Having found no one coming forward to defend me against Dr. Dayan Jayatilleka’s accusations I have to write, “In Defence of myself’

An article authored by Dr. Dayan Jayatilleka that appeared in “The Island” of 18.06.2008 gave me a great shock. All these years Dr. Dayan Jayatilleka’s writings were not only supportive of me and of my views, but also very much admirable and hardly with any disagreement. In reference to me he once wrote “He is a model of a moderate representative of any ethnic community anywhere in the word, and must surely be given the chance to serve his people and country in this dark hour. His time to play a role in history has come, if only we give him the chance” I do not know why he has become very critical of me, all of sudden. He might have had any sentimental compulsions to defend Hon. Douglas Devananda but I cannot understand as to why he should come on me like this. However whatever he wrote about me at this juncture are irrelevant, unwanted and uncalled for. My regret is that he has with the stroke of his pen destroyed my image and the good name. I earned over a period of time as a patriotic non-communal and moderate Tamil leader, Loved and respected by a fair section of all ethnic groups of Sri Lanka. I am not giving a good conduct certificate for myself but that is the impression I got. I would have ignored his comments about me if it had come from any other journalist because I get enough almost every day from the Tamil media, spread all over the world. But I can’t afford to brush aside Dr. Dayan’s views as one coming from somebody- because he is now representing our country, as its permanent Representative to the United Nations in Geniva, a prestigious and a very important mission of Sri Lanka. He is also a Vice – President of the United Nation’s Human Rights Council and Chairman of the Governing body of the International Labor Organization. His views will receive recognition among the world leaders and the Diplomatic Community. It is very unfortunate that he has, I will not say misused his position, but failed to take note of this fact and also failed to realize the sacrifices I had made to reach this position, facing grave risk to my life apart from the humiliations and embarrassments I had been subjected to by the Tamil media, world wide. I lie buried in a heap of demeaning and slanderous adjectives showered on me by such Tamil Media – merely to please their L.T.T.E. masters. Dr. Dayan’s unwanted and unfair criticisms and certain references that are factually incorrect add more to my agony. I am already undergoing immense trouble for the thankless job of defending the Government and the Forces at times, and blaming the L.T.T.E, the Government, and the Forces whenever wrong steppes are taken by anyone of them, for taking a neutral stand I earned credit for calling a spade a spade which every one knows. Dr. Dayan is aware that I do politics at grave risk to my life, as part of my duty to my country and its people and not as business or for any personal gains.

In defence of me I wish to quote from Dr. Dayan Jayatilleka’s article that appeared in the Sunday Observer of 14th May, 2006 under the caption “War Clouds with a thin Silver lining”. The following is the section that appears under the sub-head:

Anandasangaree’s Hour.

“A New York Times journalist e-mailed me the other day with a question, “dose the Sri Lankan Government have a plan for devolution?. It was a question to which I must confess, I had no answer, and therefore had to direct to my old friend, former Georgetown alumni, and spokesperson for the joint Tamil delegation at the crucial closing session of the 1985 Thimpu Talks, Kethesh Loganathan, who is currently the deputy head of the Peace Secretariat. Frankly, I don’t know whether he had an answer, or whether anyone dose for that matter.

This is the Achilles heel of the democratic Sri Lankan state; the weakest link in the Sri Lankan case. It has to be rectified, and here’s how; President Rajapakse should appoint the TULF leader Mr. Anandasangaree as special representative, assisted by SCOPP’s Kethesh Loganathan, to hammer out a devolution deal in consultation with the non Tiger Tamil parties, the politicians of Tamil Nadu(known to Mr. Sangaree), and New Delhi ( Where he will be welcome) as well as the Sri Lankan parties in Parliament.

Mr. Anandasangaree belongs to the old Federal Party tradition and therefore has longstanding Tamil nationalist credentials. He is also a veteran parliamentarian, and is untainted by association with any kind of violence, unlike the other non – Tiger Tamil groups. He has good relation with the JVP and JHU, who would shoot down his devolution proposals at the cost of exposing them selves as extremists.

Mr. Anandasangaree’s relation with the Tamil Nadu politicians can bring them on board or neutralise there, thereby pre-empting Prabakaran’s use of them post- election, and also relieving the pressure they are likely to bring to bear on New Delhi, against Colombo. Anandasangaree can dialogue easily with the UNP leadership. He can also convince the world community about the merits and adequacy of the devolution package.

In another article that appeared on “The Island” of 9th December, 2006 under the Caption Mahinda’s massage and the Majority Reports Dr. Dayan says:

“The Majority report of the Experts Group of the All Parties’ Conference contains a reasonable and generous proposal for devolution and autonomy within a united Sri Lanka. One notes that the majority faction is multi-ethnic, with a majority of Sinhalese (6) but also Tamils and Muslims. Though it contains two people whose intellect, I have the highest respect for, the minority faction is, by contrast, Sinhala only in terms of composition”.

This clearly gives the impression that he supports the majority report of the Experts Group of the All Parties Conference. On the 4th day, that is on the 13th of December, 2006, he writes again to “The Island” under the Caption, “How to reconcile the Reports”. I quote the portion under the sub-head

Three wise men

“Whatever the hardliners both Sinhala and Tamil say, public opinion polling over the last decade show a somewhat different picture. They reveal consistent support from a majority of our citizens for enhancements of devolution, and strengthening of provincial councils, provided these stop short of federalism. The expert’s panel’s products correspond perfectly to those specifications. A proposals representing consensus (and consensus is not unanimity) could be sustained by the SLFP – UNP agreement, irrespective of the raucous cries of the perennial hawks. The two major parties taken together, command the support of well over two – thirds of the country’s citizenry.

It would be a colossal tragedy to permit a vocal and organized minority of extremists to veto the proposals. All we need do is imagine what Sri Lanka would have been like, where we would all have been, if the Bandaranaike Chelvanayagam pact had not been abandoned in the face of criticism and protests which were a forerunner of those of today. Today’s criticisms are not by the children of ‘56, but by the children of’ 57, i.e. of those forces that thwarted the B-C pact!

If the experts’ panel and the political parties are unable to fuse the for reports that are on the table, then it is incumbent to call upon an apex group of eminent persons to act as umpires or judges and arbitrate in the matter. I can think of none better than these Three Wise Men: UNESCO prize winners Judge CG Weeramantry and Mr.Anandasangaree and Mangala Moonesinghe.

Failure Unaffordable

We cannot afford to fall. This goes not only foe the government – the president has promised the world community that a political reform the will settle Tamil grievance is well on the horizon-but the armed forces, the state, and the country as a whole. Engaged in a difficult war in this decisive coming year, our armed forces need all the support we can obtain for it globally, through implementing and ethnic proposal. if we Sri Lankan – especially Sinhalese – are still seen to be either unwilling or unable to reform the state in such a manner as to better manage ethnic alienation, the LTTE’s case will have been at least half –prove. For the sake of the armed forces and its ongoing fight, we must prevent such external support from accruing to the Tigers, which would be the case if we failed to seedily devolve.

However, devolution should also be safe and saleable. This can be ensured by can building in to the majority report, the minority report’s security – related stipulations as safety locks.

Dr. Dayan’s thinking on the 13th of December, 2006 was that I was one of the three wise men to act as umpires or judges and arbitrate in the matter. I do not know on what basis Dr. Dayan Jayatilleka adjudged me as one of the three wise men I do not know. However I felt honored that I had been elevated to such a high position in the heart of Dr. Dayan Jayatilleka. He could not have changed his option so soon since I had not changed in anyway. There are some other references available with me in support of my claim that Dr. Dayan Jayatilleke endorsed my views on the ethnic question or in the alternative my thinking came close to his thinking.

The purpose of quoting these references is not to embarrass Dr. Daran for whom I have great regards. It is my duty to clear my name as well in the interest of the country which may still need my services. I am even now strongly of the view that no lasting solution can be found for the ethnic problem under a Unitary Constitution which will leave it open for anybody to throw it into the bin one day in the future. This is what exactly happened to the Provisions for the safeguard of the minorities in the Soulbury Constitution. Only a Federal Constitution or in the alternative atleast one based on the Indian model will satisfy the minorities and prevent agitation for further reforms in the future. Please can be found only in a contended society where everyone is equal to one another and no one is superior or inferior to the other. Furthermore no solution can be found for the Ethnic Problem in installments in our country where we could not get over even the 1st stage during the past 20 years. Getting over the 2nd and 3rd stages in the future, as proposed by Hon. Douglas Devananda, will only be a day-dream.

Some of Dr. Dayan’s comments, although claimed as his personal views, are least expected of him and should not have come from a Diplomat. Some of his comments are irrelevant, annoying and insulting. Some others shockingly reveal a little bit of chauvinism. I do not want to put on a communal garb to answer his accusations. What is the superiority complex of the Jaffna man he is talking about, little realising that the Jaffna man is the under- dog today, very much in need of support and sympathy?. He lives under the subjugation of several masters, in constant fear and tension. He can open his mouth only to eat. Hon. Douglas Devananda himself should feel ashamed of the manner in which Dr. Dayan Jayattileka is championing his cause.

I did not realise all these days that capability of survival and standing up to tiger terrorism, having a photograph in shorts carrying an AK.47, having a scar on the body following a gun shot injury are qualifications for good leadership. What can I do if no direct attempt was made by the L.T.T.E to kill me?. I have not seen a weapon up to now that I can identify as an AK 47. The only scars I have on my body are dog-bite marks. I too had been in Parliament with Prime Ministers some of whom had later became Presidents. If working with the Presidents belonging to different political parties is a qualification for leadership, I am sorry I don’t have that qualification. Dr. Dayan talks of Sinhala Presidents. For a person of Dr. Dayan standing this is not a matter for botheration?. What dose it matter is the Presidents are Sinhalese?. How Hon. Douglas Devananda is within the state system for 20 years is anybody’s guess.
I agree with Dr. Dayan that if Douglas Devananda did not exist, the democratic system would have had to invent him, why can’t Dr. Dayan also pay credit to him for inventing the new democratic system of entering parliament with 9 others by keeping out all opponent and obtaining only 8000 odd votes in one electorate and total of 175 votes in the other 10 electorate, out of a total of over 500 000 votes.

Dr. Dayan dose not know my history. It is good for him not to distort it merely to please somebody. It is strange that he talks of Douglas Devananda’s association with the leftists without realizing that for the last fifty five years I had remained as a leftist and had been associated with the most top ranking leftist leaders numbering more than twenty within and outside Parliament. In short I am totally disappointed with Dr. Dayan defence of Douglas Devananda. Most of the arguments put forward by him are irrelevant and some are childish and far from the truth.

நீங்கள் தனியாக ஊர்காவற்துறை தொகுதிக்கு நியமிக்கப்பட்டிருந்தாலும் அதையும் நான் ஆட்சேபித்திருப்பேன். ஆனால் 14 தேர்தல் தொகுதிகளையுடைய 5 மாவட்டங்களை கொண்ட வட மாகாணத்தை முழுமையாக உங்களிடம் கையளிக்கும்போது அதை நான் எப்படி பார்த்துக் கொண்டிருக்க முடியும்? நீங்களாக முன்வந்து அப்பொறுப்பை ஏற்க மறுத்திருக்க வேண்டாமா? எனக்கு உங்கள்மீது எத்தகைய தனிப்பட்ட எதிர்ப்பும் கிடையாது என்பதை உறுதியாக நம்பவும். கால் நூற்றாஷ்டுக்கு மேல் சொல்ல முடியாத துன்பங்களை அனுபவித்துக் கொண்டிருக்கும் மக்கள் பற்றியதே எனது கவலையாகும். திடீரென நான் உங்கள் மீது வெறுப்புணர்வை காட்டவில்லை. 9 தீவுகளைக் கொண்ட ஊர்காவற்துறை தொகுதியை நீங்கள் பொறுப்பெடுத்து ஏற்கனவே புலிகளால் பல துன்பங்களை அனுபவித்துக் கொண்டிருக்கும் மக்களுக்கு நீங்கள் தொந்தரவு கொடுத்த காலத்திலிருந்தே அக் கசப்புணர்வு என்னிடம் இருந்து வருகிறது. நீங்கள் ஊர்காவற்துறை தொகுதியை பொறுப்பேற்றபோது ஊர்காவற்துறை மக்கள் எவ்வித பயனும் அடையவில்லை. அதற்கு முரணாக மிக கஷ்டமான சூழ்நிலையில் வாழ்ந்து கொண்டிருந்த மக்களுக்கு மேலும் மிரட்டலையும், பீதியையும் ஏற்படுத்தி அம் மக்களின் ஜனநாயக உரிமை உட்பட சகல உரிமைகளையும் பறித்தமை அதிகரித்துக் கொண்டே சென்றது.

அக்டோபர் 2000 ஆண்டு தொடக்கம் ஜனவரி 2004 ஆண்டு வரை நாம் இருவரும் ஏககாலததில் பாராளுமன்றத்தில் அங்கத்துவம் வகித்தவேளை நான் என்றாவது உங்களை பார்த்து புன்னகைத்தது உண்டா? ஏனெனில் பாராளுமன்ற உறுப்பினராக இருந்து அமைச்சர் பதவியையும் அனுபவித்து கொண்டும் துன்பப்படும் மக்கள் மீது நீங்கள் காட்டிய மனப்பான்மையில் எதுவித மாற்றமு ஏற்படவில்லை. தற்போதைய மான்புமிக ஜனாதிபதி மகிந்த ராஜபக்ஷ அவர்களிடமும் முன்னாள் ஜனாதிபதி திருமதி சந்திரிகா குமாரதுங்கா அவர்களிடமும் பலமுறை உங்களைப் பற்றி முறையிட்டமையை அவர்களிடமே கேட்டு அறிந்து கொள்ளலாம்.

தென்னாபிரிக்க விஜயம் நான் கேட்டுப் பெற்றுக்கொண்டதல்ல. ஜனாதிபதியின் வேண்டுகோளை என்னால் நிராகரிக்க முடியவில்லை. விடுதலைப்புலிகள் வன்முறையை கைவிடும்வரை நான் அவர்களை சும்மா விடமாட்டேன் என்பது ரகசியமான விடயமல்ல. நம் அனைவருக்கும் அவமானத்தை ஏற்படுத்தும் வகையில் விடுதலைப்புலிகள் வேண்டுமென்றே நாட்டுக்கு அபகீர்த்தியை ஏற்படுத்துவதில் இருந்து நாட்டை காப்பாற்ற வேண்டிய புனிதமான கடமை எனக்குண்டு. தென்னாபிரிக்காவில் ஒரு இளம் பெண்மணி நம் அனைவரையும் அவமதிக்கக்கூடிய வகையில் பொறுப்பற்ற முறையில் இலங்கை இராணுவத்தினர் மீது அபாண்டமான பல்வேறு குற்றச்சாட்டுக்களை சுமத்தியது ஞாபகமிருக்கா. இனப்பிரச்சினை சம்பந்தமாக எனது நிலைப்பாடு பற்றி உலகம் அறிந்ததே. ஆனால் நீங்கள் அமைச்சரவையில் அங்கத்துவம் வகிக்கும் உங்களுக்க கூட்டுப் பொறுப்புண்டு என்பதை மறந்து அரசால் நியமிக்கப்பட்ட சர்வகட்சி பிரதிநிதிகள் குழுவினுடைய தீர்வை மக்கள் ஆவலுடன் எதிர்ப்பார்த்திருக்கின்ற வேளை உங்களது தீர்வுத் திட்டத்தை முன்னெடுக்க முயற்சித்துள்ளீர்கள். உங்களை அவமானப்படுத்தி உம்மீது சேறுபூச நான் என்றும் நினைத்ததில்லை. தூரதிஷ்டவசமாக எனது அபிப்பிராயப்படி நீங்கள் உங்களது போக்கை மாற்றிக் கொள்ளவில்லை. உங்களை விசேட செயலணிக்கு தலைவராக நியமித்தது எனக்கு வருத்தத்தை தரவில்லை. எனது ஆதஙகங்கள் அத்தனையும் இரண்டரை தசாப்தத்துக்கு மேலாக மீட்சி பெற வழியின்றி தொடர்ந்து துன்பப்படும் மக்கள் பற்றியதே. உங்களது நியமனத்தை மந்திரிசபை அனுமதித்திருக்கிறது என்றால் அவர்களுக்கு உங்களுடைய கடந்த காலத்தை பற்றியும், தற்போதைய நிலைமை பற்றியும் தெரியாது போனது கவலைகுரியதாகும். உங்களது நியமனம் பற்றி தெரிவித்து மக்களுக்கு சேவை செய்வதற்காக என்னையும் வருமாறு அழைப்பு விடுத்ததாக கூறியது மிகப் பெரிய வேடிக்கையானது. ஏனென்றால் நீங்கள் அமைச்சராக இருந்தவேளை நீங்கள் என்னை நடத்திய முறையை நான் என்றும் மறக்கவில்லை.

எனது கடிதத்தில் நான் கூறிய அத்தனையும் உண்மையானதே அன்றி என்னால் உருவாக்கப்பட்டதில்லை. நீங்கள் குற்றம் சுமத்துவது போல் நான் குறிப்பிட்ட கடிதங்களில் எதுவித மாற்றத்தையும் செய்யவில்லை. ஆகையினாலேயே குறிப்பிடப்பட்ட அக் கடிதங்களின் முழு பிரதிகளையும் அக் கடிதத்துடன் இணைத்திருந்தேன். கடிதங்களில் குறிப்பிடப்பட்ட அத்தனை விடயங்களும் பத்து வருடம் அல்லது பத்து நாட்களுக்கு முந்தியiவாயக இருந்தாலும் சரி உங்களது அரசியல் வாழ்க்கையில் ஏற்பட்ட கரும் புள்ளிகளை நீக்க நீங்கள் எந்த முயற்சியும் எடுக்கவில்லை என்பதே. விடுதலைப்புலிகளின் கெடுபிடியில் இருந்து எமது மக்கள் விடுவிக்கப்பட வேண்டும் என்பதை நான் ஒத்துக் கொள்கிறேன். ஆனால் அவர்கள் மேலும் கடந்த காலத்தைப் போல வேறு கெடுபிடியாளர்களிடம் சிக்கக்கூடாது என்பதே எனது விருப்பமாகும். எனக்கு வேண்டியதெல்லாம் நாடு இயல்பு வாழ்க்கைக்குத் திரும்பி மக்கள் ஜனநாயக வாழ்க்கைக்கு திரும்ப வேண்டும் என்பதே. அதற்கு நான் உங்களது உதவியை நாடுகிறேன். பதவிக்காகவும், பிரபலமடைவதற்காகவும் நீங்கள் அரசியலில் ஈடுபாடு கொண்டிருக்கவில்லை என்று கூறுவதை நான் நிராகரிக்கின்றேன். ஏனெனில் உங்கள் 13 வேட்பாளர்களும் மொத்தமாக சுமார் 8600 வாக்குககளை பெற்று 9 பாராளுமன்ற ஆசனங்களை பெற்றதை நானறிவேன். நீங்கள் கூறுவது போல உண்மையிலேயே தமிழினத்துக்கு சேவை செய்வதாக இருந்தால் தயது செய்து எமது தலைவர்கள் செய்த தியாகங்களை ஈ.பி.டி.பி உட்பட பல்வேறு இயக்கங்களின் இளைஞர்கள் செய்த தியாகங்களை விடுதலைப் புலிகளின் வன்முறையில் உயிரிழந்த பல்லாயிரக்கணக்கான தமிழ், சிங்கள, முஸ்லீம் மக்களின் உயிரிழப்புக்களையும் பலகோடி பெறுமதியான சொத்து இழப்புக்களையும் கணக்கிலெடுத்துக் கொண்டு அனைவருக்கும் ஏற்றுக்கொள்ளக்கூடிய ஒரு தீர்வுத் திட்டம் வெளிப்படும் வரை பொறுத்திருக்கவும். அந்த நேரத்தில் நீங்கள் கூறுவது போல் உமது சமூகத்துக்கு சேவை செய்வதை பற்றி யோசிக்கின்றேன். இன்றைய நிலைமையின்படி நீங்கள் உங்கள் சமூகத்துக்கு சேவை செய்ய போவதில்லை. அதற்குப் பதிலாக அச் சமூகத்தை அழிக்கப் போகிறீர். விடுதலைப் புலிகளின் முகவர்களாக 2004 ம் ஆண்டு தேர்தலில் போட்டியிட்ட தமிழ் தேசிய கூட்டமைப்பினரை 2001ம் ஆண்டு மூன்று கட்சிகள் சேர்ந்து கூட்டாக போட்டியிட்ட தமிழ் தேசிய கூட்டமைப்பையும்; தயவு செய்து விசமத்தனமாக ஒப்பிட்டு பேச வேண்டாம். இவ்வாறு விசமத்தனமாக சில விடயங்களை திரித்து நீங்கள் கூறுவதால்தான் நான் உங்களை தூர வைத்து பழகுவதற்கு முக்கிய காரணம் அதுவேயாகும். தமிழ் மக்களின் ஏகபிரதிநிதிகள் தாங்கள்தான் என புலிகள் உரிமை கொண்டாடும் போது அந்தக் கூற்றை முதலில் எதிர்த்தவன் நானே.

எனது ஆலோசனைகள் தேவையெனில் இக் கடிதத்தை அவ்வாறு நீங்கள் கொள்ளலாம். ஆனால் எனது ஒத்துழைப்பு உங்கள் தேவைப்படுமானால் அரசியலில் இருந்து ஒதுங்குவதன் மூலமே அந்த ஒத்துழைப்பை தரலாம் என நான் கருதுகிறேன். தற்போதைய சூழ்நிலையை நன்கு அலசி ஆராய்ந்தபடியினால் அதைவிட வேறு வழி எனக்குத் தெரியவில்லை. மன்னிக்க வேண்டும் தம்பி. இவ்வாறுதான் என்னால் கூற முடியும்

MY WORRY IS ABOUT THE PEOPLE WHO SUFFER

Thank you for responding to my letter addressed to His Excellency the President, protesting against your appointment as Head of the Special Task Force for the administration of the Northern Province. Even if you had been appointed as Head of the Special Task Force to administer the Kayts Electorate I would have opposed it. But when the entire Northern Province is handed over to you along with five Administrative Districts comprised of fourteen Electorates how can I keep quite? Don’t you think that you on your own should have declined to accept it. Please be assured that I do not have anything personal against you. All my worry is about the people who had been undergoing untold hardships for more than quarter of a century. I have not turned bitter towards you all of a sudden. The bitterness had been there from the time you took control of the Kayts Electorate with its nine Islands and stated harassing the poor people who have had bellyful, by that time, from the LTTE. Your taking control of the Kayts Electorate did not in any way bring relief to the people there. Contrary to that, apart from their poor living conditions, threats, intimidations, deprivation of all their rights, the democratic rights in particular, were on the increase.

Both of us were in Parliament from October, 2000 till January, 2004. Did I ever look at you or smile at you? Why? Because even after enjoying power as Member of Parliament and as a Minister, you did not change your attitude towards the suffering masses. I had been complaining about you to both the Present President His Excellency Mahinda Rajapakse and his predecessor in office Her Excellency Chandrika Bandaranaike Kumaratunge, a number of times. You can still verify that.

The trip to South Africa was one that I never asked for. I did not want to displease the President. The fact that I will never spare the LTTE till they give up violence is no secret. I had a sacred duty to save the country from the LTTE’s false propaganda deliberately done to bring discredit to all of us. Don’t you remember how a young lady irresponsibly accused the Sri Lankan Forces of various charges. On the ethnic issue my views are well known all over the world. But you, unmindful of the collective responsibility you had as a Minister, tried to promote your solution although there was an All Party Representatives Committee appointed by the President working on it and the minorities were anxiously awaiting the outcome.

I never intended to slander you, nor to sling mud on you. Unfortunately in my opinion you have not changed your ways. My discontentment is not due to your appointment as the Chairman of the Special Task Force. It is about the unfortunate people who are suffering for well over two and a half decades without any hopes of salvation. If the Cabinet had approved your appointment it is a pity that most of its members do not know about your past and the present. If you had informed me of your appointment with a view to invite me to join you to serve the people I would have taken it as the biggest joke because as a Minister I know how you treated me.

All what I have mentioned in my letter are true and not fabricated. All letters referred to were not modified as you accuse me. This is exactly why I sent copies of the original as annexures. Whether some of those incidents are ten years old or ten days old they remain as black marks in your political career and you had not taken any steps to erase off these marks.

I do agree that our people should be saved from the clutches of the LTTE but not to fall into the clutches of another as happened in the past. I want normalcy and democratic rights restored for which I seek your assistance. I reject your claim that you don’t do politics for posts and prominence because I know how you won nine seats to Parliament with the 8600 odd votes all your 13 candidates jointly polled in 1994. What did you do in 2000 and 2001. If you really want to serve the Tamil Community as you say, please take into consideration all the sacrifices our leaders, thousands of youths belonging to various groups including your EPDP made and also the thousands of innocent Tamils, Muslims and Sinhalese people who died due to the violence of the LTTE and destruction of billions and billions worth of property both public and private Island-wide and await the emergence of the final proposal acceptable to all the minorities. At that time I will consider extending my support to you to serve your community as you say. As it is now you will never serve your community. Instead you will only ruin them.

Please don’t mischievously confuse the present TNA that contested as proxies of the LTTE in 2004 with the TNA of 2001. Which was only an alliance of the three political parties that contested in 2001. It is mainly this type of mischievous distortions of yours that make me to keep you at arms length. You very well known that it was I who disputed the claim of the LTTE that they were the sole representatives of the Tamils.

If you look forward for my advice take this letter as such but if you want my co-operation I am sorry to say that I can do it only by quitting politics. That is the only option. I can think of having completely studied all aspects of the present situation.

விடுதலைப்புலிகளின் கிளைமோர் தாக்குதல் 22 அப்பாவி மக்களின் உயிரை எடுத்து 60க்கு மேற்பட்டோர் படுகாயமடைய செய்தமையை தமிழர் விடுதலைக் கூட்டணி வன்மையாகக் கண்டிக்கின்றது. ஒரு வாரத்திற்குள் ஏற்பட்ட 3வது பெரிய சம்பவமும் ஒருமாதாத்திற்குள் ஏற்பட்ட 6 வது சம்பவமுமாகும். இச்சம்பவங்களில் மொத்தம் 112 பேர் பலியாகி 348 பேர் படுகாயமடைந்துள்ளனர். இப்படியான இன்னும் எத்தனை சம்பவங்கள் நடக்கும் என்பது ஆண்டவனுக்கே வெளிச்சம். தம்மிடமிருந்து தமிழ் மக்கள் விடுதலையடைய வேண்டும் என்ற நிலையை உணராது தமிழீழத்தின் விடுதலைக்காக போராடுவதாக கூறிக்கொள்ளும் ஒரு வெறிபிடித்த குழுவினரின் செயலே இதுவாகும். இம் மிருகங்கள் தாங்காளாக அடங்காவிட்டால் பிறராலேனும் அடக்கப்பட வேண்டியவை. அரச படைகளிடம் உள்ள பெரும் சக்தி மிக்க ஆயுத பலத்தாலும் இத்தகைய கொடூர செயல்களை கட்டுப்படுத்த முடியாது. இவர்களுடைய போர்முறை சம்பிரதாயமானதாக இல்லாமல் கோழைத்தனமான கெரில்லா முறை கையாளப்படுகின்றது. இந் நாட்டு மக்களை விடுதலைப்புலிகளின் கொடூரத்திலிருந்து பாதுகாக்கக் கூடியது சர்வதேச சமூகம் மட்டுமே. ஆனால் அதற்குரிய வழிவகைகளை அமைத்துக் கொடுக்க வேண்டியது அரசாங்கத்தின் பொறுப்பாகும்.

தற்போதைய சூழ்நிலையில் இந்தியா உட்பட சர்வதேச சமூகம் எதுவும் செய்ய முடியாது அமைதியாக இருந்து நடப்பதை பார்க்க வேண்டிய நிலையில் உள்ளது. விடுதலைப்புலிகளுக்கு பயந்து அரசாங்கம் செயற்பட வேண்டியதில்லை சர்வதேச சமூகம் துணிந்து தலையிட்டு இத்தகைய மிருகத்தனமான செயல்களை நிறுத்த வேண்டும் என விடுதலைப்புலிகளுக்கு கூறவேண்டுமானால் ஒரு நியாயமான தீர்வை அரசு முன்வைக்க வேண்டும் என கடந்த வாரம் அரசாங்கத்தை கேட்டிருந்தேன்.

எமது நாட்டின் துரதிஸ்டம் என்னவெனில் தமிழரின் விடுதலைக்காக அரசாங்கத்தை எதிர்த்துப் போரிடுகின்றோம் என்று கூறும் ஒருசாராருக்கும் இவர்களிடமிருந்து நாட்டைக் காப்பாற்றுகின்றோம் என்றும் தேசப்;பற்றாளர்கள் என்றும் கூறுகின்ற கடும்போக்குடைய தேசியவாதிகளுக்கும் இடையில் அகப்பட்டமையே.

தேசப்பற்று என்றால் நாட்டை மட்டும் நேசிப்பதல்ல நாட்டையும் அந்நாட்டில் வாழும் மக்களையும் நேசிப்பதே தேசப்பற்றாகும் என்பதை இவர்கள் உணரவில்லை. சுர்வதேச சமூகத்தால் சுட்டிக்காட்டப்படுகின்ற பிழைகளை ஏற்க மறுத்து சர்வதேச சமூகத்தின் மீது கடும் சினம்கொள்பவர்கள் இருக்கின்றபோது சர்வதேச சமூகத்தை நாம் எவ்வாறு குறை கூற முடியும்? அத்தகைய சந்தர்ப்பங்களில் இஷ்டம்போல அறிக்கை விடுவதை தவிர்த்து அப்பணியை அரசிடம் விட்டுவிட வேண்டும். அவ்வாறு செய்வதன் மூலமே பல்வேறு நாடுகளுடன் எமக்குள்ள நல்லுறவை காப்பாற்ற முடியும். இது வெளிநாட்டு அரச சார்பற்ற நிறுவனங்களுக்கும் பொருத்தமானதாகும். சும்பந்தப்படாதவர்கள் இத்தகைய சினத்தை ஊட்டுவதாலேயே சர்வதேச சமூகம் சிலவேளைகளில் அமைதியாக இருப்பதற்கு காரணமாகும். விடுதலைப்புலிகளின் நடமாட்டங்களையும் செயற்பாடுகளையும் கட்டுப்பாட்டில் வைத்திருப்பதோடு அவர்களின் நடவடிக்கைகளை கண்காணித்துக்கொண்டும் பல நாடுகள் இருக்கின்றன.

விடுதலைப்புலிகளின் தனிநாட்டுக் கோரிக்கை அனேகருக்கு எரிச்சலை உண்டுபண்ணக் கூடிய ஒன்று என்பதை அனைவரும் அறிவர். விடுதலைப்புலிகளின் அதிகாரத்தை மீறி உயிருக்கு ஆபத்து ஏற்பட்டுள்ள நிலையிலும் தமிழ் தலைவர்கள் தனிநாட்டுக் கோரிக்கையை எதிர்ப்பதை இக்கடும்போக்கு கொண்ட தேசியவாதிகள் பாராட்டக்கடமைப்பட்டவர்கள். ஐக்கிய இலங்கைக்குள் அனைவரும் ஏற்கக்கூடிய ஓரு நியாயமான தீர்வு தமக்கு திருப்தியை தரும் என அத்தலைவர்கள் பகிரங்கமாக கூறியுள்ளனர். ஆனால் அரசியல் சட்டத்தின் மூலம் வழங்கப்பட்ட அதிகாரங்கள் எதிர்காலத்தில் நினைத்தபடி நீக்கக்கூடிய ஒற்றையாட்சியை அவர்கள் விரும்பவில்லை. சோல்பரி அரசியல் சட்டத்திற்கு ஏற்பட்ட கதி புதிய அரசியற் சட்டத்திற்கு ஏற்படக்கூடாது என்று விரும்புகின்றனர். புதிய அரசியல் சாசனம் எதிர்காலத்தில் கிளர்ச்சி ஏற்பட இடமளிக்காத வகையில்; நிரந்தரமானதும், இறுதியானதுமான தீர்வாக அமைவதோடு நாட்டில் வாழும் அனைவரையும் ஒற்றுமைப்படுத்தி இலங்கையர் என அடையாளப்படுத்தக் கூடியதாகவும் அமைய வேண்டும். சமாதானத்துடனும் அமையுதியுடனும் சகல உரிமைகளையும் சமமாக அனுபவிக்கும் வாய்ப்பு அனைவருக்கும் வேண்டும். மேற்கொண்டு உயிரழிவு உடமையழிவு இல்லாமல் சமாதானத்தை கொண்டுவருவதற்கு இதுவே சிறந்த வழியாகும். நாம் எவ்வளவோ இழந்துவிட்டோம் இனி இழப்பதற்கு எம்மிடம் எதுவுமில்லை.

தீவிர போக்குடைய தேசியவாதிகள் இன்னுமோர் முக்கிய விடயத்தை கவனத்தில எடுக்க தவறிவிட்டனர். நாட்டு மக்கள் அனைவரும் பௌத்த சமயத்தை அரச மதமாக ஏற்றுக்கொண்டிருப்பது தீவிர நிலைப்பாடு கொண்டவர்களின் போக்கை மாற்றுவதற்கு ஊக்குவிப்பாக இருத்தல் வேண்டும். ஆகவே கடும்போக்காளர்கள் பெருந்தன்மையோடு விட்டுக்கொடுத்து சிறுபான்மை மக்களுடைய உரிமைகளை அங்கீகரித்து சிறுபான்மை மக்கள் சம உரிமையுடன் வாழ உரிய நிலைப்பட்டை எடுக்க வேண்டும்.


நாட்டுமக்கள் அனைவரும் தமது நிலைப்பாட்டை மறுபரிசீலிக்க வேண்டிய அளவிற்கு இனப்பிர்சசினை மோசமடைந்துள்ளது. சிறுபான்மை மக்களும் சர்வதேச சமூகத்தினரும் ஏற்கக் கூடிய நியாயமான தீர்வை சகல அரசியற் கட்சிகளும் ஏனைய குழுக்களும் முன்வைக்க வேண்டும். அப்படியானால் தான் சர்வதேச சமூகம் வன்முறையை கைவிட்டு தமது சிபார்சை ஏற்கும் படி விடுதலைப்புலிகளுக்கு அழுத்தம் கொடுக்க முடியும். அவசியம் ஏற்படின் அவர்கள் விடுதலைப் புலிகள் மீது பல்வேறு தடைகளை அமுல்படுத்தி தத்தமது நாட்டில் அவர்களின் நடவடிக்கைகளை கட்டுப்படுத்தி நிதிசேகரிப்பதையும், ஆயுத கொள்வனவையும் தடுக்க முடியும். அரசியல் கட்சிகள் ஒன்று சேர்ந்து ஒஸ்லோ பிரகடனத்திற்கமைய அல்லது சமஷ்டி ஒற்றையாட்சி என்ற வார்த்தைகள் கசப்பானதாயிருந்தால் அதற்குப் பதிலாக இந்திய முறையிலான தீர்வுக்கு ஒப்புதலளிக்க வேண்டும்.

சிறிலங்கா சுதந்திரக்கட்சியின் தலைவரும் நாட்டின் ஜனாதிபதியுமாகிய மாட்சிமைதாங்கிய மஹிந்த ராஜபக்ஸ அவர்களையும் ஐக்கியதேசியக் கட்சியின் தலைவரும், எதிர்க்கட்சிதலைவருமாகிய கௌரவ ரணில் விக்கிரமசிங்கா அவர்களையும் தாமதிக்காது இனப்பிரச்சினைக்கு தீர்வு காண உடன் முன்முயற்சி எடுக்க வேண்டுமென வலியுறுத்தி கேட்டுக்கொள்கின்றேன். சர்வதேச சமூகத்தினருடைய பங்களிப்பை நாட்டின் உள்விவகாரங்களில் தலையிடுவதாக தப்பான வியாக்கியானமளிக்கப்படக் கூடாது. இவ்விரு தலைவர்களும் எடுக்கின்ற முயற்சியால் வரக்கூடிய தீர்வை சர்வதேச சமூகம் தமக்கு திருப்தி ஏற்படும் பட்சத்தில் நியாயமான தீர்;வென சிறுபான்மையினருக்கு சிபார்சு செய்வேண்டும் என கோருகின்றேன்.

தினம் தினம் இவாறு இறக்கும் அப்பாவி மக்களில் அனேகரின் உழைப்பிலேயே அவர்களின் ஏழைக்குடும்பங்கள் தங்கிவாழ்கின்றன. யுத்தத்தை முடித்து சமாதானத்தை கொண்டுவந்து எமது மக்கள் பய பீதியின்றி இஸ்டம்போல் நடமாடக்கூடிய நிலையை உருவாக்கவேண்டிய புனித கடமை நம் ஒவ்வொருவருக்கும் உண்டு.

விடுதலைப்புலிகளால் ஏற்படுத்தப்படும் ஆத்திரமூட்டும் சம்பவங்கள் வேண்டுமென்றே மேற்கொள்ளப்பட்ட போதிலும் சிங்கள மக்கள் கையாண்ட பெரும் பொறுமையை நன்றியோடு பாராட்டுகின்றேன். விடுதலைப்புலிகள் தமது ஈனச்செயல்களை அண்மையில் கூட்டியிருப்பதன் உள்நோக்கம் அனைவருக்கும் விளங்கும். சிங்கள மக்களை எத்தகைய ஆத்திரமூட்டும் சம்பவங்கள் ஏற்படுத்தப்பட்டாலும் தொடர்ந்து பொறுமையை கடைப்பிடிக்குமாறு வேண்டுகின்றேன். புயங்கரவாத செயல்களில் ஈடுபடுவோரை அதிகாரிகளுக்கு காட்டிக்கொடுக்க வேண்டிய பொறுப்பு சிங்கள தமிழ முஸ்லிம் ஆகிய ஒவ்வொருவருக்கும் .உண்டு.

பல்வேறு ஆத்திரமூட்டும் சம்பவங்கள் நடைபெற்றுக்கொண்டிருக்கும் வேளையிலும் தென்னிலங்கையில் வாழும் சிங்கள மக்கள் எவ்வாறு பொறுமையை கடைப்பிடிக்கின்றனர் என்பதை மட்டக்களப்பில் வாழும் தமிழ் இஸ்ஸாமிய சகோதரர்கள் கற்றுக்கொள்ள வேண்டும். மட்டக்களப்பு வாழ் மக்களை சமாதானமாகவும் அமைதியாகவும் பயபீதியின்றி நடமாடவும் அனுமதிக்குமாறு அனைத்து தரப்பினரையும் கேட்டுக்கொள்கின்றேன்.

The Tamil United Liberation Front very strongly condemns the LTTE for causing the death of 22 innocent civilians and also for causing grievous injuries to over sixty others by targeting a crowded bus – with a claymore mine. This is the third major incident in a week and the sixth in one month, taking a toll of 112 lives and injuring over 348 innocent people. How many more such incidents will take place God only knows? This is obviously the work of a fanatical group claiming to be waging a war to liberate the Tamils, little realising that the Tamils themselves need to be liberated from them. If these brutes do not tame themselves they will have to be tamed by others. This type of atrocious activities cannot be met with all the fire power the Government Forces have. It is not a conventional war that the LTTE is fighting. They are now cowardly engaged in gorilla warfare. Only the International Community can now rescue the country from the atrocities of the LTTE, but it is the Government’s responsibility to pave the way for it.

Under the present circumstances the International Community, India in particular can’t do anything other than silently and helplessly watching all what is happening. Only last week I appealed to the Government to come out with a reasonable proposal, acceptable to the International Community not out of fear for the LTTE , but to enable the International Community to step in and to tell the LTTE to stop all their brutal killings of the innocent civilians.

The unfortunate situation in our country is that the country is caught up in between a group that claims to be waging a war against the Government for the liberation of the Tamils and another group of ultra-nationalist claiming themselves as great patriots, trying to save the country from the former, little realising that a Patriot is not one who merely loves his country alone but one who not only loves his country but also its people as well. How can we expect the International Community to intervene when we are not prepared to accept our faults and jump at them when certain mistakes are pointed out by them. On such occasion it should be left to the Government to deal with them rather than others coming out with condemning statements. Only by doing so good-will can be maintained with all foreign countries. This applies to foreign agencies as well. The annoyance is often caused by unconcerned parties and the silence maintained by the Diplomatic Community at times is understandable. The International Community has done a lot to keep the LTTE operating in their respective countries, under strict check and constant vigilance.

Everyone knows that the main demand of the LTTE is division of the country and that demand is serious enough for anyone to worry about. The ultra-nationalist, in particular, should appreciate the Tamil Leadership for openly opposing separation, defying the LTTE and at grave risk to their lives. They have declared that they will be satisfied with a reasonable and an acceptable solution within a United Sri Lanka but not within a Unitary State under which there is no guarantee that whatever provisions made in a Unitary Constitution will remain in the Statute book for ever. The fate of the Soulbury Constitution should not be-fall on the proposed new constitution, leaving room for further agitation in the future. Whatever solution arrived at should be the last and final one that will strongly unite all sections of the people of Sri Lanka to a common identity as Sri Lankans, to live in peace and amity, enjoying all rights equally with others. This is the only way to bring back peace and save the country from further destructions of life and property. We have lost enough and cannot afford to lose anything more.

Another important factor that the ultra-nationalist have failed to take into consideration and should take as an Incentive to soften their stance, is the acceptance of Buddhism virtually by all Sri Lankans, as the state religion of Sri Lanka. The ultra-nationalist should therefore be magnanimous enough to give-in to the aspirations of the minorities who want to live in a United Sri Lanka as equals along with the others.

The ethnic problem has become so acute that everyone should do a complete re-thinking of their stand. This is the time for all political parties and various groups to shed their differences and to agree on a reasonable proposal that will satisfy the minorities and the International Community which if satisfied will certainly compel the LTTE to shun violence and to accept the solution recommended by them. They can, if necessary, impose several sanctions and curtail their activities in various countries including collection of funds and purchase of arms. The political parties should now get together and agree to a solution based either on the Oslo Declaration or by adopting the Indian Model if the terms “Federal” and “Unitary” are allergic to any section of the people.

I strongly urge His Excellency the President Mahinda Rajapakse, Leader of the SLFP and the Leader of the Opposition and President of the UNP Hon. Ranil Wickremesinghe to take the initiative without any delay to find a solution for the ethnic problem. The participation of the International Community cannot be construed as their interfering in the internal affairs of Sri Lanka. I am asking them only if satisfied, to recommend to the minorities as reasonable any solution that will emerge out of the initiative taken by these two leaders.

Everyone should realise that most of the people who die everyday are innocent bread-winners of poor families. Each one of us has a sacred duty to help to end the war and bring back much needed peace, for our people to live without fear and tension and to move about freely and fearlessly.

I thank the Sinhalese Civilians in the south and appreciate the tolerance hitherto shown by them inspite of the various provocations deliberately given by the LTTE. The reasons for enhancing their vicious activities recently are obvious and I strongly urge the Sinhalese to continue to show extreme tolerance and not to get provoked under any circumstances. I call upon all, be they Sinhalese, Tamils or Muslims to help the authorities to trace the people engaged in terrorist activities.

The Tamils and the Muslims of the Batticaloa District should learn from the Sinhalese in the South as to how they are showing extreme tolerance inspite of the numerous daily provocations given to them by the LTTE.

I appeal to all the residents in Batticaloa to maintain Peace and harmony and allow the others to live peacefully free from constant fear and tension.

TULF CONDEMNS KILLING OF INNOCENT CIVILIANS.

A claymore mine attack at Murugandy in Kilinochchi on Friday afternoon took the lives of 16 innocent men, women and children and also left 3 seriously injured. A bomb blast in a crowded train on Monday left 9 killed, 73 injured and out of the four women killed one was a pregnant mother. I strongly condemn both incidents and grieve with the kith and kin on their losses. This is not a cricket match for anyone to announce the score and celebrate it with a party. How many widows, widowers, orphans and destitute persons, these two horrible incidents had created. One who left home, happily in the morning returns home in a beautiful coffin, some in pieces and some others beyond identification. Thousands of innocent non-combatants had died and also thousands in the war front. Now we have in our country several thousands of widows, widowers, orphans and destitute persons, not to count those who had lost their eyesights, limbs etc. The pain of the loss of a life is felt only by the victim’s dear ones and not by those who promote the war and who gain by the war. Is there no end to this? - is the question every one of us should ask.

As I had been repeatedly pointing out, the Human Rights Violations continue unabated both in the Government controlled areas and in the LTTE controlled areas, the only difference being that there is transparency in the former and complete blackout in the latter where people open their mouths only when asked to do so.

I am misunderstood by some for accusing the LTTE and holding them responsible for the claymore mine attacks taking place in their areas. My reasons for doing so are two fold. One is how is it possible for the armed forces to reach areas so close to their Head Quarters. Even if one assumes that it is the work of the paid agents of the armed forces, the LTTE must seriously consider winding up the fighting and come to terms with the Government, since their days are numbered. Secondly even if one accepts that army can reach these areas through their paid agents, it cannot be true all the time.

My strong suspicion is that the Tamil Media is pressurised by the LTTE to put the blame on the forces soon after some incident takes place, merely to gain sympathy from the International Community after themselves doing it either intentionally or by mistaken identity. I call upon H. E. the President to appoint a presidential Commission to find out who is responsible for such attacks taking place in the LTTE held areas and how within a few hours the Local papers claim that all such attacks are by the deep penetrating unit of the forces. His Excellency can refer a few selected cases for a Presidential Commission to inquire into. As one who had represented the Kilinochchi Electorate for over 14 years, I have an interest in knowing whether what the papers say are voluntary or under compulsion.

Atleast at this stage, if the Government comes out with a reasonable proposal acceptable to the International Community, not out of fear for the LTTE, but only to give confidence to the International Community to take a bold step forward to help to find a solution. Every one who has sympathy for the poor innocent man on the street who falls a victim to the LTTE’s claymore mine, bomb or even their bullets must without any hesitation support my proposal. The TULF condemns all types of violence on the innocent civilians.

I owe you an explanation for this letter and for Part – I sent to you yesterday. Since the matter is urgent and important, I hope you would have found a little time to read it. I assure you that I have nothing personal against Hon. Douglas Devananda. The atrocities perpetrated on the people of the Kayts Electorate by the EPDP cadre earlier are still fresh in their memories. There is no guarantee that the same thing will not be repeated in the future. The Kayts electorate is composed of nine Islands including Nainatheevu also known as Nagadeepa. This letter carries only extracts of the two letters. But if you go through the annexures and do a serious analysis, the facts contained therein shall throw light on the disastrous end that would follow if the Special Task Force is permitted to function with Hon. Douglas Devananda as its Head. The two letters referred to here were addressed to your predecessor in office H. E Chandirika Bandaranayake Kumarathunge, in my capacity as the Leader of the TULF Parliamentary Group and Senior Vice-President of the TULF, about the activities of the EPDP. You will find them relevant to the issue. – a copy annexed.

“Will this sort of thing be tolerated in any other part of the Country? I am asking you, your Excellency whether this sort of thing will be tolerated by the Sinhalese or Muslims? Why have you singled out the Tamils for this treatment? Is it not your duty to protect every citizen of this country? The people thought that the country is fortunate to have a respectable Lady from a very respectable family as the Head of the State. We are all aware of the agony you and your children underwent when your beloved husband was assassinated. Many people like me shared your grief on the death of your husband. The feelings of the wife of the murdered AGA and that of the relatives of that youth can’t defer much with that of your feelings on the death of your husband, except that there were people to speak for you and none except perhaps only me to speak for them.

In all sincerity I ask you, your Excellency whether you are aware or not of these atrocities perpetrated on one section of the people who are under your domain and popularly believed to have been done with your blessings. If you are aware it is high time, your Excellency, you intervene atleast at this stage. I appeal to you to do so in the name of Lord Buddha.

You have made the Leader of the EPDP as the uncrowned King of not only Jaffna but of the Tamils of the North and the East. He appoints the GA and the Divisional Secretaries and other Heads of Departments in Jaffna. Those who do not fall in line, are branded as LTTE supporters. Not a single Government servant in Jaffna can claim to have had nothing to do with the LTTE. One should not forget that Jaffna and Vanni were under the full control of the LTTE from 1990 till 1995. One of the best Divisional Secretaries had been refused extension of Service. The public opinion is that he is one or perhaps the best of the Divisional Secretaries. In the matter of appointments and transfers his word prevails. There is no place for merit. Two years back even teaching appointments were given at his Srithar Theatre Office. In short he is the Minister for all affairs in Jaffna. Even the Yarl Oli a Branch of the SLBC promoted him. The people are asking whether the Government is creating a separate Kingdom for the EPDP cadre to rule.”

The letter further says:-

“A group of people who have no moral right to be in Parliament have found their way into Parliament by fair or foul means. They aught to be satisfied with that. Contrary to that you have made its Leader a Minister knowing fully well that millions and Millions of money was just thrown in to the Jaffna Electoral District just before the General Elections for various Projects without any Budgetary Provision and without proper accounting. Money was given out at random merely for asking, out of which a substantial amount went into the pockets of individuals. Presumably these large sums of money came as donations from various liberal minded countries for the rehabilitation of displaced persons and to reconstruct their dwellings and not to promote a Political Party and to finance the election campaign of a group of persons who are anti-democratic, anti-social and have no respect for Human Rights and Human lives.

You have made the very same person who is guilty of all these, as the Minister in charge of Development, Rehabilitation and Reconstruction of the North and Tamil Affairs, North and East and Hindu Religious and Cultural Affairs.

“RRAN” also comes under his Ministry. The contributions of Donor Countries are disbursed by “RRAN” which had been filled with his yes-men from top to bottom. The Donor Countries do not pluck money from trees, Your Excellency. It is a part of the sacrifices made by the people of the respective countries that come in the form of aid. We must account for every cent we spend out of it and also justify the expenditure of every cent, without leaving it in the hands of an individual or group of persons who have more personal interest than common interest.

A recent Paper report says that the Hon. Minister Douglas Devananda has allocated 22 million rupees to rehabilitate 400 families in Jaffna. Although it is a welcome move one would like to know as to who the beneficiaries are and on what basis the beneficiaries had been selected. The report says that 110, 95, 69, 11, 4, 80 and 33 families selected from each of the Divisional Secretaries Divisions of Nallur, Jaffna, Vali – North Tellippallai, Vali – West Chunnakam, Island – East Velanai, Vali – South Uduvil and Point Pedro respectively. Who made these selections and on what basis? Are these the most deserving in these D.S. Divisions?

Another report says that the Hon. Minister Douglas Devananda had ordered the Jaffna Government Agent to prepare a scheme to purchase lands and supply building materials to re-settle the displaced families. Initially it appeared to be a well intended proposal. But to our great shock we now find that this is a ploy on the part of the Government to deprive the people of the Vali – North of their valuable lands for ever. The cat is now out of the bag with the Government instructing the Government Agent to re-settle those displaced persons from the High Security Zone surrounding the Palaly Army Camp in private lands acquired for this purpose.

Your Excellency I wish to lodge my strong protest against any such move to deprive the People of their hereditary properties which are as dear to them as Horogalle is for you. These people are languishing in refugee camps and in homes of friends and relatives for many years undergoing the worst hardships, not merely to be transplanted in a new place but with the only hope of getting back to their own lands which are very dear to them. If this is what the Government intends to do they need not have undergone all these sufferings these long years.

The necessity to re-settle the people outside the high security zone will arise only if the Government has intentions of continuing the war or to keep the Tamil people under subjugation. I am sure Your Excellency will soon end the war, bring back normalcy and re-settle the people back in their respective homes.

Misuse of funds, showing partiality to their supporters, penalizing their opponents are rampant in the EPDP. Hence I wish to very strongly urge that not a cent of the public money or that of the Donor Countries should be allowed to be apportioned arbitrarily by the Minister concerned or by people, hand picked by him.

Further more any fund coming in as aid from Donor Countries should be spent on projects prepared in consultation with the Donors. Your Excellency may also consider appointing an advisory Committee constituted with Elected Members of Parliament from both the Government and the Opposition sides.

I am positively sure that Your Excellency will take remedial measures for the matters enumerated in this letter and also liberate the suffering innocent village folks of Kayts in general and of the Island of Delft in particular.”

I also wish to draw your attention to extracts of another letter dated 14.05.2001 addressed to H. E Chandirika Bandaranayake Kumarathunge on the subject of “Jaffna District Development Committee” which appear to me as very relevant in the present context – a copy annexed

“Your appointing the Leader of the EPDP as the Chairman of the Jaffna DDC, inspite of the fraudulent manner in which the EPDP won four seats, annoys us. The remaining five Members together polled 54,930 votes. Atleast the option of electing the Chairman of the DDC should have been left in the hands of the elected Members of Parliament of the Jaffna District. I consider this act of yours, Your Excellency as very unfair, undemocratic and intended to insult us – me in particular.

Even during the last Parliament he was appointed by you as the Chairman. At that time although all his 13 candidates jointly polled only 175 votes in 10 Electorates, nine Members belonged to his party were declared elected. The 8,000 odd votes obtained by the EPDP candidates in the Kayts Electorate cannot be taken into account because from that time till up to this very minute the Kayts people are living as slaves under the iron clutches of the EPDP’s armed cadre. At the 1994 Elections the EPDP cadre did not allow a single candidate from any other group to enter this electorate of Kayts. In all earnestness I am asking you Your Excellency whether you or any one in your Government have the moral right to speak of Civil Liberty, Human Rights, Fundamental Rights etc?

The whole world knows that this country of ours is very poor and had become poorer due to the on going war. Have you forgotten appointing him as the Chairman of the Jaffna DDC even after the dissolution of Parliament last year, unheard of in any other District and in the History of the DDC system in this country. Do you know your Excellency as to how much, the 2 hour meeting Hon. Minister Douglas Devananda had in Jaffna with a full team of officials coming from Trinclmalee including the Governor of the North – East province attending the meeting, would have cost the poor Tax Payers of this country? The hidden motive of appointing him was to make all Government Servants to salute him and it really paid dividends. Most Government Servants started working at their respective Polling Stations the night before the Poll day. Perhaps their efforts would have been more successful if the Thikkam Distillery had been under their management then.

The team of persons whom you are promoting at the expense of the poor Taxpayers in Jaffna and in the name of Tamil Affairs in other Tamil areas in the North and the East, should have been more than satisfied with their Membership in Parliament, they won with your help. But you have overburdened him with many Portfolios thus enabling him to interfere in all matters in the North and the East.

Now your Minister is holding a DDC Meeting in his Ministry Office housed opposite his Srithar Theatre Den, where the armed EPDP cadre is found in large numbers. Do you expect us to attend this meeting Your Excellency? A copy of letter of protest sent to you on 02.09.2000 is annexed.

I, as one properly elected as Member of Parliament, am prepared to lay down my life to preserve democracy in this country for the sake of the future generation of this country.

I have therefore decided not to attend the meeting of the DDC that is proposed to be held under the Chairmanship of Hon. Minister Douglas Devananda.

In Conclusion once again I appeal to you Your Excellency to free the people of the Kayts Electorate from the iron clutches of the armed EPDP cadre. Also please take steps to hand over the Thickam Distillery belonging to over 12,000 poor tappers, taken over by the EPDP cadre at gun point.

It will be also much appreciated if Your Excellency warn them to take their hands off the Administration of the Jaffna Municipal Council.”

Your Excellency, you are Heading the State at the most crucial time and every step you take should be taken cautiously. Even in matters relating to Human Rights Violation why should you get the blame? Extracts of letters embodied in Part – I and Part – II speak for themselves. Hon. Douglas Devananda had enjoyed enough power and many other privileges much more than what he is entitled to. I am very much concerned that for the faults of others the Government should not lose its credibility especially at a time when the whole world is watching as to how you are going to deal with the ethnic problem. I go with the satisfaction that I have done my duty to my people and the country at large. I wish you success in all your endeavours.

இக் கடிதத்திற்கும் இதற்கு முதற் பாகமாக என்னால் அனுப்பப்பட்ட நேற்றைய கடிதத்திற்கும் விளக்கம் தர கடமைப்பட்டுள்ளேன். விடயம் அவசரமானதும், முக்கியமானதுமானதும் ஆகையால் அதை படித்துப் பார்க்க சொற்ப நேரம் கிடைத்திருக்கும் என நம்புகிறேன். தனிப்பட்ட முறையில் எனக்கு கௌரவ டக்ளஸ் தேவானந்தா அவர்கள் மீது எதுவித விரோதமும் கிடையாது. ஊர்காவற்துறை மக்களிடம் ஈ.பி.டி.பி போராளிகள் நடந்து கொண்ட கொடூரமான செயல்கள் இன்னும் மக்கள் மனதை விட்டு அகலவில்லை. அவை மீண்டும் எதிர்காலத்தில் மக்கள் மீது பிரயோகிக்கப்பட மாட்டாது என்பதற்கு எதுவித உத்தரவாதமும் இல்லை. நயினாதீவு என அழைக்கப்படும் நாகதீப உட்பட ஊர்காவற்துறை தொகுதி 09 தீவுகளை உள்ளடக்கியதாகும். இக் கடிதம் வேறு இரு கடிதங்களின் சில முக்கிய பகுதிகளை மட்டும் கொண்டுள்ளது. ஆனால் இத்துடன் இணைக்கபட்டுள்ள கடிதங்களை முழுதாகப் படித்து ஆராய்ந்து பார்ப்பீர்களேயானால் அதில் குறிப்பிடப்பட்ட விடயங்கள் கௌரவ டக்ளஸ் தேவானந்தா அவர்களை தலைவராக கொண்டு இயங்கும் விசேட செயலணி குழு எத்தகைய ஆபத்தான முடிவை எதிர்நோக்கும் என்பதை வெளிச்சமிட்டு காட்டுகின்றன. அவ்விரு கடிதங்களும் நான் த.வி.கூ பாராளுமன்றகுழு தலைவராகவும், கட்சியின் சிரேஷ்ட உப தலைவராகவும் செயற்பட்ட காலத்தில் முன்னாள் ஜனாதிபதி திருமதி சந்திரிகா பண்டாரநாயக்கா குமாரதுங்கா அவர்களுக்கு கௌரவ டக்ளஸ் தேவானந்தா அவர்களின் செயல்முறை பற்றி முறையிட்ட கடிதமாகும். இத்துடன் இணைக்கப்பட்டிருக்கின்ற அதன் பிரதி (19-02-2001) இச் சந்தர்ப்பத்தில் பொருத்தமானதாக இருக்கும்.

ஜ“இத்தகைய சம்பவங்களை நாட்டின் எப்பகுதியிலும் ஏற்றுக்கொள்வார்களா? மேன்மை தங்கிய ஜனாதிபதி அவர்களே இதை சிங்கள, முஸ்லீம் மக்கள் ஏற்றுக்கொள்வார்களா? இவ்வாறு செய்வதற்கு தமிழ் மக்களை மட்டும் ஏன் தெரிவு செய்தீர்கள். இந்த நாட்டின் ஒவ்வொரு பிரஜையையும் பாதுகாக்க வேண்டிய பொறுப்பு தங்களுக்குண்டு அல்லவா? ஒரு கௌரவமான குடும்பத்தில் பிறந்த கண்ணியமான ஒரு பெண்மணியை இந்த நாட்டின் தலைவியாக பெற நாடு அதிஷ்டம் பெற்றதாக மக்கள் கருதினர். தங்கள் கணவர் படுகொலை செய்யப்பட்டவேளை தாங்களும், தங்கள் பிள்ளைகளும் பட்ட துயரை நாமறிவோம்;. என்னைப் போன்ற பல மக்கள் உங்கள் துயரத்தில் பங்கு கொண்டனர். படுகொலை செய்யப்பட்ட உதவி அரசாங்க அதிபர் அவர்களின் மனைவி மற்றும் உறவினர்களுக்கு ஏற்பட்ட உணர்வு தாங்கள் கணவரை இழந்தவேளை ஏற்பட்ட உணர்வுக்கு வேறுபட்டதல்ல. ஒரேயொரு வித்தியாசம் உங்களுக்காக குரல் கொடுக்க பலர் இருந்தார்கள். அவர்களுக்காக பேச அநேகமாக நான் மட்டுமே.

உண்மையாகத்தான் கேட்கிறேன் ஜனாதிபதி அவர்களே உங்களின் ஆட்சிக்கு உட்பட்ட ஒருபகுதி மக்கள் மீது இழைக்கப்படுகின்ற கொடுமைகளை நீங்கள் அறிவீர்களா இல்லையா?. நீங்கள் அறிவீர்கள் என பெருமளவில் மக்கள் நம்புகின்றார்கள். இவற்றை நீங்கள் அறிந்திருந்தால் ஜனாதிபதி அவர்களே இந்தக் கட்டத்திலேனும் தயவு செய்து தலையிடுங்கள். புத்த பகவானின் பேரால் தங்களுக்கு இந்த வேண்டுகோளை விடுக்கிறேன்.

ஈ.பி.டி.பி தலைவர் அவர்களை நீங்கள் யாழ்ப்பாணத்துக்கு மட்டுமல்ல வடகிழக்கு மக்களுக்கு முடிசூடா மன்னராக ஆக்கியுள்ளீர்கள். அவரே அரசாங்க அதிபரையும் பிரதேச செயலாளர்களையும் ஏனைய இலாகா தலைவர்களையும் யாழ்ப்பாணத்தில் நியமிக்கின்றார். அவரது சொற்படி நடக்காதவர்கள் புலி ஆதரவாளர்கள் என குறி சுடப்படுகின்றனர். விடுதலைப் புலிகளுடன் எதுவித தொடர்பும் இல்லையென ஒரு அரசாங்க ஊழியரையும் கூற முடியாது. யாழ்ப்பாணம், வன்னி ஆகிய பகுதிகள் 1990 ஆண்டிலிருந்து 1995 ம் ஆண்டுவரை விடுதலைப்புலிகளின் பூரண கட்டுப்பாட்டில் இருந்திருக்கிறது. மிகத் திறமையான ஒரு பிரதேச செயலாளருக்கு பதவி நீடிப்பு மறுக்கப்பட்டுள்ளது. அந்த செயலாளர் மிகவும் சிறந்தவர் என பொது மக்கள் அபிப்பராயப் படுகின்றனர். நியமனங்கள், இடமாற்றங்கள் அத்தனையும் அவர் சொற்படியே நடக்கின்றது. திறமைக்கு அங்கே இடமில்லை. இரு வருடங்களுக்கு முன்பு ஆசியர் நியமனங்கள் ஸ்ரீதர் படமாளிகையில் இயங்கும் அவரது காரியாலயத்தில் வழங்கப்பட்டது. சுருங்கக் கூறின் எல்லா இலாகாக்களுக்கும் மந்திரியாக அவர் யாழ்ப்பாணத்தில் செயற்பட்டார். இலங்கை ஒலிபரப்பு கூட்டுத்தாபனத்தின் யாழ் ஒலி என்ற பிரிவு அவரை மேம்படுத்தியே பிரச்சாரங்கள் செய்தது. ஈ.பி.டி.பி இனருக்கென அரசாங்கம் ஒரு தனி அரசு அமைக்கின்றதா என மக்கள் கேட்கின்றார்கள்.

அக்கடிதத்தில் மேலும் கூறப்படுவதாவது ஜ“பாராளுமன்றத்துக்கு செல்லுகின்ற தார்மீக உரிமையற்ற ஒரு குழுவினர் சரியோ பிழையோ பாராளுமன்றம் புகுந்து விட்டனர். அத்துடன் அவர்கள் திருப்தி அடைந்திருக்க வேண்டும். அதற்கு மாறாக அக் குழுவினரின் தலைவரை அமைச்சர் பதவி வழங்கி தேர்தல் நடப்பதற்கு முன்பு பல்வேறு வேலைத் திட்டங்களுக்கென வரவு செலவுத் திட்டத்தில் ஒதுப்படாத பெரும் தொகையான பணத்தை எதுவித கணக்கு வழக்கின்றி யாழ்ப்பாணத்தில் செலவிட வைத்தீர்கள். கண்டபடி கேட்டதற்கெல்லாம் கொடுக்கப்பட்ட பெருந் தொகையான பணத்தில் ஒரு பகுதி தனியாரிடம் போய் சேர்ந்தது. இவ்வாறு செலவிடப்பட்ட பெருந் தொகையான பணம் வீடு வாசலை இழந்து, இடம் பெயர்ந்த மக்களுடைய புனர்வாழ்வுக்காக நல்ல உள்ளம் படைத்த பிற நாட்டவர்களால் தாராளமாக வழங்கப்பட்டதே அன்றி மனித உரிமைகளுக்கு மதிப்பு கொடுக்காத, ஜனநாயகத்துக்கு விரோதமாக செயற்படும் சமூக விரோத குழு ஒன்றுக்கு அதன் அரசியல் கட்சியை வளர்ப்பதற்கும், தேர்தல் பிரச்சாரத்திற்கு செலவிடுவதற்கும் அல்ல.

இத்தகைய குற்றங்களுக்கு பொறுப்பான அதே பேர்வழியை நீங்கள் வடக்கு அபிவிருத்தி புனர்வாழ்வு புனரமைப்பு அமைச்சராக்கியது மட்டுமல்லாமல் வட கிழக்கிற்கு இந்து சமய கலாச்சார அமைச்சுக்களையும் கையளித்துள்ளீர்கள். அபிவிருத்திக்கு பொறுப்பான ரான் (TTRN) அமைப்பும் அவரின் அமைச்சின் கீழ் கொண்டு வரப்பட்டது. பிற நாடுகளால் பெருந்தொகையாக அபிவிருத்திக்காக ரான் அமைப்புக்கு கொடுக்கப்பட்ட பணத்தை ரானில் கடமையாற்றும் சகல உத்தியோகத்தர்களையும் தானே நியமித்து செலவழித்துள்ளார். நன்கொடை வழங்கும் நாடுகளில் பணம் மரத்தில் பிடுங்குவதில்லை. பல்வேறு நாடுகளில் வாழும் மக்களின் தியாக உணர்வால் சேர்க்கப்பட்ட பணமே உதவி பணமாக வருகின்றது. நாம் செலவிடும் ஒவ்வொரு சதத்தையும் நியாயப்படி செலவு செய்ய வேண்டுமேயொழிய பொது நலன் கருதாது தன்னலம் கருதும் ஒரு குழுவினரிடம் ஒப்படைக்க முடியாது.

அண்மையில் ஒரு பத்திரிகையில் அமைச்சர் டக்ளஸ் தேவானந்தா யாழ்ப்பாணத்தில் 400 குடும்பங்களின் புனர்வாழ்வுக்காக 22 மில்லியன் ரூபா ஒதுக்கியிருப்பதாக கூறப்பட்டது. இதுவொரு நற்செய்தியாக இருந்தாலும் இப் பணத்தைப் பெற்றவர்கள் யார்? எந்த அடிப்படையில் வழங்கப்பட்டது என்ற கேள்வி எழுப்பப்படுகிறது. கிடைத்த அறிக்கையின்படி நல்லூர், யாழ்ப்பாணம், வலி வடக்கு தெல்லிப்பளை, வலி மேற்கு சுன்னாகம், தீவுப்பகுதி வேலணை கிழக்கு, வலி தெற்கு உடுவில், பருத்தித்துறை ஆகிய பிரதேச சபைகளில் முறையே 110, 95, 69, 11, 04, 80, 33 ஆகிய எண்ணிக்கையானோர் தெரிவு செய்யப்பட்டனர். இவர்கள் யாரால் என்ன அடிப்படையில் தெரிவு செய்யப்பட்டார்கள்? இப் பிரதேசங்களில் இவர்கள்தான் மிகவும் பாதிக்கப்பட்டார்களா?

இன்னுமொரு அறிக்கையின்படி இடம்பெயர்ந்தோரை குடிமயர்த்த காணி வாங்கவும், கட்டிட பொருட்கள் வழங்கவும் ஒரு திட்டத்தை தயாரிக்கும்படி கௌரவ டக்ளஸ் தேவானந்தா அவர்கள் யாழ் அரசாங்க அதிபருக்கு கட்டளை பிறப்பித்திருந்தார். பார்வைக்கு அது நல்ல திட்டமாக இருந்தாலும் இத்திட்டம் மக்களின் பூர்வீக காணிகளை பறித்தெடுக்கின்ற ஒரு சூழ்ச்சியான திட்டமென அறிந்து அதிர்ச்சியடைந்தோம். இப்பொழுது உண்மை வெளியாகிவிட்டது. உயர் பாதுகாப்பு வலயத்தில் வாழ்ந்த மக்களை அவர்களுடைய சொந்த இடங்களில் இருந்து அகற்றி வேறு இடங்களில் குடியேற்றும் திட்டம் அம்பலமாகியது.

ஜனாதிபதி அவர்களே ஹொரகல காணி தங்களுக்கு எவ்வாறு முக்கியமோ அதே போல்தான் மக்களின் பூர்வீக காணிகள் அவர்களுக்கு முக்கியமாகும். ஆகவே இத் திட்டத்தை நான் வன்மையாக எதிர்க்கிறேன். இவ்வாறு இடம்பெயர்ந்த மக்கள் நண்பர்கள் வீடுகளிலும், உறவினர்கள் வீடுகளிலும் பல ஆண்டுகாலமாக பல கஷ்டங்கள் மத்தியில் வாழ்ந்து கொண்டிருப்பது என்றைக்கோ ஒரு நாள் தம்முடைய சொந்த நிலத்துக்கு போவோம் என்ற நம்பிக்கையே அன்றி வேறு இடத்தில் குடியேறுவதற்காக அல்ல. இதுதான் அரசின் நோக்கம் எனில் மக்கள் இவ்வளவு கஷ்டங்களை அனுபவித்திருக்கத் தேவையில்லை. அரசும் யுத்தத்தை தொடருவதாக இருந்தாலும் அல்லது தமிழ் மக்களை அடக்கி வைத்திருக்கின்ற எண்ணமும் இருந்தாலே அன்றி உயர் பாதுகாப்பு வலயத்துக்கு வெளியே மக்களை குடியேற்ற வேண்டிய அவசியம் இல்லை. விரைவாக யுத்தத்தை முடித்து அமைதியை ஏற்படுத்தி மக்கள் விரைவில் தங்கள் இடத்தில் குடியேறவும் வழி செய்வீர்கள் என நம்புகிறேன். பண மோசடி, தம் ஆதரவாளருக்கு விசேட சலுகை, எதிரிகளை கண்டித்தல் போன்றவையே ஈ.பி.டி.பி இனரால் கையாளப்படுகின்றன. ஆகவே நான் மிகவும் வன்மையாக வற்புறுத்தி கேட்பது பிற நாடுகள் நன்கொடையாக வழங்கும் பணத்தில் ஒரு சதமேனும் அமைச்சரால் தன் இஷ்டப்படியோ அன்றி தன்னால் தெரிவு செய்யப்பட்டவர் மூலமோ இஷ்டப்படி செலவழிப்பதை அனுமதிக்கக் கூடாது. மேலும் பிற நாடுகளில் இருந்து வரும் பணம் சம்பந்தப்பட்ட நாடுகளின் ஆலோசனையோடு தெரிவு செய்யப்படும் திட்டங்களுக்கே செலவிடப்பட வேண்டும். ஜனாதிபதி அவர்கள் பாராளுமன்றத்தில் அங்கம் வகிக்கும் ஆளும் கட்சி, எதிர்கட்சி உறுப்பினர்களை கொண்ட ஓர் ஆலோசனை குழுவை அமைக்கலாம் என ஆலோசனை கூற விரும்புகிறேன். என்னால் குறிப்பிடப்பட்ட இந்த விடயங்களை கவனம் செலுத்தி உரிய நடவடிக்கை எடுப்பதோடு ஊர்காவற்துறை தொகுதியில் வாழும் மக்களை குறிப்பாக நெடுந்தீவு மக்களை அவர்கள் படும் இன்னல்களில் இருந்து விடுவிக்கப்பட வேண்டுமென கேட்டுக் கொள்கிறேன்”.

ஜனாதிபதி சந்திரிகா பண்டாரநாயக்கா குமாரதுங்கா அவர்களுக்கு 14-05-2001 இல் யாழ்ப்பாண மாவட்ட அபிவிருத்திக்குழு சம்பந்தமாக எழுதப்பட்ட கடிதம் இச் சந்தர்ப்பத்தில் பொருத்தமாக இருப்பதால் அதன் சில பகுதிகளை கீழே குறிப்பிடுகிறேன். பிரதி இணைக்கபட்டுள்ளது.

ஜ“மோசடி மூலம் பாராளுமன்ற ஆசனங்களில் நான்கை பெற்ற ஈ.பி.டி.பி யின் தலைவரை யாழ் மாவட்ட அபிவிருத்திக் குழுவின் தலைவராக நியமித்தமை எமக்கு விசனத்தைத் தருகிறது. ஏனைய ஐந்து உறுப்பினர்களும் 54930 வாக்குகள் பெற்றுள்ளனர். யாழ்ப்பாணத்தில் தெரிவாகிய பாராளுமன்ற உறுப்பினர்கள் குழுத் தலைவரை தெரிவு செய்கின்ற உரிமை உறுப்பினர்களிடம் விடப்பட்டிருக்க வேண்டும். ஜனநாயகத்துக்கு விரோதமான முறையில் பிழையான வழியில் தாங்கள் தலைவரை தெரிவு செய்தது, தெரிவு செய்யப்பட்ட பாராளுமன்ற உறுப்பினராகிய எம்மை குறிப்பாக என்னை அவமதிப்பது போலாகும். கடந்த பாராளுமன்றத்திலும் நீங்கள் அவரையே தலைவராக தேர்ந்தெடுத்திருக்கிறீர்கள். அக் கட்சியைச் சேர்ந்த 13 வேட்பாளர்களும் 10 தொகுதிகளில் எடுத்த வாக்குகள் 175 ஆக இருந்தும் அவர்களில் 9 பேர் உறுப்பினர்களாகத் தெரிவு செய்யப்பட்டனர். ஊர்காவற்துறை தொகுதியில் அவர்களுக்குக் கிடைத்த 8000 வாக்குகள் கணக்கில் எடுத்திருக்க முடியாதவையாகும். ஏனெனில் அன்று தொட்டு இன்று வரை ஊர்காவற்துறை தொகுதி மக்கள் ஈ.பி.டி.பி இனரின் இரும்புப் பிடியில் அடிமைகளாக வாழ்கின்றார்கள். 1994ம் ஆண்டு நடைபெற்ற தேர்தலில் ஈ.பி.டி.பி இனர் ஒரு மாற்றுக் கட்சி வேட்பாளரரையும் ஊர்காவற்துறை தொகுதிக்குள் போக அனுமதிக்கவில்லை. நான் மிக ஆர்வத்துடன் ஜனாதிபதியாகிய உங்களை கேட்பது உங்களுக்கோ அல்லது உங்கள் அரசில் வேறு யாருக்குமோ சுதந்திரம், மனித உரிமைகள், அடிப்படை உரிமைகள் பற்றி பேசுவதற்கு தார்மீக உரிமை உண்டா எனக் கேட்க விரும்புகின்றேன். வறுமைப்பட்ட எமது நாடு யுத்தத்தினால் மிக வறுமைபட்டுள்ளது. கடந்த வருடம் வேறு எந்த மாவட்டத்திலும் நடைபெறாத வகையில் யாழ்ப்பாண மாவட்டத்திற்கு பாராளுமன்றம் கலைக்கப்பட்டதன் பின் அவரை மாவட்ட அபிவிருத்தி குழுவுக்கு தலைவராக தெரிவு செய்திருக்கிறீர்கள். இலங்கை சரித்திரத்தில் இது முன்பு நடைபெறாத ஒன்றாகும். யாழ்ப்பாணத்தில் அவர் நடத்திய இரண்டு மணிநேர ஒரேயொரு கூட்டத்திற்கு திருகோணமலையிலிருந்து வடகிழக்கு மாகாண சபையின் பிரதான அதிகாரிகள் ஆளுநர் ஆகியோர் கலந்து கொண்டதால் இந்த அரசுக்கு ஏற்பட்ட செலவை எவ்வளவு என கணக்கிட முடியுமா? இக் கூட்டத்தை கூட்ட வேண்டிய மறைமுக நோக்கம் என்னவெனில் ஊழியர்கள் அனைவரும் அவர்களுக்கு தலை வணங்க வேண்டும் என்பதாலேயே. அவர்களுடைய எண்ணம் பிரயோசனம் அளித்தது. அவருக்காக அரச ஊழியர்கள் தேர்தலுக்கு முதல்நாள் இரவே தமது கடமைகளை செய்யத் துவங்கி விட்டார்கள். திக்கம் வடிச்சாலை அவர்கள் பொறுப்பேற்றிருந்தால் அவர்களின் முயற்சி மிகக் கூடுதலான பலனை தந்திருக்கும்.

யாழ்ப்பாணத்தில் ஏழை வரியிறுப்பாளரின் பணத்தாலும் வடகிழக்கின் தமிழ் பகுதிகளில் தமிழ் அலுவல்கள் அமைச்சர் என்ற பெயரிலும் நீங்கள் மேம்படுத்திவரும் அக் குழுவினர் தங்களின் உதவியுடன் கிடைத்த பாராளுமன்ற உறுப்பினர் பதவியுடன் திருப்தி அடைந்திருக்க வேண்டும். ஆனால் நீங்கள் அவர்களுக்கு பல பதவிகளை கொடுத்து செலவை கூட்டி வடக்கிலும் கிழக்கிலும் எல்லா விடயங்களிலும் தலையிட வாய்ப்பளித்தீர்கள். தற்போது அமைச்சர் தனது ஸ்ரீதர் படமாளிகை அலுவலகத்துக்கு முன்பாக உள்ள தனது அமைச்சில் மாவட்ட அபிவிருத்தி குழு கூட்டத்தை கூட்டுகிறார். பெருமளவில் அவரின் ஆயுதம் தாங்கிய போராளிகள் சூழ்ந்து நிற்கின்றனர். அந்தக் கூட்டத்தில் நான் கலந்து கொள்ள வேண்டுமென நீங்கள் கருதுகிறீர்களா? நான் 02-09-2001 ஆண்டு உங்களுக்கு அனுப்பிய ஆட்சேபனை கடிதத்தை இத்துடன் அனுப்பியுள்ளேன்.

முறைப்படி பாராளுமன்ற உறுப்பினராக தேர்ந்தெடுக்கப்பட்ட நான் எதிர்கால சந்ததியின் நன்மை கருதி ஜனநாயகத்தை பாதுகாக்க என் உயிரை கொடுக்கவும் தயாராக உள்ளேன். அமைச்சர் கௌரவ டக்ளஸ் தேவானந்தா தலைமையில் நடைபெறும் மாவட்ட அபிவிருத்திக் குழுக் கூட்டத்தில் கலந்து கொள்வதில்லையெனத் தீர்மானித்துள்ளேன்.

ஈற்றில் ஊர்காவற்துறை தொகுதி மக்களை ஈ.பி.டி.பி யினரின் பிடியிலிருந்து விடுவிக்குமாறு வேண்டுகிறேன். அத்துடன் 12000 சீவல் தொழிலாளர்களுக்கு சொந்தமான திக்கம் வடிசாலையை துப்பாக்கி முனையில் எடுத்தனர். அதையும் திரும்ப கொடுக்கவும். அத்துடன் யாழ் மாநகரசபை நிர்வாகத்தில் கை வைக்க வேண்டாமென பணிக்கவும்”.ஸ

ஜனாதிபதி அவர்களே மிக இக்கட்டான ஓர் காலத்தில் நாட்டின் தலைமை பதவியை வகிக்கின்றீர்கள் என்பதால் ஒவ்வொரு செயற்பாடும் மிகக் கவனத்துடன் நடைபெற வேண்டும். மனித உரிமை மீறல் விடயத்தில் கூட நீங்கள் ஏன் பழியை சுமக்க வேண்டும?. எனது கடிதத்தின் 1ம், 2ம் பாகங்களில் கொடுக்கப்பட்டுள்ள சில பகுதிகள் உண்மையை விளக்குகின்றன. கௌரவ டக்ளஸ் தேவானந்தா போதியளவு அதிகாரத்தையும் பல்வேறு சலுகைகளையும் அவருக்குரியவற்றுக்கு மேலதிகமாக அனுபவித்து விட்டார். தாங்கள் எவ்வாறு இனப்பிரச்சினைக்கு தீர்வு காணப்போகிறீர்கள் என சர்வதேச சமூகம் அவதானித்துக் கொண்டிருக்கும் போது மற்றவர்களுடைய தவறால் அரசு தனது நாணயத்தை இழக்கக் கூடாது என்பது என் ஆதங்கமாகும். எனது மக்களுக்கும் பொதுவாக என் நாட்டுக்கும் என் கடமையை செய்து விட்டேன் என்ற திருப்தியுடன் நான் போகிறேன். தங்கள் முயற்சிகள் அத்தனையும் வெற்றிபெற வாழ்த்துகிறேன்.

வட மாகாணத்தை நிர்வகிக்க உருவாக்கப்பட்ட விசேட செயலணி குழு - பாகம் -01

கௌரவ டக்ளஸ் தேவானந்தா அவர்களின் தலைமையில் வட மாகாணத்தை நிர்வகிக்க உருவாக்கப்பட்ட விசேட செயலணி குழுவை அமைத்தமைக்கு தங்களுக்குரிய கௌரவத்தை கொடுத்து எனது கடும் ஆட்சேபனையை தெரிவித்துக் கொள்கிறேன். அதை தங்களின் கவனத்துக்கு கொண்டு வர வேண்டிய உரிமையும், நாட்டின் நலன் கருதிய கடமைப்பாடும் எனக்குண்டு. அவ்வாறு செய்வதற்கு நியாயப்படுத்தக்கூடிய காரணங்கள் பல என்னிடம் உண்டு. எனது ஆட்சேபனை தாமதமாகியமைக்கு கிழக்கு மாகாண பிரச்சினைகளில் தாங்கள் தீவிரமாக ஈடுபட்டிருந்தமையும் எனது ஆட்சேபனைக்குரிய ஈ.பி.டி.பி கட்சியின் தலைவர் கௌரவ டக்ளஸ் தேவானந்தாவின் கட்சியின் முக்கிய உறுப்பினராகிய செல்வி மகேஸ்வரி வேலாயுதம் அவர்களின் படுகொலையும் காரணங்களாகும்.

எதிர்காலத்தில் மீண்டும் ஒரு போராட்டத்தை தொடர இடமளிக்காது எமது இனப்பிரச்சனைக்கு ஓர் நிரந்தர தீர்வே எமக்கு வேண்டும். 50 ஆண்டுகளுக்கு மேல் ஒற்றையாட்சியின் கீழ் காண முடியாத ஓர் தீர்வு இத்தனை உயிரழிவுகளுக்கும், சொத்தழிவுகளுக்கும் பின் காண முடியும் என நான் திடமாக நம்பவில்லை. இதன் காரணமாகவே நான் சமஷ்டி முறையிலான ஓர் தீர்வை ஆதரிப்பதோடு அதற்கு மாறாக இந்திய முறையிலான தீர்வை மட்டும் ஆதரித்து வருவது தாங்கள் அறிந்ததே. கடந்த நான்கு ஆண்டுகளாக பல தரப்பட்டவர்களுடன் எனது பிரேரணையை விவாதித்த போது அதிகமானவர்களுக்கு அது ஏற்புடையதாக இருந்ததை அறிந்து கொண்டேன். இதைத் தவிர நாட்டில் மீண்டும் ஜனநாயகத்தையும், சமாதானத்தையும், சகஜ வாழ்க்கையையும் ஏற்படுத்துவதோடு ஒன்றுபட்ட இலங்கைக்குள் பல்லின மக்கள் மத்தியில் சமத்துவத்தையும், நல்லெண்ணத்தையும் ஏற்படுத்த வேண்டிய கடமைப்பாடு எமக்குண்டு. நம் நாட்டின் முதல் தேவைகள் இவையே. இதுவே மக்களினதும், சர்வதேச சமூகத்தின் எதிர்பார்ப்புமாகும். ஆனால் கௌரவ டக்ளஸ் தேவானந்தாவின் நிலைப்பாடு வேறுபட்டதும், வட பகுதி மக்களுக்கு ஏற்புடையதல்ல என்பதோடு ஏனைய பகுதிகளில் வாழும் மக்களுக்கும் வேறுபட்ட கருத்திருக்க முடியாது என்பதே எனது நிலைப்பாடாகும். மேலும் அவரும் அவரின் சகாக்களும் 1990 ம் ஆண்டு முற்பகுதியில் தீவகத்தை தம் கட்டுப்பாட்டுக்கு உட்படுத்தப்பட்ட காலத்திலிருந்து அவர்களின் செயற்பாடுகள் சர்வாதிகாரப் போக்குக் கொண்டிருந்தமையால் வட பகுதி மக்களை மீட்டெடுக்கும் பணியை அவர்களிடம் விட்டுவிட முடியாது. மாற்றுக் கட்சியினரை தேர்தல் காலத்தில் ஆதரவு தேடும் உரிமையை மறுத்தும், பெருமளவில் ஆள் மாறாட்டம் செய்தும் பாராளுமன்ற பிரதிநிதிகளை தேர்ந்தெடுக்கும் புதிய ஓர் கலாச்சாரத்தை நம் நாட்டில் ஏற்படுத்தியவர்கள் அவர்களே. ஜனநாயக பாராம்பரியத்துக்கு அவர்கள் ஏற்படுத்திய பாதிப்பு விடுதலைப் புலிகளினால் ஏற்பட்டதிலும் பார்க்கக் கூடியதாகும்.

ஜனநாயக கோட்பாடுகளுக்கு தமிழர் விடுதலைக் கூட்டணி பெரும் மதிப்பு கொடுத்து வந்தது. பொதுஜன வாக்கெடுப்பு மூலம் பாராளுமன்றத்தின் காலத்தை 1983 ஆம் ஆண்டு அரசு நீடித்த போது தமிழர் விடுதலைக் கூட்டணியைச் சேர்ந்த 17 பாராளுமன்ற உறுப்பினர்களாகிய நாம் எவ்வாறு அதை ஆட்சேபித்து எமது பதவிகளைத் துறந்தோம் என்பதை தாங்கள் அறிவீர்கள். உலக யுத்தகாலம் தவிர்ந்த வேறு எந்தக் காலத்திலும், எந்த ஜனநாயக நாட்டிலும் இவ்வாறு செய்யும் வழக்கம் இல்லை. இவ்வாறு பதவி துறந்த எங்கள் 17 பேரையும் அரசியல் சாசனத்தில் ஆறாவது திருத்தத்தைக் கொண்டு வந்து வேண்டுமென்றே எம்மை பாராளுமன்றம் செல்ல விடாது தடுத்து, மிதவாதிகளிடமிருந்த தமிழ் மக்களின் தலைமையை பறித்தெடுத்து ஆயுதக் குழுக்களிடம் கையளித்தார் கௌரவ ஜே.ஆர். ஜெயவர்த்தனா அவர்கள். எதிர்கட்சியினர் 6 வருடங்களின் பின் மக்களிடம் ஆணை பெறும் உரிமையை மறுத்து நியாயமற்ற முறையில் மக்களின் புதிய ஆணையை பெறாது மேலும் 6 ஆண்டுகள் ஆட்சி நடத்தினார். 6 ஆண்டுகள் மட்டும் ஆளும் மக்கள் ஆணை பெற்ற ஓர் கட்சி நியாயமற்ற முறையில் 12 ஆண்டுகள் ஆட்சி நடாத்தியது. நாடளாவிய ரீதியில் சுதந்திரமானதும், நியாயமானதுமான ஒரு தேர்தல் 1977 ஆம் ஆண்டின் பின் இன்று வரை இலங்கையில் நடைபெறவில்லை என்பதை யாராலும் மறுக்க முடியாது. இன்றைய இந்த நிலைமை பெருமளவு உருவாக காரணமாக இருந்தது வடக்கு கிழக்கு என்பதோடு அதற்குப் பெரும் பங்களிப்புச் செய்தது கௌரவ டக்ளஸ் தேவானந்தா அவர்களே.

இந்தக் குழுவினர் 1994ம் ஆண்டு நடைபெற்ற பாராளுமன்ற பொதுத் தேர்தலில் யாழ் தேர்தல் மாவட்டத்தில் சுயேட்சைக் குழுவாக போட்டியிட்டு 9 ஆசனங்களை பெற்றனர். அத் தேர்தல் மாவட்டத்தில் போட்டியிட்ட இக் குழுவைச் சேர்ந்த 13 வேட்பாளர்களும் 10 தேர்தல் தொகுதிகளில் மொத்தமாக பெற்ற வாக்குகள் 175 மட்டுமே. ஊர்காவற்துறை தேர்தல் தொகுதியில் மட்டும் அவர்கள் மாற்றுக் கட்சியினர் எவரையும் நியமனத் திகதியிலிருந்தே அத் தொகுதியில் கால் வைக்க விடாது மிக மோசமான முறையில் ஆள் மாறாட்டம் செய்து 8638 வாக்குகளை மட்டும் பெற்றிருந்தனர். இவர்கள் அத் தேர்தல் மாவட்டத்தில் 596,366 வாக்காளர்கள் இருந்தும் மிகப் பிழையான முறையில் மிகக் குறைந்த வாக்குகளை பெற்றபோது அரசு அரசியல் சாசனத்தையோ அன்றி தேர்தல் சட்டத்தையோ மாற்றம் செய்து பரிகாரம் செய்யும் என்று எதிர்பார்த்திருந்தேன். இதற்குரிய பரிகாரத்தை அரசு அன்று செய்திருந்தால் இன்று பொதுமக்களை அன்றி விடுதலைப்புலிகளை மட்டும் பாராராளுமன்றத்தில் பிரதிநிதித்துவப்படுத்தும் 22 த.தே.கூ உறுப்பினர்கள் தெரிவாகியிருக்க மாட்டார்கள். அடுத்தடுத்து ஆட்சியை கைப்பற்றிய கட்சிகள் இவ்வாறு தெரிவாகும் தமிழ் சிறுபான்மை கட்சி உறுப்பினர்களை தமது தேவைகளுக்கு உபயோகித்து ஆட்சியை பிடிக்க அல்லது நீடிக்க செய்தமை துரதிஷ்டவசமானதே. கடந்த காலத்தில் சில சுயநலமிக்க தலைவர்கள் நாட்டுப் பற்று இன்றி செய்த பாவத்தினாலேயே நம் முழு நாடும் இன்று இவ்வாறு அல்லல் படுகின்றது.

இந்த நாட்டில் ஜனநாயகத்தை காப்பாற்ற த.வி.கூ ஆற்றிய பெரும் பங்களிப்பை முழு உலகும் மிகவும் பாராட்டியது. ஆனால் துரதிஷ்டவசமாக அந்தத் தலைமுறையைச் சேர்ந்த தலைவர்கள் இப்போது இல்லை. அவர்களில் சிலர் கொல்லப்பட்டனர். சிலர் மரணி;த்து விட்டனர். மற்றும் சிலர் அரசியலில் இருந்து ஒதுங்கிக் கொண்டனர். அத்தகைய பழைய தலைவர்களில் இன்றும் அரசியலில் ஈடுபாட்டுடன் இருக்கும் இருவரில் ஒருவர் த.வி.கூ உருவாக்கிய நற்பெயரை அழித்துவிட்டு, என்னை மட்டும் தன்னந்தனியாக எல்லா பிரச்சினைகளையும் எதிர்கொள்ள வைத்துவிட்டு, தான் மோசடி மூலம் பாராளுமன்றம் சென்று விட்டார். எம் தலைவர்கள் காட்டிய வழியிலிருந்து நான் தவறவில்லை. ஆனால் கடந்த நான்கு ஆண்டுகளாக நான் எதிர்நோக்கிய தர்ம சங்கடமான நிலைமையும் அவமானங்களும் சொல்லில் அடங்கா. உலகளாவிய ரீதியில் பிரசுரமாகும் விடுதலைப் புலிகள் சார்பான பல கையடக்கப் பத்திரிகைகளின் ஆசிரியர்கள் எனக்குக் கொடுத்து எழுதும் அடைமொழிகள் கீழத்தரமானவையும், அவதூறானவையுமாகும். அவர்கள் பாவிக்கும் வார்த்தைகள் என் மனதை மிகவும் புண்பட வைத்தன. நான் யாருக்கும் அடிவருடியாக செயல்பட்டவன் அல்ல. கறுப்பை கறுப்பு என தயங்காது கூறுபவன். எப்போதும் நடுநிலைமையை வகிப்பவன். இருப்பினும் இத்தகைய அவமானங்களை சகிப்பதற்குக் காரணம் நான் என் நாட்டை மிகவும் நேசிப்பதோடு நாட்டுப் பற்றற்ற ஜனநாயக விரோத சக்திகளிடமிருந்து நாடு விடுதலை பெற வேண்டும் என்பதாலேயே. பயங்கரவாதத்தை ஒழித்து ஜனநாயகத்தை நிலைநாட்டும் உங்கள் பணிக்கு எனது பூரண ஒத்துழைப்பு உண்டு. அந்தப் பணிக்காக என் உயிரையும் தர நான் தயாராக உள்ளேன். ஆனால் வட பகுதியில் உள்ள பயங்கரவாதிகள் விடுதலைப் புலிகள் மட்டும்தான் என எண்ணாதீர்கள். கிழக்கு மாகாண மக்களைப் போல் வட பகுதி மக்களும் போதியளவு துன்பப்பட்டு விட்டார்கள். போதியளவு இழந்தும் விட்டார்கள். தொடர்ந்து நிரந்தர பயத்துடனும், பீதியுடனும் வாழ்கின்றார்கள். அவர்கள் கொதிக்கும் எண்ணெய்ச் சட்டியிலிருந்து நெருப்புக்குள் பாயும் நிலைமைக்கு தள்ளப்பட கூடாது. எதிர்வரும் ஜூலை 15 இல் எனக்கு 75 வயது பூர்த்தியாகிவிடும். எனக்கு ஏதாவது நடக்கும் முன்பு நம் நாட்டில் வாழும் ஒவ்வொரு பகுதியினரும் அடிமைத்தனத்திலும், நிரந்தர பயபீதியிலும், பல ஆண்டு காலமாக அனுபவிக்கும் வேதனைகளில் இருந்து விடுவிக்கப்பட வேண்டும் என்பதே.

எனது எதிர்ப்பு விசேட செயலணி குழுவின் அமைப்புக்கும் அக்குழுவில் அங்கம் வகிப்பவர்கள் ஆகிய இரண்டுக்குமே. ஏற்கனவே அனுபவிக்கும் மந்திரி பதவியோடு இக்குழுவின் தலைவராக தங்களால் தெரிவு செய்யப்பட்ட கௌரவ டக்ளஸ் தேவானந்தா அவர்களின் செயற்பாடுகள் பற்றி நான் பலதடவை தங்களுக்கு புகார் செய்துள்ளேன். அவரின் மந்திரி பதவி நாட்டுக்கு ஏற்கனவே பாதகமானதும், அரசுக்கு அவர் ஆற்றும் தொண்டுக்கு அப் பதவி மிகவும் போதுமானதுமாகும் ஏனைய இரு உறுப்பினர்கள் பற்றி அவர்களுக்கு வேலைப்பளு கூடி விட்டது என்பதைத் தவிர வேறு எந்த எதிர்ப்பும் கிடையாது. இக் குழுவில் பணியாற்ற போதிய நேரம் இருக்காது. இவ்விருவரும் முதல் கூட்டத்துக்கே சமூகம் கொடுக்காதமை இறுதியில் இதுவொரு தனி மனிதனின் அமைப்பாக விளங்கப் போகின்றது என்ற எனது சந்தேகத்தையும் ஈ.பி.டி.பி இயக்கத்தின் அண்மைக்கால வரலாறு அப்பாவி தமிழ் மக்களுக்கு மாறாக மீண்டும் அரங்கேறப் போகிறது என்பது உறுதிப்படுத்தப்படுகிறது. சந்தர்ப்பம் கிடைத்தால் கௌரவ டக்ளஸ் தேவானந்தா அவாகள் என்ன செய்வார் என நானறியேன். வடக்கின் அபிவிருத்திக்கு பதிலாக தன் சொந்த நலனுக்காக இப் பதவியை பாவிக்கமாட்டார் என்று கூற முடியாது. சுயநலன் கருதி செயற்பட இவரைச் சுற்றி ஒரு கூட்டம் உண்டு. ஆனால் இவருடைய பணிக்கு பொது மக்களிடமிருந்து எதுவித ஒத்துழைப்பும் கிடைக்கப் போவதில்லை. தலைவர்களை மக்களே தெரிவு செய்ய வேண்டுமே அன்றி தலைவர்களை மக்கள் மீது திணிக்கக் கூடாது.

அவருடன் 1994ம் ஆண்டு தொடக்கம் 14 ஆண்டுகளுக்கு மேல் இணைந்து செயற்பட்டும், அமைச்சரவையில் இருவரும் அங்கத்துவம் வகித்த போதும் இவரைப் பற்றியோ இவரின் கடந்தகால நடவடிக்கைகள் பற்றியோ நீங்கள் அறியாதிருப்பது எனக்கு ஆச்சரியத்தைத் தருகிறது. இவர் கட்டுப்படுத்தத் தவறிய இவர்களுடைய போராளிகளுடைய மகிழ்ச்சி தராத நடவடிக்கைகளை தங்கள் கவனத்திற்கு கொண்டுவர வேண்டிய கடமைப்பாடு எனக்குண்டு.

2004ம் ஆண்டு ஏப்ரல் மாதம் நடைபெற்ற பொதுத் தேர்தலில் விடுதலைப் புலிகள் இவர்களை மிஞ்சி செயற்பட்டமையால் இவர்களுக்கு ஒரேயொரு ஆசனம் மட்டும் கிடைத்தது. ஈ.பி.டி.பி யினருக்கும் எங்களுக்கும் தேர்தல் பிரச்சாரம் செய்கின்ற உரிமை மறுக்கப்பட்டது. ஈ.பி.டி.பி தமது கடந்தகால அனுபவங்களை வைத்து ஓர் ஆசனத்தை எப்படியோ வென்று விட்டது. அதற்கு முன்பு நடைபெற்ற 2001 பொதுத் தேர்தலில் பிரச்சாரத்துக்காக வேலணைக்குச் சென்ற த.வி.கூ தொண்டர்களை ஈ.பி.டி.பி யினர் வழி மறித்து துவக்குகளாலும், ஆயுதங்களாலும் தாக்கினர். இரு தொண்டர்கள் ஸ்தலத்திலேயே வெட்டிக் கொல்லப்பட்டனர். மற்றும் அனேகர் படுகாயமுற்றனர். ஈ.பி.டி.பி யினர் என்னை எங்கே எங்கே எனக் கேட்டு தாக்குதலை நடத்தியுள்ளனர். திரு. எஸ். சோனாதிராஜா தலையில் வெட்டுக் காயமும், திரு. எம்.கே. சிவாஜிலிங்கம் அவர்களின காலும் முறிக்கப்பட்டது. அதற்கு முன் 2000ம் ஆண்டு நடைபெற்ற தேர்தலில் யாழ்ப்பாணம் ஸ்டான்லி வீதியில் அமைந்துள்ள தனது ஸ்ரீதர் தியேட்டர் காரியாலயத்தில் கௌரவ டக்ளஸ் தேவானந்தா இருந்து கொண்டு ஆயிரத்துக்கு மேற்பட்டவர்களை அதே வீதியில் அமைந்திருந்த எனது காரியாலயத்துக்கு ஆர்பாட்டம் செய்யுமாறு அனுப்பியிருந்தார். பலர் குடிபோதையில் இருந்தனர். எனக்கு எதிரான சுலோகங்களுடன், எனது கொடும்பாவியை எரித்து காரியாலய பெயர் பலகையையும் உடைத்து விட்டுச் சென்றனர். இவ்வாறான பயமுறுத்தல், பயமுறுத்தி சம்மதிக்க வைப்பதும் தேர்தல் குற்றங்களாகும். தேர்தல் சட்டத்துக்கும் முரணானதாகும். இருந்தும் கௌரவ டக்ளஸ் தேவானந்தா அவர்கள் அமைச்சர் என்ற காரணத்தினால் பொலிசாரும், இராணுவத்தினரும் எதுவும் செய்ய முடியாத நிலையில் செயலற்று நின்றனர். இப்பொழுது விசேட செயலணி குழு தலைவராக செயற்படும் இவ் வேளையில் அரச ஊழியர்கள் அனேகரை தன் தேர்தல் பிரச்சாரத்திற்கு உபயோகிப்பாரேயானால் நான் ஆச்சரியப்பட மாட்டேன். இதற்கு முன்பு நடைபெற்ற தேர்தலில் அரச ஊழியர்கள் முதல் நாள் மாலையிலிருந்தே இவருக்காக செயற்பட ஆரம்பித்து விட்டனர். ஈ.பி.டி.பி இனருக்கும் அவர்களிடம் பல விடயங்களை கற்றுக் கொண்ட விடுதலைப் புலிகளுக்கும் அதிக வித்தியாசமில்லை.

வெளிநாட்டு தூதுவர்களுக்கு 2000ம் ஆண்டு செப்டம்பர் மாதம் 27ம் திகதி ஈ.பி.டி.பி யினரிடமிருந்து ஊர்காவற்துறை மக்களை விடுவிக்குமாறு அரசுக்கு அழுத்தம் கொடுக்க வேண்டுமென கோரிய கடித்தின் ஒரு பகுதியை கீழே குறிப்பிடுகின்றேன். “இன்றைய நிலையில் நான் அறிந்த வரையில் ஒவ்வொருவரினதும் கடமை ஊர்காவற்துறை தொகுதி மக்களை குறிப்பாக நெடுந்தீவு மக்களை விடுவிப்பதே. 4100 பதிவு செய்யப்பட்ட வாக்காளர்களைக் கொண்ட ஊர்காவற்துறையின் ஒரு பகுதியாகிய நெடுந்தீவு இராணுவம், பொலிஸ், கடற்படை ஆகியோர்; கடமையாற்ற இல்லாத வேளையில் அரச சார்பான ஈ.பி.டி.பி என்ற இயக்கம் அப் பகுதி முழுவதும் தனது கட்டுப்பாட்டில் வைத்திருக்கின்றது. கடந்த சில வருடங்களாக அப் பகுதி மக்கள் சொல்ல முடியாத துன்பங்களை அனுபவித்து வருகி;ன்றனர். 1999ம் ஆண்டு நடந்தேறிய ஜனாதிபதி தேர்தலில் ஐ.தே.க க்கு வாக்களித்தவர்களை ஈ.பி.டி.பி யினர் கடுமையாக அடித்துத் துன்புறுத்தினர். உதவி அரசாங்க அதிபருடைய பெயர் தற்போது பிரதேச செயலளர் என மாற்றம் பெற்றுள்ளது. அப் பகுதி அரசாங்க நிர்வாகத்துக்கு அவரே பொறுப்பாக இருந்தார். சில வருடங்களுக்கு முன்பு நெடுந்தீவில் கடமையாற்றிய பிரதேச செயலாளர் ஈ.பி.டி.பி யினரால் அடித்துக் கொல்லப்பட்டார். அரசு இன்று வரைக்கும் அதற்கொரு நடவடிக்கையும் எடுக்கவில்லை. அந்தக் குடும்பத்தினருக்கு எந்தவித நட்ட ஈடும் வழங்கவில்லை. அடித்துக் கொல்லப்பட்டவரின் பெயர் நிக்லஸ் ஆகும்”

இரு வருடங்களுக்கு முன்பு ஈ.பி.டி.பி யினர் சுருவில் என்ற இடத்தில் மற்றொரு இளைஞரை சுட்டுக் கொன்றனர். இது சம்பந்தமாக நான்கு ஈ.பி.டி.பி இனர் மீது ஊர்காவற்துறை நீதிமன்றத்தில் வழக்குத் தாக்கல் செய்யப்பட்டது. சந்தேக பேர்வழிகள் நெடுந்தீவுக்கு தப்பிச் சென்ற வேளையில் நீதிபதியினால் பிடியாணை பிறப்பிக்கப்பட்டிருநதது. பிடியாணையை அமுல்படுத்த முடியாதவேளை காரைநகர் கடற்படை அதிகாரியை நீதிபதி விசாரணை செய்தபோது தனக்கு நெடுந்தீவுக்கு போக அதிகாரம் இல்லையென ஆதாரத்தோடு கூறியிருந்தார். அந்த விடயம் அந்த நீதவானின் இடமாற்றத்தோடு முடிந்து விட்டது. ஜனாதிபதி அவர்களே தாங்கள் உட்பட எவரேனும் நெடுந்தீவுக்கு போவதாக இருப்பின் ஈ.பி.டி.பி யினருடைய அங்கீகாரத்தைப் பெற வேண்டும்.

ஊர்காவற்துறை தொகுதியின் பல்வேறு பகுதிகளிலும் ஈ.பி.டி.பி யினருடைய ஆயுதம் தாங்கியோர் பல்வேறு முகாம்களை அமைந்திருந்தனர். அப் பகுதி அப்பாவி மக்கள் அவர்களின் அதிகாரத்துக்குட்பட்டே வாழ்கின்றனர். ஒரேயொரு வித்தியாசம் என்னவெனில் அப் பகுதியிலுள்ள கடற்படையினர் புலிகளிடமிருந்து ஈ.பி.டி.பி யினரை பாதுகாப்பதும் ஈ.பி.டி.பி யினரிடருந்து பொது மக்களை பாதுகாப்பதும் அவர்களுடைய கடமையாக இருந்தது. இருப்பினும் ஈ.பி.டி.பி யினரின் அட்டகாசத்தை யாராலும் தடுக்க முடியவில்லை. இதில் வேடிக்கை என்னவெனில் நெடுந்தீவு உட்பட ஈ.பி.டி.பி யினருக்கு ஊர்காவற்துறையில் எந்த வேலையும் இருக்கவில்லை. அவர்களுடைய ஆயுதக் குழுவினர் அப்பாவி மக்களை மிரட்டுவதும், பீதியடையச் செய்வதிலுமே ஈடுபட்டிருந்திருந்தனர்.

அரசாங்கம் மக்களின் ஒரு பகுதியினரை ஒரு ஆயுதக் குழு ஏன் துன்புறுத்த அனுமதிக்கின்றது என கேள்வியை எழுப்பலாம். பதில் மிகவும் இலகுவானதே. ஊர்காவற்துறை தொகுதியில் இவ்வாறு பெற்ற வாக்குகளால்தான் 1994ம் ஆண்டுத் தேர்தலில் ஈ.பி.டி.பி இனர் 9 ஆசனங்களை கைப்பற்ற முடிந்தது. இன விகிதாசார அடிப்படையில் யாழ் தேர்தல் மாவட்டத்தின் 11 தொகுதிகள் ஒன்றிணைக்கப்பட்டுள்ளது. இந்த 11 தொகுதிகளில் ஊர்காவற்துறை தொகுதி ஈ.பி.டி.பி இன் முழு கட்டுப்பாட்டில் இருந்தது. ஏனைய 10 தொகுதிகளும் விடுதலைப்புலிகளின் கட்டுப்பாட்டுப் பிரதேசமாகும். அதன் விளைவாக 10 தொகுதிகளில் வாக்கெடுப்பு நடைபெறவில்லை. ஊhகாவற்துறையை முழு கட்டுப்பாட்டில் வைத்திருந்த ஈ.பி.டி.பி 10 ஆசனங்களில் 9 ஐ பெற்றுக் கொண்டது. இதற்கு அவர்களுக்கு கிடைத்த வாக்குகள் 10 தொகுதிகளிலும் மொத்தமாக 175 மட்டுமே. ஊர்காவற்துறை தொகுதியில் ஏறக்குறைய 9000 வாக்குகளை பெற்றனர். அதைக்கூட தேர்தல் மோசடி மூலம் பெற்றதாக கண்காணிப்புக்குழு கூறியிருந்தது. யாழ்ப்பாணத்தில் இருந்து இடம்பெயர்ந்து புத்தளத்தில் வாழும் முஸ்லீம் மக்களின் சில ஆயிரம் வாக்குகளால் ஸ்ரீ.ல.மு.கா ஒரு ஆசனத்தை பெற்றது.

இவ்விடயத்தை மீண்டும் பரிசீலிப்பதற்கு போதிய விடயங்களை தந்துள்ளதாக கருதுகிறேன். ஈ.பி.டி.பி இனர் முன்பு செயற்பட்டது போல் இனியும் செய்யமாட்டார்கள் என்று எத்தகைய உத்தரவாதத்தை அரசு கொடு;க்கும் என வட பகுதி மக்கள் கேட்க ஆரம்பித்து விட்டனர். முன்பு அவர்களிடமிருந்தது ஒரு மாவட்டம். இப்போது அவரிடம் கொடுக்கப்பட்டிருப்பது ஒரு மாகாணமாகும் மற்றும் அனேகரைப் போல் நானும் முற்று முழுதாக இப் பிரச்சினையை மறு பரிசீலனை செய்யவேண்டிய நிலை ஏற்படலாம். இந் நடவடிக்கை இனப் பிரச்சினைக்குத் தீர்வாக அமையாது. ஆதற்கு மாறாக இனப்பிரச்சினையை மேலும் விரிவடையச் செய்து பொது மக்களை விடுதலைப் புலிகளை நோக்கி விரட்டிவிடும் நிலை ஏற்படலாம் என கருதுகிறேன். எனது விளக்கத்தால் தாங்கள் திருப்தி அடையாதிருந்தால் மேலும் சில விடயங்களை இக் கடிதத்தின் இரண்டாம் பாகமாக விரைவில் அனுப்பி வைப்பேன்.

Within two days of the assassination of Ms. Maheswary Velauthan of the EPDP the LTTE has once again shown its atrocious feat in the heart of Colombo. As usual Prabaharan has selected an innocent family to provide a suicide bomber for the game he plays off and on and thoroughly enjoys. Once again it is somebody else’s brainwashed child, he had sacrificed without any known protest neither from the suicide-bomber’s parents nor from any one of the TNA Members of Parliament who are although proxies of the LTTE, in name elected by the people. I am not asking the TNA Members to sacrifice their own children. My only worry is as to why can’t they lodge a strong protest against human sacrifices by the LTTE. That is all I am asking. I strongly condemn the LTTE for playing with human lives.

Ten innocent people some of whom are police officers, have died and over eighty-five seriously injured. How many more will die will not be known for a few days and by the time the exact figure is made known, more similar incidents would have taken place. Every time such an incident takes place more and more widows, orphans and destitute persons are created. In addition several lose their eyesights, limbs and get benumbed also. All the sympathy such victims earn are forgotten sooner or later, but Prabaharan goes on and his people keep on glorifying him.

How are we going to stop this madness? There is only one way by which we can stop this. Without waiting for some unpleasant incident to take place, with in the International Community, the possibility of which is not ruled out, the International Community should wakeup and condemn these atrocious acts of the LTTE with one voice and warn them to stop forthwith playing with innocent human lives.

The Government too without further delay come out with a reasonable and acceptable solution, not due to the fear of the LTTE but only to enable the International Community to act positively without any further delay.

The TULF expresses its deepest sympathies to the kith and kin and all relations and friends of the unfortunate victims.

விடுதலைப் புவிகளுடன் மட்டும் பேச்சுவார்த்தை நடத்தினால் இனப்பிரச்சனை தீருமா?

விடுதலைப் புவிகளுடன் மட்டும் பேச்சுவார்த்தை நடத்தினால் இனப்பிரச்சனை தீருமா?

கடந்த ஏப்ரல் மாதம் 24ம் திகதி தமிழ் நாடு சட்டசபை ஏகமனதாக நிறைவேற்றப்பட்ட தீர்மானத்தின் மூலம் இலங்கைக்கு சமாதானத்தைக் கொண்டுவருவதற்காக யுத்தத்தில் ஈடுபட்டுள்ள இருசாராரையும் பேச வைக்க வேண்டுமென இந்திய மத்திய அரசை கோர வேண்டும் என கேட்டுக்கொண்டது. பல்வேறு நாடுகளும் உலகளாவிய பொது ஸ்தாபனங்களும் இலங்கையின் கள நிலைமையை சரியாக புரிந்து கொள்ளாது யுத்தத்தை நிறுத்த வெண்டுமெனவும் விடுதலைப் புலிகளுடன் பேச வேண்டுமெனவும் வற்புறுத்தி வருகின்றன. யுத்தம் நிறுத்தப்படத்தான் வேண்டும். ஆனால் பேச்சுவார்த்தை விடுதலைப் புலிகளுடன் மட்டுமானதாக இருக்கக்கூடாது. 2002ம் ஆண்டு பெப்ரவரி மாதம் 22ம் திகதி யுத்த நிறுத்த ஒப்பந்தம் கைச்சாத்திட்டதன் பின் நாட்டு நிலைமை முற்றாக மாறிவிட்டது. அந்தநேரம் வடகிழக்கு மாகாணத்தில் சில பகுதிகள் விடுதலைப் புலிகளின் கட்டுப்பாட்டிலும், அரசாங்கக் கட்டுப்பாட்டில் உள்ள பிரதேசங்கள் கூட பெருமளவில் விடுதலைப் புலிகளின் கட்டுப்பாட்டிலேயே இருந்தன. விடுதலைப் புலிகள் மிகக் கூடுதலாகவும், அரச படைகள் சிறிதளவும் மொத்தமாக பல்லாயிரக்கணக்கான யுத்த நிறுத்த மீறல்கள் நடந்தமையினால் ஒப்பந்தம் ரத்தாக்கப்பட்டு யுத்தம் மீண்டும் ஆரம்பிக்கப்பட்டது. இன்று கிழக்கு மாகாணம் விடுதலைப் புலிகளிடமிருந்து முற்று முழுதாக விடுவிக்கப்பட்டு ஏனைய பகுதிகளிலும் அவர்களின் கட்டுப்பாட்டிலிருந்து படிப்படியாக விடுவிக்கப்பட்டு வருகின்றன.

விடுதலைப் புலிகள் அவ்வாறு கூறிவந்தாலும் அவர்களை தமிழ் மக்கள் ஏகபிரதிநிதிகள் என்று ஏற்றுக்கொள்ள வில்லை. வடகிழக்கு மாகாணத்தில் தமிழர்கள் பெரும்பான்மையாக வாழ்கின்ற 22 பாராளுமன்ற தொகுதிகளை விடுதலைப் புலிகள் மோசடி மூலம் தமிழரசுக்கட்சியினூடாக (இலங்கை தமிழரசுக்கட்சி) பெற்றுக்கொண்டு வடகிழக்கு வாழ் மக்களை பிரதிநிதித்துவப்படுத்தாது விடுதலைப் புலிகளையே பிரதிநிதித்துவப்படுத்தி வருகின்றனர். சமஷ்டி கட்சிகூட இயங்காமல் இருந்தவேளையிலேயே இவர்கள் அதன் பிரதிநிதிகளாக தெரிவு செய்யப்பட்டு நீண்ட நாட்களின் பின்னே அக் கட்சியை இயங்க வைத்தனர். தேர்தல் காலத்தில் நான்கு தேர்தல் கண்காணிப்புக்குழு தமது கண்காணிப்புப் பணியில் ஈடுபட்டிருந்தன. இவர்களின் தெரிவை பற்றி அனைத்துக் குழுக்களும் பாதகமான அறிக்கையை முன்வைத்ததோடு இரு குழுக்கள் வடகிழக்கு தேர்தலை ரத்துசெய்து புதிய தேர்தலை நடத்துமாறு சிபாரிசு செய்தனர். ஆகவே எத்தகைய பேச்சுவார்த்தையிலும் ஈடுபடுகின்ற தார்மீக உரிமை அவர்களுக்கு இல்லை. தங்கள் நிலைமையை அவர்கள் உணர்ந்து ஏப்ரல் 2004ம் ஆண்டு பொதுத் தேர்தலின் பின் எதுவித பேச்சுவார்த்தைகளிலும் ஈடுபடவில்லை.

கிழக்கு மாகாணத்தை முற்றுமுழுதாக இழந்த நிலையில் விடுதலைப் புலிகள் கிழக்கு மாகாண தமிழ் மக்களை பற்றி பேசுகின்ற உரிiமையை இழந்து விட்டனர். வட மாகாணத்திலுள்ள ஐந்து மாவட்டங்களில் கிளிநொச்சி, முல்லைத்தீவு ஆகிய மாவட்டங்கள் இன்றும் அவர்களின் கட்டுப்பாட்டிலேயே இயங்குகின்றன. ஏனைய மூன்று மாவட்டங்களாகிய யாழ்ப்பாணம், மன்னார், வவுனியா ஆகியவற்றின் சில பகுதிகளை தங்கள் கட்டுப்பாட்டில் வைத்திருந்தபோதிலும் அப்பகுதிகளையும் படிப்படியாக இழந்து வருகின்றனர்.

இலங்கை தமிழர்களின் சனத்தொகையில் பாதிக்கு மேற்பட்டவர்கள் தென்னிலங்கையில் சிங்கள, முஸ்லீம் மக்கள் மத்தியில் மிக அமைதியாக வாழ்கின்றனர். இன்னுமொரு பகுதியினர் ஐரோப்பா, ஸ்கண்டிநேவியா, அமெரிக்கா, கனடா போன்ற நாடுகளில் மிகப் பொருளாதார ரீதியாக வசதியாக வாழ்ந்து கொண்டு தமது பிள்ளைகளுக்கு சிறந்த கல்வியை ஊட்டிக்கொண்டு நலமாக வாழ்கின்றனர். விடுதலைப் புலிகளுக்கு ஆயுதங்கள் வாங்கவும், புலிகளின் கட்டுப்பாட்டில் வாழ்கின்ற ஏழை மக்களின் பிள்ளைகளை தமது போர் வீரர்களாக சேர்த்து பயிற்சி கொடுக்கவும் பெருந்தொகையாக பண உதவி செய்கின்றனர். இப் பிள்ளைகள் பெருமளவில் யுத்த முனையில் தினமும் மடிந்து கொண்டிருக்கின்றனர். சர்வதேச சமூகத்தை குறிப்பாக ஐக்கிய நாடுகள் சபையின் செயலாளர் நாயகத்தை மக்களின் உயிருக்கும், உடமைகளுக்கும் சேதம் ஏற்படாது நட்புடன் செயல்பட்டு விடுவிக்கக்கூடிய இராணுவத்தை அனுப்பும்படி கோரிக்கை விடுத்திருந்தேன்.

விடுதலைப் புலிகளின் கட்டுப்பாட்டில் அடிமைகள்போல் இன்றும் வாழ்கின்ற மக்களே தமிழ் மக்களில் மிகவும் துர்ப்பாக்கியவான்களாவர். அவர்கள் எந்தவித உரிமைகளையும் அனுபவிப்பதில்லை. தாமாக சிந்தித்து செயலாற்ற முடியாது. தாம் விரும்பிய ஒருவருக்கு வாக்களிக்க முடியாது. விடுதலைப் புலிகள் கடத்தி செல்வதை தடுப்பதற்காக மேல் வகுப்புக்களில் படிக்கும் தமது பிள்ளைகளை மறைத்து வைத்து வாழ்கின்றனர். குற்றவாளிகள் சிறைக்கு அனுப்பப்பட்டு கடுமையாக தண்டிக்கப்படுகின்றனர். கடுமையான வரிகளை செலுத்துகின்றனர். ஆட்கடத்தல், சித்திரவதை முகாம்கள், இருட்டறை போன்ற தண்டனைகளையும் அனுபவிக்கின்றனர். குறைந்தபட்சம் இந்திய பாராளுமன்ற உறுப்பினர்கள் சிலரையும் சட்டசபை உறுப்பினர்களையும் விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்துக்குச் சென்று அங்கு மக்கள் படுகின்ற கஷ்டங்கள், அனுபவக்கின்ற கொடுமைகளையும் நேரடியாக பார்க்கும்படி கோரியிருந்தேன்.

இப்பொழுதுள்ள பிரச்சனை அரசாங்கம் யாருடன் பேச வேண்டும் என்பதே. அரசு விடுதலைப் புலிகளுடன்தான் பேச வேண்டும் என்று கூறுவது நியாயமானதா? இன்றைய சூழ்நிலையை தமக்கு சாதகமாக பாவித்து இடையிலுள்ள சிலர் பல்வேறு மாற்றுத் திட்டங்களை முன்வைக்க முயல்கின்றனர். பிரச்சினை தீர்வுக்கு அவை உதவமாட்டாது. ஓற்றையாட்சியின் கீழ் காணப்படும் தீர்வு சிறுபான்மை தமிழினத்தின் அபிலாசைகளுக்கு ஏற்புடையதல்ல. எத்தகைய தீர்வும் நியாயமானதாகவும், சமத்துவமானதாகவும் அமைய வேண்டும். கடந்த சில வருடங்களாக இந்திய முறையிலானவொரு தீர்வை முன்வைத்து ஆதரவு தேடி வந்துள்ளேன். எல்லாவற்றுக்கு மேலாக இந்திய முறையிலான தீர்விலுள்ள நன்மை யாதெனில் இனப்பிரச்சினை தீர்வுக்கு தமிழ் நாட்டில் முட்டுக்கட்டை கொடுக்கின்ற புலி சார்பான சில சக்திகளை மௌனிக்க வைக்க முடியும்.

யுத்தமுனையில் ஆயிரக்கணக்கானவர்கள் மரணிக்கின்றார்கள். அவ்வாறு மரணிப்பவர்களின் உறவினர்கள், அன்புக்குரியவர்கள் தான் வேதனையை அனுபவிக்கின்றார்களேயொழிய யுத்தத்தை முன்னெடுப்பவர்கள் அல்ல. மனித உரிமை மீறல்கள் அரச கட்டுப்பாட்டுப் பகுதியிலும் விடுதலைப் புலிகள் கட்டுப்பாட்டுப் பகுதியிலும் ஒருவித தடையுமின்றி நடைபெற்று வருகின்றன. அரச கட்டுப்பாட்டுப் பகுதியில் நடப்பதை பலரும் அறிவர். புலிகள் கட்டுப்பாட்டுப் பகுதியில் நடப்பவைகள் முழுதும் மறைக்கப்படுகின்றன. பொது மக்கள் உறுதியாக நின்று ஒத்துழைப்பு கொடுப்பார்களேயானால் அரச கட்டுப்பாட்டுப் பகுதியிலே மனித உரிமை மீறல்களை கட்டுப்பாட்டுக்குள் கொண்டுவர முடியும். ஆனால் புலிகள் பகுதியில் அதற்கு சாத்தியமில்லை.

சர்வதேச சமூகம் குறிப்பாக இந்தியா அக்கறையின்றி இருக்க முடியாது. அரசுக்கு எல்லா வழியாலும் சர்வதேச சமூகத்துக்கு ஏற்புடையதாகிய ஓர் நியாயமான தீர்வை முன் வைக்குமாறு அழுத்தம் கொடுக்க வேண்டும். சர்வதேச சமூகம் திருப்தியடையும் பட்சத்தில் அதை ஏற்குமாறு சம்பந்தப்பட்ட அனைவரையும் வற்புறுத்த வேண்டும். விடுதலைப் புலிகள் தனிநாட்டுக் கோரிக்கையை கைவிட்டு சர்வதேச சமூகத்தின் சிபாரிசை ஏற்க வேண்டும்.

சர்ச்சைக்குரிய 13வது திருத்தம் அரை நூற்றாண்டு காலமாக பல ஆயிரக்கணக்கான உயிர்கள் பலகோடி ரூபா பெறுமதியான சொத்துக்களை இழந்த நிலையில், நிரந்தர தீர்வாக அமையாது. இருப்பினும் இறுதித் தீர்வை காணும் வரைக்கும் 13வது திருத்தத்தை ஒரு தற்காலிக தீர்வாக ஏற்றுக்கொள்ளலாம்.

மாட்சிமை தங்கிய தூதுவர் அவர்களே! இலங்கையில் தற்போது நிலவும் நிலமையை தங்கள் அரசுக்கு விளக்கிக்கூறி சம்பந்தப்பட்ட அனைவரையும் ஓர் நியாயமான தீர்வுக்கு உடன்பட வைக்க போதிய அழுத்தம் கொடுக்க வேண்டுமென கேட்டுக் கொள்கிறேன். ஏனெனில் தாங்க முடியாத எல்லை மீறி மக்கள் துன்பப்படுகின்றார்கள். இது சம்பந்தமாக தங்களுடன் நேரில் பேசுவதற்கு உரிய நாள், நேரம் குறித்து தருமாறு தாழ்மையுடன் கேட்டுக்கொள்கிறேன்.

WILL TALKS WITH THE LTTE ALONE SOLVE THE ETHNIC PROBLEM?

A resolution was unanimously adopted on the 24th of April at the Tamil Nadu Legislative Assembly, calling upon the Central Government of India to intervene and to help to initiate talks between the two warring parties, to bring back Peace to Sri Lanka. It is very unfortunate that most countries and various organisations all over the world, without understanding the ground situation keep on asking the Government of Sri Lanka to stop the war and to start talks with the LTTE. The war must stop but there cannot be talks with the LTTE alone.

The entire scenario has changed since the Cease Fire Agreement was signed on the 22nd of February, 2002. At the time the CFA was signed the LTTE had under its control certain specified areas both in the Northern and Eastern Provinces and was also virtually controlling the Government controlled areas in the North and the East. Several thousands of CFA violations, very many by the LTTE and a few by the Forces, resulted in the abrogation of the Agreement and re-starting of the war. Today, the LTTE controlled Eastern Province is completely liberated and the LTTE is losing fast its grip of areas they had under their control.

No one ever recognised the LTTE as the sole-representatives of the Tamil people although they were saying so. They gained 22 Parliamentary Tamil majority seats by fraudulent means, in the North and the East and all their 22 Federal Party (ITAK) Members of Parliament only act as proxies of the LTTE and not as representatives of the Tamil People of the North and the East. Even the Federal Party on which they entered Parliament was defunct at the time they sought election and was revived only much after the election. The four election Monitoring Teams that were here Monitoring election violence and violations had given adverse reports about the conducting of the elections held on 2nd of April 2004. Two such teams even recommended annulling of the elections held for the North and the East. Therefore they have no moral right to take part in any negotiations. In fact knowing their status they had not taken part in any negotiations since their elections in April, 2004.

The LTTE having lost control of the Eastern Province cannot any more talk about the people of the East. In the Northern Province, of the five administrative Districts, Kilinochchi and Mullaitheevu Districts are fully under their control. In the other three Districts Jaffna, Mannar and Vavuniya, they have control over certain areas and little by little they are losing those areas also.

More than half of the Sri Lankan Tamil population now live peacefully in the midst of the Sinhalese and the Muslims in the South. A substantial Tamil population is now living in Europe, Scandinavia, USA and Canada. Economically they are well off, well settled and giving the best of education for their children. They contribute liberally to the LTTE to purchase arms and to give training for children of poor parents in the LTTE held areas where they die in large numbers at the battle front everyday. I have made repeated requests to the International Community and also to the Secretary General of the United Nations to send a friendly army to liberate them from the LTTE without causing loss of lives and damage to property.

The most unfortunate Tamils are those who are still under their control where they live like slaves. They hardly enjoy any right. They can’t think or act as they want. They can’t vote for one, of their choice. They hide their upper school children from the LTTE to prevent them from being taken away for recruitment as soldiers. The offenders are sent to jail and severely punished. They had to pay heavy taxes. There are abductions, torture camps and darkroom chambers. I had made several appeals for atleast the Indian Parliamentarians and Members of Legislative Assemblies to visit the LTTE controlled areas and to judge for themselves as to what is happening there and how cruelly the innocent people are treated.

The question now is as to with whom the Government should talk? Is it right to ask the Government to talk to the LTTE alone? Some Intermediaries are trying to take advantage of the present situation and are coming out with various proposals which will never help to solve the problem. No solution based on a Unitary System will satisfy the aspirations of the Tamil minorities. Any solution should be based on equality and justice. During the last few years I had been lobbying for a solution based on the Indian Model, the main advantage of which, more than anything else, will silence the pro-LTTE forces in Tamil Nadu, which is a big stumbling block for any solution.

Thousands of people are getting killed in the war front. The pain is for the relatives and the dear ones of the victims and not for those who promote the war. The human rights violations continue unabated both in the Government controlled areas and in the LTTE controlled area, the only difference being there is transparency in the former and complete blackout in the latter. If there is determination and co-operation from the public the HRV can be brought under control in the former and nothing can be done in areas under the LTTE control.

The International Community and India in particular, can’t simply keep aloof. Pressure must come from all sides to the Government to put forward a reasonable solution acceptable to the International Community which if satisfied should bring pressure on all concerned parties to accept the proposed solution. The LTTE also should be told to give up their demand for separation and to accept the solution recommended by the International Community.

The controversial 13th Amendment can never be accepted as a final solution after loss of several thousands of lives and several billions worth of property destroyed over a period of over half a century. However till a final solution is agree on, the provisions in the 13th Amendment can serve as an interim solution.

I shall be very thankful to you, Your Excellency if you would kindly brief your Government of the present situation in Sri Lanka and to bring pressure on all the concerned parties to agree for a reasonable solution to the Ethnic Problem, since the country has suffered far beyond endurance. Kindly inform me a suitable date and time to enable me to meet and brief you further on this subject.
