வட மாகாணத்தை நிர்வகிக்க உருவாக்கப்பட்ட விசேட செயலணி குழு - பாகம் -02

இக் கடிதத்திற்கும் இதற்கு முதற் பாகமாக என்னால் அனுப்பப்பட்ட நேற்றைய கடிதத்திற்கும் விளக்கம் தர கடமைப்பட்டுள்ளேன். விடயம் அவசரமானதும், முக்கியமானதுமானதும் ஆகையால் அதை படித்துப் பார்க்க சொற்ப நேரம் கிடைத்திருக்கும் என நம்புகிறேன். தனிப்பட்ட முறையில் எனக்கு கௌரவ டக்ளஸ் தேவானந்தா அவர்கள் மீது எதுவித விரோதமும் கிடையாது. ஊர்காவற்துறை மக்களிடம் ஈ.பி.டி.பி போராளிகள் நடந்து கொண்ட கொடூரமான செயல்கள் இன்னும் மக்கள் மனதை விட்டு அகலவில்லை. அவை மீண்டும் எதிர்காலத்தில் மக்கள் மீது பிரயோகிக்கப்பட மாட்டாது என்பதற்கு எதுவித உத்தரவாதமும் இல்லை. நயினாதீவு என அழைக்கப்படும் நாகதீப உட்பட ஊர்காவற்துறை தொகுதி 09 தீவுகளை உள்ளடக்கியதாகும். இக் கடிதம் வேறு இரு கடிதங்களின் சில முக்கிய பகுதிகளை மட்டும் கொண்டுள்ளது. ஆனால் இத்துடன் இணைக்கபட்டுள்ள கடிதங்களை முழுதாகப் படித்து ஆராய்ந்து பார்ப்பீர்களேயானால் அதில் குறிப்பிடப்பட்ட விடயங்கள் கௌரவ டக்ளஸ் தேவானந்தா அவர்களை தலைவராக கொண்டு இயங்கும் விசேட செயலணி குழு எத்தகைய ஆபத்தான முடிவை எதிர்நோக்கும் என்பதை வெளிச்சமிட்டு காட்டுகின்றன. அவ்விரு கடிதங்களும் நான் த.வி.கூ பாராளுமன்றகுழு தலைவராகவும், கட்சியின் சிரேஷ்ட உப தலைவராகவும் செயற்பட்ட காலத்தில் முன்னாள் ஜனாதிபதி திருமதி சந்திரிகா பண்டாரநாயக்கா குமாரதுங்கா அவர்களுக்கு கௌரவ டக்ளஸ் தேவானந்தா அவர்களின் செயல்முறை பற்றி முறையிட்ட கடிதமாகும். இத்துடன் இணைக்கப்பட்டிருக்கின்ற அதன் பிரதி (19-02-2001) இச் சந்தர்ப்பத்தில் பொருத்தமானதாக இருக்கும்.

ஜ“இத்தகைய சம்பவங்களை நாட்டின் எப்பகுதியிலும் ஏற்றுக்கொள்வார்களா? மேன்மை தங்கிய ஜனாதிபதி அவர்களே இதை சிங்கள, முஸ்லீம் மக்கள் ஏற்றுக்கொள்வார்களா? இவ்வாறு செய்வதற்கு தமிழ் மக்களை மட்டும் ஏன் தெரிவு செய்தீர்கள். இந்த நாட்டின் ஒவ்வொரு பிரஜையையும் பாதுகாக்க வேண்டிய பொறுப்பு தங்களுக்குண்டு அல்லவா? ஒரு கௌரவமான குடும்பத்தில் பிறந்த கண்ணியமான ஒரு பெண்மணியை இந்த நாட்டின் தலைவியாக பெற நாடு அதிஷ்டம் பெற்றதாக மக்கள் கருதினர். தங்கள் கணவர் படுகொலை செய்யப்பட்டவேளை தாங்களும், தங்கள் பிள்ளைகளும் பட்ட துயரை நாமறிவோம்;. என்னைப் போன்ற பல மக்கள் உங்கள் துயரத்தில் பங்கு கொண்டனர். படுகொலை செய்யப்பட்ட உதவி அரசாங்க அதிபர் அவர்களின் மனைவி மற்றும் உறவினர்களுக்கு ஏற்பட்ட உணர்வு தாங்கள் கணவரை இழந்தவேளை ஏற்பட்ட உணர்வுக்கு வேறுபட்டதல்ல. ஒரேயொரு வித்தியாசம் உங்களுக்காக குரல் கொடுக்க பலர் இருந்தார்கள். அவர்களுக்காக பேச அநேகமாக நான் மட்டுமே.

உண்மையாகத்தான் கேட்கிறேன் ஜனாதிபதி அவர்களே உங்களின் ஆட்சிக்கு உட்பட்ட ஒருபகுதி மக்கள் மீது இழைக்கப்படுகின்ற கொடுமைகளை நீங்கள் அறிவீர்களா இல்லையா?. நீங்கள் அறிவீர்கள் என பெருமளவில் மக்கள் நம்புகின்றார்கள். இவற்றை நீங்கள் அறிந்திருந்தால் ஜனாதிபதி அவர்களே இந்தக் கட்டத்திலேனும் தயவு செய்து தலையிடுங்கள். புத்த பகவானின் பேரால் தங்களுக்கு இந்த வேண்டுகோளை விடுக்கிறேன்.

ஈ.பி.டி.பி தலைவர் அவர்களை நீங்கள் யாழ்ப்பாணத்துக்கு மட்டுமல்ல வடகிழக்கு மக்களுக்கு முடிசூடா மன்னராக ஆக்கியுள்ளீர்கள். அவரே அரசாங்க அதிபரையும் பிரதேச செயலாளர்களையும் ஏனைய இலாகா தலைவர்களையும் யாழ்ப்பாணத்தில் நியமிக்கின்றார். அவரது சொற்படி நடக்காதவர்கள் புலி ஆதரவாளர்கள் என குறி சுடப்படுகின்றனர். விடுதலைப் புலிகளுடன் எதுவித தொடர்பும் இல்லையென ஒரு அரசாங்க ஊழியரையும் கூற முடியாது. யாழ்ப்பாணம், வன்னி ஆகிய பகுதிகள் 1990 ஆண்டிலிருந்து 1995 ம் ஆண்டுவரை விடுதலைப்புலிகளின் பூரண கட்டுப்பாட்டில் இருந்திருக்கிறது. மிகத் திறமையான ஒரு பிரதேச செயலாளருக்கு பதவி நீடிப்பு மறுக்கப்பட்டுள்ளது. அந்த செயலாளர் மிகவும் சிறந்தவர் என பொது மக்கள் அபிப்பராயப் படுகின்றனர். நியமனங்கள், இடமாற்றங்கள் அத்தனையும் அவர் சொற்படியே நடக்கின்றது. திறமைக்கு அங்கே இடமில்லை. இரு வருடங்களுக்கு முன்பு ஆசியர் நியமனங்கள் ஸ்ரீதர் படமாளிகையில் இயங்கும் அவரது காரியாலயத்தில் வழங்கப்பட்டது. சுருங்கக் கூறின் எல்லா இலாகாக்களுக்கும் மந்திரியாக அவர் யாழ்ப்பாணத்தில் செயற்பட்டார். இலங்கை ஒலிபரப்பு கூட்டுத்தாபனத்தின் யாழ் ஒலி என்ற பிரிவு அவரை மேம்படுத்தியே பிரச்சாரங்கள் செய்தது. ஈ.பி.டி.பி இனருக்கென அரசாங்கம் ஒரு தனி அரசு அமைக்கின்றதா என மக்கள் கேட்கின்றார்கள்.

அக்கடிதத்தில் மேலும் கூறப்படுவதாவது ஜ“பாராளுமன்றத்துக்கு செல்லுகின்ற தார்மீக உரிமையற்ற ஒரு குழுவினர் சரியோ பிழையோ பாராளுமன்றம் புகுந்து விட்டனர். அத்துடன் அவர்கள் திருப்தி அடைந்திருக்க வேண்டும். அதற்கு மாறாக அக் குழுவினரின் தலைவரை அமைச்சர் பதவி வழங்கி தேர்தல் நடப்பதற்கு முன்பு பல்வேறு வேலைத் திட்டங்களுக்கென வரவு செலவுத் திட்டத்தில் ஒதுப்படாத பெரும் தொகையான பணத்தை எதுவித கணக்கு வழக்கின்றி யாழ்ப்பாணத்தில் செலவிட வைத்தீர்கள். கண்டபடி கேட்டதற்கெல்லாம் கொடுக்கப்பட்ட பெருந் தொகையான பணத்தில் ஒரு பகுதி தனியாரிடம் போய் சேர்ந்தது. இவ்வாறு செலவிடப்பட்ட பெருந் தொகையான பணம் வீடு வாசலை இழந்து, இடம் பெயர்ந்த மக்களுடைய புனர்வாழ்வுக்காக நல்ல உள்ளம் படைத்த பிற நாட்டவர்களால் தாராளமாக வழங்கப்பட்டதே அன்றி மனித உரிமைகளுக்கு மதிப்பு கொடுக்காத, ஜனநாயகத்துக்கு விரோதமாக செயற்படும் சமூக விரோத குழு ஒன்றுக்கு அதன் அரசியல் கட்சியை வளர்ப்பதற்கும், தேர்தல் பிரச்சாரத்திற்கு செலவிடுவதற்கும் அல்ல.

இத்தகைய குற்றங்களுக்கு பொறுப்பான அதே பேர்வழியை நீங்கள் வடக்கு அபிவிருத்தி புனர்வாழ்வு புனரமைப்பு அமைச்சராக்கியது மட்டுமல்லாமல் வட கிழக்கிற்கு இந்து சமய கலாச்சார அமைச்சுக்களையும் கையளித்துள்ளீர்கள். அபிவிருத்திக்கு பொறுப்பான ரான் (TTRN) அமைப்பும் அவரின் அமைச்சின் கீழ் கொண்டு வரப்பட்டது. பிற நாடுகளால் பெருந்தொகையாக அபிவிருத்திக்காக ரான் அமைப்புக்கு கொடுக்கப்பட்ட பணத்தை ரானில் கடமையாற்றும் சகல உத்தியோகத்தர்களையும் தானே நியமித்து செலவழித்துள்ளார். நன்கொடை வழங்கும் நாடுகளில் பணம் மரத்தில் பிடுங்குவதில்லை. பல்வேறு நாடுகளில் வாழும் மக்களின் தியாக உணர்வால் சேர்க்கப்பட்ட பணமே உதவி பணமாக வருகின்றது. நாம் செலவிடும் ஒவ்வொரு சதத்தையும் நியாயப்படி செலவு செய்ய வேண்டுமேயொழிய பொது நலன் கருதாது தன்னலம் கருதும் ஒரு குழுவினரிடம் ஒப்படைக்க முடியாது.

அண்மையில் ஒரு பத்திரிகையில் அமைச்சர் டக்ளஸ் தேவானந்தா யாழ்ப்பாணத்தில் 400 குடும்பங்களின் புனர்வாழ்வுக்காக 22 மில்லியன் ரூபா ஒதுக்கியிருப்பதாக கூறப்பட்டது. இதுவொரு நற்செய்தியாக இருந்தாலும் இப் பணத்தைப் பெற்றவர்கள் யார்? எந்த அடிப்படையில் வழங்கப்பட்டது என்ற கேள்வி எழுப்பப்படுகிறது. கிடைத்த அறிக்கையின்படி நல்லூர், யாழ்ப்பாணம், வலி வடக்கு தெல்லிப்பளை, வலி மேற்கு சுன்னாகம், தீவுப்பகுதி வேலணை கிழக்கு, வலி தெற்கு உடுவில், பருத்தித்துறை ஆகிய பிரதேச சபைகளில் முறையே 110, 95, 69, 11, 04, 80, 33 ஆகிய எண்ணிக்கையானோர் தெரிவு செய்யப்பட்டனர். இவர்கள் யாரால் என்ன அடிப்படையில் தெரிவு செய்யப்பட்டார்கள்? இப் பிரதேசங்களில் இவர்கள்தான் மிகவும் பாதிக்கப்பட்டார்களா?

இன்னுமொரு அறிக்கையின்படி இடம்பெயர்ந்தோரை குடிமயர்த்த காணி வாங்கவும், கட்டிட பொருட்கள் வழங்கவும் ஒரு திட்டத்தை தயாரிக்கும்படி கௌரவ டக்ளஸ் தேவானந்தா அவர்கள் யாழ் அரசாங்க அதிபருக்கு கட்டளை பிறப்பித்திருந்தார். பார்வைக்கு அது நல்ல திட்டமாக இருந்தாலும் இத்திட்டம் மக்களின் பூர்வீக காணிகளை பறித்தெடுக்கின்ற ஒரு சூழ்ச்சியான திட்டமென அறிந்து அதிர்ச்சியடைந்தோம். இப்பொழுது உண்மை வெளியாகிவிட்டது. உயர் பாதுகாப்பு வலயத்தில் வாழ்ந்த மக்களை அவர்களுடைய சொந்த இடங்களில் இருந்து அகற்றி வேறு இடங்களில் குடியேற்றும் திட்டம் அம்பலமாகியது.

ஜனாதிபதி அவர்களே ஹொரகல காணி தங்களுக்கு எவ்வாறு முக்கியமோ அதே போல்தான் மக்களின் பூர்வீக காணிகள் அவர்களுக்கு முக்கியமாகும். ஆகவே இத் திட்டத்தை நான் வன்மையாக எதிர்க்கிறேன். இவ்வாறு இடம்பெயர்ந்த மக்கள் நண்பர்கள் வீடுகளிலும், உறவினர்கள் வீடுகளிலும் பல ஆண்டுகாலமாக பல கஷ்டங்கள் மத்தியில் வாழ்ந்து கொண்டிருப்பது என்றைக்கோ ஒரு நாள் தம்முடைய சொந்த நிலத்துக்கு போவோம் என்ற நம்பிக்கையே அன்றி வேறு இடத்தில் குடியேறுவதற்காக அல்ல. இதுதான் அரசின் நோக்கம் எனில் மக்கள் இவ்வளவு கஷ்டங்களை அனுபவித்திருக்கத் தேவையில்லை. அரசும் யுத்தத்தை தொடருவதாக இருந்தாலும் அல்லது தமிழ் மக்களை அடக்கி வைத்திருக்கின்ற எண்ணமும் இருந்தாலே அன்றி உயர் பாதுகாப்பு வலயத்துக்கு வெளியே மக்களை குடியேற்ற வேண்டிய அவசியம் இல்லை. விரைவாக யுத்தத்தை முடித்து அமைதியை ஏற்படுத்தி மக்கள் விரைவில் தங்கள் இடத்தில் குடியேறவும் வழி செய்வீர்கள் என நம்புகிறேன். பண மோசடி, தம் ஆதரவாளருக்கு விசேட சலுகை, எதிரிகளை கண்டித்தல் போன்றவையே ஈ.பி.டி.பி இனரால் கையாளப்படுகின்றன. ஆகவே நான் மிகவும் வன்மையாக வற்புறுத்தி கேட்பது பிற நாடுகள் நன்கொடையாக வழங்கும் பணத்தில் ஒரு சதமேனும் அமைச்சரால் தன் இஷ்டப்படியோ அன்றி தன்னால் தெரிவு செய்யப்பட்டவர் மூலமோ இஷ்டப்படி செலவழிப்பதை அனுமதிக்கக் கூடாது. மேலும் பிற நாடுகளில் இருந்து வரும் பணம் சம்பந்தப்பட்ட நாடுகளின் ஆலோசனையோடு தெரிவு செய்யப்படும் திட்டங்களுக்கே செலவிடப்பட வேண்டும். ஜனாதிபதி அவர்கள் பாராளுமன்றத்தில் அங்கம் வகிக்கும் ஆளும் கட்சி, எதிர்கட்சி உறுப்பினர்களை கொண்ட ஓர் ஆலோசனை குழுவை அமைக்கலாம் என ஆலோசனை கூற விரும்புகிறேன். என்னால் குறிப்பிடப்பட்ட இந்த விடயங்களை கவனம் செலுத்தி உரிய நடவடிக்கை எடுப்பதோடு ஊர்காவற்துறை தொகுதியில் வாழும் மக்களை குறிப்பாக நெடுந்தீவு மக்களை அவர்கள் படும் இன்னல்களில் இருந்து விடுவிக்கப்பட வேண்டுமென கேட்டுக் கொள்கிறேன்”.

ஜனாதிபதி சந்திரிகா பண்டாரநாயக்கா குமாரதுங்கா அவர்களுக்கு 14-05-2001 இல் யாழ்ப்பாண மாவட்ட அபிவிருத்திக்குழு சம்பந்தமாக எழுதப்பட்ட கடிதம் இச் சந்தர்ப்பத்தில் பொருத்தமாக இருப்பதால் அதன் சில பகுதிகளை கீழே குறிப்பிடுகிறேன். பிரதி இணைக்கபட்டுள்ளது.

ஜ“மோசடி மூலம் பாராளுமன்ற ஆசனங்களில் நான்கை பெற்ற ஈ.பி.டி.பி யின் தலைவரை யாழ் மாவட்ட அபிவிருத்திக் குழுவின் தலைவராக நியமித்தமை எமக்கு விசனத்தைத் தருகிறது. ஏனைய ஐந்து உறுப்பினர்களும் 54930 வாக்குகள் பெற்றுள்ளனர். யாழ்ப்பாணத்தில் தெரிவாகிய பாராளுமன்ற உறுப்பினர்கள் குழுத் தலைவரை தெரிவு செய்கின்ற உரிமை உறுப்பினர்களிடம் விடப்பட்டிருக்க வேண்டும். ஜனநாயகத்துக்கு விரோதமான முறையில் பிழையான வழியில் தாங்கள் தலைவரை தெரிவு செய்தது, தெரிவு செய்யப்பட்ட பாராளுமன்ற உறுப்பினராகிய எம்மை குறிப்பாக என்னை அவமதிப்பது போலாகும். கடந்த பாராளுமன்றத்திலும் நீங்கள் அவரையே தலைவராக தேர்ந்தெடுத்திருக்கிறீர்கள். அக் கட்சியைச் சேர்ந்த 13 வேட்பாளர்களும் 10 தொகுதிகளில் எடுத்த வாக்குகள் 175 ஆக இருந்தும் அவர்களில் 9 பேர் உறுப்பினர்களாகத் தெரிவு செய்யப்பட்டனர். ஊர்காவற்துறை தொகுதியில் அவர்களுக்குக் கிடைத்த 8000 வாக்குகள் கணக்கில் எடுத்திருக்க முடியாதவையாகும். ஏனெனில் அன்று தொட்டு இன்று வரை ஊர்காவற்துறை தொகுதி மக்கள் ஈ.பி.டி.பி இனரின் இரும்புப் பிடியில் அடிமைகளாக வாழ்கின்றார்கள். 1994ம் ஆண்டு நடைபெற்ற தேர்தலில் ஈ.பி.டி.பி இனர் ஒரு மாற்றுக் கட்சி வேட்பாளரரையும் ஊர்காவற்துறை தொகுதிக்குள் போக அனுமதிக்கவில்லை. நான் மிக ஆர்வத்துடன் ஜனாதிபதியாகிய உங்களை கேட்பது உங்களுக்கோ அல்லது உங்கள் அரசில் வேறு யாருக்குமோ சுதந்திரம், மனித உரிமைகள், அடிப்படை உரிமைகள் பற்றி பேசுவதற்கு தார்மீக உரிமை உண்டா எனக் கேட்க விரும்புகின்றேன். வறுமைப்பட்ட எமது நாடு யுத்தத்தினால் மிக வறுமைபட்டுள்ளது. கடந்த வருடம் வேறு எந்த மாவட்டத்திலும் நடைபெறாத வகையில் யாழ்ப்பாண மாவட்டத்திற்கு பாராளுமன்றம் கலைக்கப்பட்டதன் பின் அவரை மாவட்ட அபிவிருத்தி குழுவுக்கு தலைவராக தெரிவு செய்திருக்கிறீர்கள். இலங்கை சரித்திரத்தில் இது முன்பு நடைபெறாத ஒன்றாகும். யாழ்ப்பாணத்தில் அவர் நடத்திய இரண்டு மணிநேர ஒரேயொரு கூட்டத்திற்கு திருகோணமலையிலிருந்து வடகிழக்கு மாகாண சபையின் பிரதான அதிகாரிகள் ஆளுநர் ஆகியோர் கலந்து கொண்டதால் இந்த அரசுக்கு ஏற்பட்ட செலவை எவ்வளவு என கணக்கிட முடியுமா? இக் கூட்டத்தை கூட்ட வேண்டிய மறைமுக நோக்கம் என்னவெனில் ஊழியர்கள் அனைவரும் அவர்களுக்கு தலை வணங்க வேண்டும் என்பதாலேயே. அவர்களுடைய எண்ணம் பிரயோசனம் அளித்தது. அவருக்காக அரச ஊழியர்கள் தேர்தலுக்கு முதல்நாள் இரவே தமது கடமைகளை செய்யத் துவங்கி விட்டார்கள். திக்கம் வடிச்சாலை அவர்கள் பொறுப்பேற்றிருந்தால் அவர்களின் முயற்சி மிகக் கூடுதலான பலனை தந்திருக்கும்.

யாழ்ப்பாணத்தில் ஏழை வரியிறுப்பாளரின் பணத்தாலும் வடகிழக்கின் தமிழ் பகுதிகளில் தமிழ் அலுவல்கள் அமைச்சர் என்ற பெயரிலும் நீங்கள் மேம்படுத்திவரும் அக் குழுவினர் தங்களின் உதவியுடன் கிடைத்த பாராளுமன்ற உறுப்பினர் பதவியுடன் திருப்தி அடைந்திருக்க வேண்டும். ஆனால் நீங்கள் அவர்களுக்கு பல பதவிகளை கொடுத்து செலவை கூட்டி வடக்கிலும் கிழக்கிலும் எல்லா விடயங்களிலும் தலையிட வாய்ப்பளித்தீர்கள். தற்போது அமைச்சர் தனது ஸ்ரீதர் படமாளிகை அலுவலகத்துக்கு முன்பாக உள்ள தனது அமைச்சில் மாவட்ட அபிவிருத்தி குழு கூட்டத்தை கூட்டுகிறார். பெருமளவில் அவரின் ஆயுதம் தாங்கிய போராளிகள் சூழ்ந்து நிற்கின்றனர். அந்தக் கூட்டத்தில் நான் கலந்து கொள்ள வேண்டுமென நீங்கள் கருதுகிறீர்களா? நான் 02-09-2001 ஆண்டு உங்களுக்கு அனுப்பிய ஆட்சேபனை கடிதத்தை இத்துடன் அனுப்பியுள்ளேன்.

முறைப்படி பாராளுமன்ற உறுப்பினராக தேர்ந்தெடுக்கப்பட்ட நான் எதிர்கால சந்ததியின் நன்மை கருதி ஜனநாயகத்தை பாதுகாக்க என் உயிரை கொடுக்கவும் தயாராக உள்ளேன். அமைச்சர் கௌரவ டக்ளஸ் தேவானந்தா தலைமையில் நடைபெறும் மாவட்ட அபிவிருத்திக் குழுக் கூட்டத்தில் கலந்து கொள்வதில்லையெனத் தீர்மானித்துள்ளேன்.

ஈற்றில் ஊர்காவற்துறை தொகுதி மக்களை ஈ.பி.டி.பி யினரின் பிடியிலிருந்து விடுவிக்குமாறு வேண்டுகிறேன். அத்துடன் 12000 சீவல் தொழிலாளர்களுக்கு சொந்தமான திக்கம் வடிசாலையை துப்பாக்கி முனையில் எடுத்தனர். அதையும் திரும்ப கொடுக்கவும். அத்துடன் யாழ் மாநகரசபை நிர்வாகத்தில் கை வைக்க வேண்டாமென பணிக்கவும்”.ஸ

ஜனாதிபதி அவர்களே மிக இக்கட்டான ஓர் காலத்தில் நாட்டின் தலைமை பதவியை வகிக்கின்றீர்கள் என்பதால் ஒவ்வொரு செயற்பாடும் மிகக் கவனத்துடன் நடைபெற வேண்டும். மனித உரிமை மீறல் விடயத்தில் கூட நீங்கள் ஏன் பழியை சுமக்க வேண்டும?. எனது கடிதத்தின் 1ம், 2ம் பாகங்களில் கொடுக்கப்பட்டுள்ள சில பகுதிகள் உண்மையை விளக்குகின்றன. கௌரவ டக்ளஸ் தேவானந்தா போதியளவு அதிகாரத்தையும் பல்வேறு சலுகைகளையும் அவருக்குரியவற்றுக்கு மேலதிகமாக அனுபவித்து விட்டார். தாங்கள் எவ்வாறு இனப்பிரச்சினைக்கு தீர்வு காணப்போகிறீர்கள் என சர்வதேச சமூகம் அவதானித்துக் கொண்டிருக்கும் போது மற்றவர்களுடைய தவறால் அரசு தனது நாணயத்தை இழக்கக் கூடாது என்பது என் ஆதங்கமாகும். எனது மக்களுக்கும் பொதுவாக என் நாட்டுக்கும் என் கடமையை செய்து விட்டேன் என்ற திருப்தியுடன் நான் போகிறேன். தங்கள் முயற்சிகள் அத்தனையும் வெற்றிபெற வாழ்த்துகிறேன்.

வட மாகாணத்தை நிர்வகிக்க உருவாக்கப்பட்ட விசேட செயலணி குழு - பாகம் -01

கௌரவ டக்ளஸ் தேவானந்தா அவர்களின் தலைமையில் வட மாகாணத்தை நிர்வகிக்க உருவாக்கப்பட்ட விசேட செயலணி குழுவை அமைத்தமைக்கு தங்களுக்குரிய கௌரவத்தை கொடுத்து எனது கடும் ஆட்சேபனையை தெரிவித்துக் கொள்கிறேன். அதை தங்களின் கவனத்துக்கு கொண்டு வர வேண்டிய உரிமையும், நாட்டின் நலன் கருதிய கடமைப்பாடும் எனக்குண்டு. அவ்வாறு செய்வதற்கு நியாயப்படுத்தக்கூடிய காரணங்கள் பல என்னிடம் உண்டு. எனது ஆட்சேபனை தாமதமாகியமைக்கு கிழக்கு மாகாண பிரச்சினைகளில் தாங்கள் தீவிரமாக ஈடுபட்டிருந்தமையும் எனது ஆட்சேபனைக்குரிய ஈ.பி.டி.பி கட்சியின் தலைவர் கௌரவ டக்ளஸ் தேவானந்தாவின் கட்சியின் முக்கிய உறுப்பினராகிய செல்வி மகேஸ்வரி வேலாயுதம் அவர்களின் படுகொலையும் காரணங்களாகும்.

எதிர்காலத்தில் மீண்டும் ஒரு போராட்டத்தை தொடர இடமளிக்காது எமது இனப்பிரச்சனைக்கு ஓர் நிரந்தர தீர்வே எமக்கு வேண்டும். 50 ஆண்டுகளுக்கு மேல் ஒற்றையாட்சியின் கீழ் காண முடியாத ஓர் தீர்வு இத்தனை உயிரழிவுகளுக்கும், சொத்தழிவுகளுக்கும் பின் காண முடியும் என நான் திடமாக நம்பவில்லை. இதன் காரணமாகவே நான் சமஷ்டி முறையிலான ஓர் தீர்வை ஆதரிப்பதோடு அதற்கு மாறாக இந்திய முறையிலான தீர்வை மட்டும் ஆதரித்து வருவது தாங்கள் அறிந்ததே. கடந்த நான்கு ஆண்டுகளாக பல தரப்பட்டவர்களுடன் எனது பிரேரணையை விவாதித்த போது அதிகமானவர்களுக்கு அது ஏற்புடையதாக இருந்ததை அறிந்து கொண்டேன். இதைத் தவிர நாட்டில் மீண்டும் ஜனநாயகத்தையும், சமாதானத்தையும், சகஜ வாழ்க்கையையும் ஏற்படுத்துவதோடு ஒன்றுபட்ட இலங்கைக்குள் பல்லின மக்கள் மத்தியில் சமத்துவத்தையும், நல்லெண்ணத்தையும் ஏற்படுத்த வேண்டிய கடமைப்பாடு எமக்குண்டு. நம் நாட்டின் முதல் தேவைகள் இவையே. இதுவே மக்களினதும், சர்வதேச சமூகத்தின் எதிர்பார்ப்புமாகும். ஆனால் கௌரவ டக்ளஸ் தேவானந்தாவின் நிலைப்பாடு வேறுபட்டதும், வட பகுதி மக்களுக்கு ஏற்புடையதல்ல என்பதோடு ஏனைய பகுதிகளில் வாழும் மக்களுக்கும் வேறுபட்ட கருத்திருக்க முடியாது என்பதே எனது நிலைப்பாடாகும். மேலும் அவரும் அவரின் சகாக்களும் 1990 ம் ஆண்டு முற்பகுதியில் தீவகத்தை தம் கட்டுப்பாட்டுக்கு உட்படுத்தப்பட்ட காலத்திலிருந்து அவர்களின் செயற்பாடுகள் சர்வாதிகாரப் போக்குக் கொண்டிருந்தமையால் வட பகுதி மக்களை மீட்டெடுக்கும் பணியை அவர்களிடம் விட்டுவிட முடியாது. மாற்றுக் கட்சியினரை தேர்தல் காலத்தில் ஆதரவு தேடும் உரிமையை மறுத்தும், பெருமளவில் ஆள் மாறாட்டம் செய்தும் பாராளுமன்ற பிரதிநிதிகளை தேர்ந்தெடுக்கும் புதிய ஓர் கலாச்சாரத்தை நம் நாட்டில் ஏற்படுத்தியவர்கள் அவர்களே. ஜனநாயக பாராம்பரியத்துக்கு அவர்கள் ஏற்படுத்திய பாதிப்பு விடுதலைப் புலிகளினால் ஏற்பட்டதிலும் பார்க்கக் கூடியதாகும்.

ஜனநாயக கோட்பாடுகளுக்கு தமிழர் விடுதலைக் கூட்டணி பெரும் மதிப்பு கொடுத்து வந்தது. பொதுஜன வாக்கெடுப்பு மூலம் பாராளுமன்றத்தின் காலத்தை 1983 ஆம் ஆண்டு அரசு நீடித்த போது தமிழர் விடுதலைக் கூட்டணியைச் சேர்ந்த 17 பாராளுமன்ற உறுப்பினர்களாகிய நாம் எவ்வாறு அதை ஆட்சேபித்து எமது பதவிகளைத் துறந்தோம் என்பதை தாங்கள் அறிவீர்கள். உலக யுத்தகாலம் தவிர்ந்த வேறு எந்தக் காலத்திலும், எந்த ஜனநாயக நாட்டிலும் இவ்வாறு செய்யும் வழக்கம் இல்லை. இவ்வாறு பதவி துறந்த எங்கள் 17 பேரையும் அரசியல் சாசனத்தில் ஆறாவது திருத்தத்தைக் கொண்டு வந்து வேண்டுமென்றே எம்மை பாராளுமன்றம் செல்ல விடாது தடுத்து, மிதவாதிகளிடமிருந்த தமிழ் மக்களின் தலைமையை பறித்தெடுத்து ஆயுதக் குழுக்களிடம் கையளித்தார் கௌரவ ஜே.ஆர். ஜெயவர்த்தனா அவர்கள். எதிர்கட்சியினர் 6 வருடங்களின் பின் மக்களிடம் ஆணை பெறும் உரிமையை மறுத்து நியாயமற்ற முறையில் மக்களின் புதிய ஆணையை பெறாது மேலும் 6 ஆண்டுகள் ஆட்சி நடத்தினார். 6 ஆண்டுகள் மட்டும் ஆளும் மக்கள் ஆணை பெற்ற ஓர் கட்சி நியாயமற்ற முறையில் 12 ஆண்டுகள் ஆட்சி நடாத்தியது. நாடளாவிய ரீதியில் சுதந்திரமானதும், நியாயமானதுமான ஒரு தேர்தல் 1977 ஆம் ஆண்டின் பின் இன்று வரை இலங்கையில் நடைபெறவில்லை என்பதை யாராலும் மறுக்க முடியாது. இன்றைய இந்த நிலைமை பெருமளவு உருவாக காரணமாக இருந்தது வடக்கு கிழக்கு என்பதோடு அதற்குப் பெரும் பங்களிப்புச் செய்தது கௌரவ டக்ளஸ் தேவானந்தா அவர்களே.

இந்தக் குழுவினர் 1994ம் ஆண்டு நடைபெற்ற பாராளுமன்ற பொதுத் தேர்தலில் யாழ் தேர்தல் மாவட்டத்தில் சுயேட்சைக் குழுவாக போட்டியிட்டு 9 ஆசனங்களை பெற்றனர். அத் தேர்தல் மாவட்டத்தில் போட்டியிட்ட இக் குழுவைச் சேர்ந்த 13 வேட்பாளர்களும் 10 தேர்தல் தொகுதிகளில் மொத்தமாக பெற்ற வாக்குகள் 175 மட்டுமே. ஊர்காவற்துறை தேர்தல் தொகுதியில் மட்டும் அவர்கள் மாற்றுக் கட்சியினர் எவரையும் நியமனத் திகதியிலிருந்தே அத் தொகுதியில் கால் வைக்க விடாது மிக மோசமான முறையில் ஆள் மாறாட்டம் செய்து 8638 வாக்குகளை மட்டும் பெற்றிருந்தனர். இவர்கள் அத் தேர்தல் மாவட்டத்தில் 596,366 வாக்காளர்கள் இருந்தும் மிகப் பிழையான முறையில் மிகக் குறைந்த வாக்குகளை பெற்றபோது அரசு அரசியல் சாசனத்தையோ அன்றி தேர்தல் சட்டத்தையோ மாற்றம் செய்து பரிகாரம் செய்யும் என்று எதிர்பார்த்திருந்தேன். இதற்குரிய பரிகாரத்தை அரசு அன்று செய்திருந்தால் இன்று பொதுமக்களை அன்றி விடுதலைப்புலிகளை மட்டும் பாராராளுமன்றத்தில் பிரதிநிதித்துவப்படுத்தும் 22 த.தே.கூ உறுப்பினர்கள் தெரிவாகியிருக்க மாட்டார்கள். அடுத்தடுத்து ஆட்சியை கைப்பற்றிய கட்சிகள் இவ்வாறு தெரிவாகும் தமிழ் சிறுபான்மை கட்சி உறுப்பினர்களை தமது தேவைகளுக்கு உபயோகித்து ஆட்சியை பிடிக்க அல்லது நீடிக்க செய்தமை துரதிஷ்டவசமானதே. கடந்த காலத்தில் சில சுயநலமிக்க தலைவர்கள் நாட்டுப் பற்று இன்றி செய்த பாவத்தினாலேயே நம் முழு நாடும் இன்று இவ்வாறு அல்லல் படுகின்றது.

இந்த நாட்டில் ஜனநாயகத்தை காப்பாற்ற த.வி.கூ ஆற்றிய பெரும் பங்களிப்பை முழு உலகும் மிகவும் பாராட்டியது. ஆனால் துரதிஷ்டவசமாக அந்தத் தலைமுறையைச் சேர்ந்த தலைவர்கள் இப்போது இல்லை. அவர்களில் சிலர் கொல்லப்பட்டனர். சிலர் மரணி;த்து விட்டனர். மற்றும் சிலர் அரசியலில் இருந்து ஒதுங்கிக் கொண்டனர். அத்தகைய பழைய தலைவர்களில் இன்றும் அரசியலில் ஈடுபாட்டுடன் இருக்கும் இருவரில் ஒருவர் த.வி.கூ உருவாக்கிய நற்பெயரை அழித்துவிட்டு, என்னை மட்டும் தன்னந்தனியாக எல்லா பிரச்சினைகளையும் எதிர்கொள்ள வைத்துவிட்டு, தான் மோசடி மூலம் பாராளுமன்றம் சென்று விட்டார். எம் தலைவர்கள் காட்டிய வழியிலிருந்து நான் தவறவில்லை. ஆனால் கடந்த நான்கு ஆண்டுகளாக நான் எதிர்நோக்கிய தர்ம சங்கடமான நிலைமையும் அவமானங்களும் சொல்லில் அடங்கா. உலகளாவிய ரீதியில் பிரசுரமாகும் விடுதலைப் புலிகள் சார்பான பல கையடக்கப் பத்திரிகைகளின் ஆசிரியர்கள் எனக்குக் கொடுத்து எழுதும் அடைமொழிகள் கீழத்தரமானவையும், அவதூறானவையுமாகும். அவர்கள் பாவிக்கும் வார்த்தைகள் என் மனதை மிகவும் புண்பட வைத்தன. நான் யாருக்கும் அடிவருடியாக செயல்பட்டவன் அல்ல. கறுப்பை கறுப்பு என தயங்காது கூறுபவன். எப்போதும் நடுநிலைமையை வகிப்பவன். இருப்பினும் இத்தகைய அவமானங்களை சகிப்பதற்குக் காரணம் நான் என் நாட்டை மிகவும் நேசிப்பதோடு நாட்டுப் பற்றற்ற ஜனநாயக விரோத சக்திகளிடமிருந்து நாடு விடுதலை பெற வேண்டும் என்பதாலேயே. பயங்கரவாதத்தை ஒழித்து ஜனநாயகத்தை நிலைநாட்டும் உங்கள் பணிக்கு எனது பூரண ஒத்துழைப்பு உண்டு. அந்தப் பணிக்காக என் உயிரையும் தர நான் தயாராக உள்ளேன். ஆனால் வட பகுதியில் உள்ள பயங்கரவாதிகள் விடுதலைப் புலிகள் மட்டும்தான் என எண்ணாதீர்கள். கிழக்கு மாகாண மக்களைப் போல் வட பகுதி மக்களும் போதியளவு துன்பப்பட்டு விட்டார்கள். போதியளவு இழந்தும் விட்டார்கள். தொடர்ந்து நிரந்தர பயத்துடனும், பீதியுடனும் வாழ்கின்றார்கள். அவர்கள் கொதிக்கும் எண்ணெய்ச் சட்டியிலிருந்து நெருப்புக்குள் பாயும் நிலைமைக்கு தள்ளப்பட கூடாது. எதிர்வரும் ஜூலை 15 இல் எனக்கு 75 வயது பூர்த்தியாகிவிடும். எனக்கு ஏதாவது நடக்கும் முன்பு நம் நாட்டில் வாழும் ஒவ்வொரு பகுதியினரும் அடிமைத்தனத்திலும், நிரந்தர பயபீதியிலும், பல ஆண்டு காலமாக அனுபவிக்கும் வேதனைகளில் இருந்து விடுவிக்கப்பட வேண்டும் என்பதே.

எனது எதிர்ப்பு விசேட செயலணி குழுவின் அமைப்புக்கும் அக்குழுவில் அங்கம் வகிப்பவர்கள் ஆகிய இரண்டுக்குமே. ஏற்கனவே அனுபவிக்கும் மந்திரி பதவியோடு இக்குழுவின் தலைவராக தங்களால் தெரிவு செய்யப்பட்ட கௌரவ டக்ளஸ் தேவானந்தா அவர்களின் செயற்பாடுகள் பற்றி நான் பலதடவை தங்களுக்கு புகார் செய்துள்ளேன். அவரின் மந்திரி பதவி நாட்டுக்கு ஏற்கனவே பாதகமானதும், அரசுக்கு அவர் ஆற்றும் தொண்டுக்கு அப் பதவி மிகவும் போதுமானதுமாகும் ஏனைய இரு உறுப்பினர்கள் பற்றி அவர்களுக்கு வேலைப்பளு கூடி விட்டது என்பதைத் தவிர வேறு எந்த எதிர்ப்பும் கிடையாது. இக் குழுவில் பணியாற்ற போதிய நேரம் இருக்காது. இவ்விருவரும் முதல் கூட்டத்துக்கே சமூகம் கொடுக்காதமை இறுதியில் இதுவொரு தனி மனிதனின் அமைப்பாக விளங்கப் போகின்றது என்ற எனது சந்தேகத்தையும் ஈ.பி.டி.பி இயக்கத்தின் அண்மைக்கால வரலாறு அப்பாவி தமிழ் மக்களுக்கு மாறாக மீண்டும் அரங்கேறப் போகிறது என்பது உறுதிப்படுத்தப்படுகிறது. சந்தர்ப்பம் கிடைத்தால் கௌரவ டக்ளஸ் தேவானந்தா அவாகள் என்ன செய்வார் என நானறியேன். வடக்கின் அபிவிருத்திக்கு பதிலாக தன் சொந்த நலனுக்காக இப் பதவியை பாவிக்கமாட்டார் என்று கூற முடியாது. சுயநலன் கருதி செயற்பட இவரைச் சுற்றி ஒரு கூட்டம் உண்டு. ஆனால் இவருடைய பணிக்கு பொது மக்களிடமிருந்து எதுவித ஒத்துழைப்பும் கிடைக்கப் போவதில்லை. தலைவர்களை மக்களே தெரிவு செய்ய வேண்டுமே அன்றி தலைவர்களை மக்கள் மீது திணிக்கக் கூடாது.

அவருடன் 1994ம் ஆண்டு தொடக்கம் 14 ஆண்டுகளுக்கு மேல் இணைந்து செயற்பட்டும், அமைச்சரவையில் இருவரும் அங்கத்துவம் வகித்த போதும் இவரைப் பற்றியோ இவரின் கடந்தகால நடவடிக்கைகள் பற்றியோ நீங்கள் அறியாதிருப்பது எனக்கு ஆச்சரியத்தைத் தருகிறது. இவர் கட்டுப்படுத்தத் தவறிய இவர்களுடைய போராளிகளுடைய மகிழ்ச்சி தராத நடவடிக்கைகளை தங்கள் கவனத்திற்கு கொண்டுவர வேண்டிய கடமைப்பாடு எனக்குண்டு.

2004ம் ஆண்டு ஏப்ரல் மாதம் நடைபெற்ற பொதுத் தேர்தலில் விடுதலைப் புலிகள் இவர்களை மிஞ்சி செயற்பட்டமையால் இவர்களுக்கு ஒரேயொரு ஆசனம் மட்டும் கிடைத்தது. ஈ.பி.டி.பி யினருக்கும் எங்களுக்கும் தேர்தல் பிரச்சாரம் செய்கின்ற உரிமை மறுக்கப்பட்டது. ஈ.பி.டி.பி தமது கடந்தகால அனுபவங்களை வைத்து ஓர் ஆசனத்தை எப்படியோ வென்று விட்டது. அதற்கு முன்பு நடைபெற்ற 2001 பொதுத் தேர்தலில் பிரச்சாரத்துக்காக வேலணைக்குச் சென்ற த.வி.கூ தொண்டர்களை ஈ.பி.டி.பி யினர் வழி மறித்து துவக்குகளாலும், ஆயுதங்களாலும் தாக்கினர். இரு தொண்டர்கள் ஸ்தலத்திலேயே வெட்டிக் கொல்லப்பட்டனர். மற்றும் அனேகர் படுகாயமுற்றனர். ஈ.பி.டி.பி யினர் என்னை எங்கே எங்கே எனக் கேட்டு தாக்குதலை நடத்தியுள்ளனர். திரு. எஸ். சோனாதிராஜா தலையில் வெட்டுக் காயமும், திரு. எம்.கே. சிவாஜிலிங்கம் அவர்களின காலும் முறிக்கப்பட்டது. அதற்கு முன் 2000ம் ஆண்டு நடைபெற்ற தேர்தலில் யாழ்ப்பாணம் ஸ்டான்லி வீதியில் அமைந்துள்ள தனது ஸ்ரீதர் தியேட்டர் காரியாலயத்தில் கௌரவ டக்ளஸ் தேவானந்தா இருந்து கொண்டு ஆயிரத்துக்கு மேற்பட்டவர்களை அதே வீதியில் அமைந்திருந்த எனது காரியாலயத்துக்கு ஆர்பாட்டம் செய்யுமாறு அனுப்பியிருந்தார். பலர் குடிபோதையில் இருந்தனர். எனக்கு எதிரான சுலோகங்களுடன், எனது கொடும்பாவியை எரித்து காரியாலய பெயர் பலகையையும் உடைத்து விட்டுச் சென்றனர். இவ்வாறான பயமுறுத்தல், பயமுறுத்தி சம்மதிக்க வைப்பதும் தேர்தல் குற்றங்களாகும். தேர்தல் சட்டத்துக்கும் முரணானதாகும். இருந்தும் கௌரவ டக்ளஸ் தேவானந்தா அவர்கள் அமைச்சர் என்ற காரணத்தினால் பொலிசாரும், இராணுவத்தினரும் எதுவும் செய்ய முடியாத நிலையில் செயலற்று நின்றனர். இப்பொழுது விசேட செயலணி குழு தலைவராக செயற்படும் இவ் வேளையில் அரச ஊழியர்கள் அனேகரை தன் தேர்தல் பிரச்சாரத்திற்கு உபயோகிப்பாரேயானால் நான் ஆச்சரியப்பட மாட்டேன். இதற்கு முன்பு நடைபெற்ற தேர்தலில் அரச ஊழியர்கள் முதல் நாள் மாலையிலிருந்தே இவருக்காக செயற்பட ஆரம்பித்து விட்டனர். ஈ.பி.டி.பி இனருக்கும் அவர்களிடம் பல விடயங்களை கற்றுக் கொண்ட விடுதலைப் புலிகளுக்கும் அதிக வித்தியாசமில்லை.

வெளிநாட்டு தூதுவர்களுக்கு 2000ம் ஆண்டு செப்டம்பர் மாதம் 27ம் திகதி ஈ.பி.டி.பி யினரிடமிருந்து ஊர்காவற்துறை மக்களை விடுவிக்குமாறு அரசுக்கு அழுத்தம் கொடுக்க வேண்டுமென கோரிய கடித்தின் ஒரு பகுதியை கீழே குறிப்பிடுகின்றேன். “இன்றைய நிலையில் நான் அறிந்த வரையில் ஒவ்வொருவரினதும் கடமை ஊர்காவற்துறை தொகுதி மக்களை குறிப்பாக நெடுந்தீவு மக்களை விடுவிப்பதே. 4100 பதிவு செய்யப்பட்ட வாக்காளர்களைக் கொண்ட ஊர்காவற்துறையின் ஒரு பகுதியாகிய நெடுந்தீவு இராணுவம், பொலிஸ், கடற்படை ஆகியோர்; கடமையாற்ற இல்லாத வேளையில் அரச சார்பான ஈ.பி.டி.பி என்ற இயக்கம் அப் பகுதி முழுவதும் தனது கட்டுப்பாட்டில் வைத்திருக்கின்றது. கடந்த சில வருடங்களாக அப் பகுதி மக்கள் சொல்ல முடியாத துன்பங்களை அனுபவித்து வருகி;ன்றனர். 1999ம் ஆண்டு நடந்தேறிய ஜனாதிபதி தேர்தலில் ஐ.தே.க க்கு வாக்களித்தவர்களை ஈ.பி.டி.பி யினர் கடுமையாக அடித்துத் துன்புறுத்தினர். உதவி அரசாங்க அதிபருடைய பெயர் தற்போது பிரதேச செயலளர் என மாற்றம் பெற்றுள்ளது. அப் பகுதி அரசாங்க நிர்வாகத்துக்கு அவரே பொறுப்பாக இருந்தார். சில வருடங்களுக்கு முன்பு நெடுந்தீவில் கடமையாற்றிய பிரதேச செயலாளர் ஈ.பி.டி.பி யினரால் அடித்துக் கொல்லப்பட்டார். அரசு இன்று வரைக்கும் அதற்கொரு நடவடிக்கையும் எடுக்கவில்லை. அந்தக் குடும்பத்தினருக்கு எந்தவித நட்ட ஈடும் வழங்கவில்லை. அடித்துக் கொல்லப்பட்டவரின் பெயர் நிக்லஸ் ஆகும்”

இரு வருடங்களுக்கு முன்பு ஈ.பி.டி.பி யினர் சுருவில் என்ற இடத்தில் மற்றொரு இளைஞரை சுட்டுக் கொன்றனர். இது சம்பந்தமாக நான்கு ஈ.பி.டி.பி இனர் மீது ஊர்காவற்துறை நீதிமன்றத்தில் வழக்குத் தாக்கல் செய்யப்பட்டது. சந்தேக பேர்வழிகள் நெடுந்தீவுக்கு தப்பிச் சென்ற வேளையில் நீதிபதியினால் பிடியாணை பிறப்பிக்கப்பட்டிருநதது. பிடியாணையை அமுல்படுத்த முடியாதவேளை காரைநகர் கடற்படை அதிகாரியை நீதிபதி விசாரணை செய்தபோது தனக்கு நெடுந்தீவுக்கு போக அதிகாரம் இல்லையென ஆதாரத்தோடு கூறியிருந்தார். அந்த விடயம் அந்த நீதவானின் இடமாற்றத்தோடு முடிந்து விட்டது. ஜனாதிபதி அவர்களே தாங்கள் உட்பட எவரேனும் நெடுந்தீவுக்கு போவதாக இருப்பின் ஈ.பி.டி.பி யினருடைய அங்கீகாரத்தைப் பெற வேண்டும்.

ஊர்காவற்துறை தொகுதியின் பல்வேறு பகுதிகளிலும் ஈ.பி.டி.பி யினருடைய ஆயுதம் தாங்கியோர் பல்வேறு முகாம்களை அமைந்திருந்தனர். அப் பகுதி அப்பாவி மக்கள் அவர்களின் அதிகாரத்துக்குட்பட்டே வாழ்கின்றனர். ஒரேயொரு வித்தியாசம் என்னவெனில் அப் பகுதியிலுள்ள கடற்படையினர் புலிகளிடமிருந்து ஈ.பி.டி.பி யினரை பாதுகாப்பதும் ஈ.பி.டி.பி யினரிடருந்து பொது மக்களை பாதுகாப்பதும் அவர்களுடைய கடமையாக இருந்தது. இருப்பினும் ஈ.பி.டி.பி யினரின் அட்டகாசத்தை யாராலும் தடுக்க முடியவில்லை. இதில் வேடிக்கை என்னவெனில் நெடுந்தீவு உட்பட ஈ.பி.டி.பி யினருக்கு ஊர்காவற்துறையில் எந்த வேலையும் இருக்கவில்லை. அவர்களுடைய ஆயுதக் குழுவினர் அப்பாவி மக்களை மிரட்டுவதும், பீதியடையச் செய்வதிலுமே ஈடுபட்டிருந்திருந்தனர்.

அரசாங்கம் மக்களின் ஒரு பகுதியினரை ஒரு ஆயுதக் குழு ஏன் துன்புறுத்த அனுமதிக்கின்றது என கேள்வியை எழுப்பலாம். பதில் மிகவும் இலகுவானதே. ஊர்காவற்துறை தொகுதியில் இவ்வாறு பெற்ற வாக்குகளால்தான் 1994ம் ஆண்டுத் தேர்தலில் ஈ.பி.டி.பி இனர் 9 ஆசனங்களை கைப்பற்ற முடிந்தது. இன விகிதாசார அடிப்படையில் யாழ் தேர்தல் மாவட்டத்தின் 11 தொகுதிகள் ஒன்றிணைக்கப்பட்டுள்ளது. இந்த 11 தொகுதிகளில் ஊர்காவற்துறை தொகுதி ஈ.பி.டி.பி இன் முழு கட்டுப்பாட்டில் இருந்தது. ஏனைய 10 தொகுதிகளும் விடுதலைப்புலிகளின் கட்டுப்பாட்டுப் பிரதேசமாகும். அதன் விளைவாக 10 தொகுதிகளில் வாக்கெடுப்பு நடைபெறவில்லை. ஊhகாவற்துறையை முழு கட்டுப்பாட்டில் வைத்திருந்த ஈ.பி.டி.பி 10 ஆசனங்களில் 9 ஐ பெற்றுக் கொண்டது. இதற்கு அவர்களுக்கு கிடைத்த வாக்குகள் 10 தொகுதிகளிலும் மொத்தமாக 175 மட்டுமே. ஊர்காவற்துறை தொகுதியில் ஏறக்குறைய 9000 வாக்குகளை பெற்றனர். அதைக்கூட தேர்தல் மோசடி மூலம் பெற்றதாக கண்காணிப்புக்குழு கூறியிருந்தது. யாழ்ப்பாணத்தில் இருந்து இடம்பெயர்ந்து புத்தளத்தில் வாழும் முஸ்லீம் மக்களின் சில ஆயிரம் வாக்குகளால் ஸ்ரீ.ல.மு.கா ஒரு ஆசனத்தை பெற்றது.

இவ்விடயத்தை மீண்டும் பரிசீலிப்பதற்கு போதிய விடயங்களை தந்துள்ளதாக கருதுகிறேன். ஈ.பி.டி.பி இனர் முன்பு செயற்பட்டது போல் இனியும் செய்யமாட்டார்கள் என்று எத்தகைய உத்தரவாதத்தை அரசு கொடு;க்கும் என வட பகுதி மக்கள் கேட்க ஆரம்பித்து விட்டனர். முன்பு அவர்களிடமிருந்தது ஒரு மாவட்டம். இப்போது அவரிடம் கொடுக்கப்பட்டிருப்பது ஒரு மாகாணமாகும் மற்றும் அனேகரைப் போல் நானும் முற்று முழுதாக இப் பிரச்சினையை மறு பரிசீலனை செய்யவேண்டிய நிலை ஏற்படலாம். இந் நடவடிக்கை இனப் பிரச்சினைக்குத் தீர்வாக அமையாது. ஆதற்கு மாறாக இனப்பிரச்சினையை மேலும் விரிவடையச் செய்து பொது மக்களை விடுதலைப் புலிகளை நோக்கி விரட்டிவிடும் நிலை ஏற்படலாம் என கருதுகிறேன். எனது விளக்கத்தால் தாங்கள் திருப்தி அடையாதிருந்தால் மேலும் சில விடயங்களை இக் கடிதத்தின் இரண்டாம் பாகமாக விரைவில் அனுப்பி வைப்பேன்.

CALL TO THE INTERNATIONAL COMMUNITY TO WARN THE LTTE TO SPARE INNOCENT LIVES.

Within two days of the assassination of Ms. Maheswary Velauthan of the EPDP the LTTE has once again shown its atrocious feat in the heart of Colombo. As usual Prabaharan has selected an innocent family to provide a suicide bomber for the game he plays off and on and thoroughly enjoys. Once again it is somebody else’s brainwashed child, he had sacrificed without any known protest neither from the suicide-bomber’s parents nor from any one of the TNA Members of Parliament who are although proxies of the LTTE, in name elected by the people. I am not asking the TNA Members to sacrifice their own children. My only worry is as to why can’t they lodge a strong protest against human sacrifices by the LTTE. That is all I am asking. I strongly condemn the LTTE for playing with human lives.

Ten innocent people some of whom are police officers, have died and over eighty-five seriously injured. How many more will die will not be known for a few days and by the time the exact figure is made known, more similar incidents would have taken place. Every time such an incident takes place more and more widows, orphans and destitute persons are created. In addition several lose their eyesights, limbs and get benumbed also. All the sympathy such victims earn are forgotten sooner or later, but Prabaharan goes on and his people keep on glorifying him.

How are we going to stop this madness? There is only one way by which we can stop this. Without waiting for some unpleasant incident to take place, with in the International Community, the possibility of which is not ruled out, the International Community should wakeup and condemn these atrocious acts of the LTTE with one voice and warn them to stop forthwith playing with innocent human lives.

The Government too without further delay come out with a reasonable and acceptable solution, not due to the fear of the LTTE but only to enable the International Community to act positively without any further delay.

The TULF expresses its deepest sympathies to the kith and kin and all relations and friends of the unfortunate victims.

விடுதலைப் புவிகளுடன் மட்டும் பேச்சுவார்த்தை நடத்தினால் இனப்பிரச்சனை தீருமா?

விடுதலைப் புவிகளுடன் மட்டும் பேச்சுவார்த்தை நடத்தினால் இனப்பிரச்சனை தீருமா?

கடந்த ஏப்ரல் மாதம் 24ம் திகதி தமிழ் நாடு சட்டசபை ஏகமனதாக நிறைவேற்றப்பட்ட தீர்மானத்தின் மூலம் இலங்கைக்கு சமாதானத்தைக் கொண்டுவருவதற்காக யுத்தத்தில் ஈடுபட்டுள்ள இருசாராரையும் பேச வைக்க வேண்டுமென இந்திய மத்திய அரசை கோர வேண்டும் என கேட்டுக்கொண்டது. பல்வேறு நாடுகளும் உலகளாவிய பொது ஸ்தாபனங்களும் இலங்கையின் கள நிலைமையை சரியாக புரிந்து கொள்ளாது யுத்தத்தை நிறுத்த வெண்டுமெனவும் விடுதலைப் புலிகளுடன் பேச வேண்டுமெனவும் வற்புறுத்தி வருகின்றன. யுத்தம் நிறுத்தப்படத்தான் வேண்டும். ஆனால் பேச்சுவார்த்தை விடுதலைப் புலிகளுடன் மட்டுமானதாக இருக்கக்கூடாது. 2002ம் ஆண்டு பெப்ரவரி மாதம் 22ம் திகதி யுத்த நிறுத்த ஒப்பந்தம் கைச்சாத்திட்டதன் பின் நாட்டு நிலைமை முற்றாக மாறிவிட்டது. அந்தநேரம் வடகிழக்கு மாகாணத்தில் சில பகுதிகள் விடுதலைப் புலிகளின் கட்டுப்பாட்டிலும், அரசாங்கக் கட்டுப்பாட்டில் உள்ள பிரதேசங்கள் கூட பெருமளவில் விடுதலைப் புலிகளின் கட்டுப்பாட்டிலேயே இருந்தன. விடுதலைப் புலிகள் மிகக் கூடுதலாகவும், அரச படைகள் சிறிதளவும் மொத்தமாக பல்லாயிரக்கணக்கான யுத்த நிறுத்த மீறல்கள் நடந்தமையினால் ஒப்பந்தம் ரத்தாக்கப்பட்டு யுத்தம் மீண்டும் ஆரம்பிக்கப்பட்டது. இன்று கிழக்கு மாகாணம் விடுதலைப் புலிகளிடமிருந்து முற்று முழுதாக விடுவிக்கப்பட்டு ஏனைய பகுதிகளிலும் அவர்களின் கட்டுப்பாட்டிலிருந்து படிப்படியாக விடுவிக்கப்பட்டு வருகின்றன.

விடுதலைப் புலிகள் அவ்வாறு கூறிவந்தாலும் அவர்களை தமிழ் மக்கள் ஏகபிரதிநிதிகள் என்று ஏற்றுக்கொள்ள வில்லை. வடகிழக்கு மாகாணத்தில் தமிழர்கள் பெரும்பான்மையாக வாழ்கின்ற 22 பாராளுமன்ற தொகுதிகளை விடுதலைப் புலிகள் மோசடி மூலம் தமிழரசுக்கட்சியினூடாக (இலங்கை தமிழரசுக்கட்சி) பெற்றுக்கொண்டு வடகிழக்கு வாழ் மக்களை பிரதிநிதித்துவப்படுத்தாது விடுதலைப் புலிகளையே பிரதிநிதித்துவப்படுத்தி வருகின்றனர். சமஷ்டி கட்சிகூட இயங்காமல் இருந்தவேளையிலேயே இவர்கள் அதன் பிரதிநிதிகளாக தெரிவு செய்யப்பட்டு நீண்ட நாட்களின் பின்னே அக் கட்சியை இயங்க வைத்தனர். தேர்தல் காலத்தில் நான்கு தேர்தல் கண்காணிப்புக்குழு தமது கண்காணிப்புப் பணியில் ஈடுபட்டிருந்தன. இவர்களின் தெரிவை பற்றி அனைத்துக் குழுக்களும் பாதகமான அறிக்கையை முன்வைத்ததோடு இரு குழுக்கள் வடகிழக்கு தேர்தலை ரத்துசெய்து புதிய தேர்தலை நடத்துமாறு சிபாரிசு செய்தனர். ஆகவே எத்தகைய பேச்சுவார்த்தையிலும் ஈடுபடுகின்ற தார்மீக உரிமை அவர்களுக்கு இல்லை. தங்கள் நிலைமையை அவர்கள் உணர்ந்து ஏப்ரல் 2004ம் ஆண்டு பொதுத் தேர்தலின் பின் எதுவித பேச்சுவார்த்தைகளிலும் ஈடுபடவில்லை.

கிழக்கு மாகாணத்தை முற்றுமுழுதாக இழந்த நிலையில் விடுதலைப் புலிகள் கிழக்கு மாகாண தமிழ் மக்களை பற்றி பேசுகின்ற உரிiமையை இழந்து விட்டனர். வட மாகாணத்திலுள்ள ஐந்து மாவட்டங்களில் கிளிநொச்சி, முல்லைத்தீவு ஆகிய மாவட்டங்கள் இன்றும் அவர்களின் கட்டுப்பாட்டிலேயே இயங்குகின்றன. ஏனைய மூன்று மாவட்டங்களாகிய யாழ்ப்பாணம், மன்னார், வவுனியா ஆகியவற்றின் சில பகுதிகளை தங்கள் கட்டுப்பாட்டில் வைத்திருந்தபோதிலும் அப்பகுதிகளையும் படிப்படியாக இழந்து வருகின்றனர்.

இலங்கை தமிழர்களின் சனத்தொகையில் பாதிக்கு மேற்பட்டவர்கள் தென்னிலங்கையில் சிங்கள, முஸ்லீம் மக்கள் மத்தியில் மிக அமைதியாக வாழ்கின்றனர். இன்னுமொரு பகுதியினர் ஐரோப்பா, ஸ்கண்டிநேவியா, அமெரிக்கா, கனடா போன்ற நாடுகளில் மிகப் பொருளாதார ரீதியாக வசதியாக வாழ்ந்து கொண்டு தமது பிள்ளைகளுக்கு சிறந்த கல்வியை ஊட்டிக்கொண்டு நலமாக வாழ்கின்றனர். விடுதலைப் புலிகளுக்கு ஆயுதங்கள் வாங்கவும், புலிகளின் கட்டுப்பாட்டில் வாழ்கின்ற ஏழை மக்களின் பிள்ளைகளை தமது போர் வீரர்களாக சேர்த்து பயிற்சி கொடுக்கவும் பெருந்தொகையாக பண உதவி செய்கின்றனர். இப் பிள்ளைகள் பெருமளவில் யுத்த முனையில் தினமும் மடிந்து கொண்டிருக்கின்றனர். சர்வதேச சமூகத்தை குறிப்பாக ஐக்கிய நாடுகள் சபையின் செயலாளர் நாயகத்தை மக்களின் உயிருக்கும், உடமைகளுக்கும் சேதம் ஏற்படாது நட்புடன் செயல்பட்டு விடுவிக்கக்கூடிய இராணுவத்தை அனுப்பும்படி கோரிக்கை விடுத்திருந்தேன்.

விடுதலைப் புலிகளின் கட்டுப்பாட்டில் அடிமைகள்போல் இன்றும் வாழ்கின்ற மக்களே தமிழ் மக்களில் மிகவும் துர்ப்பாக்கியவான்களாவர். அவர்கள் எந்தவித உரிமைகளையும் அனுபவிப்பதில்லை. தாமாக சிந்தித்து செயலாற்ற முடியாது. தாம் விரும்பிய ஒருவருக்கு வாக்களிக்க முடியாது. விடுதலைப் புலிகள் கடத்தி செல்வதை தடுப்பதற்காக மேல் வகுப்புக்களில் படிக்கும் தமது பிள்ளைகளை மறைத்து வைத்து வாழ்கின்றனர். குற்றவாளிகள் சிறைக்கு அனுப்பப்பட்டு கடுமையாக தண்டிக்கப்படுகின்றனர். கடுமையான வரிகளை செலுத்துகின்றனர். ஆட்கடத்தல், சித்திரவதை முகாம்கள், இருட்டறை போன்ற தண்டனைகளையும் அனுபவிக்கின்றனர். குறைந்தபட்சம் இந்திய பாராளுமன்ற உறுப்பினர்கள் சிலரையும் சட்டசபை உறுப்பினர்களையும் விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்துக்குச் சென்று அங்கு மக்கள் படுகின்ற கஷ்டங்கள், அனுபவக்கின்ற கொடுமைகளையும் நேரடியாக பார்க்கும்படி கோரியிருந்தேன்.

இப்பொழுதுள்ள பிரச்சனை அரசாங்கம் யாருடன் பேச வேண்டும் என்பதே. அரசு விடுதலைப் புலிகளுடன்தான் பேச வேண்டும் என்று கூறுவது நியாயமானதா? இன்றைய சூழ்நிலையை தமக்கு சாதகமாக பாவித்து இடையிலுள்ள சிலர் பல்வேறு மாற்றுத் திட்டங்களை முன்வைக்க முயல்கின்றனர். பிரச்சினை தீர்வுக்கு அவை உதவமாட்டாது. ஓற்றையாட்சியின் கீழ் காணப்படும் தீர்வு சிறுபான்மை தமிழினத்தின் அபிலாசைகளுக்கு ஏற்புடையதல்ல. எத்தகைய தீர்வும் நியாயமானதாகவும், சமத்துவமானதாகவும் அமைய வேண்டும். கடந்த சில வருடங்களாக இந்திய முறையிலானவொரு தீர்வை முன்வைத்து ஆதரவு தேடி வந்துள்ளேன். எல்லாவற்றுக்கு மேலாக இந்திய முறையிலான தீர்விலுள்ள நன்மை யாதெனில் இனப்பிரச்சினை தீர்வுக்கு தமிழ் நாட்டில் முட்டுக்கட்டை கொடுக்கின்ற புலி சார்பான சில சக்திகளை மௌனிக்க வைக்க முடியும்.

யுத்தமுனையில் ஆயிரக்கணக்கானவர்கள் மரணிக்கின்றார்கள். அவ்வாறு மரணிப்பவர்களின் உறவினர்கள், அன்புக்குரியவர்கள் தான் வேதனையை அனுபவிக்கின்றார்களேயொழிய யுத்தத்தை முன்னெடுப்பவர்கள் அல்ல. மனித உரிமை மீறல்கள் அரச கட்டுப்பாட்டுப் பகுதியிலும் விடுதலைப் புலிகள் கட்டுப்பாட்டுப் பகுதியிலும் ஒருவித தடையுமின்றி நடைபெற்று வருகின்றன. அரச கட்டுப்பாட்டுப் பகுதியில் நடப்பதை பலரும் அறிவர். புலிகள் கட்டுப்பாட்டுப் பகுதியில் நடப்பவைகள் முழுதும் மறைக்கப்படுகின்றன. பொது மக்கள் உறுதியாக நின்று ஒத்துழைப்பு கொடுப்பார்களேயானால் அரச கட்டுப்பாட்டுப் பகுதியிலே மனித உரிமை மீறல்களை கட்டுப்பாட்டுக்குள் கொண்டுவர முடியும். ஆனால் புலிகள் பகுதியில் அதற்கு சாத்தியமில்லை.

சர்வதேச சமூகம் குறிப்பாக இந்தியா அக்கறையின்றி இருக்க முடியாது. அரசுக்கு எல்லா வழியாலும் சர்வதேச சமூகத்துக்கு ஏற்புடையதாகிய ஓர் நியாயமான தீர்வை முன் வைக்குமாறு அழுத்தம் கொடுக்க வேண்டும். சர்வதேச சமூகம் திருப்தியடையும் பட்சத்தில் அதை ஏற்குமாறு சம்பந்தப்பட்ட அனைவரையும் வற்புறுத்த வேண்டும். விடுதலைப் புலிகள் தனிநாட்டுக் கோரிக்கையை கைவிட்டு சர்வதேச சமூகத்தின் சிபாரிசை ஏற்க வேண்டும்.

சர்ச்சைக்குரிய 13வது திருத்தம் அரை நூற்றாண்டு காலமாக பல ஆயிரக்கணக்கான உயிர்கள் பலகோடி ரூபா பெறுமதியான சொத்துக்களை இழந்த நிலையில், நிரந்தர தீர்வாக அமையாது. இருப்பினும் இறுதித் தீர்வை காணும் வரைக்கும் 13வது திருத்தத்தை ஒரு தற்காலிக தீர்வாக ஏற்றுக்கொள்ளலாம்.

மாட்சிமை தங்கிய தூதுவர் அவர்களே! இலங்கையில் தற்போது நிலவும் நிலமையை தங்கள் அரசுக்கு விளக்கிக்கூறி சம்பந்தப்பட்ட அனைவரையும் ஓர் நியாயமான தீர்வுக்கு உடன்பட வைக்க போதிய அழுத்தம் கொடுக்க வேண்டுமென கேட்டுக் கொள்கிறேன். ஏனெனில் தாங்க முடியாத எல்லை மீறி மக்கள் துன்பப்படுகின்றார்கள். இது சம்பந்தமாக தங்களுடன் நேரில் பேசுவதற்கு உரிய நாள், நேரம் குறித்து தருமாறு தாழ்மையுடன் கேட்டுக்கொள்கிறேன்.

WILL TALKS WITH THE LTTE ALONE SOLVE THE ETHNIC PROBLEM?

A resolution was unanimously adopted on the 24th of April at the Tamil Nadu Legislative Assembly, calling upon the Central Government of India to intervene and to help to initiate talks between the two warring parties, to bring back Peace to Sri Lanka. It is very unfortunate that most countries and various organisations all over the world, without understanding the ground situation keep on asking the Government of Sri Lanka to stop the war and to start talks with the LTTE. The war must stop but there cannot be talks with the LTTE alone.

The entire scenario has changed since the Cease Fire Agreement was signed on the 22nd of February, 2002. At the time the CFA was signed the LTTE had under its control certain specified areas both in the Northern and Eastern Provinces and was also virtually controlling the Government controlled areas in the North and the East. Several thousands of CFA violations, very many by the LTTE and a few by the Forces, resulted in the abrogation of the Agreement and re-starting of the war. Today, the LTTE controlled Eastern Province is completely liberated and the LTTE is losing fast its grip of areas they had under their control.

No one ever recognised the LTTE as the sole-representatives of the Tamil people although they were saying so. They gained 22 Parliamentary Tamil majority seats by fraudulent means, in the North and the East and all their 22 Federal Party (ITAK) Members of Parliament only act as proxies of the LTTE and not as representatives of the Tamil People of the North and the East. Even the Federal Party on which they entered Parliament was defunct at the time they sought election and was revived only much after the election. The four election Monitoring Teams that were here Monitoring election violence and violations had given adverse reports about the conducting of the elections held on 2nd of April 2004. Two such teams even recommended annulling of the elections held for the North and the East. Therefore they have no moral right to take part in any negotiations. In fact knowing their status they had not taken part in any negotiations since their elections in April, 2004.

The LTTE having lost control of the Eastern Province cannot any more talk about the people of the East. In the Northern Province, of the five administrative Districts, Kilinochchi and Mullaitheevu Districts are fully under their control. In the other three Districts Jaffna, Mannar and Vavuniya, they have control over certain areas and little by little they are losing those areas also.

More than half of the Sri Lankan Tamil population now live peacefully in the midst of the Sinhalese and the Muslims in the South. A substantial Tamil population is now living in Europe, Scandinavia, USA and Canada. Economically they are well off, well settled and giving the best of education for their children. They contribute liberally to the LTTE to purchase arms and to give training for children of poor parents in the LTTE held areas where they die in large numbers at the battle front everyday. I have made repeated requests to the International Community and also to the Secretary General of the United Nations to send a friendly army to liberate them from the LTTE without causing loss of lives and damage to property.

The most unfortunate Tamils are those who are still under their control where they live like slaves. They hardly enjoy any right. They can’t think or act as they want. They can’t vote for one, of their choice. They hide their upper school children from the LTTE to prevent them from being taken away for recruitment as soldiers. The offenders are sent to jail and severely punished. They had to pay heavy taxes. There are abductions, torture camps and darkroom chambers. I had made several appeals for atleast the Indian Parliamentarians and Members of Legislative Assemblies to visit the LTTE controlled areas and to judge for themselves as to what is happening there and how cruelly the innocent people are treated.

The question now is as to with whom the Government should talk? Is it right to ask the Government to talk to the LTTE alone? Some Intermediaries are trying to take advantage of the present situation and are coming out with various proposals which will never help to solve the problem. No solution based on a Unitary System will satisfy the aspirations of the Tamil minorities. Any solution should be based on equality and justice. During the last few years I had been lobbying for a solution based on the Indian Model, the main advantage of which, more than anything else, will silence the pro-LTTE forces in Tamil Nadu, which is a big stumbling block for any solution.

Thousands of people are getting killed in the war front. The pain is for the relatives and the dear ones of the victims and not for those who promote the war. The human rights violations continue unabated both in the Government controlled areas and in the LTTE controlled area, the only difference being there is transparency in the former and complete blackout in the latter. If there is determination and co-operation from the public the HRV can be brought under control in the former and nothing can be done in areas under the LTTE control.

The International Community and India in particular, can’t simply keep aloof. Pressure must come from all sides to the Government to put forward a reasonable solution acceptable to the International Community which if satisfied should bring pressure on all concerned parties to accept the proposed solution. The LTTE also should be told to give up their demand for separation and to accept the solution recommended by the International Community.

The controversial 13th Amendment can never be accepted as a final solution after loss of several thousands of lives and several billions worth of property destroyed over a period of over half a century. However till a final solution is agree on, the provisions in the 13th Amendment can serve as an interim solution.

I shall be very thankful to you, Your Excellency if you would kindly brief your Government of the present situation in Sri Lanka and to bring pressure on all the concerned parties to agree for a reasonable solution to the Ethnic Problem, since the country has suffered far beyond endurance. Kindly inform me a suitable date and time to enable me to meet and brief you further on this subject.

பிலியந்தல பேரூந்தில் ஏற்பட்ட குண்டுவெடிப்பில் அப்பாவி பொது மக்கள், குழந்தைகள், பெண்கள் உட்பட 25 பேர் கொல்லப்பட்டும் 60 இற்கு மேற்பட்டோர் படுகாயமடைய செய்த சம்பவத்தை மிக வன்மையாக கண்டிக்கின்றேன். இரத்த வெறிபிடித்த விடுதலைப் புலிகளின் மிலேச்சத்தனமான செயற்பாடு இது என்பதில் எதுவித சந்தேகமும் இல்லை. இத்தகைய காட்டுமிராண்டிகளுடனா? அரசு பேச்சுவார்ததை நடத்த வேண்டுமென சர்வதேச சமூகம் வற்புறுத்தி வருகிறது? விடுதலைப் புலிகளுக்குப் பயந்து தம் பூர்வீக இருப்பிடங்களைவிட்டு ஓடிவந்து தென்னிலங்கையில் சிங்கள, இஸ்லாமிய மக்கள் மத்தியில் நிம்மதியாக வாழும், நாட்டில் உள்ள தமிழ் மக்களில் பாதிப்பேருக்கு மேற்பட்டவர்களை என்ன செய்ய எண்ணியுள்ளீர்கள் என சர்வதேச சமூகத்திடம் மிக்க ஆர்வமாக கேள்வியினை கேட்க விரும்புகின்றேன். மேலும் கிழக்கு மாகாணத்தில் அவர்களிடமிருந்து விடுவிக்கப்பட்ட தமிழ் மக்களையும் அவர்களுக்கு பயந்து நாட்டைவிட்டு ஓடிப்போய், அமைதி நாட்டில் ஏற்பட்டவுடன் திரும்பிவர எண்ணும் தமிழ் மக்களையும் என்ன செய்ய எண்ணியுள்ளீர்கள்? எல்லாவற்றிற்கும் மேலாக அவர்களின் கட்டுப்பாட்டு பிரதேசத்துக்குள் வாழும் மக்கள் விருப்பம் என்னவென அறிய இதுவரை யாரும் முயற்சித்தார்களா?

விடுதலைப் புலிகள் அரசுடன் யுத்தத்தில் ஈடுபட்டுள்ளனர். சிங்கள போர் வீரர்களின் உயிரற்ற சடலங்களை தினமும் விடுதலைப் புலிகள் சர்வதேச செஞ்சிலுவை சங்கத்திடம் கையளித்து பெருமைப்படுகின்றனர். அதேபோல் தமது போராளிகளின் சடலங்கள் கையளிக்கப்படும் போது மிக்க மகிழ்ச்சியுடன் ஏற்கின்றனர். போர் வீரன் தன் நாட்டைக் காப்பதற்காக போராடுகின்றான். விடுதலைப் புலிகளின் போராளிகளோ, நன்றாக மூளை சலவை செய்யப்பட்டு தம் தலைவரின் வரட்டுக் கௌரவத்தை காப்பதில் போராடி மரணிக்கின்றனர். ஆனால் அப்பாவிப் பொது மக்கள் ஏன் அநியாயமாக மரணிக்க வேண்டும். இது நாட்டில் ஓர் இனக்கலவரத்தை உருவாக்க உதவுமேயன்றி போரில் ஈடுபட்டுள்ள விடுதலைப் புலிகளுக்கு எவ்வாறு உதவும்? தம் மத்தியிலுள்ள குழப்பக்காரரை எவ்வாறு அடக்க வேண்டுமென சிங்கள பாமர மக்கள் அறிந்துள்ளனர். இனவாதத்தை பரப்புவர்களையும், இன துவேஷத்தை விதைப்பவர்களையும் அப்படி எதுவும் நடைபெற விடாது தடுத்து வைத்துள்ளனர். இன்று பாமர மக்களே கற்றறிருந்த சிலருக்கு போதிக்க வேண்டிய நிர்ப்பந்தம் ஏற்பட்டுள்ளது துரதிஷ்டமே. இந்த விடயத்தில் அரசின் செயல்பாட்டை பாராட்ட வேண்டும்.

நான் எவருக்கும் எடுபிடியாக செயற்படுபவன் அல்ல. நான் விரும்புவதெல்லாம் நாட்டில் சமாதானம் ஏற்பட வேண்டும் என்பதோடு நாட்டு மக்கள் அனைவருக்கும் பாதுகாப்பு வேண்டும் என்பதே. துர்அதிர்ஷ்டவசமாக மக்களுக்கு வேண்டியது புலிகளிடமிருந்து பாதுகாப்பே. நாட்டு மக்களை நிரந்தர பயத்துடனும் பீதியுடனும் வாழ வைத்துள்ள இத்தகைய படுகொலைகளை கண்டிக்க தயங்குகின்றவர்கள் இவ்வாறு பலியாகும் மக்களின் இடத்தில் தம்மை வைத்துப் பார்த்து அவர்களின் உறவுகள் படும் துன்பங்களை அனுபவிக்க வேண்டும். இச் சம்பவம் நடப்பதற்கு இரண்டரை மணித்தியாலயங்களுக்கு முன்பு பொது மக்களால் கொடுக்கப்பட்ட தகவலைத் தொடர்து 11 கிலோ எடையுள்ள கிளேமோர் குண்டொன்றை பொலிசார் கைப்பற்றி பெரும் அசம்பாவத்திலிருந்து நாட்டைக் காப்பாற்றினர். அதேபோல் நமக்கு கிடைக்கும் தகவல்களை உடனுக்குடன் அதிகாரிகளுக்கு கொடுத்துதவ வேண்டிய கடமை ஒவ்வொருவருக்கும் உண்டு என்பதை உணர்ந்து செயற்பட வேண்டும். இத் துயர சம்பவத்தில் பாதிப்புக்குள்ளானோர் குடும்பத்தினருக்கு எனது ஆழ்ந்த அனுதாபங்கள். விடுதலைப் புலிகள் தமது மிருக்கத்தனமான செயல்களை உடன் கைவிட வேண்டும்.

SAVE THE INNOCENT CIVILIANS FROM THESE SAVAGES

I strongly condemn the explosion in a C.T.B bus at Piliyandala that took the lives of 25 innocent civilians and left over 60 seriously injured. This is undoubtedly another savage act of the blood thirsty LTTE. Is it with these barbarians that the International Community wants the Government to start talks with? In all seriousness I wish to pose a question to the Internationals Community as to what it intends to do with the people who had fled their traditional places of residence for fear of the LTTE and are living with the Sinhalese and the Muslims peacefully in the South. Also I wish to know what the fate is going be of those in the Eastern Province, just liberated and of those who fled the country out of fear for the LTTE and wanting to return when peace is restored. Above all no one has bothered so far to find out the views of those who are living in the areas under the control of the LTTE.

The LTTE is fighting a war with the Government. They take pride in sending the bodies of a few Sinhalese Soldiers through the ICRC to the South everyday and receive with pleasure bodies of their dead cadre from the ICRC daily. The soldiers are fighting in defence of the country and the LTTE cadre, thoroughly brain washed, is fighting in defence of their leader’s pride. But why should innocent civilians die for no fault of their’s? How will that help the warring LTTE other than sparking off a backlash in the country. The Sinhalese are now wise enough to keep the few trouble makers, under control and have successfully prevented any such person from getting involved in spreading or sowing the seeds of communalism. The Ordinary citizens have become wiser. It is only some highly educated who should learn many things from the ordinary civilians in this connection. The credit also goes to the Government for keeping the country under control inspite of several and frequent provocations the LTTE give.

I want peace in this country and protection for everybody. Unfortunately now the people need protection only from the LTTE. Let those who are reluctant to condemn this type of killings that keep the people in constant fear and tension, put themselves in the place of the victims and realise the pain the kith and kin undergo. Those poor victims are also having kith and kin who love them dearly and are there to weep and wail for them. I am glad that on a tip off 2 ½ hours before this fatal incident took place, a claymore mine of 11 kg had been detected by the police. Every one of us has a duty to pass on any information we get, promptly to the authorities.

I convey my deepest sympathies to the kith and kin of the victims of this unfortunate incident and plead with the LTTE to give up their brutal attacks forthwith.

வணக்கத்துக்குரிய எம். எக்ஸ் கருணாரட்ணம் போதகர் அவர்களுடைய அகால மரணம் எனக்கு அதிர்ச்சியை கொடுத்தது. இம் மரணம் மகிழ்ச்சியடையக்கூடிய ஒரு விடயமல்ல. இவருடைய திடீர் மரணம் நாட்டுக்கும் குறிப்பாக வன்னிப் பகுதி மக்களுக்கும் பேரிழப்பாகும். போதகர் கருணாரட்ணம் அவர்களை நான் பல காலம் நன்கறிவேன். அவர் சிறந்ததொரு சமூகத் தொண்டனும், ஒரு மனிதஉரிமைவாதியும் ஆவார். எனது ஆழ்ந்த அனுதாபத்தை அவரது உறவினர்கள், அவரது திருச்சபையை சேர்ந்தவர்கள், அவரால் நன்மையடைந்த மக்கள் அவரின் சேவையை பெற முடியாமல் போனவர்கள் ஆகியோருக்கு எனது அனுதாபத்தை தெரிவித்துக் கொள்கிறேன். இதோ ஓர் மனிதர் முட்டாள்தனமான செய்கையால் விழுந்து கிடக்கிறார். இவரைப் போன்ற இன்னுமொரு மனிதர் எப்போது பிறப்பார்.

நீங்கள் வழமைபோல் உங்களுக்கு பழக்கப்பட்ட மாமனிதர் பட்டத்தை அவருக்கு சூட்டிவிட்டு உங்கள் கடமை முடிந்தது என இருந்து விடுவீர்கள். இவ்வாறன சம்பவங்கள் மீண்டும் எதிர்காலத்தில் தொடராதவாறு தடுப்பதற்கு என்ன நடவடிக்கை மேற்கொள்ள உத்தேசித்துள்ளீர்கள்? உங்களை பிரதிநிதித்துவப்படுத்தும் தமிழ் தேசிய கூட்டமைப்பின் பாராளுமன்ற உறுப்பினர்கள் உங்களை திருப்திபடுத்த மட்டுமே உள்ளனர். ஒரு வன்மையான கண்டன அறிக்கையை விடுவதோடு தங்கள் கடமை முடிந்துவிட்டது என அவர்கள் கருதுகின்றனர். ஆழ ஊடுருவி தாக்கும் அணி உங்களிடமும் உண்டு என்பதையும், அவ் அணி உங்களுக்கு தடை விதிக்கப்பட்டுள்ள இடங்களுக்கு ஊடுருவிச் சென்று இவ்வாறான பல சம்பங்களில் ஈடுபடுவதும் அப்பாவி பொது மக்கள் பலர் மரணிப்பதும் நடைமுறையில் உண்டு என்பதையும் இந்த பாராளுமன்ற உறுப்பினர்கள் உணர்வதாகத் தெரியவில்லை.

தமிழ் சிறுபான்மையினருக்கு பாராளுமன்ற உறுப்பினராகிய திரு. தி. மகேஸ்வரன், கௌரவ டி.எம். தசநாயக்கா போன்றவர்கள் பல தொண்டினை ஆற்றியிருந்தும் உங்களது உறுப்பினர்கள் அவர்களுக்கு என்ன செய்தார்கள்? உங்களது ஊடுருவி தாக்கும் அணியினர் கிளிநொச்சியிலிருந்து தெற்கே 300 கி.மீ மேல் ஊடுருவி வந்து மும்மொழியிலும் ஆற்றல் படைத்த பல்வேறு இன, மத மக்களாலும மத குருமார்களாலும் ஒரு கத்தோலிக்கராக இருந்தும், பெரிதாக மதிக்கப்பட்டவர் நாட்டின் பிரதம அமைச்சர் பதவியை வகிக்கக்கூடிய குணாதிசயங்களும், தகைமைகளும் பெற்றிருந்த ஒரு கண்ணியமான அரசியல்வாதியை கொன்றொழித்தனர். சிறுபான்மை இனத்தைச் சேர்ந்த ஒரே தகைமையின்மை மட்டுமே. ஆனால் உலகளாவியளவில் பார்க்கும்போது அந்தத் தகைமை அவ்வாறில்லை. என்றாவது ஒருநாள் உங்கள் உயிரை பறிப்பதிலேயோ அல்லது உங்களின் நெருங்கிய உறவினர்களின் உயிர்களை பறிப்பதிலேயோ முடியக் கூடிய இந்தப் பிரச்சினைக்கு நான் கூறும் ஆலோசனையை தீர்வாக எடுத்துக் கொள்ளவும். கண்ணிவெடிகள், கிளேமோர் வெடி குண்டுகள், அல்லது இவை போன்ற வேறு வெடிபொருட்களுக்கு ஆண் பெண் என்ற வித்தியாசமோ, சிங்களவர், தமிழர், என்ற வித்தியாசமோ இஸ்லாமியர், பௌத்தர் என்ற வித்தியாசமோ தெரியாது. ஆகவே இம் முறையை கையாண்டு ஆட்களை கொல்வதை உடன் நிறுத்தவும். நீங்கள் ஒரு அரசுடன் யுத்தம் புரிகிறீர்கள். நீங்கள் இவ்வாறனதொரு யுத்தத்தில் ஈடுபட்டிருக்கின்ற வேளையில் தமிழ் தேசிய கூட்டமைப்பினரைப் போன்று இரு சாராரையும் குற்றம் கூறாமல் ஒரு சாராரை பற்றி மட்டும் குற்றம் கூறி மறு சாராரை மகிழ வைப்பது குற்றமாகும். தனிப்பட்டவர்களை இலக்கு வைத்து தாக்குதல் நடத்துவதை நீங்கள் உடன் நிறுத்துவீர்களேயானால் அரச படைகளும் வேறு வழியின்றி தாம் இலக்கு வைப்பதை உடனடியாக நிறுத்தியே ஆக வேண்டும். இதைத் தவிர அவர்களுக்கு வேறு வழியில்லை.

அண்மையில் இரவு வேளைகளில் விமானம் மூலம் குண்டு போடுவதை பற்றி முறையிட்டபோது அந்த முறை நிறுத்தப்பட்டதென நான் கருதுகிறேன். ஆனால் நீங்கள் கட்டுநாயக்கா, அனுராதபுர விமான நிலையங்களை விமானம் மூலம் இரவு வேளைகளில் தாக்கியது கவனிக்கப்பட வேண்டும். பத்திரிகைக்கு வரும் செய்திகளின்படி உங்கள் போராளிகளில் பலர் தினமும் உயிரற்ற சடலங்களாக சர்வதேச செஞ்சிலுவை சங்கம் மூலம் கிளிநொச்சிக்கு அனுப்பப்படுகிறார்கள். அதே போன்று சிங்கள இளைஞர்களின் அனேகமான சடலங்கள் தென்னிலங்கைக்கு அனுப்பப்படுகின்றன. இந் நிலை தொடர்ந்து நீடிக்குமாயின் ஒருவரும் மிஞ்சாது சிங்கள, தமிழ், முஸ்லீம் இளைஞர்கள் அனைவரும் யுத்தமுனையில் பலியாக வேண்டி வரும்.

இந்த கடைசி நேரத்திலும் கூட தனிநாட்டுக் கோரிக்கையை கைவிட்டு அவசியம் ஏற்படின் ஒருதலைப்பட்சமாகவேனும் போர்நிறுத்தத்தை பிரகடனப்படுத்தி தமிழ் மக்களின் ஏகபிரதிநிதிகள் என்ற அடிப்படையில் அல்லாமல் யுத்தத்தில் பங்காளியாகவும், இனப்பிரச்சினைகளில் ஈடுபாடுள்ள பல்வேறு கட்சிகளில் ஒன்றாகவும் இருந்து பேச்சுவார்த்தையில் கலந்து கொள்ளுமாறு கேட்டுக்கொள்கிறேன்.

STOP CLAYMORE MINE ATTACKS AND SAVE VALUABLE LIVES.

The News of the Tragic death of Rev. Fr. M. X. Karunaratnam comes to me as a great shock. This is not a death that anyone can rejoice at. His demise is a great loss to the country and to the people of Vanni in particular. I know Rev. Karunaratnam for a long time. He was a very good social worker and a Human Rights Activist. I convey my deepest sympathies to all his kith and kin and Members of his congregation and also to all those who got benefited by his services and to those who are deprived of his service. Here is a “Man” Fallen by a foolish act. When comes such another?

It is easy for you to honour him as usual, with your “Mamanithan” title and your duty ends there. What action do you propose to take to prevent the recurrence of incidents of this nature in the future. The TNA Members of Parliament are there only to satisfy you and they think that with issuing a statements strongly condemning these killings, their duty is over. They do not realise that your cadre too, with their deep penetrating units, make similar attacks in areas that are out of bounds for them and take away valuable lives - in many instances large number of innocent civilians. What did your cadre do to Members of Parliament like Hon. T. Maheswaran and Hon. D. M. Dassanayake both of who had done their best to the Tamil Minorities. It is by penetrating deep into the South, more than 300 Km from Kilinochchi that your cadre had taken the life of another gentlemen politician who is very fluent in all three languages, much respected by the people and the clergy of all faiths in Sri Lanka, although a Catholic by birth and above all had all the qualities and qualifications to occupy even the Prime Ministerial Chair with perhaps only one disqualification that he belonged to a minority community which is not a disqualification anywhere in the world including Sri Lanka.

Please accept my advice as a remedy to this problem, which may one day end up with somebody taking away your life or even that of your dear ones. The landmines, claymore mines and such other objects do not differentiate between a man and a woman, a Sinhalese and a Tamil, a Muslim and a Buddhist, the guilty one and the innocent etc. So please decide once and for all to stop targeting people by these means. You are fighting a War with a Government. While engaged in war you can’t complain foolishly like our TNA Members who should condemn all killing without trying to please one side. If you stop targeting individuals the Government Forces too should stop forthwith. It cannot have any other option.

When I complained recently against Arial bombing in the night, I presume it has stopped inspite of the fact, that you yourself did it at Katunayake and Anuradhapura in the night. According to the statistics released to the press, I observe bodies of a large number of your cadre are dispatched to Kilinochchi everyday through the ICRC. A similar number of bodies of Sinhalese youths are reaching the south everyday. At this rate all youths whether Sinhalese, Tamils or Muslims will be sacrificed at the battle front with hardly any youth left.

Even at this late hour I appeal to you to give up your demand for Separation and declare a Ceasefire, if necessary, unilaterally and go for talks with the Government not as the Sole Representatives of the Tamil People but as a Party to the War and also as one of the parties to the ethnic conflict.

AIR RAIDS IN THE NIGHT IN VANNI

I am much perturbed over the midnight strike on Oddusuddan by the Sri Lankan Air Force and also the decision to intensify the same causes me grave anxiety and concern. The aerial attack during the daytime itself is bad enough, although the civilians have the advantage of making an attempt to run away and save their lives. Inspite of this advantage available there had been many instances of civilians dying and getting seriously injured.

Aerial attack in the night is sure to cause immense hardships and innumerable casualties among the civilians who will virtually get trapped without any possibility of running away in the dark, to save themselves. Families with children will be the worst affected. I very strongly appeal to you to inform all concerned parties to avoid operations in the night and also to give sufficient timely warning of the operations during the day time. The Government has a sacred duty to safeguard the lives of all its citizens. Why should these innocent civilians be denied of Government’s protection. The noice made by the Air Force fighter jets is deafening and when they fly over the people women and children scream and run for their lives. I myself had such frightening experience when I was in Jaffna.

People in Vanni should be liberated from the LTTE. I myself had made several requests to have the people in the LTTE controlled areas, liberated. The people there cannot bear the atrocities of the LTTE any more. They can’t afford to lose their children in their hundreds at the battle front any more. They are prepared to welcome a friendly army that will liberate them without causing loss of life and destruction to property. In fact I had made a similar request once to the Secretary General of the United Nations His Excellency Ban Ki-moon.

I do not want a single civilian life lost due to army action. Please ensure that this policy is maintained throughout. We can’t forget how we in Colombo felt when the LTTE attacked the Katunayake Airport.

The people in Vanni live in permanent fear and tension. Aerial attacks in the night will cause them more agony. Therefore please take immediate action to prevent aerial attacks during the nights

இரவு வேளைகளில் இலங்கை விமானப்படை ஒட்டிசுட்டானில் தாக்குதல் நடத்தியமையை அறிந்து குளம்பிய நிலையில் இத்தகைய தாக்குதல்கள் தீவிரப்படுத்தப்பட இருப்பதாக அறிந்து கவலையும் குளப்பமும் கொண்டுள்ளேன். பார்த்து விலகி ஓடிப்போய் தம் உயிரைக் காப்பாற்றக் கூடிய வாய்ப்பு பகலில் தாக்குதல் நடக்கும் போது இருந்தும் கூட பல சந்தர்ப்பங்களில் பகலில் தாக்குதல் நடக்கும் போது பலர் இறந்தும் படுகாயமடைந்தும் உள்ளனர்.

இரவுவேளைகளில் நடாத்தப்படும் விமானத்தாக்குதல்கள் அப்பாவி மக்களுக்கு சொல்ல முடியாத கஸ்டங்களையும் கணக்கில் அடங்கா மக்களுக்கு, காயங்களை ஏற்படுத்தியும் இரவு வேளைகளில் ஓடித்தப்ப முடியாது பொறிகளுக்குள் அகப்பட்டது போல் அகப்பட்டு விடுவார்கள். பகல் வேளைகளில் தாக்குதல் நடத்தும் போது உரியமுறையில் முன் எச்சரிக்கை விடுத்தும் இரவு வேளைகளில் தாக்குதல்களை தவிர்த்துக் கொள்ளுமாறும் சம்பந்தப்பட்டவர்களுக்கு கண்டிப்பான உத்தரவை விடுமாறு மிக உறுதியாக கேட்டுக்கொள்கிறேன். நம் நாட்டின் ஒவ்வொரு பிரஜையையும் பாதுகாக்க வேண்டிய புனிதமான கடமை அரசுக்கு உண்டு இந்த அப்பாவி பொதுமக்களுக்கு ஏன் இந்த அரச பாதுகாப்பு மறுக்கப்பட வேண்டும். விமானப்படைக்கு சொந்தமான யுத்த ஜெற் விமானங்கள் கிளப்பும் பேரொலி காதை அடைக்கச் செய்யக் கூடியது. மட்டுமன்றி மக்களுக்கு மேலாக பறக்கும்போது பெண்களும், பிள்ளைகளும் பீதியால் கதறிக்கொண்டு உயிரை காப்பாற்றவென ஓடுவார்கள். யாழ்ப்பாணத்தில் இருந்தபோது எனக்கு கூட இப்பயங்கரமான அனுபவம் ஏற்பட்டதுண்டு.

The tragic news of the assassination of Hon. Jeyaraj Fernandopulle came as a rude shock to me. He was my good friend and onetime colleague of mine in Parliament. He was a very frank and out spoken person who expresses his views without mincing words. The fact that he had been repeatedly elected in a predominantly Buddhist constituency, although a catholic, goes to his credit showing to the world that he was loved and respected by all sections to the People in this country irrespective of one’s race or religion.

He had been championing the cause of the minorities without fear. He loved all and worked hard to bring normalcy back to our People. On the ethnic question his views were very fair and acceptable to the right thinking people. He was a gentleman par excellence.

The LTTE had foolishly targeted a person whom they could have made use of to achieve anything other than a division of the country for which he was totally opposed. It is a pity that a gentleman who had proved himself as a great son of the soil and an asset of the Nation had been snatched away prematurely depriving the country of his contributions for peace.

I share the grief with his dear wife, his beloved children, his wide circle of friends and his constituents, all of whom miss him. I also express my deepest sympathies for the unfortunate kith and kin of all the victims of this mass scale assassination under taken by a misled foolish youth.

May their souls rest in peace.

THERE IS ABSOLUTELY NO CONTRADICTION IN MY STAND IN THE TAMIL STRUGGLE – THE CONTRADICTIONS ARE MUCH IN THE AUTHOR’S ESSAY

Thank you for the respect, you say that you have for me as a democrat who stands for a politically negotiated settlement of the North – East war – permit me to correct you Mr. Kusal, for the settlement of the ethnic problems. Unfortunately all that you had written in that Essay or Open letter as you say or by what ever name you call it, are utterly irrelevant and not related to the main issue you have raised. It doest not give me the impression that you recognise me as a democrat. Everyone in this country has a right to form his or her opinion on any matter or of any person. I do not dispute your right too. But you have no right to thrust your misconceptions and wrong conclusions down the throat of everybody by using or rather by misusing a National Independent Paper with a reputation.

I had been always welcoming constructive criticism made in good faith. I do not see an atom of good faith in your so called essay that should have found prominence in a paper run by the LTTE. You have knowingly or unknowingly wounded a person who loves this country and its people very much without expecting any benefit in return. I am on a mission and I have made several sacrifices and at grave risk to my own life. My sole intention is to bringing back peace to the people of this country whether they are Sinhalese, Tamils, Muslims or of any other ethnic group, within a United Sri Lanka. It was the TULF that moved a resolution for a Separate State 32 years back. Do you know that soon after passing the resolution the Tamil Leadership offered to drop that demand if a viable alternative is offered. They were even prepared to take it to the people if they were satisfied with the alternative solution offered.

I am in Politics for more than fifty years. I need not be told what I should do or what I should not do. I also know what to tell, to whom to tell and when to tell. I have no arrogance in me. I listen to good advice but please don’t try to show your cleverness by ridiculing me. Yes; I am having state security for nearly ten years. I never asked for it. The successive Governments without showing any distinction had provided me with state security. The LTTE cadre also was given security by the Government. Even you are entitled to it if you ask for it as a Journalist. In your so called essay you had said. “Of course you are now compelled to live with state security I presume, but I would not hold that against you as long as that armed security remains personal and not part of your politics”. What do you mean by this mischievous statement? Can you please elaborate this? Be assured that the security is not used to abduct people or extort money. You are at liberty to use your influence and have it withdrawn if you so desire.

Subject to good advice given, I think on my own and act on my own. I had never been a stooge of any body. Neither will I be that of anybody in the future too. If you have anything against the President be honest and deal with him direct without dragging me in to the scene. If and when I meet the President I do not fail to give my opinion in many matters. But I can’t force anything down his throat although I am one who know him for over 38 years.

I could see your vicious intention of setting me against the TMVP leaders some of whom are known to me. I have very clearly stated as to why the STF should be retained atleast till the Provincial Council Elections are over, mainly due to the presence of the LTTE although the East had been liberated. I have referred to all armed groups in general and not specifically one. You give your own interpretation and blame me as singling out the TMVP. I know what motive you have in saying so. Can’t you really understand what I mean by groups? This applies to every one other than the forces. Please don’t attribute to me all what appears in your imaginations. How do you say, that too fairly and squarely, that I was too much with the Government prior to and during the Batticaloa Local Government Elections, silently watching the Government tie up with the TMVP, as if you are my private secretary. You go further and irresponsibly say that my argument though valid, most unfortunately my voice would not be seriously heard. It is a pity that you do not know about our alliance contesting the Local Government Elections in Batticaloa. I do not think, with so much of bias you can sit in judgment over my actions. You look very much influenced by certain forces. Please you do not come out with reasons for my doings.

I hardly differ with you in all what is said in your second and third paragraph. It is a pity that you give your own interpretations and thereby trying to discredit me and a national paper of repute.

I do not accept your claim that the PLOTE and the EPRLF (Pathmanabha) Group are Para-military groups. Under the CFA they have surrendered all their arms and the LTTE made use of this opportunity and had finished very many of their cadre. Strangely enough next to the LTTE you the only person who has described these parties as Para-militaries.

All other matters referred to in your so called essay are irrelevant and unrelated to the main issue raised by you. As for me, although I am not obliged to answer your queries I very clearly state for every one to know my views that is not the time to hold the Provincial Council Elections and also that the Local Elections held was not at all free and fair but hundred times free and fairer than the General Elections held in April, 2004 in which LTTE by fraudulent means got 22 Members Elected to serve as their proxies not only in Parliament but also outside. They do not represent the people. I do not won’t a similar situation to arise both in the East and also in the North in the future. Extract of a statement issued by me in January, 2007 which appeared under the head ANANDASANGAREE SAYS PREPARED TO PAY ANY PRICE TO ACHIEVE HIS MISSION which will also help you to know me better.

“TULF leader V. Anandasangaree says that he has to suffer unending humiliations and embarrassment by the Tamil media both print and electronic within Sri Lanka and outside in his mission to muster support for a solution to the fifty years old ethnic problem within the framework of a united or undivided Sri Lanka. “My advocating a Federal Solution and suggesting the Indian Model as an alternative to satisfy those who are opposed to the terms “Federal” and “Unitary” on which the Indian Constitutions is silent had not appeased them”, he said in a statement yesterday. “I am branded as a traitor to the Tamil cause apart from facing constant threats to my life”, he noted. Such humiliations, embarrassment and threats will not deter mo from going forward on my mission to assist in the formation of an ‘ideal’ society where all Sri Lankans whether Sinhalese, Tamils, Muslims, Malays, Burghers or anyone belonging to any other group could live in harmony enjoying equal rights and privileges in a United Sri Lanka. Anandasangaree emphasised. “I am prepared to pay any price to achieve this as I love my country and its people very dearly”. Referring to certain articles in English media the TULF leader said that if the authors had read some of the letters he had written to LTTE leader Prabaharan and political wing leader S. P. Thamilchelvan, Heads of States, Diplomatic Missions and to others including the President and former President of Sri Lanka such merciless and unreasonable attacks on him could have been avoided.”

In fairness to me and in consideration of the damage caused to me I hope that Daily Mirror will published the annexed copy of the letter I sent to the President on the subject “Elections to the Eastern Provincial Council dated 22-03-2008”.

ELECTIONS TO THE EASTERN PROVINCIAL COUNCIL

Please permit me to express my views on the Provincial Council Elections to be held in the East shortly.

I had contested four elections to the local bodies and ten Parliamentary General Election held, since 1960. I have a moral duty to give a little bit of advice based on my experience that extends to a period of over half a century. Our country is in a mess facing innumerable problems and the worst is that there are problems within problems, that have accumulated over a period of 50 years. They cannot be sorted out over-night or in a short period and should be dealt with one by one.

I hope you will not disagree with me if I say that our Parliament itself is not properly constituted. How else can I describe it when it is having 22 of its 225 members elected fraudulently? The Election Monitors of the EU, the Commonwealth, the PAFFREL and the CMEV will bear testimony. These 22 members of the TNA, acknowledged proxies of the LTTE, go round the world glorifying even the atrocious activities of the LTTE without uttering one word about the worst type of human rights violations taking place in areas under the control of the LTTE where people can open their mouths only to eat and yawn. The Government had failed in its duty to expose properly the atrocious activities of the LTTE in their areas behind the Iron-Curtain.

Although it is unpalatable to admit that a lot of human rights violations take place in areas under the control of the Government also, the fact remains that people are aware that there are a few hidden hands that are responsible for such violations. The world does not know what happened to the S.S.P Charles Wijayawardene when he went to investigate a murder caused accidentally by a soldier. The LTTE cadre requested the said officer to go unarmed and without security. When he went there they hacked him to death. This happened only about 3 miles away from the Jaffna Town. Within minutes of the incident a pro-LTTE Tamil website released the news with photograph, putting the blame on the innocent civilians. There are hardly any Tamil Police officers stationed in Jaffna. More than 90% of them are Sinhalese officers. How can we blame the Sinhalese Police officers for failing to conduct proper investigations in such a situation. This is one of the reasons for the increase in human rights violations in the North and in the East too. Every day some killings or abductions are taking place both in the North and the East. If the Government is determined to catch the real culprits, although all cannot be traced, atleast some of them can either be traced or many killings can be prevented. Among others the culprits include the LTTE cadre also.

To make this appeal short let me come to the subject of Elections in the East held recently and to be held shortly. There is no doubt that the East had been liberated. It is only liberated but we must admit that it is not cleared fully of the LTTE menace. Even before the proper mopping operations are over and with some LTTE pocket still existing you had decided to hold the elections to the local bodies in the East in great hurry. Lot of odds have to be cleared. The people of the East should have been allowed freely, to breath the air of independence, after a lapse of 15 to 20 years. Even before normalcy returned and people still living in fear and tension and killings continue un-abated without even one single assailant caught and when people are still aware as to who and who are responsible for various violations, you had called for elections to be held immediately.

I have consulted a number of local people of standing. What they say is that although arms were not used by anybody to threaten the voters the fact that knowledge of possession of weapons was good enough to serve as a deterrent to free thinking. That is a fact which no one can deny. Helping to put one group in power is not our problem but, that party should have been encouraged to gain credibility among the people as a first step.

With great reluctance and deep regret I wish to bring to your notice that the Government is blamed by the people for doing everything in great hurry. The Government must now play the roll of the umpire and conduct the elections by encouraging every political party including yours to contest the forth-coming election promising all to protect all democratic norms including dis-arming all armed groups. That is the only way the Government can regain its lost prestige and convince the International Community of its genuineness to bring back normalcy and peace to the country. If any group needs protection of the Government from the LTTE, such group can seek Government Security for its protection. If you take this as a genuine advice coming from a person who loves the country and its people, kindly give effect to it. Your roll at this election should be like that of an umpire encouraging every political party including yours and Independent Groups to stake their claims. Please rest assured that my co-operation is available to you for the conduct of a free and fair election and to redeem the prestige the country lost by meddling with the democratic rights of our people to vote for the man and the party of their choice.

Please allow the S.T.F. to remain in the East still the Elections are over

MESSAGE OF CONDOLENCE

The late Hon. Anura Bandaranayake is a legend. He was very kind affectionate and friendly and also very frank and out spoken.

I knew him personally since 1977 when he entered Parliament as a 28 years old youth and the youngest of the lot representing the three member constituency of Nuwara-Eliya, along with the late Hon. Gamini Dissanayake and the late Hon. S. Thondaman. Both of us were in the opposition at that time. He could become a seasoned debater because of the frequent nagging he received from the Government benches. What I had to admire in him was the boldness with which he faced the seasoned seniors in Parliament.

He was in a very envious position of having been one, whose both parents were Prime Ministers of Sri Lanka and the mother the world’s fist Premier. The added pride is that he was the only brother of an Executive President.

I have had a number of one to one meetings with him and discussed the ethnic issue of ours. He was very supportive of my views in this matter and very strongly believed in maximum devolution to the regions. The fact that he was elected unanimously as speaker of the 2000 Parliament is an additional feather on his cap. His succeeding the late Hon. A. Amirthalingam as the Leader of the Opposition is yet another. Had he not lost his father at the tender age of 9, we would have had an entirely different “Anura”.

His demise is a greet loss to the nation. I express my deepest condolences to both his sisters in particular and to all his relatives, constituents and friends as well. Let his soul rest in Peace.

REPLY TO TNA MP MR. N. SRIKANTHA

I am surprised at the advice given to me early this week through the media by the TNA Member of Parliament Mr. N. Srikantha “to reconsider my political priorities in the interest of the Tamil cause instead of continuing to lend a helping hand to the Government’s Military strategy”. He made this remark in relation to the comments made by me rejecting a news report in one of the Tamil Dailies accusing the Penetrating and attacking Unit of the Sri Lankan Army, of causing the death of Mr. Sivanesan another TNA MP who was killed at a spot 20 miles deep inside the territory under the control of the LTTE. The TNA Members of Parliament and Mr. Nadesan the new Political Head of the LTTE also had made the same allegation. I stand by my statement that the MP had travelled about 170 miles from Colombo in areas under the full control of the army before entering the LTTE zone and why should the army take such a big risk and penetrate into the area under the control of the LTTE to target this Member who is an absolutely non-controversial person.

If what Mr. Srikantha expects from me is to confirm their charge against the forces, I am sorry I can’t do it, for my own conscience will not permit me to do so. I am not holding a brief to the Government Forces but at the same time I can’t try to bury a big pumpkin in a plate of rice. Every time something happens the Tamil print media and the TNA Members of Parliament promptly put the blame on the Forces and always exonerate the LTTE.

Off and on I had been finding fault with the forces when the civilians become casualties in their aerial attacks. Recently I condemned the Poonakary-Kiranchy incident and urged the forces to be more cautious about the presence of the civilians. At the same time I also found fault with the LTTE for locating their camps amidst civilian population. This is what everyone expects from a Senior politician, as pointed out by Mr. Srikantha. I will not fail to hold the seals evenly.

I want to ask Mr. Srikantha whether he ever condemned the LTTE for any of their killings of civilians. If not does he think that the LTTE is so innocent that they never cause the death of the civilians. Three days back at Wellawatte a poor beggar was killed in a bomb explosion in which four innocent school going kids were injured, let it be anybody’s children. On last Tuesday and Wednesday six fishermen had been abducted by an armed group while engaged in fishing in Mannar. Is this also the work of the Forces? Will Mr. Srikantha condemn these incidents. I am sure he will not dare to do so. This is the difference between a senior and experienced man who acts independently and one although senior and experienced have some compulsions to act against his own conscience. I plead with Mr. Srikantha and some Tamil media not to expose me to grave risk. I am a free man and certainly not any body’s stooge or yes-man.

LTTE SHOULD TAKE FULL BLAME FOR THE ASSASSINATION OF THE TNA MP IN VANNI

I very strongly condemn the most brutal manner in which Mr. K. Sivanesan Member of Parliament for the Jaffna Electoral District and his Driver Mr. Maheswararajah, were killed. I express my deepest sympathies to the wives and children of these unfortunate victims and to their friends and relations. I am one who always pray that even my worst enemy should not face death in this manner and I had been always condemning death by violence. Neither I condone such killings nor rejoice at it.

This unfortunate incident had taken place on Thursday afternoon and a section of the Tamil Print Media irresponsibly carried this news the following day morning accusing the Government Forces of using their penetrating unit to target the M.P. with a claymore mine. Even the TNA Members of Parliament in their statement had recklessly charged that the Government should take full responsibility for this incident.

I do not hold a brief to anybody. But I do not want the TNA Members of Parliament to fool everybody. They had fooled the Tamil People long enough and they can’t continue to do so. The said Member had attended Parliament on Wednesday the 5th and left for Mallavi in Vanni through Mankulam. This incident had taken place about 2 miles from Mankulam on the A9 road and about 190 miles from Colombo. Of this 190 miles about 170 miles fall within the Government controlled areas and therefore under the army’s control. No man with any sense will say that the penetrating unit went into the LTTE held areas to a distance of about 20 miles from the defense line to plant the claymore mine, when they had 170 miles of the highway under their command. It is by this type of silly accusations that the LTTE and the TNA Members had lost their credibility. No one believes their stories because their political honesty is questionable.

I am very deeply concerned about the safety of the innocent civilians in the LTTE held areas. The entire Kilinochchi Electorate and portions of Mullaitivu Electorate in the Vanni were represented by me in Parliament. The LTTE and the TNA Members are trying to bury a big pumpkin in a plate of rice as a Tamil proverb goes. Obviously the LTTE is trying to make the International Community believe their story and the TNA is supporting it. The claymore mine at Kanagarayankulam had really been planted by the LTTE cadres itself targeting some of their leaders. For whom it was targeted one will never know but certainly not targeting any Member of Parliament.

If we assume that the penetrating Unit of the Army did it, then no LTTE leader or any Member of Parliament is safe in the Vanni, a strong hold of the LTTE. It is very clear now that the LTTE’s net work of intelligence had completely broken down and have made their position most insecure in the areas under their control, leaving the only option for them to surrender honourably and save the lives of children without sacrificing more and more innocent children of poor parents recruited compulsorily and sent to the battle front with just 2 – 3 weeks training.

The whole world is weeping for Mr. Sivanesan and condemning his killing. I too am weeping for Sivanesan and condemning his killing but not shedding crocodile tears like the TNA Members who as claimed by many were never elected at a free and fair election but handpicked by the LTTE and sent to Parliament through a defunct political party, the Federal Party, as their proxies. When one of the prospective candidates was killed just a couple of days before nomination they kept quiet without condemning the LTTE. Mr. Kingsly Rajanayagam who was taken under threat by another Member of Parliament to hand over his resignation from Membership of Parliament was assassinated by the LTTE soon after. Then too the TNA kept mum. Every day some service personnel along with some civilian get killed by land mines and claymore mines planted by the LTTE cadre targeting the Forces. No one weeps for them or condemn the LTTE for causing the deaths of innocent civilians. Even yesterday a soldier died in a claymore mine attack in the South and some more injured. Neither the TNA nor the Tamil media had condemned it even after this incident.

I plead with the LTTE to stop planting claymore mines any more. The LTTE Leader’s honouring the dead with titles like “Great-man” or “Mamanithan” will not give satisfaction to the victim’s kith and kin because they know that it is real mockery and will never bring the dead back to life.

At this stage I want the TNA to tell the world, the country and the Tamil People in particular, whether they accept a statement made by one of its Members in Parliament during the budget debate on 14.11.2007 that, “IT IS FOOLISH FOR ANY ONE TO THINK THAT THE LTTE, THE TAMIL PEOPLE AND THE TNA ARE DIFFERENT” DENIAL OR ACCEPTANCE OF THIS CLAIM IS VERY RELEVANT AND APPROPRIATE AT THIS JUNCTURE FOR THE PEOPLE TO PASS THEIR JUDGMENT.

Even now it is not late for the LTTE to call for a ceasefire, if necessary even unilaterally, and go for talks with the Government, for which all including the International Community will give full backing.

வன்னியில் தமிழ் தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினரின் படுகொலைக்கு விடுதலைப்புலிகளே முழுப் பொறுப்பை ஏற்க வேண்டும்.

யாழ் தேர்தல் மாவட்ட பாராளுமன்ற உறுப்பினர் திரு கி.சிவனேசன் அவரது கார் சாரதி திரு.மகேஸ்வரராசா ஆகியோரின் மிருகத் தனமான கொலையை மிக வன்மையாகக் கண்டிக்கிறேன். எனது ஆழ்ந்த அனுதாபத்தை அவர்களின் மனைவி பிள்ளைகளுக்கும், அவர்களின் உறவினர்கள் நண்பர்கள் ஆகியோருக்கும் தெரிவித்துக் கொள்கிறேன். இத்தகைய மரணம் எனது ஜென்ம விரோதிக்கும் ஏற்படக் கூடாதென பிரார்த்திப்பவன் நான். வன்முறை மரணங்களை நான் எப்போதும் கண்டித்து வந்துள்ளேன். இத்தகைய கொலைகளுக்கு நான் மறைமுக ஆதரவு வழங்குவதுமில்லை. மகிழ்ச்சி அடைவதும் இல்லை.

வியாழன் மாலை நடந்த இத்துரதிஸ்டவசமான சம்பவத்தை மறுநாள் காலை பொறுப்பற்றமுறையில் அச்சு ஊடகத்தின் ஒரு பகுதியினர் ஊடுருவித் தாக்கும் அரச படைகளின் கிளைமோர் தாக்குதல் மூலம் கொலை செய்யப்பட்டுள்ளதாக குற்றம் சாட்டியுள்ளனர். தமிழ் தேசிய கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்களும் கண்மூடித்தனமாக அதே குற்றச்சாட்டை அரசு மீது சுமத்தியுள்ளனர்.

நான் யாருக்காகவும் வக்காலத்து வாங்கவில்லை. ஆனால் தமிழ் தேசிய கூட்டமைப்பு அனைவரையும் முட்டாள்களாக்கக் கூடாது. நீண்டகாலமாக அப்படிச்செய்து வரும் கூட்டமைப்பு தொடர்ந்து அவ்வாறு செய்யவும் கூடாது. சம்பந்தப்பட்ட பாராளுமன்ற உறுப்பினர் பாராளுமன்ற அமர்வில் கலந்து விட்டு 6 ஆம் திகதி வியாழன் காலை வன்னியில் உள்ள மல்லாவிக்கு மாங்குளம் ஊடாக செல்லமுயற்சிக்கும் போது ஏ-9 பாதையில் மாங்குளத்திற்கு முன் இரண்டு கட்டைக்குள் கொழும்பிலிருந்து 190 மைல்களுக்கப்பால் இச்சம்பவம் நடந்துள்ளது. இந்த 190 கட்டைகளில் 170 கட்டை பிரதான வீதி அரச கட்டுபாட்டுப் பிரதேசத்திலேயே உள்ளமையால் இராணுவத்தின் கட்டுபாட்டில் உள்ளது. 170 கட்டை நீள சாலை அரச கட்டுபாட்டில் உள்ளபோது ஊடுருவித் தாக்கும் படை விடுதலைப்புலிகளின் கட்டுபாட்டுப் பிரதேசத்துக்குள் 20 கட்டை ஊடுருவி கண்ணி வெடியை தாட்டதாக கூறுவது புத்திசாலித்தனமான கூற்றல்ல. இத்தகைய சில்லறைத்தனமான கூற்றுக்களே தமிழ் தேசிய கூட்டமைப்பும், விடுதலைப்புலிகளும் மதிப்பை இழக்கக் காரணமாயிருந்தன.

விடுதலைப்புலிகளின் கட்டுபாட்டு பிரதேசத்துக்குள் வாழும் அப்பாவி மக்களில் நான் மிகவும் அக்கறை கொண்டுள்ளேன். கிளிநொச்சி தொகுதி பூராவும் ,முல்லைத்தீவுத் தொகுதியின் ஒரு பகுதியும் என்னால் பாராளுமன்றத்தில் பிரதிநிதித்துவப்படுத்தப்பட்ட பகுதிகளாகும். விடுதலைப்புலிகளும் தமிழ் தேசியக் கூட்டமைப்பு உறுப்பினரும் முழுப்பூசனிக்காயை ஒருதட்டில் புதைக்க முயல்கின்றனர். விடுதலைப்புலிகள் தம் கதையை சர்வதேச சமூகத்தை நம்பவைக்க முயற்சிப்பதும் , கூட்டமைப்பு பாராளுமன்ற உறுப்பினர் அதற்கு ஆதரவு கொடுக்கிறார்கள் என்பதும் தெளிவாகத் தெரிகிறது. உண்மையில் கனகராயன் குளத்தில் புதைக்கப்பட்ட கிளைமோர் குண்டு விடுதலைப்புலிகளின் தலைவர்கள் யாருக்கோ இலக்கு வைக்கப்பட்டதாகும் . யாருக்கு இலக்கு வைக்கபட்டதோ நாம் அறியவராது. ஆனால் நிச்சயமாக பாராளுமன்ற உறுப்பினர்களுக்கு இலக்கு வைக்கப்படவில்லை.

படையினரின் ஊடுருவித் தாக்கும் பிரிவு தான் இதைச்செய்தது என்று எடுத்துக் கொண்டால் விடுதலைப்புலிகளோ பாராளுமன்ற உறுப்பினர்களோ விடுதலைப்புலிகளின் கடும் கட்டுப்பாட்டு பிரதேசத்திற்குள் பாதுகாப்பாக இனி வாழமுடியாதென்பதே உண்மை. விடுதலைப்புலிகளின் பாதுகாப்பு வளையம் முற்று முழுதாக உடைந்து அவர்களின் பாதுகாப்பு அவர்களின் பிரதேசத்திலேயே கேள்விக்குறியாகிவிட்டது. அவர்களுக்குள்ள ஒரே ஒரு வழி 2-3 கிழமை பயிற்சியுடன் போர்முனைக்கனுப்பி சாகடிக்கும் பலாத்காரமாகச் சேர்த்துக் கொள்ளப்பட்ட ஏழைப்பெற்றோரின் பிள்ளைகளின் உயிர்களை காப்பாற்றக் கூடிய வகையில் கண்ணியமாகச் சரண் அடைவதே.

திரு சிவனேசன் கொலையைக் கண்டித்து முழு உலகமும் கண்ணீர் வடிக்கிறது. நானும் அவ்வாறே. ஆனால் தமிழ் தேசிய கூட்டமைப்பைப்போல் முதலைக் கண்ணீர் அல்ல. அனேகர் கூறுவது போல் அவர்கள் சுதந்திரமாகவும, நியாயமாகவும் நடந்த ஒரு தேர்தலில் தெரிவு செய்யப்படாது விடுதலைப்புலிகளால் தெரிவு செய்யப்பட்டு , இயங்காதிருக்கின்ற அரசியல் கட்சியாகிய தமிழரசுக் கட்சி மூலம் பாராளுமன்றம் சென்று இன்று புலிகளின் பிரதிநிதிகளாகச் செயற்படுகின்றனர். நியமன தினத்திற்கு இரு தினங்களுக்கு முன்னர் ஒரு வேட்பாளர் விடுதலைப்புலிகளால் சுட்டுக் கொல்லப்பட்டார். இவர்களில் ஒருவரும் அக்கொலைகளுக்காக விடுதலைப்புலிகளை கண்டிக்கவில்லை. இவர்களுடன் இருந்த கிங்ஸ்லி இராசநாயகம் என்ற ஓர் பாராளுமன்ற உறுப்பினரை இவர்களில் ஒருவர் பாராளுமன்றத்திற்கு பலாத்காரமாக அழைத்துச் சென்று பதவியை இராஜினாமாச் செய்ய வைத்து சில நாட்களுக்குள் அவரை விடுதலைப்புலிகள் கொலை செய்த போதும் அனைவரும் மௌனம் காத்தனர். விடுதலைப்புலிகள் இராணுவத்தினருக்கு குறிபார்த்து வைக்கும் கிளைமோர் குண்டுகள், கண்ணிவெடிகள் போன்றவற்றில் இராணுவத்தைவிட தினமும் சில அப்பாவிகள் பலியாகிறார்கள். இவர்களுக்காக யாரும் கண்ணீர் விடுவதில்லை. விடுதலைப்புலிகளால் அப்பாவிகள் கொல்லப்படுவதை யாரும் கண்டிப்பதுமில்லை. நேற்றைய தினம் கூட தென்னிலங்கையில் ஒரு போர்வீரர் கண்ணி வெடி மூலம் இறந்து சிலர் காயமுற்றுள்ளனர். இந்த சம்பவத்திற்கு பின்பும் கூட பாராளுமன்ற உறுப்பினர்களோ, தமிழ் ஊடகங்களோ இதைக் கண்டிக்கவில்லை.

இனிமேலேனும் இவ்வாறான கிளைமோர் தாக்குதல்களை நிறுத்துமாறு விடுதலைப்புலிகளை பணிவாக வேண்டுகிறேன். விடுதலைப்புலித் தலைவர் இவ்வாறு இறப்பவர்களை “மாமனிதர்” பட்டம் கொடுத்து கௌரவிப்பது வெறும் கேலிக் கூத்தாகும். இவை உறவினர்களுக்கு திருப்தி அளிக்காது. ஏன் எனில் இழந்த உயிர்களை அது மீட்டுத் தராது.

பாராளுமன்ற வரவுசெலவுத்திட்ட விவாதத்தின் போது கடந்த 14-11-2007 இல் ஒரு தமிழ் தேசியக் கூட்டமைப்பு உறுப்பினர் தனதுரையில் “புலிகள் வேறு தமிழ் மக்கள் வேறு தமிழ் கூட்டமைப்பு வேறென நினைப்பது முட்டாள் தனம்” என்று கூறியுள்ளார். இக்கூற்றை தாம் ஏற்கின்றனரா என கூட்டமைப்பு பா.உ க்கள் உலகிற்கு, குறிப்பாக நாட்டிற்கும் தமிழ் மக்களுக்கும் கூறவேண்டும். இக் கூற்றை ஏற்பதோ மறுப்பதோ இச்சந்தாப்பத்தில் மக்கள் தமது தீர்ப்புக்களை வழங்க பொருத்தமானதும் அவசியமானதுமாகும்.

அவசியம் ஏற்பட்டால் ஒருதலைபட்சமாகவேனும் விடுதலைப்புலிகள் யுத்தத்தை நிறுத்தி அரசுடன் பேசுவதற்கு இன்னும் காலம் கடந்து விடவில்லை.
