மும்பாயின் படுகொலைகள்

நூற்றுக்கு மேற்பட்டவர்களை பலி கொண்டும் 350 க்கு மேற்பட்டோரை படுகாயமடைய செய்தும் சிலரை கண் பார்வை, கால் கை அல்லது இரண்டையும் இழக்க வைத்து பலரை வாழ்நாள் முழுவதும் உணர்வற்ற ஊனமுற்றவர்களாக்கி அதில் பெரும் மகிழ்ச்சி அடைந்துள்ள, மனசாட்சியற்ற, கோழைத்தனமானவர்களின் திகிலூட்டும் செயலை தமிழர் விடுதலைக் கூட்டணி மிக்க வன்மையாக கண்டிக்கிறது. இவ்வுலகில் இத்தகைய சம்பவம் தனக்கோ தன் குடும்பத்திலுள்ள வேறு எவருக்குமோ ஏற்படுவதை ஒருவரும் விரும்பமாட்டார்கள். பயங்கரவாதம் தற்போது உலகளாவிய ரீதியில் தொந்தரவாக மாறி வருவதால் அது முற்று முழுதாக உலகிலிருந்து அழிக்கப்பட வேண்டிய ஒன்றாகும். தாம் அடைய முடியாத ஒன்றை அடையவென வெறித்தனமாக எல்லா நேரமும் இரத்த வெறி பிடித்து அலையும் ஓர் சிறு குழுவினருக்கு, முழு உலகுமே பணயக் கைதிகளாக வாழ முடியாது. பயங்கரவாதத்தின் கசப்பான தன்மையை ருசித்துப் பார்க்காத சிலர் இக் கூட்டத்தினரை பெரிய சாதனை வீரர்களாக மதித்து அவர்களை பெருமளவில் பாராட்டி அவர்களுக்கு பெரும் ஆதரவு வழங்குகின்றனர். வேடிக்கை என்ன வெனில் அவர்கள் தம் மனைவி மக்களை உலகின் ஏதோவொரு மூலையில் பத்திரமாக அமர்த்திவிட்டு நண்பர்களால் வைக்கப்படும் குண்டுகள் தம்மை எதுவும் செய்யாது என்ற நம்பிக்கையில் மிக மகிழ்ச்சியாக இருக்கின்றார்கள்.

இந்தியாவிலும், இலங்கையிலும் நாம் இத்தகைய உபத்திரவங்களை நம் நாட்டின் ஏதோவொரு பகுதியில் தினமும் அனுபவித்துக் கொண்டிருக்கிறோம் மும்பாயில் நடந்தது போன்ற சம்பவங்கள் நம் நாட்டிலும் பல தடவை நடந்துள்ளன. ஆனால் அவை வேறு நோக்கங்களுக்காகவே. அது எதற்காக நடந்தாலும் பயங்கரவாதத்தை நாம் கண்டிக்க வேண்டும். எமக்கு ஓர் அழிவு ஏற்படும் வரை நாம் காத்துக் கொண்டிருக்க முடியாது. நாம் இந்தியரோ, இலங்கையரோ, எந்த மதமோ, இனமோ என்ற பேதமின்றி அனைவரும் ஒன்று சேர்ந்து ஒரே குரலில் எந்த இலக்கை அடைய பயங்கரவாதத்தை கையான்டாலும் அச் செயலை வன்மையாக கண்டிக்க வேண்டும். ஒருவர் எவ்வளவு நெருங்கியவராக இருப்பினும் பயங்கரவாதத்தில் யார் ஈடுபடுவதாக அறிந்தாலும் அதிகாரிகள் அவர்களை பிடிப்பதற்கு முழு ஒத்துழைப்புக் கொடுப்பதாக உறுதி பூண வேண்டுமேயன்றி அதை மூடி மறைக்க கூடாது. நாம் எமது எதிர்கால சந்ததியை காப்பாற்ற வேண்டுமானால் முதல் படியாக சகல நாடுகளும் ஒன்றிணைந்து எது விதமான கிளர்ச்சிகள், ஆர்ப்பாட்டங்களில் மாணவர்கள் பங்கு கொள்ளாதவாறு சட்டம் இயக்க வேண்டும் ஏனெனில் அவர்கள் பயங்கரவாதத்தின் முதல் பாடத்தை அங்கேதான் பெறுகின்றார்கள்.

தமிழர் விடுதலைக் கூட்டணி இக் கொடிய சம்பவத்தால் பாதிக்கப்பட்டோரின் உற்றார் உறவினர்களுக்கும், இந்திய அரசுக்கும், மக்களுக்கு; தமது ஆழ்ந்த அனுதாபத்தை தெரிவிக்கின்றது.

THE MUMBAI MASSACRE

The Tamil United Liberation Front strongly condemns the most horrendous and cowardly act of a handful of unscrupulous men who had derived great pleasure in taking the life of over 130 innocent people and causing serious injuries to over 350 others, some with their eye sight or limbs or both lost and many others be-numbed or crippled for life. No one on earth will ever want such a thing to happen either to them or to anyone in their family. Terrorism is now a global nuisance that should be completely eradicated all over the world. We can’t continue to be held to ransom by a group of people who are fanatical about something that they can never achieve and always blood thirsty. Some of us in our society who do not know the bitter taste of terrorism go all out to hail this group as heroes and glorify them with varying tributes. Ironically their wives and children are safe in some corner of the glob and they are happy that a bomb blasted by a friend will not harm them.

We in India and Sri Lanka face this type of menace everyday in some part of our countries. The incident akin to what happened in Mumbai had happened in Sri Lanka as well but for different purposes. However terrorism should be condemned for whatever purpose it is used. Let us not wait till some mishap falls on us. We all must get together irrespective of whether we are Indians or Sri Lankan or to which ever religion or race we belong to, condemn with one voice the adoption of terrorist methods as a means of achieving something. We should vouch to help the authorities to track down the culprits without condoning any one, involved in any violent activity, however close he may be. If we are serious about saving the future generation from getting involved in any violent activity, as a first step all counties should enact legislation preventing student participation in any form of agitation or demonstration in which they get the first lesson in terrorism.

The TULF conveys its deepest sympathies to the Government and people of India and particularly to the kith and kin of the unfortunate victims of this horrid incident.

இலங்கை இனப்பிரச்சினையில் இந்தியாவின் பங்கு

இந்திய மத்திய அரசு உடனடியாக யுத்தத்தை நிறுத்தி விடுதலைப் புலிகளுடன் பேசுமாறு இலங்கை அரசுக்கு அழுத்தம் கொடுக்க வேண்டுமென தமிழ்நாடு சட்டசபையில் ஏகமனதாக நிறைவேற்றப்பட்ட தீர்மானம் அதிர்ச்சி தருவதோடு இலங்கை தமிழ் மக்களுக்குக்கூட ஏற்புடையதல்ல. இத் தீர்மானம் இந்திய அரசுக்கே பெரும் சங்கடத்தை ஏற்படுத்தும். இலங்கை பாராளுமன்றத்தில் இத்தகைய முறையற்ற தலையீட்டை கண்டித்து தீர்மானம் நிறைவேற்ற அதிக நேரம் எடுக்காது என்பதை இத் தீர்மானத்தை ஆதரித்தவர்கள் உணரத் தவறியது பரிதாபத்துக்குரியதாகும். உள்நோக்கம் கொண்ட கடும் போக்காளர்களை திருப்திபடுத்துவதற்காகவே இத் தீர்மானம் நிறைவேற்றப்பட்டமை துரதிஷ்டவசமானதோடு இந்தியாவின் இறைமைக்கும், ஒற்றுமைக்கும் பெரும் பாதகமாக அமையும். இத்தீர்மானத்தை ஆதரித்தவர்கள் இலங்கை இனப்பிரச்சனை சம்பந்தமாக எதுவும் தெரியாதவர்களால் தப்பாக வழிநடத்தப்பட்டுள்ளோம் என மிகவும் வருந்த நேரும். இத் தீர்மானத்தைத் தொடர்ந்து நடந்த சம்பவங்கள் அதை ரத்துச்செய்ய விரைவில் சட்டசபையை கூட்டுவரென நம்புகிறேன். இதுவரை 20 வருடங்களுக்கு முன்பு பேச்சுவார்த்தையில் தீவிரமாக ஈடுபட்டிருந்த கௌரவ ப.சிதம்பரம் அவர்களைத் தவிர வேறுஇருவர் மட்டுமே இலங்கைக்கு வந்துள்ளனர். அவர்களில் ஒருவர் ஒரு திரைப்படத் தயாரிப்பாளர். விடுதலைப் புலிகளின் தலைவர் பிரபாகரனை சந்தித்துவிட்டு நாடு திரும்பியவர். அடுத்தவர் விடுதலைப் புலிகளின் பினாமிகளாக தெரிவு செய்யப்பட்டுள்ள தமிழ் தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்கள் சிலருடன் பாராளுமன்றத்தில் உணவு அருந்திவிட்டு நாடு திரும்பியவர் ஆவர். ஆகவேதான் சர்வகட்சி குழுவொன்று உண்மை நிலையை அறிய இலங்கைக்கு வருகைத் தர வேண்டுமென நான் வற்புறுத்தி வருகிறேன்.

இலங்கைத் தமிழராகிய நாம் எமது இனப்பிரச்சினை தீர்; வதற்கு தமிழ்நாடு நட்புறவோடு ஆலோசனை வழங்குவதையும், ஏனைய உதவிகள் புரிவதையும் வரவேற்கிறாம். ஆனால் தமிழ்நாடு, உள்நோக்கோடு செயற்படும் ஒரு சில விடுதலைப் புலிகள் சார்பான, முன் யோசனையற்ற, நிலைமையை சரியாக விளங்காத, போதிய ஆதாரமில்லாத தலைவர்களின் தப்பான வழிநடத்தலுக்கு அமைய செயற்படுமேயானால் தமிழ் நாடு அமைதியாக ஒதுங்கியிருப்பது வரவேற்கத்தக்கதாகும். விடுதலைப் புலிகளின் பிடியிலிருந்து தப்பியோடிய மக்களுடன் 50 வீதத்துக்கு மேற்பட்ட தமிழ் மக்கள் சிங்களவர்கள் பெரும்பான்மையாக வாழும் பகுதியில் சிங்கள, இஸ்லாமிய மக்களோடு சமாதானமாகவும், அமைதியாகவும் வாழ்கின்றனர். அவர்கள் ஒன்றாக வேலை செய்கிறார்கள். ஒன்றாக உண்டு விளையாடி சொந்தமாக வீடுகள் வைத்துக் கொண்டு, புதிதாக பெரும் வீடுகள் வாங்கிக் கொண்டும் வாழ்கின்றார்கள். அண்மைக் காலத்தில் உணர்வுகளைத் தூண்டும் தமிழ்நாட்டின் பல்வேறு இடங்களில் பேசப்பட்ட பேச்சுக்கள் அவ்வாறு வாழும் தமிழ் மக்களுக்கு பெரும் மனசங்கடத்தை உண்டுபண்ணியதோடு சிங்கள மக்களுக்கும் அசௌகரியத்தை ஏற்படுத்தியது. இருப்பினும் அவர்கள் விடுதலைப் புலிகளின் கொடூரமான செயல்களால் அப்பகுதிகளில் பல அப்பாவிகள் இறந்தும், சொத்துக்கள் அழிக்கப்பட்ட போதிலும் தொடர்ந்து அமைதியாவும், சமாதானமாகவும் வாழ்கின்றார்கள். தமிழ்நாட்டில் எடுக்கப்படுகின்ற நடவடிக்கைகள் பாதிப்பை ஏற்படுத்தாமல் பிரச்சினைக்குத் தீர்வு காண உதவுவதாக அமைய வேண்டும். நிறைவேற்றப்பட்ட தீர்மானங்கள் பிரச்சினை தீர்வுக்கு உதவாமல் பிரச்சினை விரிவடையவே உதவுகிறது.

ஆர்ப்பாட்டங்கள், மனிதசங்கிலி, உண்ணாவிரதம், ஹர்த்தால் போன்ற பல நடவடிக்கைகள் தமிழ்நாட்டின் பல்வேறு மாவட்டங்களில் நடந்தேறி, இந்திய மத்திய அரசை இலங்கைப் பிரச்சினையில் ஈடுபட வேண்டுமென வற்புறுத்தும் தீர்மானங்கள் எதிர்பார்த்ததற்கு மாறான விளைவுகளையே ஏற்படுத்துகின்றன. புலி சார்பான இலங்கை-இந்திய தலைவர்களின் பேச்சுக்கள் மத்திய அரசை சுதந்திரமாக செயற்பட விடாது தடுத்துள்ளது. வேறு தலையீடு இன்றி செயற்படின் இந்தியா எவரையும் நோக வைக்காது பிரச்சினையை அணுகியிருக்கும். பின் விளைவுகள் எதுவென அறியாது விடுதலைப் புலிகளை ஏகபிரதிநிதிகளாக ஏற்றுக்கொண்ட இரு தலைவர்கள் சினிமாத் துறையினரின் உண்ணாவிரதப் போராட்டம் முடிந்தபின் சென்னையில் அவர்களுக்கு நன்றி செலுத்தியுள்ளனர்.

உலகின் மிகப் பெரிய ஜனநாயக நாடான இந்தியா தம் மக்களின் சக்தியுள்ள ஒரு பகுதியினர் ஓர் விடயம் சம்பந்தமாக தலையிடுமாறு வற்புறுத்துகின்றார்கள் என்ற காரணத்தால் இப் பெரிய நாடு கண்ணை மூடிக்கொண்டு குதிக்க முடியாது. முதலாவதாக அந்த சாராரின் கோரிக்கை நியாயமானதா என்பதையும், தலையிடுவதை நியாயப்படுத்த முடியுமா என்பதையும் அறிந்தே செயல்படும். தலையிடுவது நீதியானது எனத் தோன்றினாலும் அது ஓர் ஆலோசனை வழங்க மட்டும் உரிமை கொண்டதாக இருக்குமே அன்றி எந்தவொரு நாட்டின் இறைமையில் தலையிடுவதாக குற்றஞ்சாட்டப்படுவதை தவிர்த்துக் கொள்ளும். இந்தியா தன்னிடமுள்ள பரந்த புலனாய்வுத் துறை மூலமாக உலகில் எதையும் அறியும் சக்தியும் ஆற்றலும் இருப்பதால் இலங்கையில் என்ன நடக்கிறது என்பதை யாரும் கூறி அறியத் தேவையி;ல்லை. ஆகவே இந்திய அரசிடம் விடப்படும் பல்வேறு கோரிக்கைகளை தன் சொந்த கணிப்பீட்டுக்கு அமையவே அணுகும் என்பதே உண்மை.

இலங்கை இனப்பிரச்சனை 50 ஆண்டுகாலமாக தீர்க்கப்படாத பிரச்சினையாகும். விரைவில் தீர்வுக்குரிய அறிகுறிகளும் இல்லை. சோல்பரி அரசியல் திட்டத்தின் 29-வது சரத்தை மீறி நிறைவேற்றப்பட்ட தனிச்சிங்களச் சட்டம் பிரச்சனை தொடங்க காரணமாக இருந்தது. நீண்ட இந்த 50 ஆண்டு காலமாக நான் இலங்கையில் வாழ்ந்தவன். எவர் எவரால் தவறுகள் நேர்ந்தது என்பதை நன்றாக அறிந்தவன், எவ்வாறு பூமியில் ஓர் சொர்க்கத்தை இழந்தோம் என்பதையும் அறிந்தவன் இன்றைக்குள்ள நிலைமைக்கேற்பவே பிரச்சினையை அணுக வேண்டும். நான் யாருக்கும் முகவராகவோ அல்லது எடுபிடியாகவோ செயற்படவில்லை. நான் கூறுவதெல்லாம் உண்மையே அன்றி வேறு எதுவும் இல்லை. எனது நாணயத்துக்கு யாரும் சவால் விடலாம்.

தமிழ் தேசிய கூட்டமைப்பின் தலைவரே இலங்கை தமிழரசுக் கட்சியின் நாடாளுமன்ற குழுத் தலைவராகவும், அக் கட்சியின் தலைவராகவும் செயற்படுகின்றார். இந்தியா இனப்பிரச்சினை கையாண்ட முறை பிழை என்றும் இடம் பெயர்ந்த மக்களுக்கு உணவு அனுப்பினால் மட்டும்; பிரச்சனை தீர்ந்து விடாது என்றும் கவலையடைகிறார். உண்மைக்குப் புறம்பான கதைகளை கூறி இந்திய அரசை தப்பாக வழிநடத்தாது அவர் அதன் நன்மதிப்பை பெற வேண்டும். அரச கட்டுப்பாட்டுப் பிரதேசத்திலும் அதே போன்று விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்திலும் மனித உரிமை மீறல்கள் இடம்பெறுவதை மறுப்பதற்கில்லை. அரச கட்டுப்பாட்டுப் பிரதேசத்தில் இச் செயலில் பலர் ஈடுபட்டுள்ளனர். இந்தப் பகுதியில் எந்தளவுக்கு விடுதலைப் புலிகளின் செயற்பாடு இருக்கின்றது என்பதை தமிழ் தேசிய கூட்டமைப்புத் தலைவர் உலகுக்கு தெரியப்படுத்த வேண்டும். அதைவிடுத்து முழுப் பழியையும் அரசு மீதோ, துணைப்படைகள் மீதோ சுமத்துவதை தவிர்க்க வேண்டும். விடுதலைப் புலிகளின் பிரதேசத்தில் நடைபெறும் மனித உரிமை மீறல்கள் பற்றி ஒரு வாhத்தையும் கூறுவதில்லை. தமிழ் இனத்தை அரசு அழிப்பதாக விடுதலைப் புலிகள் கூறுவதை ஆமோதிக்கும் தமிழ் தேசிய கூட்டமைப்பினர் அதைக்கூறி தமிழ் நாட்டு மக்களின் உணர்வுகளை தூண்டியுள்ளனர். விடுதலைப் புலிகளால் உருவாக்கப்பட்ட இக் கட்டுக்கதையை தமிழ் தேசிய கூட்டமைப்பினர் உலக நாடுகளிலும் மிக வெற்றிகரமாக தமிழ்நாட்டிலும் பரப்பி வருகின்றனர். படு மோசமான இக் குற்றச்சாட்டுக்களை கூறாமல் அவற்றை உரிய ஆதாரத்தோடு தமிழ் தேசிய கூட்டமைப்பினர் கூற வேண்டும். கிளிநொச்சிக்குள் அயல் மாவட்டங்களாகிய மூன்று மாவட்டங்களின் இடம் பெயர்ந்த மக்களை கிளிநொச்சிக்குள்ளேயே அடக்கி அவர்களை வெளியேற விடாது பலாத்காரமாக தடுத்து தம் பாதுகாப்புக்காக விடுதலைப் புலிகள் வைத்துள்ளார்கள் என்பதை த.தே.கூ உலகறிய செய்ய வேண்;டும்.

த.தே.கூ தலைவர் மீது நான் குற்றம் காண முயற்சிக்கவில்லை. உணர்வைத் தூண்டக்கூடிய இப்பிரச்சினையை கையாள்;வதில் ஒரு முதிர்ந்த அரசியல்வாதி என்ற முறையில் அவர் மிக அவதானமாக செயற்பட்டிருக்க வேண்டும். சம்பவ இடத்திற்கு அவர் வர காலதாமதம் ஏற்பட்டதால் பெரும் நஷ்டம் ஏற்பட்டு விட்டது. இறுதியாக இலங்கை அரசுடன்தான் பேசி பிரச்சினைக்கு தீர்வு காண வேண்டுமென்பதை உணராது விடுதலைப் புலிகளின் சார்பான சில தலைவர்கள் ஆற்றிய உணர்வைத் தூண்டும் பேச்சுக்கள் மூலம் பொறுப்பற்ற பல விதமான குற்றச்சாட்டுக்களை அரசு மீது சுமத்தியுள்ளனர். பிரச்சினையை பலாத்காரமாக அன்றி அறிவுரை மூலமே சமாதானமாக அணுக முடியும். தூண்டப்பட்ட உணர்வுகள் உச்சக்கட்டத்தை அடைந்து இறுதியாக, மகிழ்ச்சி தராத, எதிர்பாராத, ஒரு கோரிக்கையாக தனித்தமிழ் நாட்டுக் கோரிக்கை எழுப்பப்பட்டது. இக் கோரிக்கை இந்திய மத்திய அரசுக்கு பெரும் சங்கடமான நிலைமையை உருவாக்கி இருதலைக் கொள்ளியாக ஆக்கியது. 50 ஆண்டுக்கு மேல் புதைக்கப்பட்டிருந்த தனித் தமிழ்நாட்டுக் கோரிக்கை புத்துயிர் பெற்றது. அது முளையில் கிள்ளப்பட வேண்டியது ஒருபுறம், அதேபோல் இலங்கை இனப்பிரச்சினை மிக அவதானமாக அணுகப்பட வேண்டிய நிலை மறுபுறமாகும். இந்த நிலைமைக்கான முழுப் பொறுப்பையும் ஏற்க வேண்டியது த.தே.கூ தலைவரே. இந்திய அரசு மீது குற்றம் சுமத்த முடியாது. த.தே.கூ உறுப்பினர்கள் கூறும் ஆலோசனைகள் அத்தனையும் இந்திய அரசு ஏற்க வேண்டும் என்றில்லை. விடுதலைப் புலிகளின் ஆயுத பலத்தால் மோசடி மூலம் பாராளுமன்ற உறுப்பினராக தெரிவான த.தே.கூ உறுப்பினர்கள் கூறுவதை முற்றுமுழுதாக ஏற்க முடியாது. ஏனெனில் அவர்களுடைய நாணயம் கேள்விக்குரியதென முழு உலகும் அறியும். விடுதலைப் புலிகளை ஏகபிரதிநிதிகளாக ஏற்றுக் கொண்டமையாலும் விடுதலைப் புலிகளின் பினாமிகளாக செயற்படுவதாலும் தமிழ் மக்களை பிரதிநித்துவப் படுத்தும் உரிமையை அவர்கள் இழந்து விட்டார்கள்.

இந்திய தூதுவர் காரியாலய அதிகாரிகளின் மேற்பார்வையில் சர்வதேச செஞ்சிலுவை சங்கத்தின் மூலம் 2000 தொன் நிவாரணப் பொருட்களை இடம் பெயர்ந்தோருக்கு விநியோகிக்குமாறு தமிழ்நாட்டு அரசு மத்திய அரசை வற்புறுத்தியமையால் புதிய பிரச்சினை உருவாகியுள்ளது. கடந்த காலத்தில் இது போன்ற சந்தர்ப்பங்களில் வழமையில் கையாளப்பட்டு வந்த முறையை மாற்ற வேண்டிய அவசியம் தமிழ் நாட்டின் வற்புறுத்தலால் மத்திய அரசுக்கு ஏற்பட்டுள்ளது. தமிழ் நாட்டின் அழுத்தம் வேறு பலரின் அழுத்தத்தால் ஏற்பட்டமையால், மத்திய அரக்கு வேறு வழி இருக்கவில்லை. எது எப்படியிருப்பினும் தமிழ்நாட்டின் இக் கோரிக்கை சின்னத்தனமானது மட்டுமல்ல அச் செயல் இலங்கைக்கும் அதன் மக்களுக்கும் பெரும் அவமானத்தை ஏற்படுத்துவதாகும். எச் சந்தர்ப்பத்திலும் இந்தக் கோரிக்கைக்கு மத்திய அரசு இணங்கியிருக்கக் கூடாது. எத்தனை ஆண்டுகள்? ஏறக்குறைய கால் நூற்றாண்டுகளுக்கு மேல் விடுதலைப் புலிகளி;ன் தலைவர், அவரின் குடும்பத்தினர், அவரின் போராளிகள், அவர்களின் கட்டுப்பாட்டுப் பிரதேச பொது மக்கள் ஆகியோருக்கு உணவளித்து வந்தது இலங்கை அரசே என்பதை தமிழ் நாட்டு அரசுக்கு த.தே.கூ இனர் எடுத்துரைக்க வேண்டிய கடமைப்பாட்டில் இருந்து தவறிவிட்டனர். எப்பெப்போ வன்னிக்கு உணவுப் பொருட்கள் வந்ததோ அப்போதெல்லாம் விடுதலைப் புலிகள் தமக்கு வேண்டிய அனைத்தையும் எடுத்துக் கொண்டும் தமது பழைய கையிருப்புக்களுக்குப் பதிலாக புதியவற்றை மாற்றி எடுத்துக் கொண்டும் எஞ்சியவற்றையே மக்களுக்கு கொடுத்து வந்துள்ளனர் என்பதை தமிழ் நாட்டு அரசுக்கு நியாயப்படி கூறியிருக்க வேண்டும். முடிந்தால் என் கூற்றுக்கு அவர்கள் மறுப்பு தெரிவிக்கட்டும்.

தமிழ் நாட்டின் கோரிக்கையால் வெட்கம் அடைந்தமையினாலேயே நான் இவற்றை கூற வேண்டியுள்ளது. 2004-ம் ஆணடு சுனாமி பலரை மரணிக்க வைத்தது. அநேகரை பட்டினியால் வாடவும் வைத்தது. அவர்களுக்கு தமிழர், இஸ்லாமியர் என்ற பாகுபாடின்றி பல சிங்கள வயோதிப மாதர்கள் உணவுப் பொட்டலங்களை தம் தலைகளில் சுமந்து எட்டு பத்துக்கட்டை தூரம் கால்நடையாகச் சென்று முன்பின் தெரியாத அவர்களுக்கு உணவளித்தனர். அப் பகுதியில் சிங்கள மக்கள் வாழவில்லை. சுனாமி நிவாரணப் பொருட்களில் கூட விடுதலைப் புலிகள் தமக்குரிய அளவுக்கு மேலாக கூடுதலாக எடுக்கத் தவறவில்லை என்பதற்கு நிறைய ஆதாரங்கள் உண்டு. இரண்டு ஆண்டுகளுக்கு முன்பு, ஒரு தடவை யாழ்ப்பாணம் செல்லவிருந்த உணவுக் கப்பல் மீது விடுதலைப் புலிகளின் தாக்குதலை தொடர்ந்து செஞ்சிலுவை சங்கத்தினர் துணைக்கு செல்லத் தயங்கியவேளை சில சிங்கள மாலுமிகளே அவ்வுணவு கப்பல்களை யாழ்ப்பாணத்து மக்களுக்கு எடுத்துச் சென்றனர். இலங்கை நாட்டில் உண்மையாக என்ன நடக்கின்றது என அறிய ஓர் உண்மை அறியும் குழு தமிழ் நாட்டிலிருந்து இதுவரை வராமை துரதிஷ்டமே. என்னால் ஏற்கனவே குறிப்பிடப்பட்ட இரு நபர்களும் உல்லாச பயணத்தை மேற்கொண்டு வந்தவர்களே அன்றி உண்மை நிலையை அறிய அல்ல.

த.தே.கூ பாராளுமன்ற உறுப்பினர்களால் தவறாக வழிநடத்தப்பட்ட தமிழ் நாடு குறிப்பாக தம் மக்களுக்கும் பொதுவாக முழு இந்தியாவுக்கும் பெரும் ஆபத்தை உண்டு பண்ணியுள்ளது. தமிழ் நாட்டில் ஓர் யாழ்ப்பாணத்தை உருவாக்கும் வாய்ப்பை விடுதலைப் புலிகளுக்கு ஏற்படுத்திக் கொடுக்காதீர்கள் என்ற எனது பல கோரிக்கைகளை யாரும் பொருட்படுத்தவில்லை. இப் போக்கினை தமிழ் நாடு கட்டுப்படுத்தத் தவறின் நிச்சயமாக விரைவில் ஓர் மனித குண்டு பயிற்சி நிலையம் தமிழ்நாட்டில் உருவாகும். சரித்திரம் எனது கூற்றை பதிவு செய்து வைத்து என்றாவது ஒருநாள் அதை நினைவுகூறி நிச்சயம் வருந்தும்.

யுத்தத்துடன் சம்பந்தப்பட்டவர்கள் போக எஞ்சியவர்களில் நான் ஒருவன் மட்டுமே இலங்கையில் உள்ள நிலைமையை எடுத்துரைக்கும் ஆற்றலுடையவனாவேன். நான் கிளிநொச்சி தொகுதியின் நாடாளுமன்ற உறுப்பினராக இருந்தவன் என்பதை தமிழ்நாட்டு முதல்வர் நன்கறிவார். தற்போதைய யுத்த மேகங்கள் கிளிநொச்சியை நோக்கிப் போய்க்கொண்டிருக்கின்றன. அத்துடன் நான்கு மாவட்டங்களின் அப்பாவி மக்கள் இடம் பெயர்ந்து கிளிநொச்சிக்குள் அகப்பட்டுக் கொண்டோ அல்லது பலாத்காரமாக தள்ளப்பட்டோ விடுதலைப் புலிகளால் கட்டாயப்படுத்தி தடுத்து வைக்கப்பட்டுள்ளனர். கடலுக்கு அப்பால் வாழும் 600 லட்சம் தமிழ் மக்கள் அவர்களை விடுவிக்க எதுவித நடவடிக்கையும் எடுக்காது கொடும் பயங்கரவாதிகளான விடுதலைப் புலிகளை இலங்கை அரசுக்கு அழுத்தம் கொடுத்து அவர்களை பாதுகாப்பதிலேயே அக்கறையாக உள்ளனர்.

இந்திய மத்திய அரசும், தமிழ்நாடு மாநில அரசும் ஒன்றிணைந்து விடுதலைப் புலிகளின் கட்டு;ப்பாட்டுப் பிரதேசத்தில் அகப்பட்டுத் தவிக்கும் மக்களை விடுவித்து 80 வீதத்துக்கு மேற்பட்ட தமிழ் மக்கள் வாழும் பகுதிக்கு சென்றடைய வழிவகுக்க வேண்டும். அத்தோடு அவர்கள் இணைந்து ஒன்றுபட்டு இலங்கை அரசை, அணைத்து மாகாண சபைகளுக்கு இந்திய மாநிலங்களுக்கு வழங்கப்பட்டுள்ள அதிகாரங்களை ஒத்த ஓர் தீர்வை பெற்றுக் கொடுக்க வேண்டும். இதுவே நாட்டுக்கு சமாதானத்தை கொண்டுவர உள்ள ஒரேயொரு வழியாகும்.

The resolutions unanimously passed at the Tamil Naad Assembly demanding the Central Government to pressurize the Sri Lankan Government to stop the war immediately and to start talks with the L.T.T.E. is shocking and totally unacceptable even to the Tamils of Sri Lanka. This will certainly cause a lot of embarrassment to the Government of India itself. It is a pity that the supporters of the motion had failed to realize that it won’t take much time for the Sri Lankan Parliament to pass a vote of censure against the un-warranted interference of the Tamil Naad Assembly. It is very unfortunate that the Tamil Naad Government had taken such a decision merely to please some hardliners who have their own agenda, which will soon prove detrimental to India’s own Sovereignty and integrity. Very soon those who supported these resolutions will deeply regret for being misled by a handful of extremists who know nothing about the Sri Lankan ethnic problem and merely acting on hearsay. I hope, based on the latest developments the Assembly will soon meet to reverse the decision. I insist on an all party delegation to visit Sri Lanka on a fact finding mission, since so far except Hon.P.Chithamparam who played the key role in negotiations more than 20 years back, only two others came from Tamil Naad, one of whom a Film Director who met Mr.Prabaharan and left. The other who is the Leader of a small party in Tamil Naad also left after having lunch with some TNA members of the Sri Lankan Parliament who were fraudulently elected by the L.T.T.E as their proxies.

We Sri Lankan Tamils very much welcome friendly advice and all other assistance from Tamil Naad to solve the ethnic problem. But if it is going to be misled by a handful of pro-L.T.T.E. Leaders who have their own agenda and act without foresight or proper under-standing and without adequate information, it will be a great boon to the Tamils of Sri Lanka, if only Tamil Naad will keep silent. With several thousands who managed to escape from the clutches of the L.T.T.E., much more than 50% of the Tamils live in peace and harmony in predominant Sinhala areas with the Sinhalese and Muslims. They live and work together, play and eat together and even own houses and buy new mansions. Although some of the inciting speeches made at various places in Tamil Naad recently caused a lost of embarrassment to the Tamils who live among the Sinhalese and Muslims and Caused irritation to the Sinhalese, yet people are living in peace and tranquility, in spite of the atrocious activities of the L.T.T.E. in these areas, that cause the deaths of many innocent people and destruction of property. Any action taken in Tamil Naad without being counterproductive should only help to solve the problem. The said resolutions passed at the Assembly contrary to helping to solve the problem will only help to aggravate it.

It is very unfortunate that the recent agitations, that included demonstrations, formation of human chain, hunger strikes, hartals by various organizations and trades, held at various Districts all over Tamil Nadu demanding the Central Government of India to intervene, contrary to the expectations, have become counter productive. By over doing things, the people of Tamil Nadu, misled by the inciting speeches of pro-LTTE Leaders from both Sri Lanka and India, have only made it impossible for the Government of India to act freely. Left alone, the Government can tackle it without offending any-body. Without realizing the adverse effects their action will have, two gentlemen who represent the LTTE and claim the LTTE as the Sole Representatives of the Tamil People of Sri Lanka, had thanked the participants when the hunger strike organized by the film stars in Chennai ended.

India as a mighty big nation and the world’s largest Democracy cannot just jump in to action, merely because pressure is coming from a powerful section of the population to intervene in the Sri Lankan issue. India must first of all, satisfy itself whether the demand coming from a section of the population is reasonable and justifies its intervention. Even if its intervention is justifiable, India can intervene only in an advisory capacity without being accused of interfering with the Sovereignty of the Sri Lankan Nation. India with its large intelligence net-work need not be told what and what is happening in Sri Lanka. Therefore one should understand that response of the Indian Government for the various representations made to it will be subjected to the Government’s own observations.

The Sri Lankan ethnic problem is now over fifty years old and still with no hopes of an early settlement. The adoption of Sinhala as the only Official Language of Sri Lanka, in violation of Section 29 of the Soulbury Constitution, which was the main or rather the only provision for the safeguard of the minorities, can be taken as a landmark. I am one of those who had lived in Sri Lanka through out this period and very well know, as to who and who had erred and how a Paradise on earth is lost. Recalling the bitter memories of the past will not help us to solve the problem. Let us face it as it is today. I am not acting as anybody’s agent nor as a stooge of anyone. What I say is truth and nothing but that truth and can be challenged by anyone who doubts my credibility.

The Leader of the Tamil National Alliance is also the Leader of the Parliamentary Group of the Illankai Thamil Arasu Kadchchi and its President as well. He laments that he is disappointed with the manner in which India had handled the problem by merely sending food to the displaced Tamil people. He should try to

win the confidence of the Indian Authorities without misleading them with fabricated stories. There is no doubt that a lot of human rights violations are taking place both in the Government controlled areas and areas under the control of the L.T.T.E. Many people are involved in the violations in areas under the control of the Government. The TNA Leaders should tell the world as to what extent the L.T.T.E. is involved in such areas without putting the entire blame on the Government or on any Para-military group. They do not utter one word about the violations in the L.T.T.E. held areas. One of the very serious charges leveled against the Government by the L.T.T.E. and endorsed by the T.N.A. Parliamentarians, which had roused the feelings of the People of Tamil Naad, is that the Government is trying to annihilate the Tamil People. This is a fabrication of the L.T.T.E. which the T.N.A. is selling all over the world, and very successfully in Tamil Naad. The T.N.A. must prove it with facts and figures, without making wild allegations. It is also a duty of the T.N.A. to tell the world that most of the people trapped in Vanni had been driven into Kilinochchi from three other neighboring Districts, and are held under compulsion to be used as a human shield for the protection of the L.T.T.E..

I am not trying to find fault with the Leader of the T.N.A.Being a senior politician he should have acted with great caution in handling this sensitive issue. He had come into the scene very late and by the time he came in to the scene, the damage is already done. All sorts of accusations had been made, very irresponsibly, in Tamil Nadu against the Sri Lankan Government, incited by pro-LTTE elements, without realizing that ultimately it is with the Sri Lankan Government that matters will have to be sorted out, not by compulsion and only by persuasion. The enthusiasm generated had become so uncontrollable that it ended up with the most un-pleasant and unexpected threat of demanding a separate state of Tamil Nadu, which demand remained buried for over 50 years, now revived. This would have caused a lot of embarrassment to the Government of India which is now in a dilemma. This renewed demand will have to be nipped in the bud on one hand and the Sri Lankan problem dealt with extreme caution on the other. The Leader of the T.N.A. who should take the blame for this new development cannot find fault with the Indian Government. He can’t expect the Indian authorities to swallow whatever advice given by the TNA members. From the time the 22 TNA Members got elected to Parliament fraudulently with the help of the LTTE’s fire power, as the whole world knows, their credibility became questionable. They weakened themselves by accepting the LTTE as the sole representatives of the Tamils and started functioning as proxies of the LTTE. In such a situation, they have lost their right to represent the Tamil people.

A new problem that had cropped up is the demand of the Tamil Naad Government to have the 2000 tons of aid to be distributed to the Internally Displaced Persons by the ICRC under the supervision of the Indian Embassy Officials. The Central Government had to concede to the demand of the Tamil Naad Government, deviating from the usual practice, under similar circumstances in the past.TheCentral Government had no option because the Tamil Naad’s demand itself is due to the pressure from others. In any case the demand of Tamil Naad is too petty and certainly an insult to Sri Lanka and its people. It should not have been conceded to, under any circumstances. The T.N.A. Members of Parliament had failed in their duty to tell the Government of Tamil Naad that all these years, for more than a quarter of a century, it is the Sri Lankan Government that had been feeding the L.T.T.E. Leader, his family his cadre, and the people in the L.T.T.E. held areas. They must be honest enough to tell Tamil Naad that whenever a fresh stock arrived in Vanni, the L.T.T.E. took all what they wanted and also replaced their old stock with the new arrivals and passed on to the people, the balance. Let any T.N.A. member challenge this statement.

I have to come out with these facts since I feel ashamed of the demand of Tamil Naad. The Tsunami of 2004 left several thousands dead. People were starving and there had been instances in which old Sinhalese women had walked 8 to 10 miles with food parcels on their heads for the Tamil and Muslim victims whom they had never met. There is enough evidence to prove that the L.T.T.E. did not fail to claim more than what they were entitled to, out of the Tsunami Aid. Once before, following an attack by the L.T.T.E. on the ships taking food to Jaffna, two years back the ICRC refused to give escort. Some Sinhalese sailors took the risk and navigated the food ships to Jaffna. It is very unfortunate that no one from Tamil Naad ever bothered to come on a fact finding Mission, to see what is really happing in Sri Lanka. The two gentlemen mentioned in this letter were here on a pleasure trip.

Misled by the T.N.A. Members, Tamil Naad is exposing to grave risk its own people in particular and the whole of India in general. My repeated requests to Tamil Naad, not to allow the L.T.T.E. to create a “Jaffna” in Tamil Naad, had been totally ignored. If Tamil Naad fails to stop this trend, very soon it will have a training center for suicide bombers. I am sure history will record this, for Tamil Naad to regret deeply one day.

Apart from those who are directly involved in the war, I am perhaps the only one who could have given a proper briefing of the real situation in Sri Lanka. The fact that I was the Member of Parliament for Kilinochchi, is known to the Chief Minister of Tamil Naad. The war-clouds had now shifted there, with people of four districts trapped or driven into it by force and detained by the L.T.T.E. under compulsion, with no effort taken by the 60 million people across the sea, to liberate them. They are only applying pressure on the Sri Lankan Government virtually to protect the atrocious L.T.T.E. terrorists.

The Central Government of India and the State Government of Tamil Naad should now get together and free the people who are now trapped in areas under the control of the L.T.T.E. and allow them to get into areas where more than 80% of the Tamils live. They should also agree jointly to persuade the Sri Lankan Government to devolve power on Provincial Councils a kin to those devolved on various States in India. This is the only way peace can be brought to Sri Lanka.

My dear Thamby,

The Last Chance to Save the Lives

Realizing the urgent need of this hour, I am writing this letter to you. The urgency is due to my concerns for the people of Killinochchi and Mullaitheevu in particular and for those people in Mannar and Vavunia who had been driven into Killinochchi, very irresponsibly by your cadre. It is known well to every single person on this earth the reason as to why these people had been driven into escalating war zone. It is the innocent people who always become human shield. Wherever possible you should have allowed the displaced people to get into safe areas under the control of the government. Whether this letter will reach your hand before you yourself get displaced from your present board is in great doubt. However I am duty-bound to give you a timely advice.

I am perhaps one of the very few who had been constantly predicting that you will never win this battle and been warning you to come back to your senses and to take some positive steps to save our people in Vanni and your cadre for which several opportunities came on your way, you ignored. One of the reasons for it is that you had so much of confidence in your spokespersons all over the world. You never realized that most of them who had lost their credibility in their own land went running to countries in Europe, Australia, Canada and America to take the first place as your supporters. While pretending to be supporting you, they filled their pockets with the money colleted in your name. The offer of 20-30% commission on their collections came as an incentive for them. They pretended to be more Prabaharan than you.

They should have been by your side by this time to give you physical and moral support. If they are genuine they should have realized the grave crisis you are facing at this moment, when your enemy has virtually encircled you. They, some of whom publish some tabloids give false hopes to the Diaspora that you are waiting to round them up after allowing them to get into your area and on that score they have collected large sums of money. They also collected money for the maintenance of displaced persons. Please take my word at least now. Wake up and look around. You will find your enemy is at your door-step. But the people, whom you kept under your subjugation all these days, expect the army to liberate them and soon they will be liberated from you and your cadre who had been very hash on the innocent people, for several years.

Even now it is not too late for you to declare ceasefire unilaterally to lay down your arms and to agree for talks. Declare your willingness to give up your demand for separation and agree for a solution within a United Sri Lanka as recommended by me. I am opposed to a solution under the Unitary System, only because a future Government can take away the powers devolved under a Unitary Constitution. This is exactly what happened for the safe-guards the minorities had in the Soulbury Constitution, within 9 years of its adoption.

Please be assured that your declaration to drop the demand for separation will be a great incentive to the hardliners to come down from their present position and agree to give up the demand for a Unitary Constitution. A large number of Sinhalese will agree for the adoption of a constitution based on the Indian model.

The Sinhalese now know, very well of your tactics of provoking a backlash. The recent murder of a Sinhalese undergraduate at the Eastern University had vicious motive of which the whole world knows. It is by this type of thoughtless acts you lost your credibility and the support of the International Community.

Hence please give up this barbaric tactics and follow my advice to win the International Community. What the Tamil people want today is peace with dignity and equality with all others. The people of Vanni want to live a just and normal life without any harassment or hardships. When they are weeping in silence for their children forcefully taken away from their own homes, they are not in a mood to think of Tamil Nationalism or of Eelam. I hope you will not dispute this claim. My solution is the best and acceptable to a majority of the Singhalese, the Tamils and the Muslims, above all the International Community as well.

I also have the blessing of the religious heads of all religions in Sri Lanka. This is the very last opportunity made available to you to save the people of Vanni and your cadre. You have already scarified over 20,000 Tamil youths as combatants. We shall not forget those who got killed by you, just because they joined other groups by their choice. Please save the lives of the remaining ones for their parents want them alive and not as charred or deface or as chunk of flesh.

Please consider my appeal seriously at this critical juncture. Unlike the opportunistic politicians of the TNA who praise you and live out of Sri Lanka most of the time with their families, I do not want to fool our people and the world. My advice is true and genuine coming from my heart and based on opinion obtained by me from people of all walks of life. Please do not allow our people to perish by keeping them with you under compulsion.

REPLY TO DR. DAYAN JAYATILLEKA.

I am surprised at the response of Dr. Dayan Jayatilleka to my reply appearing in The Island of 31st July 2008. He has deviated from his original subject of “In defence of Hon. Douglas Devananda” to a new subject. “In defence of devolution within a Unitary State”. Having said all that appeared in his imaginations about me, some of which are far from the truth, he is now trying to explain to me about devolution in a Unitary State, which is a subject discussed or debated almost everyday in the media. Further more I wish to tell him that I have a clear understanding of the difference between a Federal Constitution and a Unitary one. Enough had been also said for and against these two doctrines but my problem is devolution of power in a Unitary State in relation to our country and the problem we face.

I do not want to enter into a debate on this subject either with Dr. Dayan or with anybody else. My ideas are not new. I had been writing all these years very carefully without hurting anybody and without causing embarrassment to anyone or getting into any controversy. I have written hundreds of articles making my views known to the people of Sri Lanka. I had also repeatedly and convincingly given my reasons for holding those views explaining clearly as to why I take this stand. Hardly anyone including Dr. Dayan criticised me all these years for holding views against the Unitary Constitution in relation to Sri Lanka. There was absolutely no need for Dr. Dayan to defend me at any time. Anything good he said about me in the past was spontaneous and in appreciation of my views. It is he who has changed now and not I. Even those writers who had views radically opposed to mine had very politely drawn my attention to their views and to the disadvantages of the system I support, as they understood it. Contrary to this approach Dr. Dayan’s outburst appears to me as something gushing out from his heart due to some sentimental compulsions. Dr. Dayan must be the last person to criticise me for my views, as a journalist, because he knows very well my views for a number of years and had more than once, sincerely suggested to the authorities, that my participation in finding a solution to the ethnic problem, will help. I should have under normal circumstances ignored his reference to me. But unfortunately since Dr. Dayan is now on a very important diplomatic assignment, I had to exonerate myself from his allegations, which the International Community would have believed as coming from the Ambassador representing Sri Lanka. It could also be interpreted as Government views. His unwanted comments had considerably damaged my reputation as a moderate senior Tamil Politician of some standing. Dr. Dayan Jayatilleka should have diplomatically avoided getting involved in defence of Hon. Douglas Devananda.

I wish to tell Dr. Dayan that I do not dispute his right to say any thing in praise of Hon. Douglas Devananda. But he should not have unnecessarily dragged me into this controversy to boost him at my expense. He should know that I could have written much more about him but I did not do so for reasons best known for everybody. Dr. Dayan should know that I am not running after positions but only want to re-install Democracy, which got eroded to a great extent with Hon. Devananda’s entry into Parliament in 1994, with eight others, obtaining a total of only eight thousand odd votes, out of a total of over five hundred thousand votes. Let Dr. Dayan not make things worse by dragging in, His Excellency the President into this mess created by him. I am contended that I have done some good to His Excellency the President by giving him a timely warning. The President is fully aware that Democracy had been kept in pitch Dark in the North, for a considerable period. The people who had lost their democratic rights now want to enjoy all rights

I plead with Dr. Dayan to leave me alone to continue with my task I am engaged in, at very grave risk to my life. I humbly request him to go through a few of the many articles written by me and he is sure to find the answers that he wants. As to who is a moderate acceptable to all can be left to the people to decide. I may be wrong, but I am of the opinion that in fairness to the Sri Lankan society, Dr. Dayan Jayatilleka being a Diplomat should avoid writing anything and calling it as “The views expressed here are the writers personal ones”.

Mr. Stanley Weerasinghe of Pannipitiya wants to know something about me. I request him also to enjoy the liberally of criticising me after reading atleast some of my articles most of which appeared in the form of letters. Only then one will know what I really say and why I say so.

Once again I reiterate that whatever solution found should be within a United Sri Lanka and a permanent one acceptable to all, without leaving room for any future agitation. I love this country as my own where I like to live and breath my last peacefully, which is possible only in a contended society where we all can live as Sri Lankans, enjoying all rights equally with the others and not as Sinhalese or Muslims or Tamils. If I am wrong in yearning for it I many be hanged at Galle Face. I do not want to reply anybody anymore on this subject.

முல்லைத்தீவு வைத்தியசாலைக்கு அண்மையில் இராணுவம் மேற்கொண்ட செல் தாக்குதலால் ஒன்றரை வயது குழந்தையை பலி கொண்டதோடு 18 அப்பாவி பொது மக்களும் படுகாயமடைந்துள்ளனர். அதைத் தொடர்ந்து இடம்பெற்ற இன்னுமொரு சம்பவத்தில் இருவர் கொல்லப்பட்டதாகவும், சில வீடுகள் சேதத்துக்குள்ளானதாகவும் அறிய வருகிறது. இதேபோன்ற சந்தர்ப்பத்தில் ஒரு குழந்தையை அல்லது தமது உறவினர் ஒருவரை இழப்பவர்களாலேயே இந்த இழப்பின் வேதனையை உணர முடியும். இவ்வாறு பாதிக்கப்பட்டவர்கள் யார்? விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்தில் அகப்பட்டுக் கொண்டார்கள் என்பதைத் தவிர இவர்கள் சமூகத்திற்கு செய்த குற்றம் என்ன? இவ்வாறு துன்பப்படும் மக்களின் துன்பத்தை போக்கி நிம்மதி பெருமூச்சுவிட வைக்க முடியாவிட்டால் நாம் பௌத்த தர்மத்திற்கு கட்டுப்பட்டு வாழ்கிறோம் என்று எவ்வாறு கூற முடியும்? எது நடப்பினும் யுத்தம் தொடர வேண்டுமென்று வாதாடுகின்றவர்கள் இன்றும் நம் நாட்டில் வாழ்கின்றார்கள். இனப்பிரச்சனை தீர்விற்கு தொடர்ந்தும் முட்டுக்கட்டையாக இருப்பவர்களும் அவர்களே.

துரதிஷ்டவசமாக நம் நாட்டின் நிலைமை இதுதான். இந் நாட்டையும் அந்த நாட்டின் மக்களையும் நேசிக்கும் நாட்டுப்பற்றாளனாகிய நான் ஓர் உயிரைத்தன்னும் வீணாக இழக்க விரும்பவில்லை. நம் நாட்டில் சரியாக கணிப்பிடின் ஒரு லட்சத்துக்கு மேற்பட்டவர்கள் பலியாகியுள்ளார்கள். அரச படைகளுக்கும் விடுதலைப் புலிகளுக்கும் இடையில் நடக்கின்ற இந்த யுத்தத்தில் 50 வீதத்திற்கு மேற்பட்டவர்கள் வடகிழக்கில் இடம்பெயர்ந்து பல துன்பங்களை அனுபவித்துள்ளனர். முறையான உணவு, உடை, இருப்பிடம், சுகாதார வசதி அன்றி வாழ்வதோடு தமது சொத்துக்களை முற்றாக இழந்தும் உள்ளனர். இவர்கள் அனைவரும் அப்பாவி பொது மக்களே. விடுதலைப் புலிகள் தமிழ் மக்கள் அனைவரையும் ஒரு சுற்றுலாவுக்கு அழைத்துச் சென்றதுபோல் ஆகிவிட்டது. இன்று தாம் மக்களுக்கு கொடுத்த வாக்குறுதியை நிறைவேற்ற முடியாது என நன்கு அறிந்தும் உண்மை நிலையை நேர்மையாக மக்களுக்கு தெரிவித்து ஒருதலைபட்சமாக வேனும் யுத்த நிறுத்தத்தை பிரகடனப்படுத்தி, ஆயுதங்களை கைவிட்டு ஜனநாயக பாதைக்கு திரும்ப வேண்டும். அதேபோன்று அரசும் செயற்பட்டு விமானத் தாக்குதலை கட்டுப்படுத்த வேண்டும். விடுதலைப் புலிகள் கட்டுப்பாட்டுடன் செயற்படாத பட்சத்தில் அவர்கள் இழப்பதற்கு எதுவும் இல்லை. ஆனால் அரசாங்கம் தம் மக்கள் எப்பகுதியில் வாழ்ந்தாலும் அவர்களுக்கு பாதுகாப்பு கொடுக்க தவறுமேயானால் அரசாங்கம் தனது மதிப்பை இழந்து விடும்.

மிக விரைவில் கிளிநொச்சியிலும் மக்கள் இடம் பெயர வேண்டிய நிலைமை உருவாகும். ஏற்கனவே பல்வேறு இடங்களில் இடம்பெயர்ந்த மக்கள் பலாத்காரமாக கிளிநொச்சிப் பகுதிக்கு அனுப்பப்பட்டுள்ளனர். பல்லாயிரக்கணக்காக இடம்பெயர்ந்தவர்களுக்கு தங்குமிடம், உணவு, சுகாதார வசதி ஆகியவை செய்யப்பட வேண்டும். அதேவேளை விடுதலைப்புலிகள் தமது இரும்பு கதவை திறந்து மக்கள் தம் இஷ்டம்போல் அரச கட்டுப்பாட்டுப் பிரதேசத்துக்கு பிரவேசிக்க அனுமதிக்க வேண்டும். குடாநாட்டில் இருந்து வன்னியில் பலாத்காரமாக குடியேற்றப்பட்டவர்கள் அனுமதி வழங்கப்பட்டால் தம் சொந்த வீடுகளுக்கே திரும்பிச் செல்லும் வாய்ப்பு உண்டு. அதேபோன்று அரசும் விடுதலைப் புலிகளின் பிரதேசத்திலிருந்து தப்பி வரும் மக்கள் தமது பகுதியை வந்தடைய ஏதுவாக ஆதரித்து உதவ வேண்டும்.

ஆகவே யுத்தத்தில் ஈடுபட்டுள்ள இரு பகுதியினரும் கட்டுப்பாட்டுடன் செயல்பட வேண்டும் இக்கட்டான இக் கட்டத்தில் சில தமிழ் தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்கள் வெளிநாடு செல்வதற்கும் தொடர்ந்து பிறநாட்டில் சுற்றுலா செய்வதற்கும் ஏதுவாக அண்மையில் பாராளுமன்றத்தில் மூன்றுமாதகால விடுமுறை கேட்டுப் பெற்றமை கண்டிக்கப்பட வேண்டும்.

It is distressing to note that due to shelling in the neighbour-hood of the Mullaitheevu Hospital, a child of one and a half years was killed and about 18 civilians including the Government Agent of Mullaitheevu injured; some seriously. In another incident it is understood that due to aerial bombing two civilians were killed along with two others seriously injured. About 10 houses were partly or fully damaged. One should lose a child or Member of his family under similar circumstances, to feel the agony of the loss.

Who are these victims? What harm have they caused to the society except that they are caught up in an area under the control of the LTTE? If we can’t find salvation for these people and give them a breathing space we do not deserve to call our-selves followers of Buddhist Principles. We have people in our country who argue that the war should continue irrespective of what happens and continue to obstruct any settlement. Unfortunately this is the situation. As a patriotic citizen I love my country and its people and I do not want one life lost in vain. We have lost a hundred thousand lives, if properly accounted for.

The on-going war between the Government forces and the LTTE has virtually displace more than 50% of the people from their homes both in the North and the East. They have undergone immense hardships with no proper food, clothing shelter and proper medical care. They have lost almost all their possessions. The victims are all innocent civilians. The LTTE took all the Tamils of the North and the East for a ride. Now knowing fully well that they can’t achieve what they promised, the LTTE must be honest enough to declare a ceasefire uniterally and agree to come to the democratic fold, laying down their arms. The Government for its part also should act with restraint and stop forthwith the air-raids atleast now to avoid civilian causalities. If the LTTE do not act with restraint they have nothing to lose but the Government by shirking its responsibility of protecting its citizens wherever they live, cannot afford to lose its credibility.

Very soon there will be mass scale displacement in Kilinochchi where several thousands had already been pushed in under compulsion. The total number displaced will soon swell to several thousands. All the schools, community centres and vacant buildings available in Kilinochchi won’t be sufficient to accommodate all the displaced ones. Food and sanitation will have to be looked into. The LTTE should now open its iron gate to allow the people to get into the Government controlled areas from all directions. Many people who were squeezed into Kilinochchi from Jaffna if allowed to go into the peninsular, can occupy their own homes there.

The Government itself should open its side to allow the people to escape from the LTTE area to get in to areas under its control. I plead with both parties to the war to act with restraint. I am surprised to see Parliament granting 3 months leave for two Members of Parliament of the TNA to continue their tour or to stay abroad.

நாடு தவறமுடியாத பொன்னான வாய்ப்பு

இன்னும் சில நாட்களில் இன்னுமொரு பெரும் பதவி தங்களை அலங்கரிக்க இருக்கிறது. 1.7 பில்லியன் மக்களை உள்ளடக்கிய மிகப் பெரிய அமைப்பாகிய சார்க் நாடுகளின் தலைவராக நியமிக்கப்படவுள்ளீர்கள். தங்களின் இச் சாதனைக்கு முன்கூட்டிளே எனது வாழ்த்துக்கள். இப்பெரும் கௌரவம் தங்கள் மீது சுமத்தப்பட்டதையிட்டு நாடு பெருமிதம் கொள்கிறது. குறைந்த வயதில்(24) ஓர் பாராளுமன்ற உறுப்பினராக தெரிவு செய்யப்பட்டு 38 ஆண்டுகள் நாட்டுக்கு சேவை செய்த ஒரு பெருமகனாருக்கு வழங்கப்பட்ட பொருத்தமான கௌரவமாகும்.

இன்றைய பாராளுமன்றத்தில் தங்களிலும் வயது கூடிய உறுப்பினர்கள் மூவர் மட்டும்தான் உள்ளனர் என்பதை ஞாபகமூட்ட விரும்புகிறேன். தங்களின் தற்போதைய பதவி அண்மையில் தங்களின் சாதனை, முதிர்ச்சி ஆகிய மூன்றும் எத்தகைய முரண்பாட்டையும் மிஞ்சி இம் மாநாட்டில் கலந்து கொள்கின்ற தலைவர்களுக்கு அன்றி நாடு முழுவதற்கும் தலைமை தாங்கி வழிகாட்டக்கூடிய அளவுக்கு தங்களை உயர்த்தியுள்ளமையால் விரைவில் சமாதானத்தை அடையலாம் என நாடு கருதுகிறது.

நிரந்தர பயத்துடனும், பீதியுடனும் வாழும எம் மக்களுக்கு சார்க் உச்சி மாநாட்டை நடத்துவதற்கு கிடைத்த வாய்ப்புக் கடவுளால் தரப்பட்ட வரப்பிரசாதமும், ஆசீர்வாதமும் ஆகும். பேரூந்து, புகையிரதம் ஆகியவை ஒருபுறமிருக்க இலங்கையின் வீதிகளில் ஒருவர் சுதந்திரமாக நடமாடமுடியாது. ஆங்கத்துவ நாடுகள் எதிர்கொள்ளம் பல்வேறு பிரச்சினைகளுக்கு தீர்வு காண்பதே சார்க் உச்சி மாநாடு வேலைத்திட்டத்தில் ஒன்றாகும். ஆதிஷ்டவசமாக எமது ஏழு அயல் நாடுகளுடன் எமக்கு எதுவித கருத்து வேறுபாடு கிடையாது. ஜனாதிபதியாக கடமையாற்றும் தாங்கள் அங்கத்துவ நாடுகளுடன் நல்லுறவு கொண்டிருப்பது எமது மேலதிக அதிஷ்டமாகும். எமது நாடு எதிர்றோக்கும் பிரச்சினைகள் அத்தனையையும் தீPர்ப்பதற்கு உதவ அங்கத்துவ நாடுகள் மகிழ்வுடன் செயற்பட தயாராக உள்ளன. மக்களின் நலன் பேணல், அவர்களின் வாழ்க்கைத் தரத்தை உயர்த்துதல், பொருளாதார வளர்ச்சிக்கு உதவுதல் கௌரவமாக வாழ வாய்ப்பளித்தல் ஆகியவை சார்க் உச்சி மாநாட்டின் பல நோக்கங்களில் இவை சிலவாகும். இனப்பிரச்சனையாலும் தொடர்ந்து நடைபெறும் யுத்தத்தாலும் இத் துறைகளே கடுமையாக பாதிக்கப்பட்டுள்ளன. தத்தம் நாடுகளில் பயங்கரவாதத்தால் பாதிக்கப்பட்ட அங்கத்துவ நாடுகள் இம் மாநாட்டில் பயங்கரவாத ஒழிப்புக்கு முக்கியத்துவம் கொடுக்க உள்ளன. பயங்கரவாதமும், இனப்பிரச்சனையும் எமது நாட்டில் ஒன்றோடொன்று பின்னிப் பிணைந்துள்ளமையால் பயங்கரவாதம் சம்பந்தமாக விவாதிக்கும்வேளை இனப்பிரச்சினையையும் இணைத்து விவாதிப்பது தவிர்க்க முடியாததாகும்.

ஜனாதிபதி அவர்களே! நாட்டின் நிலைமையை கண்ணோக்கும் போது சந்தேகமின்றி சகல இன மக்களும் சொல்லொணா துன்பங்களை அனுபவித்துள்ளனர். நாட்டின் தென்பகுதியில் வாழும், சிங்கள, முஸ்லீம் மக்களின் முன்னேற்றம் பெருமளவில் பாதிக்கப்பட்டுள்ளது. வடக்கிலும் கிழக்கிலும் வாழும் தமிழ் முஸ்லீம் மக்களின் முன்னேற்றம் முற்றாக அழிந்து விட்டது என்று கூறக்கூடிய அளவுக்கு கடுமையாக பாதிக்கப்பட்டுள்ளது. நாட்டில் நடைபெற்ற பல்வேறு இனக்கலவரங்கள் குறிப்பாக கறுப்பு ஜூலை என அழைக்கப்படும் குறிப்பாக 1983 ம் ஆண்டு ஜூலை மாதம் நடைபெற்ற கலவரம், தமிழ் வர்த்தகர் சமூகத்துக்கும் ஏனையவர்களுக்கும், வெற்றிகரமாக குண்டர்களாலும், காடையர்களாலும் நடத்தப்பட்ட கொள்ளை, தீவைப்பு, கொலை ஆகியவை பெரும் அழிவை ஏற்படுத்தியது. இச் சம்பவம் பெரும் தொகையான தமிழ் மக்களை இந்தியாவி;ன் தமிழ் நாட்டுக்கு இடம் பெயர வைத்தது. வட இலங்கையில் வாழ்ந்த முஸ்லீம் மக்கள் விடுதலைப் புலிகளால் விரட்டப்பட்டபடியால் தமது வாகனங்கள், தங்க ஆபரணங்கள் உட்பட சகல அசையும், அசையா சொத்துக்கள் அத்தனையையும் கைவிட்டு வெளியேறினர். அவர்களில் அனேகர் 15 ஆண்டுகளுக்கு மேல் தென்னிலங்கையில் அகதி முகாம்களில் வாடி வதங்கி இன்றும் வாழ்ந்து கொண்டிருக்கின்றனர். தொடர்ந்து நடைபெறும் யுத்தத்தால் அடிக்கடி இடம் பெயர்ந்ததும் பெருமளவில் வெளியேறியதாலும் தம் சொத்துக்களை பெரும் பகுதியை இழந்துள்ளனர். தமக்கு எஞ்சிய சொத்துக்கள் எல்லாவற்றையும் மூட்டையாக கட்டிக் கொண்டு நாடோடிகள் போல் மழை காலத்தில் செய்வதறியாது பெரும் மர நிழல்களை நம்பி வாழ்கின்றார்கள்.

யுத்தம் தொடர்ந்து நடைபெறும் வேளையில் விடுதலைப் புலிகள் பின் வாங்கும் வேளையிலும் கூட இடம் பெயர்வுகளை அரச கட்டுப்பாட்டுப் பிரதேசத்துக்கு செல்லவிடாது தடுப்பதால் அவர்கள் அனைவரும் கிளிநொச்சியை நோக்கி நகர்கின்றனர். இது மக்களுக்கு மேலும் மேலும் பல கஷ்டத்தை கொடுப்பதோடு மக்களுக்கு பட்டினி நிலைமையை ஏற்படுத்தும். இந்த நாட்டு ஜனாதிபதி என்ற கோதாவில் மக்கள் அனைவரையும் சமமாக நடத்த வேண்டிய கடமை தங்களுக்கு இருப்பதோடு துன்புறும் மக்களின் துயர் துடைக்க வேண்டிய கடமைப்பாடும் உண்டு. தங்களைத் தவிர இது சம்பந்தமாக வேறு எவரிலும் பார்க்க கூடிய அக்கறை கொள்ள வேண்டியவன் நானே. ஏனெனில் 1970ம் ஆண்டு கிளிநொச்சியையும், 2000ம் ஆண்டு யாழ் மாவட்டத்தையும் பாராளுமன்றத்தில் பிரதிநிதித்துவப்படுத்தியவன். கிளிநொச்சி தொகுதியின் ஒரு பகுதியாக இந்த முல்லைத்தீவு தொகுதியின் ஒரு பகுதியை நான் பிரதிநிதித்துவப்படுத்தியுள்ளேன். இத் தாங்கொணா துயரை மக்களால் மேலும் பொறுத்துக்கொள்ள முடியாது. மேலும் தாமதிக்காது ஒரு தீர்வு உடனடியாக காணப்பட வேண்டும். சார்க் உச்சி மாநாடு என்ற போர்வையில் ஒரு பொன்னான வாய்ப்பினை தவற விடாமல் பயன்படுத்திக் கொள்ளுங்கள். ஏனெனில் பல ஆண்டுகளுக்கு மேலாக இத்தகைய வாய்ப்பு எமக்கு கிட்டாது. நீங்கள் நல்ல உறவு கொண்டுள்ள ஏழு நாடுகளின் தலைவர்களின் உதவியை நாடினால் தங்களை யாரும் குறை கூற முடியாது. இம் மாநாட்டில் கலந்துகொள்ளும் இந்திய குழுவினர் எமது பிரச்சினைகள் பற்றி நன்கு அறிந்தவர்கள். நீண்டகாலமாக இனப்பிரச்சினையில் ஈடுபாடு கொண்டிருந்தமையால் இந்தியா பிரதான பங்காற்றுவது சகல நாட்டுத் தலைவர்கள் அனைவரும் நிச்சயமாக வரவேற்பர். தாங்கள் இச்சந்தர்ப்பத்தை பயன்படுத்தி நாட்டு மக்களுக்கு விடுக்கும் செய்தியில் சார்க் மாநாட்டு தலைவர்கள் மீது தங்களுக்கு பெரும் நம்பிக்கை இருப்பதால் இனப்பிரச்சினைக்கு அனைவரும் ஏற்கக் கூடிய நல்லதோர் தீர்வை காணும் பொறுப்பு அவர்களிடமே விடுவதாக கூறலாம்.

இந்த நாட்டை நேசிக்கும் சகல மக்களும் எனது இந்த ஆலோசனையை எதிர்க்க மாட்டார்கள் என நான் நம்புகிறேன். எனது ஆலோசனைகள் தங்களுக்கு ஏற்புடையதாயின் சிறுபான்மை மக்களுக்கு ஏற்புடையதாக இருக்குமென்ற நம்பிக்கை எனக்குண்டு. மதத் தலைவர்கள், அரசியல் கட்சி தலைவர்கள் ஆகியோர்களின் ஆலோசனையை பெறலாம்.

இன்று வேறொரு கடிதத்தில் விடுதலைப் புலிகளின் தலைவர் பிரபாகரனுக்கு நிரந்தர யுத்த நிறுத்தத்தை ஏற்படுத்துமாறும் ஆயுதத்தை கைவிட்டு இனப்பிரச்சினை தீரும் வரை உபயோகிக்க மாட்டேன் என்ற உறுதி மொழியை, நாட்டுப்பிரிவினை கோரிக்கையை கைவிட்டு ஒன்றுபட்ட இலங்கைக்குள் தீர்வு காண சம்மதிப்பதாகவும் சார்க் நாடுகளின் தலைமைகளின் மத்தியஸ்த்தையும், அவர்கள் சிபாரிசு செய்யும் தீர்வையும் ஏற்பதாகவும் பிரகடனப்படுத்தும்படி கேட்டுள்ளேன்.

A GOLDEN OPPORTUNITY THE COUNTRY CAN’T AFFORD TO MISS

Within the next few days another feather is going to adorn your cap. You are going to be installed as the Chairperson of perhaps the largest regional organisation in the world the SARRC comprised of eight nations with a total population of over 1.7 million people. I congratulate you, Your Excellency on your achievement in advance. The country is indeed proud of the honour showered on you. This is a fitting honour to a man who has served his country for well over 38 years, having entered the Sri Lankan Parliament at the age of 24 and earned the name as the youngest Member in that batch. Your Excellency I like to remind you that there are only three Members today in Parliament who can claim seniority over you. Your present position, your latest achievement and your seniority demand that you rise above all constraints and offer proper Leadership and guidance not necessarily to the participants-but to our country as a whole which is hoping that you will bring back peace.

I hope that the opportunity we got to host the SARRC summit is God-sent and a blessing to our people who live in constant fear and tension for no fault of theirs. One can’t safely walk on the streets in Sri Lanka, leave a side the bus and the train. One of the main objectives of the SARRC summit is to find solutions for various problems the Member States face. Fortunately for us we do not have any dispute with any one of the other seven states. We are still more fortunate that you as President is maintaining very good relations with all the Member states. Every Member state will gladly agree to help you to solve the problems the people are facing in this country. Among many others, the welfare of the people, improvement of the quality of life, economic growth, opportunity to live in dignity etc. are matters within the purview of the SARRC summit. These are the main fields that are very seriously affected in our country by the ethnic problem and the on going war.

Terrorism is a topic for discussion at the SARRC conference- because all Member states are much concerned of terrorism prevalent in their respective countries. Terrorism and the ethnic problem are sow interwoven in our country that when discussions take place on terrorism, discussing the Sri Lankan ethnic issue become inevitable.

There is no doubt Your Excellency that if the country is taken as a whole, all ethnic groups had undergone untold hardships. The progress of the Sinhalese and the Muslims was affected to a large extent in the South. In the North and the East both Tamils and the Muslims were so badly affected that it could be classified as total ruin. The repeated backlashes, the one of July, 1983 in particular aften referred to as black July, brought ruin to the Tamil business community and others all over the country due to large scale looting arson and killing, that was successfully organised by thugs and hoodlums. This resulted in a mass exodus of Tamils to Tamil Naad in India. The Muslims of the North who were driven out from their houses by the L.T.T.E had to leave behind all their possessions, immovables and movables including vehicles and gold ornaments. Most of them are still languishing in refugee camps in the South for over 15 years. There are several displaced Tamil families in several refugee camps for long periods. Due to the on going war, there had been large scale displacements off and on and mass exodus of Tamils from place to place, resulting in their loosing all their possessions. Many Tamils are now living like nomads carrying all their earthly possessions in bundles and seeking shelter under shady trees with no salvation during rainy days.

As the war goes on and the L.T.T.E withdrawing without allowing displaced people to enter the areas under the control of the Government, all are driven towards Kilinochchi. This will certainly cause more and more hardships to the people and may even lead to starvation.

Your Excellency as President of Sri Lanka you have a duty to treat all the people equally and duty-bound to redress the grievances of the suffering masses. I am more concerned than anybody else other than you, because it was I who represented Kilinochchi in Parliament in 1970 and the Jaffna District in 2000. Even a fair portion of the Mullaitheevu Electorate was represented by me when it was a part of the Kilinochchi Electorate. The people can’t endure this agony any longer. A solution must be found without any further delay.

A golden opportunity is made available to you now in the form of the SARRC Summit. Please make use of it without missing it. Because a similar opportunity will not come for many years. No one can blame if you solicit the support of the Heads of the seven neighbouring countries with which you have a good rapport. The Indian Team is comprised of officials who very well know our problem. The Heads of SARRC countries will certainly welcome India playing the main role being one that is involved in the process for a long time. Your Excellency must take this opportunity to tell the Nation that you are assigning the task of finding a lasting solution reasonable enough for all to accept, in the hands of our friendly neighbours of the SARRC in whom you have absolute faith. The country should remai as United Sri Lanka with Budhism enjoying a prominent place

I do believe that there won’t be any objection to my proposal and should be acceptable to all those who love this country. I am confident that my proposal if acceptable to you will be acceptable to the minorities as well. The optinion of the Religious Heads and Heads Political parties may be obtained.

I have today in another letter to the L.T.T.E Leader Mr.V.Prabaharan, requested him to call for a permanent ceasefire, lay down arms with a promise not to use them till a solution is found, to withdraw the demand for separation agreeing for a solution within a united Sri Lanka and to declare his consent to accept arbitration by the Heads of the SARRC countries and also to accept any solution recommended by them.

எனது கடிதங்கள் எதையும் நீர் இதுவரை பொருட்படுத்தவில்லை. நீர் உட்பட மக்களுக்கு தேவையான அமைதியை கொடுக்கக்கூடிய இனப்பிச்சனைக்கு ஓர் நிரந்தரமான தீர்வை எட்டக்கூடிய ஒரு பொன்னான வாய்ப்பு ஏற்பட்டுள்ளதென்பதை உமது கவனத்திற்கு கொண்டு வருவதற்காக இக் கடிதத்தை எழுதுகிறேன். எமது நாட்டையும் அதன் மக்களையும் அழிவிலிருந்து காப்பாற்றும் முயற்சியில் தொடர்ந்தும் ஈடுபட கட்டாயப்படுத்தப்பட்டுள்ளேன். உமது கட்டுப்பாட்டு பிரதேசத்தில் உள்ள மக்களை விடுவிக்க வேண்டிய தார்மீக கடமை எனக்குண்டு. கிளிநொச்சி மக்களோடு வாழ்ந்து வளர்ந்து அம் மக்களை பாராளுமன்றத்தில் பிரதிநிதித்துவப்படுத்தி கிராமசபை தலைவராகவும், கிளிநொச்சியின் நகரசபையின் முதல் தலைவராகவும் பணியாற்றியதை நீர் அறிவீர். ஆகவே வன்னிப்பகுதி மக்கள் மீது எனது அக்கறை எவ்வளவு என்பதையும் நீர் விளங்கிக் கொள்வீர். தினமும் அரிய உயிர்கள் யுத்தகளத்தில் இழக்கப்படுகின்ற அதேவேளை உமது போராளிகளால் பிரயாணிகளின் பேரூந்துகள், படையினரின் பேரூந்துகள், புகையிரதம் ஆகியன கிளேமார், கண்ணிவெடி, கைக்குண்டு, குண்டு ஆகியவற்றால் இலக்கு வைக்கப்பட்டு மேற்கொள்ளப்படும் தாக்குதல்களிலும் பலர் உயிர் இழக்கின்றனர். எரியும் பேரூந்துகளிலிருந்து அதிஷ்டவசமாக தப்பியோடும் அப்பாவிகளையும், சேனை விவசாயத்தில் ஈடுபட்டுள்ள ஏழை அப்பாவிகளையும் உமது போராளிகள் விட்டு வைக்கவில்லை. காரியாலயத் தொழிலாளர்கள், ஆசிரியர்கள், மாணவர்கள், சிறுவர், சிறுமியர், கர்ப்பிணிகள், முதியோர் ஆகிய இவர்களும் இதில் அடங்குவர். உமது அர்த்தமற்ற எவருக்கும் எதுவித பிரயோசனமும் தராத யுத்தத்தால் 70 ஆயிரம் தொடக்கம் ஒரு லட்சத்துக்கும் மேற்பட்ட உயிர்கள் பலிகொள்ளப்பட்டுள்ளன. அனேகர் தமது கணவரையோ, மனைவியையோ பிரதான உழைப்பாளியையோ இழந்துள்ளனர். சிலர் கண் பார்வையும், கை கால்களையும் இழந்துள்ளனர். உம்மால் உருவாக்கப்பட்ட அநாதைகள் குறைந்த எண்ணிக்கையல்ல. பல்வேறு சமூகத்தைச் சேர்ந்த தலைவர்கள் எத்தனை பேரை பலி எடுத்துள்ளீர்? தமது முன்னாள் பிரதமரை கொடூரமாக படுகொலை செய்தமையை இந்தியா என்றும் மன்னிக்குமா? பல சமூகத்தையும் சேர்ந்த பல்வேறு தலைவர்களை நீர் படுகொலை செய்தமையை இலங்கை மக்கள் மன்னிப்பார்களா? உம்மால் படுகொலை செய்யப்பட்டவர்களின் பிள்ளைகள் உம்மை மன்னிப்பார்களா? உம்மால் அழிக்கப்பட்ட பல பல கோடி பெறுமதியான தனியார், பொது சொத்துக்கள் பற்றி என்ன கூறுகிறீர்? உம்மால் அழிக்கப்பட்ட, ரயில்பெட்டிகள். எஞ்ஜின்கள், பஸ்கள், தொலைபேசி கம்பங்கள், மின்சார கம்பங்கள் கேபிள்கள், என்பவற்றின் பெறுமதி என்ன? தலைமன்னார் தொடக்கம் மதவாச்சி, காங்கேசன்துறை தொடக்கம் வவுனியா, மட்டக்களப்பு பாதையிலும் மொத்தம் 200 கி.மீ தூரத்திற்கு மேற்பட்ட பாதையில் தண்டவாளங்கள், சிலிப்பர் கட்டைகள், கற்கள் எதையும் நீர் விட்டுவைக்கவில்லை. பல வருட காலமாக பிள்ளைகள் குப்பி விளக்கு வெளிச்சத்திலும், நிலவு வெளிச்சத்திலும் படிக்க விட்டீர். ஆறு மணித்தியால நேரத்தில் கொழும்புக்கு வர வேண்டிய நேரத்தை 36-48 மணி நேரம் வரை நீடிக்க வைத்துவிட்டீர். மக்களை பட்டினி போட்டீர். யாழ்ப்பாணத்திலிருந்து கிளிநொச்சிக்கு பெரும் தொகையான மக்கள் இடம்பெயரும் போது இறந்தவர்கள் எததனை பேர்? சுதந்திரமாக வாழ்ந்த மக்களுக்கு விடுதலை பெற்றுத்தருவதாக கூறி அவர்களை அடிமைப்படுத்தினீர் வடக்கு கிழக்கு பகுதியில் வாழ்கின்ற மக்களுக்கு இனியும் இழப்பதற்கு பெரிதாக ஒன்றும் இல்லை. ஏழைகள் படு ஏழைகளாகவும:, பணக்காரர் பிச்சைக்காரர்களாகவும் ஆக்கப்பட்டனர். பல லட்சக்கணக்கான மக்கள் தங்க ஆபரணங்கள், வீடுகள் உட்பட அத்தனையையும் இழந்தனர். சிலர் கணவன்மாரை இழந்தனர், பலர் தம் பிள்ளைகளை இழந்தனர். ஏழைப் பெற்றோர்களின் பிள்ளைகளை நீர் பலாத்காரமாக பிடித்துச் சென்று அவர்களுடன் சேர்ந்து புகைப்படம் எடுத்துவிட்டு அவர்களை மனித குண்டுகளாக்கி அவர்களின் உடல்களை சிதற வைத்தீர். இவை அனைத்தும் தமிழ், முஸ்லீம் மக்கள் பட்ட துன்பத்தில் ஒரு சிறு பகுதியே. அகதி முகாம்களில் முஸ்லீம் சகோதரர்கள் பலர் 15 ஆண்டுகளுக்கு மேல் வாடுகின்றனர். அதேபோல சில தமிழர்களும். எல்லாவற்றுக்கும் மேலாக மக்களுக்கு கொடுக்கும் பெரும் வேதனை இத்தனை துன்பங்களை அனுபவித்த பின்பும் ஆங்கிலத்தால் எழுதக்கூடிய சில சிங்கள எழுத்தாளர்கள் என்றோ மறைந்து போன சீதனப் பிரச்சனை, சாதிப் பிரச்சினைப் பற்றி கூறுவதாகும். சிலர் நான் எவரிடமும் காணாத யாழ்ப்பாண மக்களின் உயரிய பாகுபாடு மனப்பான்மை பற்றிப் பேசுகின்றனர். இன்று யாழ்ப்பாணத்து மக்கள் மிகக் கீழ்மையான நிலையில் இருந்து கொண்டு அனுதாபத்துக்கும் ஆதரவுக்கும் ஆளாகியுள்ளனர்.இதைத் தவிர ஓர் சாதாரண சிங்கள மகனை சட்டத்திற்கு பயந்த நல்லடக்கமும், மரியாதையுள்ள மனிதனாகத்தான் நான் காண்கிறேன். அவர்கள் தமிழ் மக்கள் மீது எந்தவிதமான விரோதமும் காட்டுவதில்லை. தமிழர்கNhடு சம உரிமையுடன் வாழ விரும்புகின்றனர். தென்னிலங்கையில் வாழ்கின்ற அரைவாசிக்கு மேற்பட்ட தமிழ் மக்கள் மீது முழு அனுதாபத்துடனும் நட்புடனும் சமாதானமாகவும், அமைதியாகவும் உமது கட்டுப்பாட்டில் இருந்தபோது வாழ்ந்த நிலையிலும் பார்க்க மிகுந்த மகிழ்ச்சியோடு வாழ்கின்றனர்.

தயவு செய்து உமது நடவடிக்கைகள் அத்தனைiயும் நிறுத்தவும். யாழ்ப்பாணத்திலும், கிளிநொச்சியிலும் அமைந்திருந்த சிங்கள மகா வித்தியாலயங்களில் ஆயிரக்கணக்கான சிங்கள மாணவர்கள் கல்வி கற்றனர். சிங்களப் பகுதிகளில் பல நூற்றுக்கணக்கான தமிழ் பாடசாலைகள் அன்றும் இருந்தன. இன்றும் இருக்கின்றன. அன்று எங்கும் சமாதானம் நிலவியது. யாழ் மாநகர சபையில் சிங்கள உறுப்பினர்களும், முஸ்லீம் மேயர்களும் இருந்திருக்கின்றனர். சிங்களவர், தமிழர், முஸ்லீம் மக்கள் மத்தியில் எதுவித முரண்பாடுகளும் இருக்கவில்லை. நாம் சமாதானமாகவே வாழ்ந்தோம். நாடு முழுவதும் பல்வேறு உள்ளுராட்சி மன்றங்களில் தமிழ் அங்கத்தவர்கள், உப தலைவர்கள், தலைவர்கள் அனேகர் பணியாற்றுகின்றனர். 1983 ம் ஆண்டு இடம்பெற்ற இனக்கலவரம் நாட்டின் வரலாற்றில் ஒரு கறுப்பு புள்ளியே. அது திட்டமிட்டு நிறைவேற்றப்பட்ட ஒரு செயலாகும். இன்றும் நாடு முழுவதிலும் பல்லின மக்களும் பூரண சமாதானமாக வாழ்கின்றனர். தமிழர்கள் இழப்பதற்கு இனி ஒன்றுமில்லை. உமது கட்டுப்பாட்டுப் பிரதேசத்தில் வாழ்கின்ற தமிழ் மக்களை அழிவை நோக்கி அழைத்துச் செல்கிறீர். யாழ்ப்பாணத்தில் வாழ்ந்த மக்களில் அரைவாசி பேர் இன்று இல்லை. இந்த வருடம் மட்டும் யுத்த முனையில் 5000 இற்கு மேற்பட்ட தமிழ் இளைஞர்களை நீர் பலி கொடுத்துள்ளதாக அறிக்கைகள் தெரிவிக்கின்றன. சிங்களவரோ, தமிழரோ, முஸ்லீம்களோ எவரிலும் ஓர் உயிரைத்தானும் இனி இழக்க நாம் தயாரில்லை. நம் இலங்கையரே தவிர உலகம் பெருமளவு முன்னேற்றம் கண்டுள்ளது. உமது நடவடிக்கைகள் தமிழ் மக்களின் முன்னேற்றத்தை பூரணமாகவும், சிங்கள, முஸ்லீம் மக்களின் முன்னேற்றத்தையும் பெருமளவிலும் பாதித்துள்ளது.

இதோ மீண்டும் ஒரு பொன்னான வாய்ப்பு உம்மை தேடி வருகிறது

இந்த வாய்ப்பு ஆண்டவனால் அளிக்கப்பட்ட இந்த வாய்ப்பை இறுகப் பற்றிக்கொளளவும்;. கொழும்பில் விரைவில் கூடவுள்ள சார்க் நாடுகளின் மாநாட்டில் சார்க் நாட்டுத் தலைவர்கள் ஒன்று கூடி தத்தம் நாடுகளிலுள்ள பிரச்சினைகள் பற்றி சந்தித்து பேசவுள்ளனர். அதில் மிக முக்கிய பிரச்சினை பயங்கரவாதப் பிரச்சினையாகும். எனது கருத்தின்படி நீர் ஒருவர் மட்டும் தீர்மானித்தால் பயங்கரவாதத்தை ஒரு நாளைக்குள் அற்றுப் போகச் செய்யலாம். சார்க் மாநாட்டு நேரம் உமது ஒருதலைபட்சமான யுத்த நிறுத்தத்தை பெரும் கேலிக்கூத்தாகவே எடுத்துக் கொள்வர். என்னுடைய ஆலோசனையை ஏற்று பின்வரும் ஐந்து பிரகடனங்களை உடனடியாக மேற்கொள்வீரானால் சார்க் நாடுகளின் தலைவர்கள் உட்பட அனைவரும் எமது பிரச்சினையில்அக்கறை கொள்வர். சார்க் மாநாட்டுத் தலைவர்களுக்கு இலங்கை இனப்பிரச்சினையிலும் பார்க்க வேறு முக்கிய பிரச்சினை இருக்குமென்று நான் நம்பவில்லை. ஆகவே அவர்களின் நிகழ்ச்சி நிரலில் இலங்கையின் இனப்பிரச்சினை இடம்பெற்றால் ஆச்சரியப்படுவதற்கில்லை. எது எப்படியிருப்பினும் பயங்கரவாதம் விவாதிக்கப்படவிருக்கும் ஒரு விடயமாக இருப்பதால் எமது இனப்பிரச்சினையும் விவாதிக்கப்படலாம். ஆகவே பின்வரும் பிரகடனத்தை செய்யுமாறு உம்மை கேட்டுக் கொள்கிறேன்.

01. ஒருதலைபட்சமாக ஓர் நிரந்தர போர்நிறுத்தத்தை பிரகடனப்படுத்தி இலங்கை அரசையும் அவ்வாறு செய்ய கோரவும்,

02. இறுதியாக இனப்பிரச்சினை தீரும் வரை ஆயுதத்தை எந்தவிதத்திலும் உபயோகிக்கமாட்டேன் என்று கூறி ஆயுதத்தை கீழே வைப்பதாகவும்,

03. பிரிவினை கோரிக்கையை கைவிட்டு ஒன்றுபட்ட இலங்கைக்குள் தீர்வு காண சம்மதிப்பதாகவும்,

04. சார்க் நாட்டுத் தலைவர்களை மத்தியஸ்தர்களாக ஏற்பதாகவும்,

05. சார்க் நாட்டு தலைவர்களின் சிபாரிசை தீர்வாக ஏற்பதாகவும்

பிரகடனப்படுத்தவும். சர்வதேச சமூகம் முற்று முழுதாக உமது தனிநாட்டுக் கோரிக்கையை நிராகரித்திருப்பதை நீர் அறிவீர். பிரிவினை கோரிக்கையை கைவிட சம்மதிக்கும் பட்சத்தில் முழு உலகும், குறிப்பாக சார்க் நாடுகள் இந்தியாவின் தலைமையில் எமது பிரச்சினையை தீர்ப்பதற்கு உதவ முற்படுவர். இது ஆயுதப் போராட்டத்தை கைவிட்டு ஜனநாயகப் பாதைக்கு திரும்புவதற்கு நல்லதோர் வாய்ப்பாகும். நீர் ஜனநாயகப் பாதைக்கு திரும்புவதற்கு கிழக்கு மாகாணத்தில் நடப்பவையை நல்ல முன்னுதாரணமாக கொள்ளலாம். நிர்வாகத்தில் பங்கு கொள்வதற்கு உமக்கு பெரும் வரவேற்பு கிடைக்கும். என்னைப் பொறுத்தவரையில் நீர் ஜனநாயகப் பாதைக்கு திரும்புவதற்கு வேண்டிய சகல உதவியையும் மேற்கொள்ள முடியும். இந்த விடயத்தில் நிர்வாகத்தில் பங்கெடுப்பது உட்பட நான் எந்தவித நன்மையையும் பெறப்போவதில்லை. நாட்டின் கடும் போக்காளர்கள்கூட தமது நிலைப்பாட்டை மாற்றி திருப்திகரமான தீர்வை காண மகிழ்ச்சியுடன் ஒத்துழைப்பர் என்பதை நம்பிக்கையுடன் கூறிக் கொள்ள விரும்புகிறேன். எமது இனப்பிரச்சினை சார்க் உச்சி மாநாட்டின் நிகழ்ச்சி நிரலில் இடம்பெறுமா என்பது தெரியாது. ஆனால் நிச்சயமாக பயங்கரவாதம் ஒரு நிகழ்ச்சியாக இருப்பதால் இனப்பிரச்சினை பற்றி பேசுவது தவிர்க்க முடியாததாகும்.

ஆகவே எனது ஆலோசனையை ஏற்று உமது நிலைப்பாட்டை வெளிப்படுத்தவும். அதேநேரம் இனப்பிரச்சினை சம்பந்தமாக சார்க் நாடுகளின் தலைவர்களுடன் பேச வேண்டுமென்று ஜனாதிபதி அவர்களுக்கு வேண்டுகோள் விடுத்துள்ளேன்.; கொள்கிறேன்.

ANOTHER GOLDEN OPPORTUNITY.

You have not responded to any of my letters in the past. I am writing again to bring to your notice another golden opportunity that has come on your way to find a lasting solution to the ethnic problem and to bring back much wanted peace to all of us including you. I am compelled to pursue with my Mission in my desperate attempt to save our country and its people from ruin. I have also a moral duty to liberate the people in areas under your control. You are aware that Kilinochchi is my place where I lived and grew with the people and also represented them in Parliament after being their Chairman of the Village Council and latter as the first Chairman of the Town Council Kilinochchi. You will certainly understand my concerns for the Vanni People.

Every day some valuable lives are lost not merely in the battle front but also due to your cadre’s ruthless activities such as targeting civilian buses, buses of service personnel, trains etc. with clay-more mines, land mines, hand grenades and bombs. Your cadre did not spare even those who are lucky to escape from a burning bus and the poor innocent ‘chena’ cultivators. Your victims include office goers, teachers, students, pregnant women, the old and the young and school children. About 70-100 thousand lives had been lost due to your meaningless war that did not bring any benefit to anybody. Many had lost their spouses and the sole bread winner of the family. Some are without their eye-sights and yet many others without limbs. The number or orphans you created are not small in number. How many Leaders of standing from various communities you bumped off? Will India ever pardon you for the assassination of their Ex Prime Minister? Will the Sri Lankan community ever pardon you for the innumerable leaders of all communities you had assassinated? Will the children of the parents you killed pardon you? What about the billions and billions worth of property private and public you destroyed? How many train compartments, power coaches, buses, telegraph posts, electricity posts and cables you have destroyed? There is no trace of over 200 kilometers of rail track from Thalaimannar to Madavachchi, Kankesanthurai to Vavuniya and a section on the Batticaloa line, with no trace of railings, sleepers or metal on the tracks now.

You made the children to study in moon light and bottle lamps for years. The journey that took only (6) six hours to Colombo took 36 to 48 hours. People were made to starve’. During the mass exodus from Jaffna to Kilinochchi how many people had died? You volunteered to liberate the people who were living as free people and now keeping them under your subjugation. Almost all the people in the North and East have hardly anything to lose. The poor became poorer and the rich became paupers. Hundreds of thousands of people lost all their belongings including their gold ornaments and houses, and some their husbands and many their children. You have taken away many children of poor parents and scarified them at the battle front. You brainwashed some and sent them as suicide bombers, after posing for a photographs with them and had them blown to pieces. These are only a fraction of the suffering undergone by the Tamils and Muslims. There are Muslims in refugee camps for more than 15 years. So are some Tamils. Above all the worst agony the Tamil people are undergoing after all these suffering areinsults from some English educatd Sinhales referring to the dowary system and caste system of Jaffna, both of which are long forgotten. Some talk of Jaffna man’s superiority complex which I have never seen in any Tamil in Jaffna. It is there, only in the imaginations of some journalists. The Jaffna man of today is the under-dog who needs sympathy and support. Apart from this I will consider the average Sinhalese as law-abiding humble and polite people. They do not have any animosity towards the Tamils. They want to live as equals with the Tamils. They have full syampathy for the Tamils half of whom are now living in the South with them in peace and harmony, more happily with them then they were under your subjugation.

Please cry halt to all your activities now and look back. We had a Sinhalese MV in Jaffna and one in Kilinochchi where thousands of Sinhalese students studied. Like-wise we had and still have hundreds of Tamil Schools in the Sinhala areas. Every thing was peaceful then. We had Sinhalese Members in the J.M.C. We also had Muslim Mayors in Jaffna. There was hardly any friction between the Tamils and Muslims or Sinhalese. We all lived peacefully. We had and still have Tamils as Members, Vice-Chairman and Chairman of local bodies all over the country. The July, 1983 backlash is certainly a black mark. It was a deliberately organised one. There is absolute peace now among various ethnic groups throughout the country.

The Tamils have nothing more to lose. You are leading the Sri Lankan Tamils, living under your subjugation, towards total annihilation. Jaffna has lost half its population. It is reported that this year alone you have sacrificed over 5000 Tamil youths at the battle front. We can’t afford to lose any more lives be they Sinhalese, Tamils or Muslims. The world has progressed a lot except we Sri Lankans. Your actions have hindered the progress of the Tamils totally and that of the Sinhalese and Muslims partially

Here is another golden opportunity coming on your way. It is God-sent. Please grab it.

The SAARC conference is due to take peace in Colombo at which Heads of seven states of neighboring countries are going to meet and discuss, among others, some problems the various countries confront today, including terrorism which is the biggest problem. In my view Terrorism in our country can be stopped overnight if only you make up your mind. People will take it as a big joke, your offer of a cease-fire during the SAARC conference. Every one including the participant Heads of States will take it seriously if you accept my advice and make the following five declarations forthwith. I do not think that the Heads of the SAARC States will have any other matter which is more important than the Sri Lankan ethnic problem and it won’t be a surprise if it finds a place in the Agenda.

In any case the subject of terrorism is in the Agenda and therefore the ethnic issue too would be discussed. Therefore I advice you to make the following declaration at once.-

1. Declare a permanent cease-fire unilaterally with a request to the Sri Lankan Government to follow.
2. Declare laying down of arms forthwith with an assurance not to use them in any form till a final solution is worked out.
3. Declare withdrawing the demand for separation and agreeing for a solution within a United Sri Lanka.
4. Declare your willingness to accept the seven Heads of States as arbitrators to find a solution.
5. Declare acceptance of any solution recommended by the Heads of the 7 States as reasonable.

I need not tell you that the International community as a whole has rejected your claim for separation. Once you agree to give up your demand for separation, the whole world, the SAARC countries in particular, will be too willing to intervene and help us to solve the ethnic problem with India playing the leading role. This is the best opportune time for you to enter the democratic process giving up the armed struggle. The happeninges in the Eastern Province can be taken as a good example for you to come into the Democratic process. You will be welcomed to take part in the Administration. As for me I will do my best to help you to come into the democratic process. I wish to assure you that I have absolutely no intention of deriving any benefits in negotiating this deal, including any share in the administration.

With great confidence I wish to assure you that a lot of hardliners in the country will gladly agree to change their present attitude and help to find a satisfactory solution early. I am not aware as to whether the ethnic issue of ours is in the Agenda of the SAARC conference. But “Terrorism” will certainly be a subject for discussion and therefore discussion of the ethnic problem will become unavoidable.

Hence kindly accept my advice and declare your position. I will simultaneously make a request to his Excellency the President Mahinda Rajapakse to take up the issue of the Sri Lankan ethnic problem for discussion with the other Heads of the SAARC countries.

Reply to Dr. Dayan Jayatilleka’s article titled “In Defence of Douglas Devananda” appearing in the island of 18.06.2008

Having found no one coming forward to defend me against Dr. Dayan Jayatilleka’s accusations I have to write, “In Defence of myself’

An article authored by Dr. Dayan Jayatilleka that appeared in “The Island” of 18.06.2008 gave me a great shock. All these years Dr. Dayan Jayatilleka’s writings were not only supportive of me and of my views, but also very much admirable and hardly with any disagreement. In reference to me he once wrote “He is a model of a moderate representative of any ethnic community anywhere in the word, and must surely be given the chance to serve his people and country in this dark hour. His time to play a role in history has come, if only we give him the chance” I do not know why he has become very critical of me, all of sudden. He might have had any sentimental compulsions to defend Hon. Douglas Devananda but I cannot understand as to why he should come on me like this. However whatever he wrote about me at this juncture are irrelevant, unwanted and uncalled for. My regret is that he has with the stroke of his pen destroyed my image and the good name. I earned over a period of time as a patriotic non-communal and moderate Tamil leader, Loved and respected by a fair section of all ethnic groups of Sri Lanka. I am not giving a good conduct certificate for myself but that is the impression I got. I would have ignored his comments about me if it had come from any other journalist because I get enough almost every day from the Tamil media, spread all over the world. But I can’t afford to brush aside Dr. Dayan’s views as one coming from somebody- because he is now representing our country, as its permanent Representative to the United Nations in Geniva, a prestigious and a very important mission of Sri Lanka. He is also a Vice – President of the United Nation’s Human Rights Council and Chairman of the Governing body of the International Labor Organization. His views will receive recognition among the world leaders and the Diplomatic Community. It is very unfortunate that he has, I will not say misused his position, but failed to take note of this fact and also failed to realize the sacrifices I had made to reach this position, facing grave risk to my life apart from the humiliations and embarrassments I had been subjected to by the Tamil media, world wide. I lie buried in a heap of demeaning and slanderous adjectives showered on me by such Tamil Media – merely to please their L.T.T.E. masters. Dr. Dayan’s unwanted and unfair criticisms and certain references that are factually incorrect add more to my agony. I am already undergoing immense trouble for the thankless job of defending the Government and the Forces at times, and blaming the L.T.T.E, the Government, and the Forces whenever wrong steppes are taken by anyone of them, for taking a neutral stand I earned credit for calling a spade a spade which every one knows. Dr. Dayan is aware that I do politics at grave risk to my life, as part of my duty to my country and its people and not as business or for any personal gains.

In defence of me I wish to quote from Dr. Dayan Jayatilleka’s article that appeared in the Sunday Observer of 14th May, 2006 under the caption “War Clouds with a thin Silver lining”. The following is the section that appears under the sub-head:

Anandasangaree’s Hour.

“A New York Times journalist e-mailed me the other day with a question, “dose the Sri Lankan Government have a plan for devolution?. It was a question to which I must confess, I had no answer, and therefore had to direct to my old friend, former Georgetown alumni, and spokesperson for the joint Tamil delegation at the crucial closing session of the 1985 Thimpu Talks, Kethesh Loganathan, who is currently the deputy head of the Peace Secretariat. Frankly, I don’t know whether he had an answer, or whether anyone dose for that matter.

This is the Achilles heel of the democratic Sri Lankan state; the weakest link in the Sri Lankan case. It has to be rectified, and here’s how; President Rajapakse should appoint the TULF leader Mr. Anandasangaree as special representative, assisted by SCOPP’s Kethesh Loganathan, to hammer out a devolution deal in consultation with the non Tiger Tamil parties, the politicians of Tamil Nadu(known to Mr. Sangaree), and New Delhi ( Where he will be welcome) as well as the Sri Lankan parties in Parliament.

Mr. Anandasangaree belongs to the old Federal Party tradition and therefore has longstanding Tamil nationalist credentials. He is also a veteran parliamentarian, and is untainted by association with any kind of violence, unlike the other non – Tiger Tamil groups. He has good relation with the JVP and JHU, who would shoot down his devolution proposals at the cost of exposing them selves as extremists.

Mr. Anandasangaree’s relation with the Tamil Nadu politicians can bring them on board or neutralise there, thereby pre-empting Prabakaran’s use of them post- election, and also relieving the pressure they are likely to bring to bear on New Delhi, against Colombo. Anandasangaree can dialogue easily with the UNP leadership. He can also convince the world community about the merits and adequacy of the devolution package.

In another article that appeared on “The Island” of 9th December, 2006 under the Caption Mahinda’s massage and the Majority Reports Dr. Dayan says:

“The Majority report of the Experts Group of the All Parties’ Conference contains a reasonable and generous proposal for devolution and autonomy within a united Sri Lanka. One notes that the majority faction is multi-ethnic, with a majority of Sinhalese (6) but also Tamils and Muslims. Though it contains two people whose intellect, I have the highest respect for, the minority faction is, by contrast, Sinhala only in terms of composition”.

This clearly gives the impression that he supports the majority report of the Experts Group of the All Parties Conference. On the 4th day, that is on the 13th of December, 2006, he writes again to “The Island” under the Caption, “How to reconcile the Reports”. I quote the portion under the sub-head

Three wise men

“Whatever the hardliners both Sinhala and Tamil say, public opinion polling over the last decade show a somewhat different picture. They reveal consistent support from a majority of our citizens for enhancements of devolution, and strengthening of provincial councils, provided these stop short of federalism. The expert’s panel’s products correspond perfectly to those specifications. A proposals representing consensus (and consensus is not unanimity) could be sustained by the SLFP – UNP agreement, irrespective of the raucous cries of the perennial hawks. The two major parties taken together, command the support of well over two – thirds of the country’s citizenry.

It would be a colossal tragedy to permit a vocal and organized minority of extremists to veto the proposals. All we need do is imagine what Sri Lanka would have been like, where we would all have been, if the Bandaranaike Chelvanayagam pact had not been abandoned in the face of criticism and protests which were a forerunner of those of today. Today’s criticisms are not by the children of ‘56, but by the children of’ 57, i.e. of those forces that thwarted the B-C pact!

If the experts’ panel and the political parties are unable to fuse the for reports that are on the table, then it is incumbent to call upon an apex group of eminent persons to act as umpires or judges and arbitrate in the matter. I can think of none better than these Three Wise Men: UNESCO prize winners Judge CG Weeramantry and Mr.Anandasangaree and Mangala Moonesinghe.

Failure Unaffordable

We cannot afford to fall. This goes not only foe the government – the president has promised the world community that a political reform the will settle Tamil grievance is well on the horizon-but the armed forces, the state, and the country as a whole. Engaged in a difficult war in this decisive coming year, our armed forces need all the support we can obtain for it globally, through implementing and ethnic proposal. if we Sri Lankan – especially Sinhalese – are still seen to be either unwilling or unable to reform the state in such a manner as to better manage ethnic alienation, the LTTE’s case will have been at least half –prove. For the sake of the armed forces and its ongoing fight, we must prevent such external support from accruing to the Tigers, which would be the case if we failed to seedily devolve.

However, devolution should also be safe and saleable. This can be ensured by can building in to the majority report, the minority report’s security – related stipulations as safety locks.

Dr. Dayan’s thinking on the 13th of December, 2006 was that I was one of the three wise men to act as umpires or judges and arbitrate in the matter. I do not know on what basis Dr. Dayan Jayatilleka adjudged me as one of the three wise men I do not know. However I felt honored that I had been elevated to such a high position in the heart of Dr. Dayan Jayatilleka. He could not have changed his option so soon since I had not changed in anyway. There are some other references available with me in support of my claim that Dr. Dayan Jayatilleke endorsed my views on the ethnic question or in the alternative my thinking came close to his thinking.

The purpose of quoting these references is not to embarrass Dr. Daran for whom I have great regards. It is my duty to clear my name as well in the interest of the country which may still need my services. I am even now strongly of the view that no lasting solution can be found for the ethnic problem under a Unitary Constitution which will leave it open for anybody to throw it into the bin one day in the future. This is what exactly happened to the Provisions for the safeguard of the minorities in the Soulbury Constitution. Only a Federal Constitution or in the alternative atleast one based on the Indian model will satisfy the minorities and prevent agitation for further reforms in the future. Please can be found only in a contended society where everyone is equal to one another and no one is superior or inferior to the other. Furthermore no solution can be found for the Ethnic Problem in installments in our country where we could not get over even the 1st stage during the past 20 years. Getting over the 2nd and 3rd stages in the future, as proposed by Hon. Douglas Devananda, will only be a day-dream.

Some of Dr. Dayan’s comments, although claimed as his personal views, are least expected of him and should not have come from a Diplomat. Some of his comments are irrelevant, annoying and insulting. Some others shockingly reveal a little bit of chauvinism. I do not want to put on a communal garb to answer his accusations. What is the superiority complex of the Jaffna man he is talking about, little realising that the Jaffna man is the under- dog today, very much in need of support and sympathy?. He lives under the subjugation of several masters, in constant fear and tension. He can open his mouth only to eat. Hon. Douglas Devananda himself should feel ashamed of the manner in which Dr. Dayan Jayattileka is championing his cause.

I did not realise all these days that capability of survival and standing up to tiger terrorism, having a photograph in shorts carrying an AK.47, having a scar on the body following a gun shot injury are qualifications for good leadership. What can I do if no direct attempt was made by the L.T.T.E to kill me?. I have not seen a weapon up to now that I can identify as an AK 47. The only scars I have on my body are dog-bite marks. I too had been in Parliament with Prime Ministers some of whom had later became Presidents. If working with the Presidents belonging to different political parties is a qualification for leadership, I am sorry I don’t have that qualification. Dr. Dayan talks of Sinhala Presidents. For a person of Dr. Dayan standing this is not a matter for botheration?. What dose it matter is the Presidents are Sinhalese?. How Hon. Douglas Devananda is within the state system for 20 years is anybody’s guess.
I agree with Dr. Dayan that if Douglas Devananda did not exist, the democratic system would have had to invent him, why can’t Dr. Dayan also pay credit to him for inventing the new democratic system of entering parliament with 9 others by keeping out all opponent and obtaining only 8000 odd votes in one electorate and total of 175 votes in the other 10 electorate, out of a total of over 500 000 votes.

Dr. Dayan dose not know my history. It is good for him not to distort it merely to please somebody. It is strange that he talks of Douglas Devananda’s association with the leftists without realizing that for the last fifty five years I had remained as a leftist and had been associated with the most top ranking leftist leaders numbering more than twenty within and outside Parliament. In short I am totally disappointed with Dr. Dayan defence of Douglas Devananda. Most of the arguments put forward by him are irrelevant and some are childish and far from the truth.
