்தத்துக்கு அணிதிரட்டல் மட்டுமல்ல கொலைகளும் அங்கே நடக்கின்றன. ஆனால் துரதிஷ்டவசமாக என்னைத் தவிர வேறு யாருக்கும் விடுதலைப் புலிகளின் கட்டுப்பாட்டு பிரதேசத்தில் வாழும் மக்களைப் பற்றி அக்கறை கிடையாது. மேலும் அவர்களுடைய சட்டவிரோத செயல்களுக்கு சட்ட அங்கீகாரம் பெற்றுத்தரக்கூடிய பேச்சுவார்த்தையில் ஈடுபடுத்துவதிலேயே அனைவரும் அக்கறையாக உள்ளனர். அவ்வாறு துன்பப்படும் மக்களை விடுதலைப் புலிகளின் பிடியில் இருந்து விடுவிக்க வேண்டும். இந் நாட்டு ஜனாதிபதி என்ற வகையில் அது தங்களுடைய கடமையாகும்.

விடுதலைப் புலிகளின் தலைவர்களும் ஒரு தனி வாழ்க்கை முறைக்கு தம்மை பழக்கிக்கொண்டனர். அவர்களில் ஒவ்வொருவரும் தலைவர்கள். அவர்கள் தற்போது செயற்படும் மிக உயர்ந்த பீடத்திலிருந்து இறங்கி வருவது அவர்களுக்கு கஷ்டமே. திரு சு.ப. தமிழ்ச்செல்வனின் புதிய கண்டுபிடிப்பு யாதெனில் திரு. பாலித்த கொஹேன அமைச்சரவை அந்தஸ்த்து பெறாமையால் அவருக்கு தங்களுடன் பேச தகுதி இல்லை என்பதாகும். அவர்கள் தம்மை பற்றி மிக உயர்வாக சிந்திக்கின்றார்கள். அவர்கள் தமது கடுமையான கட்டுப்பாட்டுக்குள் துன்பப்பட்டுக்கொண்டிருக்கும் மக்களை பற்றி கடுகளவும் அக்கறைகொள்வதில்லை. தற்போது தங்களுக்குள்ள ஒரேயொரு வழி சர்வதேச சமூகத்தின் கணிப்புக்கமைய சிறுபான்மை இன மக்களுக்கு ஏற்புடையதொரு தீர்வு திட்டத்தை முன்வைப்பதே. நான் தங்களுக்கு 07-05-2006 இல் எழுதியனுப்பிய கடிதத்தின் ஒரு பகுதியை இங்கே குறிப்பிட விரும்புகின்றேன். “ ஐரோப்பிய யூனியன் விடுதலைப் புலிகள் மீது தமக்குள்ள வெறுப்புணர்வை பிரயாணத்தடை விதிப்பதன் மூலம் வெளிப்படுத்தியதோடு விடுதலைப் புலிகளின் சகல நடவடிக்கைகளையும் எதிர்காலத்தில் தாம் பார்த்துக்கொண்டிருக்க தயாராக இல்லை என சமிக்ஞையும் காட்டியுள்ளது”. நான் இவ்வாறு கூறி ஒரு மாதத்துக்குள் ஐரோப்பிய ஒன்றியம் விடுதலைப் புலிகள் மீது முழுத்தடை விதித்து விடுதலைப் புலிகள் தமிழ் மக்களின் ஏகப்பிரதிநிதிகள் அல்ல என்றும் கூறியுள்ளது. ஐரோப்பிய ஒன்றிய நாடுகள் பிள்ளைகளை யுத்தத்துக்கு சேர்த்துக் கொள்வதையும், மக்களை கொல்வதையும் நிறுத்துமாறு மீண்டும் மீண்டும் பலதடவை வற்புறுத்தி கேட்டபோது அதை செய்திருந்தால் இந்த தடை விதிக்கப்பட்டிருக்க மாட்டாது. விடுதலைப்புலிகளின் நடத்தை ஐரோப்பிய ஒன்றியத்துக்கு விடும் சவாலாக தோன்றியது. அதே கடிதத்தில்; “விடுதலைப் புலிகளுக்கு விடுத்த சமிக்ஞையை அரசு தனக்கும் விடுக்கப்பட்டதாக ஏற்று தமது கணிப்பின்படி தமிழ் மக்களுக்கும் விடுதலைப் புலிகளுக்கும் சிபாரிசு செய்யக்கூடிய ஓர் நியாயமான தீர்வை முன்வைக்காத பட்சத்தில் விடுதலைப் புலிகள் மீது ஐரோப்பிய யூனியன் கடுமையாக இருக்கப் போவதில்லை” என்று கொள்ள வேண்டும் என்று கூறியிருந்தேன்.

ஒஸ்லோ ஒப்பந்தத்துக்கு அமைய ஐக்கிய இலங்கைக்குள் சர்வதேச சமூகத்துக்கு திருப்தி தரக்கூடிய ஒரு தீர்வை அரசு முன்வைக்கும் என்ற நம்பிக்கையிலேயே விடுதலைப் புலிகளை ஐரோப்பிய ஒன்றியம் முற்றாக தடை செய்தது. ஒஸ்லோ ஒப்பந்த அடிப்படையில் ஒரு தீர்வு திட்டத்தை அரசு முன்வைக்க தயக்கம் காட்டும் பட்சத்தில் மிகவும் சிரமப்பட்டு தமது பிரதிநிதிகள் மூலம் இலங்கைக்கு சமாதானத்தை கொண்டுவர வேண்டும் என்று கடுமையாக உழைக்கும் சர்வதேச சமூகம்; எம்மை நாணயமற்றவர்களாக நோக்கும். ஜப்பானிய விசேட தூதுவர் யசூசி அகாசி உட்பட இராஜதந்திரிகள் எடுத்த சிரமத்தை நாம் மறந்துவிட முடியாது.

விடுதலைப் புலிகளின் அகங்கார போக்கினால் தங்கள் அரசு ஒருதலைபட்சமாக செயற்பட்டு தமிழ், இஸ்லாமிய மக்களுக்கு ஏற்புடையதான ஒரு திட்டத்தை முன்வைக்க வேண்டிய காலகட்டம் நெருங்கி வந்துகொண்டிருக்கிறது. சொந்த இஷ்டப்படி நடக்க முடியாமல் தாங்கள் இருப்பது நான் அறியாததல்ல. ஆனால் கடந்த சில மாதங்களுக்குள், ஜனாதிபதி தேர்தல் காலத்தில் இருந்த நிலையுடன் ஒப்பிடும் பொழுது, அரசியல் சூழ்நிலையில் பெருமளவு மாற்றங்கள ஏற்பட்டுள்ளது. ஆகவே தங்களுடைய கைகள் கட்டுப்பட்ட நிலைமை நீடிக்கக்கூடாது. மனசாட்சியின் அடிப்படையில் சுயமாக சிந்தித்து செயற்பட வேண்டிய காலகட்டம் இது. தங்களுடைய கொள்கையில் மாற்றம் ஏற்படுவது தவிர்க்க முடியாது என்ற எனது கூற்றை நிரூபிக்க என்னிடம் பல ஆதாரங்கள் உண்டு. இத்துடன் இணைக்கப்பட்டுள்ள சில படங்கள் பார்ப்பவர்களின் உள்ளத்தை உருகக்கூடியவை. நாட்டின் ஏதோவொரு பகுதியில் இந்த காட்சி தினமும் காணக்கூடியதாக உள்ளது. இந்த அப்பாவி குழந்தைகள் என்ன குற்றம் செய்தார்கள்? இவ் ஏழை பெண்கள் எத்தகைய தீங்கை யாருக்கேனும்; விளைவித்திருக்க முடியும்? இந்த ஆண்கள், பெண்கள், பிள்ளைகள் ஏன் இத்தகைய கொடூரமான முறையில் கொல்லப்படுகிறார்கள். தம் உறவுகளின் பிரிவை தாங்க முடியாது பெண்கள் மார்பில் அடித்து அழுது புலம்பும் காட்சிகள் தாங்கமுடியாதவை. நல்ல பௌத்த மதத்தவர்கள், கிறீஸ்த்தவர்கள், இந்துக்கள், முஸ்லீம்கள், மற்றும் பிற மதத்தவர்கள் ஆகிய நாம் அனைவரும் இச் செயல்களில் ஈடுபடுபவர்களை வெறுத்து ஒதுக்கி மனிதாபிமானத்தின் விரோதிகள் என கண்டிக்க வேண்டும். இந்த குற்றவாளிகளை அடையாளம் கண்டு சட்டத்தின் முன் நிறுத்த உதவுமாறு தாங்கள் மக்களை வேண்ட வேண்டும். இத்தகைய கொலைகளுக்கு முற்றுபுள்ளி வைக்க தாங்கள் எடுக்கும் எந்த முயற்சியையும் மக்கள் பொறுமையாக ஏற்றுக்கொள்ள வேண்டும். எமது பிரச்சினை ஒவ்வொருவரின் குடும்பத்திலும் இத்தகைய சோக சம்பவம் ஏற்படும் வரைக்கும் பொறுத்திருக்காது பிரச்சினைக்கு தீர்வு காண்பதன் அவசியத்தை ஒவ்வொருவரும் உணர வேண்டும். இத்தனை ஆண்டுகள் நடைபெற்றவையும் தினமும் எமது நாட்டில் நடைபெறும் சம்பவங்களும் தாமதமின்றி எமது பிரச்சினை தீர்க்கப்பட வேண்டும் என்பதை உணர போதுமானது. நாட்டில் இரத்தம் பெருக்கெடுத்து ஓடுகின்ற வேளை சிறு சிறு அரசியல் இலாபத்தை தேடி நாம் அலையக்கூடாது. ஆகவே தயவு செய்து இணைத்தலைமை நாடுகளோ அல்லது சமஷ்டி ஆட்சி முறையில் வெற்றிகண்ட நாடுகளின் பிரதிநிதிகளோ அங்கீகரிக்கும் ஓர் நியாயமான தீர்வை தயாரித்து விடுதலைப் புலிகளின் அங்கீகாரத்துக்கு வைக்க வேண்டும். விடுதலைப் புலிகள் எதுவித நொண்டிச்சாட்டும் கூறாமல் இருப்பதற்காகவே இத்தகைய ஆலோசனையை நான் வழங்குகின்றேன். அவ்வாறானவொரு தீர்வை விடுதலைப் புலிகள் ஏற்பார்களேயானால் ஏதாவது ஒரு நிர்வாக ஒழுங்குகள் ஏற்படும் பட்சத்தில் ஏனைய தமிழ் கட்சிகள், புலிகள் ஆயுதங்களை கைவிட வேண்டும் ஒன்ற ஒரேயொரு நிபந்தனையுடன், கூடுதலான பிரதிநிதித்துவத்தை விடுதலைப் புலிகளுக்கு வழங்குமாறு சம்மதிக்க வைக்க முடியும்.

இத்தகைய தீர்வுத்திட்டத்தை விடுதலைப் புலிகள் நிராகரிக்கும் பட்சத்தில் சர்வதேச சமூகம் ஒன்றிணைந்து தடைகள் உட்பட பல்வேறு வழிவகைகளை கையாண்டு புலிகளுக்கு அழுத்தம் கொடுக்க வேண்டும். அரசால் முன்வைக்கப்படும் ஆலோசனை ஒஸ்லோ ஒப்பந்தத்துக்கு உட்பட்டதாக அமைந்திருப்பின் புலிகள் அத் திட்டத்தை நிராகரிப்பதை நியாயப்படுத்த முடியாது. நாட்டுப் பிரிவினையை ஒருபோதும் அனுமதிக்கமாட்டோம் என்றும் பயங்கரவாதத்துக்கு எதிராக கடும் நடவடிக்கை எடுப்பதாகவும் இந்தியா கூறி வருகிறது. இக்கூற்று இந்தியாவோடு சம்பந்தப்பட்டதாக இருப்பினும் 28 மைல் நீள பாக்கு நீரிணை இந்தியாவிலிருந்து இலங்கையை பிரிப்பதால் அந்தக் கூற்று இலங்கைக்கும் பொருந்தும். இந்தியாவின் முக்கிய பிரச்சினை அதன் இறைமையும், உருக்குலையாத் தன்மையுமே. இந்தியா முற்றுமுழுதாக பிரிவினையையும் பயங்கரவாதத்தையும் எதிர்ப்பது எமக்காகவல்ல. இருப்பினும் எம் நாட்டில் சமஷ்டி பிரிவினைக்கு வழிகோலும் என்று கருதுகின்றவர்களுக்கு இந்தியாவின் இந் நிலைப்பாடு அப் பீதியை போக்கும். எக் கட்சி ஆட்சியில் இருந்தாலும் கடந்த காலத்திலும் சரி எதிர்காலத்திலும் சரி இந் நிலைப்பாட்டில் மாற்றம் ஏற்படாது. “சமஷ்டி”, “ஒற்றையாட்சி” ஆகிய இரு வார்த்தைகளை வெறுப்பவர்களுக்கு இந்திய ஆட்சி முறை மிகவும் பொருந்தும். ஏனெனில் இந்திய அரசியல் சட்டம் சமஷ்டி அடிப்படையிலோ, ஒற்றையாட்சி அடிப்படையிலோ உருவாக்கப்பட்டதல்ல. நாம் வேற்றுமையில் ஒற்றுமையை காண்கின்றோம் என்று பெருமையாக இந்தியர்கள் கூறிக்கொள்வார்கள். இந்தியாவிடமிருந்து இலங்கையர்களாகிய நாம் பல விடயங்களை கற்கக்கூடியதாகவுள்ளது. பெரும்பான்மையான இந்துக்களை கொண்ட உலகிலேயே மிகப்பெரிய ஜனநாயக நாடாகிய இந்தியாவின் ஜனாதிபதி ஒர் இஸ்லாமியர். அத்தோடு இந்திய சனத்தொகையின் இரண்டு வீத மக்களைக் கொண்ட சீக்கிய சமூகத்தைச் சேர்ந்த ஒருவர் பிரதமராக பதவி வகிக்கின்றார். இப் பதவிகளை வகிக்கும் இரு பெரியாரும் பொது மக்களால் பெரிதும் விரும்பப்பட்டவர்களாக, மதிக்கப்பட்டவர்களாக உள்ளனர். ஓர் கத்தோலிக்க பிற நாட்டவர் பாராளுமன்ற உறுப்பினராகவும் ஆளும் கட்சியாகிய ஐக்கிய முற்போக்கு கூட்டமைப்பின் தலைவியாகவும் செயற்படும் இவர் நாட்டு மக்களால் பெரிதும் மதிக்கப்படுகின்றவர்.

இந்திய ஆட்சி முறையை பின்பற்றுவது சம்பந்தமாக உள்ளுரிலும் வெளிநாட்டு இலங்கையர்கள் பலருடனும் பேசியிருக்கிறேன். எனது பிரேரணையை பெருமளவில் ஆதரிக்கின்றனர். எமது கலை கலாச்சாரம் மொழி முக்கியமான இரு மதங்கள் இந்தியாவிலிருந்து வந்தவை என உணர்கின்றனர். எமது மூதாதையர்கள் இந்தியரே. எம் இரு நாட்டுக்கும் இடையில் பல விடயங்களில் ஒற்றுமை இருப்பதால் இந்திய முறையிலான அரசியல் சாசனம் எமது பிரச்சினை தீர்வுக்கு பெருமளவு உதவும். இந்திய பாதுகாப்பு அமைச்சர் கௌரவ பிராணாப் முக்கர்ஜி அவர்களுக்கு உரிய மரியாதை கொடுத்து அவர் சிங்கப்பூரில் அசோசியேட்டட் பிரஸ் நிருபருக்கு தெரிவித்த கருத்து எனக்கு ஏற்புடையதல்ல. அவருடைய கூற்று, “ஒரே இன மக்கள் இரு நாட்டிலும் இருப்பதால் எமது தீவிர பங்களிப்பு சமாதான முயற்சி தீர்வுக்கு உதவுவதற்கு பதிலாக குழப்பத்தையே உண்டு பண்ணும். ஆனால் நாம் சமாதான முயற்சியை முற்றுமுழுதாக ஆதரிக்கிறோம் என்பதே. தமிழ் நாடு சட்டசபை தேர்தல் அண்மையில் நடைபெற்றது. அதற்கு முன்பு கௌரவ அமைச்சரின் கூற்று பொருத்தமாக இருந்திருக்கலாம்.ஆனால் இன்று தமிழ் நாட்டில் அரசியலில் ஏற்பட்ட மாற்றம் நிலைமையை முற்றுமுழுதாக மாற்றிவிட்டது. எனது கருத்துப்படி நீங்களும் அதை ஏற்றுக்கொள்வீர்கள் என நான் நினைக்கின்றேன். நம் இரு நாடுகளிலும் ஏககாலத்தில் நடந்த இரு அபூர்வ சம்பவங்கள் இரு அரசுகளும் இனப்பிரச்சினையை பேசித் தீர்க்க சுமூகமான ச+ழ்நிலையை உருவாக்கியுள்ளன. இரு சம்பவங்களில் ஒன்று ஐக்கிய முற்போக்கு முன்னணி அரசில் தி.மு.க முக்கிய பங்கு வகிப்பதும் தமிழ் நாடு ஆட்சியை காங்கிரஸ் கட்சியின் உதவியுடன் தி.மு.க கைப்பற்றியதுமே. இது ஓர் அபூர்வ சம்பவம் மட்டுமல்ல இச் சந்தர்ப்பத்தில் பொருத்தமானதும் கூட. அடுத்த சம்பவம் ஆளும் கட்சியை சார்ந்த தாங்கள் ஜனாதிபதி பதவியை வகிப்பதே. இந்த சூழ்நிலையில் தமிழ் நாட்டு அரசுடன் நட்பு கொண்டுள்ள மத்திய அரசின் நட்பு இலங்கைக்கு இருப்பதால் இப்பிரச்சினை இன்று தீர்க்கப்படா விட்டால் என்றும் தீர்க்கப்படமாட்டாது.

இக்காரணத்தினாலேயே இந்திய முறையிலான தீர்வுத்திட்டத்தையே எம் இனப்பிரச்சினை தீர்வுக்கு முன் வைக்குமாறு கேட்டுக்கொள்கிறேன். அது இலங்கை தமிழர்களுக்கு ஏற்புடையதாக இருப்பதோடு நான் பல பிரமுகர்கள் கட்சித் தலைவர்கள் சமய பெரியார்கள் இன்னும் பலருடன் கலந்துரையாடி கண்டு கொண்டது எனது ஆலோசனைக்கு பெருமளவு ஆதரவு சிங்கள, முஸ்லீம் மக்களிடம் உள்ளது என்பதுவே. நாட்டுப்பிரிவினைக்கு அனைவரும் எதிர்ப்புத் தெரிவிக்கின்றனர். எல்லாவற்றுக்கும் மேலாக இந்தியாவிலுள்ள 28 மாநிலங்கள் 7 யூனியன் பிரதேசங்கள் ஆகியவற்றுள் தமிழ் நாடு மாநிலமே இலங்கைத் தமிழர்களில் பெரும் அக்கறை காட்டுகின்றது. காரணம் அவர்களும் தமிழர்களே. இந்திய முறையிலான தீர்வை தமிழ் நாடு அரசு வரவேற்பதோடு தமிழ்நாட்டு அரசியல் வாதிகளாகிய திருவாளர்கள் வை.கோ, நெடுமாறன், திருமாவளவன், போன்ற, நம் நாட்டு நிலைமைகளையும் முற்று முழுதாக புரியாத இவர்களுக்கும் திருப்தியளிக்கும். அவர்கள் தமது மாநிலங்களுக்கு உள்ள அதிகாரங்களை விட கூடுதலான அதிகாரத்தை இலங்கை மாநிலங்களுக்கு வழங்குமாறு கேட்க மாட்டார்கள்.

மிகத் தயக்கத்துடன் நான் தங்களுக்குக் கூறுவது என்னவெனில் கடந்த 50 ஆண்டு காலமாக பல்வேறு பிரச்சினைகள் மத்தியில் வாழ்ந்து விடுதலைப் புலிகளின் கட்டுப்பாட்டில் சகல ஜனநாயக அடிப்படை உரிமைகள், மனித உரிமைகளும் மீறப்பட்டு, பல ஆண்டு காலமாக பிரிவினைக்காக போராடிய தமிழ் மக்கள் 50 ஆண்டுகளுக்கு மேல் இயங்கிவரும் ஒற்றையாட்சியின் கீழ் இதுவரை காணாத தீர்வை இனி காணலாம் என்று எதிர்பார்க்க மாட்டார்கள். அரசின் தீர்வு எப்படி இருக்குமோ எவ்வாறு அமையுமோ என்ற சந்தேகத்தினாலே தமிழ் மக்கள் விடுதலைப் புலிகளை நேரடியாக எதிர்க்கத் தயங்குகின்றார்கள். அவர்கள் தமது தனிநாட்டுக் கோரிக்கையை கைவிடவும், ஐக்கிய இலங்கைக்குள் தீர்வு காணவும் தயாராக உள்ளனர். ஆனால் அத்தகைய தீர்வு ஓர் சமஷ்டி அடிப்படையிலான தீர்வாக அமைய வேண்டும் என்பதே அவர்களுடைய உறுதியான நிலைப்பாடாகும். விட்டுக்கொடுப்பு அடிப்படையில் ஓர் இணக்கப்பாட்டுக்கு வருவதற்காக தமிழ் மக்கள் இந்திய அரசியல் அமைப்பை ஒத்த, சிங்கள, இஸ்லாமிய மக்களுக்கும் ஏற்புடையதான தீர்வை மகிழ்ச்சியுடன் ஏற்றுக்கொள்வர். தினம் 1500 இற்கு மேற்பட்ட இலங்கையர்கள் இந்தியாவுக்கு விஜயம்செய்து தமிழ் நாட்டில் சுதந்திரமாக நடமாடி வருகின்றவர்கள் தமது சொந்த நாட்டிலேயே வேலை முடிந்து வீட்டுக்கு பாதுகாப்பாக திரும்புவோமோ என்ற ஐயத்துடன் வாழும் வாழ்க்கையை ஒப்பிட்டு பார்க்கிறார்கள்.

இறுதியாக பல ஆண்டுகள் அரசியலில் ஈடுபாடு இருந்தமையால் அதாவது தனி சிங்கள மொழிச்சட்டம் ஆரம்பிக்கப்பட்டு கடந்த 50 ஆண்டு காலத்தில் தமிழர்கள் எவ்வளவு கஷ்டத்தை அனுபவித்தார்கள் என்பதை எங்களில் சிலருக்கு மட்டுமே தெரியும். பண்டா –செல்வா ஒப்பந்தம் காலந்தொட்டு இன்றுவரை தமிழ் மக்களை பொறுத்தவரையில் சோகம் நிறைந்த வரலாறே. 50 ஆண்டுகளில் மாறி மாறி ஆட்சி நடத்திய ஸ்ரீலங்கா சுதந்திரக்கட்சி, ஐக்கிய தேசிய கட்சி ஆகிய இரு பெரும் கட்சிகள் இனப்பிரச்சினை தீர்விற்கு சமஷ்டி முறையை முன்வைத்துள்ளனர். ஐ.தே.கட்சி கடந்த ஜனாதிபதி தேர்தல் நேரத்திலும், ஸ்ரீலங்கா சுதந்திரக்கட்சி கடந்த கட்சியின் வருடாந்த மாநாட்டிலும் சமஷ்டி ஆட்சி முறையை தீர்வாக முன்வைத்தன. ஜனாதிபதி தேர்தல் உட்பட நீண்டகாலமாக இடதுசாரி கட்சிகள் சமஷ்டி ஆட்சி முறையையே தீர்வாக முன்வைத்து வந்துள்ளன. கடந்த இரண்டு ஆண்டுகளுக்குள் தமிழ் மக்களுடைய ஜனநாயக உரிமையாகிய வாக்குரிமையை சுதந்திரமாக அளிக்க புலிகள் மூன்று தடவை இடையூறு செய்தனர். ஐக்கிய தேசிய கட்சிக்கு விழுந்த வாக்குகள் தங்களுக்கு எதிராக விழுந்த வாக்குகள் அல்ல என்று தாங்கள் கூறியதை நான் அறிவேன். இவையனைத்தையும் ஒன்று சேர்த்து பார்ப்பீர்களேயானால் இனப்பிரச்சினைக்கு தங்களுடைய தீர்வு இந்திய முறையை ஒத்ததாகவே அமையும். அது சமஷ்டி, ஒற்றையாட்சி ஆகிய முறைகளை எதிர்ப்பவர்களுக்கும் திருப்தியளிக்கும். இலங்கையிலும், இந்தியாவிலும் உள்ள தமிழர்கள் இதனை வரவேற்பார்கள். இத் தீர்வு இந்திய அரசுக்கு திருப்தியளிக்ககூடியதாகையால் சமாதான முயற்சியில் இந்திய அரசை முற்றுமுழுதாக ஈடுபட வைக்க முடியும். எல்லாவற்றுக்கு மேலாக நியாயமான ஓர் தீர்வென ஏற்கப்பட்டு அமுல்படுத்தும் வேளையில் நம் நாட்டு மக்கள் அனைவரும் சமாதானமாகவும்,மகிழ்ச்சியாகவும் வாழ்வர். அப்படியும் புலிகள் இத்தீர்வை எதிர்ப்பார்களேயானால் அவர்கள் மக்களால் தனிமைப்படுத்தப்படுவார்கள்.

A SOLUTION TO THE ETHNIC PROBLEM

Permit me to write to you once again reiterating my stand on the ethnic issue. I am firmly of the view that peace is at our doorstep and the success in bringing Peace soon depends on the courage you display and the swiftness with which you act. The political scenario is changing everyday and we have to adjust to the changing circumstances. I strongly urge you to have the patience to read my suggestions and act accordingly, irrespective of whatever constraints you may have. We will be disappointing our people if we do not make use of the opportunities made availabe to us by the grace of God, to bring relief to our people, whether they are Sinhalese, Tamils, Muslims or any other ethnic group. Let not the future generation curse us for missing this opportunity.

You have become the President of Sri Lanka five years after the draft proposal of your predecessor was withdrawn and fifty years after the passing of the “Sinhala as the only official language Act”, with which the ethnic problem also started. The proposal of Her Excellency Chandrika Bandaranayake Kumarathunge submitted after her assumptiom of office as President, was welcomed with great enthusiasim by many. It was considered as the best of all so far offered, but it had to be withdrawn at one stage for two reasons, the first being the People started losing interest due to prolonged delay in giving it legal status and the other being that the proposal got diluted over a period of time during which the proposal lost its original form. The Bandaranayake-Chelvanayagam Pact and the Dudly –Chelvanayagam Pact also met with the same fate for the same reasons.

Let us not make the same mistake again. Through experience we have found that delayed action in any matter has always proved detrimental. Six months had passed since you became the President. If a solution is not found within the next few months, the enthusiasim of the people will gradually die and oppositition to any proposal will slowly gain momentum. Then as usual it will become difficult for you to find a solution. We have had a number of All Party Conferences since 1983 without achieving anything. Please do not have much faith in the APC since it is sure to turn out to be counter productive as in the past.

The People had given a mandate to you to solve the ethnic problem. I do not doubt your will power and your capacity to solve the problem which is now over fifty years old. The LTTE had shown its true colours very many times and lately at Oslo last week. Having tactfully obtained the help of your Government and that of the Norwegian’s to reach Oslo Mr. S.P. Thamilchelvan decided not to talk to the Government. There was absolutely no need for anyone to go to Oslo, all the way, only to discuss the security arrangements for the Sri Lanka Monitoring Mission, which is facing grave risk only from the LTTE and not from the Government Forces. However this matter could have been discussed in Killinochchi when the special envoy Hon. Jan Hanssen Bauer visited Kilinochchi recently. It is obvious that they had their own programme in Oslo and in Switzerland. Apart from that they have no interest in finding a solution. I assure you that they will not agree for any solution, but are only trying to stabilise themselves by adopting various delaying tactics.

The CFA had enabled them to gain legitimacy for all their illegal activities. The areas they had under their control illegally have now been legitimised, with no access to those areas for anybody including the SLMM and Hon.Erick Solheim. You and I entered Parliament in 1970 representing the Beliatta and the Killinochchi electorates respectively. You are lucky that your people are free citizens while the people whom I represented are living like slaves under the subjugation of the LTTE having been deprived of all their democratic and fundemental rights and with serious violations of Human Rights. I have a moral duty to have them liberated whatever risk I may face. There are behind the LTTE’s “Iron curtain” detention camps, torture camps, dark room chambers, extortions, conscriptions and even killings but unfortunately no one except me bothers about the people in the LTTE held areas. Every one is bothered only in bringing them to the negotiating table which will only help them to gain legitimacy to some more of their illegal acts. It is high time you liberate them from the iron clutches of the LTTE cadre. As the President of this country it is your bounden duty to do so.

The LTTE leaders and their cadre are used to a way of life. Each one is a leader. It will be very difficult for them to climb down from the high pedestal from where they are now operating. The latest reason discovered by Mr. Thamilchelvan for refusing to meet Mr. Palitha Kohana is that he is not of Cabinet rank. They think no end of themselves. They are not at all concerned about the sufferings of the People whom they have under their strict control. The only option you now have is to submit a reasonable proposal that should be acceptable to the minorities according to the assessment of the International Community.

It may be relevant if I quote from a letter dated 07.05.2006 sent by me addressed to you wherein I had said, “The European Union has in one way shown its resentment to the LTTE by imposing a travel ban on them and thereby given a signal that they are not going to tolerate their activities for ever. Within a month of my saying this EU has now imposed a total ban on them, and has also refused to recognize them as the sole representatives of the Tamil people. This ban could have been avoided if only the LTTE had paid attention to the repeated requests of the countries of the EU to stop conscription and killing people. The conduct of the LTTE appeared as a challenge to the countries of the EU. In the same letter I had also said “It is also equally a signal to the Government of Sri Lanka that unless the Government comes forward with a proposal, reasonable enough in their assessment, as one that could be recommended by them to the Tamil People or to the LTTE, they are not going to tighten the screws on them.

The EU had now imposed a total ban on the LTTE with the expectation that the Government of Sri Lanka also will fulfill its obligation to the satisfaction of the International Community, based on the Oslo Agreement within a United Sri Lanka. The Government which is committed to find a solution under the Oslo Agreement, if shows reluctance to do so, will certainly lose its credibility in its relationship with the International Community, that is toiling hard through their representatives to bring back Peace to Sri Lanka. We cannot forget the untiring efforts taken by the Diplomatic Community, including the Japanese Special Envoy H.E. Yasushi Akashi in this regard.

A situation is now fast developing, due to the LTTE’s arrogant attitude, for your Government to act unilaterally by putting forward a reasonable proposal, acceptable to the Tamils and Muslims. I am not unaware of the constraints you have to act arbitrarily. But since the entire scenario has changed during the past few months, in comparison to the pre-election period, I am convinced that your hands should not remain tied. This is the time you should be free to take independent decisions and act, guided by your own conscience. I can provide you with enough material to substatiate my claim that a variation in your policy at this juncture is indispensable. The annexed photographs will melt the hearts of everyone who sees them. These scenes are re-enacted almost everyday in some part of our country. What crimes did these poor innocent kids commit and what harm these poor women could have caused to any body?

Why are these men women and children killed in this brutal mannar. It is unbearable to see women beating their breasts weeping and wailing, mouring the deaths of their dear once. As good Budhists, Chirstians, Hindus, Muslims and people of other faiths we have a moral duty to spurn these men and condemn them as enemies of humanity. You must request the people to go all out to identify these criminals to be arrested and dealt with under the law. The people must be told to bear with you for whatever remedial measures you take to put a stop to these killings. Everyone in this country should be told that we can’t wait till some disaster falls on each family for them to realise the urgency and the need to solve our problem. What has happened all these years and what is happening in our country every day is more than enough for everyone to realize the urgency to find a solution without delay. When the country is bleeding profusely we can’t take advantage of the situation for political gains. Hence please come out with a proposal assessed as reasonable and acceptable by either the co-chairs or a team of experts nominated by a few countries where Federalism has thrived and offer it to the LTTE for their acceptance. I am suggesting this to avoid any lame excuse the LTTE my find. If the LTTE accepts the proposals, all the other Tamil parties can be persuaded to agree to give to the LTTE majority representation in any administrative set up and make it conditional for them to surrender their arms. If they require security the Government can provide the same.

If the LTTE rejects such a proposal the only option the International Community has is to get together and tame them by various ways, including imposition of strong sanction and such other steps necessary to pressurize them. If your proposal confines to the Oslo Agreement to which the Government is committed, the LTTE cannot justify their rejection. The Indian Government too had very clearly and firmly said that it will go all out to prevent division of the country and also that it will deal firmly with terrorism. Although this remark is made in relation to India, it equally applies to Sri lanka also because only 28 miles of the Palk-strait separate Sri Lanka from India
India’s main concerns are its sovereignty and integrity. India is totally opposed to seperation and terrorism, more in their own interest than ours. However we can take it as an overall guarantee to alley the fears of some Sri Lankans who think that a Federal solution will lead to separation. India’s stand on these matters had never changed which ever party came to power, and will not change in the future as well. The main reason, for my continued agitation for a solution based on the Indian model, is that it satisfies those who are opposed to the Federal and Unitary type of constitution. The Indian one is neither Federal nor Unitary and the Indians take pride in saying that they believe in “Unity in diversity”

We Sri Lankans have a lot to learn from India. The world’s largest democratic country with its large majority of Hindus has a Muslim as the head of the state and a Sikh, from a minority group with only 2% of India’s population, as the Prime Minister and another Sikh as the Commander of the Army. The holders of these high offices are much liked and highly respected by the Indians. Hon. Smt Sonia Gandhi, M.P. a Foreigner and a Catholic who is also held at high esteem is the Chairperson of the ruling United Progressive Alliance.

I have had a series of meetings in Sri Lanka and with expatriate Sri Lankans about the acceptability of the Indian Model. I found very many supporting my proposal. Most of them are very conscious of the fact that our art, culture, language and two main religions are of Indian origin. Our ancestors too came from India. Since we have many things in common a constitution like the one of India’s will help to solve our problem.

With all respect to the Indian Defence Minister Hon. Pranab Mukherjee, I defer from the views expressed by him to the Associated Press, recently in Singapore that “Sharing the same ethnic Group, we believe our active participation in the Peace process would complicate the issue instead of resolving it. But we stand fully behind the peace process”. The Hon. Minister’s views would have been correct before the Tamil Nad Assembly election held two months back. But today with the change of Government in Tamil Nad the whole scenario had changed. In my view, I hope you too will agree that the two strange coincidents that had taken place in India and Sri Lanka, have created a favourable atmosphere for both Governments to freely discuss and solve the problem easily. One of the two coincidents is that the main constituent partner of the United Progressive Alliance Government, the DMK has captured power in Tamil Nad. The Leader of the DMK, Dr. Kalaignar M.Karunanidhi has formed the Government in Tamil Nad with the Congress supporting him. This is a rare event and very relevant at the present juncture. The other coincident is that you, the President of Sri lanka is from the party that is in power today. If we do not solve our problems at this juncture with the support of a friendly Government in India which in turn is friendly with the State Government of Tamil Nad, we will never solve it.

That is why I am requesting you to offer the Indian model as a solution to the ethnic problem. It will be acceptable to the Tamils of Sri Lanka and on the basis of the discussions I had with various people, party leaders, religious dignitaries and many others I am convinced that there is popular support among the Sinhalese and Muslims as well. Everyone is opposed to a division of the country. Above all, out of the 28 states and 7 Union Terriories in the Indian Union, Tamil Nad state shows greate interest in the Tamils of Sri Lanka, being of the same ethnic group. The Indian model will be welcomed by the people and the Government of Tamil Nad and will also silence the Tamil Nad Politicians like Vaico, Nedumaran and Thirumavalavan who have no full knowledge of the ground situation. They have no moral right to demand for more powers for the regions in Sri Lanka than what they have in their own state of Tamil Nad.

With great reluctance I have to tell you that the Tamils, having faced various problems during the past 50 years and having lived under LTTE’s terrorist rule without any democratic and fundamental rights and with so many of their Human Rights violated and after long agitation for separation, will not be prepared to accept a solution within the frame work of a Unitary system under which no relief came for well over 50 years. The reluctance on the part of the Tamils to openly defy the LTTE is also due to uncertainity of the type of solution contemplated by the Government. They are prepared to give up their demand for separation. They are also prepared for a solution within a United Sri Lanka but as far as the structure of the constitution is concerned they will agree only for a Federal Solution. As a compromise the Tamils may be prepared to accept the Indian model which will be acceptable to majority of the Sinhalese and Muslims also. Everyday not less then 1500 Sri Lankans travel to India and they feel more homely in Tamil Nad, than in Sri Lanka where one is not sure to reach home after a days work.

In conclusion I wish to point out that being in Politics for a very long time only some of us know the hardships the Tamils underwent during the past 50 years, with the adoption of the Sinhala only Act in 1956. Starting from the obstruction of the Banda-Chelva pact up to now, it had been a tale of woe as far as the Tamils are concerned. For the first time in 50 years both the UNP and the SLFP, the two major Political Parties that take turns to rule the country, have offered a Federal Solution to solve the country’s ethnic problem, the former at the recent Presidential elections and the latter by passing a unanimous resolution at the last year’s annual convention of the Party. The leftist parties right through out, including during the Presidential election, had not changed their stand on a Federal Solution. For the second time in two years the LTTE had denied the rights of the Tamils to take part in the voting freely. Even you had said after the elections that all votes cast for the UNP candidate were not votes cast against you.

If you take all these facts into consideration your solution for our problem should be the Indian Model which will satisfy, those who are opposed to Federal and Unitary constitutions. The Tamils both in India and Sri Lanka will welcome it and the Indian Government being satisfied with the solution can be persuaded to openly take part in the peace process. Above all once a solution accepted as reasonable is offered and implemented, all the people can live in peace and happily. If the LTTE still resists in finding a solution they automatically get isolated.

சமாதானப் பேச்சுவார்த்தைக்கென நீர் ஒஸ்லோ சென்று நாடு திரும்பிய 24 மணி நேரத்துக்குள் கெப்பிட்டிக்கொலாவ என்னும் கிராமத்தில் கடந்த 15ம் திகதி கிளேமோர் கண்ணிவெடி மூலம், உமது போராளிகள் 65 அப்பாவி சிங்கள மக்களின் உயிரைக் குடித்ததுமல்லாமல் 70இற்கு மேற்பட்டோரை படுகாயமடையவும் செய்த இச் சம்பவத்தை நான் மிகவும் வன்மையாக கண்டிக்கின்றேன். இவ் அவமானமான செயலுக்கு நீரே பொறுப்பேற்க வேண்டும். நீர் அதை மறுத்தாலும் எவரும் அதை ஏற்கப் போவதில்லை. சர்வதேச சமூகத்தினரால் மிகவும் உயர்ந்தவர்களாக கணிக்கப்பட்ட ஒரு சமூகத்திற்கு இத்தகைய ஈனச் செயல்கள் அவமானத்தையே தேடித்தரும்.

உமது போராளிகள் உமது கட்டளைக்கமைய அல்லது நீர் அறிந்திருக்கத்தக்கதாக 700 போர் வீரர்களையும் ஏனைய சிப்பந்திகளையும் ஏற்றிச் சென்ற கடற்படை கப்பலை மூழ்கடிக்க முயற்சித்தமை மிக வருந்தக்கூடிய செயலே. அதே போன்று குழந்தைகள், பெண்கள் உட்பட 13 அப்பாவி பொது மக்களை கொலை செய்த சம்பவமும் வங்காலையில் இரு குழந்தைகள் உட்பட ஓர் குடும்பத்தையே கூண்டோடு அழித்தமையும் மிக்க வருந்தத்தக்கு செயலேயாகும். இவற்றையெல்லாம் யார் செய்கின்றார்கள் என்பதல்ல பிரச்சினை, இவை ஏன் நடக்கின்றன என்பதுதான் எனது கேள்வி. உங்களுடைய குற்றங்களை பிறர் மீது போடாதீர்கள். ஒவ்வொரு பொதுமகனையும் பாதுகாக்க வேண்டிய புனிதமான கடமை உங்களுடையதே. நீங்கள் அப்பாவி பொது மக்களின் மீது சிறிதேனும் மதிப்பு வைத்திருப்பீர்களேயானால் உங்களுடைய செயலால் ஒரு உயிரைத்தன்னும் இழக்க வேண்டிய நிலை ஏற்படாது. ஆனால் நீங்களோ சில போர் வீரர்களின் உயிரை எடுக்கின்ற அதேவேளை சில அப்பாவி மக்களின் உயிர்களையும் சேர்த்து எடுப்பதோடு அத்தகைய பொது மக்களின் மரணத்திற்கு வருத்தம் தெரிவிக்காது, அதே பிழையை மீண்டும் மீண்டும் செய்து வருகிறீர்கள். இராணுவத்தால் ஒருவர் சுட்டுக் கொல்லப்பட்டால் கூரைமீது ஏறி நின்று கத்துகின்றீர்கள். தயவு செய்து ஒன்றை மனதில் வைத்துக் கொள்ளுங்கள். உங்கள் செயல்கள் அத்தனையையும் பொருட்படுத்தாது விட இராணுவத்தினர் காந்தியவாதிகள் அல்ல. நீங்கள் இராணுவத்தினர் மீது மேற்கொள்ளும் தாக்குதல்களே இராணுவத்தினர் பதிலடி மேற்கொள்ள அவர்களை தூண்டுவதாக அமைகிறது. சகல கொலைகளையும் நான் வன்மையாக கண்டிப்பதோடு எச் சந்தர்ப்பத்திலும் எவரையேனும் கொலை செய்வதை நியாயப்படுத்த மாட்டேன். உங்களுடைய போராளிகளால் மேற்கொள்ளப்படும் கொலைகளை நிறுத்திவிட்டு பாருங்கள் அந்த நிமிடத்திலிருந்து சகல கொலைகளும் தானாகவே நிற்கும்.

நீங்கள் கொலை செய்ய எத்தனித்த இராணுவத்தினரே உமக்கும் உங்கள் தலைவர்களுக்கும் உங்கள் போராளிகளுக்கும் விமானநிலையம், கிழக்கு மாகாணம் போன்ற இடங்களுக்கு சென்று வர பாதுகாப்பு கொடுப்பவர்களாவர். இத்தகைய உங்கள் செயல்களுக்கும், சர்வதேச சமூகத்தால் ஏளனம் செய்யப்படும் நீங்கள் விடும் அறிக்கைகளுக்கும், உங்களுடைய தலைவரின் அங்கீகாரம் தரப்படுகின்றதா என்பதை அறிய ஆர்வமாக உள்ளேன். உங்கள் போராளிகள் திரு. வே. பிரபாகரன் கட்டுப்பாட்டின் கீழ் இல்லை என்ற எனது கூற்றையும் அவர்கள் தாமே சுதந்திரமாக முடிவுகள் எடுக்கின்றார்கள் என்ற எனது கூற்றையும் நீங்கள் உறுதிப்படுத்த முயற்சிக்கின்றீர்களா? உமது கூற்றுக்களில் அநேகமானவை உம்மிடம் இறுமாப்பு இருப்பதையும், பிறரை மதியாத தன்மையையும் எடுத்துக் காட்டுவதோடு நீங்கள் பேச்சுவார்த்தைக்கு வர தயாரில்லை என்பதையே எடுத்துக் காட்டுகின்றது. நீங்கள் யுத்தத்துக்கு தயார் என அடிக்கடி அறைகூவல்விடுவது, ஓநாய், ஓநாய் என அடிக்கடி கூச்சலிட்டு மக்களை ஏமாற்றி இறுதியில் தன் மந்தைக்கூட்டத்தையே இழந்த இடையச் சிறுவனின் கதைதான் எனக்கு ஞாபகம் வருகிறது. உங்களுடைய உள்ளுர் தலைவர்கள் சிலரும் உங்களை பிரதிநிதித்துவப்படுத்துகின்ற சில பாராளுமன்ற உறுப்பினர்களும் இந்த ராகத்தையே பாடுகின்றனர். அவர்கள் மௌனமாக இருப்பார்களேயானால் அவர்களுக்கும் நம் எல்லோருக்கும் நல்லது. உங்களுடைய இயக்கத்தை போன்ற ஒன்று முழு உலகையும் ஆத்திரமூட்டிவிட்டு ஒரு யுத்தத்தை வெல்லலாம் என கனவு காணாதீர்கள். ஏனையவர்களை போன்று தமிழ் மக்களும் யுத்தத்தை விரும்பவில்லை. அவர்கள் உங்களுடைய மக்கள் அல்ல. தயவு செய்து அவர்களை “எம் மக்கள்” என்று கூறுவதை நிறுத்துங்கள்.

உங்களுடைய திட்டத்தை நாடு நன்கறியும். சர்வதேச சமூகமும் அவ்வாறே. ஒரு இனக்கலவரத்தை ஏற்படுத்த சிங்கள மக்களை தூண்டக்கூடிய செயல்களில் உங்களுடைய போராளிகளை செயற்பட வைத்துள்ளீர்கள். இம் முயற்சியில் நீங்கள் இதுவரை வெற்றியடையவில்லை. திருகோணமலையில் ஆரம்பித்து பிற இடங்களுக்கு பரவும் என கருதி இனக்கலவரத்தை தூண்ட நீங்கள் எடுத்த முயற்சி உங்களுக்கு ஏமாற்றத்தை தந்திருக்கும். நடந்தவை அத்தனையும் திருகோணமலை மாவட்டத்துக்குள்ளேயே அடங்கிவிட்டது. புதுவருடத்திற்கு முதல்நாள் “வருஷ சந்தைக்கு” சிங்கள, ஆண் பெண் பிள்ளைகள் அச் சந்தையில் பொருட்களை வாங்க கூடுவார்கள் எனத் தெரிந்திருந்தும் பொது அறிவு சொற்பமேனும் அற்ற ஒருவர் குண்டை வெடிக்க வைப்பாரா?. அக் குண்டு வெடிப்பைத் தொடர்ந்து நடந்த சம்பவங்கள் மிகக் கேவலமானவை. இது உங்களுடைய போராளிகளால் சிங்கள மக்களை தூண்டிவிடுவதற்காக திட்டமிட்டு செய்யப்பட்ட செயலாகும். இச் செயலை அவர்கள் தாமாக செய்தார்களோ அல்லது உமது கட்டளைக்கு அமைய செய்தார்களோ நான் அறியேன். ஆனால் இச் சம்பவத்தில் சிங்கள மக்களும் தமிழ் மக்களும் பலர் உயிரிழந்ததோடு இந்த முட்டாள் செயலால் எரிக்கப்பட்டும், சூறையாடப்பட்டதுமான தமிழர்களின் சொத்து பலகோடி பெறுமதியானதாகும். தம் சொந்த வீட்டை விட்டு தெற்கே சிங்கள, இஸ்லாமிய மக்களோடு மிக அமைதியாக வாழும் பல இலட்சம் தமிழ் மக்களுக்கு தீங்கு விளைவிக்கும் நோக்கோடு செய்யப்பட்ட பொறுப்பற்ற இச் செயலுக்கு நீரே பொறுப்பேற்க வேண்டும். அதிஷ்டவசமாக உங்களுடைய துர் நோக்கத்தை மக்கள் அறிந்தமையால் திருகோணமலை தவிர்த்து ஏனைய பகுதிகளில் அமைதி நிலவியது. உங்களால் 65 பேர் கொல்லப்பட்ட சம்பவமும் சிங்கள மக்களை தூண்டிவிட்டு ஓர் இனக்கலவரத்தை ஏற்படுத்த எடுத்த முயற்சியாகும். மீண்டும் சிங்கள் மக்கள் உங்கள் சதியை வெற்றிகரமாக முறியடித்து விட்டார்கள். நான் வன்முறையை வன்மையாக கண்டிப்பவன் என்பதையும் எக் கொலை யாரால் செய்யப்பட்டாலும் அதை மூடி மறைப்பவனும் அல்ல என்பதையும் தயவு செய்து உணர்ந்து கொள்ளுங்கள். எச் சந்தர்பத்திலும் இன்னொருவரின் உயிரை எடுக்கின்ற உரிமை யாருக்கும் கிடையாது. சில குற்ற நடவடிக்கைகளுக்கு சில முன்னணி அமைப்புக்கள் தான் காரணம் என்று நீங்கள் கூறுவது பெரிய பகிடியாகும். இத்தகைய முன்னணி அமைப்புக்கள் அத்தனையும் உங்கள் போராளிகளால் நடாத்தப்படும் போலியான அமைப்புக்கள் என்பதை தயவு செய்து ஒத்துக்கொள்ளுங்கள். பொதுமக்கள்தான் கிளேமோர்களை வெடிக்க வைக்கின்றார்கள் என்ற தங்களுடைய கூற்றை சர்வதேச சமூகம் கிண்டல்செய்தமையை ஞாபகமூட்ட விரும்புகிறேன். பாதிக்கப்பட்டவர்கள் அநேகமாக இராணுவத்தை அல்லது கடற்படையை சேர்ந்தவர்கள் மட்டுமல்ல அப்பாவி மக்களுமே. இராணுவத்தினரின் பதிலடியால் அப்பாவிகளின் உயிரிழப்பிற்கும் நீரே பொறுப்பேற்க வேண்டும். தற்பாதுகாப்புக்கென பல்கலைகழக மாணவர்களுக்கு பயிற்சியளிப்பதாக கூறுகின்றீர்கள். யாரிடமிருந்து பாதுகாக்க? நீங்கள் அவர்களை உங்களுடைய போராளிகளுடன் கலக்க வைத்து அப் போராளிகள் சில குற்றங்களை புரிந்துவிட்டு தப்பி செல்கின்ற வேளையில் அப்பாவி மாணவர்களே கொலை செய்யப்படுகின்றார்கள். முச்சக்கர வண்டி ஓட்டுனர்களுக்கு கட்டாய பயிற்சி அளித்தீர்கள். அவர்களை உங்களுடைய போராளிகளுடன் கலக்க வைத்து போராளிகள் குற்றங்களை செய்து விட்டு தப்பிக்கும் வேளையில் அப்பாவி பொது மக்களே இராணுவத்தினரிடம் மாட்டிக் கொள்கின்றனர். கைக்குண்டு வீசி ஒரு இராணுவ வீரரை கொன்று சிலரை காயப்படுத்திய சம்பவம் ஒன்று மாணவர் ஒன்றியத்தினரால் மேற்கொள்ளப்பட்டது என கூறப்பட்டதை நான் நம்பமாட்டேன். மாணவர்கள் அத்தகைய செயல்களில் ஈடுபடுவதில்லை. ஆனால் நீங்கள் அவ்வாறு கூறின் அத்தகைய மாணவர்களுடைய இறப்பிற்கும் நீங்களே பொறுப்பேற்க வேண்டும்.

பல சந்தர்ப்பங்களில் சர்வதேச சமூகத்தை நீங்கள் ஏமாற்ற முடியாது எனக் கூறிவந்துள்ளேன். உங்களுடைய நடவடிக்கைகள் அத்தனையையும் அறிந்தவர்களாதலால் உங்களால் அவிழ்த்து விடப்படும் புளுகு மூட்டைகளை அவர்கள் நம்பத் தயாரில்லை. தினமும் தவறாது கைக்குண்டு வீச்சு மூலமோ, அல்லது கிளேமோர் கண்ணிவெடி மூலமோ, அல்லது உங்களுடைய பிஸ்டல் குழு மூலமோ நீங்கள் இராணுவத்தினரை கொன்று வருகின்றீர்கள். உங்களுடைய செயல்களால் சில அப்பாவி மக்களும் கொல்லப்படுகின்றார்கள். இருப்பினும் உங்கள் ஈடுபாட்டை ஏற்றுக்கொள்ளாமல் தொடர்ந்து இராணுவத்தை குற்றம் கூறி வருகின்றீர்கள். நீங்கள் கொலைகளை முதலில் நிறுத்துங்கள். ஏனைய கொலைகள் நாடு பூராகவும் தானாகவே நிற்கும். தொடர்ந்து பணி புறக்கணிப்பை நடத்த வேண்டுமென்று கூறிய மூளைசாலி யார்? உங்களுடைய கொலைகளுக்கும் விடுதலை கொடுத்திருக்கலாமே. இச் செயலால் மக்கள் எவ்வளவு கஷ்டப்பட்டார்கள் என்பதையும் க.பொ.த உயர்தர பரீட்சைக்கு தோன்றும் மாணவர்கள் எவ்வளவு அசௌகரியப்பட்டார்கள் என்பதையும் நீங்கள் அறியமாட்டீர்கள்.

உங்களுடைய இலக்கை அடைய நீங்கள் தவறிவிட்ட காரணத்தால் உங்களுடைய பிரபலமான நடவடிக்கைகள் எல்லாவற்றையும் நிறுத்தி தமிழ் மக்களை நிம்மதியாக வாழ விடுங்கள். நீங்கள் தமிழ் மக்களை, இளைஞர்களையும், குறிப்பாக மாணவர்களையும், அரசையும், நோர்வே அனுசரணையாளர்கள் உட்பட சர்வதேச சமூகத்தையும் ஏமாற்றி விட்டீர்கள்.

நீங்கள் எமது இல்லங்களை, எமது சுகாதாரத்தை, எமது இளைஞர்களை, எமது பிள்ளைகளின் படிப்பை, எமது கலாச்சாரத்தை, அத்தோடு நாம் பேணி காத்த நாகரீகத்தையும் அழித்துவிட்டீர்கள். உங்களால் நாம் எல்லோரும் ஓட்டாண்டி ஆக்கப்பட்டோம். எமது ஜனநாயக, அடிப்படை உரிமைகளை பறித்தெடுத்து விட்டீர்கள். அத்தோடு எமது மனித உரிமைகள் பலவற்றை மீறிவிட்டீர்கள். இப்போது சர்வாதிகார ஆட்சியை நிறுவ முயற்சிக்கின்றீர்கள். தயவு செய்து மூட்டை முடிச்சுக்களுடனும், உங்கள் குடும்பத்தினருடனும் பிற நாடுகளில் திறமையான கல்வி வசதி பெற்று வாழும் உங்கள் பிள்ளைகளுடன் போய் சேருங்கள். தமிழ் மக்களை அவர்கள் இஷ்டப்படி விட்டுவிட்டால் தம் வேலைகளை தாங்களே பார்த்துக் கொள்;வார்கள். அவர்களுக்கு பாதுகாப்பு தேவைப்படின் சர்வதேச சமூகம் அக்கடமையைச் செய்யும். ஆனால் அவர்களுக்கு இன்று தேவைப்படுவது எல்லாம் உங்கள் போராளிகளிடமிருந்து பாதுகாப்பே. ஆகையினால்தான் சிங்கள, முஸ்லீம் மக்களுடன் சேர்ந்து வாழுவதற்காக தெற்கே இடம் பெயர்ந்து சென்றுள்ளனர். தமிழ் நாட்டுக்கு தப்பிச் செல்லும் மக்கள் உங்;கள் கட்டுப்பாட்டின் கீழ் உங்களுடைய அடக்குமுறையிலிருந்து தப்பித்துக் கொள்வதற்காகவே.

இறுதியாக எங்களுடைய இளைஞர்களை இனியேனும் விட்டு வையுங்கள். தினமும் நீங்கள் சிங்கள போர்வீரர்களின் உயிர்களையும், பொது மக்கள் மத்தியில் ஏற்படுகின்ற பிரச்சினைகளை தீர்க்கின்ற பொலிஸ்காரர்களையும் மட்டும் கொல்லவில்லை அப்பாவி தமிழ், சிங்கள, முஸ்லீம்களையும் கொல்கின்றீர்கள். எமது இளைஞர்களை பல்வேறு ஆபத்தான செயல்களில் ஈடுபடுமாறு பல்வேறு இடங்களுக்கு அனுப்பி அவர்களை பலி கொடுக்கின்றீர்கள். இத்தகைய பணிகளுக்கு உங்களுடைய பிள்ளைகளை அனுப்புங்கள் என்று நான் கூறவரவில்லை. ஏனெனில் உங்களுக்கு அவர்கள் அருமையானவர்கள். நான் உங்களிடம் வேண்டுவது ஒன்றை மட்டுமே. அப்பாவி ஏழைப் பெற்றோரின் பிள்ளைகளை மேலும் பலி கொடுக்காது உங்களுடைய பிள்ளைகளை போன்று கல்வி கற்க விடுங்கள்.

I strongly condem the massacre of 65 innocent civilians in the most barbarics manner at Kepitigollawa by a clay-more attack. I express my deepest sympathies to the Members of the victims’ families. I find no words to express my grief at this great loss. I wonder how these people could make up their minds to commit these heinous crimes, after sending their own wives and children abroad for higher education. There is no doubt that it is the work of the LTTE, although they had disowned liability for this incident. For the two clay-more attacks on the same day in Jaffna they my put the blame on the “Infuriated” civilians who are God fearing and law abiding citizens.

Their most recent advicers in Oslo were Mr. Siva Pasupathy one time Attorney General of Sri Lanka and Mr. V. Uruthira Kumar a Lawyer based in America and a son of an Ex. Mayor of Jaffna of the TULF. I do not for a moment suggest that this clay-more mine attack took place on their advice. My question is what business has a bramin, a total vegetarian, in a butchery. Both the countries Australia and America, where these gentleman are living happily, with their kin and kith and playing cricket with their grand children, had banned the LTTE in their territories. I am not suggesting anything to these two countries that I respect for many reasons including the proscription of the LTTE in their countries. Can these two gentlemen be permitted to bring dishonour to the countries that had trusted them and conferred citizenship on them. A Malaysian Tamil Professor I understand had been requested to resign from his Professorship of the University where he was serving, as penalty for going abroad to advice the LTTE earlier.

The LTTE’s intensions are obvious. They are all out to provoke the Sinhalese by this type of horrid activities, to start a communal riots, through which they think that they can win back the sympathy of the International Community. It was the LTTE that was responsible for riots of July, 1983 in which most well to do Tamils became paupers. Thousands of Tamils were killed and billions worth of their property looted or destroyed. However the lives of hundreds of thousands of Tamils were saved by the Sinhalese. The local hoodlums were mainly responsible for this unfortunate riots. The International Community is now aware of the LTTE’s tactics and cannot be hoodwinked by them. The Sinhalese too know about this and inspite of several attempts of the LTTE to provoke a communal riots, the Sinhalese did not retaliate. Thousands of Tamils had left their native places and had moved to the South to live with the Sinhalese where they feel free and more secured, and also enjoy all rights like the Sinhalese.

Everyone in this country whether they are Sinhalese, Tamils, Muslims or of any other ethnic group should consider themselves as one in the family of the victims, feel for what had happened and be alert to prevent a similar incident taking place in any part of the country. I join H.E the President in his appeal to the people to act with calm and restraint at this critical juncture. I wish to add that we, whichever ethnic groups we may belong to should treat ourselves as children of the same family feeling for each other and sharing each others grief.

APPEAL OF ALL CONCERNED PARTIES TO STOP KILLINGS

Appeal to all concerned Parties to stop all killings

Not only the Tamil groups even the Government and the clergy, of all religions, too must use their influence and go all out to stop all killings in the North-East and other areas. Hand - grenade and clay-more mine attacks aimed at the service personnel without any regard for the innocent civilian lives also should stop forthwith. Killing of Tamils for Political reasons is a matter for deep regret and should be strongly condemned.

The Government should take serious action to bring to an end all killings in areas under its control. At the same time the LTTE, realizing that the killing in the past of those who belonged to the other groups did not give them any benefit and that the members of those groups like the TELO and the EPRLF are now helping them, must come forward to give up killing member of all the other groups.

The members of the clergy of all religions who meet the LTTE often, without listening to all what the LTTE tell them, also have a moral duty in the name of the religions they profess and the social work they do to advice them to stop their killings. The Tamil People for their part must stop supporting Politically motivated killings. The media and the expatriate Tamils must emphasize that they should change their ways to suit the prevailing situation. The Tamils all over the world must realize that our soil, due to our own people, is fast turning into a grave yard. The Tamils and Muslims of the North and East have nothing more left to lose.

A decent settlement package for the Tamils.

The time has come for all the Political Parties in the South to get together and put forward a decent proposal reasonable and acceptable to the Tamils. Such a proposal should have the full backing of the main opposition Party the UNP under the Leadership of the Hon. Ranil Wickramasinghe

The quick action taken jointly by all the Political Parties of the South only will pave the way to speedily stop shedding of blood on our soil. The country may have to pay a much higher price to achieve peace. It may also result in the loss of very valuable lives of all the three main communities. At this juncture the support of the Chief Minister of Tamil Nad Dr. M. Karunanidhi and the Indian Government become indispensable

Resume talks within a time frame.

By starting talks within a time frame the Government and the LTTE can find the solution and can also bring all the killings to end. The present talks became meaningless because of the failure to have the talks within a time frame. The Ceasefire Agreement only helped all concerned to commit murders and easily escape. Unfortunately these killings included innocent people and supporters and members of other groups and of the LTTE. In short the Tamils are working hard to destroy themselves.

It is because of the failure to fix the time frame for the talks, it did not make any progress and only still discussing about Karuna who took part during the early stages representing LTTE. It is very unfortunate and also true that this period of Peace talks was used to kill the Tamil people by the Tamil people. Therefore the International Community should pressurize the Government and the LTTE to find the final solution within the time frame decided on. At the same time countries like Australia, Britain, Canada and such others should concentrate on the Human Rights side in the discussion.

Indifference of the Facilitators and the Monitors.

The indifference shown by both the facilitators and the monitors during the early stages of the talks to condemn the Political killings has now made things worst. If the killings by the LTTE of the elected representative of the Jaffna Municipal Council and Political and Social workers not supportive of the LTTE, had been condemned at that time, the members of the Monitoring Mission need not seek assistance to save their lives in the mid-sea when the LTTE made an attempt to sink the ship, that carried unarmed 710 soldiers, with its crew

தமிழ் மக்கள் மீதான கொலைகளை அனைத்து தரப்பும் உடன் நிறுத்துக

வடக்கு கிழக்கிலும் ஏனைய பகுதிகளிலும் தமிழ் மக்கள் மீதான கொலைகளை உடன் நிறுத்த தமிழ் அமைப்புக்கள் மட்டுமல்ல, அரசும் மதகுருமார்களும் தங்கள் செல்வாக்கை பயன்படுத்த வேண்டும். அப்பாவி பொது மக்களைப்பற்றி சிறிதும் கவலைப்படாது இராணுவத்தினரை இலக்கு வைத்து கைக்குண்டு எறிதல், கிளைமோர் கண்ணிவெடித் தாக்குதல் போன்றவையும் உடனடியாக நிறுத்தப்பட வேண்டும். அண்மை காலமாக அரசியற் காரணத்திற்காக தமிழ் மக்கள் கொல்லப்பட்டு வருவது வேதனைக்குரியதும், கண்டனத்துக்குரியதுமாகும். எவரது உயிரையும் எடுக்கும் உரிமை எவருக்கும் ஆண்டவனால் வழங்கப்படவில்லை.

அரச கட்டுப்பாட்டுப் பகுதியில் இடம்பெறும் கொலைகளை முடிவிற்கு கொண்டுவர அரசு கடும் நடவடிக்கை எடுக்க வேண்டும். அதேவேளை விடுதலைப் புலிகள் சக அமைப்புக்களின் உறுப்பினர்களை முடிவற்று செய்யும் தொடர் கொலைகளை உடனடியாக நிறுத்த வேண்டும். கடந்த காலங்களில் மாற்று அமைப்பினர் என்ற ஒரே காரணத்தால் பலர் சுட்டுக் கொல்லப்பட்டபோதும், இன்று அவ் அமைப்புக்களின் பலர் ரெலோ, ஈ.பி.ஆர்.எல்.எப் ஆகியவை புலிகளிற்கு பயன்படுவதை கருத்திற்கொண்டாவது, கடந்தகால மாற்று இயக்க கொலைகளினால் பயன் இல்லை என்பதை விடுதலைப் புலிகள் இனியாவது உணர்ந்து கொலைகளை நிறுத்த முன்வர வேண்டும்.

புலிகளை சந்தித்துவரும் மதகுருமார்கள், புலிகள் சொல்வதை மட்டும் செவிமடுத்து வருவதை விட்டு புலிகளால் மேற்கொள்ளப்பட்டுவரும் கொலைகளை நிறுத்துமாறு கேட்க, மதத்தின் பெயராலும்;, மக்கள் சேவையின் பெயராலும் கடமைப்பட்டுள்ளார்கள். தமிழ் மக்கள் கொலைகளை கட்சி அடிப்படையில் ஆதரிப்பதை விடுத்து பத்திரிகைகளும் வெளிநாட்டு தமிழர்களும், புலிகளின் அமைப்பை வலியுறுத்துவதோடு நடைமுறை மனமாற்றத்தை ஏற்படுத்த முயற்சி எடுக்க வேண்டும். எமது மண் இன்று எமது மக்களாலேயே ஒரு சுடுகாடாகி வருகின்றதென்ற உண்மையை உலகத் தமிழர்கள் உணர்ந்து கொள்ள வேண்டும். இன்று வடக்கு கிழக்கில் உள்ள தமிழ், முஸ்லீம் மக்கள் இழப்பதற்கு எதுவுமற்றவர்கள் ஆகிவிட்டார்கள் என்பதையும் உணர வேண்டும்.

தமிழ் மக்களிற்கு கௌரவமானதும் ஏற்றுக் கொள்ளக்கூடியதுமான தீர்வு ஒன்றை தென்னிலங்கை அரசியற் கட்சிகள் ஒருமுகமாக முன்வைக்க வேண்டும். அதற்கான ஆதரவை பிரதான எதிர்கட்சியான ரணில் விக்கிரமசிங்கவின் தலைமையிலான ஐ.தே.க வழங்க முன்வர வேண்டும். தென்னிலங்கை கட்சிகளின் விரைவான இம்முயற்சியே இந்த மண்ணில் கொலைகளை நிறுத்தக்கூடிய சூழ்நிலையை விரைவுபடுத்தக்கூடிய ஒரேயொரு பாதையாகும். இல்லாவிடின் அதற்கான கூடிய விலையை இந்த நாடு கொடுக்க வேண்டிவரும். அநியாயமான மூவின மக்களினதும் உயிரிழப்பிற்கே அது வழிவகுக்கும். கௌரவமான தீர்விற்கும், கொலைகளை நிறுத்தவும், முதல்வர் டாக்டர் மு. கருணாநிதியும் இந்திய மத்திய அரசும் தமது செல்வாக்கை சம்பந்தப்பட்ட தரப்புகளிடம் செலுத்த வேண்டும்.

காலவரையறையுடன் பேச்சுக்களை மீள தொடங்குக.

ஒரு காலவரையறையுடன் அரசும் - புலிகளும் பேச்சுக்களை தொடங்குவதன் மூலமே தீர்வை காண்பதுடன் ஏனைய பல்வேறு பிரச்சினைகளையும் முடிவிற்கு கொண்டுவர முடியும். ஒரு காலவரையறை வகுத்து நிரந்தர அரசியல் தீர்வுக்கான பேச்சை ஆரம்பிக்க தவறியமையாலேயே இன்று இந்த சமாதான ஒப்பந்தம், அனைத்து தரப்புக்கும் கொலைகளை இலகுவாக செய்துவிட்டு தப்புவதற்கே வழிவகுத்து கொடுத்துள்ளது. இத்தனைக்கும் கொல்லப்பட்டு வருபவர்கள் அப்பாவி தமிழ் மக்களும் கட்சிகளினதும், புலிகள் உட்பட அனைத்து இயக்கங்களினதும் ஆதரவாளர்களே. ஒட்டு மொத்ததத்தில் தமிழ் சமூகம் தன்னைத்தானே அழித்துக் கொள்ள விரைவாக செயற்படுவதே உண்மை

காலவரையறையுடன் பேச்சுக்களை ஆரம்பமுதலே தொடங்காத காரணத்தினால்தான் இன்றும் இறுதி அரசியல் தீர்வு பற்றி பேசாமல் பேச்சுக்களில் ஆரம்பத்தில் புலிகள் சார்பிலேயே கலந்து கொண்ட கருணாவை பற்றி மட்டும் பேசிக்கொண்டு காலத்தை விரையம் செய்கின்றோம். தமிழ் மக்கள் கொல்லப்படுவதற்கே இந்த கால அவகாசம் “சமாதான காலம்” என்ற பெயரில் பயன்படுகின்றது என்பதே துரதிஷ்டமான உண்மை நிலை. எனவே காலவரையறையுடன் கூடிய “இறுதி அரசியல் அதிகாரத்தை பெறுவது பற்றிய” பேச்சுக்களை தொடங்க சர்வதேச சமூகம் அரசையும், புலிகளையும் நிர்ப்பந்திக்க வேண்டும். அதேவேளை, அவுஸ்திரேலியா, பிரிட்டன், கனடா போன்ற நாடுகள் மனித உரிமைகளை மேம்படுத்தும் விடயத்தில் பேச்சுவார்த்தை தரப்புகளிற்கு பங்களிப்பு வழங்க முடியும்.

அனுசரணையாளர்களினதும், கண்காணிப்பு குழுவினதும் மெத்தன போக்கு

அனுசரணையாளர்களாகவும், கண்காணிப்பாளர்களாகவும் செயற்பட்டு வருபவர்கள், சமாதான ஒப்பந்த ஆரம்பகாலத்திலேயே அரசியல் கொலைகள் தொடங்கியபோது பாராமுகமாக இருந்தது இன்று நிலைமைகளை மோசமடைய செய்துவிட்டது. மக்களால் தெரிவு செய்யப்பட்ட யாழ் மாநகரசபை உறுப்பினர் போன்ற மக்கள் சேவையாளர்களின் கொலைகளின் போதே விடுதலைப் புலிகளின் அரசியற் கொலைகளை கட்டுப்படுத்த முயற்சித்திருந்தால் இன்று கண்காணிப்பு குழுவினரே கடல் நீர்ப்பரப்பில் 710 போர் வீரர்களையும், மாலுமிகளையும் கொண்ட கப்பலை புலிகள் தாக்க வந்தபோது தங்கள் உயிருக்காக அடைக்கலம் தேடி ஓட வேண்டி வந்திருக்காது.

STOP YOUR KILLINGS

I strongly condemn the massacre of the 65 innocent civilians and causing fatal injuries to over 70 others by your cadre at Keppitigollawa by a clay-more attack on the 15th of this month, within 24 hours of your arrival from Oslo where you went in connection with the peace talks. You should accept responsibility for this disgraceful action. No one is going to believe your denial. This type of incidents bring utter disgrace to a community once held at high esteem by the International Community.

The attempt of your cadre, obviously on your orders or with your knowledge, to sink the Navy ship with its 710 soldiers and the crew is highly deplorable. The brutal killings of the 13 civilians including women and small children and the total annihilation of a family with two children at Vankalai are also equally deplorable. It is not a question as to who is doing all these. I am asking you as to why are these happening? Don’t blame the others for your faults. Please don’t forget that it is your sacred duty to safeguard the civilians. If you have any regard for the innocent civilians, not a single life will be lost due to your actions. But while you take the life of some soldiers you don’t fail to take the lives of some innocent civilians also and up to now you have not even tendered any apology for any civilian deaths caused by you, but keep on repeating the same mistake. You cry from the roof tops when some one gets killed due to the attack of the service personnel. Please remember that we do not have Gandhians in the armed forces, to ignore what ever happens. It is your attacks on the army personnel that provoke them to retaliate. I condemn all killings and do not justify any killing under any circumstances. I ask you to stop all killings by your cadre and see, from that moment all other killings also will stop.

The soldiers whom you tried to kill are the very same people who had been providing security for you, your leaders and your cadre to and from the Air Port and the East. In all seriousness I am asking you as to whether you have the concurrence of your leader for your acts of this nature and for your notorious statements often ridiculed by the International Community. Are you also trying to confirm my finding that the LTTE leader Mr. V.Prabaharan has lost control of his cadre and each one of them is now a leader taking independent decisions. Good many of your statements display arrogance and disrespect on your part and does not give the impression that you are all ready for a settlement. Your frequent threats of war reminds me of the shepherd boy who used to shout “wolf’’ “ wolf” and ultimately paid for his folly with his entire flock. Similar tune is often heard from some of your local leaders and your proxy Parliamentarians. It is good for them and for all of us, if they keep quite. Let no one dream that an organization like yours can win a war by antagonizing the whole world. Tamils like all others do not want a war. They are not your people. Please stop calling them “our people”.

The country is well aware of your plans. So the International Community too. You engage your cadre in very provocative activities to instigate the Sinhalese to start a backlash. So far you have not succeeded. You tried your best to start one in Trincomalee hoping that it will spread to other parts of the country, but to your disappointment whatever happened was confined to the Trincomalee district. Will anyone with a bit of commonsense plant a bomb at the market square the day before the New Year, knowing fully well that a large number of Sinhalese men women and children will gather at that market square for their New Year marketing. The events that followed the bomb blast were deplorable. This was deliberately done by your cadre to provoke the Sinhalese. Whether they did it on their own or on the instructions from you I do not known. But the fact remains that a number of Sinhalese and Tamils lost their lives and Tamil property worth several crores destroyed or looted due to the foolish act of an individual. I hold you responsible for this irresponsible act done with the intention of causing harm to a few hundred thousand Tamils who fled their homes and living peacefully with Sinhalese and Muslims in the South. Fortunately the people are aware of your vicious intentions that there is peace in all areas other than in Trincomalee. Your massacre of 65 civilians at Keppitigollawa is another attempt to incite the Sinhalese and to provoke a backlash. But the Sinhalese have successfully defeated your plot once again.

Please note that I strongly condemn violence and do not condone any killing by anybody. No one has any right to take another person’s life under any circumstances. It is a big joke if you say that there are a number of front Organizations responsible for some criminal activities. Please admit that most of these Organisations are fictitious ones and managed by your cadre. It is you who said that the civilians are planting clay-more mines which statement was ridiculed by the International Community. The causalities in most cases happen to be not only from the army or navy but also innocent civilians. If any civilian is killed in retaliation you must take the responsibility for such killings as well. You say that you give training to the University Students for self-defense. Self-defense against whom?. You mix them up with your cadre who get involved in some incident and escape. It is some innocent University Students who get killed. You gave compulsory training to the three wheeler owners and mixed some of your cadre with them. Some incident takes place somewhere and your cadre responsible for such incidents vanish from the scene leaving some innocent owners at the mercy of the forces who in retaliation punished them. I was shocked to learn that the Students Union had claimed responsibility for throwing a hand grenade at the army killing and injuring some. I totally disbelieve the involvement by any student. But if you say so, then you must take the responsibility for the killings of any such Students also.

I had said more then once that the International Community cannot be hood -winked by you. They are well aware of all your activities and are not prepared to believe bundles of lies unfolded by you. Everyday you kill somebody from the Armed forces by throwing hand grenade or by clay-more mines or using your pistol group. A lot of innocent civilians also get killed in these operations. Yet you keep on blaming the forces for the killings without accepting your involvements. You stop your killings first and you will see that other killings all over the country also stop automatically. Whose brain is behind the call to all sections of the people to stop all work continously for some days? Why didn’t your killings also take a holiday? You don’t know how much sufferings the people underwent and to what extent the studies of our children preparing for the G.C.E (A/L) Examination suffered.

I appeal to you to call off all your notorious activities, now that you have failed in your mission and allow the Tamil People to live in Peace. You have cheated the Tamil people, the youths and the students in particular and also the Government and the International Community including the Norweign facilitators.

You have also destroyed our homes, our health our youths, our children’s Educations our culture and much cherished civilization. You have made all of us paupers. You have taken away our Democratic and Fundamental Rights and eroded into our Human Rights also. You are now trying to establish a totalitarian State. Please pack up and leave with your families and join your children having supper class Education in various countries. Left alone our people can look after themselves. The International Community is there if any protection is needed. But today they need protection only from your cadre. That is why they are moving to the South to live with the Sinhalese and the Muslims. Tamils fleeing to Tamil Nad in India is to avoid going into areas under your control because they don’t want to live under your subjugation.

In conclusion I request you to spare our youths at-least now. Every day not only you take the lives of the Sinhalese soldiers and Police officers who attend only to disputes between civilians, but also take the lives of innocent Tamils Sinhalese and Muslims. You also sacrifice our youths by sending them on various risky errands to many places from where most of them do not return alive. I am not asking you to send your children on such errands because they are dear to you. I am only asking you not to sacrifice the children of poor parents and allow them to study like your children.

I strongly condemn the brutal killings of men, women and children numbering 12 in Allaipiddy and Velanai. The Government should go all out to trace these cruel men who have no place in the society and expose them to the world. Saturday the 13th was a wesak day very holy to the Buddhist and also to the Hindus being Chitra Pawrami day.

The situation in the North and the East are deteriorating day by day. Without knowing the proper identity of the assailants I have no right to specifically accuse anybody but it is the Government’s duty to go all out to prevent such incidents taking place in the future, apart from identifying the culprits and bringing them to book.

Incidents of clay-more mine attacks, throwing hand grenades at checkpoints and shooting down or injuring soldiers at Check Post are very frequent occurrences in the North and East and should be condemned as equally barbaric acts. Almost in all such incidents innocent civilians also either get killed or injured.

I strongly condemn the killing of six innocent students in Trincomalee as brutal. All of them were Tamils. On what basis the death of three innocent civilians and an auto-driver killed in a clay-more attack become justifiable. They are also Tamils. The T.N.A. Members of Parliament did not open their mouths in respect of these death. Six Sinhalese youths for no fault of theirs were brutally killed at Komarankadawala. Whether it was a retaliatory act or not is not my question. Who did it and why did the T.N.A. Members remain silent?. What is the so called People’s Front doing?. Why don’t they condemn every killing. Who are these killers and who gives them authority to kill?. Are they keeping silent because all these killings are done by the infuriated civilians as claimed by Mr.S.P.Tamilchelvan.

The Parliamentarians and the Peoples Front have proved beyond doubt that they are there only to carry out the orders of the L.T.T.E. I firmly say “Let the L.T.T.E. stop their killings whether it is by the pistol group or by clay-more mine and hand-grenades, killings will automatically stop in all parts of the country.

I appeal to the Tamil Print Media that by publishing demeaning Cartoons and articles about me no one is going to gain anything. I have a duty by my people and I am doing it. But some one misuse the freedom of the press. With all respect to decent Journalists,. I am only sorry to say that a Cartoon appeared in a Local paper depicting me as a dog with a bone, clearly shows that Journalism in Sri Lanka has gone to the dogs.
