அன்புள்ள பிரபாகரன்,

எம் மக்களை காப்பதற்கான இறுதி சந்தர்ப்பம்

உமது கட்டுப்பாட்டின் கீழ் நீர் வைத்திருக்கும் 81,000 குடும்பங்களைச் சேர்ந்த, மூன்று இலட்சத்து முப்பதாயிரத்திற்கு மேற்பட்ட மக்களின் சாபம் உம்மை நிம்மதியாக வாழவிடாது. உம்மையும் உமது சந்ததியினரையும் தொடர்ந்து கொண்டேயிருக்கும். இன்றும் உம்மை தொடர்ந்து ஆதரிப்பவர்களையும், அவர்களின் சாபம் விட்டுவைக்காது. இப்போதாவது உமது மனதை மாற்றி நீர் தடுத்து வைத்திருப்பவர்களை விடுதலை செய்யும்படி கேட்கின்றேன். அம்மக்கள் பட்டினியால் இறக்க ஆரம்பித்து விட்டனர். அதற்கு முழுப்பொறுப்பையும் நீரே ஏற்கவேண்டும்.

என்னசெய்வது என அறியாது உமது தற்போதய இருப்பிடம் தெரியாதமையால் இதை ஓர் பகிரங்க கடிதமாகவே எழுதுகின்றேன். இக்கட்டத்திலேனும் நீர் உருவாக்கிவைத்த சிலவற்றையேனும் மாற்றியமைக்க முடியாதாவென கேட்க விரும்புகின்றேன். வழமைபோல் இதற்கும் உம்மிடமிருந்து எதுவித பதிலையும் எதிர்பார்க்கவில்லை. என்றாலும் நீர் இந்த நிலைமைக்கு ஆளாக்கிய மக்களை காப்பதற்கு, உறுதியான சில நடவடிக்கைகளை எடுப்பீர் என நான் உண்மையாக நம்புகின்றேன். நல்ல எண்ணத்துடன் என்னால் எழுதப்பட்ட கடிதங்களை, அவற்றில் அனேகமானவை உம்முடைய உமது போராளிகளுடைய நடவடிக்கைகளை கண்டித்திருந்தும், அவற்றை நீர் பாரதூரமாக கருதாதமை துர்பாக்கியமே.

இவ்வாறு செய்வதற்கு எனக்கு எதுவித சுயநல நோக்கமும் இருக்கவில்லை. நான் எவருடைய முகவராகவும் செயற்படவில்லை. நான் என்றும் உமது ஆயுத போராட்டத்தை ஆதரித்தவனுமில்லை. எப்போதும் வன்முறையற்ற போராட்டத்திலேயே நம்பிக்கை கொண்டவனாகவே வாழ்ந்தேன். எவரையும் பகைக்காமல், அகிம்சை வழியில் எமது பிரச்சினையை வெற்றிகரமாக அணுகியிருக்கலாம் என இன்றும் எண்ணுகின்றேன். நான் உம்மை கண்டித்து எழுதிவந்தமைக்கு, இரு காரணங்கள் பிரதானமாக இருந்தன. அதில் ஒன்று தொடர்ந்து உமது குற்றங்களை சுட்டிக்காட்டிவந்தால உம்மை அதன் மூலம் ஜனநாயக வழிக்குத் திருப்பலாம் என எண்ணினேன். எமக்கு எதுவித அந்தஸ்தும் கோராது, உமக்கு முழு ஆதரவு தந்ததன் நோக்கமும் அதுவே. மறு காரணம் உமது கட்டுப்பாட்டில் கால் நூற்றாண்டுக்குமேல் நிரந்தர பயத்துடனும,; பீதியுடனும் விபரிக்கமுடியாத கஸ்டங்களை அனுபவித்துவந்த மக்களை, விடுதலையடையச் செய்யலாம் என கருதினேன். அம்முயற்சியில் உம்மனதை பெருமளவில் நோகடித்து உமது வெறுப்பையும் உமது போராளிகளின் கோபத்தையும் சம்பாதித்திருப்பேன். அது பற்றி நான் கவலைப்படவில்லை. என் முயற்சி சுயநலமற்ற உண்மையானதும் நேர்மையானதுமென நான் முழுக்க நம்பியதால் எனது உயிருக்கு ஏற்படக்கூடிய எந்த ஆபத்தையும் எதிர் நோக்க தயாராயிருந்தேன். எனது உண்மையான அக்கறை தமிழ் மக்களின் நன்மை தழுவியதையே பிரதிபலித்துக்காட்டியது என்பதை நீரும் பாராட்டுவீர் என திடமாக நம்புகின்றேன். இந்த நிலைப்பாட்டை எடுத்தமையால் உமக்காதரவான உலகம் முழுவதிலும் செயற்படும் அச்சு, மின் ஊடகங்கள் மூலமாக ஏற்படுத்திய அபகீர்த்தியும் மன உளசைலும் ஒரு மனிதனின் பொறுமையின் எல்லையை தாண்டியவையாகும். அவை மிக கீழ் தரமானவை என்றாலும் அவற்றை தாங்கிக்கொண்டேன்.

அரசியற் பிரமுகர்களாகிய இந்திய முன்னாள் பிரதமர் கௌரவ ராஜீவ்காந்தி, ஜனாதிபதி ஆர். பிரேமதாசா, ஜனாதிபதி வேட்பாளர் கௌரவ காமினி திசாநாயக்க அவருடன் பல அமைச்சர்கள பாராளுமன்ற உறுப்பினர்கள் ஆகியோரின் படுகொலைகள் ஜனாதிபதி சந்திரிக்கா பண்டாரநாயக்க குமாரதுங்க கொலைமுயற்சிகள் ஆகியவற்றில் நீர் சம்மந்தப்பட்ட கால கட்டத்திற்கு உமது சிந்தனையை பின்னோக்கி விட்டுப்பாரும். இச் செயல்களால், நீர் அடைந்த இலாபம்தான் என்ன? தமிழ்நாடு உட்பட முழு இந்தியாவினதும் சிங்கள மக்களினதும் கடும் வெறுப்பை சம்பாதித்தீர். அண்மையில் எமது இனப்பிரச்சினை சம்மந்தமாக தமிழ் நாட்டில் ஏற்படுத்தப்பட்ட எழுச்சி வெறும் அரசியல் இலாபந்தேடும் தந்திரமே. என்னால் மீணடும் மீண்டும் விடப்பட்ட அழைப்பை ஏற்று ஒரு தமிழ் நாட்டு தலைவரேனும் தள நிலைமையை அறிய வேண்டுமென ஆர்வம் கொண்டு இலங்கைக்கு விஜயம் மேற்கொள்ளவில்லை.

தமிழர் விடுதலைக் கூட்டணி செயலாளர் நாயகம் திரு. அ. அமிர்தலிங்கம் யாழ் மாவட்டசபை தலைவர் திரு எஸ் நடராசா, யாழ்மேயர் திரு. பொ.சிவபாலன், அரசியற் சட்ட வல்லுனர் கலாநிதி நீலன்திருச்செல்வம், யாழ் நகர மேயர் சறோஜினி யோகேஸ்வரன் இன்னும் பல அரச அதிகாரிகள் கல்விமான்கள், தலைமை ஆசிரியர்கள், ஆசிரியர்கள், பாராளுமன்ற உறுப்பினர்கள், உள்ளுர் அரசியல் வாதிகள் இது போன்று இன்னும் பல பிரமுகர்கள் உம்மால் படுகொலை செய்யப்பட்டுள்ளனர். உமது கொலைகள் தமிழ் தலைமையில், பெரும் இடைவெளியை ஏற்படுத்தியது. உயர் மட்ட தலைவர்கள் பலர் கொலை செய்யப்பட்டமையால் தமிழர் மத்தியில் காளான்கள் போல பல புதிய தலைவர்கள் உருவானார்கள். எக்குழுவினருடனும் முரண்படாது செயற்பட்ட மிதவாதக் கட்சியான தமிழர் விடுதலைக் கூட்டணியை கூட நீர் விட்டுவைக்கவில்லை. சில கூட்டணி தலைவர்களை கொன்றீர். ஏனையவர் சிலரை பாராளுமன்ற பதவியைக் கொடுத்து விலைக்கே வாங்கி விட்டீர். எந்த ஒரு சிங்களவராலோ அல்லது இஸ்லாமியராலோ என்றும் ஒருவித தீங்கும் விளைவிக்கப்படாத இந்த தமிழ் தலைவர்களை, பூரணமாக அற்றுப் போகச்செய்ய அந்த தமிழ் தலைவர்கள் உமக்கு என்ன தீங்கு செய்தார்கள்? இஸ்லாமியரான, இந்து சமயத்தில் மிக பாண்டித்தியம் பெற்றிருந்த மன்னார் அரச அதிபராய் இருந்த என் நண்பன் ஜனாப் மக்பூல் அவர்களை நினைத்து இன்னும் அழுகின்றேன அவரைக் கொனறதாலேயோ, அல்லது ஒரு சிங்களவர் இஸ்லாமியர் எதுவித தீங்கு விளைவிக்க எண்ணாத மற்றத்தலைவர்களை கொன்று என்ன இலாபத்தை அடைந்தீர் படிப்படியாக உமது பெறுமதியினை இழந்ததைத்தவிர. தமிழ் மொழியை தாய் மொழியாகக்கொண்ட இஸ்லாமிய சகோதரர்களை 10ம் திகதி நபிகள் நாயகம் (ஸல்) அவர்களின் பிறந்த தினத்தைக்கூட கொண்டாடவிடாது 15 அப்பாவி மக்களை பலி எடுத்தும் 40க்கு மேற்பட்டோரை காயப்படுத்தியும் உள்ளீர். இப்போதாவது உமது இரத்த வெறி அடங்கியதா? எப்படியேனும் ஓர் இனக்கலவரத்தை ஏற்படுத்தவேண்டுமென நீர் எடுத்துவரும் முயற்சியில் இதுவும் ஒனறு. உமது பொறிக்குள் இனியும் இந்நாட்டு மக்கள் விழத்தயார் இல்லை என்பதை உணர்ந்து கொள்ளவும்.

எத்தனை அப்பாவி சிங்களவர்கள், தமிழர்கள் இஸ்லாமியர்களை நீர் இரத்தத்தால் குளிப்பாட்டியுள்ளீh? பள்ளி வாசல்களில் தொழுகையில் ஈடுபட்டிருந்த அப்பாவி இஸ்லாமிய சகோதரர்களை ஒரு தடவைக்கு மேல் படுகொலை செய்துள்ளீர். பௌத்த மதத்தினருக்கு மிகவும் புனித நகராகிய அனுராதபுரத்தில் வைத்து பௌத்த யாத்திரிகளை படுகொலை செயதீர். உலகப் பிரசித்த பெற்ற புத்த பெருமானின் புனித தந்தங்களை கொண்டுள்ள கோவிலை அழிக்க முற்பட்டீர். ஓர் பேரூந்தில் நிறைந்திருந்த பௌத்த குருமாராக பிரதிக்கினை செய்யப்பட்ட சிறுவர்களை படுகொலை செய்ய உமது உள்ளம் எவ்வாறு இடம் கொடுத்தது? வட பகுதியில வாழ்ந்த இஸ்லாமிய சகோதரர்களை ஈவு இரக்கமின்றி அவர்களின் சகல சொத்துக்களையும் பறிமுதல் செய்துவிட்டு வெறும் 500 ரூபா கொடுத்து வெளியேற்றினீர் எல்லைக் கிராமங்களில் வாழ்ந்த சிறு பாலகர்களைத்தன்னும் விட்டுவைத்தீரா? பல அப்பாவி சேனை விவசாயிகளை காரணமின்றி சுட்டுத்தள்ளினீர்.

எத்தனை கிளைமோர் பொறி, நிலப் பொறி, கைக்குண்டு தாக்குதல்கள் மூலம் பல்லாயிரக்கணக்கான பெருமளவு அப்பாவி சிங்கள மக்களையும் அவர்களுடன் அப்பாவி தமிழர்களையும் இஸ்லாமியர்களையும் கொன்று குவிக்க காரணமாக இருந்திருக்கின்றீர். எத்தனை வாழ்விழந்த ஆண் பெண்கள் எத்தனை அநாதைகள் ஆகியோரை உருவாக்கியுள்ளீர் எத்தனை பேரை கால, கைகளை கண்பார்வையை இழக்க செய்துள்ளீர் எத்தனை பணக்காரர்களை ஒரே இரவில் ஓட்டாண்டியாக்கியுள்ளீர். அவர்களுக்கு எதைத்தான் விட்டுவைத்துள்ளீர் அவர்களின் விவசாயமும் கைத்தொழிலும் எங்கே?. அவர்கள் வீடுகள் வீட்டுத் தளபாடங்கள் வாகனங்கள் எல்லாம் எங்கே?. அவர்களின் கல்வி எங்கே? அத்தனையும் அழிந்து விட்டன. இதுதான் ஊழ்வினையா? என மக்கள் கேட்கின்றார்கள் அப்படியாயின் உமது கட்டுப்பாட்டின் கீழ் வாழ்ந்த, இத்தனை துன்பங்களை அனுபவித்த மக்களுக்கேன் இந்த நிலை வரவேண்டும் என, பிற நாட்டிலிருந்து பண உதவி செய்து, இத்தனையும் செய்ய உமக்கு உற்சாக மூட்டிவிட்டு, தம் வாழ்க்கையை மகிழ்ச்சியாக கொண்டாடும் எமது வெளிநாட்டு உறவுகளிடம் நான் கேட்கின்றேன். இந்த அப்பாவி மக்களுக்கு ஏற்பட்ட நஸ்டத்தை யாராலும் கணக்கிடமுடியுமா? உமது கட்டுப்பாட்டில் வாழ்ந்த காலத்தில் அனுபவித்த கொடூரங்களை யாராலும் விபரிக்கமுடியுமா? இதெல்லாம் முடிந்த கதை. நடந்தது நடந்ததுதான். ஆனால் அதற்கு பரிகாரமாக சிலவற்றை நீர் தாமதமின்றி செய்தால் பலவிடயங்களில் முன்னேற்றம் காணமுடியும். தாங்கள் வைத்திருந்த இப்போது முழுக்க இழக்கும் தறுவாயில் உள்ள சில பொருட்களையேனும் மீட்டெடுக்கலாம் அல்லவா.

இவையும் இன்னும் பல விடயங்கள் நடந்துவிட்டன் உமது செயற்பாடுகள் பல தொகுப்புக்களாக எழுதலாம் அவற்றின் சுருக்கத்தின் ஓரு துளியே நான் எழுதியுள்ளவை. உமது அழிவுச் சாதனை கோடானுகோடி பெறுமதியான எமது மக்களின் உடமைகளுக்கும், உயிர்களுக்கும் பெரும் சேதத்தை விளைவித்துள்ளது. தம் வீடுகளைவிட்டு இடம் பெயர்ந்த மக்கள் மீளச்சென்ற போது எதையும் காணமுடியவில்லை. எனது கிளிநொச்சி வீட்;டில் கூட எதுவும் இருக்கவில்லை. ஒவ்வொரு தடவையும,; இடம் பெயர்ந்து சென்ற மக்கள் தம்முடன் எடுத்துச் செல்லக்கூடியவற்றை மட்டுமே எடுத்துச்சென்றனர். திரும்ப வீட்டுக்கு வந்த போது எதுவும் கிடைக்கவில்லை; மன்னார் தொடக்கம் உமது கட்டுப்பாட்டுப் பிரதேசத்தில் வாழ்ந்த மக்கள் தமது உடமைகள் அத்தனையையும் கைவிட்டுவிட்டே சென்றனர். அதே போலவே வவுனியா, கிளிநொச்சி, முல்லைத்தீவு மக்களுக்கும் நடந்தது. இதுவே கிழக்கு மாகாண மக்களுக்கும் நடந்தது. இவ்வாறு இடம் பெயர்ந்த மக்கள் புதிதாக தற்காலிகமாக வவுனியா முல்லைத்தீவு மாவட்டங்களில் அமைக்கப்பட்ட வீடுகளில் குடியமர்த்தப்பட்டுள்ளனர். அவர்கள் எப்போது வீடுகளுக்கு திரும்புவார்களோ தெரியாது. அதற்கு பல மாதங்கள் அல்லது வருடங்கள் கூட ஆகலாம். ஆனால் அவர்கள் தம் வீடுகளுக்கு திரும்பும்போது அங்கே எதுவும் இருக்கப்போவதில்லை.

நான் எழுதிய கடிதங்கள் உம்மிடம் இருப்பின், அல்லது நான் எழுதியது உமக்கு ஞாபகம் இருப்பின,; உமது முன் சிந்தனையற்ற செயற்பாடுகளின் விளைவுகள் புரியும். ஆயுதங்களை கைவிட்டு பேச்சுவார்த்தைக்கு போகுமாறு எத்தனை தடவை மன்றாடி கேட்டிருந்தேன். ஏதாவது ஒரு கட்டத்திலேனும் எனது புத்திமதிகளைக் கேட்டு சரியாக செயற்பட்டிருந்தால் எல்லாத்தமிழ் மக்களுக்கும் ஏதாவது மிஞ்சி இருந்திருக்கும். இப்போது கால் நூற்றாண்டுக்குமேல் ஆயுதப் போராட்டம் நடத்தி பல்லாயிரக்கணக்கான மக்களை பலி கொடுத்து எம் அனைவரையும் ஓட்டாண்டியாக்கியதுதான் மிச்சம். வட பகுதி மக்களில் எத்தனை பேர் தம் உடமைகள் அனைத்தையும் இழந்த நிலையில் இன்று உணவுப் பொட்டலங்களை பெற வரிசையில் காத்து நிற்கின்றனர். எனது ஞாபகத்துக்கு எட்டியவரையில் வன்னிப் பகுதியில் பிச்சைக்காரரை நான் சந்தித்ததே இல்லை.

நீர் நினைத்தது போல், அத்தனையும் நடக்கும் என எதிர் பார்க்கவேண்டாம். அடுத்து வரும் சில நாட்களில் எதுவும் நடக்கலாம். மேலும் மேலும் மக்கள் பசியாலும் தாகத்தாலும் மடியக்கூடும். பசிக்கெர்டுமையால் ஏற்கனவே 13 பேர் இறந்துவிட்டதாக தெரிய வருகின்றது. இத்தகைய சூழ்நிலையில் பெரும் தொற்று நோய் கூட பெருமளவில் ஏற்படலாம். வன்னி மக்களுக்கு, பெரும் அனர்த்தம் கூட எதிர் பாராமல் நடக்கலாம் என எச்சரிக்கையாக இருக்கவும். இப்போது உமது கட்டுப்பாட்டுக்குள் அப்பாவி மக்களை வைத்திருப்பதனால் என்ன இலாபத்தை அடைகிறீர். அங்கே உம்மிடம் மூன்று இலட்சத்திற்கு மேற்பட்ட ஆண் பெண் பிள்ளைகள் ஆகியோர் உள்ளனர். அவர்களில் அநேகர் நோயாளிகளாகவும் காயப்பட்டவர்களாகவும் உள்ளனர். சிலர் முதியவர்களாகவும நலிந்தவர்களாகவும் உள்ளனர். பல ஆண்டுகள் நீர் தொடர்ந்து போரிட்டாலும் உமது தற்போதய நிலைமைக்கு உம்மால் வர முடியுமென நான் எண்ணவில்லை. யுத்தம் முடிந்து விட்டது என்றே எம்மால் உணர முடிகிறது. இப்போது நடப்பதெல்லாம் 81000 குடுமபத்தினர் திணித்து வைக்கப்பட்டு வாழும் சிறுபகுதியை, துடைத்தெடுத்து அப்பகுதியில் யுத்ததிற்கு முற்றாக முடிவு கட்டும் பணியே நடக்கின்றது காலவரையின்றி இம் மக்களை தடுத்துவைத்திருப்பதால், எதுவித பலனும் ஏற்படப்போவதில்லை. உமது குழுவினரின் எதிர்காலம் கூட பாதுகாப்பற்ற நிலைதான். அவர்களையும் இழப்பதைவிடுத்து, தயவு செய்து புத்திசாலித்தனமாக அவர்களைக் காப்பாற்றவும். அவர்கள் அனைவரையும் சரணடையவைத்து பொதுமன்னிப்பு மூலம் காப்பாற்றலாம். அத்துடன் உமது இயக்கத்தை கலைத்துவிட்டு, இராணுவத்திடம் சரணடையவும். அவர்களைக்காப்பாற்ற இதுவும் ஒரு வழியாகும்.

உமது குழுவைப் பிரதிநிதித்துவப்படுத்துவதாக கூறிக்கொண்டு, உமக்கு முறையான புத்திமதி கூறத்தவறியவர்களும், தமிழ் நாட்டில் சில தலைவர்களால் மிகத்தவறாக வழிநடத்தப்பட்ட மக்கள் சிலரையும், தவிர முழு உலகமும் உங்களுக்கு மாறாக திரும்பிவிட்டது. மக்களை மிக மோசமாக நடத்துகிறீர் என சர்வதேச சமூகம் உம்மீது குற்றம் சுமத்துகிறது. உமது செயற்பாடுகளை ஐக்கிய நாடுகள் சபையும், ஐரோப்பிய ஒன்றியமும் வன்மையாக கண்டித்துள்ளன. ஐக்கிய நாடுகள் சபையின் மனித உரிமைகளுக்கான உயர் ஸ்தானிகர், மனித உரிமை கண்காணிப்பு அமைப்பு போன்ற பல அமைப்புகள்கூட நீங்கள் அப்பாவி மக்களை பலாத்காரமாக தடுத்துவைத்திருப்பதாகவும் குற்றஞ்சாட்டியுள்ளன. பல்வேறு நாடுகளின் தலை நகர்களில் ஒன்றுகூடிய மக்களஎம்மக்களை விடுவிக்கவேண்டுமென கேட்டார்களேயன்றி, உமக்காக பேசவில்லை. உமக்கு அவர்கள் விடுத்த செய்தி எமது மக்களை விடுவிக்கவேண்டும் என்பதே. தமிழ் மக்களை காப்பாற்றும் முழுப்பொறுப்பும் இப்போது உமது கையிலேயே.. அவர்களை இந்த நிலைக்கு ஆளாக்கியவர் நீரே. ஆகவே எதுவித தாமதமும் இன்றி மக்கள் எங்கே போக விரும்புகிறார்களோ அங்கே போக அனுமதிக்கவும். உம்மை ஆண்டவனின் பெயரால் கேட்கின்றேன் தயவு செயது, சுயநலத்துடன் செயற்படும் உமது இடத்தை பிடிக்க, ஆவலுடன்காத்திருக்கும் அரசியல் கழுகுகளிடம் மக்களை பாரம் கொடுத்து, போதிய கஸ்டங்களை அனுபவித்த மக்களின் துன்பமான வாழ்க்கையை மேலும் நீடிக்கவிடாது, சுதந்திரமாக வாழவிரும்பும் மக்களை அவர்கள் வழியிலேயே விட்டுவிடுங்கள். துப்பாக்கிகளை திரும்பி பார்க்கவே அவர்கள் இப்போது விரும்புகிறார்கள் இல்லை விளையாட்டு துப்பாக்கிகள் உட்பட.

இக்கட்டத்திலேனும் துப்பாக்கிகளை கைவிட்டு, யுத்தத்தை முடிவிற்கு கொண்டுவரவும். சாவதேச ஆதரவுடன் கண்ணிவெடிகளை அகற்ற அதிககாலம் எடுக்காது. விரைவில் வன்னிப்பகுதிமக்கள் தமது இல்லங்களுக்கு திரும்பி, எஞ்சியுள்ள தமது பொருட்களையும் மீட்டெடுக்க முடியும். இப்போது கூட நீர் எனது புத்திமதியை கேட்கத்தவறின், ஏற்கனவே மக்கள் இழந்தது போக அவர்களின் எஞ்சியுள்ள பல்லாயிரம் கோடி பெறுமதியான சொத்துக்களை அவர்கள் இழப்பதற்கு நீரே பொறுப்பேற்க வேண்டும். அவர்கள் தமது வீடுகளுக்கு திரும்ப நீண்ட காலமெடுக்குமாயின் அவர்களின் சொத்துக்கள் எதுவும் அவர்களுக்கு இல்லாமல்போய்விடும். இதுவே நான உமக்கு நம்பிக்கை அத்தனையையும் இழந்தநிலையில் விடுக்கும இறுதி வேண்டுகோளாகும். மிக தாழ்மையாக விடுக்கும் வேண்டுகோள். நாம் அனைவரும் சிங்களவர், தமிழர், இஸ்லாமியர் பறங்கியர் மலாயர்கள் உடன் ஏனைய இன மக்களும் சமாதானமாகவும் அமைதியாகவும் ஒன்றுபட்ட ஐக்கிய இலங்கைக்குள் சம உரிமையுடன் வாழவேண்டும் என்பதே. இந்த நாட்டீன் அமைதியை குலைத்த நீரே நிரந்தர சமாதானத்தையும் தரக்கூடிய தனி நபராகும்.

ஓர் இடைக்கால ஒழுங்காக, அரசை யுத்தத்தை நிறுத்துமாறு கேட்காது, நீரும் பதிலுக்கு அதேபோல் நடக்க சம்மதித்தால், விமான தாக்குதல், செல் அடித்தல், பீரங்கித்தாக்குதல் முதலியவற்றை நிறுத்தினால் பாதிப்புக்குள்ளாவோரின் எண்ணிக்கையை வெகுவாகக் குறைக்கலாம். அப்படியானதோர் நிலையில் அரசாங்கத்தை போதிய உணவு வகைகளையும் மருந்துவகைகளையும் மக்களுக்கு அனுப்புமாறு கேட்டுக்கொள்ளலாம். உமது பங்கிற்கு நீர் செல் அடிகளையும் பீரங்கித்தாக்குதல்களையும் உடன் நிறுத்தவேண்டும்.

THE LAST CHANCE TO SAVE OUR PEOPLE.

The curse of over three hundred and thirty thousand people belonging to about 81000 families, kept by you under compulsion, will not let you live in peaces and it will follow you and your heirs for many more generations to come. Those who support you even now will not be spared. Please change your mind atleast now and release those detained, to freedom. People have started dying of starvation for which you should take the responsibly.

Out of sheer desperation only, I am writing to you this time, an open letter, since your where-abouts are not known. I want to ask you whether, atleast at this stage, you are not going to undo some of the things that you had done. As usual I am not expecting a reply from you, but I honestly believe that you will take some positive steps to save the people whom you have brought to this state. It is very unfortunate that you had not taken any of my letters seriously, all of which were written with good intentions, although most of them had been very critical of your activities and those of your cadre. I did not have any selfish intention in doing so and also did not act as anybody’s agent. I never supported your armed struggle and firmly believed only in non-violence. I still believe that we could have sorted out matters in a non-violent way, without antagonising anybody. The criticism I had been leveling against you, mainly had a duel purpose. One, I thought by systematically pointing out your mistakes I could bring you into the democratic process. You will remember how I had been even assuring our support to you for the peace process, without asking for any positions for us. The other purpose was to liberate the Tamil people who had been subjected to live under constant fear and tension and undergo untold hardship, for almost quarter of a century, under your control. In the process I am sure I would have hurt you to the maximum and earned your displeasure and the wrath of your cadre. I did not mind it. I was prepared to face any risk to my life, since I was convinced that my mission was not self-centred but very genuine and honest. I am sure you will appreciate this stand of mine as it reflects my genuine concern for the welfare of the Tamil People. The humiliations and the embarrassment I suffered for taking this stand through the print and electronic media supportive of you, all over the world, were far beyond a man’s limit of tolerance and although very de-meaning I had to face them.

I very politely ask you, to take your thoughts back to the days when you were involved in a series of assassinations of political personalities like Hon. Rajiv Gandhi, Ex-Prime Minister of India, President R. Premadasa, Presidential Candidate Gamini Dissanayake and several Ministers and Members of Parliament along with him and the attempted assassination of President Chandrika Bandaranayake Kumaratunga. What did you gain by those acts? You only earned the hatred of the whole of India including Tamil Nadu and also the wrath of the Sinhalese. The recent uprising in Tamil Nadu on the Sri Lankan issue is only a political ruse for political gains. Inspite of my repeated requests, not a single leader from Tamil Nadu ever bothered to pay a visit to Sri Lanka to study the ground situation.

A large number of prominent Tamil leaders like Mr. A. Amirthalingam, Secretary General of the TULF, Jaffna D.D.C. Chairman Mr. S. Nadarajah, the Mayor of Jaffna Mr. P. Sivapalan, a great constitutional Lawyer Dr. Neelan Thiruchelvam, the Mayoress of Jaffna Mrs. Sarojini Yogeswaran and a long list of Public Servants, Academics, Heads of Schools, Teachers, Parliamentarians, Local Politicians and many such others had been assassinated by you. Your killings created a big vacuum in the Tamil leadership. Killing of top rankers gave way for the emergence of many leaders among the Tamils. Several new leaders cropped up like mushrooms. You did not even spare the TULF, the only moderate party that functioned without confronting any other groups. You killed some of the TULF leaders and bought over some others with the offer of seats in Parliament. What harm did the Tamil leaders do to you for you to drain out the entire leadership of the Tamil people, none of whom was ever harmed by any Sinhalese or Muslim? I still weep for a Muslim Government Agent for Mannar Mr. M. Macbool a good friend of mine and an authority on Hinduisms, assassinated by you. What did you gain by his killing or by the killings of the others whom a Sinhalese or a Muslim never dared to touch? You only lost your credibility day by day.

Tamil Language is the mother tongue of the Muslims also. You did not allow them even to celebrate the National Milad-ud-Nabi festival peacefully and had 15 innocent civilians killed and over forty seriously injured. Atleast now have you quenched your thirst for blood. This is one such attempt of yours to spark off a communal riot. Please don’t have hopes that you will ever succeed in making the people of this country fall into your trap.

How many innocent Sinhalese, Tamils and Muslims to whom you had given blood bath. You had massacred innocent Muslims while they were praying in mosques more than once. You had massacred Buddhist pilgrims at Anuradhapura the most sacred place for Buddhists. You tried to destroy the world famous temple of the Sacred Tooth in Kandy. You had the heart to massacre a bus load of children who had ordained themselves as Buddhist priests. You mercilessly drove away all the Muslims from the North compelling them to take only Rs. 500 each and to leave behind all their possessions. You did not spare even infants at the border villages. You had gunned down several innocent chena cultivators for no reason.

How many clay-more mine, land mine and hand-grenade attacks you were involved in to take the lives of several thousands of innocent people, mainly Sinhalese, along with Tamils and Muslims? How many widows, widowers and orphans you have created in all communities? How many had lost their limbs and eye sights? How many rich had become paupers over-night? What did you spare for them? What happened to their agriculture and industry? What had happened to their houses, house hold items and their vehicles? What happened to their education? Every thing is lost. Is this retribution? – people are asking. If so why should that happen to innocent people who had been under-going all these hardships living under your control, while the expatriates who had been encouraging you with financial assistance to do all these, are enjoying life. Can one assess the losses sustained by these innocent people and describe the agony they under went during your control. All that is now over. What is done cannot be undone but there are remedial steps if taken by you without further delay, a lot of things can be sorted out. It will be a great relief for the people who are now on the verge of losing even the little things that they left behind, to save them.

All these and many more things had happened. When even an abridged version of your activities will run into several volumes, what I have written here is just like a drop in the ocean. Your destructive activities would have cost our people hundreds of billion rupees. Did you ever realize that the people who got displaced in the past found nothing left in their homes. I found nothing in my house in Kilinochchi. Every time the people got displaced they took with them only what they could carry, leaving behind all the rest of their belongings and on return hardly found anything left. The entire Tamil population that lived in areas under your control starting from Mannar had to abandon all their belongings when displaced. It is the same with the people of Vavuniya, Kilinochchi and Mullaitheevu. This is exactly what happened in the East. Some of the displaced are brought and accommodated in a few newly constructed temporary villages in the Vavuniya and Mannar District. When they will get back to their respective homes, is not known. It may take many months or even years. When they get back they will find nothing left.

If by any chance the letters I wrote to you are available with you or if you can recollect what I wrote, you will realize your folly. How many times I pleaded with you to lay down the arms and go for negotiations. If at some stage you had taken my advice in the right perspective all the Tamil people would have had something left. Now after fighting for over quarter of a century and sacrificing thousands of lives you have made every one of us paupers. How many people in the North, having lost all their possession, have to fall in the queue to collect food parcels? To my recollection Vanni did not have any beggars.

Please don’t take things for granted. Anything can happen during the next few days. More and more people may die of thirst and hunger. Already 13 people had been reported dead due to starvation. In a situation like this out-break of an epidemic cannot be ruled out. Be warned of any unforeseen disaster falling on the inmates of Vanni.

Now what do you gain by keeping innocent people under your compulsion. There are over three hundred thousand men, women and children. Many are sick and wounded. Some are feeble and old. I do not think that you will ever regain your position even after many years of fighting. As far as we could see the war is over. What is happening today is mopping up and winding up operations in a small area where 81000 families had been squeezed into. Detaining these people indefinitely will not help you in any way. The future position of your entire group is also highly insecure. Rather than losing all of them please come to your senses and save the remaining members of your cadre. Please surrender them and all of them can be saved under a general amnesty. Also disband your organization and surrender to the forces. This is one way by which you could save them.

Except those who claim to represent you, who never gave you proper advice and some people in Tamil Nadu, thoroughly mis-led by some political leaders, the whole world has turned against you. You are being accused by the International Community of ill-treating the people. The UN and the EU have condemned your action. The UN High Commission for Human Right and Organisations like the Human Right Watch also have accused you of compulsorily detaining the innocent people. The gathering of Tamils in important cities all over the world had demanded that the Tamils should be saved and they did not speck for you. The message for you is to release our people. The responsibility of saving the Tamils is now entirely in your hands. You should feel more for them, because it is you who have brought them to this state. Hence without any more delay please allow the people to go any where they want to go. For heaven’s sake don’t hand them over to the self centred political hawks who are awaiting to take your place and prolong the agony of all Tamil people who had suffered enough and now want to be free. They don’t want to see the sight of a fire arm any more, not even a toy pistol.

If atleast at this stage you give up your arms and put an end to the war, clearing the landmines with International support won’t take much time and very soon people of Vanni can get back to their homes and salvage what is still left of their belongings. If you do not listen to my advice atlease now, you should take the blame for the loss of properties of these people, if taken together, will be worth several hundred billions in addition to what they had already lost. Long delay in these people going back to their places of residence will result in their finding nothing left in their houses. This is my desperate call to you and perhaps the last too. I humbly beg of you to concede to my request and bring back peace to all of us Sinhalese, Tamils, Muslims, Burghers, Malays and all the other ethnic groups, so that all of us can live in peace and tranquility as equals in a United Sri Lanka. You are one who destroyed peace and you are the only one who can bring permanent peace to all of us.

As an interim arrangement I suggest that without asking the Government to stop the war, if you agree to act reciprocally we suggest to the Government Forces to stop aerial bombing, artillery attack and shelling which will bring the casualties to the very minimum. In such a situation a request can be made to the Government to send sufficient food and drugs for the people’s survival. You also in turn should stop artillery attack and shelling.

TULF CONDEMNS SUICIDE BOMB ATTACK IN A PLAC OF WORSHIP

Tulf condemns suicide bomb attack in a place of worship.

The Tamil United Liberation Front very strongly condemns the suicide attack on a religious precession in which the Chief Guest and other Guests were being taken to the Mosque where a function was organized to celebrate the National Milad-ud-Nabi festival. This is yet another incident in which the LTTE had shown its thirst for blood. The LTTE is now a frustrated lot. They will not leave one stone unturned to show the world their atrocious character. Day by day they are losing their credibility and the whole world is fast changing their attitude against the LTTE. Even the little support they had internationally has now gone to the rock bottom. This is the time the country must unite irrespective of political, racial and religious differences and work together to destroy them. This should be the only agenda on which all should work, by closing ranks.

This is another attempt of the LTTE to spark off a communal riot. We should prove that they will fail not only in this attempt but will also fail in all future attempts. I have a special massage for my Muslim brothers. We have got to learn some thing from our Sinhalese brothers. All acts of the LTTE are so provoking that they are beyond a man’s limit of tolerance. Yet we have to restrain ourselves without playing into the hands of the LTTE.

I express my deepest sympathies for the families that lost valuable lives and had many injured. I also convey my deepest sympathies to the Sri Lanka Freedom Party and the Communist Party of Sri Lanka both of which had lost very progressive and young leaders representing the people in Various Local bodies and to the kit and kin and also to their constituents who loved them dearly. I pray to god for the early recovery of all those injured Civilians, Members of Political Parties and the Hon. Minister Maninda Wijesekara.

May all these souls for whom I have the greatest respect, rest in peace.

தேசிய மீலாத் விழாவில் பங்கு பற்ற ஊர்வலமாக அழைத்துசெல்லப்பட்ட பிரதம விருந்தினரையும் ஏனைய விருந்தினர்களையும் தாக்கி 14 பேரை பலி எடுத்தும் 40 பேரை கடும் காயத்திற்கும் உள்ளாக்கிய சம்பவத்தை தமிழர் விடுதலைக் கூட்டணி வன்மையாகக் கண்டிக்கின்றது. தமது இரத்த வெறியை விடுதலைப் புலியினர் மேலும் ஒரு சம்பவத்தில் காட்டியுள்ளனர். மிகவும் விரக்தியடைந்த நிலையில் தமது கொடூரத்தை வெளிப்படுத்த கிடைக்கக்கூடிய சந்தர்ப்பம் ஒன்றைத்தன்னும் நழுவ விட அவர்கள் தயார் இல்லை. தினம் தினம் தமது செல்வாக்கை இழந்து கொண்டு போகும் விடுதலைப் புலிகள் மீது சர்வதேச சமூகமும் அவர்கள் மீதுள்ள நல்ல எண்ணத்தை மாற்றி வருகின்றனர். சர்வதேச சமூகத்தின் மத்தியில் அவர்களுக்கு இருந்த அற்ப சொற்ப ஆதரவு கூட தற்போது அடிமட்டத்திற்கு போயுள்ளது. அரசியல் இன,மத பேதங்களை மறந்து விடுதலைப் புலிகளை பூண்டோடு ஒழிக்க இந்த சந்தர்ப்பத்தில் அனைவரும் ஒற்றுமைப்பட வேண்டும். வேற்றுமைகளை மறந்து இதை ஒரு குறிக்கோளாகக் கொண்டு செயற்படவேண்டும்.

இச்சம்பவம் மேலும் ஓர் இனக் கலவரத்தைத் தூண்ட விடுதலைப் புலிகள் எடுக்கும் முயற்சியாகும். இந்த சந்தர்ப்பத்தில் மட்டுமல்ல எதிர்காலத்திலும் இத்தகைய முயற்சிகளில் அவர்கள் தோல்வியே அடைவர். இஸ்லாமிய சகோதரர்களுக்கு நான் விசேட செய்தியைவிட விரும்புகின்றேன். சிங்கள சகோதரர்களிடம் இருந்து நாம் கற்கணே;டிய விடயங்கள் உண்டு. மனிதன் பொறுமையின் விளிம்பை தாண்டி, இவர்களுடைய நடவடிக்கைகள் அத்தனையும் கோபத்தை தூண்டுவதாகவே அமைகின்றன. இருப்பினும் நாம் பொறுமையை கடைப்பிடித்து, அவர்களின் சூழ்ச்சிக்கு பலியாகாமல் இருத்தல் வேண்டும்.

பெறுமதி மிக்க பல உயிர்களை பலி கொடுத்தவர்களுக்கும், காயப்பட்டோரின் குடும்பங்களுக்கும் எனது ஆழ்ந்த அனுதாபங்களை தெரிவிக்கின்றேன். சிறிலங்கா சுதந்திர கட்சி, இலங்கை கொம்யூனிஸ்ட் கட்சி ஆகியவற்றைச் சேர்ந்த பல உள்ளுராட்சி மன்றங்களில் மக்களை பிரதிநிதித்துவப்படுத்திய முற்போக்கு இளைஞர்கள் இறந்தும், காயப்பட்டும் உள்ளனர். அவர்களின் உற்றார் உறவினர்களுக்கும் அவர்களை மிக அன்பாக நேசித்த மக்களுக்கும் என்னுடைய ஆழ்ந்த அனுதாபங்கள். படுகாயமுற்ற பொதுமக்களும், அரசியல் கட்சி அங்கத்தவர்களும், கௌரவ அமைச்சர் மகிந்த விஜயசேகர அவர்களும் விரைவில் குணமடைய வேண்டுமென இறைவனைப் பிரார்த்திக்கின்றேன்.

NEED TO ACT WITH EXTREME CAUTION.

I am distressed over the claim of the Security Forces that the final outcome of the Eelam War would be decided within this week and that the next 72 hours will be very crucial for the LTTE. It is not the LTTE that I am worried of. It is the country and the people that I have foremost in my thinking. What Lieutenant General Sarath Fonseka said during a recent briefing to the Forces at the Vavuniya Head Quarters is very relevant in the present context and cannot be overlooked by anybody. He said, “Our progress from now onwards should be made meticulously, taking maximum preventions, keeping the civilian factor in mind at all times”. It is reliably understood that there are over three hundred thousand people trapped in Vanni. The members of the LTTE are fully mixed up with the civilians and are prepared for any eventuality. In a frustrated situation they won’t hesitate to do anything to provoke the Forces to the Maximum. The war cannot be brought to an end in a hurry to please any individual of a political party. Every one will have to act with extreme caution. My strong plea to all concerned is not to give an opportunity to the LTTE to achieve their ambition of seeing the Jallianwalla Bagh incident repeated here so that they can rouse the feelings of the Tamils all over the World and the International Community. What I say is that a group that is using over three hundred thousand people and starving them is not incapable of doing any thing to achieve their end. Jallianwalla Bagh is the incident in which the British Soldiers fired at a peaceful meeting continuously for ten minutes while the trapped Indians screamed for mercy. The 1650 rounds they fired killed and wounded 1516 people.

This incident still remains as a black mark in the history of the British rule in India and became a turning point in their freedom struggle. It is not that I want an incident like that to happen but I don’t want any such thing to happen. Even a small incident like this will help a dying movement to redeem itself.

Kilinochchi and Mullaitheevu Districts had a total population of 420,000 and 105,000 families. We all know that the LTTE always had been giving exaggerated figures. If we take 75 % of that as true these two districts should still have not less than 300,000. If the ID persons of Mannar and Vavuniya now in Mullaitheevu is added to this the total will be still higher. Out of these only about 40,000 had come to Vavuniya. In all probabilities taking into consideration the people who had left Vanni earlier, the present number 330,000 must be correct or nearly correct.

The total requirement of food needed for the 330,000 people is roughly 5000 tons. Most of the people living there are on the verge of starvation. There is obviously an acute shortage of food and drugs that should be met by sending additional stock. It is the Government that had been feeding the LTTE during the past quarter of a century. If the Government wants to save its people, then it should send food and drugs to meet the requirement of all in Vanni, till the people are freed.

To avoid a disastrous situation the forces should be advised to stop aerial bombing, shelling and artillery attacks forthwith. This step should be taken immediately, if your Excellency agree with me that a serious development had taken place in Vanni to warrant your intervention.

ஈழப்போரின் இறுதி முடிவு இந்த வாரத்துக்குள் கிடைத்து விடுமெனவும் அடுத்து வரும் 72 மணித்தியாலயங்களும் விடுதலைப் புலிகளுக்குக் கஷ்டமான காலமெனவும் பாதுகாப்புப் படையினரால் தெரிவிக்கப்பட்ட கருத்து எனக்குப் பெரும் பீதியை உண்டு பண்ணியுள்ளது. நான் விடுதலைப் புலிகளைப் பற்றிக் கவலைப்படவில்லை. எனது சிந்தனையின் முன்னிலையில் நிற்பது எமது நாட்டினதும,; நாட்டு மக்களினதும் அக்கறையே.

அண்மையில் வன்னி இராணுவத் தலைமையகத்திற்கு விஜயம் செய்திருந்த இராணுவத் தளபதி லெப்டினட் ஜெனரல் சரத் பொன்சேகா அவர்கள் வன்னி படை நடவடிக்கைகளை முன்னெடுத்துச் செல்லும் இராணுவ அதிகரிகள் மத்தியில் ஆற்றிய உரையின் ஒரு பகுதி முக்கியமானதுடன் யாரும் புறக்கணிக்கத் தக்கதுமல்ல ';;இந்த நிமிடம் தொடக்கம் எமது முன்னேற்றம் மிக்க அவதானமாகவும் பொதுமக்கள் பாதுகாப்புத் தொடர்பில் கூடிய அக்கறையும் கொண்டதாகவும் அமைய வேண்டும். அவர்களுக்கு மிகவும் பாதுகாப்புக் கொடுக்க வேண்டியதே நமது முன்னுள்ள முக்கிய பொறுப்பாகும”;. ; இவ்வாறு சரத் பொன்சேகா தெரிவித்திருந்தார்.

பொது மக்களுடன் கலந்து செயற்;படும் விடுதலைப் புலிகள் எதற்கும் எதனைச் செய்யவும் தயாராகவுள்ளனர். மிக விரக்தியடைந்த நிலையிலுள்ள அவர்கள் இராணுவத்தினரை தூண்டக் கூடிய செயற்பாடுகளை மேற்கொள்வதற்கு தயங்கமாட்டார்கள். ஏதோ ஒரு அரசியல் கட்சியின் எவரையேனும் திருப்திப்படுத்துவதற்காக யுத்தத்தை விரைவில் முடிக்க முடியாது. ஒவ்வொருவரும் மிக்க அவதானமாகச் செயற்பட வேண்டிய கட்டம் இதுவாகும்.

நான் மிக்க பயத்துடனும் அவதானத்துடனும் சம்பந்தப்பட்ட அனைவரையும் கேட்டுக் கொள்வது யாதெனில், விடுதலைப் புலிகள் தமது அபிலாஷைகளைப் பூர்த்தி செய்வதற்கு உதவும் வகையில் “ஜாலியன்வாலா பாக்” இல் நடந்த சம்பவம் போன்ற ஒன்றை உருவாக்க முயற்சிக்க வேண்டாம் என்பதேயாகும். அவ்வாறு செய்தால் அத்தகைய ஒரு சம்பவத்தை வைத்து ; சர்வதேச சமூகத்தையும் உலகளாவி வாழும் தமிழர்களையும் தூண்டிவிட ஒரு சந்தர்ப்பத்தை அவர்களுக்கு வழங்கியதாக முடிந்துவிடும். மூன்று இலட்சத்துக்கும் மேற்பட்ட தமிழர்களை தமது தேவைக்காகத் தடுத்து வைத்துப் பட்டினி போடும் ஒரு குழு தமது அபிலாஷைகளை நிறைவேற்ற எதனையும் செய்யக்கூடியவர்களாக இருப்பார்கள். “ஜாலியன்வாலா பாக்” சம்பவத்தில்தான் 10 நிமிடங்களில் 1550 துப்பாக்கி ரவைகளை உபயோகித்து கதறக் கதற 1516 இந்திய மக்களை பிரித்தானிய ஆட்சிக் காலத்தில் சுட்டுத் தள்ளியும் காயப்படுத்தியும் இருந்தனர்.

இந்தச் சம்பவமானது பிரித்தானியரின் இந்திய ஆட்சி வரலாற்றில் ஒரு பெரும் கரும் புள்ளியாகவும் இந்திய மக்களின் சுதந்திரப் போராட்டத்துக்கு திருப்பு முனையாகவும் அமைந்தது. இவ்வாறானதொரு சம்பவம் எமது நாட்டில் நடக்க வேண்டுமென்று நான் விரும்பவில்லை. அப்படி ஏதும் நடந்து விடக் கூடாதென்பதே எனது பிரார்த்தனையாகும். ஒரு சிறிய சம்பவம் கூட அழிந்து போய்க் கொண்டிருக்கும் ஓர் இயக்கத்துக்கு புது வாழ்வளிப்பதற்கான வாய்ப்பை ஏற்படுத்திக் கொடுக்கலாம். கிளிநொச்சி, முல்லைத்தீவு ஆகிய மாவட்டங்களில் மொத்தம் ஒரு இலட்சத்து ஐயாயிரம் குடும்பங்களைச் சேர்ந்த நான்கு இலட்சதது இருபதினாயிரம் மக்கள் வாழ்கிறார்கள். விடுதலைப் புலிகள் எதனையும் மிகைப்படுத்திக் கூறுபவர்கள் என்பதால் அந்த எண்ணிக்கையில் எழுபத்தைந்த வீதத்தை மட்டும் எடுத்துக் கொண்டாலும் அங்கு 3 இலட்சத்துக்கு மேற்பட்டவர்கள் வாழவேண்டும். மன்னார், வவுனியாவிலிருந்து இடம்பெயர்ந்த மக்களின் எண்ணிக்கையையும் சேர்த்தால் இத்தொகை மேலும் அதிகரிக்கும். இவற்றில் சுமார் நாற்பதினாயிரம் மக்களே வவுனியா வந்துள்ளனர். ஏற்கனவே வெளியேறியவர்களையும் சேர்த்துக் கணித்தால் 3 இலட்சத்து 30 ஆயிரம் மக்கள் கட்டுப்பாட்டுப் பிரதேசத்தில் உள்ளனரென்பது சரியாக இருக்கலாம்.

மூன்று இலட்சத்து முப்பதாயிரம் மக்களுக்குத் தேவைப்படும் உணவுப் பொருட்;கள் ஏறக்குறைய ஐந்து ஆயிரம் தொன் ஆகும். அங்கே வாழும் அநேக மக்கள் மிகப் பட்டினியான நிலைக்குத் தள்ளப்பட்டிருக்கின்றனர். உண்மையில் அங்கு உணவு,மருந்துப் பொருட்களுக்குப் பெரும் தட்டுப்பாடு ஏற்பட்டுள்ளமையால் அதை நிறைவேற்ற உடன் நடவடிக்கை எடுக்க வேண்டும். கடந்த கால் நூற்றாண்டு காலமாக விடுதலைப் புலிகளுக்கு உணவளித்து வந்தது அரசாங்கமே. அங்கே உள்ள மக்களை அரசாங்கமே காப்பாற்ற வேண்டுமென்பதால் அங்குள்ள மக்களின் தேவைக்கேற்ப அவர்கள் விடுவிக்கப்படும் வரை போதியளவு உணவு மற்றும் மருந்து வகைகள் அனுப்பப்பட வேண்டும்.

மிக பயங்கரமான நிலைமை தவிர்க்கப்படுவதற்கு இராணுவத்தினர் விமானம் மூலம் குண்டு பொழிவதனையும் ஷெல், பீரங்கி மூலம் தாக்குவதனையும் உடன் நிறுத்த வேண்டும். இப்படி ஒரு அவல நிலை ஏற்பட்டுள்ளதென்பதனை ஜனாதிபதி அவர்கள் ஏற்றுக் கொண்டால் உடனடியாக தலையிட்டு இந்த அவல நிலையை நிறுத்த முன்வரவேண்டும்.

பல ஆண்டுகள் தம்வசம் இருந்த ஆயுதங்களை கைவிடுவதாக தமிழ் மக்கள் விடுதலைப் புலிகள் எடுத்த சரித்திர முக்கியத்துவம் வாய்ந்த தீர்மானத்தை தமிழர் விடுதலைக் கூட்டணி மகிழ்ச்சியுடன் வரவேற்கின்றது. இத்தகைய ஓர் முடிவை எடுக்க வழி வகுத்த கட்சியின் தலைவர் சிவநேசதுரை சந்திரகாந்தனுக்கே இப்பெருமை உரியதாகும். இம்முடிவு கிழக்கு மாகாண மக்களுக்கு பெரும் மகிழ்ச்சியை நிச்சயமாகக் கொடுக்கும. உண்மையில் ரி.எம்.வி.பி. யினருக்கு விடுதலைப்புலிகளால் உயிருக்கு அச்சுறுத்தல் இருந்தமையால் அன்று அவர்கள் தம் ஆயுதங்களை கைவிட்டிருக்க முடியாது. எனினும் அவர்கள் ஆயுதங்களுடன் நடமாடியது அவர்களுடன் இணைந்து செயற்பட்ட மக்களுக்கும் மகிழ்ச்சியாக இருக்கவில்லை என்பதும் உண்மையே. இப்போதுதான் கிழக்கிழங்கையில் ஜனநாயகம் உதித்துள்ளது. இக்கட்சி தனது பெயரில் உள்ள புலிகள் என்ற சொல்லை கைவிடுவதோடு தம்மிடம் சிறுவர்கள் போராளியாக யாரேனும் இருப்பின் அவர்களையும் உடன் விடுவிக்க வேண்டும். அவர்கள் இனி மக்களுடன் கலந்துரையாடி மக்கள் மத்தியில் ஏற்பட்டிருக்கும் அச்சத்தை போக்கி சகோதரத்துவத்தையும் வளர்க்கவேண்டும்.

தமிழ் மக்கள் விடுதலைப் புலிகள, சகல மக்களும் சகல உரிமைகளையும் அனுபவிக்கின்றார்களா என்பதை கவனிப்பதோடு, வேறு எவரேனும் அவர்களின் உரிமைகளில் தலையிடாது பார்த்துக்கொள்ளவும் வேண்டும். வேறு எந்த குழுக்களும் ஆயுதங்களுடன் இருப்பின் அவர்களை வற்புறுத்தி ஆயுதங்களை கைவிடவைப்பதோடு, தேவை ஏற்படின் அவர்கள் அரச பாதுகாப்பை நாடவைக்கவும் வேண்டும். மிக்க நன்றி தம்பி சந்திரகாந்தன் தொடர்ந்து கடைப்பிடிக்கவும்.

The Tamil United Liberation Front very warmly welcomes the historical decision of the Tamil Makkal Viduthlai Puligal, to do away with the weapons that they had in their possession for several years. The credit goes to its leader Mr. S. Chandrakanthan for guiding his party to take such a decision, which will certainly be a welcome news to the people of the Eastern Province. It is true that the TMVP Members were facing grave risk to their lives from the LTTE and possession of arms for self-defence could not be dispensed with at that stage, but it is also equally true that the civilian population was not feeling comfortable to work with an armed group. The real democracy had dawned in the East only now. The Members of the TMVP should also change the name of the party by dropping the word “Puligal” in their name and also release all child-solders, if they still have any with them. They must now mix up with the people and give them a sense of security and brother-hood.

I strongly urge the TMVP to see that the people enjoy all rights un-interrupted and without the interference of any one. They must also compel every group in their midst to surrender the arms in their possession and seek Government Security if required. Well done Thamby Chandrakanthan! Please keep it up.

பெரும் துயரில் வன்னி மக்கள்

உணவுப் பொருட்களுக்கு பெரும் தட்டுப்பாடு ஏற்பட்டுள்ளமையாலும், பனடோல், விட்டமின் சி இரண்டைத்தவிர வேறு எதுவித மருந்துவகைகளும் இலலாமையால் வன்னிவாழ் மக்களும் நோயாளிகளும் துன்பப்படுவது வேதனைக்குரியதாகும். உலர் உணவுப் பொருட்களும் அத்தியாவசிய மருந்துவகைகளும் விமானமூலம் பொட்டலங்களாக போடப்பட்டு விரைவில் தேவைக்கேற்ப கப்பல்கள் மூலம் போதிய அளவு அனுப்பப்படவேண்டும். ஏறக்குறைய மூன்று இலட்சத்துக்கு மேற்பட்ட மக்கள் வன்னியில் அகப்பட்டுள்ளனர். கிடைத்துள்ள செய்தி நம்பத்தக்கதாகும்.

நடவடிக்கைகளை நிறுத்தவிட்டு திரும்பி பார்க்கவேண்டிய காலம் அரசுக்கு வந்துள்ளது. மேற்கொண்டு தொடராது, தற்போதைய உண்மை நிலவரத்தை கணக்கெடுக்கவேண்டிய அவசியம் அரசுக்கு ஏற்பட்டுள்ளது. தற்போதய வன்னி நிலைமை உற்சாகத்தை தருவதாக இல்லாதது பெரும் துன்பத்தையே தருகின்றது. மக்கள் பட்டினிச்சாவை எதிர்நோக்குவதாக அறிகின்றேன். அதே நேரத்தில் சிலர் பட்டினியால் இறந்துள்ளதாகவும் செய்திகள் வருகின்றன. ஏதோ நச்சுத்தாவரம் சேர்க்கப்பட்ட உணவை உண்ட ஒரே குடும்பத்தைச் சேர்ந்த ஆறு பேர் அதிஸ்டவசமாக உயிர் பிழைத்துள்ளனர். விடுதலைப்புலிகள் தம் கட்டுப்பாட்டு பிரதேசத்திலிருந்து சூனிய பிரதேசத்திற்கு எவரேனும் தப்பிப் போகாதவாறு தடுப்புக் காவல் போட்டுள்ளனர். தப்பியோட முயற்சிப்பவர்களின் முயற்சிகளை முறியடிக்க சுற்றிவளைத்து தேடுதல் நடத்துவதோடு சிலர் தப்ப முயற்சித்தமையால் தம் உயிரையும் இழந்துள்ளனர்.

யுத்தம் வெல்லப்பட்டுவிட்டது. இது முழுக்க முழுக்க உண்மையாகும். விடுலைப்புலிகள் தாம் பழைய நிலைக்கு வந்துவிடுவோம் என எதிர்பார்ப்பார்களேயானால் அது வெறும் பகற் கனவாகும் அவர்கள் மக்களை பணயக் கைதிகளாக நடத்துவதற்கு சில காரணங்கள் உண்டு. ஒன்று அவர்கள் மக்களை மனிதகேடையமாக உபயோகிப்பதற்கும் மற்றயது தமது பேரம் பேசும் சக்தியை கூட்டுவதற்குமேயாகும். இச்சந்தர்ப்பத்தில் அரசு கூடுதல் கவனம் செலுத்தவேண்டிய விடயங்கள் பல உண்டு. பயங்கரவாதத்திற்கு எதிரான இந்த யுத்தத்தை வென்றெடுக்க ஆயிரக்கணக்கான போர்வீரர்களோடு பல்வேறு இழப்புக்களையும் சந்தித்துள்ளது.

யுத்தத்தின் வெற்றிக்கு ஒருவரை ஒருவர் எதிரியாக நினையாது நண்பாகள் போல பரஸ்பர உறவு கொண்டிருந்தமையாலேயே இலகுவாக வெற்றியடைவதற்கு மக்களின் ஆதரவு இருந்தது. இதில் விடுதலைப்புலிகளால் பலாத்காரமாக புலிகளின் அணியில் சேர்க்கப்பட்ட தம் பிள்ளைகளை இழந்த பெற்றோர் மிகத் தீவிரமாக செயற்பட்டனர். யுத்த முனையில் உயிர் இழந்த விடுதலைப்புலிகளின் உறுப்பினர்கள்கூட பலாத்காரமாக சேர்க்கப்பட்ட ஏழை மக்களின் பிள்ளைகளே. தொடர்ந்தும் பலாத்காரமாக ஆட்சேர்ப்பு நடைபெறுகின்றது. அண்மையில் க.பொ.த. சாதாரணதரப் பரீட்சைக்கு தோற்றிய மாணவர்கள்கூட ஈவிரக்கமின்றி கட்டாயப்படுத்தி புலிகளின் இயக்கத்தில் சேர்க்கப்படுகின்றார்கள். வன்னியில் உள்ள வயது முதிர்ந்தவர்களுக்குக் கூட குறுகிய கால தீவிர பயிற்சியளிக்கப்பட்டுள்ளது. இதுவரை காலமும் அனுபவித்து வந்த சகல வசதிகளும் பறிபோன நிலையில் விடுதலைப்புலிகளால் இனி தலைதூக்கமுடியாது. ஆகவே அவர்களைப் பற்றி பொருட்படுத்தவேணடிய அவசியமில்லை.

ஆனால் ஓர் உயிரேனும் இழப்பின்றி அத்தனை பேரையும் விடுவிக்கவேண்டிய பொறுப்பு அரசுக்கு உண்டு. பலாத்காரமாக சேர்க்கப்பட்ட விடுதலைப் புலிகளுக்குக் கூட புணர் வாழ்வு அளிக்கப்படவேண்டும். ஆகவே வன்னிக்குள் அகப்பட்டுள்ள ஒவ்வொரு ஜீவனையும் காப்பாற்றவேண்டிய பொறுப்பு அரசுக்கு உண்டு. அனைவருக்கும் தேவையான அளவு உணவு வழங்கப்படவேண்டும். கடந்த காலங்களில் ஏறக்குறைய கால் நூற்றாண்டு காலமாக விடுதலைப்புலிகளுக்கும் அரசே உணவளித்து வந்தது. விடுதலைப் புலிகள் அதை ஒரு வழக்கமாகவே எடுத்துக்கொண்டு தமக்கு வேண்டியதை எடுத்த பின்பே எஞ்சியதை மக்களுக்கு கொடுத்தனர். போதியளவு உணவு கிடைக்கப்பெற்றால்தான் பொதுமக்கள் தமக்குரிய பங்கினை முழுமையாகப் பெறமுடியும்.

இந்த யுத்தத்தை சிலர் வற்புறுத்துவது போல அவசர அவசரமாக முடிவிற்கு கொண்டுவர முடியாது மிகப் பெறுமதியான ஒன்றை யுத்தத்தால் இழந்தவர்களால் மட்டுமே யுத்தத்தால் மக்களுக்கு ஏற்படும் அனர்த்தத்தையும் உணரமுடியும். தமது தோழர்கள் பலரை இழந்து பல தியாகங்களை செயது இராணுவத்தினர் சம்பாதித்த நற்பெயரை விரயமாக்கமுடியாது. வன்னி இராணுவத் தலைமையகத்தில் இராணுவத்தினருக்கு ஆற்றிய விரிவான உரையில் இராணுவத்தளபதி லெப்டினன்ட் ஜெனரல் சரத்பொன்சேகா அவர்கள் கூறியிருப்பதாவது இனி நாம் அடையப்போகும் முன்னேற்றம் மிக்க அவதானமானது, அப்பாவி பொதுமக்களின் அதிகூடிய பாதுகாப்பை மனதில் கொண்டு எந்நேரமும் செயற்படவேண்டும் என்பதே. நம்பத்தகுந்த வட்டாரத்தில் இருந்து கிடைத்துள்ள செயதிகளின்படி மூன்று இலட்சத்திற்கு மேற்பட்ட பொது மக்கள் வன்னியில் அகப்பட்டள்ளனர். ஆகவே யுத்தம் முடிவடைவதற்கு இன்னும் ஒரு வருடம் சென்றாலும்கூட அரச படைகள் அதை சகித்துக்கொண்டு பொறுமையுடன் காத்திருக்கவேண்டும். வன்னியில் சிக்கியுள்ள பொதுமக்களில் பாதிக்கப்பட்டவர்களினதும், இறந்தோரினதும் எண்ணிக்கை கூடியிருப்பது மனதிற்கு வேதனை தருவதோடு, கண்டிக்கப்பட வேண்டியதுமாகும். தமது கடமையை திறம்பட செய்த விமானப் படையினர் இனி தமது விமானங்களை மனிதாபிமானப் பணிகளுக்கே உபபயோகிக்க வேண்டும். பீரங்கித் தாக்குதல்களும், ஷெல் அடிகளும் உடனடியாக நிறுத்தப்பட்டு வன்னியில் அகப்பட்டுள்ள அத்தனை மக்களும் தந்திரமாகவும் அவதானமாகவும் பாதுகாப்புடன் வெளியில் கொண்டுவரப்பட வேண்டும்;. அப்போதுதான் இராணுவத்தினர் சம்பாதித்த நற்பெயரைப் பாதுகாக்கமுடியும்.

VANNI PEOPLE IN GREAT DISTRESS.

It is distressing to note that Vanni is starving due to acute shortage of food and the patients are suffering due to lack of essential drugs, the only available drugs being Panadol and Vitamin-C Immediate action should be taken to air drop dry ration and essential drugs followed by immediate shipment of these items. The life of more than three hundred thousand civilians is at stake. The source of information is very reliable.

The time has now come for the Government to stop and look back. Before proceeding further, taking of a full stock of the situation is absolutely necessary. The latest developments in Vanni do not appear to be encouraging but in fact is distressing. I am reliably informed that people are not merely on the verge of starvation but some people had infact died of starvation. A family of six, narrowly escaped death after eating some food prepared with some local herbs, presumably poisonous. To make things worse the LTTE had setup check point around to prevent anyone from escaping from the areas under their control and entering the safety zone. Attempts by several people to escape were foiled by death threats and cordon and search operations. Some had even lost their lives in their attempts to escape.

The war had been won and that is the stark truth. If the LTTE thinks that they can stage a come back they are living in a dream world. They are now holding the people to ransom partly as human shield and partly to strengthen their bargaining power. The factors that should be taken into serious consideration in a situation like this are many. The Government forces suffered heavy losses and had to sacrifice thousands of soldiers in this war against terrorism. One of the factors that contributed for their victory is certainly the co-operation of the civilians given to the forces who during the entire war period treated the civilians as friends and not as enemies and vice-versa. The parents who were deprived of their children due to the LTTE’s conscription, worked with a vengeance. The LTTE cadre who lost their lives at the battle front were children of poor parents, compulsorily recruited to the LTTE cadre. Conscription is still going on. Over 8000 students who sat for the G.C.E. Examination are being mercilessly and forcibly recruited. Even the elders trapped in Vanni are given brief but intensive training to fight. Deprived of all the facilities they had in the past, the LTTE can never raise their head. Hence no one need take the LTTE seriously.

But the country has a responsibility to liberate all without one life lost. Even the LTTE cadre recruited by force should be rehabilitated. Hence it is the duty of the Government to save every soul now caught up in Vanni. Food should be provided to meet the needs of all. It is no secret that the entire LTTE cadre had been fed by the Government all these days, lasting over quarter of a century. The LTTE has a habit and now it has become a tradition for them, to meet their requirements first, before that of the civilians. Only if sufficient food ships are sent, the civilians will be in a position to receive their requirement in full.

This war cannot be brought to an end in a hurry as demanded by some. One should have lost something very dear to him or to her due to the war, to realize the agony the war causes to the people. All the good name the forces earned at great sacrifice including the loss of a large number of their comrades, should not go waste. During a recent briefing to the forces at the Vavuniya Head Quarters Lieutenant General Sarath Fonseka had said “ our progress from now onwards should be made meticulously, taking maximum precautions, keeping the civilian factor in mind at all times” it is reliably understood that there are over three hundred thousand civilians trapped there. Therefore even if it takes one year for the war to end the Government forces should endure it and mark time. The increase in civilian causalities including death is indeed disturbing and deplorable. The Air Force that did a good job must now use all their air crafts for humanitarian activities. Artillery attack and shelling also must stop forthwith and all the people trapped in Vanni should be tactfully and carefully brought to safety. Then only the good name earned by the forces could be retained.

தேசிய தமிழ் தினசரி சுடர் ஒளி பத்திரிக்கையின் பிரதம ஆசிரியர் திரு. வுத்தியாதரன் அவர்களின் முறை தவறிய கைதை தமிழர் விடுதலைக் கூட்டணி வன்மையாகக் கண்டிக்கின்றது பத்திரிக்கையாளர்கள் ஓர் தேசத்தின் காவலர்கள் பல சிரமங்கள் மத்தியில் சில சந்தர்ப்பங்களில் தம் உயிரையும் பணயம் வைத்து சேகரிக்கும் செய்திகளை பொதுமக்களுக்குத் தெரிவிக்கவேண்டிய கடமை அவர்களுக்குணடு.

காவல் துறையினர் சமாதானத்தை நிலைநாட்டும் அதிகாரிகள் என்ற கோதாவில் பத்திரிக்கை ஆசிரியர்களுக்கும் நிருபர்களுக்கும் பாதுகாப்பும் உதவியும் அளிப்பதோடு அவர்களின் கடமைக்கு எதுவித இடையூறும் செய்யாதிருக்க கடமைப்பட்டவர்களாவர். அவர்கள் எழுதுவது அத்தனையும் எமக்கு ஏற்புடையதாக இல்லாமல் இருக்கலாம் இருப்பினும் உண்மையை வெளிப்படுத்தி பாரபட்சமற்ற செய்திகளை பிரசுரிப்பது வரவேற்கதக்கதாகும். பத்திரிக்கை ஆசிரியர் தான் சேகரிக்கும் செய்தி வந்த வழி பற்றிய இரகசியத்தை காப்பற்றவேண்டிய கடமை உண்டு என்பதை நாம் மறக்கக்கூடாது.

பாரபட்சமின்றி கடமைபுரிய வேண்டிய கடமைப்பாடு காவல்துறை அதிகாரிகளுக்குண்டு. சமாதானத்தை நிலைநாட்டும் அதிகாரிகளாகிய காவற்துறையினர் அனைவரையும் சமமாகவும் அனைவரையும் அக்கறையுடனும் கண்ணியமாகவும் நடத்தவேண்டிய பொறுப்பு உடையவர்களாவர். அவர்கள் சில சந்தர்ப்பங்களில் எதிர்நோக்கும் உயிர் ஆபத்தைப்பற்றியும் அவர்களுக்கு ஏற்படும் சங்கடமான நிலைமைகள் பற்றியும் நாம் அறியாததல்ல. அண்மையில் கிடைத்த ஓர் இந்திய செய்திப்படி ஏதோ ஆர்ப்பாட்டத்தில் ஈடுபட்டிருந்த சில வழக்கறிஞர்கள் காவல் துறையைச் சேர்ந்த ஒருவரை தாக்கியும் ஒரு சவர அலகால் பல இடங்களில் காயமும் ஏற்படுத்தியதால் ஏற்பட்ட சங்கட நிலையையும் அவமானத்தையும் தாங்கமுடியாது தீக்குளித்துள்ளா

ஒருவர் எவ்வளவு மோசமான குற்றவாளியாக இருந்தாலும்கூட திரு. வித்தியாதரனுக்கு ஏற்பட்டதுபோன்ற நிலைமை இனிமேல் வேறு ஒருவருக்கு ஏற்படக்கூடாது திரு. வித்தியாதரன் ஓர் கணவான் மட்டுமல்ல ஓர் தேசிய தமிழ் தினசரியின் பிரதம ஆசிரியரும்கூட. அவர் தான் கைது செய்யப்படுவதை வலிந்து தடுத்திருந்தாலோ அல்லது தப்பிச்செல்ல முயற்சித்திருந்தாலோ சிறிதளவு பலாத்காரம் உபயோகித்திருக்கலாம் என்று கூட கூறலாம் ஆனால் இச்சந்தர்ப்பத்தில் திரு வித்தியாதரன் தன் காரியாலயத்தில் பெருமளவு நேரத்தை செலவிடுபவர். ஓர் தொலைபேசி அழைப்பு மூலம் அவரை வரவழைத்திருந்தால் அவர் அழைப்பிற்கமைய செயற்பட்டிருப்பார். அந்த அசிங்கமான முறையில் நடத்தப்பட்டது வெட்கப்படவேண்டிய விடயமாகும். எமது நாட்டு காவல் துறையினர் ஓர் பத்திரிக்கை ஆசிரியரை இம்முறையில் நடத்தியிருப்பார்கள் என்பதை என்னால் நம்பமுடியவில்லை. இலங்கை காவல் துறையினருக்கு இந்தளவு ஓர் அவமானத்தை ஏற்படுத்த எவரையும் அனுமதிக்கமுடியாது. சம்மந்தப்பட்டவர்கள்மீது தகுந்த நடவடிக்கை எடுக்கப்படவேண்டும். இவ்வதிகாரிகளுக்கு அவர் தனது நெருங்கிய உறவினர் ஒருவரின் மரணச்சடங்கில் கலந்துகொண்டிருந்த வேளை இவ்வாறு நடந்திருந்தால் இத்தகைய கைதை அவரால் நியாயப்படுத்தவேமுடியாது. தனது இறுதி யாத்திரைக்கு தயாராகிக்கொண்டிருக்கும் ஒரு ஆத்மாவிற்கு இழைக்கப்பட்ட பெரும் அவமானமாகவே அவரின் உறவினர்கள் கருதுகின்றார்கள். அது நியாயமானதாகவே எனக்கும் தோன்றுகின்றது.

The TULF regrets deeply the manner in which Mr. Vidyatharan Editor-in-Chief of Sudaroli, a National Tamil Daily, had been taken into custody. News papers are the watch-dogs of the Nation. They have a sacred duty to bring out all news, they gather with difficulty, some of which under grave risk to their lives, to the knowledge of the Public. The Police, as peace officers should give the Editors and Journalists all protection and assistance and should not act in any way to disrupt their work. It may be that all, what they write, are not palatable to us. Yet the truth must come out and unbiased reports are much welcomed. We should not forget the fact that the editor has a sacred duty to maintain strict secrecy of the sources of information.

The police have a duty to act impartially. They are Peace Officers with a duty cast on them to treat everybody equally and with care and respect. We are not unaware of the risk and embarrassment they face at times. A recent Indian report said that a police officer committed suicide by setting himself ablaze, unable to bear the shame and to face the embarrassment caused to him by some Lawyers who, while demonstrating, assaulted him and cut him with a blade at several places.

What happened to Mr. Vidyatharan should not happen again to another person, even to the worst criminal. Mr. Vidyatharan is a respectable gentleman and the Editor-in-Chief of a National Tamil daily. One can understand if a certain amount of force had been used if he resisted arrest or made on effort to escape. But in this instance Mr. Vidyatharan works in his office and is available most of the time and would have responded to a phone call from the police, if he was wanted by them. It is a shame that he had been treated in this shabby manner. I am unable to believe that our police behaved in this manner with the editor of a paper. No police officer should be permitted to bring disrepute to the entire Sri Lankan Police Force and therefore strict action should be taken against the officers who had no moral justification for arresting him at a funeral of one of his very close relations. This act had been taken by his relations as a great insult, caused to the person about to commence his last journey.

FACILITATING CHILDREN OF INTERNALLY DISPLACED FAMILIES FOR HIGHER EDUCATION.

I take this opportunity to thank you for taking prompt action on various occasions, to bring to the notice of your Government the need for urgent humanitarian assistance for victims during the times of National Calamities and such other occasions when such assistance was badly needed. We recollect with gratitude how medical-aid was flown in, within hours of the occurrence of the Tsunami, followed by further aid in abundance. We also appreciate the good gesture of both the Central Government and the State Government of Tamil Nadu in providing relief for the displaced families.

I need not point out to you as to what extent the education of children of the districts of Mullaitheevu and Kilinochchi in full and parts of all the other districts in the North and East, got interrupted due to various reasons such as school children compelled to take part in demonstrations, frequent displacement of families, children keeping away from school for fear of conscription etc. There are many childrens who had been selected to follow various courses at the Universities also not given permission to leave Vanni areas under the control of the LTTE and so with many, who have the required qualification to follow degree courses in India, not allowed to leave Vanni. There are also very clever children who could not go beyond Grade 10 for the same reasons, though qualified to join plus 1 & 2 pre-University courses.

I kindly request you, Yours Excellency, to evolve a scheme with the concurrence of the Sri Lankan Government and in consultation with your Government to enable a few such children to pursue their studies in India, the opportunity they were either denied or missed, in their country for no fault of theirs. Further more the Government of Sri Lanka, being fully engaged in the process of resettlement of the displaced families, may take some time to consider the problems of higher education of these children.

The assistance of the Tamil Nadu State Government too could be obtained.

பாடசாலை மாணவர்கள் ஆர்ப்பாட்டங்கள் ஊர்வலங்கள் போன்றவற்றுக்கு ஈடுபடுத்தப்பட்டதாலும் அடிக்கடி இடம்பெயர்ந்ததாலும் போராளிகளாக விடுதலைப்புலிகளால் கட்டாயப்படுத்தி சேர்க்கப்பட்டு விடுவோம் என்ற பீதியால் பாடசாலை செல்லாமையாலும் அவர்களின் உயர் கல்வி கிளிநொச்சி முல்லைத்தீவு மாவட்டங்களில் முற்றாகவும் வடகிழக்கின் எஞ்சிய மாவட்டங்களில் ஒரு பகுதியிலும் முற்றாக பாதிக்கப்பட்டுப் போனதை நான் கூறி நீங்கள் அறியவேண்டிய தேவையில்லை. பல்கலைக் கழகத்தில் கல்விபயில பல்வேறு துறைகளுக்கு தெரிவாகியும் விடுதலைப்புலிகளின் கட்டுப்பாட்டு பகுதியில் மாணவர்களுக்கு வெளியில் செல்வதற்கு அனுமதி கிடையாமையாலும் இந்தியாவிற்கு சென்று பட்டப்படிப்பை மேற்கொள்ள போதிய தகுதி இருந்தும் அதே காரணத்தால் கல்வியை தொடரும் சந்ததர்ப்பத்தை இழந்தும் மறுக்கப்பட்டும் உள்ளனர். அதேபோல் பட்டப்படிப்பிற்கு முன் வகுப்பாகிய ப்ளஸ் 1 மற்றும் 2 வகுப்புக்களில் சேர்ந்து கல்வி கற்கக்கூடிய திறமைசாலிகளுக்கும் அதேகதியே.

இலங்கை அரசின் அனுசரனையுடன் தங்கள் அரசின் அங்கீகாரத்தைப்பெற்று தமது கல்வி வாய்ப்பை இழந்த அல்லது மறுக்கப்பட்ட இத்தகைய மாணவர்கள் சிலரேனும் இந்தியாவில் உயர் கல்வி கற்கக்கூடிய வகையில் ஓர் திட்டத்தை தயாரித்து உதவுமாறு தங்களை வேண்டுகின்றேன். மேலும் இலங்கை அரசு மீள் குடியமர்த்தும் பணியில் ஈடுபட்டுள்ளமையால் மேற்படிப்பு சம்மந்தமாக அக்கறை எடுக்க காலதாமதமாகலாம்.

இம் முயற்சிக்கு தமிழ்நாட்டு அரசின் ஒத்தாசையையும் தாங்கள் பெறலாம்.

விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்திற்குள் அகப்பட்டு வாழும் அப்பாவி மக்கள் மத்தியில் பாதிக்கப்படுவோரின் எண்ணிக்கை கடந்த இரண்டு மூன்று வாரங்களுக்குள் திடீரென உயர்ந்துள்ளமையை மிக அக்கறையுடனும் மிகுந்த துன்பத்துடனும் தங்கள் கவனத்துக்கு கொண்டு வர விரும்புகிறேன். இராணுவம் வன்னிக்குள் புகுந்ததில் இருந்து, இன்று ஏற்பட்டுள்ள நிலை மிக அதிகப்படியாக உயர்ந்துள்ளது. நான் இரு சமூகங்களுக்கிடையில் எதுவித பேதமும் காணாதவன் என்பதை தாங்கள் அறிவீர்கள் ஒரு தமிழராக இருந்தாலும் ஓரு சிங்களவராக இருந்தாலும், ஒரு இஸ்லாமியராக இருந்தாலும் அவர்களின் உயிர் மிகப் பெறுமதியானவையாகும். இன்றுள்ள யுத்த நிலைமையில் இராணுவம் பதிலடி கொடாது தொடர்ந்து தாக்கத்தை சகிக்க வேண்டுமென நான் எதிர்பார்க்கவில்லை. இராணுவத்தினர் தம் தாய் நாட்டை காக்கும் பணியில் ஈடுபட்டுள்ளனர். அதற்கு மாறாக விடுதலைப் புலிகளோ ஏறக்குறைய யுத்தத்தில் தோன்றுப்போன நிலையிலும் ஆணவம் கொண்ட தமது தலைவனின் பணிப்பின் பேரில் போராடுகின்றனர். தாம் பலாத்காரமாக தம் பாதுகாப்புக்காக பிடித்து வைத்துள்ள பொதுமக்களின் பாதுகாப்புப் பற்றி யோசிக்காது எதுவித கேள்வியும் கேட்காது போராடி மடிவதே அவர்களின் கடமையாகும்.

ஆனால் ஜனாதிபதி அவர்களே எப்படியும் தங்களின் அரசுக்கு அப்பாவி மக்களை பாதுகாக்க வேண்டிய புனிதமான கடப்பாடு உண்டு. விடுதலைப் புலிகள் தம் கட்டுப்பாட்டில் வைத்திருந்த பிரதேசத்தினையும் மக்களின் பெரும் பகுதியினரையும் மீட்டெடுத்த பெருமை இராணுவத்தினருக்கு உண்டு. இராணுவத்தில் இதுவரை காலமும் பல தோழர்களை பலிகொடுத்து சம்பாதித்த நற்பெயருக்கு பல அப்பாவி மக்களின் இழப்பால் களங்கம் ஏற்படக்கூடிய நிலை ஏற்பட்டுள்ளது. யுத்தத்தின் இறுதிக் கட்டத்தில் ஏற்பட்டுள்ள சூழ்நிலை மாற்றம் பற்றி நான் நன்கறிவேன். விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசம் பெருமளவில் குறுகியுள்ளமையால் ஏற்பட்ட இடநெருக்கம் பெருமளவாக பாதிப்புக்கள் ஏற்பட காரணமாக இருக்கலாம். யுத்தத்தை விரைவில் முடிக்க வேண்டுமென இராணுவத்தினரின் அளவுக்கு மீறிய உற்சாகம் நிச்சயமாக ஒரு காரணமாக இருக்காது.

அக்டோபர் 24ம் தேதிக்கும் நவம்பர் 09ம் தேதிக்கும் இடைப்பட்ட இருவார யுத்தத்தில் எட்டு பொது மக்கள் இறந்தும் ஒன்பது பேர் காயப்பட்டும் உள்ளனர். ஆனால் கடந்த வாரத்தில் மட்டும் 288 பேர் இறந்தும் 766 பேர் படுகாயமடைந்தும் உள்ளனர். கடந்த சனிக்கிழமை 55 பேர் இறந்தும் 109 பேர் காயப்பட்டும் உள்ளனர். இது ஓர் அதிர்ச்சி தரும் விடயம் மட்டுமல்ல. தாக்கப்பட்டவர்களையும், காயப்பட்டவர்களையும் விடுதலைப் புலிகளின் பிரதேசத்திலிருந்து தப்பி வருபவர்களையும் நன்றாக பராமரிக்கும் இராணுவத்தினருக்கு அவப்பெயர் ஏற்படுத்துவது பாரதூரமான விடயமாகும் பல ஆண்டுகளாக பல்வேறு துன்பத்தை அனுபவித்து குறிப்பாக கடந்த சில மாதங்களாக செல் அடிக்கும், பீரங்கி தாக்குதலுக்கும் பயந்து வாழும் மக்களின் நம்பிக்கையை பெற இத்தகைய படுகொலைகளை நிறுத்த வேண்டும்.

இராணுவம் இனி விமானத் தாக்குதலைகளை உடனடியாக நிறுத்தி பீரங்கித் தாக்குதல் செல் தாக்குதல்களையும் நிறுத்த வேண்டும். அகப்பட்டுள்ள மக்கள் பாதுகாப்பாக வெளியேறும் வரை எஞ்சியுள்ள பகுதிகளை பிடிப்பதைப் பொறுத்திருக்கலாம். ஆனால் இராணுவ நடவடிக்கை தொடரலாம்.

விடுதலைப் புலிகள் தமது பிரச்சாரத்துக்கு பெரிதாக பாவித்த குற்றச்சாட்டாகிய இன ஒழிப்பை மறுத்துரைத்தவன் நான் என்பதை தாங்கள் அறிவீர்கள்

THREAT TO HUMAN LIVES IN VANNI.

With great concern and deep sorrow, I wish to bring to your notice the disturbing manner in which the causality rate, among the innocent civilians trapped in Vanni, has all of a sudden shot up during the past two to three weeks. This is disproportionate to what had been taking place since the forces moved into Vanni. As you are aware I am one who never differentiate between two communities. Life is precious whether it belongs to a Tamil, a Sinhalese or a Muslims. In a war situation like this, I do not expect the Forces to be always at the receiving end without retaliating. They are at the battle front fighting in defence of their mother-land. Contrary to this, the LTTE cadre is fighting on the orders of their arrogant leader, who knows well that the war is almost lost. They are not to question why but to do and die without any consideration for the safety of the civilians, whom they have detained under compulsion for their own protection.

But your Excellency your Government has a sacred duty to safeguard its innocent citizens at any cost. The Government forces have very creditably liberated a larger portion of the civilians and the territory the LTTE had under their control. The good name that the Forces earned all these days by sacrificing a good number of their comrades, is now at stake due to the escalation of deaths among the civilians. I quite understand the change of circumstances during the last lap of the war. The area still under the control of the LTTE had shrunk considerably and the congestion within has probably resulted in the disproportionate increase in the causalities. I do not think that this is due to the over-enthusiasm of the forces to bring the war to an end soon.

The number of deaths during a period of two weeks from October 24, 2008 to 9th November was only 8 and the number injured was 29. But the total deaths during last week was 288 and the number injured was 766, Last Saturday it was 55 and 109 respectively. It is indeed shocking and will also seriously affect the image of the Forces who had been helping the stranded and injured persons and those fleeing from the LTTE areas into cleared areas. This massacre of civilians should stop forthwith, to win the confidence of the civilians who had suffered untold hardships for several years in the LTTE held areas and more particularly during the past few months living in constant fear of shelling and artillery attacks.

I very strongly urge that the Forces be asked to restrain from any further aerial bombing and also to stop firing shells and artillery attacks. The capture of the remaining areas could wait till all the trapped persons are brought out safely, while the war goes on.

You are not unaware, Your Excellency, how vehemently I had been defending the Government against the charge of annihilation of Tamils which the LTTE had very successfully used for their advantage, all over the world.

வன்னியில் விடுதலைப் புலிகளிடமிருந்து உயிரை பயணம் வைத்து தப்பி ஓடி வவுனியா பிரதேசத்துக்குள் வந்துள்ள இடம் பெயர்ந்த மக்களைப் பற்றிய அறிய மிக ஆவலாக அவர்களின் உறவினர்கள் பிற நாடுகளிலிருந்து பல தொலைபேசி அழைப்புக்கள் நேற்றும் இன்றும் வந்து கொண்டிருக்கின்றன. முதலில் அவர்கள் உயிருடன் இருக்கின்றார்களா என்பதையும். அவர்கள் எங்கே இருக்கின்றார்கள் என்பதையும் அறிய விரும்புகின்றனர். அப்பாவி மக்களை விடுவிக்குமாறு சர்வதேச அமைப்புக்களாகிய ஐக்கிய நாடுகள் சபை, ஐரோப்பிய ஒன்றியம் கூட்டுத் தலைமை நாடுகள் மற்றும் அமெரிக்கா கனடா, பிரித்தானியா இந்தியா போன்ற நாடுகளும் விடுதலைப் புலிகளை வேண்டியுள்ளன. தமிழ்நாடோ, தமிழ் தேசிய கூட்டணியினரோ விடுதலைப் புலிகளிடம் இத்தகைய வேண்டுகோள்களை விடுக்காதது துர்திஸ்டமே. அதைவிடுத்து அவர்கள் இன்றும் வெளியிட்டுள்ள முட்டாள்தனமான அறிக்கை அதிர்ச்சியைத் தருகிறது.

நான் தங்களிடம் மூன்று கோரிக்கைகளை விடுக்க விரும்புகிறேன். முதலாவதாக யார் யார் இடம்பெயர்ந்து வவுனியா வந்துள்ளார்களோ அவர்களின் பெயர் விபரம், தற்போது தங்க வைக்கப்பட்டள்ள இடம் போன்ற விபரம் அடங்கிய பட்டியலை வெளியிட வேண்டும். அது அவர்களின் உறவினர்களின் பதட்டத்தையும், அச்சத்தையும் போக்குவதுடன் அவர்களுக்கு வேண்டிய சில தேவைகளை பூர்த்தி செய்யவும் உதவும்.

இரண்டாவதாக வந்துள்ளவர்களில் முதியோர், சிறு பிள்ளைகள், நோய்வாய்ப்பட்டுள்ளோரை வவுனியாவில் உள்ள அவர்களின் உறவினர்கள் ஏற்பார்களேயானால் அவர்களை அனுமதிப்பதோடு எஞ்சியவர்களை உரிய விசாரணையின் பின் அவர்களின் பெற்றோரிடம் கையளிக்கலாம். எனது வேண்டுகோள்களுக்கு ஆதரவாக இரு சம்பவங்களை குறிப்பிட விரும்புகின்றேன். எனக்குத் தெரிந்த கிளிநொச்சியை சேர்ந்த ஒருவர் இரு கால்களும் அற்ற நிலையில் மன்னார் வைத்தியசாலையில் நினைவிழந்து சிகிச்சைப் பெற்று வருகிறார். அவரின் குடும்பத்தினர் பற்றிய செய்தி எதுவும் தெரியாத நிலை உறவினரை தேடித் தருமாறு என்னைத் தொந்தரவு செய்கின்றனர். மற்றுமோர் சம்பவத்தில் ஓர் பெண்மணி ஒரு காலில் படுகாயப்பட்டு அவரின் தாயார் அவரை மன்னார் வைத்தியசாலையில் வைத்து பராமரிக்கின்றார். மறுநாள் வவுனியா வந்த அவர் கணவர் வவுனியா வைத்தியசாலையில் தன் மகன் ஒருவரை பராமரிக்கின்றார். இவர்களை அவர்களின் உறவுக்காரர்கள் அவர்களை தம்முடன் தம் வீட்டில் வைத்திருக்க சம்மதம் தெரிவிக்கின்றனர்.

எனது மூன்றாவது வேண்டுகோள் உள்ளுர் பொது அமைப்புக்கள், அரசியற்கட்சிகள், கிராம முன்னேற்ற சங்கங்கள், சனசமூக நிலையங்களைச் சேர்ந்தவர்களை அகதிகள் சந்தித்து உதவ அனுமதிக்க வேண்டும். இவ்வாறு அனுமதிப்பதால் விடுதலைப் புலிகள் உலகளாவிய ரீதியில் மேற்கொள்ளும் பொய்ப் பிரச்சாரங்களுக்கு முற்றுப்புள்ளி வைக்கலாம். அவர்களின் பொய்ப்பிரச்சாரம் இளைஞர்களை மற்றவர் அறியாத இடத்துக்கு மாற்றப்படுவதாகவும், பெண்கள் காணாமல் போகிறார்கள் என்றும் பொது மக்கள் சிறைக்கைதிகள் போல் நடத்தப்படுகிறார்கள் என்றும் வழங்கப்படும் உணவின் தரம் மிகக் குறைவாக இருப்பதாகவும் இதுபோன்ற இன்னும் பலவாகும். நாளுக்குநாள் முகாமுக்குள் வந்து சேரும் மக்களின் எண்ணிக்கை அதிகரிப்பதால் இத்தகைய தொண்டர்களின் உதவி மிக பிர யோசனமானதாக இருக்கும்

URGENT PLEA ON BEHALF OF THE I.D.Ps.

Several calls had come to me today and yesterday from Tamils living abroad frantically making inquiries about their kith and kin, trapped in Vanni and escaping to Vavuniya taking grave risk to their lives. They want to know, first of all whether their people are alive and if so where? The LTTE had not responded to the plea of various organization like the UN, EU and the Co-Chairs, apart from countries like UK, USA, Canada and India, for their release from Vanni. It is unfortunate that Tamil Nadu and surprisingly the TNA had not appealed to the LTTE to release the innocent ones but shockingly issuing silly statements still to please the LTTE.

I make three urgent appeals to you. One to release a list of names of persons who had come from Vanni and where they are now accommodate. That will ease the excitement and tension of the relatives living abroad and also will enable them to offer any assistance, the displaced persons may need.

The second one is a request to allow the elders, the sick and the children to join their relative who are prepared to accommodate them at their homes in Vavuniya. Others can be handed over to the parents after proper inquiry later. I wish to mention two incidents in support of this request. A person known to me from Kilinochchi has lost both his legs and is in a state of coma at the Mannar Hospital. The whereabouts of the rest of the family is not known. They want me to trace them. In another incident the wife who has fractured her leg is being looked after by her mother at the Mannar Hospital. The husband who brought his injured child the next day is looking after him at the Vavuniya Hospital. Their relations who are in Vavuniya are prepared to accommodate them, at their home.

The third request is to allow the local NGOs, Political Parties and Social Organization such as Rural Developments Societies, Community Centers etc. to visit the refugees. This will counter the false propaganda of the LTTE that youths are taken to unknown destinations, women missing, inmates treated like prisoners, low quality of food etc. Since the inmates are increasing in number day by day, the assistance of volunteer organizations will prove very beneficial.

Kindly take these proposals seriously and act accordingly.

Forces to act with restraint

I am distressed over the unhappy news reaching from Vanni, about the unusually heavy casualties in the War front, from the time the forces set their feet on the Vanni soil. Only two days back the whole of Europe, Scandinavia, Canada, USA and India believed the LTTE’s canard, that over five thousand soldiers had been taken as captives and a large number of them were killed. The whole of last morning all telephones were ringing continuously to find out as to what is happening in Vanni. By noon, the news, of the capture of Mullaitheevu Town reached all parts of the world, put an end to this mischievous rumour and those who were celebrating the “victory” had to put their heads down in shame. Whether what we hear today is true or another canard of the LTTE, the people expect the forces to act with restraint, because whatever happens to them, they have a moral duty to safeguard the innocent people, who are trapped in the LTTE held area or rather kept by them under compulsion as human shield, for their own protection. Hence the LTTE should take the blame for every death that occurs in Vanni today.

The LTTE, once acclaimed by some as very brave, have now become cowards. At this desperate hour they will not hesitate to do any thing with venomous intentions of putting the blame on the others. We expect the army that liberated 95% of the area under the LTTE, with minimum casualties, will not do anything in haste to end the war quickly. But the people expect them to act with caution and not to spoil their name that they earned by sacrificing a lot of their comrades. I tell the gallant soldiers that they have already won the war with no hopes for the LTTE to regain any part of the territory. But the civilian lives, they have to protect as a sacred duty cast on them, in defence of the nation.

தமிழ் தேசிய கூட்டமைப்பு வன்னியில் தடுத்து வைக்கப்பட்டுள்ள மக்களை உடன் விடுவிக்க வேண்டும் அன்றேல் பாராளுமன்ற பதவியை துறக்க வேண்டும் - த.வி.கூ கோருகிறது.

தமிழ் தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்கள் 22 பேரும் தமது கடமையை செய்ய வேண்டும் அன்றேல் தமது பாராளுமன்ற பதவிகளை கண்ணியமான முறையில் துறக்க வேண்டுமென கோருகிறேன். தமிழ் மக்களை பிரதிநிதித்துவப்படுத்துவதாக கூறி மக்களை முட்டாள்களாக்கியது போதும். ஏனெனில் அவர்கள் ஒருபோதும் மக்களுக்காக பேசவில்லை. பதிலாக மோசடி மூலம் தமக்கு பாராளுமன்ற பதவிகளை பெற்றுத்தந்த விடுதலைப் புலிகள் சார்பாகவே பேசி வந்துள்ளனர். சர்வதேச சமூகத்தை, குறிப்பாக தமிழ் நாட்டவர்களை, தவறான முறையில் வழிநடத்தியுள்ளனர். சுயமாக செயற்பட தமிழ் நாட்டை அனுமதித்திருந்தால் அல்லது உண்மையான வழிநடத்தலை மேற்கொண்டிருந்தால் தமிழ் நாடு தமிழ் மக்கள் ஏற்கக்கூடியதொரு தீர்வை முன்வைத்திருக்கும். இலங்கை மக்களை பகைக்க வேண்டியோ, அல்லது நியாயமற்ற அமுல்படுத்த முடியாத கோரிக்கைகளை முன்வைத்து தமது மத்திய அரசை சங்கடப்படுத்தக் கூடிய நிலைமையோ ஏற்பட்டிருக்காது. துரதிஷ்டவசமாக தமிழ் நாட்டு மக்கள் யுத்தத்தை நிறுத்தும்படி கோராது நட்பு முறையில் இனப்பிரச்சினைக்கு ஒரு தீர்வை முன்வைக்குமாறு கோரியிருப்பின், அம் முயற்சியில் அவர்கள் வெற்றி கண்டிருப்பர். நான்கு ஆண்டுகளுக்கு முன்பு தமிழ்நாடு முதலமைச்சர் கௌரவ டாக்டர் மு.கருணாநிதி அவர்களை இலங்கைக்கு வருமாறு அழைத்திருந்தேன். இரு மாதங்களுக்கு முன் தமிழ் நாட்டு ஆர்ப்பாட்டங்கள் நாடளாவிய ரீதியாக நடைபெற்றுக் கொண்டிருந்த வேளையில் முதலமைச்சர் டாக்டர் மு. கருணாநிதி அவர்களை மேன்மை தங்கிய எமது ஜனாதிபதி மகிந்த ராஜபக்ஷ அவர்கள் இலங்கைக்கு வருமாறு அழைப்பு விடுத்திருந்தார். அவ் அழைப்பை ஏற்று அவர் வருகை தந்து மத்தியஸ்தம் வகிக்க முன் வந்திருந்தால் ஜனாதிபதி அதை மகிழ்ச்சியுடன் வரவேற்றிருப்பார். நாம் இழந்த வாய்புக்களில் இதுவும் ஒன்றாகும். இச் சந்தர்ப்பத்தை எமக்கு சாதகமாக உபயோகிக்கத் தவறிய த.தே.கூ பொறுப்பேற்க வேண்டும்.

“எத்தனை ஆண்டு காலமாக, ஏறக்குறைய கால் நூற்றாண்டு இவ்வளவு துன்பத்தையும் அனுபவிப்பதற்கு நாம் என்ன பாவம் செய்தோம்” என்றும், “இன்னும் எவ்வளவு காலம் இது நீடிக்கும்” என்றும் இடம் பெயர்ந்து கிளிநொச்சி மாவட்டத்தில் ஒரு சிறு கிராமமாகிய தருமபுரத்தில் வசிக்கின்ற மக்கள் கேட்கின்றார்கள். நான் அவர்களுடன் வாழ்ந்தவன் என்ற காரணத்தாலும் அவர்களை பாராளுமன்றத்தில் பல ஆண்டுகள் பிரதிநிதித்துவப்படுத்தியதாலும், அவர்களில் அநேகரை நான் அறிவேன். இதைத் தவிர ஒரு லட்சத்துக்கு மேற்பட்ட மக்கள் ஆண். பெண் பிள்ளைகள், நோயாளிகளும், பச்சிளம் குழந்தைககளும் உட்பட அனைத்து மக்களின் சகவாழ்வு பறிக்கப்பட்டு, ஈவிரக்கமின்றி விலங்குகள் போல் அயல் மாவட்டங்களாகிய மன்னார், வவுனியா, முல்லைத்தீவு போன்ற மாவட்டங்களில் இருந்து கிளிநொச்சிக்குள் தள்ளப்பட்டுள்ளனர். இலங்கை இராணுவத்துடன் மோத முடியாது வாபஸ் பெற்று வந்த விடுதலைப் புலிகளின் உறுப்பினர்கள் இவர்களை கிளிநொச்சிக்குள் பலாத்காரமாக புகுத்தியுள்ளனர். தத்தம் இஷ்டப்படி செயற்பட அனுமதிக்கப்பட்டிருந்தால் அநேகர் தமது சொந்த வீடுகளில் தங்கியிருப்பர். இன்னும் பலர் தத்தம் வீடுகளுக்குச் சென்று கொள்ளையிடப்பட்டும், களவாடப்பட்டும எஞ்சிய தமது பொருட்களை பாதுகாத்திருப்பர். ஏற்கனவே இடம் பெயர்ந்த மக்களால் நிறைந்துள்ள இச் சில கிராமங்களுக்குள் இவர்களும் தள்ளப்பட்டுள்ளனர். எவ்வித குற்றமும் செய்யாத இவர்களை தமது பாதுகாப்புக்காக மனித கேடயமாக உபயோகிப்பதற்கு இவர்களை பயணக் கைதிகள் போல் தடுத்து வைத்துள்ளனர். இந்த துர்ப்பாக்கிய மக்களின் அவலக் குரல் தமிழ் நாட்டுக்கு எட்டவில்லை போலும். விடுதலைப் புலிகளின் கட்டுப்பாட்டு; பிரதேசத்தில் வாழும் மக்களின் மனித உரிமை மீறல்கள் பற்றியும் சர்வதேச சமூகம் அக்கறை கொண்டிருந்தும, தமிழ் நாடு இலங்கையில் யுத்த நிறுத்தம் மேற்கொள்ளப்பட வேண்டுமென்ற நிலைப்பாட்டை எடுத்திருந்த காரணத்தினால் போலும், சர்வதேச சமூகம் மௌனம் சாதிக்க வேண்டிய நிர்ப்பந்தத்துக்குள்ளாகி உள்ளது. தமிழ் நாட்டின் கோரிக்கை விடுதலைப் புலிகளுக்கு சாதகமாக அமைந்ததே அன்றி புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்தில் அகப்பட்டுள்ள மக்களின் நன்மை கருதியல்ல என்பது தெளிவாகும். விடுதலைப் புலிகளின் கட்டுப்பாட்டுக்குள் அகப்பட்டுள்ள இரண்டரை லட்சம் மக்களின் விடயத்தில் தமிழ் நாடோ, தமிழ் தேசிய கூட்டமைப்போ அக்கறை கொள்ளாது வேண்டா வெறுப்பாக செயல்படுகின்றன. ஆனால் மக்களோ, யுத்த முனையில் பலி கொடுக்க விடுதலைப் புலிகளால் ஆட்கள் சேர்ப்பது ஒரு புறமும், மறுபுறம் பாம்புகளாலும், நுளம்புத் தொல்லையாலும் மக்கள் துன்பப்படுகின்றனர். நூற்றுக்கணக்கானோர் பாம்பினால் தீண்டப்பட்டு சிலர் இறந்தும் உள்ளனர். தமிழ் தேசிய கூட்டமைப்பு ஒருபுறமிருக்க இயற்கையே மக்களுக்கு விரோதமாக செயற்படுகின்றது. கடும் மழையால் அப் பிரதேசம் வெள்ளத்தால் மூழ்கடிக்கப்பட்டு உயரமான இடங்களைத் தேடி மக்கள் அலைகின்றனர். பாம்புக்கடி ஒருபுறமிருக்க நுளம்பினால் மலேரியா, டெங்கு போன்ற நோய்கள் பெருமளவில் பரவ வாய்ப்பு ஏற்பட்டுள்ளது. மக்களின் இத்தகைய துன்பங்கள் பற்றி தமிழ் தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்களோ அல்லது அண்மையில் பெரும் கிளர்ச்சியை தமிழ் நாட்டில் ஏற்படுத்திய சில தமிழ்நாட்டு தலைவர்களோ அக்கறை கொள்ளவில்லை. ஆனால் அவர்கள் தமக்கும் இலங்கை வாழ் தமிழர்களுக்கும் தொப்புள் கொடி உறவு இருப்பதாக பெருமையாக பேசி வருகின்றனர். சிங்கள மக்களுக்கும் தமிழ் நாட்டின் மதுரையில் வாழும் தமிழ் மக்களுக்கும் அத்தகைய தொப்புள் கொடி உறவு இருப்பது இவர்களுக்கு தெரியாது போலும். யுத்தத்தை நிறுத்துகின்ற சாட்டில் விடுதலைப் புலிகளை காப்பாற்றுவதே அவர்களுடைய பிரதான நோக்கமாகும். அண்மையில் ஒரு பாராளுமன்ற உறுப்பினர் 190 பாடசாலையைச் சேர்ந்த 55,000 மாணவர்கள் கல்வியை இழந்துள்ளதாக முறைப்பட்டுள்ளார். இது ஏன் நடந்தது? யாரால் நடந்தது? எங்கே நடந்தது என்று கூறுகின்ற தைரியம் அவருக்கு இருக்கவில்லை. இது சம்பந்தமாக மேலும் கூறுவாராயின் கிழக்கு மாகாணத்தில் 6000 பிள்ளைகள் அரிச்சுவடியே தெரியாமல் உள்ளனர். அரசிடம் சம்பளம் பெறும் ஆசிரியர்கள் சிலர் விடுதலைப் புலிகளுடன் சேர்ந்து யுத்த முனையில் செயற்படுகின்றார்கள் என்பதை இந்த பாராளுமன்ற உறுப்பினர் கூறவில்லை. இப் பாராளுமன்ற உறுப்பினர்களின் பிள்ளைகள் வெளிநாடுகளில் சிறந்த கல்வியை பெற்று வருகின்றனர். இதில் வேடிக்கை என்னவெனில் அவுஸ்திரேலியாவில் தனது மனைவி மக்களை வசதியாக வாழ வைத்து த.தே.கூ பாராளுமன்ற உறுப்பினராக இருக்கின்ற ஒருவர் என்னை துரோகி என வர்ணித்தமையே.

விடுதலைப் புலிகளை தோற்கடிக்கும் வரை யுத்தம் தொடர்வதையே மக்கள் விரும்புகின்றனர். இருநூறு மைல்களுக்கு மேல் வழி வழியே மக்களை விடுதலைப் புலிகளிடமிருந்து விடுவித்து வந்த இராணுவத்திற்கு எஞ்சியுள்ளது இன்னும் சில மைல்களே. மக்கள் விரும்புவதெல்லாம் இராணுவம் பொது மக்களை இலக்கு வைப்பதையும் இரவு வேளையில் குண்டு வீசுவதை தவிர்க்க வேண்டும் என்பதையே. விடுதலைப்புலி உறுப்பினர்களின் சடலங்கள் சில தினமும் அவர்களுடைய தலைமையிடம் ஒப்படைக்குப்படி ஐ.சி.ஆர்.சி யிடம் கையளிக்கப்படுகிறது. அவர்கள் எல்லோரும் பலாத்காரமாக இணைக்கப்பட்ட ஏழை மக்களின் பிள்ளைகளாகிய இளைஞர்களும், யுவதிகளுமே. எதுவித பயிற்சியுமற்ற அல்லது மிக சொற்ப பயிற்சியுடன் யுத்த முனைக்கு அனுப்பப்பட்டவர்களாவர். இத்தகைய சந்தர்ப்பங்களில் விடுதலைப் புலிகளை திருப்திப்படுத்தவும் தமது பாராளுமன்ற உறுப்பினர் பதவியை தக்க வைப்பதற்குமாகவே த.தே.கூ இனர் மௌனம் சாதிக்கின்றனர். ஆனால் கலாச்சாரத்திலும் நாகரீகத்திலும் மேம்பட்டும, பய பக்தியுடனும், இலங்கை வாழ் தமிழ் மக்கள் மீது மிக்க அனுதாபமும், தமக்கும் இலங்கை வாழ் தமிழ் மக்களுக்கும் உள்ள தொப்புள் கொடி உறவுபற்றி பிரமாதப்படுத்தி பேசும் தமிழ் நாடு அநாகரிகமாகவும், கொடூரமாகவும் மக்களை நடத்தும் மிருகத்தனமாக செயற்படும் புலிகள் பற்றி ஏன் மௌனம் சாதிக்க வேண்டும். பெரும்பகுதி காடாக உள்ள பகுதியில் பாம்புகள், நுளம்புகள் ஆகியவற்றின் தொல்லைகளுக்கு மத்தியில், தாங்க முடியாத குளிரிலும், கொட்டும் மழையிலும் நேரத்திற்கு உணவோ, முறையான இருப்பிடமோ இன்றி நாடோடிகள் போல் தமது தற்காலிக இருப்பிடங்களை அடிக்கடி இடம் மாற்றி வாழும் மக்களை கட்டாயப்படுத்தி தம் கட்டுப்பாட்டுக்குள் வைத்திருக்கும் விடுதலைப் புலிகளின் செயற்பாடுகளை தமிழ்நாடு ஏன் கண்டுகொள்ளவில்லை. தமக்கு வேண்டிய அத்தனையையும் முன் கூட்டியே எடுத்துக் கொண்டு எஞ்சியவற்றையே பொது மக்களுக்கு விநியோகிக்கும் பழக்கம் உடையவர்களே புலிகள். இதுவே இன்றும் நடைமுறையில் உள்ளது. அண்மையில் க.பொ.த சாதாரண பரீட்சைக்கு தோற்றிய எண்ணாயிரத்துக்கு மேற்பட்ட மாணவர்களை, பயிற்சிக்கு செல்லுமாறு விடுதலைப் புலிகள் பணிக்கும் போது த.தே.கூ பாராளுமன்ற உறுப்பினர்கள் மௌனம் சாதிக்க, கத்தோலிக்க திருச்சபையினர் தமது அநாதை இல்லத்தில் இருந்து விடுதலைப் புலிகள் சில அநாதை பிள்ளைகளை பலாத்காரமாக கொண்டுச்சென்ற போது தமது கடும் எதிர்ப்பினை கத்தோலிக்க திருச்சபையினர் காட்டியுள்ளனர்.

இங்கே குறி;ப்பிடப்பட்டுள்ள அத்தனை விடயங்களும் எமது மக்கள் படும் துன்பத்தின் மிகச் சிறியவொரு பகுதியே. இன்றைய நிலைக்கு ஓரளவு பொறுப்பேற்க வேண்டிய தமிழ்நாடு, தமது ஆழ்ந்த துயிலில் இருந்து விழித்தெழுந்து விடுதலைப் புலிகள் பலாத்காரமாக பிடித்து வைத்துள்ளவர்களை சமயோசிதமாக விடுவிக்க வேண்டும். அதை மீறி முரண்படுவார்களேயானால் மக்களை விடுவிக்குமாறு விடுதலைப் புலிகளுக்கு எச்சரிக்கை விடுக்க வேண்டும்.

தமிழ் நாடு அடம் பிடித்து மௌனம் சாதித்தால் அன்றி விடுதலைப் புலிகள் சார்பான சில தமிழ்நாட்டு தலைவர்களுக்கு பயப்பட்டால் அல்லது தப்பாக தமிழ்நாட்டை தட்டியெழுப்பிய த.தே.கூ இனர் இத்தனை பணிவான வேண்டுகோளை மதித்து தமிழ் நாட்டை இயங்க வைக்க தவறினால், விடுதலைப் புலிகளுக்கு பெரும் தொகையான பண உதவி கொடுத்து அவர்களை வளர்த்தெடுத்த பிற நாட்டில் வாழும் தமிழ் மக்களின் உதவியைத்தான் நாட வேண்டும். அவர்கள் தலையிட்டு தடுத்து வைக்கப்பட்டிருக்கும் இம் மக்களை விடுவிக்க உதவ வேண்டும். விடுதலைப் புலிகள் யுத்தத்தில் தோற்கடிக்கப்பட்டு விட்டனர். அவர்கள் இழந்த அத்தனையையும் மீளப் பெறுவார்கள் என எண்ணுவது கேளிக்கைகுரியதாகும்.

விடுதலைப் புலிகள் ஆயுதங்களை கைவிடுவார்களேயானால், அவர்கள் அவ்வாறு செய்து அரசுடன் ஒன்றுபட்ட இலங்கைக்குள் ஒரு தீர்வை காணலாம். அத் தீர்வானது சகல இன மக்களும் சமமாக எதுவித பாகுபாடுமின்றி சகல உரிமைகளையும் அனுபவிக்கக் கூடிய ஓர் தீhவாக அமைய வேண்டும். அவ்வாறு செய்யத் தவறின், “கறையான் புற்றெடுக்க பாம்பு குடிகொண்ட” கதைபோல், பழி பாவங்களுக்கு அஞ்சாத கொள்கையில்லாத சிலர் அதிகாரத்தை கைப்பற்ற வழி வகுத்துக் கொடுத்ததாக அமையும். இலங்கை அரசுக்கும் சர்வதேச சமூகத்துக்கும் தமிழ் மக்கள் எண்ணெய் சட்டியிலிருந்து நெருப்புக்குள் விழ விடாது பாதுகாக்க வேண்டிய தார்மீக கடமை உண்டு. த.தே.கூ பாராளுமன்ற உறுப்பினர்கள் மக்களின் அபிலாசைகளை பூர்த்திசெய்ய வேண்டிய தமது கடமையில் இருந்து தவறி விட்டார்கள் என நான் விசுவாசமாக நம்புவதால் அவர்கள் தமது பாராளுமன்ற உறுப்பினர் பதவியை ராஜினாமா செய்ய வேண்டுமென கேட்டுக் கொள்கிறேன். என்னைப் பொறுத்தவரையில் எனக்கு எதுவித பதவியிலும் அக்கறையில்லை என்பதையும், எனது முழு அக்கறையும் கடந்த கால்நூற்றாண்டு காலமாக துன்பத்தின் மத்தியில் வாழ்ந்து வரும் எம் மக்களுக்கு பணியாற்றுவது என்பதே.

I call upon the 22 Tamil National Alliance Parliamentarians to do their duty or to honourably vacate their seats in Parliament. They have fooled enough, the people whom they claim to represent in Parliament, but never championed their cause. Instead they always defended the LTTE at whose mercy they got elected fraudulently to Parliament. They have mis-led the International Community, the people of Tamil Nadu in particular. Tamil Nadu if left alone or properly briefed would have contributed their best towards a workable solution, without earning the dis-pleasure of the people of Sri Lanka and without causing embarrassment to their own Central Government, with un-fair and un-implementable demands. Unfortunately the people of Tamil Nadu got mis-led by the advice given by the TNA Parliamentarians. Without demanding the war to stop, if they had, in a friendly way, agitated for a reasonable settlement of the ethnic problem, they might have succeeded. I extended my invitation to the Chief Minister of Tamil Nadu Hon. Dr. M. Karunanithy four years back to pay a visit to Sri Lanka. Let us not forget that the President His Excellency Mahinda Rajapakse himself invited the Chief Minister Hon. Dr. M. Karunanithy, a couple of months back when a mass scale agitation was going on in Tamil Nadu, to visit Sri Lanka and would have been very happy, if the Chief Minister had accepted the invitation, came to Sri Lanka and offered to mediate. This is yet another lost opportunity for which the TNA should bear the blame for not making use of this opportunity.

“What sin have we committed to undergo this agony all these long years, extending to a period of quarter of a century and how long are we to endure this?”, ask the people of Kilinochchi, who are all now displaced and living at Dharmapuram, a small village in the district of Kilinochchi. I know most of them because I lived with them and represented them in Parliament for many years. Apart from this more than a hundred thousand people men, women and children, including the sick and the toddlers, deprived of their normal life, had been mercilessly driven like cattle into Kilinochchi by the LTTE from the areas under their control in the neighboring districts of Mannar, Vavuniya and Mullaitheevu. They were pushed into Kilinochchi by the withdrawing LTTE cadre, unable to confront the advancing Government Forces. Left alone most of them would have stayed in their homes or could have gone to their respective homes and saved whatever left over after being looted or robbed. Instead they are brought from far off places and squeezed into small villages already over crowded with the locally displaced persons from the Kilinochchi district itself. The LTTE holds these people to ransom for no fault of theirs, but only for the sole purpose of using them as human shield for their own protection. The distress call of these unfortunate people is not heard in Tamil Nadu.

The International Community which is much concerned of the Human Rights Violations in the LTTE held areas also, is compelled to keep silent, perhaps due to their reluctance to go against the demand of Tamil Nadu for a Cease Fire although it is very obvious that, the demand is more in support of the LTTE, than in the interest of the Tamils trapped in the LTTE areas. It is very unfortunate that Tamil Nadu is refusing and the TNA is ignoring to respond to the distress call of these two hundred and fifty thousand people who are caught up between the LTTE which is compulsorily recruiting men and women only to sacrifice them at the battle front and the deadly snakes that are multiplying in their thousands. Hundreds had been stung by snake and many have died. Leave aside the TNA, even nature is against them. The down pour of rain is so heavy that all areas are flooded and people have to move from place to place in search of highland to camp and to cook their food. Apart from the snake menace the other one is the mosquitoes with the threat of an out-brake of malaria or dengue. I dare say that all these sufferings of the people do not seem to be of any concern for the TNA Members of Parliament in Sri Lanka and some leaders of Tamil Nadu, who were in the fore-front of the recent uprising in Tamil Nadu, most of whom take pride in boasting of “umbilicus code relationship”, between the Tamils of Sri Lanka and Tamil Nadu. They least know of the same relationship the Sinhalese have with the Tamils of Madurai in Tamil Nadu. Their only concern seem to be saving the LTTE under the pretext of stopping the war. A TNA Parliamentarian had said in Parliament recently that 55000 children from 190 schools are not attending school. He did not have the guts to tell the world as to why this has happened?, because of whom? and where? To add to what he said, in the Eastern Province more than 6000 children do not know their alphabet. The MP did not tell how teachers on the Government’s pay roll are fighting in the war front for the LTTE. These MP’s children are quite safe in foreign countries having good education. The irony is a TNA Member of Parliament whose entire family is in Australia, recently referred to me in Parliament as a traitor.

The people in Vanni want the war to continue, because they want the war to end with the LTTE defeated. The forces that had marched forward about 200 miles liberating the people all along, has only a few more miles to go. The people only plead that the forces should avoid civilian targets and night time aerial bombings.

Everyday a few dead bodies of the LTTE fighters are handed over to the ICRC to be delivered to the LTTE. They are young boys and girls, children of poor parents compulsorily recruited by the LTTE and sent to the battle front with hardly any or very little training. One can understand the TNA Members of Parliament remaining silent on this type of matters merely to please the LTTE and to save their seats in Parliament. But one cannot understand as to why Tamil Nadu, which is rich in culture and civilization, God fearing and pious, always sympathetic towards the Sri Lankan Tamils and proudly boast of its “umbilicus code relationship” with them, should remain silent without raising one word of protest against the cruel and uncivilized manner in which the brutal LTTE is treating the innocent Tamils whom they are keeping under compulsion in a pre-dominantly jungle area, infested with snakes and mosquitoes, in chilly weather and pouring rain, without timely food and proper shelter, shifting their temporary abode from place to place off and on like nomads. It is traditional for the LTTE to take away first, all what they need and only what is remaining is distributed to the people. This is happening even today. The TNA Members did not protest when the LTTE ordered all those 8000 students who sat for the G.C.E(O/L) examination held recently, to under-go trainings while the Catholic Church protested against the attempt of the LTTE to take away some orphans from an orphanage run by the church.

All what is mentioned here is only a minor fraction of the sufferings of our people. Why can’t Tamil Nadu, which is partly responsible for the present situation, wake up from its deep slumber and persuade them or, if unyielding, warn them to release the people to go anywhere they want.

If Tamil Nadu, adamantly keeps silent or out of fear for a handful of pro-LTTE leaders of Tamil Nadu and also if the TNA Members of Parliament who misled Tamil Nadu and roused the feelings of the people there, fail to move them inspite of all these pleadings, I have to look upon the expatriate Tamils who had largely helped the LTTE to grow, with substantial financial assistance, to intervene and bring pressure on them to free the people detained. The LTTE has lost the war and it is ridiculous for anyone to still believe that they will regain all what they have lost.

If the LTTE is willing to lay down their arms they can do so and negotiate with the Government for a solution within a united Sri Lanka, wherein all ethnic groups can live as equals, enjoying all rights without any form of discrimination what so ever. Failure to do so, will only pave the way for some unscrupulous elements to takeover, like snakes taking up residence in the anthills built by the labour of infinite number of white-ants. The Government of Sri Lanka and the International Community has a morel duty to see that the Tamils are not allowed to jump from the frying pan into the fire. I assure the TNA Members of Parliament that I sincerely feel that they have failed in their mission and therefore to quit their seats in Parliament. As for me I am not interested in any office but my whole interest is only on the people who are suffering for the last quarter of a century.

ASSASSINATION OF MR. LASANTHA WICKREMATUNGA

Assassination of Mr. Lasantha Wickrematunge

I am shocked and greatly grieved at the brutal killing of Mr. Lasantha Wickrematunge a very popular and courageous journalist. He had been a long standing friend of mine. I have attended a number seminars along with him and his presentations had been very remarkable. On one occasion we spent more than a week together at a workshop on “Conflict Resolution” held in Austria.

This type of brutal murders are now on the increase. Where are we heading to? Is it not the responsibility of all of us, as citizens of this country, to help to track down the culprits responsible for this cowardly act? It is a shame on all of us, if the culprits are not arrested immediately and brought before the court of law and punished.

I convey my deepest sympathies to the members of the Lasantha family. May his soul rest in peace.

PRESS RELEASE

The Tamil United Liberation Front very strongly condemns the dastardly act of causing extensive damage to the buildings and causing immense damage to the most Modern Equipments belonging to very popular TV and Radio Stations, the Sirasa, Sakthi and the MTV. These Stations are so popular among all sections of the people that they put the people to sleep peacefully in the night and put them up afresh early in the morning. These stations have now become public property and the loss is ours, the people of Sri Lanka and not that of one individual or a company. It is very unfortunate that the country has come to this state where an individual or a group of persons can hold the country to ransom

The said Radio and TV stations catered to the needs and tastes of all sections irrespective of age, language or religion. One can’t understand as to how an individual can have any grievance against any one of these stations. The authorities concerned should go all out to arrest the unscrupulous persons responsible for this heinous crime and punish them suitably, as a deterrent for any one getting involved in this type of crimes in the future.
